ASEGRA is an industrial area in Granada (Spain) with important waste management problems. In order to properly manage and control waste production in industry, one must know the quantity, type, and composition of industrial wastes, as well as the management practices of the companies involved. In our study, questionnaires were used to collect data regarding methods of waste management used in 170 of the 230 businesses in the area of study. The majority of these companies in ASEGRA are small or medium-size, and belong to the service sector, transport, and distribution. This was naturally a conditioning factor in both the type and management of the wastes generated. It was observed that paper and cardboard, plastic, wood, and metals were the most common types of waste, mainly generated from packaging (49% of the total volume), as well as material used in containers and for wrapping products. Serious problems were observed in the management of these wastes. In most cases they were disposed of by dumping, and very rarely did businesses resort to reuse, recycling or valorization. Smaller companies encountered greater difficulties when it came to effective waste management. The most frequent solution for the disposal of wastes in the area was dumping.  相似文献

Tradable-permit schemes are becoming an increasingly popular technique for encouraging materials recovery and the diversion of waste from landfill. Such schemes operate using various forms of market-based trading of waste permits between polluters but usually rely on mandatory recycling targets to provide an incentive for trading. Using the UK's Packaging Recovery Note (PRN) scheme as a template, this paper examines the potential for permit trading where mandatory targets are absent and schemes must be driven solely by the financial benefits of reduced landfill costs and permit/material sales. The case examined is sterilized clinical waste, which has considerable recycling potential but suffers from health concerns and a poor public image. Interviews with healthcare and waste-management representatives indicate that although elements of the PRN scheme might prove appropriate for encouraging materials recovery, the absence of government targets and uncertain end markets for sterilized clinical waste present major obstacles to trading. Alternative incentives would therefore be required to catalyse schemes and develop recycling infrastructure. In the final analysis, thermal processing may be a more practical alternative to landfill than materials recovery for this particular waste stream.  相似文献

In order to decrease environmental impacts in waste management the choice of treatment method must be based on the characteristics of the waste. Present sampling procedures do not provide statistically representative samples of solid waste and this provides difficulties in characterization. The objective of this study was to develop a procedure for waste component analysis and sampling of waste after collection and at plant level. A further objective was to characterize the waste delivered to an incineration plant for physical and chemical properties and to determine the amounts of delivered waste that could be classified as biofuels and fossil fuels. The proportions of recyclables and hazardous waste were also examined. Samples were taken randomly from waste trucks and divided by square implementation. Statistical analysis of the results showed that the number of sub-samples could be decreased with only a moderate increase in the confidence interval. This means that future waste composition analyses could be made more efficient and thereby less expensive. The analysis of the waste delivered to the Lidk?ping incineration plant (Central Sweden) showed that 66.4% of the household waste was composed of biofuels and 21.3% of non-renewable combustibles, of which 40.3% were recyclables. In addition, 11.6% of the household waste was non-combustible and 0.6% hazardous waste. The heat value for the biofuels was 18.0-19.7 MJ kg(-1) dry mass (DM) and for the fossil fuels 28.2-33.9 MJ kg(-1) DM. The industrial waste consisted of 35.9% biofuels, 62.0% fossil fuels, 1.6% non-combustible and 0.5% hazardous waste. The heat value was 19.5 MJ kg(-1) DM for the biofuels and 31.4 MJ kg(-1) DM for the fossil fuels.  相似文献

In this study, an interval-parameter semi-infinite fuzzy-chance-constrained mixed-integer linear programming (ISIFCIP) approach is developed for supporting long-term planning of waste-management systems under multiple uncertainties in the City of Regina, Canada. The method improves upon the existing interval-parameter semi-infinite programming (ISIP) and fuzzy-chance-constrained programming (FCCP) by incorporating uncertainties expressed as dual uncertainties of functional intervals and multiple uncertainties of distributions with fuzzy-interval admissible probability of violating constraint within a general optimization framework. The binary-variable solutions represent the decisions of waste-management-facility expansion, and the continuous ones are related to decisions of waste-flow allocation. The interval solutions can help decision-makers to obtain multiple decision alternatives, as well as provide bases for further analyses of tradeoffs between waste-management cost and system-failure risk.In the application to the City of Regina, Canada, two scenarios are considered. In Scenario 1, the City’s waste-management practices would be based on the existing policy over the next 25 years. The total diversion rate for the residential waste would be approximately 14%. Scenario 2 is associated with a policy for waste minimization and diversion, where 35% diversion of residential waste should be achieved within 15 years, and 50% diversion over 25 years. In this scenario, not only landfill would be expanded, but also CF and MRF would be expanded. Through the scenario analyses, useful decision support for the City’s solid-waste managers and decision-makers has been generated.Three special characteristics of the proposed method make it unique compared with other optimization techniques that deal with uncertainties. Firstly, it is useful for tackling multiple uncertainties expressed as intervals, functional intervals, probability distributions, fuzzy sets, and their combinations; secondly, it has capability in addressing the temporal variations of the functional intervals; thirdly, it can facilitate dynamic analysis for decisions of facility-expansion planning and waste-flow allocation within a multi-facility, multi-period and multi-option context.  相似文献

Municipal solid waste management is a multidisciplinary activity that includes generation, source separation, storage, collection, transfer and transport, processing and recovery, and, last but not least, disposal. The optimization of waste collection, through source separation, is compulsory where a landfill based management must be overcome. In this paper, a few aspects related to the implementation of a Web-GIS based system are analyzed. This approach is critically analyzed referring to the experience of two Italian case studies and two additional extra-European case studies. The first case is one of the best examples of selective collection optimization in Italy. The obtained efficiency is very high: 80% of waste is source separated for recycling purposes. In the second reference case, the local administration is going to be faced with the optimization of waste collection through Web-GIS oriented technologies for the first time. The starting scenario is far from an optimized management of municipal solid waste. The last two case studies concern pilot experiences in China and Malaysia. Each step of the Web-GIS oriented strategy is comparatively discussed referring to typical scenarios of developed and transient economies. The main result is that transient economies are ready to move toward Web oriented tools for MSW management, but this opportunity is not yet well exploited in the sector.  相似文献

The municipal solid waste (MSW) management is an important task that local governments as well as private companies must take into account to protect human health, the environment and to preserve natural resources. To design an adequate MSW management plan the first step consist in defining the waste generation and composition patterns of the town. As these patterns depend on several socio-economic factors it is advisable to organize them previously. Moreover, the waste generation and composition patterns may vary around the town and over the time. Generally, the data are not homogeneous around the city as the number of inhabitants is not constant nor it is the economic activity. Therefore, if all the information is showed in thematic maps, the final waste management decisions can be made more efficiently. The main aim of this paper is to present a structured methodology that allows local authorities or private companies who deal with MSW to design its own MSW management plan depending on the available data. According to these data, this paper proposes two ways of action: a direct way when detailed data are available and an indirect way when there is a lack of data and it is necessary to take into account bibliographic data. In any case, the amount of information needed is considerable. This paper combines the planning methodology with the Geographic Information Systems to present the final results in thematic maps that make easier to interpret them. The proposed methodology is a previous useful tool to organize the MSW collection routes including the selective collection. To verify the methodology it has been successfully applied to a Spanish town.  相似文献

Potentials for the prevention of municipal solid waste   总被引:1,自引:0,他引:1  
Waste prevention has been assigned the highest priority under European waste management law. However, the initiatives which have been taken so far have not reduced the regular annual increase in total waste arising across Europe. The purpose of this paper is to quantify and analyze in depth the prevention potential for selected case studies (advertising material, beverage packaging, diapers, food waste, waste from events). Only such measures are considered, which do not require a reduction of consumption. The prevention potentials for household waste in theory are exemplified for the city of Vienna, also with a view to barriers that may reduce the achievable prevention potential. The results show that the prevention potentials for the analyzed individual measures can reach an order of magnitude of some 10% of the relevant waste stream (e.g., advertising material, beverage packaging), or rather 1-3% of municipal solid waste. The prevention potentials appear to be relatively small in relation to the total municipal waste quantities. Methodological shortcomings, such as the missing availability of basic data, make it difficult to exactly estimate the impact of waste prevention measures on waste quantities, which is only one of the effects of waste prevention among other ecological, social and economic aspects.  相似文献

As planning for sustainable municipal solid waste management has to address several inter-connected issues such as landfill capacity, environmental impacts and financial expenditure, it becomes increasingly necessary to understand the dynamic nature of their interactions. A system dynamics approach designed here attempts to address some of these issues by fitting a model framework for Newark urban region in the US, and running a forecast simulation. The dynamic system developed in this study incorporates the complexity of the waste generation and management process to some extent which is achieved through a combination of simpler sub-processes that are linked together to form a whole. The impact of decision options on the generation of waste in the city, on the remaining landfill capacity of the state, and on the economic cost or benefit actualized by different waste processing options are explored through this approach, providing valuable insights into the urban waste-management process.  相似文献

Integrated waste management systems are one of the greatest challenges for sustainable development. For these systems to be successful, the first step is to carry out waste characterization studies. In this paper are reported the results of a waste characterization study performed in the Campus Mexicali I of the Autonomous University of Baja California (UABC). The aim of this study was to set the basis for implementation of a recovery, reduction and recycling waste management program at the campus. It was found that the campus Mexicali I produces 1ton of solid wastes per day; more than 65% of these wastes are recyclable or potentially recyclable. These results showed that a program for segregation and recycling is feasible on a University Campus. The study also showed that the local market for recyclable waste, under present conditions - number of recycling companies and amounts of recyclables accepted - can absorb all of these wastes. Some alternatives for the potentially recyclables wastes are discussed. Finally some strategies that could be used to reduce waste at the source are discussed as well.  相似文献

Corporations often become potentially responsible parties (PRPs) at hazardous waste sites because of their past transportation or disposal of hazardous substances at such sites. Determining a PRP's potential liability for the assessment and cleanup of hazardous waste sites is a challenging effort and often results in disputes among other PRPs regarding appropriate allocation of response action costs to each party. Further, public companies have an obligation to report probable and reasonably estimable costs under Generally Accepted Accounting Principles (GAAP) for environmental liabilities at their current or prior hazardous waste sites. The first step in such an evaluation is to determine whether or not a PRP can extricate themselves from any association with the subject site or, alternatively, demonstrate de minimis status. This article describes the methods by which PRPs can extricate themselves from liability associated with response action costs at contaminated sites, including: evaluating a PRP's prior settlements or indemnifications with other PRPs; identifying insurance coverage or other financial assurance instruments for the disposal facility; and examining applicable statutes of limitations against when a PRP received notification from the regulatory agency. The article also presents a case study discussing how a PRP with a portfolio of 72 hazardous waste disposal sites was able to extricate itself from the majority of these sites, resulting in only four sites where the PRP was determined to be a PRP and where an associated allocable share was assigned. © 2014 Wiley Periodicals, Inc.  相似文献

The increasing demand for thermal and electric energy in many branches of industry and municipal management accounts for a drastic diminishing of natural resources (fossil fuels). Meanwhile, in numerous technical processes, a huge mass of wastes is produced. A segregated and converted combustible fraction of the wastes, with relatively high calorific value, may be used as a component of formed fuels. The utilization of the formed fuel components from segregated groups of waste in associated processes of co-combustion with conventional fuels causes significant savings resulting from partial replacement of fossil fuels, and reduction of environmental pollution resulting directly from the limitation of waste migration to the environment (soil, atmospheric air, surface and underground water). The realization of technological processes with the utilization of formed fuel in associated thermal systems should be qualified by technical criteria, which means that elementary processes as well as factors of sustainable development, from a global viewpoint, must not be disturbed. The utilization of post-process waste should be preceded by detailed technical, ecological and economic analyses. In order to optimize the mixing process of fuel components, a mathematical model of the forming process was created. The model is defined as a group of data structures which uniquely identify a real process and conversion of this data in algorithms based on a problem of linear programming. The paper also presents the optimization of parameters in the process of forming fuels using a modified simplex algorithm with a polynomial worktime. This model is a datum-point in the numerical modeling of real processes, allowing a precise determination of the optimal elementary composition of formed fuels components, with assumed constraints and decision variables of the task.  相似文献

In recent years thermal utilization of mixed wastes and solid recovered fuels has become of increasing importance in European waste management. Since wastes or solid recovered fuels are generally composed of fossil and biogenic materials, only part of the CO2 emissions is accounted for in greenhouse gas inventories or emission trading schemes. A promising approach for determining this fraction is the so-called radiocarbon method. It is based on different ratios of the carbon isotopes 14C and 12C in fossil and biogenic fuels. Fossil fuels have zero radiocarbon, whereas biogenic materials are enriched in 14C and reflect the 14CO2 abundance of the ambient atmosphere. Due to nuclear weapons tests in the past century, the radiocarbon content in the atmosphere has not been constant, which has resulted in a varying 14C content of biogenic matter, depending on the period of growth. In the present paper 14C contents of different biogenic waste fractions (e.g., kitchen waste, paper, wood), as well as mixtures of different wastes (household, bulky waste, and commercial waste), and solid recovered fuels are determined. The calculated 14C content of the materials investigated ranges between 98 and 135 pMC.  相似文献

Between 1996 and 2002, the Swedish import of so-called yellow waste for energy recovery increased. The import mainly consisted of separated wood waste and mixes of used wood and paper and/or plastics that was combusted in district heat production plants (DHPPs). Some mixed waste was imported to waste incineration plants for energy recovery (10% of the import of yellow waste for energy recovery in 2002). The import came primarily from Germany, the Netherlands, Norway, Denmark and Finland. We identified six underlying driving forces for this recent increase of imported waste which are outlined and their interactive issues discussed. --The energy system infrastructure, which enables high energy recovery in Sweden. --The energy taxation, where high Swedish taxes on fossil fuels make relatively expensive solid biofuels the main alternative for base load production of district heat. --The quality of the waste-derived fuels, which has been higher in the exporting countries than in Sweden. --The bans on landfilling within Europe and the shortage of waste treatment capacity. --Taxes on waste management in Europe. --Gate fee differences between exporting countries and Sweden. In the future, the overall strength of these driving forces will probably be weakened. A Swedish tax on waste incineration is being investigated. In other European countries, the ambition to reach the Kyoto targets and increase the renewable electricity production could improve the competitiveness of waste-derived fuels in comparison with fossil fuels. Swedish DHPPs using waste-derived fuels will experience higher costs after the Waste Incineration Directive is fully implemented. The uncertainty about European waste generation and treatment capacity, however, might have a large influence on the future gate fees and thus also on the yellow waste import into Sweden.  相似文献

A stochastic robust interval linear programming model (IPRO) was developed for supporting municipal solid waste management under uncertainty. The model improves upon the existing stochastic robust optimization (SRO) and interval linear programming (ILP) methods by allowing evaluations of trade-offs among expected costs, cost variability, and risk of violating relax constraints simultaneously, as well as reflections of complex uncertainties through both interval and stochastic theories. A long-term waste management problem was used to demonstrate the applicability of IPRO model. The results indicated that IPRO normally led to interval solutions, where waste-management alternatives could be generated by adjusting the decision-variable values within their intervals. The model could also help waste managers to identify desired policies that under various environmental, economic, system-feasibility and system-reliability constraints.  相似文献

Unit-charging programs known as pay-as-you-throw (PAYT) for municipal solid waste in Japan were surveyed. The number of municipalities that have implemented PAYT for combustible waste totaled 954 (30%) in 2003. The introduction of PAYT programs peaked in the early 1970s and again in the 1990s. PAYT has tended to be adopted by municipalities with small populations (less than 30,000). PAYT charging systems can be roughly divided into two groups: simple unit-pricing programs and two-tiered pricing programs. It is difficult to see the relationship between PAYT and waste reduction by simple inspection of the overall changes throughout Japan. Case studies of four municipalities showed that the implementation of PAYT programs reduced the amount of residual waste generated by 20% to 30%. In combination with other measures, especially the recycling of containers and packaging, PAYT programs can bring about a dramatic reduction in waste.  相似文献

Since 2005, France has been facing a reform of the financial regulation of the management of municipal solid waste, by tax or flat fees. Nevertheless, the application of unit pricing is limited to about 15 local authorities, but interest is expanding. The French examples confirm the efficiency of this PAYT system. The prevention and the sorting of packaging waste are increasing and the quantity of residual waste falling. But, we have highlighted the difficulty for the local authorities to balance their budgets during the years of PAYT system implementation. After a short review of the situation in France of the financing of waste services, and in particular of PAYT system, the paper presents, firstly the financial model and then, the results of its application in two communities. The cost model takes into account the expenditure of management on various waste flows and the revenues for the sale of by-products. A financial balance is ensured by the payments from households. Consequently, the unit pricing and the effect of the behaviour of the inhabitants are introduced into the simulation model. The application on two local authorities showed that the increase of sorting waste did not restore the balance. From the analysis, three reasons explain this situation: Thus, the development of the tariff must be carried out according to an economic approach. In the end, after the presentation of the financial modelling and its application, we make recommendations to aid the implementation of the PAYT system and the development of the pricing structures by local authorities.  相似文献

A compilation of generation rates and chemical compositions of potential waste streams in a typical crewed space habitat was made in connection with the waste-management aspect of NASA's Physical/Chemical Closed-Loop Life Support Program. Waste composition definitions are needed for the design of waste-processing technologies involved in closing major life support functions in future, long-duration, human space missions. Data for the constituents and chemical formulae of the following waste streams are presented and/or discussed: human urine, feces, hygiene (laundry and shower) water, cleansing agents, trash, humidity condensate, dried sweat, and trace contaminants. The Resource Conservation and Recovery Act (RCRA) was enacted in 1976. The Hazardous and Solid Waste Amendments (HSWA) of 1984 specify “corrective action” requirements for protecting human health and the environment from environmental contamination at active hazardous waste treatment, storage, and disposal facilities. RCRA and its corrective action requirements are designed to prevent the creation of new Superfund sites by regulating and remediating active facilities. The RCRA corrective action process has four basic components: the facility assessment, facility investigation, corrective measures study, and corrective measures implementation. This article presents an overview of the RCRA corrective action process and presents four case studies from three U.S. EPA regions.  相似文献

The construction and demolition (C&D) industry has been identified as a major source of waste. European Union legislation states that, by 2020, 70 % of C&D waste must be prepared for reuse, recycled or recovered. European Union member states must increase their C&D waste recycling percentages in order to meet this binding target. Utilization of mineral wool waste, often considered unrecyclable, could improve the recycling percentage of C&D waste. In this article, mineral wool production and waste volumes are estimated based on information from the Eurostat database. A literature survey is conducted to collect information about mineral wool material properties, current recycling methods, and barriers to recycling of mineral wool, and suitable methods for separating mineral wool from C&D waste streams and the economic viability of mineral wool recycling are discussed. It is noted that accurate estimation of mineral wool waste volumes is problematic due to the fragmented nature of available data. Based on the literature review, current methods for recycling mineral wool waste include utilization of mineral wool waste as a raw material in various products. Barriers to recycling include economic questions and issues related to the purity and health effects of mineral wool waste. Material properties of mineral wool waste, such as fire resistance, could provide improved properties in products utilizing mineral wool waste as a raw material.  相似文献
