Assessing carrying capacities of coastal areas in France   总被引:1,自引:0,他引:1  
This paper provides the methodological framework for carrying capacity assessment through a set of indicators, as implemented in a French case study. The approach aims to help the State and local governments of coastal areas facing population growth and important touristic flows to undergo a local development strategy that does not imperil their territorial strategic resources. This work shows how situations of dysfunction or saturation points have interlinked consequences on environmental, social and economic resources, justifying a crosswise assessment.  相似文献

This study reports an overview of the economic, social and environmental performance of the main South American countries (SAC) as measured by the Sustainable Society Index. This is a well-known composite indicator, composed of 21 indicators, grouped in seven categories, covering environmental, social and economic wellbeing dimensions. Thirteen European countries recently incorporated into the European Union (NEUC) are considered as a reference. The study covers the period 2006–2016. The South American Region features significant natural resources and plays an important role in the global economy. However, there is concern about the long-term sustainability of social and economic development, given the high rate of economic growth based on the production of low added-value primary products. Sustainable development requires reasonable balance between economic, social and environmental performance, as well as a sustained and balanced increase in performance associated with those fundamental dimensions. Moreover, it is important to agree on minimum performance levels for all performance indicators, taking into account particular social, economic and environmental realities. SAC feature a clear imbalance in some categories affecting the economic, social and environmental wellbeing dimensions, showing either stagnation or significant decrease in recent years. It can be concluded that in the light of findings reported here, South American countries are far from being on the pathway towards sustainable development.  相似文献

Guangzhou has ambitions to build itself into a world class metropolis by 2010. Sustainable development is the only way to achieve this magnificent goal. Based on the ecological perspective of sustainable development and the principles of ecosystem integrity, this paper develops an approach for evaluation of sustainable development in Guangzhou between 1986 and 1995. A hierarchical evaluation system of four tiers of sustainability indicators was established. Using the method of fuzzy multistage synthetic evaluation, sustainability development level index, QIx, was calculated for the indicators at the B, C, D, and E tiers. Development stages were identified based on these index values. The coordination degree among the economic, social, and natural subsystems was also computed. Further, an overall sustainability index for each year was computed by combining the development level index and the coordination degree. It was found that the urban ecosystem in Guangzhou had generally become more sustainable, in spite of fluctuations in coordination degree. The development level index of the economic subsystem has surpassed that of social and natural subsystems since 1995. Appropriate measures must be taken to ensure coordinated development among the subsystems for the purpose of sustainable development.  相似文献

To evaluate a specific form of resource management, for example, the maintenance of valuable cultural landscapes, the contributions of many different viewpoints must be considered. In this paper, a model for assessing and integrating the different aspects contributing to landscape evaluation is proposed. Some results of its use in landscape assessment in the Madrid region (central Spain) are discussed.The model takes into account five assessment dimensions which are considered to be independent—the ecological, productive, economic, social and cultural evaluative systems and it recognises and assumes conflicts and trade-offs between these components. The inclusion of the production system as an independent assessment dimension is original and is justified because it is the link that connects the ecological and economic systems. Since this dimension acts most directly on the ecosystem, the production system includes the attribute of ecological or strong (in the sense of [For the Common Good, Beacon Press, Boston, 1994]) sustainability.The evaluation method places special emphasis on defining a conceptual framework, and from this defines scenarios in comparison with which particular development models (landscape planning, resources management) can be evaluated. Seven scenarios, coming from a hypothetical, traditional sustainable scenario of resources management, are defined. One of these, the sound sustainable scenario, is defended as the only one viable in the long term, particularly in developing countries.This method was employed to evaluate the agricultural and natural landscape of the Madrid region municipalities. The multivariate approach adopted was based on the selection of indicator sets for each evaluative dimension. The structure of relationships among indicators was then analysed separately for each dimension and values assigned to the municipalities according to their position on the main axes of the multivariate analyses. Each municipality was assigned to one of the seven development scenarios by means of discriminant analysis. The approach’s greatest assets are its flexibility in the selection of the indicators and the efficacy in its monitoring and comparison of the different analysed cases once a rigorous conceptual framework was established.The paper discusses the conditions for the sustainability of the human activities and provides a method for evaluating and comparing scenarios of resources management.  相似文献

The research was based on a comparative study of three representative rural areas (Dovras, Larissa, and Messapia) in Greece. Remote sensing data were collected (maps, aerial photographs) for the landscape analysis and elaborated using GIS linked with economic and social parameters regarding land use. By using a selected core set of landscape indicators, this research aims at providing a useful tool for assessing agroecosystem management at territorial level and hopefully assist decision-making for the promotion of sustainability. The selected tool showed that the study area of Messapia presented the highest level of environmental sustainability, while the area of Dovras showed the best combination of agricultural productivity and landscape management. Results showed that the ecoregions of Dovras, Larissa, and Messapia presented a landscape composed of important ecological function areas in the percentages of 40%, 15%, and 70%, respectively, and of cultivated areas in the percentages of 55%, 71.19%, and 19.75%, respectively.  相似文献

Ecotourism contains the integration from ecological integrity and economic benefits to environmental and historically sensitive areas. One of the major keys of ecotourism-planning strategies is to ensure the sustainability of unique natural and cultural resources by a balance strategy between protection and use. It causes both the increase of the ecotourism awareness of local people and visitors and the decrease of the environmental problems and visitor pressures on the landscape resources of potential ecotourism areas. For this reason, the study presents the example of Iznik which is an ancient Greek, Roman, Byzantine, and Ottoman city of Nicaea with its lake, historical walls and gates, churches and early-period mosques, ceramic tiles, and agricultural activities on the southeast of Marmara Region, Turkey. It has been declared to have a different protected area status. However, the number of unsuitable management and uncontrolled economic activities has caused damage to sensitive landscape values. The aim of this research is to define ecotourism criteria for Iznik and it offers ecotourism strategies for the sustainability of sensitive landscape areas. Fieldwork, field observation, interviews and survey study with integrated multiple-criteria decision analysis and strengths-weakness-opportunities-threats (SWOT) analysis conducted with locals, tourists and experts were performed for this purpose. According to the results, among the 4 main and 15 sub-criteria of ecotourism to be in UNESCO Tentative List, the opportunity for ecotourism-planning strategy was found as the highest priority ranking. This research proposes a framework by using a priority-ranking method for the development of ecotourism strategies in the town.  相似文献

Little work dealing with the evaluation of aquaculture system sustainability has so far been undertaken on a global and comparative basis. Moreover, such work is mostly based on very unbalanced approaches in terms of the dimensions of sustainable development that are taken into account. The approach adopted in this article is designed to encompass all the dimensions of sustainability including the institutional one (governance). The taking into account of this latter, in particular, together with the role played by aquaculture in sustainability at the territorial level gives the approach its original and innovative nature. The process of establishing the checklist of sustainability indicators in aquaculture relies on a hierarchical nesting approach which makes it possible to link indicators with general sustainability criteria and principles. At once multidisciplinary and participatory, the approach compares several countries with highly differentiated types of aquaculture system. An original finding from this work is that the technically most intensive farming model scores better than more extensive systems, which might have been thought to be closer to natural systems in their environmental dimension and therefore intuitively more ‘sustainable’. This result suggests relating sustainability outcomes to the level of control and of devolved responsibilities.  相似文献

Starting from the concept of three fundamental sustainability dimensions (environmental, social, and economic), this study investigated professional contributions to sustainability by means of principal component analysis (PCA). Graduates from the Environmental Sciences program (N?=?542) at ETH Zurich described their best professional contributions to sustainable development. Next, they evaluated whether their best practice example contributed to achieving any of the five environmental, social, and economic objectives of the Swiss national sustainability strategy. These judgments served as the basis for a PCA aiming to identify principal sustainability components (PSCs) covering typical synergies between sustainability objectives within and transcending the three fundamental dimensions. Three PSCs capturing important synergies were identified. PSC 1 Product and Process Development reflects how ecological innovation and modernization can generate social and economic benefits and at the same time facilitate the reduction in use of as well as the responsible use of natural resources. PSC 2 Education and Social Economics reflects how educational activities and sociocultural sustainability initiatives can simultaneously promote income and employment, social and human capital, and free personal development. PSC 3 Protection of Nature and Humans covers the synergetic benefits which protection of natural spaces and biodiversity and the reduction of environmental risks have for the protection of health and safety of the population. The study also revealed that integration of environmental, social, and economic aspects is often connected to conflicts between these dimensions. However, contributions which consider the economic situation of future generations or enhance social and human capital achieved considerable integration but showed no inclination toward such conflicts.  相似文献

To combine the rational use of marine benthic resources and economic development of small-scale fishers, Chile passed legislation in 1991 establishing a comanagement policy that grants exclusive territorial user rights for fisheries (TURFs) to artisanal fisher organizations in well-defined inshore coastal areas, known as Management and Exploitation Areas for Benthic Resources (MEABRs). In general the policy has been proclaimed a management and economic success because benthic resource abundances have increased inside MEABRs in comparison with open-access areas. However, there is a lack of studies assessing the impact of this management policy on nontargeted subtidal species and community assemblages and the policy's implications for biodiversity and conservation. This study starts to fill this gap and links the allocation of TURFs for benthic resources with add-on conservation benefits for species that are not directly linked with the fishery policy. Comparative subtidal surveys inside vs. outside MEABRs were used to assess the effects of three MEABRs on managed targeted benthic species, biodiversity (species richness), and community assemblages in central Chile. Surveys focused exclusively on subtidal kelp forest habitats dominated by Lessonia trabeculata, spanning 4-12 m in depth and with similar levels of habitat complexity. The study comprised: (1) quantification of kelp forest complexity, (2) understory survey of sessile species, (3) quantification of conspicuous benthic macroinvertebrates, including those under management, and (4) quantification of reef-fish species inside the kelp habitat. Results showed population enhancement of target-managed invertebrates inside MEABRs. Moreover, reef-fish species were significantly more diverse and abundant inside MEABRs, and community assemblages of nontarget benthic invertebrates and reef fish were significantly different inside vs. outside MEABRs. The comanagement of inshore benthic resources in Chile, through MEABRs aims for the sustainability of invertebrate and algae stocks. However, our study shows that this management tool, which in practice restricts access to the entire management area, provides important conservation add-on effects for species that are not the focus of the management policies. Therefore, in Chile, the hundreds of already established MEABRs could represent an important ancillary network, which complements the biodiversity objectives of fully protected areas such as no-take marine protected areas or others.  相似文献

Within the forest sector, the sustainability concept has evolved from a narrow focus on sustainable wood production to a much broader evaluation of environmental, social, and economic sustainability for whole value chains. A new software tool - ToSIA - has been developed for assessing sustainability impacts of Forest-Wood-Chains (FWCs). In the approach, FWCs are defined as chains of production processes (e.g. harvesting-transport-industrial processing), which are linked with products (e.g. a timber frame house). Sustainability is determined by analysing environmental, economic, and social sustainability indicators for all the production processes along the FWC. The tool calculates sustainability values as products of the relative indicator values (i.e. indicator value expressed per unit of material flow) multiplied with the material flow entering the process. Calculated sustainability values are then aggregated for the segments of the FWC or for the complete chain. The sustainability impact assessment requires carefully specified system boundaries. ToSIA uses a data-oriented approach that is very flexible in the focus of the analysis and the selection of indicators of sustainability. An example of alternative Norway spruce management systems in Southern Germany and their effects on six sustainability indicators is presented. The less intensive management system with natural regeneration and motor-manual harvesting shows higher carbon storage and slightly less energy use. It creates more employment and higher labour costs, but the average rate of accidents is also higher. ToSIA offers a transparent and consistent methodological framework to assess sustainability impacts in the forest-based sector as affected, e.g. by changes in policies, market conditions, or technology. The paper discusses strengths and limitations of the approach and provides an outlook on further development perspectives of the methodology.  相似文献

One of the most important challenges faced by business managers today is the integration of sustainability into their core functions. The contemporary enterprise is forced to leap forward from the mere adoption of green practices toward rethinking, redesigning, and redeveloping business practices in a more sustainable way. Most of the initiatives in this attempt have so far emphasized primarily the economic and environmental aspects of sustainable development and overlooked the social dimension of sustainability. As more organizations commit to sustainability, there is an increasing concern to incorporate social sustainability throughout their business operations. To conceptualize and integrate the notion, some organizations use preexisting indicators to demonstrate the value and impact of sustainability, while others look beyond the measurement of impacts by constructing their own system of indicators. This paper draws on a comprehensive literature review to determine a broadly acceptable framework of social sustainability indicators to be conceptualized and integrated into the business world. Findings suggest that economic and environmental sustainability can be driven together with core social factors including fairness and equality, poverty, health, education, delinquencies, demography, culture, and employee engagement within an organization. These results offer insight into the emerging phenomenon of formulating sustainable business strategies for organizations based on social indicators to attain the ultimate sustainable outcomes. This study is among the first to identify social sustainability indicators from societal and corporate perspectives. It offers a comprehensive social sustainability framework that may be adopted by organizations in the business world.  相似文献

The application of capitalist theory and the perception of an autonomous economy have created a range of environmental and social ramifications not addressed via traditional economic reasoning. In order to effectively and efficiently abate sustainability issues, the sustainable development discourse developed evaluation methods such as sustainable development indicators to gauge progress towards sustainability in communities without using traditional cost–benefit methods of analysis. The indicators created in this work are intended to be applied as a method of project evaluation in local community development departments. Using local growth management policy as a basis, these indicators have been designed to show how a development project contributes to policy goals that relate to all three dimensions of sustainability: environmental, economic, and socio-economic.  相似文献

Sustainable development, as a multi-dimensional concept, is difficult to measure. Some efforts using indicators and indices have appeared in recent years, but most were developed on a national scale. Use of sustainability indicators has proven valuable for attaining better management of the environment by minimizing information gaps and maximizing community capabilities in terms of economic, social, environmental, and institutional sustainability dimensions. However, at least in the case of developing countries, the potential exists that national sustainability measures, based on national level indicators, may mask problems in sub-national zones with highly unsustainable conditions. This paper proposes a methodology to evaluate sustainable development at a local level, the use of which could be helpful in comparing different regions within a country or even among different countries. National sustainability indicators should result from a combination (whether additive or proportional) of regional sustainability indicators, as developed in this paper.  相似文献

Agave is a native plant utilized for mezcal and tequila production. Since 1997, Agave exploitation has been increasing, leading to possible ecological deterioration and without social and economic benefits for the rural population. A sustainability index was developed for 1990–2001, including social, economic and ecological indicators related to Agave exploitation at Zacatecas, Mexico. Increases in the rural population have had a negative effect on Agave sustainability, directly affecting the ecological component of sustainability. Increased Agave exploitation has not improved the socio-economic components and has negatively affected the ecological indicators. All these factors resulted in a low (= 0.6) sustainability index. A lack of appropriate management may have led to the exploitation of native plants, leading to ecological deterioration of the local plant populations, without contributing to socio-economic improvement for the human population. The model using the sustainability index may also be validated for other species within this region.  相似文献

Sustainable agricultural development is a perennial issue for agricultural researchers, government managers, and policy makers worldwide, but especially in developing countries. In China, farms in Shandong Province epitomize modern agriculture and play a vital role in providing food for the burgeoning population. However, Chinese agriculture is being challenged by declining resources and environmental deterioration resulting from modern farming practices. China must establish an efficient agricultural sustainability index (ASI) to evaluate agricultural conditions and offer recommendations for sustainable development. Here, we use Huantai County, Shandong Province to test a regionalscale ASI from social, economic and ecological factors that includes 11 sustainability indicators. To further evaluate the complex agroecosystem, we employed the analytic hierarchy process (AHP) and AMOEBA methods to assess agricultural sustainability from 1982 to 2003. The results show that environmental problems, especially groundwater depletion, are limiting regional sustainable development.  相似文献

Abstract: Declines in economic activity and associated changes in human livelihood strategies can increase threats of species overexploitation. This is exemplified by the effects of economic crises, which often drive intensification of subsistence poaching and greater reliance on natural resources. Whereas development theory links natural resource use to social‐economic conditions, few empirical studies of the effect of economic downturns on wild animal species have been conducted. I assessed the relations between African elephant (Loxodonta africana) mortality and human‐caused wounds in Samburu, Kenya and (1) livestock and maize prices (measures of local economic conditions), (2) change in national and regional gross domestic product (GDP) (measures of macroeconomic conditions), and (3) the normalized difference vegetation index (NDVI) (a correlate of primary productivity). In addition, I analyzed household survey data to determine the attitudes of local people toward protected areas and wild animals in the area. When cattle prices in the pastoralist study region were low, human‐caused wounds to and adult mortality of elephants increased. The NDVI was negatively correlated with juvenile mortality, but not correlated with adult mortality. Changes in Kenyan and East Asian (primary market for ivory) GDP did not explain significant variation in mortality. Increased human wounding of elephants and elephant mortality during periods of low livestock prices (local economic downturns) likely reflect an economically driven increase in ivory poaching. Local but not macroeconomic indices explained significant variation in mortality, likely due to the dominance of the subsistence economy in the study area and its political and economic isolation. My results suggest economic metrics can serve as effective indicators of changes in human use of and resulting effects on natural resources. Such information can help focus management approaches (e.g., antipoaching effort or proffering of alternative occupational opportunities) that address variation in local activities that threaten plant and animal populations.  相似文献

Protected areas are important potential areas from the point of view of ecological tourism because of their natural, historical and cultural richness. In this study, the environmental sustainability of protected areas has been investigated within a sample of the Karagöl-Sahara National Park in Turkey. This national park has, so far, had little exposure to recreational and tourism activities. However, an increase in the number of tourists visiting the park has been observed as a result of the demands of ecological tourism. This area was investigated with respect to ecological planning to prevent intensive usage from causing future damage, as a result of human thoughtlessness, and to protect the park. Additionally, the aim was to determine the usage potential using ecological planning and to propose variations of ecotourism thought to be helpful for the public. The Karagöl-Sahara National Park has valuable natural and cultural resources, and is an area whose recreation-tourism potential has been strongly protected. The national park also has major economic potential for ecotourism.  相似文献

Although marine protected areas can simultaneously contribute to biodiversity conservation and fisheries management, the global network is biased toward particular ecosystem types because they have been established primarily in an ad hoc fashion. The optimization of trade‐offs between biodiversity benefits and socioeconomic values increases success of protected areas and minimizes enforcement costs in the long run, but it is often neglected in marine spatial planning (MSP). Although the acquisition of spatially explicit socioeconomic data is perceived as a costly or secondary step in MSP, it is critical to account for lost opportunities by people whose activities will be restricted, especially fishers. We developed an easily reproduced habitat‐based approach to estimate the spatial distribution of opportunity cost to fishers in data‐poor regions. We assumed the most accessible areas have higher economic and conservation values than less accessible areas and their designation as no‐take zones represents a loss of fishing opportunities. We estimated potential distribution of fishing resources from bathymetric ranges and benthic habitat distribution and the relative importance of the different resources for each port of total catches, revenues, and stakeholder perception. In our model, we combined different cost layers to produce a comprehensive cost layer so that we could evaluate of trade‐offs. Our approach directly supports conservation planning, can be applied generally, and is expected to facilitate stakeholder input and community acceptance of conservation.  相似文献

Measuring sustainability is an integral part of decision-making processes in order to promote sustainable development. The present paper focuses on sustainability indicators as these are measured on local level and explores two main issues: firstly, the subjective measurement of indicators focusing especially on social dimensions of sustainability, secondly, the incorporation of local perceptions in sustainability assessments. These two issues are explored in the Asopos River basin in Greece, an area where significant environmental degradation has been observed in the past decades and is also under financial pressure due to the ongoing national recession. A large-scale research study was conducted measuring environmental, economic and social indicators while, at a second stage, a model was developed, estimating new indicators that incorporate local communities’ perceptions on what they considered as important for their area. The results of the study reveal that the most important indicators for the sustainable development of the area, according to locals’ perceptions, are environmental quality as well as quality of life. By contrast, trust in local and central institutions and also local enterprises were not considered as important by locals. These results illustrate the importance of combining global and national scale assessment with locally focused social measurements of sustainability in order to better understand what is important for local communities prior to embarking on public policy planning.  相似文献
