Abstract:  The Natura 2000 network is the most important conservation effort being implemented in Europe. Nevertheless, no comprehensive and systematic region—or nationwide evaluation of the effectiveness of the network has been conducted. We used habitat suitability models and extent of occurrence of 468 species of vertebrates to evaluate the contribution of the Natura 2000 network to biodiversity conservation in Italy. We also estimated the population size of 101 species inside the Natura 2000 network to assess its capacity to maintain or improve the population status of listed species. In general the Italian Natura 2000 did not seem to integrate existing protected areas well. The Natura 2000 network increased from 11% to 20% the area devoted to conservation in Italy and the coverage provided to areas with high biodiversity. Nevertheless, some areas with high numbers of species were devoid of conservation areas, and more than 50% of the highly irreplaceable areas were not considered in the system. Moreover, the Natura 2000 network cannot maintain 44–80% (depending on the taxa considered) of the species in a "favorable conservation status" under World Conservation Union Red List criteria. The Natura 2000 network is probably stronger than the results of our analyses suggest. The system is based on a site-specific expert-based strategy and is driven by direct and detailed knowledge of local diversity. Nevertheless, if Natura 2000 is taken to represent the final point of all the EU conservation policies, it will inevitably fail. Its role in conservation could be enhanced by integrating the Natura 2000 system into a more general strategy that considers natural processes and the ecological and evolutionary mechanisms underlying these processes.  相似文献

Farmland abandonment takes place across the world due to socio‐economic and ecological drivers. In Europe agricultural and environmental policies aim to prevent abandonment and halt ecological succession. Ecological rewilding has been recently proposed as an alternative strategy. We developed a framework to assess opportunities for rewilding across different dimensions of wilderness in Europe. We mapped artificial light, human accessibility based on transport infrastructure, proportion of harvested primary productivity (i.e., ecosystem productivity appropriated by humans through agriculture or forestry), and deviation from potential natural vegetation in areas projected to be abandoned by 2040. At the continental level, the levels of artificial light were low and the deviation from potential natural vegetation was high in areas of abandonment. The relative importance of wilderness metrics differed regionally and was strongly connected to local environmental and socio‐economic contexts. Large areas of projected abandonment were often located in or around Natura 2000 sites. Based on these results, we argue that management should be tailored to restore the aspects of wilderness that are lacking in each region. There are many remaining challenges regarding biodiversity in Europe, but megafauna species are already recovering. To further potentiate large‐scale rewilding, Natura 2000 management would need to incorporate rewilding approaches. Our framework can be applied to assessing rewilding opportunities and challenges in other world regions, and our results could guide redirection of subsidies to manage social‐ecological systems.  相似文献

Management of Kruger National Park (KNP) has recently made considerable progress in developing new policies to address biodiversity conservation and management challenges. These include tourism, water provision and elephant management policies. This study examines the integration of these three policies with regard to biodiversity conservation and management. Findings indicate that in their current fragmented form, the three policies actually undermine opportunities for effective biodiversity conservation and management in the KNP. This can be reversed by adopting a new management approach based on an environmental matrix organizational framework. Such a framework provides a mechanism for integrated policymaking and implementation and for improving biodiversity conservation and management in the KNP. The study concludes that an integrated approach is necessary due to the interlinkages between policies that affect biodiversity conservation at the KNP.  相似文献

An overarching challenge of natural resource management and biodiversity conservation is that relationships between people and nature are difficult to integrate into tools that can effectively guide decision making. Social–ecological vulnerability offers a valuable framework for identifying and understanding important social–ecological linkages, and the implications of dependencies and other feedback loops in the system. Unfortunately, its implementation at local scales has hitherto been limited due at least in part to the lack of operational tools for spatial representation of social–ecological vulnerability. We developed a method to map social–ecological vulnerability based on information on human–nature dependencies and ecosystem services at local scales. We applied our method to the small‐scale fishery of Moorea, French Polynesia, by combining spatially explicit indicators of exposure, sensitivity, and adaptive capacity of both the resource (i.e., vulnerability of reef fish assemblages to fishing) and resource users (i.e., vulnerability of fishing households to the loss of fishing opportunity). Our results revealed that both social and ecological vulnerabilities varied considerably through space and highlighted areas where sources of vulnerability were high for both social and ecological subsystems (i.e., social–ecological vulnerability hotspots) and thus of high priority for management intervention. Our approach can be used to inform decisions about where biodiversity conservation strategies are likely to be more effective and how social impacts from policy decisions can be minimized. It provides a new perspective on human–nature linkages that can help guide sustainability management at local scales; delivers insights distinct from those provided by emphasis on a single vulnerability component (e.g., exposure); and demonstrates the feasibility and value of operationalizing the social–ecological vulnerability framework for policy, planning, and participatory management decisions.  相似文献

The European Union has made extensive biodiversity conservation efforts with the Habitats and Birds Directives and with the establishment of the Natura 2000 network of protected areas, one of the largest networks of conservation areas worldwide. We performed a gap analysis of the entire Natura 2000 system plus national protected areas and all terrestrial vertebrates (freshwater fish excluded). We also evaluated the level of connectivity of both systems, providing therefore a first estimate of the functionality of the Natura 2000 system as an effective network of protected areas. Together national protected areas and the Natura 2000 network covered more than one‐third of the European Union. National protected areas did not offer protection to 13 total gap species (i.e., species not covered by any protected area) or to almost 300 partial gap species (i.e., species whose representation target is not met). Together the Natura 2000 network and national protected areas left 1 total gap species and 121 partial gap species unprotected. The terrestrial vertebrates listed in the Habitats and Birds Directives were relatively well covered (especially birds), and overall connectivity was improved considerably by Natura 2000 sites that act as stepping stones between national protected areas. Overall, we found that the Natura 2000 network represents at continental level an important network of protected areas that acts as a good complement to existing national protected areas. However, a number of problems remain that are mainly linked to the criteria used to list the species in the Habitats and Birds Directives. The European Commission initiated in 2014 a process aimed at assessing the importance of the Birds and Habitats Directives for biodiversity conservation. Our results contribute to this assessment and suggest the system is largely effective for terrestrial vertebrates but would benefit from further updating of the species lists and field management.  相似文献

Established under the European Union (EU) Birds and Habitats Directives, Natura 2000 is one of the largest international networks of protected areas. With the spatial designation of sites by the EU member states almost finalized, the biggest challenge still lying ahead is the appropriate management of the sites. To evaluate the cross‐scale functioning of Natura 2000 implementation, we analyzed 242 questionnaires completed by conservation scientists involved in the implementation of Natura 2000 in 24 EU member states. Respondents identified 7 key drivers of the quality of Natura 2000 implementation. Ordered in decreasing evaluation score, these drivers included: network design, use of external resources, legal frame, scientific input, procedural frame, social input, and national or local policy. Overall, conservation scientists were moderately satisfied with the implementation of Natura 2000. Tree modeling revealed that poor application of results of environmental impact assessments (EIA) was considered a major constraint. The main strengths of the network included the substantial increase of scientific knowledge of the sites, the contribution of nongovernmental organizations, the adequate network design in terms of area and representativeness, and the adequacy of the EU legal frame. The main weaknesses of Natura 2000 were the lack of political will from local and national governments toward effective implementation; the negative attitude of local stakeholders; the lack of background knowledge of local stakeholders, which prevented well‐informed policy decisions; and the understaffing of Natura 2000 management authorities. Top suggestions to improve Natura 2000 implementation were increase public awareness, provide environmental education to local communities, involve high‐quality conservation experts, strengthen quality control of EIA studies, and establish a specific Natura 2000 fund. Contemporary strategies for natural resource management espouse the need to integrate local people and their livelihood needs into biodiversity conservation projects to achieve sustainable ‘development and ecological integrity’. Valuation of natural resource use provides empirical evidence and conceptual arguments of local people's dependence on these resources, which could be factored into biodiversity conservation planning. Based on household surveys and key informant interviews, this study looked at the contribution of dryland natural resources to the livelihoods of two culturally different but neighbouring communities, the San and Mier, bordering Kgalagadi Transfrontier Park, South Africa. Overall, natural resources represented an important livelihood source for the San, contributing on an average 32% of total annual income, compared to 9% for the Mier. Fuelwood was the predominant contributor to natural resource incomes in both cases. Income quintile analysis showed that dependence on natural resources decreased moving to higher income groups for Mier households, but increased with income for San households. Well-off households still derived higher total income from natural resources; often from the more lucrative sources of such income, notably from fuelwood sales. Contextual factors such as culture and social institutions, among others, influenced access to, and consequently the use of, particular resources and the value of these to households. Sustainable natural resource management interventions should consider these disparities in patterns of natural resource dependence among different income groups.  相似文献

建立国家公园是保护生物多样性和促进地方发展的重要途径之一,开展国家公园效果评价是了解国家公园功能发挥的有效途径。通过查阅大量文献及德尔菲法(Delphi),确定了与国家公园效果相关的28个评价指标,同时以功能为主导,将评价指标归纳为5个功能指标群:保护功能指标群(7个评价指标)、科研功能指标群(6个评价指标)、游憩功能指标群(7个评价指标)、教育功能指标群(4个评价指标)和经济发展功能指标群(4个评价指标),通过对评价指标的赋分(5分制原则)和计算权重,从而达到国家公园效果评价的量化,实现对国家公园建设效果的评价。  相似文献

The environmental decision-maker is aware of the increasing difficulties in finding sufficient financial resources for nature conservation. So he must focus his attention on ecological situations that more than the others merit considering and defending because of elevated value but also because of risk for their intrinsic characteristics and for human pressure acting on them. Usually an ecological scientist focuses his attention on the natural patches of the landscape, analyzing their peculiar ecological traits forgetting that, even if we want to protect some environmental critical situations, this can be done only moving to the administrative partition of the territory since the central and local environmental stakeholders have primary interest in providing funds to those involved in those critical situations. The present work shows a methodological approach, consisting of a set of statistical and geoinformational tools, considering both ecological and socio-demographical indicators. The goal is not simply to give some general guidelines for environmental policies to the involved stakeholders but focuses more on finding out which administrative local partitions in a study area are more worthy to receive urgently the priority funds for biodiversity protection to face critical environmental situations often due to a combination of intrinsic ecological parameters and external human pressure ones. Obtaining results that cover 5% of the Communes involved in the area seems to be a realistic result that a decision-maker can support and fund. Methodologically and geospatial data analytically, the investigation offers interesting challenges for surveillance geoinformatics of hotspot detection and prioritization, because of the presence of multiple hotspots and multiple sets of multiple indicators.  相似文献

Ecological regionalization is a base for rational management and sustainable utilization of ecosystems and natural resources. It can provide a scientific basis for constructing healthy ecological environments and making policies of environmental management. In this paper, based on synthetic analysis of the characteristics of the ecology and environments of China, the principles of ecological regionalization are discussed, and indices and nomenclature of ecological regionalization are proposed. The ecoregions on a national scale are divided. The results show that there are 3 domains, 13 ecoregions and 57 ecodistricts. The present scheme can be used as a framework for ecosystem assessment and management. Based on the ecoregions, measurements of management for forest, grassland, agriculture and wetland ecosystems are recommended. The experience and information can be used within and beyond the national scale for land-use planning, biodiversity conservation and ecosystem restoration.  相似文献

To evaluate a specific form of resource management, for example, the maintenance of valuable cultural landscapes, the contributions of many different viewpoints must be considered. In this paper, a model for assessing and integrating the different aspects contributing to landscape evaluation is proposed. Some results of its use in landscape assessment in the Madrid region (central Spain) are discussed.The model takes into account five assessment dimensions which are considered to be independent—the ecological, productive, economic, social and cultural evaluative systems and it recognises and assumes conflicts and trade-offs between these components. The inclusion of the production system as an independent assessment dimension is original and is justified because it is the link that connects the ecological and economic systems. Since this dimension acts most directly on the ecosystem, the production system includes the attribute of ecological or strong (in the sense of [For the Common Good, Beacon Press, Boston, 1994]) sustainability.The evaluation method places special emphasis on defining a conceptual framework, and from this defines scenarios in comparison with which particular development models (landscape planning, resources management) can be evaluated. Seven scenarios, coming from a hypothetical, traditional sustainable scenario of resources management, are defined. One of these, the sound sustainable scenario, is defended as the only one viable in the long term, particularly in developing countries.This method was employed to evaluate the agricultural and natural landscape of the Madrid region municipalities. The multivariate approach adopted was based on the selection of indicator sets for each evaluative dimension. The structure of relationships among indicators was then analysed separately for each dimension and values assigned to the municipalities according to their position on the main axes of the multivariate analyses. Each municipality was assigned to one of the seven development scenarios by means of discriminant analysis. The approach’s greatest assets are its flexibility in the selection of the indicators and the efficacy in its monitoring and comparison of the different analysed cases once a rigorous conceptual framework was established.The paper discusses the conditions for the sustainability of the human activities and provides a method for evaluating and comparing scenarios of resources management.  相似文献

The Convention on Biological Diversity's (CBD) strategic plan will expire in 2020, but biodiversity loss is ongoing. Scientists call for more ambitious targets in the next agreement. The nature-needs-half movement, for example, has advocated conserving half of Earth to solve the biodiversity crisis, which has been translated to protecting 50% of each ecoregion. We evaluated current protection levels of ecoregions in the territory of one of the CBD's signatories, the European Union (EU). We also explored the possible enlargement of the Natura 2000 network to implement 30% or 50% ecoregion coverage in the EU member states’ protected area (PA) network. Based on the most recent land-use data, we examined whether ecoregions have enough natural area left to reach such high coverage targets. We used a spatially explicit mixed integer programing model to estimate the least-cost expansion of the PA network based on 3 scenarios that put different emphasis on total conservation cost, ecological representation of ecosystems, or emphasize an equal share of the burden among member states. To realize 30% and 50% ecoregion coverage, the EU would need to add 6.6% and 24.2%, respectively, of its terrestrial area to its PA network. For all 3 scenarios, the EU would need to designate most recommended new PAs in seminatural forests and other semi- or natural ecosystems. Because 15 ecoregions did not have enough natural area left to implement the ecoregion-coverage targets, some member states would also need to establish new PAs on productive land, allocating the largest share to arable land. Thirty percent ecoregion coverage was met by protecting remaining natural areas in all ecoregions except 3, where productive land would also need to be included. Our results support discussions of higher ecoregions protection targets for post-2020 biodiversity frameworks.  相似文献

Protected areas (PAs) represent a key global strategy in biodiversity conservation. In tropical developing countries, the management of PAs is a great challenge as many contain resources on which local communities rely. Collection and trading of non-timber forest products (NTFPs) is a well-established forest-based livelihood strategy, which has been promoted as a potential means for enhanced conservation and improved rural livelihoods in recent years, even though the sustainability or ecological implications have rarely been tested. We conducted an exploratory survey to understand the role and stakeholder views on conservation prospects and perceived ecological feasibility of NTFPs and harvesting schemes in a northeastern PA of Bangladesh, namely the Satchari National Park. Households (n?=?101) were interviewed from three different forest dependency categories, adopting a stratified random sampling approach and using a semi-structured questionnaire. The study identified 13 locally important NTFPs, with five being critically important to supporting local livelihoods. Our study suggests that collection, processing and trading in NTFPs constitutes the primary occupation for about 18% of local inhabitants and account for an estimated 19% of their cash annual income. The household consensus on issues relating to NTFPs and their prospective role in conservation was surprisingly high, with 48% of respondents believing that promotion of NTFPs in the PA could have positive conservation value. The majority (71%) of households also had some understanding of the ecological implications of NTFP harvesting, sustainability (53%) and possible management and monitoring regimes (100%). With little known about their real application in the field, our study suggests further investigations are required to understand the ecological compatibility of traditional NTFP harvesting patterns and management.  相似文献

Although many taxa have declined globally, conservation actions are inherently local. Ecosystems degrade even in protected areas, and maintaining natural systems in a desired condition may require active management. Implementing management decisions under uncertainty requires a logical and transparent process to identify objectives, develop management actions, formulate system models to link actions with objectives, monitor to reduce uncertainty and identify system state (i.e., resource condition), and determine an optimal management strategy. We applied one such structured decision‐making approach that incorporates these critical elements to inform management of amphibian populations in a protected area managed by the U.S. National Park Service. Climate change is expected to affect amphibian occupancy of wetlands and to increase uncertainty in management decision making. We used the tools of structured decision making to identify short‐term management solutions that incorporate our current understanding of the effect of climate change on amphibians, emphasizing how management can be undertaken even with incomplete information. Abstract:  We explored the interaction of science and society in attempts to restore impaired marine ecosystems in Channel Islands National Park and National Marine Sanctuary, California. Deteriorating resource conditions triggered a community's desire to change public policy. Channel Islands National Park, one of 40 marine protected areas in the U.S. National Park System, was proclaimed a national monument in 1938 and expanded substantially in 1980 by an act of Congress. Collapse of marine life populations and loss of 80% of the giant kelp (Macrocystis pyrifera) forests in the park between 1980 and 1998 showed that habitat and water quality protection alone had not secured sustainable ocean ecosystems or fisheries. The failed fishery management strategies and practices prompted formal community and agency requests in 1998 for a network of reserves protected from direct fishing impacts to serve as marine recovery areas. A 2-year attempt to build a community consensus based on science for a reserve network successfully identified recovery goals for fisheries, biodiversity, education, economics, and heritage values. Nevertheless, the community group failed to garner unanimous support for a specific reserve network to achieve those common goals. The group submitted a recommendation, supported by 14 of 16 members, to state and federal authorities in 2001 for action in their respective jurisdictions. California adopted the half of the network in state waters in 2003. This process exposed the socioeconomic factors involved in the design of marine protected areas that can be negotiated successfully among groups of people and factors determined by nature that cannot be negotiated. Understanding the differences among the factors was crucial in reaching consensus and changing public policy.  相似文献

This study was conducted to determine the tourism potential of Alt?ndere Valley National Park with respect to its conservation and utilization. With its natural values, Alt?ndere Valley National Park is one of the internationally prominent areas of potential for the recreational and touristic facilities it offers.

A mathematical method – criterion referenced method – was applied within this study, which was done to portray the touristic potential (resulting from the touristic and recreational utilization of the national park area and recreational zone) of the national park, which was visited by an average of 200,000 local and foreign guests.

According to this method, the conservation and utilization values that appear on two opposite axes were examined in accordance with the natural resource values of the area, and conservation and utilization values for each criterion were determined. Depending on the data, the general exploitable touristic potential of the area was specified.

A survey study was conducted on groups from various disciplines and local & foreign tourists visiting the area in specifying the touristic potential of the National Park. Eleven criteria were defined concerning the area and a criterion reference was prepared for each criterion. Then, conservation and utilization values for each criterion and exploitable touristic potential were mathematically indicated. The fact that the attained values were reduced to a percentage basis provides the opportunity to compare the researched area to similar fields that use the same method. Within the scope of the method, several suggestions were made using the information obtained in the evaluation of the data for every other source value.  相似文献

Abstract:  Payments for ecosystem services (PES) are an increasingly promoted approach to conservation. These approaches seek to develop financial mechanisms that create economic incentives for the maintenance of ecosystems and associated biodiversity by rewarding those who are responsible for provision of ecological services. There are, however, few cases in which such schemes have been used as a strategy for conserving wildlife in developing countries and very few operational examples of such schemes of any sort in sub-Saharan Africa. In savannah ecosystems, large mammal populations generally depend on seasonal use of extensive areas and are widely declining as a result of habitat loss, overexploitation, and policies that limit local benefits from wildlife. Community-based conservation strategies seek to create local incentives for conserving wildlife, but often have limited impact as a result of persistent institutional barriers that limit local rights and economic benefits. In northern Tanzania, a consortium of tourism operators is attempting to address these challenges through an agreement with a village that possesses part of a key wildlife dispersal area outside Tarangire National Park. The operators pay the community to enforce voluntary restrictions on agricultural cultivation and permanent settlement in a defined area of land. The initiative represents a potentially cost-effective framework for community-based conservation in an ecologically important area and is helping to reconcile historically conflicting local and national interests relative to land tenure, pastoralist livelihoods, and conservation. Wider adaptation of payments for ecosystem services approaches to settings where sustaining wildlife populations depends on local stewardship may help address current challenges facing conservation outside state-protected areas in savannah ecosystems in sub-Saharan Africa and other parts of the world.  相似文献

We mapped areas of congruence and conflict between the objectives of protecting red pandas ( Ailurus fulgens ) and meeting the claims and needs of people who live in and around Langtang National Park, Nepal. Semi-structured interviews were used to solicit information on land-use practices, and spatial information technology (sketch maps, satellite images, geographical information systems) was used to place these practices in a spatial context and to model the effects of grazing. Spatial information technology was useful for delineating areas where conflicts occur between the objectives of preserving biodiversity and meeting the needs of local residents. Despite the fact that villagers recognize pasture boundaries, rules and regulations govern pasture management, and sanctions are imposed on violators, over 60% of the red panda's habitat is heavily grazed, and all available land within the study site suitable for grazing is already being used. The study suggests that common property management of natural resources to protect biodiversity (i.e., red pandas) and meet the needs of local people at the same time will be difficult.  相似文献

Urban growth is a major threat to biodiversity conservation at the global scale. Its impacts are expected to be especially detrimental when it sprawls into the landscape and reaches sites of high conservation value due to the species and ecosystems they host, such as protected areas. I analyzed the degree of urbanization (i.e., urban cover and growth rate) from 2006 to 2015 in protected sites in the Natura 2000 network, which, according to the Habitats and Birds Directives, harbor species and habitats of high conservation concern in Europe. I used data on the degree of land imperviousness from COPERNICUS to calculate and compare urban covers and growth rates inside and outside Natura 2000. I also analyzed the relationships of urban cover and growth rates with a set of characteristics of Natura sites. Urban cover inside Natura 2000 was 10 times lower than outside (0.4% vs. 4%) throughout the European Union. However, the rates of urban growth were slightly higher inside than outside Natura 2000 (4.8% vs. 3.9%), which indicates an incipient urban sprawl inside the network. In general, Natura sites affected most by urbanization were those surrounded by densely populated areas (i.e., urban clusters) that had a low number of species or habitats of conservation concern, albeit some member states had high urban cover or growth rate or both in protected sites with a large number of species or habitats of high conservation value. Small Natura sites had more urban cover than large sites, but urban growth rates were highest in large Natura sites. Natura 2000 is protected against urbanization to some extent, but there is room for improvement. Member states must enact stricter legal protection and control law enforcement to halt urban sprawl into protected areas under the greatest pressure from urban sprawl (i.e., close to urban clusters). Such actions are particularly needed in Natura sites with high urban cover and growth rates and areas where urbanization is affecting small Natura sites of high conservation value, which are especially vulnerable and concentrated in the Mediterranean region.  相似文献

SUMMARY

With the aim of evaluating the biotic pressure on a protected area, Kuldiha Sanctuary in Orissa, India was taken as a case study. In the 19 villages lying within a 1 km radius of the Sanctuary, there are 9814 people with 19% literacy. Tribals constitute 73.3% of the population. Some 7507 head loaders collect firewood from the Sanctuary every day. In addition, 37 297 cattle enter the forest for grazing. Consequently alienating the people depending on the Sanctuary in the management and conservation of wild flora and fauna is not only futile but also detrimental to the socio-cultural-economic fabric of the ecosystem of the people. In this study, involvement of the local community in the protection and management of the Sanctuary and National Park is proposed and methods of implementation, funding and a legal framework are discussed.  相似文献
