One of the major management problems in protected areas of developing nations is the ever more intensifying land use disputes with local, often native, people. The customary rights oflocal people over natural resources, if curtailed by the establishment of national parks, and their disregard by decision-makers, have given rise to open conflicts, thus jeopardizing conservation goals. These conflicts have tremendous impact on the management of natural resources, not only within the park ecosystem but also in its surroundings. To attain the interdependent goals of conservation and sustainable development, such disputes must be promptly and consensually settled. This paper briefly discusses the paradigm of national park establishment and its impact on local livelihood. It then highlights major sources of conflict which have occurred in national parks in developing countries. Some theoretical approaches to conflict resolution as relevant to national parks are summarized, and several strategies, as employed in particular situations, are discussed. It is concluded that an in-depth understanding of human ecology beyond the boundaries of parks and the conceptualization of strategies to resolve the innate problems are imperative. The integration of several strategies is deemed essential in order to address issues comprehensively and on a larger scale.  相似文献

To optimise the use and management of Hong Kong's country parks, ecotourism has recently been promoted by the government and echoed by the leisure sector. Visitors' valuation of ecotourism development hitherto remains scant and could add a new dimension to the knowledge and management base. This study estimated the potential value of ecotourism development using the contingent valuation method (CVM). A total of 613 visitors in three country parks were interviewed. The results showed that the bid amounts and the motives to experience and learn more about nature were significant predictors of willingness-to-pay (WTP). The mean and median WTP were, respectively, HK$101.1 and HK$85.0 annually, varying slightly between parks. The differences were associated with the special ecological and accessibility characteristics of individual parks. The results could justify financial support from the government for ecotourism development and associated nature conservation endeavours and promote the incorporation of natural resource valuation in formulation of public policies in Hong Kong and other developing regions.  相似文献

India and Canada share a common heritage in natural resources management. Both have a colonial background, settlers and indigenous peoples; there is a history of management agencies with utilitarian attitudes, and a history of treating public lands as commodities for commerce rather than as resources for local livelihoods. This historical context guided the overall goal of this study, which was policy development for the sustainable use of mountain environments. Interviews, workshops and seminars were held with local people and resource management professionals in a comparative case study in two regions; the Kullu area in Himachal Pradesh, India and the Arrow Lakes area in British Columbia, Canada. The paper is organized around two main objectives of the work relating to the successes and failures of mountain environment resource management policies and the development of criteria for assessing and monitoring sustainability in mountain environments, in particular, criteria for examining relevant crosscultural dimensions of sustainable development in these environments. By way of conclusion the paper considers further ways in which traditional resource policy development and implementation is being challenged by changing values and priorities; ecosystems management with people; and co-management and public participation.  相似文献

Protected areas are considered vital for the conservation of biodiversity. Given their central role in many conservation strategies, it is important to know whether they adequately protect biodiversity within their boundaries; whether they are becoming more isolated from other natural areas over time; and whether they play a role in facilitating or reducing land‐cover change in their surroundings. We used matching methods and national and local analyses of land‐cover change to evaluate the combined effectiveness (i.e., avoided natural‐cover loss), isolation (i.e., changes in adjacent areas), and spillover effects (i.e., impacts on adjacent areas) of 19 national parks in South Africa from 2000 to 2009. All parks had either similar or lower rates of natural‐cover loss than matched control samples. On a national level, mean net loss of natural cover and mean net gain of cultivation cover decreased with distance from park boundary, but there was considerable variation in trends around individual parks, providing evidence for both increased isolation and buffering of protected areas. Fourteen parks had significant positive spillover and reduced natural‐cover loss in their surroundings, whereas five parks experienced elevated levels of natural‐cover loss. Conclusions about social‐ecological spillover effects from protected areas depended heavily on the measures of land‐cover change used and the scale at which the results were aggregated. Our findings emphasize the need for high‐resolution data when assessing spatially explicit phenomena such as land‐cover change and challenge the usefulness of large‐scale (coarse grain, broad extent) studies for understanding social‐ecological dynamics around protected areas.  相似文献

Rethinking Tropical Forest Conservation: Perils in Parks   总被引:12,自引:0,他引:12  
Abstract: According to some conservationists, large, pristine, uninhabited parks are the defining criterion of success in conserving tropical forests. They argue that human residents in tropical forests inevitably deplete populations of large animals through hunting, which triggers a chain reaction of ecological events that greatly diminish the conservation value of these forests. Hence, they believe that removal of people from tropical forests is an essential step in the creation of successful parks and in the conservation of nature in the tropics. This approach can lead to undesirable consequences, however. Forest residents—and rural people generally—are potent political actors in tropical forest regions and an essential component of the environmental political constituencies that are necessary for the long-term conservation of tropical forests. In Amazonia and elsewhere, rural people are defending far bigger areas of tropical forest from unfettered deforestation and logging than are parks, thereby conserving the ecological services provided by these forests and the majority of their component plant and animal species. Moreover, the data are too sparse to judge the effects of forest peoples on populations of large forest animals. The establishment of pristine, tropical forest parks is an important conservation goal, but the exclusive pursuit of this goal undermines the broader objectives of conservation when it identifies forest residents and other rural people as the enemies of nature.  相似文献

SUMMARY

With the aim of evaluating the biotic pressure on a protected area, Kuldiha Sanctuary in Orissa, India was taken as a case study. In the 19 villages lying within a 1 km radius of the Sanctuary, there are 9814 people with 19% literacy. Tribals constitute 73.3% of the population. Some 7507 head loaders collect firewood from the Sanctuary every day. In addition, 37 297 cattle enter the forest for grazing. Consequently alienating the people depending on the Sanctuary in the management and conservation of wild flora and fauna is not only futile but also detrimental to the socio-cultural-economic fabric of the ecosystem of the people. In this study, involvement of the local community in the protection and management of the Sanctuary and National Park is proposed and methods of implementation, funding and a legal framework are discussed.  相似文献

Protected areas (PAs) are a key strategy for protecting biological resources, but they vary considerably in their effectiveness and are frequently reported as having negative impacts on local people. This has contributed to a divisive and unresolved debate concerning the compatibility of environmental and socioeconomic development goals. Elucidating the relationship between positive and negative social impacts and conservation outcomes of PAs is key for the development of more effective and socially just conservation. We conducted a global meta‐analysis on 165 PAs using data from 171 published studies. We assessed how PAs affect the well‐being of local people, the factors associated with these impacts, and crucially the relationship between PAs’ conservation and socioeconomic outcomes. Protected areas associated with positive socioeconomic outcomes were more likely to report positive conservation outcomes. Positive conservation and socioeconomic outcomes were more likely to occur when PAs adopted comanagement regimes, empowered local people, reduced economic inequalities, and maintained cultural and livelihood benefits. Whereas the strictest regimes of PA management attempted to exclude anthropogenic influences to achieve biological conservation objectives, PAs that explicitly integrated local people as stakeholders tended to be more effective at achieving joint biological conservation and socioeconomic development outcomes. Strict protection may be needed in some circumstances, yet our results demonstrate that conservation and development objectives can be synergistic and highlight management strategies that increase the probability of maximizing both conservation performance and development outcomes of PAs.  相似文献

Abstract: The new approaches advocated by the conservation community to integrate conservation and livelihood development now explicitly address landscape mosaics composed of agricultural and forested land rather than only protected areas and largely intact forests. We refer specifically to a call by Harvey et al. (2008) to develop a new approach based on six strategies to integrate biodiversity conservation with sustainable livelihoods in Mesoamerican landscape mosaics. We examined the applicability of this proposal to the coffee agroforests of the Western Ghats, India. Of the six strategies, only one directly addresses livelihood conditions. Their approach has a clear emphasis on conservation and, as currently formulated risks repeating the failures of past integrated conservation and development projects. It fails to place the aspirations of farmers at the core of the agenda. Thus, although we acknowledge and share the broad vision and many of the ideas proposed by this approach, we urge more balanced priority setting by emphasizing people as much as biodiversity through a careful consideration of local livelihood needs and aspirations.  相似文献

SUMMARY

A cross-section survey of five states in Nigeria was derived through a stratified random sampling technique in 1999–2000 to assess the contribution of traditional knowledge in environmental conservation. Data were collected through a combination of questionnaire survey and discussions with stakeholders, with field assessment of herb gardens. Interviews were held with 1953 respondents composed of women, men and youths drawn from 20 settlements in 10 local government areas in the savanna and rainforest ecological zones.

The results derived from data analysis indicated that: (i) the rural communities were willing to accept integrated rural land-use practices that would conserve species and habitats, sustain the rural economy and the socio-cultural lifestyles of the people; (ii) the people at the local level had some basic knowledge about species and habitats, and have been conserving the forests with traditional land tenure rights; and (iii) environmental projects acceptable to the rural communities must be beneficial to the people, participatory, integrated with traditional knowledge and based on local needs.  相似文献

Conservation in Lake Tanganyika, with Special Reference to Underwater Parks   总被引:1,自引:0,他引:1  
Lake Tanganyika is outstanding among lakes because of the intrinsic value of its fauna and the significance of its natural resources. Reconciliation of resource exploitation and conservation is essential because of changes in the lake environment caused by human activities. Important new initiatives to shape national environmental policies for the lake are taking place. Regional cooperation is required for major lakewide studies, especially in lake circulation and the prevention of pollution, and in adjustment of fisheries objectives to meet conservation as well as economic goals. Basic conservation aims proposed are (1) avoidance of gross changes in natural communities in the lake in general, and (2) retention of the fauna in some parts in an unexploited state, as in underwater parks. Early strategies suggested are the extension of four existing wildlife land parks further into the lake to form underwater parks, and reconnaissance of other potential park sites. Initial ecological and social surveys conducted from the four parks would provide baseline data for management. Underwater park boundaries should as far as possible be determined on an ecological basis to encompass entire local distributions of species populations. A case of alternative boundaries is examined for the Nsumbu Park. Other important planning considerations are the multi-use of parks in addition to fundamental conservation, such as tourism, sport fishing, and specific traditional lake and land uses. Regional cooperation between parks will be important for tourism.  相似文献

Coastal areas can be a challenge for conservation due to multiple competing land uses including development, tourism, and extractive resource use. These multiple land uses often lead to human-wildlife conflicts. Here we propose that collaboration with industrial designers and architects has the potential to generate innovative and effective solutions to coastal human-wildlife conflicts. Many products for modifying animal behavior are already used by conservationists, such as barriers, corridors, and model predators. We propose that their effectiveness, quality, harmonization with local values, and integration with the designed human environment can be improved through collaboration with designers and architects. We illustrate this approach with a case study. We engaged in an industrial design- conservation collaboration focused on the design of multiple product proposals that would support a range of human-sea lion interactions in public parks and the fish market in Valdivia, Chile. The sea lions in Valdivia are a tourist attraction but also potentially dangerous. We produced images of seven proposed products of varying scales, facilitating a range of different sea lion- human interactions. Such collaborations can be useful for developing products that reduce human-wildlife conflicts and align conservation and management with local values. We urge researchers to publish conservation design proposals as well as tests of existing conservation products?? functionality, in order to improve conservation design practice around the world.  相似文献

The extraordinary population growth of certain ungulate species is increasingly a concern in agroforestry areas because overabundance may negatively affect natural environments and human livelihoods. However, society may have negative perceptions of killing wildlife to reduce their numbers and mitigate damage. We used an online survey that included a choice experiment to determine Spanish citizens’ (n = 190) preferences toward wildlife population control measures related to negative effects of ungulate overabundance (negative impacts on vegetation and other wildlife species and disease transmission to livestock) in 2 agroforestry national parks in Spain. We used latent-class and willingness-to-pay in space models to analyze survey results. Two percent of respondents thought a national park should have no human intervention even if lack of management may cause environmental degradation, whereas 95% of respondents favored efforts to reduce damage caused by overabundant ungulate species. We estimated human well-being losses of survey respondents when sustainable effects of deer overabundance on the environment became unsustainable effects and well-being gains when sustainable effects transitioned to no visible effects. We found that the type of wildlife-control program was a very relevant issue for the respondents; indirect control in which killing was avoided was the preferred action. Sixty-six percent of respondents agreed with the option of hunters paying for culling animals to reduce ungulate impacts rather than management cost coming out of taxes, whereas 19% of respondents were against this option and willing to pay for other solutions in national parks. Our results suggest that killing wildlife in national parks could be a socially acceptable tool to manage overabundance problems in certain contexts, but it could also generate social conflicts.  相似文献

SUMMARY

Rapid urbanisation and serious environmental problems have led people worldwide to realise the significance of urban planning and management towards a sustainable environment. Beijing was used as a case study to develop a framework and strategies for sustainable development using ecological principles. At the regional level, Beijing-Tianjin agglomeration and Hebei Province are considered together. At the Beijing administrative level, some important measures are put forward for revision of the Beijing Urban Master Plan. At the Beijing plain level, the future spatial structure of Beijing city and the relationship between settlements, green space and transportation are considered, and three basic development patterns are proposed. At the inner district level, the ecological corridor system is suggested, based on ecosystem services. At the selected area level, a comprehensive strategy and key measures for conservation and renewal of old Beijing city core are provided. Once strategies for Beijing urban development are implemented step-by-step, a vision for future development can be achieved. This paper provides considerations for improvement of urban planning and management in China and other countries.  相似文献

Management activities such as law enforcement and community outreach are thought to affect conservation outcomes in protected areas, but their importance relative to intrinsic environmental characteristics of the parks and extrinsic human pressures surrounding the parks have not been explored. Furthermore, it is not clear which is more related to conservation outcomes—the management itself or local people's perceptions of the management. We measured objective (reports by park staff) and subjective (reports by local people) levels of community outreach and law enforcement based on responses to 374 questionnaires. We estimated mammal abundance and diversity of 6 protected areas based on data from 115 camera traps in Xishuangbanna, southwest China, a biodiversity hotspot with high hunting and land-conversion pressures. We then examined correlations among them and found that local people's perception of law enforcement was positively related to the local abundance of 2 large, hunted species, wild boar (Sus scrofa) (β = 15.22) and muntjac (Muntiacus vaginalis) (β = 14.82), but not related to the abundance of smaller mammals or to objective levels of enforcement. The subjective frequency of outreach by park staff to local communities (β = 3.42) and park size (β = 3.28) were significantly and positively related to mammal species richness, whereas elevation, human population density, and subjective frequency of law enforcement were not. We could not conclude that community outreach and law enforcement were directly causing increased mammal abundance and diversity. Nevertheless, the patterns we detected are some of the first empirical evidence consistent with the idea that biodiversity in protected areas may be more positively and strongly related to local perceptions of the intensity of park management than to either intrinsic (e.g., elevation, park size) or extrinsic (e.g., human population density) environmental factors.  相似文献

Conflicts between local people's livelihoods and conservation have led to many unsuccessful conservation efforts and have stimulated debates on policies that might simultaneously promote sustainable management of protected areas and improve the living conditions of local people. Many government‐sponsored payments‐for‐ecosystem‐services (PES) schemes have been implemented around the world. However, few empirical assessments of their effectiveness have been conducted, and even fewer assessments have directly measured their effects on ecosystem services. We conducted an empirical and spatially explicit assessment of the conservation effectiveness of one of the world's largest PES programs through the use of a long‐term empirical data set, a satellite‐based habitat model, and spatial autoregressive analyses on direct measures of change in an ecosystem service (i.e., the provision of wildlife species habitat). Giant panda (Ailuropoda melanoleuca) habitat improved in Wolong Nature Reserve of China after the implementation of the Natural Forest Conservation Program. The improvement was more pronounced in areas monitored by local residents than those monitored by the local government, but only when a higher payment was provided. Our results suggest that the effectiveness of a PES program depends on who receives the payment and on whether the payment provides sufficient incentives. As engagement of local residents has not been incorporated in many conservation strategies elsewhere in China or around the world, our results also suggest that using an incentive‐based strategy as a complement to command‐and‐control, community‐ and norm‐based strategies may help achieve greater conservation effectiveness and provide a potential solution for the park versus people conflict.  相似文献

ABSTRACT

Land-use conflict has become a topical issue due to an increase in the number of stakeholders having incompatible interests related to particular land uses. Competing land-uses include those for conservation, irrigation, game and livestock farming, settlements and mining. These groupings of land-uses have different interests and objectives. This study aims to investigate the basis for the land-use conflict, and to get insights into how various stakeholders perceive and interpret existing conflicts. Empirical results were drawn from observation, interviews and documents collected between 2011 and 2018. The interviews were held with various stakeholders involved in land-use decisions. Qualitative data were analysed through thematic content analysis, and observations assisted with the corroboration of information collected through interviews. The study recorded four central land-use conflicts: irrigation farming with conservation; game farming with conservation; settlements/livestock farming with conservation; and mining with conservation/game farming/irrigation farming. The study also explains how local stakeholders understand these conflicts.  相似文献

SUMMARY

Xishuangbanna in southwest China is a tropical and subtropical region with extraordinary traditional cultures and attractive landscapes. Rubber cultivation is a key production source undergoing rapid growth. It contributes substantially to improvement of the local economic situation and partially replaces traditional slash-and-burn agriculture in the uplands, but it also results in biodiversity loss and environmental degradation and disturbs the peaceful life of the indigenous people. We discuss the traditional ecological knowledge (TEK) preserved in daily practices and the present types of rubber plantations and suggest the application of TEK, in particular, the indigenous land-use experience to rubber cultivation, in order to promote sustainability in local economic development and ecological well-being.  相似文献

A recent discussion debates the extent of human in‐migration around protected areas (PAs) in the tropics. One proposed argument is that rural migrants move to bordering areas to access conservation outreach benefits. A counter proposal maintains that PAs have largely negative effects on local populations and that outreach initiatives even if successful present insufficient benefits to drive in‐migration. Using data from Tanzania, we examined merits of statistical tests and spatial methods used previously to evaluate migration near PAs and applied hierarchical modeling with appropriate controls for demographic and geographic factors to advance the debate. Areas bordering national parks in Tanzania did not have elevated rates of in‐migration. Low baseline population density and high vegetation productivity with low interannual variation rather than conservation outreach explained observed migration patterns. More generally we argue that to produce results of conservation policy significance, analyses must be conducted at appropriate scales, and we caution against use of demographic data without appropriate controls when drawing conclusions about migration dynamics.
