IntroductionDuring 2000–2011, 35 injuries (8 fatal) involving winches were reported to the Coast Guard in the Southern shrimp fleet. Injuries involving the main winch drums had a higher risk for fatal outcomes compared to injuries involving the winch cathead (RR = 7.5; 1.1–53.7). The objective of this study was to design effective solutions to protect deckhands from entanglement hazards posed by winches found on the vessels in the Southern shrimp fleet.MethodsBased on injury characteristics, site visit observations, and input from vessel owners, NIOSH determined that the design and implementation of effective main-winch guarding was a feasible first-step in mitigating the entanglement hazard. Design considerations for stationary guards favor systems that are simple, affordable, durable, unobtrusive, and will not interfere with normal fishing operations. In addition, an auxiliary-stop method was tested to prevent entanglements in try-net winches.ResultsStandardized passive guards were designed for three commonly found main winch models. Initial prototype guards have been sea-tested. The design of six additional guards is underway, for a total of three iterations for each winch model identified. These will incorporate features found to be valued by fishermen, will be more efficient, and will reduce the overall cost of fabrication and maintenance. Sea testing of these iterations continues. The auxiliary-stop circuit control prototype system was designed to prevent entanglements in the try-net winch and is currently being sea tested.DiscussionNIOSH has completed initial designs for stationary-winch guards. Through collaborations with shrimper associations and safety groups, the successfully tested winch guard and auxiliary stop designs will be made available to qualified welders and craftsmen to use. This approach has proven effective in preventing other types of winch injuries.Practical applicationsInjury epidemiologic methods and industry input are an effective way to identify workplace hazards and to design effective safety interventions to control hazards.  相似文献

PROBLEM: It is estimated that 5 to 10 arc flash explosions occur in electric equipment every day in the United States. In the mining industry the largest single injury category of electrical injuries are caused by non-contact electrical arcs. METHOD: This investigation progressed in two phases: (a) 836 Mine Safety and Health Administration (MSHA) reports of electric arcing incidents that occurred over a period of 11 years were reviewed, and (b) personal interviews were conducted with 32 individuals. A theoretical Safe Job Performance Model guided the study. RESULTS: Behavioral dimensions were identified and included the effect of worker experience, judgment and decision-making ability, behavioral and organizational controls, and safety culture. SUMMARY: The National Institute for Occupational Safety and Health (NIOSH) conducted an investigation of behavioral components associated with arc flash incidents and developed recommendations for interventions based on findings. IMPACT ON INDUSTRY: This study fills a vacuum in electrical training with a focus on the organizational and behavioral aspects of arc flash incidents. The research is cross-cutting in its scope, in that the results apply not only to mining and construction, but many other industries employing electricians. Although the majority of mine electrical injuries are the results of burns from electrical arcs, few miners are aware that such a hazard exists. A safety training program, which includes a video and an instructor's discussion guide, was developed for electricians based on this study's findings. INTRODUCTION: Overexposure to noise remains a widespread and serious health hazard in the U.S. service providing and goods producing industries. Excessive noise can lead to poor verbal communication and reduce the ability to recognize warning signals. These dangerous work conditions can also cause stress and fatigue. Occupational hearing loss is a permanent illness, with no recovery currently possible. METHOD: National Institute for Occupational Safety and Health (NIOSH) has recognized Noise Induced Hearing Loss (NIHL) as one of the ten leading work-related diseases and injuries in the United States, and has emphasized its importance as one of the critical areas expressed in the National Occupational Research Agenda. RESULTS: One of the most serious noise problems in the goods producing industries is the operation of continuous mining machines during underground coal mining. In order to minimize occupational hearing loss, noise hazards are "designed out" early in the design process. NIOSH is leading a national initiative called Prevention through Design (PTD) to promote this concept. This paper describes the quiet-by-design approach of a noise control that reduced noise exposures of continuous mining machine operators by 3dB(A) using the four functional areas of PTD, namely Practice, Policy, Research, and Education.  相似文献

IntroductionYoung workers (aged 15–24) suffer disproportionately from workplace injuries, with a nonfatal injury rate estimated to be two times higher than among workers age 25 or over. These workers make up approximately 9% of the U.S. workforce and studies have shown that nearly 80% of high school students work at some point during high school. Although young worker injuries are a pressing public health problem, the critical knowledge and skills needed to prepare youth for safe and healthy work are missing from most frameworks used to prepare the emerging U.S. workforce.MethodsA framework of foundational workplace safety and health knowledge and skills (the NIOSH 8 Core Competencies) was developed based on the Health Belief Model (HBM).ResultsThe proposed NIOSH Core Competencies utilize the HBM to provide a framework for foundational workplace safety and health knowledge and skills. An examination of how these competencies and the HBM apply to actions that workers take to protect themselves is provided. The social and physical environments that influence these actions are also discussed.ConclusionsThe NIOSH 8 Core Competencies, grounded in one of the most widely used health behavior theories, fill a critical gap in preparing the emerging U.S. workforce to be cognizant of workplace risks.Practical applicationsIntegration of the NIOSH 8 Core Competencies into school curricula is one way to ensure that every young person has the foundational workplace safety and health knowledge and skills to participate in, and benefit from, safe and healthy work.  相似文献

PROBLEM: Blasting is a hazardous component of surface mining. Serious injuries and fatalities result from improper judgment or practice during rock blasting. This paper describes several fatal injury case studies, analyzes causative factors, and emphasizes preventive measures. METHOD: This study examines publications by MSHA, USGS, and other authors. The primary source of information was MSHA's injury-related publications. RESULTS: During the 21-year period from 1978 to 1998, the mean yearly explosive-related injuries (fatal and nonfatal) for surface coal mines was 8.86 (95% CI: 6.38-11.33), and for surface metal/nonmetal mines 10.76 (95% CI: 8.39-13.14). Flyrock and lack of blast area security accounted for 68.2% of these injuries. This paper reviews several case studies of fatal injuries. Case studies indicate that the causative factors for fatal injuries are primarily personal and task-related and to some extent environmental. A reduction in the annual injuries in surface coal mines was observed during the 10-year period of 1989-1998 [5.80 (95% CI: 2.71-8.89) compared to the previous 10-year period of 1979-1988 [10.90 (95% CI: 7.77-14.14)]. However, such reduction was not noticed in the metal/nonmetal sector (i.e., 9.30 [95% CI: 6.84-11.76] for the period 1989-1998 compared with 11.00 [95% CI: 7.11-14.89] for the period 1979-1988). DISCUSSION: A multifaceted injury prevention approach consisting of behavioral/educational, administrative/regulatory, and engineering interventions merits consideration. IMPACT ON INDUSTRY: The mining community, especially the blasters, will find useful information on causative factors and preventive measures to mitigate injuries due to flyrock and lack of blast area security in surface blasting. Discussion of case studies during safety meetings will help to mitigate fatal injuries and derive important payoffs in terms of lower risks and costs of injuries.  相似文献

Marine fishing is one of the most dangerous occupations. So far, no studies addressing occupational safety and health in the Egyptian fisheries have been conducted. The objective of this study is to explore and identify the types and causes of, as well as some factors associated with, occupational accidents and illnesses in the Egyptian marine fisheries. A sample of 686 fishermen in El-Maaddiya fishing port were interviewed for collecting relevant data. This paper presents the types of injuries mentioned by the interviewed fishermen and their potential causes in terms of accident type and involved agency/agency part. Also, major health problems and potential causes are presented. Furthermore, a logistic regression analysis was performed to study the significance of the association of some factors, such as age, experience, education and fishing gear with the occurrence of injuries and illnesses. The results of this study show that the Egyptian fishing industry involve many hazardous work conditions and practices that result in high morbidity and mortality rates, and high injury rates. The study recommends further research on suitable measures for the management of this problem.  相似文献

INTRODUCTION: Annually, some 200,000 U.S. children require hospital emergency room treatment from injuries suffered on playground equipment. Most of these injuries (70%) are the result of falls. While standards for protective surfacing within the play zone areas are very adequate, standards for the prevention of falls are very inadequate. "Climbers" are responsible for the greatest percentage of injuries with most of these injuries the result of falls. Current standards are woefully lacking in regard to these climbers. METHOD: This paper reviews the history of climber research and climber standards. RESULTS: It then presents recommendations for improved standards in this area based on the ergonomics of the users, children.  相似文献

IntroductionWe interviewed fishermen to identify jobs and/or tasks of concern in order to guide and inform current ergonomic interventions.MethodsWe administered surveys to two groups of southeastern US commercial crab fishermen: a cohort contacted by telephone and fishermen recruited at 11 local fish houses. Fishermen were asked to rate physical stress of selected work tasks and conditions on a scale from 0 (no problem) to 10 (major problem). Fishermen were also asked open-ended questions about other work-issues of concern.ResultsFishermen who completed the survey (n = 91) were predominantly male (90%), white (96%), and over 40 years of age (71%). The five most physically strenuous tasks and conditions as rated by fishermen were pulling pots by hand (mean 6.4), rough weather (6.1) or rough water (6.2), unloading without mechanical assistance (5.8), and long work days (5.3). Task stress ratings with the most variability measured by the inter-quartile range (IQR) included: pulling pots by hand (IQR = 5), unloading without mechanical assistance (IQR = 5), gear maintenance (IQR = 4.5), and moving boxes and baskets on board (IQR = 4.5). Other situations that fishermen identified as a problem included: economic, off-shore work, declining industry, mental stress, environment, regulation, conflict with other commercial or recreational fishermen, issues with crew, sun (glare or burn), and breaking up frozen bait.ConclusionsIn general, stressful tasks identified from previous research were rated similarly by the fishermen surveyed. Development and testing of ergonomic interventions is ongoing.  相似文献

Records from The National Safety Council [National Safety Council, 2007. Safety Intervention Evaluation: A Systematic Approach. <http://www.acgih.org/events/ControlBand/Thomas_SafetyIntervention.pdf> (accessed 10.01.07)] have shown that in 2004 alone, on-the-job injuries to workers constituted 35% of total recorded injuries in the United States. This generated an associated cost of about $142.2 billion. Unfortunately, the safety intervention programs enforced at work places to mitigate such losses are driven mainly by intuition and experience of involved safety personnel. This paper details implementing a computer program to furnish safety personnel with an empirical basis for designing loss prevention programs based on historical safety data. The computer tool is driven by a dynamic mathematical model which adapts itself to variations in data patterns and explains the correlation between historical incident rates and corresponding resources committed to interventions. This study empowers the industry with a tool that is capable of forming the core of optimizing valuable human resource allocation in safety program designs.  相似文献

Objective: Powered 2-wheeled motor vehicles (PTWs) are one of the most vulnerable categories of road users. Bearing that fact in mind, we have researched the effects of individual and environmental factors on the severity and type of injuries of PTW users. The aim was to recognize the circumstances that cause these accidents and take some preventive actions that would improve the level of road safety for PTWs.

Methods: In the period from 2001 to 2010, an analysis of 139 road accidents involving PTWs was made by the Faculty of Transport and Traffic Engineering in Belgrade. The effects of both individual (age, gender, etc.) and environmental factors (place of an accident, time of day, etc.) on the cause of accidents and severity and type of injuries of PTWs are reported in this article. Analyses of these effects were conducted using logistic regression, chi-square tests, and Pearson's correlation.

Results: Factors such as categories of road users, pavement conditions, place of accident, age, and time of day have a statistically significant effect on PTW injuries, whereas other factors (gender, road type; that is, straight or curvy) do not. The article also defines the interdependence of the occurrence of particular injuries at certain speeds. The results show that if PTW users died of a head injury, these were usually concurrent with chest injuries, injuries to internal organs, and limb injuries.

Conclusions: It has been shown that there is a high degree of influence of individual factors on the occurrence of accidents involving 2-wheelers (PTWs/bicycles) but with no statistically significant relation. Establishing the existence of such conditionalities enables identifying and defining factors that have an impact on the occurrence of traffic accidents involving bicyclists or PTWs. Such a link between individual factors and the occurrence of accidents makes it possible for system managers to take appropriate actions aimed at certain categories of 2-wheelers in order to reduce casualties in a particular area. The analysis showed that most of the road factors do not have a statistically significant effect on either category of 2-wheeler. Namely, the logistic regression analysis showed that there is a statistically significant effect of the place of accident on the occurrence of accidents involving bicyclists.  相似文献

The U.S. National Institute for Occupational Safety and Health (NIOSH) conducts research to improve and protect the health and safety of workers. This paper describes the experience of the NIOSH Construction Program with two recent program planning initiatives intended to improve the program: (a) an independent external review of work over the past decade and (b) the development of strategic goals organized into a “National Construction Agenda” to guide a decade of future work. These goals, developed with input from construction industry stakeholders and researchers, are a part of the NIOSH National Occupational Research Agenda (NORA) initiative. The NORA goals are intended to provide an ambitious set of goals for all construction stakeholders to work together on. Both efforts relate to insuring the relevance and impact of research, reflecting an emerging policy perspective that research programs should be judged not just by the quality and quantity of science produced, but by the industry impact and tangible benefit resulting from the research. This paper describes how views on research planning have evolved to incorporate lessons learned about how research leads to improved safety and health for workers. It also describes the process used to develop the goals and the resulting strategic and intermediate goals that comprise the National Construction Agenda.  相似文献

Objective: Pelvic injuries are a serious and commonly occurring injury to motorcycle riders involved in crashes, yet there has been limited research investigating the mechanisms involved in these injuries. This study aimed to investigate the mechanisms involved in pelvic injuries to crashed motorcyclists.

Method: This study involved in-depth crash investigation and 2 convenience-based data sets were used. These data sets investigated motorcycle crashes in the Sydney, Newcastle, and Adelaide regions. Participants included motorcycle riders who had crashed either on a public road or private property within the study areas. The mechanism of injury and the type of injuries were investigated.

Results: The most frequent cause of pelvic injuries in crashed motorcyclists was due to contact with the motorcycle fuel tank during the crash (85%). For riders who had come into contact with the fuel tank, the injury types were able to be grouped into 3 categories based on the complexity of the injury. The complexity of the injury appeared to increase with impact speed but this was a nonsignificant trend. The pelvic injuries that did not occur from contact with the fuel tank in this sample differed in asymmetry of loading and did not commonly involve injury to the bladder. They were commonly one-sided injuries but this differed based on the point of loading; however, a larger sample of these injuries needs to be investigated.

Conclusion: Overall improvements in road safety have not been replicated in the amelioration of pelvic injuries in motorcyclists and improvements in the design of crashworthy motorcycle fuel tanks appear to be required.  相似文献

BACKGROUND: Safety teams have become a popular means to recognize and prevent injuries in the workplace. In fact, organizations, such as OSHA, NIOSH, NIEHS, DOE, and the Ohio BWC, not only encourage safety teams, but have implemented them in their organizations. However, safety teams may not be legal as defined by NLRB Act Sections 2(5) and 8(a)(2). OBJECTIVE: To determine whether safety teams are illegal labor organizations. METHODS: A review of government regulations, safety programs, and safety teams was performed to create a framework of what types of safety programs/regulations are requested and/or required by a variety of government agencies. Next, these requirements were compared to existing case law on illegal labor organizations as defined by the NLRB. RESULTS: Most safety teams and programs, even those implemented by the Federal Government, are illegal labor organizations as defined by NLRB Act Sections 2(5) and 8(a)(2). CONCLUSIONS: The Federal Government needs to amend existing legislation and develop a revision of the NLRB Act that would allow safety teams to function legally in organizations without having to meet intrusive, constricting guidelines that may inhibit the value of safety teams. IMPACT ON INDUSTRY: Organizations must be aware that safety teams may be valuable in reducing job-related accidents and injuries but they may be illegal labor organizations.  相似文献

Issues related to health and safety at work, such as accidents at work, are one of the most important areas of action for global social policy. This paper presents a fuzzy cognitive map (FCM) approach to explore the importance of the relevant factors in industrial plants. For this purpose, industrial plants are described in terms of factors that affect injury risk and the causal relationships involved.In this work, the injuries in an Italian refinery have been studied. The company in this account has a system for monitoring and controlling the machinery but has a large number of minor injuries at work. The causes of these injuries have been found in human behaviours. To analyse the injuries, it is necessary to investigate what individual-level concerns are involved in the perception of risk. For this investigation, an FCM permits us to build a schema of the perception of risk. The resulting analysis of all of these schemas has allowed us to define a method that generically permits a determination of the causes for each type of injury. In fact, it has been possible to determine that factors such as poor attention and concentration or fatigue are the main causes of injuries at work.In light of the results obtained, managers can define appropriate control procedures to diminish the occurrences of the injuries.  相似文献

Introduction: This paper discusses the application of a training intervention that uses degraded images for improving the hazard recognition skills of miners. Method: NIOSH researchers, in an extensive literature review, identified fundamental psychological principles on perception that may be employed to enhance the ability of miners to recognize and respond to hazards in their dangerous work environment. Three studies were conducted to evaluate the effectiveness of the degraded image training intervention. A model of hazard recognition was developed to guide the study. Results: In the first study, miners from Pennsylvania, West Virginia and Alabama, who were taught with the aid of degraded images, scored significantly better on follow-up hazard recognition performance measures than those trained using traditional instructional methodologies. The second and third studies investigated the effectiveness of the training intervention at two mining companies. Data collected over a 3-year period showed that lost-time injuries at mines in Alabama and Illinois declined soon after the training intervention was instituted. Impact on Industry: Further exploration of the hazard recognition model and the development of other interventions based on the model could support the validity of the steps in the hazard recognition model.  相似文献

Introduction: The NIOSH Fire Fighter Fatality Investigation and Prevention Program (FFFIPP) conducts independent investigations of selected fire fighter line-of-duty deaths (LODD) and offers recommendations to prevent similar deaths. The purpose of the current study was to provide information on more recent FFFIPP recommendations and to determine if recommendations have changed over time. Methods: Fatality investigations completed from 2006 to 2014 were selected for this study with recommendations being assigned into twelve major categories when possible. The most frequently occurring recommendations were then rank ordered overall and then by medical and traumatic fire fighter LODD. Results: There were 1,067 total recommendations made in the published fire fighter investigative reports for both medical and trauma-related fire fighter fatalities for the period 2006–2014. Of these, 784 (73%) could be placed within one of the 12 categories noted previously. The top 10 recommendation categories overall were: 1. Medical screening, 2. Fitness and wellness program, 3. Training, 4. Medical clearance, 5. Standard Operating Procedures/Standard Operating Guidelines (SOPs/SOGs), 6. Incident command, 7. Strategy and tactics, 8. Communications, 9. Personal protective equipment and 10. Staffing. Conclusions: The leading recommendations from the NIOSH FFFIPP medical investigations between 2006 and 2014 did not change compared to those made between 1998 and 2005, with the exception of the addition of “medical clearance for duty”. There were changes for the traumatic injury leading recommendations for 2006–2014, with the major change being “training”, which was the leading FFFIPP recommendation for traumatic injuries for this time period. Practical applications: The intent of the FFFIPP is to influence fire departments and fire fighters to critically assess and evaluate situations/circumstances similar to those identified by NIOSH investigations and implement the recommendations offered to prevent additional fire fighter fatalities.  相似文献

Crews on tankers traveling and hauling cargo on the lower reaches of the Mississippi River during the hot and humid (H&H) summer season face various occupational safety and ergonomics problems. Evaluation of medical data reveals that a large number of the crewmembers experience job related injuries, diseases, disorders, and exhaustion as a result of adverse environmental conditions (National Institute for Occupational Safety and Health [NIOSH], 1993). The accidents and injuries that occurred were characterized and then analysis was used to recommend constructive remedies and solutions. The results were also used to design and develop better work environments on the tankers and in the general industry. In H&H conditions, the body’s chemical reactions constantly change in order to maintain the best possible reaction to changing environments. This chemical reaction increases blood flow to the skin through sweating. Body metabolism stabilizes body temperature through muscular work and convection, evaporation and radiation remove heat.  相似文献
