The information presented in this paper is directed to those individuals interested in future air quality control programs aimed at areas that are attaining one or more air quality ambient standards. Section 116 of the Clean Air Act, as amended, requires the Environmental Protection Agency to promulgate regulations for the prevention of significant deterioration (PSD) of air quality in order to protect the nation's clean air resources from hydrocarbons, carbon monoxide, ozone, nitrogen oxides, and lead (Set II pollutants). This program will affect industry siting in many areas of the country, particularly in the rural, undeveloped areas. Among the many alternatives currently being considered by EPA to meet the PSD Set II goals are emission management systems, marketable emission permits, air quality increments, emission fees, and control of transportation related sources. The final regulation may be a combination of several options or may present several alternatives from which a State would choose its specific program.  相似文献

China is taking major steps to improve Beijing's air quality for the 2008 Olympic Games. However, concentrations of fine particulate matter and ozone in Beijing often exceed healthful levels in the summertime. Based on the US EPA's Models-3/CMAQ model simulation over the Beijing region, we estimate that about 34% of PM2.5 on average and 35–60% of ozone during high ozone episodes at the Olympic Stadium site can be attributed to sources outside Beijing. Neighboring Hebei and Shandong Provinces and the Tianjin Municipality all exert significant influence on Beijing's air quality. During sustained wind flow from the south, Hebei Province can contribute 50–70% of Beijing's PM2.5 concentrations and 20–30% of ozone. Controlling only local sources in Beijing will not be sufficient to attain the air quality goal set for the Beijing Olympics. There is an urgent need for regional air quality management studies and new emission control strategies to ensure that the air quality goals for 2008 are met.  相似文献

A detailed study of the air quality permitting process for 65 different forest products industry projects requiring preconstruction permit approvals from EPA, state, and local air pollution control agencies was conducted. The projects included a wide array of sources including kraft recovery furnaces, lime kilns, fossil fuel and wood residue fired boilers, solid wood products manufacturing facilities, paper coaters, and printing presses. Information concerning the time involved in the permitting process, costs associated with obtaining the permits, use of air quality models and ambient monitoring data, emission control technology determinations, problem areas encountered during the permitting process, perceived benefits and drawbacks of the permitting process, and the effect of permitting requirements on project planning was obtained.

The results indicate that certain permitting requirements such as Best Available Control Technology (BACT) determinations, dispersion modeling results, and use of ambient air quality monitoring data seldom influence the emission limitations ultimately imposed in the final approved permit, with 87% of the final emission limits equivalent to the applicable New Source Performance Standard (NSPS). The 65 permitting case histories also show that obtaining permits for projects subject to Prevention of Significant Deterioration (PSD) requirements takes approximately twice as long and costs twice as much as obtaining permits for projects not subject to PSD requirements.  相似文献

Abstract

The ambient air quality standards (AAQS) of twenty-one nations for eight commonly regulated substances are presented. Many countries are adding a receptor-based component to their air quality management, which traditionally have been emission oriented. Automation of air quality monitoring stations has meant that local air quality evaluation can now be more easily achieved. However, a majority of countries have no active air quality standards (emission or receptor-based) or ambient air quality monitoring. One possible monitoring procedure is outlined and the variation in international standards is discussed.  相似文献

Air management steps involved in determining reduced-emission goals include determining the effects of various pollutant concentrations on man, animals, plants, and property; deciding which effects to prevent; selecting ambient air quality goals that will prevent these effects; measuring and evaluating pollutant concentrations from sources and in the ambient atmosphere; calculating over-all source reductions needed to achieve selected ambient air quality goals; and finally, determining reduced-emission goals for the various source types. Examples are cited of the various decisions and actions involved in determining a set of reduced-emission goals for stationary and mobile combustion sources.  相似文献

It is the purpose of this study to demonstrate the procedure involved in simulating those average and maximum pollutant concentrations at or around an airport which fall under the control of the Clean Air Act. The information is useful, when planning new or expanding existing airports, when estimating the impact of airports on the surrounding air quality, and when assessing the effectiveness of control procedures. Simulation of airport air quality requires the accurate assessment of the temporal and spatial emission patterns. This involves the tabulation of air traffic density by type and engine, make and model of aircraft, and engine mode number; the use of fuel by different aircraft; the pollutant emission rates by engine model and operational mode; the allocation of emission rates to the respective runways, turn-off points, taxi-ways, and parking areas, and the time each aircraft spent in the different operational modes. The resulting emission pattern for the Honolulu International Airport reflects scheduled and unscheduled commercial and military jet and piston aircraft and nonaircraft operations. Using this and the appropriate meteorological information average and maximum surface concentrations were calculated and compared with local ambient air quality standards. The calculation of concentrations is based on a newly developed diffusion model incorporating harmonic mean wind speeds for every degree of wind direction as determined by a Parzen maximum likelihood interpolation technique, and the assumption of log-normal concentration distributions. It is shown that for some pollutants the air quality standards are substantially exceeded, and it is concluded that airports may have a considerable adverse impact on their surrounding air quality.  相似文献

利用2000—2007年大气污染物排放量数据和同期环境空气质量监测数据,分析了江苏省主要大气污染物减排与环境空气质量变化的相关性。结果表明,近年来江苏省SO2排放量与环境空气中SO2浓度存在正相关,而烟尘和粉尘排放总量与空气中可吸入颗粒物的浓度呈现出弱的负相关关系。对江苏省经济发展和环境关系的进一步分析揭示,江苏省环境库兹涅茨曲线呈现出倒U型关系,表明江苏省已经进入经济环境双赢区间,但近年来政策对经济环境关系的影响突出。该研究对中国十二五环境管理政策的制定有着重要的参考意义。  相似文献

Air quality standards have existed in California for almost six years. They have become an important part of the State’s air pollution control program.

The two principal uses of the standards have been to establish the goals for controlling motor vehicle emissions and to provide a basis for evaluating air quality throughout the State. The standards have also proved to be valuable as a means of communicating on air pollution problems with legislators, administrators, the press, the public, and dischargers of pollutants.

Lack of adequate data on the effects of varying concentrations of contaminants of concern in air pollution is a serious limitation in any effort to establish air quality standards.It is important that this data be obtained.

The concept of employing air quality standards as administrative goals is not unique to the air pollution field but is part of a broad trend to utilize standards for insuring a satisfactory environment. Those engaged in the air pollution field can expect to see increasing emphasis on such standards.

Air quality standards do not provide a magic formula for eliminating air pollution; they are but one element in a comprehensive program. They have limitations and are no better than the data upon which they are based. The standards, however, can play an important role in preserving satisfactory air quality and protecting man’s health.

In using air quality standards, one should keep in mind the comments of H. W. Streeter5 on water quality standards—“Let us devise them, try them, revise them, and apply them, but also remember that they are but ’feeble instruments of the human will’ and like all other such tools are made to be discarded for better ones when they become worn out.“  相似文献

Although emission inventories are the foundation of air quality management and have supported substantial improvements in North American air quality, they have a number of shortcomings that can potentially lead to ineffective air quality management strategies. Major reductions in the largest emissions sources have made accurate inventories of previously minor sources much more important to the understanding and improvement of local air quality. Changes in manufacturing processes, industry types, vehicle technologies, and metropolitan infrastructure are occurring at an increasingly rapid pace, emphasizing the importance of inventories that reflect current conditions. New technologies for measuring source emissions and ambient pollutant concentrations, both at the point of emissions and from remote platforms, are providing novel approaches to collecting data for inventory developers. Advances in information technologies are allowing data to be shared more quickly, more easily, and processed and compared in novel ways that can speed the development of emission inventories. Approaches to improving quantitative measures of inventory uncertainty allow air quality management decisions to take into account the uncertainties associated with emissions estimates, providing more accurate projections of how well alternative strategies may work. This paper discusses applications of these technologies and techniques to improve the accuracy, timeliness, and completeness of emission inventories across North America and outlines a series of eight recommendations aimed at inventory developers and air quality management decision-makers to improve emission inventories and enable them to support effective air quality management decisions for the foreseeable future.  相似文献

The air resource management concept is defined and delineated. Existing successful urban air resource management programs are described. The federal role in this development is briefly noted. Urea-formaldehyde resin bonded partlcleboard, medium density fiberboard and plywood paneling are used as flooring, wall paneling, for cabinet work and in furniture, and are present In almost every office, home and public building. If large quantities of these products are used In poorly ventilated spaces, high manufacturing quality control is necessary to avoid problems of latent formaldehyde release. Indoor air formaldehyde concentrations depend on the nature of the product, the product surface to air volume (loading) factor, temperature, humidity, age and product emission rates. Standard test methods are now available for measuring product emission rates that make It possible to predict the performance of UF-bonded pressed wood materials If use conditions and environmental parameters are known. Recent modifications In adhesive and board manufacturing parameters have made It possible to reduce formaldehyde emission significantly, and UF-bonded wood products are now capable of meeting indoor air quality standard levels of 0.1 ppm under almost all customary loading conditions.  相似文献

This paper is concerned with uncertainties involved in projecting ambient air quality. Ambient air quality was projected by assuming a linear dependence on estimated future emissions. Future automotive emissions were estimated by a method recommended by EPA. Projections were made for the locations reported to have the highest ambient air concentrations of each pollutant; Chicago for carbon monoxide and the California South Coast Air Basin for hydrocarbon and oxidant. The sensitivity of the projections to several input parameters was determined.

The uncertainty in projection of air quality due to the use of a maximum, once-per-year concentration is large. For example, the reduction in total CO emissions in Chicago in 1975, necessary to meet the air quality standard, was as high as 68% or as low as 26%, depending on whether the historic high, 8 hr average concentration of 44 ppm or the 1970 maximum of 21 ppm was used. The effects of uncertainties in growth rates and fraction of emissions attributed to the automobile were also sizeable. Differences in automotive growth rate had a large near-term effect on projected concentrations, while differences in nonautomotive growth rate or fraction of emissions attributed to the automobile had a large long-term effect. The effect of 1975 interim automotive emission standards on projected air quality was negligible when compared with projected air quality based on the previous Federal automotive emission standards for 1975.  相似文献

In many metropolitan areas, traffic is the main source of air pollution. The high concentrations of pollutants in streets have the potential to affect human health. Therefore, estimation of air pollution at the street level is required for health impact assessment. This task has been carried out in many developed countries by a combination of air quality measurements and modeling. This study focuses on how to apply a dispersion model to cities in the developing world, where model input data and data from air quality monitoring stations are limited or of varying quality. This research uses the operational street pollution model (OSPM) developed by the National Environmental Research Institute in Denmark for a case study in Hanoi, the capital of Vietnam. OSPM predictions from five streets were evaluated against air pollution measurements of nitrogen oxides (NO(x)), sulfur dioxide (SO2), carbon monoxide (CO), and benzene (BNZ) that were available from previous studies. Hourly measurements and passive sample measurements collected over 3-week periods were compared with model outputs, applying emission factors from previous studies. In addition, so-called "backward calculations" were performed to adapt the emission factors for Hanoi conditions. The average fleet emission factors estimated can be used for emission calculations at other streets in Hanoi and in other locations in Southeast Asia with similar vehicle types. This study also emphasizes the need to further eliminate uncertainties in input data for the street-scale air pollution modeling in Vietnam, namely by providing reliable emission factors and hourly air pollution measurements of high quality.  相似文献

The bi-state area around Cincinnati has more than a million people in 70 political jurisdictions located in four counties. An air pollution survey was organized to prepare a plan for an air resource management program for the area. The author chaired the air quality subcommittee which recommended air quality criteria and emission regulations to the Technical Committee of SWO-NK. Abstract

The development of local, accurate emission factors is very important for the estimation of reliable national emissions and air quality management. For that, this study is performed for pollutants released to the atmosphere with source-specific emission tests from the semiconductor manufacturing industry. The semiconductor manufacturing industry is one of the major sources of air toxics or hazardous air pollutants (HAPs); thus, understanding the emission characteristics of the emission source is a very important factor in the development of a control strategy. However, in Korea, there is a general lack of information available on air emissions from the semiconductor industry. The major emission sources of air toxics examined from the semiconductor manufacturing industry were wet chemical stations, coating applications, gaseous operations, photolithography, and miscellaneous devices in the wafer fabrication and semiconductor packaging processes. In this study, analyses of emission characteristics, and the estimations of emission data and factors for air toxics, such as acids, bases, heavy metals, and volatile organic compounds from the semiconductor manufacturing process have been performed. The concentration of hydrogen chloride from the packaging process was the highest among all of the processes. In addition, the emission factor of total volatile organic compounds (TVOCs) for the packaging process was higher than that of the wafer fabrication process. Emission factors estimated in this study were compared with those of Taiwan for evaluation, and they were found to be of similar level in the case of TVOCs and fluorine compounds.  相似文献

The Clean Air Act (and proposed Clean Air Act Amendments in H.R. 5252) are addressed relative to quantification of emission data. Six case studies performed for the National Commission on Air Quality (NCAQ) are reviewed. The models used to quantify the amount of emissions needed to meet air quality standards for O3, particulates, and SO2 are reviewed for each case study city. The trends in and relationships between ambient air concentrations of sulfur dioxide and sulfate aerosols at 48 urban sites and 27 nonurban sites throughout the U.S. between 1963 and 1972 have been analyzed. The substantial decreases in ambient SO2 concentrations measured at urban sites in the eastern and midwestern U.S. are consistent with the corresponding reductions in local SO2 emissions, but these decreases have been accompanied by only modest decreases in ambient sulfate concentrations. Large differences in the amounts of SO2 emitted within individual air quality control regions are associated with much smaller differences in the corresponding ambient sulfate concentrations. Substantial changes in the patterns of SO2 emissions between air quality regions result in essentially no differences between ambient sulfate concentrations in those air quality regions. Comparisons of several air quality regions in the eastern and western U.S. with similar SO2 emission levels and patterns of emissions clearly demonstrates the higher ambient sulfate concentration levels in eastern air quality control regions. Relationships between SO2, sulfates, and vanadium concentrations at eastern nonurban U.S. sites cannot be explained by local emission sources. These various observed results can be best explained by long distance sulfur oxide transport with chemical conversion of SO2 to sulfates occurring over ranges of hundreds of kilometers. This conclusion has been suggested earlier and the present analysis strongly supports previous discussions. An impact of long range transport of sulfates is to emphasize the need for Consistent strategies for reduction of sulfur oxides throughout large geographical regions. Additions of large capacities involving elevated sources in mid-continental or western regions could result in significant increases in sulfate concentrations well downwind of such sources. Some of the types of research activities required to quantitate crucial experimental parameters are discussed.  相似文献
