The control of fugitive process emissions (FPE) with Spray Charging and Trapping (SCAT) scrubber was evaluated both theoretically and experimentally. The SCAT uses air curtain and/or jets to contain, convey, and divert the FPE into a charged spray scrubber.

Experiments were performed on an 8000 cfm bench-scale spray scrubber to verify the theory and feasibility of collecting fugitive particles with charged water spray. The effects of charge levels on drops and particles, nozzle type, drop size, gas velocity, and liquid/gas ratio on collection efficiency were determined experimentally. The results of the experiments and the comparison between theory and data are presented.

An air curtain was developed for conveying the FPE to the spray scrubber, deflecting the crosswind, and containing hot buoyant plume. The design and air flow field for the air curtain are presented.  相似文献

The CF Systems Organic Extraction Process was used to remove PCBs from contaminated sediment dredged from the New Bedford Harbor. This work was done as part of a field demonstration under EPA’s Superfund Innovative Technology Evaluation (SITE) program. The purpose of the SITE program is to provide an independent and objective evaluation of innovative waste remediation processes. The purpose of this paper is to present the results of the SITE demonstration of this technology. Results of the demonstration tests show that the system, which uses liquefied propane, successfully removed PCBs from contaminated sediments in New Bedford Harbor. Removal efficiencies for all test runs exceeded 70 percent. Some operational problems occurred during the demonstration which may have affected the efficiency with which PCBs were removed from the dredged sediment. Large amounts of residues were generated from this demonstration project. Costs for using this process are estimated to be between $150/ton and $450/ton.  相似文献

This paper presents an EPA evaluation of the first field demonstration of an in situ stabilization/solidification process for contaminated soil under the EPA Superfund Innovative Technology Evaluation (SITE) program. Demonstration of this process was a joint effort of two vendors: ? International Waste Technologies (IWT) of Wichita, Kansas, who provided the treatment process, specifically the proprietary additive called HWT-20, and

? Geo-Con, Inc., of Pittsburgh, Pennsylvania, who provided both engineering and hardware for the in situ soil treatment.

The field demonstration took place in April, 1988 at a site in Hialeah, Florida, contaminated mainly with polychlorinated biphenyls (PCBs). EPA tested the soil before and after treatment and the EPA evaluation of this process is based on results from this testing. A year later, in April 1989, EPA tested again the treated soil and results of that testing were compared to those of the demonstration. Results of the EPA evaluation of the IWT process, the Geo-Con performance, and treatment costs are discussed separately.  相似文献

Abstract

One technology Geld tested under the SITE demonstration program was stabilization-solidification. The HAZCON process was one of those tested. It treats hazardous wastes, consisting of both inorganic and organic contaminants, by mixing it with portland cement, water and a proprietary additive called Chloranan in a modified cement mixer to produce a concrete mass. In evaluating the technology during the demonstration, two major criteria were investigated by using existing laboratory tests. These criteria were mobility of the contaminants before and after treatment and the long-term effect on mobility, and durability of the solidified masses. The former criteria was evaluated using various leaching tests, primarily the Toxicity Characteristic Leaching Procedure (TCLP) and permeability. The durability criteria was determined from weathering tests, wet-dry and freezethaw, unconfined compressive strength, microstructural analyses and sampling the prepared blocks from the demonstration twice at 9-month intervals. This paper describes the results of the field sampling performed 9 and 18 months after the initial field demonstration and relates it to the results obtained during the demonstration.

According to the data, little or no change in the chemical and physical properties of the blocks occurred. The technology is capable of immobilizing heavy metals. The organics were not immobilized and the treated material appears quite durable.  相似文献

The U.S. Environmental Protection Agency (EPA), in cooperation with the Toronto Harbour Commissioners (THC), conducted a Superfund Innovative Technology Evaluation (SITE) demonstration of the THC Soil Recycle Treatment Train. The treatment train consists of three technologies operated in sequence: a soil wash process, a metals removal process, and a biological treatment process. The THC conducted an extensive demonstration of the treatment train at a 55 tons per day pilot plant in order to evaluate an approach for remediation of industrial/commercial sites that are situated in the Toronto Port Industrial District (PID). Three soils were processed during the THC demonstration. The EPA SITE demonstration project examined, in detail, soil processing from one of the sites being evaluated as part of the overall THC project. Contaminants included organic compounds and heavy metals. It has been estimated by THC that as much as 2,200,000 tons of soil from locations within the PID may require some form of treatment due to heavy metal and/or organic contamination that resulted from various industrial processing operations. The objective of the SITE demonstration was to evaluate the technical effectiveness of the process in relation to THC’s target criteria.

Gravel and sand that met the THC target criteria for medium to fine soil suitable for industrial/commercial sites was produced. The fine soil from the biological treatment process did not meet the target level of 2.4 ppm for benzo(a)pyrene. However, there was a significant reduction in polynuclear aromatic hydrocarbon (PAH) compounds. The metals removal process achieved reductions of greater than seventy percent for copper, lead, nickel, and zinc.  相似文献

In November 1990, the Silicate Technology Corporation's (STC) proprietary process for treating soil contaminated with toxic semivolatile organic and inorganic contaminants was evaluated in a Superfund Innovative Technology Evaluation (SITE) field demonstration at the Selma Pressure Treating (SPT) wood preserving site in Selma, California. The SPT site was contaminated principally with pentachlorophenol (PCP) and arsenic, as well as lesser amounts of chromium and copper. Because of their importance when selecting a remedy for the site, PCP and arsenic were identified as critical analytes to evaluate the effectiveness of treatment.

Evaluation of STC's treatment process was based on contaminant mobility, measured by numerous leaching tests, and structural integrity of the solidified material, measured by physical, engineering, and morphological tests. An economic analysis was also performed, using cost information supplied by STC and supplemented by information generated during the demonstration.

Conclusions drawn from this SITE demonstration evaluation are: (1) the STC process can chemically stabilize contaminated soils similar to those at the Selma site that contain both semivolatile organic and inorganic contaminants; (2) PCP was successfully treated as demonstrated by total waste analysis; (3) heavy metals such as arsenic can be immobilized successfully based on various leach-test criteria; (4) the short-term physical stability of the treated waste was good, with unconfined compressive strengths (UCS) well above landfill solidification standards; (5) treatment resulted in a volume increase of 59 to 75 percent (68 percent average) and a slight increase in bulk density; and (6) the process is expected to cost approximately $190 to $360 per cubic yard when it is used to treat 15,000 cubic yards of waste similar to that found at the STC demonstration site, assuming that on-site, in-place disposal is performed.  相似文献

This paper summarizes a joint Superfund Innovative Technology Evaluation (SITE) project on slurry-phase biodegradation and a project to collect information for the data base on Best Demonstrated Available Technologies (BOAT). In this 12-week study, a creosote contaminated soil from the Burlington Northern Superfund site in Brainerd, Minnesota was used to evaluate the effectiveness of the bioslurry reactors. During the demonstration, five 64-liter stainless steel bioreactors, equipped with agitation, aeration and temperature controls were used. The pilot scale study employed a 30 percent slurry, an inoculum of indigenous polynuclear aromatic hydrocarbon (PAH) degraders, and inorganic nutrients.

Total PAH degradation averaged 93.4 ± 3.2 percent over all five operating reactors in the 12 weeks with 97.4 percent degradation of the 2- and 3-ring PAHs and 90 percent degradation of the 4- to 6-ring PAHs. A study of the air emissions, both semivolatile compounds such as naphthalene, anthracene, and phenanthrene and volatile compounds such as toluene, xylene, and benzene, from the units showed that the greatest amount of emissions occurred during the loading of the reactors and during the first few days of operation. Therefore, it may not be cost-effective to require elaborate emissions controls unless there are significant quantities of volatile compounds present in the soil or water to be treated in a bioslurry reactor system.  相似文献

The various aspects of two similar but indeed different air pollution problems are discussed. Both fugitive emissions (industrial) and fugitive dust emissions represent problems affecting attainment of national standards. Both are difficult to quantify so as to determine the relative magnitude of the problem. Both have been generally overlooked in the past in relation to developing an effective and widespread air pollution control program. Both problems will generally require the use of non-conventional air pollution control measures. Both are also becoming the subject of more intensive investigation as more knowledge is being gathered to implicate such emissions as significant air pollution problems.  相似文献

ABSTRACT

This paper presents a new approach to localize point emissions from ground-level fugitive gaseous air pollution sources. We estimate the crosswind plume's ground-level peak location downwind from the source by combining smooth basis functions minimization (SBFM) with path-integrated optical remote sensing concentration data acquired along the crosswind direction in alternating beam path lengths. Peak location estimates, in conjunction with real-time measured wind direction data, are used to reconstruct the fugitive source location. We conducted a synthetic data study to evaluate the proposed peak location SBFM reconstruction. Furthermore, the methodology was validated with open-path Fourier transform infrared concentration data collected with wind direction data downwind from a controlled point source. This approach was found to provide reasonable estimates of point source location. The field study reconstructed source location was within several meters of the real source location.  相似文献

A field study on grass field burning was conducted in the Willamette Valley of Oregon during the summer of 1965. Approximately 230,000 acres of grass fields are burned in the valley during August and September. Serious air pollution problems result from this burning. The purposes of the study were to determine the effect of environmental variables on grass field burning and to determine if conditions exist when significant air pollution reduction can be achieved. The environmental variables investigated were time from harvest to burning, time of day, air temperature, relative humidity, soil and straw moisture, wind speed and direction, and fuel density. The dependent variables measured were particulate emission and size distribution, combustion temperature, burn rate, amount of ash, percent of organics in the particulate, and smoke appearance. The results were analyzed statistically to determine the significant variables and their relationship.  相似文献

A survey to estimate the polychlorinated dibenzo-p-dioxins (PCDDs) and polychlorinated dibenzofurans (PCDFs) emissions of Spanish hot dip galvanising sector was carried out during 2002. This investigation is the first presenting Spanish experimental data related to this industrial sector. Three different matrices: flue gas, ash and filter dust were tested to quantify the PCDD/Fs generated during the galvanising process. The organic source of PCDD/F formation could be from the insufficient degreasing o from inhibitors or additives used in the pickling steps such as quinoline, isoquinoline, 8-methylquinoline or polyether phosphoric acid. Low levels PCDD/Fs were achieved in air emissions when air control devices are used. On the contrary, filter dusts are highly contaminated; indicating that the absence of air control devices would increase the risk of fugitive emissions. Homologue profiles and Principal Component Analysis demonstrate there are differences in the formation mechanisms in the bath zone (ashes) compared to the stack location (filter dusts and air emissions), related to the de novo synthesis and reaction time. The annual PCDD/F emission to the atmosphere for this sector during 2002 has been estimated in 0.023g I-TEQ. The emission factor of plants with air control devices has been calculated at 0.030microg I-TEQ/ton of galvanised steel.  相似文献

Open path Fourier transform infrared (OP-FTIR) spectroscopy is a new air monitoring technique that can be used to measure concentrations of air contaminants in real or near-real time. OP-FTIR spectroscopy has been used to monitor workplace gas and vapor exposures, emissions from hazardous waste sites, and to track emissions along fence lines. This paper discusses a statistical process control technique that can be used with air monitoring data collected with an OP-FTIR spectrometer to detect departures from normal operating conditions in the workplace or along a fence line. Time series data, produced by plotting consecutive air sample concentrations in time, were analyzed. Autocorrelation in the time series data was removed by fitting dynamic models. Control charts were used with the residuals of the model fit data to determine if departures from defined normal operating conditions could be rapidly detected. Shewhart and exponentially weighted moving average (EWMA) control charts were evaluated for use with data collected under different room air flow and mixing conditions.

Under rapidly changing conditions the Shewhart control chart was able to detect a leak in a simulated process area. The EWMA control chart was found to be more sensitive to drifts and slowly changing concentrations in air monitoring data. The time series and statistical process control techniques were also applied to data obtained during a field study at a chemical plant. A production area of an acrylonitrile, 1,3-butadiene, and styrene (ABS) polymer process was monitored in near-real time. Decision logics based on the time series and statistical process control technique introduced suggest several applications in workplace and environmental monitoring. These applications might include signaling of an alarm or warning, increasing levels of worker respiratory protection, or evacuation of a community, when gas and vapor concentrations are determined to be out-of-control.  相似文献

A soil core, obtained from a contaminated field site, contaminated with a mixture of volatile and semivolatile organic compounds (VOC and SVOC) was subjected to air and steam flushing. Removal rates of volatile and semivolatile organic compounds were monitored during flushing. Air flushing removed a significant portion of the VOC present in the soil, but a significant decline in removal rate occurred due to decreasing VOC concentrations in the soil gas phase. Application of steam flushing after air flushing produced a significant increase in contaminant removal rate for the first 4 to 5 pore volumes of steam condensate. Subsequently, contaminant concentrations decreased slowly with additional pore volumes of steam flushing. The passage of a steam volume corresponding to 11 pore volumes of steam condensate reduced the total VOC concentration in the soil gas (at 20 degrees C) by a factor of 20 to 0.07 mg/l. The corresponding total SVOC concentration in the condensate declined from 11 to 3 mg/l. Declines in contaminant removal rates during both air and steam flushing indicated rate-limited removal consistent with the persistence of a residual organic phase, rate-limited desorption, or channeling. Pressure gradients were much higher for steam flushing than for air flushing. The magnitude of the pressure gradients encountered during steam flushing for this soil indicates that, in addition to rate-limited contaminant removal, the soil permeability (2.1 x 10(-9) cm2) would be a limiting factor in the effectiveness of steam flushing.  相似文献

Abstract

Refineries are a source of emissions of volatile hydrocarbons that contribute to the formation of smog and ozone. Fugitive emissions of hydrocarbons are difficult to measure and quantify. Currently these emissions are estimated based on standard emission factors for the type and use of equipment installed. Differential absorption light detection and ranging (DIAL) can remotely measure concentration profiles of hydrocarbons in the atmosphere up to several hundred meters from the instrument. When combined with wind speed and direction, downwind vertical DIAL scans can be used to calculate mass fluxes of the measured gas leaving the site. Using a mobile DIAL unit, a survey was completed at a Canadian refinery to quantify fugitive emissions of methane, C2+ hydrocarbons, and benzene and to apportion the hydrocarbon emissions to the various areas of the refinery. Refinery fugitive emissions as measured with DIAL during this demonstration study were 1240 kg/hr of C2+ hydrocarbons, 300 kg/hr of methane, and 5 kg/hr of benzene. Storage tanks accounted for over 50% of the total emissions of C2+ hydrocarbons and benzene. The coker area and cooling towers were also significant sources. The C2+ hydrocarbons emissions measured during the demonstration amounted to 0.17% of the mass of the refinery hydrocarbon throughput for that period. If the same loss were repeated throughout the year, the lost product would represent a value of US$3.1 million/yr (assuming US$40/bbl). The DIAL-measured hourly emissions of C2+ hydrocarbons were 15 times higher than the emission factor estimates and gave a different perspective on which areas of the refinery were the main source of emissions. Methods, such as DIAL, that can directly measure fugitive emissions would improve the effectiveness of efforts to reduce emissions, quantify the reduction in emissions, and improve the accuracy of emissions data that are reported to regulators and the public.  相似文献

Maintenance of Department of Defense (DoD) weapon systems, conducting battlefield training exercises as well as meeting military construction and/or demolition schedules, invariably generate fugitive air emissions, many of which are visible. Although there is no codified federal method for quantifying fugitive emissions opacity, many state and local air regulatory agencies have instituted enforceable fugitive emission opacity standards at DoD facilities. The current study focused on comparing the performance of the digital opacity compliance system (DOCS) with U.S. Environment Protection Agency Method 9 (Method 9) certified human observers in quantifying the visible opacity associated with fugitive emissions produced using a commercial fog generator. By systematically repositioning both DOCS cameras and Method 9-certified observers during field testing, differences in method performance as a function of observational locations were documented. At both the 30- and 300-ft off-set distances, opacity levels reported by the DOCS technology and Method 9-certified smoke readers were found to be statistically different at the 99% confidence level. Alternatively, at the 90- and 150-ft off-set distances, results suggested that there was an insignificant difference at the 99% confidence level between the two methods. Comparing the magnitude of the each method's standard deviation suggested that, at the 30-ft off-set distance, the DOCS technology was consistently more precise than Method 9-certified readers regardless of the observer's downwind distance. However, at the 90, 150, and 300-ft off-set distances, method precision seemed to vary as a function of both off-set and downwind distance. The primary factor affecting the consistency in opacity measurements appeared to be the impact of ground-level air turbulence on fog plume dispersion and transport. Field observations demonstrated that localized wind shear played a critical and decisive role in how and to what extent fugitive emissions opacity could be determined, regardless of the method selected.  相似文献

Significant amounts of volatile organic compounds and greenhouse gases are generated from wastewater lagoons and tailings ponds in Alberta, Canada. Accurate measurements of these air pollutants and greenhouse gases are needed to support management and regulatory decisions. A mobile platform was developed to measure air emissions from tailings pond in the oil sands region of Alberta. The mobile platform was tested in 2015 in a municipal wastewater treatment lagoon. With a flux chamber and a CO2/CH4 sensor on board, the mobile platform was able to measure CO2 and CH4 emissions over two days at two different locations in the pond. Flux emission rates of CO2 and CH4 that were measured over the study period suggest the presence of aerobic and anaerobic zones in the wastewater treatment lagoon. The study demonstrated the capabilities of the mobile platform in measuring fugitive air emissions and identified the potential for the applications in air and water quality monitoring programs.

Implications: The Mobile Platform demonstrated in this study has the ability to measure greenhouse gas (GHG) emissions from fugitive sources such as municipal wastewater lagoons. This technology can be used to measure emission fluxes from tailings ponds with better detection of spatial and temporal variations of fugitive emissions. Additional air and water sampling equipment could be added to the mobile platform for a broad range of air and water quality studies in the oil sands region of Alberta.  相似文献

ABSTRACT

As part of the global effort to quantify and manage anthropogenic greenhouse gas emissions, there is considerable interest in quantifying methane emissions in municipal solid waste landfills. A variety of analytical and experimental methods are currently in use for this task. In this paper, an optimization-based estimation method is employed to assess fugitive landfill methane emissions. The method combines inverse plume modeling with ambient air methane concentration measurements. Three different measurement approaches are tested and compared. The method is combined with surface emission monitoring (SEM), above ground drone emission monitoring (DEM), and downwind plume emission monitoring (DWPEM). The methodology is first trialed and validated using synthetic datasets in a hand-generated case study. A field study is also presented where SEM, DEM and DWPEM are tested and compared. Methane flux during two-days measurement campaign was estimated to be between 228 and 350 g/s depending on the type of measurements used. Compared to SEM, using unmanned aerial systems (UAS) allows for a rapid and comprehensive coverage of the site. However, as showed through this work, advancement of DEM-based methane sampling is governed by the advances that could be made in UAS-compatible measurement instrumentations. Downwind plume emission monitoring led to a smaller estimated flux compared with SEM and DEM without information about positions of major leak points in the landfill. Even though, the method is simple and rapid for landfill methane screening. Finally, the optimization-based methodology originally developed for SEM, shows promising results when it is combined with the drone-based collected data and downwind concentration measurements. The studied cases also discovered the limitations of the studied sampling strategies which is exploited to identify improvement strategies and recommendations for a more efficient assessment of fugitive landfill methane emissions.

Implications: Fugitive landfill methane emission estimation is tackled in the present study. An optimization-based method combined with inverse plume modeling is employed to treat data from surface emission monitoring, drone-based emission monitoring and downwind plume emission monitoring. The study helped revealing the advantages and the limitations of the studied sampling strategies. Recommendations for an efficient assessment of landfill methane emissions are formulated. The method trialed in this study for fugitive landfill methane emission could also be appropriate for rapid screening of analogous greenhouse gas emission hotspots.  相似文献

An ambient air sampling study was conducted around a municipal waste combustor; a primary goal was to develop procedures and methods to evaluate the emissions of organic mutagens resulting from incomplete combustion of municipal waste. The products of Incomplete combustion from incineration include complex mixtures of organics, particularly polycycllc aromatic compounds, which are present after atmospheric dilution and cooling In emissions as semi-volatile or particle bound organic compounds. Combustion emissions are generally recognized as a potential cancer risk since they contain many carcinogenic and mutagenlc polycyclic aromatic hydrocarbons. Analyzing such a complex mixture for the presence of even a few selected chemicals is difficult and provides risk information on only a fraction of the chemicals present. Bioassay methods, however, may be directly applied to evaluate the mutagenic and potential carcinogenic activity of the complex organics from combustion emissions. The Salmonella (Ames) assay was used to determine the mutagenicity associated with particles from ambient air collected near a municipal waste combustor. Dose-response data was generated, and mutagenicity concentrations were calculated to demonstrate the utility of bioassay In assessing the potential Impact of emissions from municipal waste combustion. This phase of study quantified mutagenicity concentrations In ambient air but did not detect organic mutagens that could be attributed to Incinerator emissions.  相似文献

ABSTRACT

This paper presents a new approach to quantify emissions from fugitive gaseous air pollution sources. The authors combine Computed Tomography (CT) with Path-Integrated Optical Remote Sensing (PI-ORS) concentration data in a new field beam geometry. Path-integrated concentrations are sampled in a vertical plane downwind from the source along several radial beam paths. An innovative CT technique, which applies the Smooth Basis Function Minimization method to the beam data in conjunction with measured wind data, is used to estimate the total flux from the fugitive source. The authors conducted a synthetic data study to evaluate the proposed methodology under different meteorological conditions, beam geometry configurations, and simulated measurement errors. The measurement errors were simulated based on data collected with an Open-Path Fourier Transform Infra-Red system. This approach was found to be robust for the simulated errors and for a wide range of fluctuating wind directions. In the very sparse beam geometry examined (eight beam paths), successful emission rates were retrieved over a 70° range of wind directions under extremely large measurement error conditions.  相似文献
