China has been facing increasingly severe water scarcity, especially in the northern part of the country. China's water scarcity is characterized by insufficient local water resources as well as reduced water quality due to increasing pollution, both of which have caused serious impacts on society and the environment. Three factors contribute to China's water scarcity: uneven spatial distribution of water resources; rapid economic development and urbanization with a large and growing population; and poor water resource management. While it is nearly impossible to adjust the first two factors, improving water resource management represents a cost-effective option that can alleviate China's vulnerability to the issue. Improving water resource management is a long-term task requiring a holistic approach with constant effort. Water right institutions, market-based approaches, and capacity building should be the government's top priority to address the water scarcity issue. 相似文献

Sources of water pollution and evolution of water quality in the Wuwei basin of Shiyang river, Northwest China 总被引:3,自引:0,他引:3
Based on surveys and chemical analyses, we performed a case study of the surface water and groundwater quality in the Wuwei basin, in order to understand the sources of water pollution and the evolution of water quality in Shiyang river. Concentrations of major chemical elements in the surface water were related to the distance downstream from the source of the river, with surface water in the upstream reaches of good quality, but the river from Wuwei city to the Hongya reservoir was seriously polluted, with a synthetic pollution index of 25. Groundwater quality was generally good in the piedmont with dominant bicarbonate and calcium ions, but salinity was high and nitrate pollution occurs in the northern part of the basin. Mineralization of the groundwater has changed rapidly during the past 20 years. There are 23 wastewater outlets that discharge a total of 22.4 x 10(6)m(3)y(-1) into the river from Wuwei city, which, combined with a reduction of inflow water, were found to be the major causes of water pollution. Development of fisheries in the Hongya reservoir since 2000 has also contributed to the pollution. The consumption of water must be decreased until it reaches the sustainable level permitted by the available resources in the whole basin, and discharge of wastes must also be drastically reduced. 相似文献

The rapid growth of rural enterprises has transformed the Chinese countryside. Although rural industrialisation has resulted
in increased financial well-being, it has also contributed to decreased environmental quality. While China has strong environmental
protection laws, this paper will demonstrate that they are not being effectively implemented in a rural region in Zhejiang
Province. This is due to a number of social, political, and economic barriers that prevent agencies from effectively enforcing
environmental policies and regulatory mechanisms.
This paper investigates the implementation of China's environmental policies through a case study in Yuhang County, Zhejiang
Province. It demonstrates that the implementation of environmental impact assessment, discharge fees, and limited time treatment
is limited by inadequate technology, low finances, limited human resources, poor public environmental awareness, faulty data,
inferior agency reports, organizational conflict, relations based on guanxi, and low discharge fee prices. 相似文献

A comparative study of water pollution emissions of pulp and paper companies for the period 1978–1983 indicates a reduction in emissions for most firms. This improvement in pollution performance is attributed to the federal government's water pollution policy. Although there is an overall decline in water pollution, some firms have actually increased their emissions. Furthermore, there is still a wide disparity in each company's performance, although the differences are narrowing. 相似文献

This article reviews the available information on the uranium industry and the beginning of nuclear power in China. Few details of China's uranium industry have hitherto been published in the West. The broad conclusions reached are that China is faced with severe energy shortages for the foreseeable future; nuclear power will help to solve this problem but the timing and extent of its contribution are uncertain. The central question of civil nuclear policy is whether or not to use imported technology, although satisfactory development of the uranium industry probably will require foreign assistance. The principle conestraint in this regard is foreign exchange. To help overcome this problem the Chinese are now, for the first time, offering uranium on the international market. 相似文献

China has laid out an ambitious strategy for developing its vast shale gas reserves. This study developed an input–output based hybrid life-cycle inventory model to estimate the energy use, water consumption, and air emissions implications of shale gas infrastructure development in China over the period 2013–2020, including well drilling and operation, land rig and fracturing fleet manufacture, and pipeline construction. Multiple scenarios were analyzed based on different combinations of well development rates, well productivities, and success rates. Results suggest that 700–5100 petajoules (PJ) of primary energy will be required for shale gas infrastructure development, while the net primary energy yield of shale gas production over 2013–2020 was estimated at 1650–7150 PJ, suggesting a favorable energy balance. Associated emissions of CO2e were estimated at 80–580 million metric tons, and were primarily attributable to coal-fired electricity generation, fugitive methane, and flaring of methane during shale gas processing and transmission. Direct water consumption was estimated at 20–720 million metric tons. The largest sources of energy use and emissions for infrastructure development were the metals, mining, non-metal mineral products, and power sectors, which should be the focus of energy efficiency initiatives to reduce the impacts of shale gas infrastructure development moving forward. 相似文献

Rural areas in China suffer from various problems. The stagnating economic development and a lack of (sufficient) job opportunities and basic services, etc., lead to disadvantages for great parts of China's population. In this context, the transport sector plays a crucial role for the development of rural settlements. Although the degree of undersupply varies between villages, the situation of Chinese villages is often worsened by an insufficient developed transport sector. Regarding mobility in rural China, major constraints and therefore challenges are the difficult access to the transport infrastructure, bad road conditions and the lack of public transport systems. Improvements within the transport sector can be regarded as crucial for the economic and social development of (rural) China and should be carried out in a sustainable and holistic manner using participatory approaches. The aim should be the development of mobility strategies considering the specific needs within the field of transport, which shall have a decisive and positive impact on related sectors. This paper is based on experiences made during the 3 years lasting Sino-European research project SUCCESS (Sustainable Users Concept for China Engaging Scientific Scenario) that analyses the present and the potential future role of transport systems in selected rural areas of China. Referring to the case studies of three villages in rural China, some mobility-related projects that present a favourable impact not only on the transport sector but also on the social system and the economy shall be highlighted. Finally, based on the analysis, instruments and measures for the development of a pathway to a sustainable mobility in rural China will be outlined. 相似文献

In the late 1990s China started to expand its market economic reform to the public sector, such as water services. This reform led to major changes in urban water management, including water tariff management. The reforms in water tariff management relate not only to tariffs, but also to the decision-making on tariffs. Water tariff decision-making seems to move away from China's conventional mode of highly centralized and bureaucratic policy- and decision-making. The legalization, institutionalization and performance of public hearings in water tariff management forms a crucial innovation in this respect. This article analyzes the emergence, development and current functioning of public hearings in water tariff setting, and assesses to what extent public hearings are part of a turning point in China's tradition of centralized bureaucratic decision-making, towards more transparent, decentralized and participative governance. 相似文献

Through interpreting Landsat TM images, this study analyzes the spatial distribution of rural settlements in China in 2000.
It calculates rural residential land percentage for every 1-km2 cell. The entire country is divided into 33 regions to investigate the spatio-temporal dynamic patterns of rural residential
land during the 1990s. According to the remote sensing survey, the rural residential land increased by 7.88 × 105 ha in the 1990s. The increment of rural residential land was 0.55 million ha in 1990–1995 and 0.23 million ha in 1995–2000.
In 1990–1995, rural residential land increased dramatically in the eastern regions such as the Yangtze River Delta, Pearl
River Delta, and North China Plain, accounting for 80.80% of the national growth; the expansion in the western regions was
much more moderate. In 1995–2000, the expansion of rural residential land in eastern regions slowed, accounting for only 58.54%
of the increase at the national level, whereas the expansion in the western regions accelerated. Rapid rural residential development
resulted from increasing home construction and the limited control on rural land. The great regional disparity reflected the
regional economic development and land-use policy change. Our finding shows that nearly 60% of the rural residential area
