Over the past two decades, communication on environmental values, actions and performance has become an essential activity of organisations, because of the increased public concern and legislation related to the environment.

Stakeholders put pressure on companies to take environmental responsibility. In this framework, an effective environmental communication can generate value-added on companies' environmental work, and consequently, their competitiveness and profitability can benefit from communicating their environmental responsibility.

In 2006, the International Organization for Standardization (ISO) launched a standard for environmental communication, ISO 14063. ISO 14063 should not be used for third-party certification purposes. Instead, it is intended to be used as a guideline and support companies to ensure successful environmental communication. The aim of this paper is to prompt a discussion about the applicability of the standard ISO 14063 not only to single organisations but as a tool to plan the environmental communication strategy of a whole territorial area. This is achieved by performing a case study relating to the Interreg IVC-funded project “Progresland”. The project involved three Italian and one Spanish natural areas and demonstrated that ISO 14063 could be a valid support to define and implement an environmental communication plan for a territorial area.  相似文献

The aim of this paper is to consider whether some seats in a democratically elected legislative assembly ought to be reserved for representatives of future generations. In order to examine this question, I will propose a new democratic model for representing posterity. It is argued that this model has several advantages compared with a model for the democratic representation of future people previously suggested by Andrew Dobson. Nevertheless, the democratic model that I propose confronts at least two difficult problems. First, it faces insoluble problems of representative legitimacy. Second, one might question whether this model provides a reasonably effective way to represent future interests compared with existing representative democratic institutions. Despite such problems, it is argued that political representation of posterity can be defended on the basis of fundamental ideas and ideals in recent theory of deliberative democracy. The first reason for this is that in a number of cases democratic decisions cannot be regarded as normatively legitimate from the point of view of deliberative democracy, unless posterity is given a voice. The second reason is that representation of posterity can contribute to more rational and impartial deliberations and decisions in legislative assemblies.  相似文献

Continental waters are complex resources in terms of a measurable physical quantity, and measuring them requires a good knowledge of total water availability. In this research, an accounting physical input–output table (PIOT) was applied to evaluate total water resources and gross annual availabilities at each stage of the natural-artificial water cycle. These stages are considered subsystems of a continental water resource system describing water transfers for an average year within 13 administrative basins of Spain. Water transfers between various subsystems are characterized by internal flows decreasing the water resource availabilities. The PIOT analysis establishes these internal flows, and the origins and final uses of the total resources for each subsystem. The input-output balance registered an unsustainable negative net accumulation in eight water basins. The PIOT analysis also allowed the calculation of significant indicators such as water resource developments (RDI) and their sustainable use (SUI). RDI and SUI demonstrate that groundwater is a critical resource affecting the environment (e.g., wetlands in the upper Guadiana) and the water supply (e.g., irrigation in the Segura basin). The results of this model suggest that above-/below-ground hydrological links are important when decisions have to be made in order to provide a satisfactory supply of water in Spain. The model integrates the different water basins under territorial criteria, and therefore it may be useful for the Spanish National Hydrological Plan.  相似文献

The article focuses on the administrative processes and factors that have been constructing polluted soil as an environmental problem on the local level. The main questions are how polluted soil was constructed as an environmental problem and by whom? The research material consists of documents from the municipality's administration, and the method of analysis is qualitative content analysis. Finally, it is argued that the definition of the problem radically changed in 20 years. However, there was a noticeable institutional delay between the national- and local-level decision-making and some randomness seemed to be involved in the process of understanding and defining the environmental problem.  相似文献

Forests are socioeconomically and ecologically important ecosystems that are exposed to a variety of natural and anthropogenic stressors. As such, monitoring forest condition and detecting temporal changes therein remain critical to sound public and private forestland management. The National Parks Service’s Vital Signs monitoring program collects information on many forest health indicators, including species richness, cover by exotics, browse pressure, and forest regeneration. We applied a mixed-model approach to partition variability in data for 30 forest health indicators collected from several national parks in the eastern United States. We then used the estimated variance components in a simulation model to evaluate trend detection capabilities for each indicator. We investigated the extent to which the following factors affected ability to detect trends: (a) sample design: using simple panel versus connected panel design, (b) effect size: increasing trend magnitude, (c) sample size: varying the number of plots sampled each year, and (d) stratified sampling: post-stratifying plots into vegetation domains. Statistical power varied among indicators; however, indicators that measured the proportion of a total yielded higher power when compared to indicators that measured absolute or average values. In addition, the total variability for an indicator appeared to influence power to detect temporal trends more than how total variance was partitioned among spatial and temporal sources. Based on these analyses and the monitoring objectives of the Vital Signs program, the current sampling design is likely overly intensive for detecting a 5 % trend·year?1 for all indicators and is appropriate for detecting a 1 % trend·year?1 in most indicators.  相似文献

The radiological impact of radionuclides released to the terrestrial environment is usually predicted with mathematical models in which the transfer of radionuclides from soil to the plant is described with the transfer factor (TF). This paper questions the validity of the protocols proposed by the International Atomic Energy Agency to measure TF in the field and in greenhouses conditions. We grew maize (Zea mays L.) both in the field after a surface application of radionuclides ((54)Mn, (57)Co, (65)Zn, and (134)Cs) and in a greenhouse with the same soil that has received the same fertilization and that had been previously sieved and homogeneously labeled with the same radionuclides before being repacked in pots. The analysis of the displacement of radionuclides in the field soil profile showed a higher concentration of the surface-applied radionuclides in the preferential flow path (PFP) in comparison to the soil matrix indicating that they infiltrated heterogeneously in the soil profile due to the structure-induced non-uniform water flow. A significantly higher recovery of (57)Co and (134)Cs was observed in the plants grown in the field soil, whereas no differences in the recovery of (54)Mn and (65)Zn between the two experiments were detected. These results suggest that (i) under field conditions the soil-to-plant transfer of radionuclides that co-exist as stable elements present at low concentrations in the soil and in the plant is higher than that measured under greenhouse conditions and (ii) the implicit assumption made when calculating the TF (that radionuclides are homogeneously distributed in the soil profile) is not valid, thereby preventing the calculation of an average concentration to obtain the TF parameter.  相似文献

Ben Mepham has proposed that a ``matrix' beused in the analysis of ethical problems in foodproduction and elsewhere. In particular cases, thismatrix would ideally cross the most important moralprinciples involved, and the individuals and groupsaffected by the decisions. In the following, Mepham'smodel is assessed in the case of geneticallyengineered bovine growth hormone. My argument is thata more straightforwardly ``consequentialist' analysiscan draw attention to the problems of using thehormone better than Mepham's original proposal. It ispossible, however, that some nuances will be lost inthe process. Kathryn Paxton George has recently argued that vegetarianism cannot be a moral obligation for most human beings, even if Tom Regan is correct in arguing that humans and certain nonhuman animals are equally inherently valuable. She holds that Regan's liberty principle permits humans to kill and eat innocent others who have a right to life, provided that doing so prevents humans from being made worse off. George maintains that obstaining from meat and dairy products would in fact make most humans worse off. I argue that Regan's liberty principle either contradicts his equal rights view or does not permit the slaughter of another for food. I show that a different view recognizing the moral rights of nonhumans but according them less value than normal adult humans, the unequal rights view, would permit such action if human survival or health depended upon it. However, it would also permit the slaughter of innocent humans in the same circumstances. Finally, I argue that current nutritional research does not support George's contention that most humans would suffer if they ceased eating other animals and their products.  相似文献

Decisions on health-related risks affect many people personally. The public debate on hospital planning is therefore especially emotional and conflict-ridden. Due to the aging population and the high costs of constantly improving medical care, the question arises in many German rural areas as to which hospitals can be kept and developed further and which ones should be closed. The new approach of the present state government of Baden-Württemberg in Germany, in collaboration with the University of Stuttgart and the State Health Office Baden-Württemberg, is to apply citizen participation to prepare this type of decision. The design of this type of public participation process is based on the criteria of mediation (including open decision-making scope, opportunity for discussion in the protected context of the working group, as well as disclosure of all information and transparency of the results toward the public). This approach has proven useful for conducting dialogs in areas with potential conflict. Based on the experiences from this hospital participation process, further recommendations for an effective, efficient and fair participation processes could be derived. The case demonstrates that adequate and structured involvement processes are capable of delivering sustainably acceptable results even in difficult decision-making processes.  相似文献

Creative cities are generally considered as “cool” spaces which attract a particular “creative class” whose ability to innovate and transform – particularly in the media and cultural sectors – offers urban economies a competitive edge. This paper argues that, in the face of dangerous climate change, the creativity of the “not-so-cool” sectors needs to be acknowledged and valued. A case study of Salford in the north-west of England shows how political, technological and economic creativity has secured sustainable regeneration within a floodplain. It is argued that the concept of “creativity” in urban economic discourse needs to be widened to acknowledge the importance of the creativity of planners, civil engineers and builders in securing environmentally sustainable cities. Environmental sustainability, it suggests, not only underpins economic sustainability. Faced with dangerous climate change and society's need to respond, the skills and expertise can in themselves contribute to a city's competitiveness.  相似文献

A strong increase in the demand for some commodities over the last decade will have a major impact on their future supply situation. Of increasing importance, therefore, is an assessment of a commodity's criticality, and especially its supply risk, by appropriate indicators. The literature has proposed numerous indicators of the supply risk. Here, we use the convenience yield of commodity futures as a supply risk indicator to address some of the major shortcomings of existing indicators, especially regarding their predictive power. This paper aims to test the applicability of the convenience yield as an indicator of a commodity's future supply risk. Therefore, we calculate historical convenience yields for 3-, 15-, and 27-month futures contracts for five major industrial metals (aluminum, copper, lead, nickel, and zinc) during the period 1999 to 2011. We compare the convenience yields at the beginning of the contract period to known indicators at maturity to find that the convenience yield has generally predictive power for the static stock lifetime (i.e., inventory volume/turnover) and future spot prices. Furthermore, we find that, with some restrictions, the convenience yield is an applicable indicator of a commodity's supply risk.  相似文献

The Ozegahara peatland, in the Nikko-Oze National Park in Japan, is ecologically significant because of its oligotrophic environment; it is one of the most strictly preserved areas in the country. The isotope ratio of nitrogen (15N/14N) and carbon (13C/12C) and C/N ratio of peat moss (Sphagnum spp.) and sundew (Drosera rotundifolia) in the peatland were analyzed. The correlation of the isotope ratio with some parameters (sundew population density, number of trapped insects, water level, bog myrtle coverage, and visitor density) was investigated. The nitrogen isotope ratio of sundew showed the most significant covariation with visitor density, where sundew from lunch areas or along busy walkways showed a higher nitrogen isotope ratio. The nitrogen isotope ratio of peat moss covaried, not only with route traffic frequency but also with water level, bog myrtle coverage, and number of trapped insects by sundew, indicating that factors other than the visitor level influence the local nitrogen cycle. This study suggests that the nitrogen imported into the peatland by visitors is a principal factor to be monitored for the maintenance of the natural environment.  相似文献

This paper describes a ‘win–win’ discourse on local sustainable development and global climate change mitigation regarding Kachung, a Swedish–Norwegian climate forestry investment in Uganda certified under the Clean Development Mechanism (CDM). In many ways, this investment is a typical example of how private interests and capital accumulation are prioritised over local concerns in natural resource management under neoliberalism. This study, however, indicated that investors had genuine intentions of creating mutual benefits for the global environment and local people. Drawing on Li (2007), we show that this ‘will to improve’ was nevertheless constructed in ways that resulted in prioritisation of global climate change mitigation over local context-specific concerns.

We identify three core factors making the win–win discourse around Kachung plantation especially resilient: (i) the perceived urgency of climate change mitigation, (ii) the apolitical framing of ‘sustainability’ as an environmental issue that can be fixed through external technical interventions and (iii) the devaluation of local and context-specific knowledge. We end by suggesting that research on the neoliberalisation of nature focus more on analysing the rationales behind specific interventions. This would leave us better equipped to suggest how such interventions should be modified to produce true wins for local contexts.  相似文献

Debates in animal ethics are largely characterized by ethical monism, the search for a single, timeless, and essential trait in which the moral standing of animals can be grounded. In this paper, we argue that a monistic approach towards animal ethics hampers and oversimplifies the moral debate. The value pluralism present in our contemporary societies requires a more open and flexible approach to moral inquiry. This paper advocates the turn to a pragmatic, pluralistic approach to animal ethics. It contributes to the development of such an approach in two ways. It offers a pragmatist critique of ethical monism in animal ethics and presents the results of a qualitative study into the value diversity present in the different ways of thinking about animals in the Netherlands. Carefully arranged group discussions resulted in the reconstruction of four distinctive moral value frameworks that may serve as instruments in the future process of moral inquiry and deliberation in the reflection on animal use.  相似文献

When ecosystem services value estimates are applied in the economic assessment of environmental policies, high accuracy of these estimates is required. One of the directions in the scientific discussion on biases in stated preference (SP) valuation surveys builds on dual-process theories of judgment. The paper contributes to this literature by presenting an experiment where two types of judgment were induced via separate versus joint valuation of environmental goods. The results demonstrated that policy relevance of environmental issues, e.g. the need for conservation measures increases emotional response, causing a larger bias in the separate design as it involves ‘valuation by feeling.’ This finding suggests that the context of a specific policy, which is often the reason for conducting SP surveys, influences the answers, thereby making the results less reliable for use in cost–benefit analysis.  相似文献

Zoning and applying Limits of Acceptable Change (LAC) are two promising strategies for managing tourism in Marine Protected Areas (MPAs). Typically, these management strategies require the collection and integration of ecological and socioeconomic data. This problem is illustrated by a case study of Koh Chang National Marine Park, Thailand. Biophysical surveys assessed coral communities in the MPA to derive indices of reef diversity and vulnerability. Social surveys assessed visitor perceptions and satisfaction with conditions encountered on snorkelling tours. Notably, increased coral mortality caused a significant decrease in visitor satisfaction. The two studies were integrated to prescribe zoning and “Limits of Acceptable Change” (LAC). As a biophysical indicator, the data suggest a LAC value of 0.35 for the coral mortality index. As a social indicator, the data suggest that a significant fraction of visitors would find a LAC value of under 30 snorkellers per site as acceptable. The draft zoning plan prescribed four different types of zones: (I) a Conservation Zone with no access apart from monitoring or research; (II) Tourism Zones with high tourism intensities at less vulnerable reefs; (III) Ecotourism zones with a social LAC standard of <30 snorkellers per site, and (IV) General Use Zones to meet local artisanal fishery needs. This study illustrates how ecological and socioeconomic field studies in MPAs can be integrated to craft zoning plans addressing multiple objectives.  相似文献

This paper addresses a current trend of New Environmental Governance (NEG). It examines whether NEG is able to overcome a series of complex regulatory barriers and market shortfalls that stand in the way of carbon emissions reductions in the building sector. Building on an evaluation of 20 NEG arrangements from Australia and the Netherlands, it discusses the limits of the effective implementation and use of NEG in this sector. The paper concludes by suggesting three strategies to improve the performance of NEG arrangements in the building sector.  相似文献

Lapland is one of the most attractive nature-tourism areas in Europe, and tourism is vital for local economy. However, recreational tourist activities such as skiing, hiking and horse riding deteriorate the unique and vulnerable nature of Northern Finland. Erosion and wearing of tourist areas negatively affects biodiversity and ecosystem services and reduce the attractiveness of the region. Tourism is also the source of other environmental disturbances such as wastes. Currently, in Lapland, the prevalent waste treatment method is disposal, and wastes are transported over long distances due to lack of recipient facilities for waste management. The suggestion for sustainable waste management Scenario presented in this paper is to find a synergistic solution to both of these problems, by local treatment of bio-waste in an anaerobic digestor and utilization of digestate to revegetate eroded land. It is proposed that bio-waste is co-digested with sewage sludge and offal from slaughterhouses in Ylläs in the municipality of Kolari. An estimated 500–1000 t of digestate could be produced and used in tourist areas annually. Experiences from existing seasonal bio-waste collection schemes and interviews of local tourist enterprises and tourists indicate that there is willingness to extend the source separation of wastes. Assessment of the digestion Scenario suggests that economic costs of investment could be offset by avoided costs and by additional environmental and social benefits. It is concluded that this zero waste approach could lead to an improved image of Lapland as a sustainable tourist destination.  相似文献
