A survey was conducted in the Borana pastoral areas of southern Ethiopia to assess current livestock production systems, rangeland management practices and the perceptions of the pastoralists towards rangeland degradation. This information is considered vital to future pastoral development planning and interventions. Data were collected from a total of 20 villages that were identified from 5 peasant associations, namely Did Yabello, Moyatte, Did Harra, Dubuluk and Melbana. The average household size in the study area was 7.23. The majority of the pastoralists relied on both livestock and crop farming. The average livestock holding per household was 14 cattle, 10 goats, 6 sheep and 2 camels. Livestock holdings, with the exception of camels, has shown a declining trend over time. The two most important traditional rangeland management strategies adopted by the pastoralists included burning and mobility, but since 1974/75 burning has no longer been practised. With regard to mobility, the livestock herding falls in two categories, namely: home based and satellite herding. The former involves the herding of milking cows, calves and immature animals (<2 years) close to the encampments. The latter constitutes the herding of bulls and immatures (>2 years) further away from the encampments. Based on the pastoralists' perceptions, the major constraints on livestock production in descending order, were recurrent drought, feed and water scarcity, animal diseases, predators and communal land ownership. All the respondents considered the condition of the rangelands to have declined dramatically over time. In the past most development policies were based on equilibrium theories that opposed the communal use of the rangelands and traditional range management practices. The way in which the pastoral system affects the rangeland ecosystem functioning is contentious to this theory and the 'tragedy of the commons'. There was also a perceived problem of bush encroachment and the ban on traditional burning practices and recurrent droughts were seen as aggravating factors to this invasion process. The increasing practice of crop cultivation on the rangelands was identified as a serious threat to future livestock production and traditional resource management practices. Suggestions for possible interventions to improve the productivity and sustainable use of these rangelands are made.  相似文献

Increasing water for onsite and offsite uses can be a viable objective for management of certain western rangelands. One approach utilizes water harvesting techniques to increase surface runoff by preventing or slowing infiltration of rain. An attractive alternative, where applicable, is to replace vegetation that uses much water with plants that use less so that more water percolates through the soil to streams and ground water. Most sites are too dry to increase water yield in this way; probably less than 1 percent of the western rangelands can be managed for this purpose. However, where annual precipitation exceeds about 450 mm (18 inches) and deep-rooted shrubs can be replaced by shallow-rooted grasses, there is potential to increase streamflows and to improve forage for livestock. Little or no increase can be expected by eradication of low-density brush and pinyon-juniper woodlands. Potentials for improving water yield are reviewed and summarized by vegetation types.  相似文献

Medusahead (Taeniatherum caput-medusae (L.) Nevski) is an exotic annual grass invading rangelands in the western United States. Medusahead is a serious management concern because it decreases biodiversity, reduces livestock forage production, and degrades the ecological function of rangelands. Despite the obvious importance of ranchers as partners in preventing and managing medusahead in rangelands, little is known about their perceptions and behaviors concerning medusahead management. We present the results of a survey of ranchers operating on sagebrush steppe rangeland in a three-county area in southeast Oregon encompassing over 7.2 million ha. The primary objective of this research was to determine if the presence of medusahead on a ranch influenced its operator’s perceptions and behaviors concerning invasive plant control and prevention. Ranchers operating on medusahead-infested rangeland were more likely to indicate increased awareness and concern about medusahead and the potential for its continued expansion. Ranchers operating on rangeland invaded by medusahead were also more likely to indicate use of measures to prevent the spread of medusahead and other invasive plants on rangeland, interest in educational opportunities concerning invasive annual grass management, and plans for controlling invasive annual grasses in the future. This study revealed an alarming trend in which individuals are less likely to implement important prevention measures and participate in education opportunities to improve their knowledge of invasive plants until they directly experience the negative consequences of invasion. Information campaigns on invasive plants and their impacts may rectify this problem; however, appropriate delivery methods are critical for success. Web- or computer-based invasive plant information and tools were largely unpopular among ranchers, whereas traditional forms of information delivery including brochures/pamphlets and face-to-face interaction were preferred. However, in the future web- or computer-based information may become more popular as ranchers become more familiar with them.  相似文献

An emerging conflict with Trans-Himalayan pastoral communities in Ladakh’s Changthang Plateau threatens the conservation prospects of the kiang (Equus kiang) in India. It is locally believed that Changthang’s rangelands are overstocked with kiang, resulting in forage competition with livestock. Here, we provide a review and preliminary data on the causes of this conflict. Erosion of people’s tolerance of the kiang can be attributed to factors such as the loss of traditional pastures during an Indo-Chinese war fought in 1962, immigration of refugees from Tibet, doubling of the livestock population in about 20 years, and increasing commercialization of cashmere (pashmina) production. The perception of kiang overstocking appears misplaced, because our range-wide density estimate of 0.24 kiang km−2 (± 0.44, 95% CL) is comparable to kiang densities reported from Tibet. A catastrophic decline during the war and subsequent recovery of the kiang population apparently led to the overstocking perception in Ladakh. In the Hanle Valley, an important area for the kiang, its density was higher (0.56 km−2) although even here, we estimated the total forage consumed by kiang to be only 3–4% compared to 96–97% consumed by the large livestock population (78 km−2). Our analysis nevertheless suggests that at a localized scale, some herders do face serious forage competition from kiang in key areas such as moist sedge meadows, and thus management strategies also need to be devised at this scale. In-depth socioeconomic surveys are needed to understand the full extent of the conflicts, and herder-centered participatory resolution needs to be facilitated to ensure that a sustainable solution for livelihoods and kiang conservation is achieved.  相似文献

Because nutrient enrichment has become increasingly severe in the Tai Lake Basin of China, identifying sources and loads is crucial for watershed nutrient management. This paper develops an empirical framework to estimate nutrient release from five major sectors, which requires fewer input parameters and produces acceptable accuracy. Sectors included are industrial manufacturing, livestock breeding (industrial and family scale), crop agriculture, household consumption (urban and rural), and atmospheric deposition. Results show that in the basin (only the five sectors above), total nutrient loads of nitrogen (N) and phosphorus (P) into aquatic systems in 2008 were 33043.2 tons N a?1 and 5254.4 tons P a?1, and annual area-specific nutrient loads were 1.94 tons N km?2 and 0.31 tons P km?2. Household consumption was the major sector having the greatest impact (46 % in N load, 47 % in P load), whereas atmospheric deposition (18 %) and crop agriculture (15 %) sectors represented other significant proportions of N load. The load estimates also indicate that 32 % of total P came from the livestock breeding sector, making it the second largest phosphorus contributor. According to the nutrient pollution sectors, six best management practices are selected for cost-effectiveness analysis, and feasible options are recommended. Overall, biogas digester construction on industrial-scale farms is proven the most cost-effective, whereas the building of rural decentralized facilities is the best alternative under extreme financial constraint. However, the reduction potential, average monetary cost, and other factors such as risk tolerance of policy makers should all be considered in the actual decision-making process.  相似文献

The purpose of this study was to help to inform policy development for the Australian rangelands, and provide a proof of concept for application of a multi-criteria analysis approach to assessment of competing resource use at continental scale. The study aimed to identify and locate key natural resource and agricultural production assets in the rangelands, define a number of measures of potentially threatening processes, and use a multi-criteria approach to identify areas where threatening processes, agricultural production problems, or valuable natural resources coincided. The analysis used 35 readily available, continental spatial data layers at 5-km pixel resolution ranked from 1 (low) to 5 (high) under three themed groupings: natural resource base, production base, and threatening processes. These measures were aggregated into composite indicators to define attributes such as environmental sensitivity and total grazing pressure. The composites were then compared in a two-way analysis to explore particular interactions between threatening processes such as pastoralism and mining, and the condition of production and natural resource assets. These interactions were defined as “tensions” for purposes of this analysis. Example “tensions” included the association of high grazing intensity with areas of high environmental sensitivity, indicating a risk of land degradation under adverse climatic conditions. A summary of patterns of tension was obtained by extracting area proportions of high-tension classes for selected Natural Heritage Trust Regions, which are a basis for Australian Government funding of improved environmental management. The study provides a basis for further examination of trade-offs in the use of natural assets, opportunities for improved productivity and sustainability, and social and economic implications.  相似文献

Resource management issues continually change over time in response to coevolving social, economic, and ecological systems. Under these conditions adaptive management, or “learning by doing,” offers an opportunity for more proactive and collaborative approaches to resolving environmental problems. In turn, this will require the implementation of learning-based extension approaches alongside more traditional linear technology transfer approaches within the area of environmental extension. In this paper the Integrated Systems for Knowledge Management (ISKM) approach is presented to illustrate how such learning-based approaches can be used to help communities develop, apply, and refine technical information within a larger context of shared understanding. To outline how this works in practice, we use a case study involving pest management. Particular attention is paid to the issues that emerge as a result of multiple stakeholder involvement within environmental problem situations. Finally, the potential role of the Internet in supporting and disseminating the experience gained through ongoing adaptive management processes is examined.  相似文献

In the western United States, livestock grazing often co-exists with recreation, cultural resource management and biodiversity protection on federal and state protected rangelands as well as on many local government open space areas. While the value of livestock grazing for managing rangeland vegetation to reduce fire fuel loads and improve wildlife habitat is increasingly recognized by resource management professionals, public concerns, and conflict between recreationist and livestock have led to reductions in public land grazing. Traditional public input methods yield a constrained picture of people’s attitudes toward cows and public land grazing. Public meetings, hearings, and surveys, the most commonly used mechanisms for public land managers to solicit public opinion, tend to foster participation of organized special interests or, in the case of surveys, focus on a specific topic. General public input is limited. This study explored the use of personal photography in social media to gain insight into public perceptions of livestock grazing in public spaces. Key findings of this study include that many recreationist in grazed San Francisco Bay Area parks shared views, interests, and concerns about cows and grazing on the photo-sharing website, FlickrTM that seldom show up at a public meeting or in surveys. Results suggest that social media analysis can help develop a more nuanced understanding of public viewpoints useful in making decisions and creating outreach and education programs for public grazing lands. This study demonstrates that using such media can be useful in gaining an understanding of public concerns about natural resource management.  相似文献

The conceptual rubric of ecosystem management has been widely discussed and deliberated in conservation biology, environmental policy, and land/resource management. In this paper, I argue that two critical aspects of the ecosystem management concept require greater attention in policy and practice. First, although emphasis has been placed on the “space” of systems, the “time”—or rates of change—associated with biophysical and social systems has received much less consideration. Second, discussions of ecosystem management have often neglected the temporal disconnects between changes in biophysical systems and the response of social systems to management issues and challenges. The empirical basis of these points is a case study of the “Crown of the Continent Ecosystem,” an international transboundary area of the Rocky Mountains that surrounds Glacier National Park (USA) and Waterton Lakes National Park (Canada). This project assessed the experiences and perspectives of 1) middle- and upper-level government managers responsible for interjurisdictional cooperation, and 2) environmental nongovernment organizations with an international focus. I identify and describe 10 key challenges to increasing the extent and intensity of transboundary cooperation in land/resource management policy and practice. These issues are discussed in terms of their political, institutional, cultural, information-based, and perceptual elements. Analytic techniques include a combination of environmental history, semistructured interviews with 48 actors, and text analysis in a systematic qualitative framework. The central conclusion of this work is that the rates of response of human social systems must be better integrated with the rates of ecological change. This challenge is equal to or greater than the well-recognized need to adapt the spatial scale of human institutions to large-scale ecosystem processes and transboundary wildlife.  相似文献

Southern Portugal is experiencing a rapid change in land use due to the spread of intensive farming systems, namely olive production systems, which can cause strong negative environmental impacts and affect the ecological integrity of aquatic ecosystems. This study aimed to identify the main environmental disturbances related with olive grove intensification on Mediterranean-climate streams in southern Portugal, and to evaluate their effects on fish assemblage structure and integrity. Twenty-six stream sites within the direct influence of traditional, intensive, and hyper-intensive olive groves were sampled. Human-induced disturbances were analyzed along the olive grove intensity gradient. The integrity of fish assemblages was evaluated by comparison with an independent set of least disturbed reference sites, considering metrics and guilds, based on multivariate analyses. Along the gradient of olive grove intensification, the study observed overall increases in human disturbance variables and physicochemical parameters, especially organic/nutrient enrichment, sediment load, and riparian degradation. Animal load measured the impact of livestock production. This variable showed an opposite pattern, since traditional olive groves are often combined with high livestock production and are used as grazing pasture by the cattle, unlike more intensive olive groves. Stream sites influenced by olive groves were dominated by non-native and tolerant fish species, while reference sites presented higher fish richness, density and were mainly occupied by native and intolerant species. Fish assemblage structure in olive grove sites was significantly different from the reference set, although significant differences between olive grove types were not observed. Bray–Curtis similarities between olive grove sites and references showed a decreasing trend in fish assemblage integrity along the olive grove intensification gradient. Olive production, even in traditional groves, led to multiple in-stream disturbances, whose cumulative effects promoted the loss of biota integrity. The impacts of low intensity traditional olive groves on aquatic ecosystems can be much greater when they are coupled with livestock production. This paper recommends best practices to reduce negative impacts of olive production on streams, contributing to guide policy decision-makers in agricultural and water management.  相似文献

Advocates of community-based approaches to environmental management argue that by respecting local circumstances, skills, and concerns we may improve the prospects of achieving environmental sustainability; yet, within nation states such as Canada, environmental conditions, management and enforcement costs and capabilities, and power differentials within and among civic and public sectors may result in a highly differentiated capacity for environmental management across different localities and regions. This article draws on insights of political ecology to 1) create a conceptual framework that identifies key elements shaping regional environmental management regimes and to 2) undertake a comparative analysis to assess how elements interact to generate uneven management outcomes. I compare experiences of two Canadian biosphere reserves designated in 2000: Clayoquot Sound, BC; and Redberry Lake, SK. Analysis reveals that differences in governance and institutional capacities in the biosphere reserves are key to explaining uneven local outcomes. Where the public and civic sectors are strong, a robust and publicly vetted form of management will emerge. Where these sectors are weak and land is held as private property, environmental nongovernmental organizations can set the type and level of management, to the exclusion of effective civic and state involvement. This result may improve environmental sustainability but hinder social sustainability of a management regime and raises questions about the efficacy of community-based management.  相似文献

The British pride themselves on their long tradition of landscape management rooted in the aristocratic and landowning classes of the 18th and 19th centuries. The British also emphasize that the rise of modern pollution control began in the Victorian industrial era with the emergence of the national Inspectorates and the local Commissioners of Sewers. All these traditions are rooted in British social history, which was heavily influenced by class, power, and the changing shape of industrial and agricultural development. In modern Britain, affected by industrial recession, where concern over jobs and growth appears to dominate public and political attention, as well as public spending cuts that sap the morale and effectiveness of the major regulatory agencies, attitudes toward, and the execution of, environmental protection are undergoing a subtle but profound revolution. It is slowly but agonizingly being recognized that economic growth and social well-being cannot be disconnected from environmental processes and the limits these impose on management and technological intervention. A 21st century Britain will have to integrate conservation with development in order to survive.  相似文献

Biosphere Reserves attempt to align existing biodiversity conservation with sustainable resource use, specifically for improving socio-economic circumstances of resident communities. Typically, the Biosphere Reserve model is applied to an established landscape mosaic of existing land uses; these are often socio-ecological systems where strict environmental protection and community livelihoods are in conflict, and environmental degradation frequently accompanies “use”. This raises challenges for successful implementation of the model, as the reality of the existing land-use mosaic undermines the theoretical aspirations of the Biosphere concept. This study focuses on the Kruger to Canyons Biosphere Reserve (K2C), South Africa; a socio-ecological landscape where formal conservation is juxtaposed against extensive impoverished rural communities. We focus on land-cover changes of the existing land-use mosaic (1993–2006), specifically selected land-cover classes identified as important for biodiversity conservation and local-level resource utilization. We discuss the implications of transformation for conservation, sustainable resource-use, and K2C’s functioning as a “Biosphere Reserve”. Spatially, changes radiated outward from the settlement expanse, with little regard for the theoretical land-use zonation of the Biosphere Reserve. Settlement growth tracked transport routes, transforming cohesive areas of communal-use rangelands. Given the interdependencies between the settlement population and local environmental resources, the Impacted Vegetation class expanded accordingly, fragmenting the Intact Vegetation class, and merging rangelands. This has serious implications for sustainability of communal harvesting areas, and further transformation of intact habitat. The distribution and magnitude of Intact Vegetation losses raise concerns around connectivity and edge effects, with long-term consequences for ecological integrity of remnant habitat, and K2C’s existing network of protected areas.  相似文献

Understanding Managers’ Views of Global Environmental Risk   总被引:1,自引:0,他引:1  
This research investigated managers’ views of two global environmental risks: climate change and loss of biodiversity. The intent was to understand why different managers place varying levels of attention and priority on these issues. The data came from in-depth interviews with 28 senior corporate managers across Canada and a range of sectors, although most were employed in the energy sector. Approximately half had direct environmental responsibilities and half had other management duties. Grounded theory was used to collect and analyze the data. From the results, a theoretical framework was constructed to explain important factors that can influence managers’ mental models of environmental risk. Four factors relevant to managers’ appraisal of the threat of environmental risk include: (1) salience, (2) intrinsic value of nature, (3) knowledge, and (4) perceived resilience of nature. In addition, four factors relevant to managers’ view of the appeal of a particular response strategy were: (1) avoidability, (2) perceived costs and benefits, (3) fairness and equity, and (4) effectiveness. The time horizon for decision making was seen as being important in both portions of the mental model.  相似文献

Economic liberalization in former socialist countries may have various implications for their environmental sustainability. Positive effects of this process are potentially associated with improved efficiency, investments into cleaner technologies, responsiveness to environmentally aware markets, and ending subsidies to heavy industries. On the other hand, market liberalization may result in weaker environmental controls, economic instabilities distracting attention from environmental issues, and increasing orientation towards profit-making leading to more intensive exploitation of natural resources. In addition, trade liberalization may result in shifts towards more pollution and resource-intensive industries. This article seeks to quantify effects of economic restructuring in Russia on air pollution from productive economic sectors in the 1990s. Air pollution in Russia had significantly declined in 1991-1999, however, this decline was largely due to economic decline, as the overall pollution intensity of the economy had decreased only slightly. The factors that affected the pollution intensity are: (1) a decrease in the combined share of industrial and transport activities in the economy and (2) changing pollution intensities of the industrial and transport sectors. The pollution intensity of the Russian industry had remained relatively stable during the 1990s. This was the result of the two opposite and mutually canceling trends: (a) increasing shares of pollution-intensive branches such as metal smelting and oil production vs. less pollution intensive manufacturing and (b) decline in pollution intensities within the industrial branches. The article proposes a methodology by which the contribution of both factors to the overall pollution intensity of the industrial sector can be quantified. The pollution intensity of the Russian transport sector appears to have declined in the first half of the 1990s and increased in the second half. The most recent trend can be explained by a rising proportion of private motorcars used for transportation of people and goods instead of traditional rail and other public transport. The findings of the paper demonstrate that shifts towards more pollution-, resource- and energy-intensive industries as a result of economic liberalization emerges as a significant negative factor of the process of economic transition threatening sustainability of emerging market economies. A research agenda to further investigate these impacts is proposed.  相似文献

Pastoralism is the most dominant land use form in the arid rangelands of Sub-Saharan Africa, but this rangeland-based lifestyle is under threat. As a consequence a study was conducted in the Middle Awash Valley of Ethiopia with the main objectives of assessing and comparing the broad perceptions of two pastoral groups (the Oromo ethnic group living in Kereyu-Fantale and the Afar ethnic group living in Awash-Fantale) on the usage of the existing rangeland resources, and their views on constraints and possible solutions. Data were collected from 90 Oromo and 55 Afar households. Despite the difference in ethnicity both of these groups share common problems. They derive their main income from the sale of animals and animal products, but with the difference that milk products rank first in the case of the Afar and last in the case of the Oromo. Both pastoral groups depend heavily on native grasses for animal feed and to a lesser extent on woody plants as a source of browse. The majority of respondents were of the opinion that the condition of the rangelands is poor, mainly due to overgrazing, droughts and increases in the human population. Availability of water is also regarded as a problem, mainly by the Oromo. Migration is the first measure taken to solve shortages of livestock feed, but many of the pastoralists replied that migration is an undesirable practise which is mostly done out of necessity. Because of the limited resources most respondents of both groups still prefer communal land tenure where resources are shared. It is concluded that the problems facing the pastoralists in the Middle Awash Valley have been created over many years and the solutions will also require time. With the current approach of the communal grazing systems, sustainable utilisation of the rangeland ecosystem is not possible. Solutions to the poor condition of the existing rangelands will require a definite commitment and full participation not only of the pastoralists, but also of government and non-governmental organisations that are directly or indirectly involved in rangeland resources utilisation, management, conservation and other related activities.  相似文献

It presents an environmentally oriented extension to the EU typology of farms currently used for assessing the situation of farming within the European Union. The extended typology is tested in relation to emerging policy issues such as environmental sustainability and rural viability by analysing some of the farm management indicators suggested in Andersen et al., [(2004a). This article analyzes what motivates companies to obtain ISO 14001 certification and what factors within companies determine the success or failure of the environmental management standard. The most important motivators appear to be the worldwide recognition accorded the ISO 14000 norm, and its applicability to all sectors. The factors that most contribute to success are the company's experience in management systems and involvement by management. A plethora of ethical issues in livestock agriculture has emerged to public attention in recent decades, of which environmental and animal welfare concerns are but two, albeit prominent, themes. For livestock agriculture to be considered sustainable, somehow these interconnected themes need to be addressed. Ethical debate on these issues has been extensive, but mostly started from and focused on single issues. The views of farmers in these debates have been largely absent, or merely figured as interests, instead of being considered morally worthwhile themselves. In this paper the relevance for ethical debates of the ways farmers discuss and engage with moral concerns is explored. The variety of norms that figure in contemporary farming practices is sketched in its multifarious complexity, illustrated by ethnographic fieldwork, and systematized in terms of “orders of worth.” Reviewing the practical arguments and commitments of farmers within this framework reveals that farming practices are subject to mixed motives, in which an amalgam of types of concerns play a role. Recognition of the peculiarly entangled nature of the ethics of farming practices could counter the tendency in policy making, technological innovation, and ethical thought to compartmentalize our moral landscape. Understanding farming practice as the integration of a mosaic of concerns in the light of a variety of moral experiences would foster public appreciation of positions of farmers in debates on improving the sustainability and societal acceptability of livestock agriculture.  相似文献

This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices.
