Landscape-scale approaches are emerging as central to ecosystem management and biodiversity conservation globally, triggering the requirement for collaboration between multiple actors and associated risks including knowledge asymmetries; institutional fragmentation; uncertainty; power imbalances; “invisible” slow-changing variables; and entrenched socio-economic inequities. While social science has elucidated some dimensions required for effective collaboration, little is known about how collaboration manages these risks, or of its effects on associated social-ecological linkages. Our analysis of four different Australian contexts of collaboration shows they mobilised institutions matched to addressing environmental threats, at diverse scales across regulatory and non-regulatory domains. The institutions mobilised included national regulatory controls on development that threatened habitat, incentives to farmers for practice-change, and mechanisms that increased resources for on-ground fire and pest management. Knowledge-sharing underpinned effective risk management and was facilitated through the use of boundary objects, enhanced multi-stakeholder peer review processes, interactive spatial platforms, and Aboriginal-driven planning. Institutions mobilised in these collaborations show scale-dependent comparative advantage for addressing environmental threats. The findings confirm the need to shift scientific attention away from theorising about the ideal-scale for governance. We argue instead for a focus on understanding how knowledge-sharing activities across multiple scales can more effectively connect environmental threats with the most capable institution to address these threats.  相似文献

Natura 2000, the nature network based on the European Bird and Habitat Directives, is explicitly grounded on ecological science. To acquire a permit under the Dutch Nature Conservation Act, an appropriate assessment of significant effects must be conducted based on the best available scientific knowledge. In this way the scientific and policy world are directly linked. This article focuses on ‘significant effect’ as a boundary object to analyse how science–policy interactions shape the meaning and assessment of significant effect and how these interpretations influence the decision-making process. To this end, two conflicts over significant effect are investigated: the conflict over the 2006-spring permit for the mussel seed fishery, and the 2011 permit for the planned World Championship powerboat races. In both cases nature organisations started a court process against the government-granted permits in protest to the “no significant effect” claim, stating that there was insufficient certainty for this conclusion. These conflicts are approached as controversies between discourse coalitions with different interpretations of the ecological knowledge. We show how significant effect became a focal point in the controversies, limiting the debate to ecological arguments and science-based expertise, but also creating options for parties to advance their protest by articulating uncertainties. Only uncertainty of incomplete knowledge was explicitly addressed, excluding ambiguity of values and unpredictability of the actual ecosystem. We suggest that acknowledging the value aspect in disputes on significant effect would leave more space for effective solutions of the problems under debate.  相似文献

Environmental statisticians often experience the difficult task to provide clear results for environmental policy objectives on the basis of complex science, limited data, and many sources of uncertainty. This paper highlights the particularly challenging situation of environmental statistics in developing countries before focusing on the role of statisticians working at the nexus of environmental statistics and policy within the context of measuring environmental performance. Three issues create particular tension at the environmental science-policy junction: (1) the general complexity of environmental problems (including scientific uncertainty and insufficient data) and the often negative perceptions associated with their solution, (2) the comparatively recent introduction of quantitative methods and information to the environmental policy process and continued skepticism and ideologically motivated resistance to their routine integration, and (3) the language barriers between policymakers and statisticians as well as between statisticians and other scientists engaged in environmental research. Based on the case study of the 2006 Pilot Environmental Performance Index (EPI) developed by an interdisciplinary team at the universities Yale and Columbia the paper examines how the EPI tackles these tensions while aiming to be a fact-based, statistically sound policy tool that helps countries achieve environmental objectives by tracking progress, identifying environmental “best practices”, and providing strategic peer-group analyses. In conclusion, the paper suggests some remedies for the deficiencies in the co-operation between policymakers and environmental statisticians.  相似文献

In the context of complex and unprecedented issues of global change, calls for new modes of knowledge production that are better equipped to address urgent challenges of global sustainability are increasingly frequent. This paper presents a case study of the new major research programme “Future Earth”, which aims to bring ‘research for global sustainability’ to the mainstream of global change research. A core principle of Future Earth is the co-production of knowledge with extra-scientific actors. In studying how the principle of co-production becomes institutionalised in the emerging structure of Future Earth, this paper points to the existence of three distinct rationales (logics) on the purpose and practice of co-production. Co-production is understood as a way to enhance scientific accountability to society (‘logic of accountability’), to ensure the implementation of scientific knowledge in society (‘logic of impact’), and to include the knowledge, perspectives and experiences of extra-scientific actors in scientific knowledge production (‘logic of humility’). This heterogeneous conception of knowledge co-production provides helpful ambiguity allowing actors with different perspectives on science and its role in society to engage in Future Earth. However, in the process of designing an institutional structure for Future Earth tensions between the different logics of co-production become apparent. This research shows how logics of accountability and impact are prominent in shaping the development of Future Earth. The paper concludes by pointing to an essential tension between being inclusive and transformative when it comes to institutionalising new modes of knowledge production in large research programmes.  相似文献

Since its inception, the 316(b) assessment process has undergone considerable evolution and refinement. In this paper, the authors review and discuss this evolutionary process focusing on several key scientific findings. Among these are that the potential for adverse environmental impact is relatively low for many ecosystem components (e.g., phytoplankton, microzooplankton); that the survival of entrained organisms is often quite high; that the prediction of adverse environmental impact is hampered by the present inability to effectively quantify compensatory processes; and that subsequent monitoring has revealed that the dire population consequences originally predicted for several aquatic populations have not been borne out. While this evolution has resulted in less divergence in the estimates of cooling water-related losses between the regulatory and regulated communities, accurate determination of the population level consequences of such losses remains elusive. This uncertainty makes final resolution of 316(b)-related issues difficult. To address these difficult issues, we propose an assessment approach based on an ecological risk framework coupled with adaptive resource management. This approach begins with a screening process which helps to focus the assessment on the key resources at risk, followed by a “weight-of-evidence” evaluation of all relevant predictive and retrospective information, and concludes with an evaluation of the relative cost and benefits of intake alternatives and the need for additional monitoring. Such an approach has been successfully employed at several large-scale 316(b) assessments completed in recent years and provides a mechanism for dealing with uncertainties in the assessment process, while at the same time ensuring reasonable protection of the environment.  相似文献

Perpetual environmental management at operating and proposed hardrock mines is a rapidly expanding global dilemma. While economies of scale have encouraged larger mines, improved models routinely predict long-term water quality degradation at sulfide metal mines. Technical causes include oxidation of sulfide minerals and seepage from waste rock, tailings, and pit wall rock. Perpetual treatment is usually less expensive than permanent stabilization, even using 2% “risk-free” investment return rate; but this option greatly increases the social and financial complexity. A few regulations address perpetual management, but specific requirements range from formal acceptance to complete prohibition. With vague regulations, predictions of long-term impacts often delay permitting as operators and regulators grapple with model uncertainty and regulatory ambiguity. Risk management tools (e.g., insurance, inflation-protected investments, etc.) can reduce but cannot eliminate risk, and their continued availability is uncertain. What regulators and mine operators need – but do not have – is a clear framework to guide them in developing perpetual management plans that balance risks (e.g., uncertainty in predictions, cost, finance, and governance) and ensure responsible environmental and social stewardship. This paper responds with a review of perpetual mine management issues, including technical causes, policy examples, investment tools, case studies, technical remedies, and principles for successful long-term management.  相似文献

Choices have to be made to manage invasive species because eradication often is not possible. Both ecological and social factors have to be considered to improve the efficiency of management plans. We conducted a social study on Fallopia spp., a major invasive plant taxon in Europe, including (1) a survey on the perception of a landscape containing Fallopia spp. using a photoquestionnaire and (2) an analysis of the social representations of Fallopia spp. of managers and users in one highly invaded area and one less invaded area. The respondents to the photoquestionnaire survey appreciated the esthetics of the landscapes less when tall Fallopia spp. were present. Few people were able to identify and name the plant, and this knowledge negatively affected the appreciation of the photos containing Fallopia spp. The central core of the social representation of Fallopia spp. was composed of the invasive status of the plant, its density, and its ecological impacts. The peripheral elements of the representation depended on the people surveyed. The users highlighted the natural aspect whereas the managers identified the need for control. In the invaded area, the managers qualified the species as “unmanageable,” whereas the species was qualified as “foreign” in the less invaded area. Those results provide insights that have to be included when objectives of management plans of these species are selected.  相似文献

Climatic changes more rapid and extreme than assessed by the IPCC cannot be excluded, because of the possibility of positive earth system feedbacks and thresholds. Do today’s policy makers have to take these into account, and if so, are the options different from those considered today? The paper briefly summarizes the types of extreme climatic changes noted in the literature and then evaluates the options to address them in a what-if manner. Different from other studies, which usually look at only one type of measure, we consider a broader portfolio of options: drastic emissions reduction programmes, drawing greenhouse gases from the atmosphere (“carbon dioxide removal”), “emergency cooling” through influencing the radiative balance of the atmosphere (“solar radiation management”), and finally adaptation beyond the options considered seriously today. Politics will have to decide on the choice or mix of “emergency” measures, but research can ensure that such decisions are based on the best scientific information. If through concerted international efforts to mitigate greenhouse emissions low stabilization levels could be reached, such decisions may never have to be made. However, research in support of some form of a “plan B” is now warranted, focusing on those options that have the most positive ratio between potential effectiveness and feasibility on the one hand, and environmental and political risks on the other hand. Such plan should not be limited to one set of options such as geo-engineering and should explicitly take into account not only the relationships between the options but also the wide variety in characteristics of the individual options in terms of effectiveness, feasibility, environmental risks, and political implications.  相似文献

EMS is a tool for managing the interaction between the organization and the environment. The aim of an EMS is to improve the overall environmental performance of the organization. The performance should be monitored through measurements, and managed by indicators. Indicators are variables that summarize or otherwise simplify relevant information about the state of a complex system. A correct evaluation of environmental performance arises from the choice of adequate “raw” data and from the relationships among “raw” data.This paper, after a short excursus concerning the rule of indicators in environmental performance evaluation and the mean of uncertainty, proposes an approach to the study and the evaluation, through indicators and indices, of the environmental aspect “wastewater discharges” of a Local Authority who is involved in EMS implementation. Particularly, the critical analysis of one of the indices that has been used is reported. The role of the uncertainty of measurements has been stressed. The results showed that measurement uncertainty is essential for an efficient data comparison and for a correct evaluation of environmental performance, which, in turn, is essential to guarantee the effectiveness of the EMS application.  相似文献

This paper provides an introduction to the special issue of the Journal of Cleaner Production on “The Sustainability of Seafood Production and Consumption”. The purpose of the special issue is to bring together a series of papers that will form a nucleus for the growth of an emerging area of scholarship. Overfishing and marine habitat damage have generated a global crisis in the production of seafood. In order to respond to this crisis we need systems for the management of seafood production and consumption that will comprehensively reduce and eventually eliminate wastefulness in both capture fisheries and aquaculture systems. Thirteen papers address these issues, with focuses on: seafood harvesting practices, fish processing, life cycle assessment, eco-efficiency, management of wastes, seafood distribution and consumption, total energy costs, eco-labeling, and the conservation of resources and biodiversity. We conclude that major changes are required in our approaches to the management of both the marine environment and our seafood capture and production systems. We also conclude that steps have been taken in this direction, but there is still far to go.  相似文献

The potential of climate change to impact local conflict and cooperation over natural resources has received relatively little attention. Bangladesh floodplains are highly vulnerable to environmental stresses that are worsening with climate change, and community organisations have to respond to water insecurity − seasonally too little or too much. Two case studies based on action research in contrasting water and climate stressed floodplain environments in Bangladesh investigate local conflicts over water management that worsened when water regimes changed. By overcoming conflicts and improving adaptation for all local actors the cases reveal the importance of local knowledge, innovations in institutions, external facilitation, and incentives provided by disadvantaged groups who contribute towards costs in return for a share in decision making power and better adapted water management. The cases show how community organisations diversified their responsibilities and took up the challenge of water management to address local priorities and overcome conflicts. Without a more flexible and enabling approach, public investments in adaptation are likely to focus on strengthening existing water management infrastructure without understanding local social interactions and complexity. This may strengthen elite dominance and local conflicts if there is no comparable investment in developing robust and fair local institutions.  相似文献

Rooftop agriculture (RA) is an innovative form of urban agriculture that takes advantage of unused urban spaces while promoting local food production. However, the implementation of RA projects is limited due to stakeholders’ perceived risks. Such risks should be addressed and minimized in policymaking processes to ensure the sustainable deployment of RA initiatives. This paper evaluates the risks that stakeholders perceive in RA and compares these perceptions with the currently available knowledge, including scientific literature, practices and market trends. Qualitative interviews with 56 stakeholders from Berlin and Barcelona were analyzed for this purpose. The results show that perceived risks can be grouped into five main categories: i) risks associated with urban integration (e.g., conflicts with images of “agriculture”), ii) risks associated with the production system (e.g., gentrification potential), iii) risks associated with food products (e.g., soil-less growing techniques are “unnatural”), iv) environmental risks (e.g., limited organic certification) and v) economic risks (e.g., competition with other rooftop uses). These risks are primarily related to a lack of (scientific) knowledge, insufficient communication and non-integrative policymaking. We offer recommendations for efficient project design and policymaking processes. In particular, demonstration and dissemination activities as well as participatory policymaking can narrow the communication gap between RA developers and citizens.  相似文献

There is a growing perception that science is not responding adequately to the global challenges of the 21st century. Addressing complicated, “wicked” current and future environmental issues requires insights and methods from many disciplines. Furthermore, to reach social robustness in a context of uncertainty and multiple values and objectives, participation of relevant social actors is required. As a consequence, interdisciplinary research teams with stakeholder or practitioner involvement are becoming an emerging pattern for the organization of integrative scientific research or integrated assessments. Nevertheless, still there is need to learn from actual experiences that bring together decision makers and scholars from different disciplines. This paper draws lessons from a self-reflective study of the collaborative process in two interdisciplinary, multi-institutional, multinational research teams addressing linkages between climate variability, human decisions and agricultural ecosystems in the Argentine Pampas. During project design, attention must be placed on team composition, ensuring not only that the needed talents are included, but also recruiting investigators with an open attitude toward interdisciplinary interaction. As the project begins, considerable effort must be dedicated to shared problem definition and development of a common language. Simple conceptual models and considerable redundancy in communication are helpful. As a project evolves, diverging institutional incentives, tensions between academic publication and outreach or policy-relevant outputs, disciplinary biases, and personality issues play increasingly important roles. Finally, toward a project's end the challenge arises of assessing interdisciplinary, integrative work. The lack of consensus on criteria for assessment of results is often ranked as a major practical difficulty of this kind of research. Despite many efforts to describe and characterize collaborative research on complex problems, conditions for success (including the very definition of “success”) remain to be rigorously grounded on actual cases. Toward this goal, we argue that a self-reflective process to identify and intervene on factors that foster or impede cooperative production of knowledge should be an essential component of integrated assessments involving scientists, practitioners and stakeholders.  相似文献

The present paper is a call to cultural sciences for helping climate science to establish a sustainable practice of policy advice concerning man-made climate change.As a climate scientists engaged in communication with stakeholders and the media, mostly in Germany, the author has noticed a notable discrepancy between scientific knowledge about climate change, and the understanding in the public at large, specifically as fostered by the media and some publicly visible climate scientists. In this essay, this discrepancy is analysed to some extent and framed as the presence of two competing types of knowledge, namely a body of knowledge named “cultural construct” and another body of knowledge named “scientific construct” of man-made climate change. The relationship and the dynamics of these two knowledge claims are not well researched. In order to understand the dynamical interaction of the different knowledge claims significant efforts from cultural sciences are needed. Unfortunately, so far these disciplines do not often consider this field. Two examples of useful analyses are presented as examples.  相似文献

Strategies to address climate change increasingly include options to manage the terrestrial and oceanic portions of the carbon cycle, whether as part of national commitments to international treaties, or as elements of entrepreneurial business plans. Carbon cycle science has much to contribute to informing these strategies, but must consider how to organize so as to best provide more “usable science.” Experience in other areas of earth systems science demonstrates that for knowledge to be more useful to decision makers and others outside the scientific community, deliberate mechanisms must be created to prioritize, conduct and disseminate research that are informed by the needs of the target audience. Carbon cycle science has not yet explored operating in this more deliberate mode. Carbon management thus presents an opportunity for some portion of carbon cycle research to become more directly relevant to societal decision-making through innovative ways of organizing research and operating programs.  相似文献

Between 1997 and 2002, Inco Limited's proposed major nickel mining project near Voisey's Bay on the north coast of Labrador was the subject of an innovative environmental assessment and a set of surrounding and consequential negotiations. Through these processes, the proponent and other participants wrestled directly, often openly, and by some interim measures successfully with the project's potential contribution to local and regional sustainability. The resulting agreements to proceed were heavily influenced by the precedent-setting assessment, which imposed a “contribution to sustainability” test on the proposed undertaking. Given the profound differences in background, culture, priorities and formal power involved, as well as the record of tensions in the history of this case and before, the agreements also represent a considerable achievement in conflict resolution. The paper examines the reasons for, and lessons from, use of a sustainability-centred approach in this case.  相似文献

In environmental management there is often discussion on the allocation of responsibilities. Such discussions can continue for a long time and can form an obstacle for effective action. In this article twelve normative principles for the allocation of responsibilities are identified, coming from three different sources: the arguments used in discussions on responsibilities, Dutch and European law, and the environmental management literature. The principles are (1) capacity, (2) lowest social costs, (3) causation, (4) interest, (5) scale, (6) subsidiarity, (7) structural integration, (8) separation, (9) solidarity, (10) transparency, (11) stability (but not standstill), and (12) acquired rights. These principles point to fundamental tensions in environmental management and sometimes conflict with each other. At the same time they may help to resolve conflicts by providing common points of reference that are independent from the often conflicting interests of the discussants.  相似文献

精准识别潜在土地利用冲突有利于预警权衡和协调冲突用地,有利于科学进行国土空间规划。以“三调”修正数据为基础,基于生产、生活、生态视角,构建高植被覆盖率县域生产、生活、生态即“三生”适宜性评价模型与土地利用冲突识别矩阵,并选取横峰县进行实证分析。结果表明:(1)横峰县“三生”适宜性用地的空间分布与面积构成差异显著,且存在明显的空间叠加特征,暗示着研究区土地利用存在冲突;(2)从潜在冲突识别的结果来看,土地利用适宜区、冲突激烈区、冲突中度区、冲突一般区及冲突微弱区面积占比分别为64.02%、9.66%、17.19%、1.66%、7.48%;(3)各个冲突类型区空间分布、表现形式的差异性决定了冲突和解的对策也需因地制宜。研究结果可为相关及类似县域的国土空间规划提供理论参考。  相似文献

The path of research followed by a team of agro-ecologists who sought to address a complex environment issue by means of a social learning approach is described. Agro-ecological data from monitoring nitrates in surface and ground water and agricultural practices at micro-catchment scale provided the material for the process. The failure of scientists to deploy scientific data effectively in order to influence agro-environment policy implementation was attributed to an ineffective linear transfer of knowledge approach. Thereafter, on account of co-learning instances with new research team members with a background in participatory action research, new assumptions were made and the agro-ecologists began to view nitrates no longer as a technical problem but rather as an issue emerging from interactions between ecological and human factors. A new process was designed: ecological data were introduced as “socio-technical objects”, integrated into “dialogical tools” and used to de-construct the issue during participatory sessions and to identify strategies for concerted actions. These activities fostered stakeholder engagement and led to an array of interlinked emergent practices. The underlying model developed for placing scientific agro-ecology data into society can be effective in building relations with stakeholders for the purposes of knowledge management and for helping to elucidate competing claims around complex agro-environment issues.  相似文献
