This article applies a ‘knowledge brokering’ approach to contextualise the development of an integrated computer modelling tool into the real world policy context of adaptation of agriculture to climate change at the EU level. In particular, the article tests a number of knowledge brokering strategies described and theorised in the literature, but seldom empirically tested. The article finds that while the policy context can be used to identify a theoretically informed knowledge brokering strategy, in practice a strategy's ‘success’ is more informed by practical considerations, such as whether the tool development process is knowledge or demand driven. In addition, in practice the knowledge brokering process is found to be dynamic and messy, which is not always apparent in the literature. The article goes on to question the perception that there is always a need (or a desire) to bridge the gap between researchers and policy makers in the tool development process. Rather than a problem of design and communication, the science policy interface may be characterised more by a high level of competition between researchers and research organisations to have their tool legitimised by its use in the policy making process.  相似文献

The recently-adopted global Sustainable Development Goals (SDGs) will have significant implications for national development planning in both developed and developing countries in the post-2015 period to 2030. Integrated, nationally-owned SDG strategies will be at the centre of national efforts to implement the new sustainable development agenda. The long-run processes and systems perspective that are inherent in the SDGs present complex analytical problems for policymakers and analysts. Scenario analysis and quantitative modelling will be important analytical tools to support national sustainable development planning, and there is an increasingly sophisticated suite of models available to decision makers. This paper reviews and assesses a broad range of different quantitative models that have the potential to support national development planning for the SDGs. The study develops a typology and inventory of 80 different models, and then reviews the comparative strengths, weaknesses and general utility of different models through an initial screening and subsequent multi-criteria analysis of short-listed models. Current gaps in model capabilities are highlighted in the context of providing analytical support for national development planning for the SDGs. While some existing models are particularly relevant, it is unlikely that an ideal model can analyse all SDG targets and variables of interest within a single modelling framework. Top-down ‘macro framework’ models are likely to be more useful for undertaking system-level or economy-wide scenario analysis driven by the national long-term goals and targets, and for exploring trade-offs and synergies among sectors. Bottom-up sectoral models will be able to support far more detailed option-level impact analysis of concrete interventions, technologies and investments. Combining both approaches within an analytical framework will provide a robust approach for analysis and decision-making. The results highlight a range of potential gaps in current modelling capabilities, and provide some new tools to assist with model selection.  相似文献

Both mitigation of and adaptation to climate change require actions to be taken in many sectors of society, but so far this is hardly happening. This paper suggests possibilities for widening climate change policy by strengthening inter-linkages between climate policies and various relevant policy areas to mainstream climate change concerns. It argues that, if these inter-linkages can be strengthened and policy coherence is improved, the effectiveness of climate policy can be enhanced while also supporting these other policy areas. The contention in this paper is that improved policy coherence and mainstreaming requires climate policies to go beyond the UNFCCC framework to realise its full potential and to better deal with possible trade-offs. The potential benefits in the policy domains of poverty reduction, rural development and agriculture, disaster management, energy security, air quality and trade, and finance are examined, and the institutional and organisations linkages highlighted. Finally, opportunities for mainstreaming are identified to make better use of possible synergies between climate and related policy areas.  相似文献

Climate change presents a major threat to the prospects for sustained economic development in Africa. In spite of this, climate change concerns do not feature prominently in the implementation of national and regional development programmes. The present paper identifies the likely trade-offs and synergies that may emerge from an integrated ‘development-climate’ approach to policy making. Also, the paper presents the case for the formulation and evaluation of an integrated policy approach based on four principle criteria, including; long-term environmental effectiveness, equity considerations, cost-effectiveness and the institutional compatibility of the policy combinations. What is more? The paper suggests specific options for mainstreaming climate change adaptation and mitigation in various sectoral development agenda such as; agricultural intensification, poverty eradication, rural development, urban renewal, energy security of supply and trade. Given the wide divergence of socio-economic systems and the peculiar challenges faced by individual countries in the continent, further research is required on robust country-specific strategies for pursuing an integrated development-climate policy framework.  相似文献

The concept of ecosystem services (ES) is increasingly being used in environmental policy and decision making. We report here on the empirical results which emerged from stakeholder discussions within the PRESS (PEER Research on EcoSystem Services) project on certain unresolved challenges related to the use of the ES concept in decision making. The results show that the occurrence of synergies and trade-offs between different ES and their relevance for decision making depends significantly on the scale involved (in particular regarding the levels of policy formulation and policy implementation respectively) and on the specific ways in which ecosystems are managed (e.g. different practices in forestry and agriculture). We conclude that using the concept of ecosystem services, would enable a comprehensive evaluation of policy impacts. Such an evaluation would contribute to an increased congruence between policies by uncovering and discussing trade-offs and realize synergies. Crucial to this, however, is a sound assessment that incorporates the diversity of stakeholder perceptions, knowledge and preferences at the different scales.  相似文献

The goal oriented framework (GOF) for indicators has been developed as part of a comprehensive research project developing computerised tools for integrated assessment of the effects of new policies or technologies on agricultural systems (SEAMLESS-IF). The ambition has therefore been to create an indicator framework where the environmental, economic and social dimensions of sustainable development can be related to each other in a consistent way. Integrated assessment tools rely on such frameworks to capture and visualise trade-offs (antagonisms or synergies) among indicators between and within the three dimensions of sustainable development. The specific aims of this paper are to (i) present the GOF (ii) present how the GOF can be used to select indicators within the integrated assessment framework SEAMLESS-IF and (iii) discuss the advantages and limitations with the proposed approach. We show that the GOF has several advantages. Its major rewards are its relative simplicity and the possibility to link indicators to policy goals of each dimension of sustainability and thereby facilitate the comparison of the impacts of the new policy on the different dimensions. Another important feature of the GOF is its multi-scale perspective, which will enable the comparison of effects of a new policy between scales. Yet, as typical for all indicator frameworks, the GOF has also biases either instigated by the issues the included models cover or by the stakeholders’ selection of indicators. However, due to the way the GOF and its indicators are technically implemented in SEAMLESS-IF, it can easily be extended and include new indicators to increase and update its policy relevance.  相似文献

Global challenges have exacerbated a search for solutions to poverty and environmental degradation. Integration it was argued would help address the twin challenge. Integrated Water Resources Management (IWRM) was supposed to be that magic bullet and was embraced by scientists because of the clinical efficiency with which it argued for integrated analysis of sectors and resources and of systems and scale conditions. This paper argues that effective implementation of the Water-Energy-Food (WEF) Nexus can be supported by robust science. The corollary that robust science automatically leads to effective implementation is not always known to be true. The nexus approach sheds light on the challenges of implementation by introducing concepts of trade-offs and thresholds and consequently emphasizes the importance of transdisciplinary approaches to sustainable development. This paper reviews the results of recent research to offer tentative answers to the following questions: (a) Why is the governance dimension important to undertake an integrated analysis of water-energy-food challenges? (b) What does the nexus approach connote in normative and institutional terms? (c) What does implementation mean in nexus terms? (d) How can we establish if the nexus approach is an improvement over business as usual? and (e) What tools are available that would enable translation of results of scientific research to create an evidence base that would enable decision makers to act in support of sustainable development?  相似文献

As nations develop policies for low-carbon transitions, conflicts with existing policies and planning tools are leading to competing demands for land and other resources. This raises fundamental questions over how multiple demands can best be managed. Taking the UK as an empirical example, this paper critiques current policies and practices to explore the interdependencies at the water-energy-food nexus. It considers how current land uses and related policies affect the UK’s resilience to climate change, setting out an agenda for research and practice relevant to stakeholders in land-use management, policy and modelling. Despite recent progress in recognising such nexus challenges, most UK land-related policies and associated science continue to be compartmentalised by both scale and sector and seldom acknowledge nexus interconnections. On a temporal level, the absence of an over-arching strategy leaves inter-generational trade-offs poorly considered. Given the system lock-in and the lengthy policy-making process, it is essential to develop alternative ways of providing dynamic, flexible, practical and scientifically robust decision support for policy-makers. A range of ecosystem services need to be valued and integrated into a resilient land-use strategy, including the introduction of non-monetary, physical-unit constraints on the use of particular services.  相似文献

水、能源、粮食均为战略性、基础性资源,三者之间相互关联,彼此制约,深刻影响着人类的生产、生活和生态环境。通过梳理水—能源—粮食纽带关系领域的研究内容、研究方法、研究尺度等,进一步明确了变化环境影响下水—能源—粮食纽带关系概念框架及其风险关系的传递与表达,指出当前对水—能源—粮食纽带关系理解尚未统一,广泛采用的有“联系论”和“方法论”。现有研究对水—能源—粮食纽带关系进行了现状评估,资源间相互消耗关系的量化与不同情景下的仿真模拟。研究中存在数据缺失、不一致,评估因素单一,缺少动态反馈机制,难以真正应用到政策调控中等问题。因此,数据整合、模型集成、风险评估与动态调节、提高韧性、城市尺度研究和智慧管理,均是水—能源—粮食纽带关系发展关注的重点领域。  相似文献

Climate change effects are becoming evident worldwide, with serious regional and local impacts. The European Union (EU) has launched and developed initiatives and policies that scratch the surface of water resources impacts. This article presents an introduction of the existing environmental policy and more concisely in the areas of climate change and the interactions with water resources. It also addresses main management tools, and plans linked to policies, recent updates on the Science–Policy Interface, highlighting major results from research and development projects. Establishing appropriate policies to tackle climate change impacts on water is essential given the cross-sectorial and flowing nature and the importance of water in all environmental, social and economic sectors. There are still some pending reviews and updates in the current EU policy and its implementation, as well as at the national level in Spain. This article identifies existing gaps, and provides recommendations on how and where reforms could take place and be applied by decision makers in the water policy sector.  相似文献

We present a method to assess and communicate the efficiency of stormwater control measures for retrofitting existing urban areas. The tool extends the Three Points Approach to quantitatively distinguish three rainfall domains: (A) rainwater resource utilisation, (B) urban stormwater drainage pipe design, and (C) pluvial flood mitigation. Methods for calculating efficiencies are defined recognizing that rainfall is both a valuable resource and a potential problem. Efficiencies are quantified in relation to rainfall volume, supplied potable water volume and volume of wastewater treated. A case study from Denmark is used to illustrate how the efficiency varies between the rainfall domains. The method provides a means for communicating some important quantitative aspects of stormwater control measures among engineers, planners and decision makers working with management of water resources, stormwater drainage and flood risks.  相似文献

The proliferation of applied behaviour change science over the past decade has provided new ways of thinking about policy making. Policy makers now have a range of frameworks and methods to assist in formulating change for social and environmental benefits. However, the development of strategies for the identification and prioritisation of target behaviours has been less forthcoming. This paper outlines a tool to assist in behaviour selection. Behaviours are assessed for their potential impact on addressing a specific issue, the likelihood of adoption by the target audience and existing participation levels within the target audience. Each of these characteristics is scored, allowing behaviours to be mapped onto a meaningful, visual, matrix for prioritisation. Additional data on behaviour type and the key perceived barriers to participation in each behaviour are layered onto the matrix to provide direction for intervention design. An application of the prioritisation matrix is presented within an environmental context through a case study of water demand management behaviours for domestic consumers in Australia. The prioritisation matrix could provide a decision-making tool for policy makers to assist in the selection of target behaviours to address complex issues.  相似文献

This article re-conceptualizes Climate Policy Integration (CPI) in the land use sector to highlight the need to assess the level of integration of mitigation and adaptation objectives and policies to minimize trade-offs and to exploit synergies. It suggests that effective CPI in the land use sector requires i) internal climate policy coherence between mitigation and adaptation objectives and policies; ii) external climate policy coherence between climate change and development objectives; iii) vertical policy integration to mainstream climate change into sectoral policies and; iv) horizontal policy integration by overarching governance structures for cross-sectoral coordination. This framework is used to examine CPI in the land use sector of Indonesia. The findings indicate that adaptation actors and policies are the main advocates of internal policy coherence. External policy coherence between mitigation and development planning is called for, but remains to be operationalized. Bureaucratic politics has in turn undermined vertical and horizontal policy integration. Under these circumstances it is unlikely that the Indonesian bureaucracy can deliver strong coordinated action addressing climate change in the land use sector, unless sectoral ministries internalize a strong mandate on internal and external climate policy coherence and find ways to coordinate policy action effectively.  相似文献

Effective risk management within environmental policy making requires knowledge on natural, economic and social systems to be integrated; knowledge characterised by complexity, uncertainty and ambiguity. We describe a case study in a (UK) central government department exploring how risk governance supports and hinders this challenging integration of knowledge. Forty-five semi-structured interviews were completed over a two year period. We found that lateral knowledge transfer between teams working on different policy areas was widely viewed as a key source of knowledge. However, the process of lateral knowledge transfer was predominantly informal and unsupported by risk governance structures. We argue this made decision quality vulnerable to a loss of knowledge through staff turnover, and time and resource pressures. Our conclusion is that the predominant form of risk governance framework, with its focus on centralised decision-making and vertical knowledge transfer is insufficient to support risk-based, environmental policy making. We discuss how risk governance can better support environmental policy makers through systematic knowledge management practices.  相似文献

Climate change adaptation and mitigation decisions made by governments are usually taken in different policy domains. At the individual level however, adaptation and mitigation activities are undertaken together as part of the management of risk and resources. We propose that a useful starting point to develop a national climate policy is to understand what societal response might mean in practice. First we frame the set of responses at the national policy level as a trade off between investment in the development and diffusion of new technology, and investment in encouraging and enabling society to change its behaviour and or adopt the new technology. We argue that these are the pertinent trade-offs, rather than those usually posited between climate change mitigation and adaptation. The preference for a policy response that focuses more on technological innovation rather than one that focuses on changing social behaviour will be influenced by the capacity of different societies to change their greenhouse gas emissions; by perceived vulnerability to climate impacts; and by capacity to modify social behaviour and physical environment. Starting with this complete vision of response options should enable policy makers to re-evaluate the risk environment and the set of response options available to them. From here, policy makers should consider who is responsible for making climate response decisions and when actions should be taken. Institutional arrangements dictate social and political acceptability of different policies, they structure worldviews, and they determine the provision of resources for investment in technological innovation and social change. The importance of focussing on the timing of the response is emphasised to maximise the potential for adjustments through social learning and institutional change at different policy scales. We argue that the ability to respond to climate change is both enabled and constrained by social and technological conditions. The ability of society to respond to climate change and the need for technological change for both decarbonisation and for dealing with surprise in general, are central to concepts of sustainable development.  相似文献

The potential for developing synergies between climate change mitigation and adaptation has become a recent focus of both climate research and policy. Presumably the interest in synergies springs from the appeal of creating win–win situations by implementing a single climate policy option. However, institutional complexity, insufficient opportunities and uncertainty surrounding their efficiency and effectiveness present major challenges to the widespread development of synergies. There are also increasing calls for research to define the optimal mix of mitigation and adaptation. These calls are based on the misguided assumption that there is one single optimal mix of adaptation and mitigation options for all possible scenarios of climate and socio-economic change, notwithstanding uncertainty and irrespective of the diversity of values and preferences in society. In the face of current uncertainty, research is needed to provide guidance on how to develop a socially and economically justifiable mix of mitigation, adaptation and development policy, as well as on which elements would be part of such a mix. Moreover, research is needed to establish the conditions under which the process of mainstreaming can be most effective. Rather than actually developing and implementing specific mitigation and adaptation options, the objective of climate policy should be to facilitate such development and implementation as part of sectoral policies. Finally, analysis needs to focus on the optimal use and expected effectiveness of financial instruments, taking into account the mutual effects between these instruments on the one hand, and national and international sectoral investments and official development assistance on the other.  相似文献

This paper deals with policies on recycling of discarded complex products, elaborated from an environmental point of view. Two principal factors cause incoherence, inconsistency and ineffectiveness in such a policy, viz. lack of knowledge of the system, and deficiency in feedback. This is reinforced by ad hoc decision making and conflicting interests. To illustrate this mechanism, a case study on refrigerator recycling policy in the Netherlands is discussed. It is demonstrated that, to increase effectiveness of policy making, a clear view of sacrifices and benefits should be available. Decision tools based on systems modelling are proposed to improve policy making.  相似文献
