自然保护区矿业权退出有利于降低矿山所在地开发强度,缓解粗放勘采与生态红线划定的对立矛盾,是顺应生态优化、绿色发展战略的必要举措。在我国各地实践中,矿业权退出普遍面临着诸如退出范围存在分歧、问题处置主体不明、退出补偿方式单一、环境治理难以落实等困境。为了破解上述困境,构建了包括矿业权退出范围判定机制、问题处置机制、多元化补偿机制和生态修复机制在内的自然保护区矿业权退出机制,以期破解我国自然保护区矿业权退出难题,并推动退出工作有序进行。  相似文献

This paper analyses the role of exploration in the worldwide supply of iron and aluminum by (1) reviewing changes in the level and geographic distribution of exploration since 1945, (2) studying important discoveries, and (3) comparing exploration's role in iron and aluminum supply with its role in the supply of other metals. It finds that even though exploration and discovery of new deposits account for part of the tremendous postwar expansion in the level and geographic distribution of iron ore and bauxite production, most of the areas that became major producers were known to contain significant mineralization long before detailed evaluation, development, and mining occurred. These areas needed increased consumer demand, lower ocean freight costs, or improved processing techniques to become economically attractive. Iron and aluminum are easier-to-find yet harder-to-process, and compared with other metals, discovering a better deposit will not reduce overall costs to the same degree as other cost-reducing forms of investment.  相似文献

This paper presents the results of a survey of multinational mining companies pertaining to the ranking of countries for non-fuel minerals exploration in the early 1990s. It ranks countries in order of greatest exploration interest in the early 1990s, as well as countries that have geologic potential but unacceptable investment climates. It provides a list of priority commodities for exploration, the criteria for exploration levels, critical and negotiable factors in selecting countries for exploration, and the investment climate ratings of countries where exploration is probable in the early 1990s. The results of the survey indicate that major minerals exploration activities are concentrated in a small number of countries. Political and economic reforms around the world should increase the number of countries receiving active private sector minerals exploration in the 1990s.  相似文献

Sustainable development involves meeting the needs of human societies while maintaining viable biological and physical Earth systems. The needs include minerals: metals, fuels, industrial and construction materials. There will continue to be considerable demand for virgin mineral resources, even if levels of recycling and efficiency of use are optimal, and rates of population growth and globalisation decrease significantly. This article aims to stimulate debate on strategic issues for minerals supply. While the world has considerable stocks of mineral resources overall, international considerations of the environmental and social aspects of sustainable development are beginning to result in limitations on where mining will be conducted and what types of deposits will be mined. Current and emerging trends favour large mines in parts of the world where mining can be conducted within acceptable limits of environmental and social impact. Finding new deposits that meet such criteria will be all the more challenging given a disturbing global decline in the rate of discovery of major economic resources over the last decade, and the decreasing land area available for exploration and mining.
To attract responsible exploration and mining, governments of mining nations will need to provide: regional-scale geo-scientific datasets as required to attract and guide future generations of exploration; resource access through multiple and sequential land use regimes, and frameworks for dealing with indigenous peoples' issues; and arrangements for consideration of mining proposals and regulation of mines that ensure responsible management of environmental and social issues.
The minerals industry will need to continue to pursue advances in technologies for exploration, mining, processing, waste management and rehabilitation, and in public reporting of environmental and social performance.  相似文献

Mineral reserves are unevenly and erratically distributed throughout the world; those countries which were intensively explored in the past — the USA, Canada, the USSR, Australia, South Africa, and a limited number of Asian, African, and Latin American countries — control a large share of many of the industrially important metallic minerals. Current attitudes towards exploration and the mining industry in both the developed and the less developed countries should clearly encourage rather than discourage new exploration. Given an increase in exploration, new reserves may well be found in previously unexplored areas, but any major increase in world mineral supplies will probably come from mining very low- grade deposits and developing new methods of mining and processing non-conventional ores. While it is vital to increase research and development in exploration techniques and mining and processing technology, it is also critical to maintain current levels of consumption and trade by reversing the trend towards trade restriction on the part of some of the less developed countries who are important mineral exporters.  相似文献

Over the last fifteen years, large-scale mining companies have started engaging in Corporate Social Responsibility (CSR), with the aim of contributing to developing local communities affected by their operations. Large-scale mining companies, together with the World Bank, have formulated voluntary principles and benchmarks to guide these company–community relations. Recently, it has been argued that CSR is also crucial in the early stages of exploration. Nowadays, mining consultants propagate a process approach to company–community relations, from early exploration to post-mining planning.  相似文献

Detailed research by the Commodities Research Unit (CRU) reveals a wide variation in direct operating costs at copper smelters and refineries. The cost curve for smelters is almost a straight line, indicating that so far there has been no levelling of costs as there has been in the mining industry. Operating costs at smelters using reverberatory furnaces are well below costs at plants using modern technology, but this apparent paradox is shown to be a reflection of location. CRU argues that costs are an important determinant of smelter/refinery competitiveness, but that other factors such as location and tariffs are also significant. Operating margins world-wide show enormous variations, but companies' increasing interest in their processing operations, coupled with changes in tariffs, are predicted to lead to a much more competitive market.  相似文献

The aim of this paper is to review the progress made so far in liberalizing the mining sector in India and to flag important aspects that still need attention. It is argued that successful liberalisation of the mining sector is contingent upon the liberalisation of the coal sector, which is the largest mining sector and is still being effectively controlled. Only after the liberalisation of the coal sector, larger private participation could be feasible, which in turn would reduce the cost of production and improve efficiency by introducing the state of the art technologies. The liberalisation of the coal sector is also important from the point of view of growing energy needs of India.  相似文献

Overseas mineral exploration and mining investment by Australian companies increased dramatically from the early 1990s until 1997. In the wake of the Asian economic crisis and lower commodity prices it declined somewhat in 1998 and 1999. Reflecting their international competitiveness, Australian resource companies were actively involved in projects in about eighty nations in 1999. This study assesses the extent of growth in exploration and mining operations, the distribution between large and small companies and the changing regional focus which has been occurring. It also reflects on some of the key influences on this development. These include a strong domestic finance sector, supporting mining services provision, technological competitiveness, a growing attractiveness of offshore locations and increasing structural impediments at home.  相似文献

Financial markets recognise maximisation of expected value (E), in an essentially risk-neutral context, as the main corporate financial objective of private enterprise. This may be valid for large, integrated mining companies. Yet, most junior and middle-size exploration companies behave in a risk-averse fashion when making decisions about progressively more expensive exploration programs. From their perspective, a potential increase in expected value from either an increase in target value or related probability of discovery, or both, may not be a sufficient incentive to embark in an exploration programme if the resultant increase in expected value is accompanied by a significant increase in possible maximum loss. Risk-averse explorers may be unwilling to bear larger, albeit less probable losses, when the cost of successive exploration programmes is taken into account. The paper provides a practical methodology for such explorers to optimise the decision whether to progress to the next stage of exploration or to farm out a risky project. It uses a decision-tree model incorporating the effectiveness of the proposed exploration programme, the explorer's risk tolerance and related utility values and the probability distribution of the possible value of the exploration target.  相似文献

The Sydney Showground was the scene for a major international exhibition of mining and exploration equipment - AIMEX '79. In conjunction with this was held the Australian Mining Symposium, organized by Thomson Publications (Aust) Pty Ltd, and sponsored by the Australian Mining Industry Council. The symposium, entitled ‘Projections for the future in mining and exploration— political, economic and global’, included a number of papers of wide interest, with two or three papers of much narrower technical appeal. Whereas the ultimate world supply of minerals is controlled by geological factors, the actual supply at any particular time is controlled by economic factors. Mineral production is a function of investment in exploration, mining, and processing - and research in these fields. Given the long lead time between a decision to explore and actual production from any deposit found, the increasing difficulty of finding deposits in the well prospected parts of the world, the political barriers to exploration in the less developed countries, the energy barriers to mining and processing ever lower grade ores, and the lengthy time required to develop new exploration, extraction, and processing techniques, adjustments in supply in response to changes in demand cannot be assumed to be automatic.  相似文献

This paper considers technical measures and policy initiatives needed to improve environmental management in the Portovelo-Zaruma mining district of southern Ecuador. In this area, gold is mined by a large number of small-scale and artisanal operators, and discharges of cyanide and metal-laden tailings have had a severe impact on the shared Ecuadorian-Peruvian Puyango river system. It is shown to be technically possible to confine mining waste and tailings at a reasonable cost. However, the complex topography of the mining district forces tailings management to be communal, where all operators are connected to one central tailings impoundment. This, in turn, implies two things: (i) that a large number of operators must agree to pool resources to bring such a facility into reality; and (ii) that miners must move away from rudimentary operations that survive on a day-to-day basis, towards bigger, mechanized and longer-term sustainable operations that are based on proven ore reserves. It is deemed unlikely that existing environmental regulations and the provision of technical solutions will be sufficient to resolve the environmental problems. Important impediments relate to the limited financial resources available to each individual miner and the problems of pooling these resources, and to the fact that the main impacts of pollution are suffered downstream of the mining district and, hence, do not affect the miners themselves. Three policy measures are therefore suggested. First, the enforcement of existing regulations must be improved, and this may be achieved by the strengthening of the central authority charged with supervision and control of mining activities. Second, local government involvement and local public participation in environmental management needs to be promoted. Third, a clear policy should be defined which promotes the reorganisation of small operations into larger units that are strong enough to sustain rational exploration and environmental obligations. The case study suggests that mining policy in lesser-developed countries should develop to enable small-scale and artisanal miners to form entities that are of a sufficiently large scale to allow adequate and cost-effective environmental protection.  相似文献

Australia has been a leading mining nation and its mines continue to attract substantial investment due to its strong mineral endowment, mining tradition and high skills base. In recent years Australian mining companies have been facing higher labour costs, which need to be offset by other savings. Automating mine-site machinery offers one potential source of such savings.Underground mines pioneered automated technology largely for safety and mine accessibility reasons and to reduce operating costs. Yet these operations now represent a much smaller portion of the total ore tonnes mined due to the changing mining techniques meaning larger lower grade deposits are becoming economic. It appears the future of mine automation will be directed by surface mining as this maturing technology finds further applications above ground and in the next decade large scale open pit automation trials gain more momentum.This paper assesses the implications of introducing driverless haul trucks in a typical large remote Australian open-pit mine. Such automation will save employee and associated costs, increase operational productive hours and ultimately will reduce mine site workforce numbers. While there will be fewer jobs per mine, with reduced costs and higher productivity some previously uneconomic mines may again be profitable.The social implications of greater mine site automation are the reduction in population of remote mining towns and a decrease in the lower skilled labour requirements for the mining sector. There will be an increase in fly-in fly-out mining operations and companies will establish remote control centres for automated mines in larger cities. This may decrease overall labour requirements and so reduce employment in the sector; therefore, the government should be mindful of implementing policies that ensure a fair return on the economic rent of mineral leases.  相似文献

Surface coal mining operations alter landscapes of the Appalachian Mountains, United States, by replacing bedrock with mine spoil, altering topography, removing native vegetation, and constructing mine soils with hydrologic properties that differ from those of native soils. Research has demonstrated hydrologic effects of mining and reclamation on Appalachian landscapes include increased peakflows at newly mined and reclaimed watersheds in response to strong storm events, increased subsurface void space, and increased base flows. We review these investigations with a focus on identifying changes to hydrologic flow paths caused by surface mining for coal in the Appalachian Mountains. We introduce two conceptual control points that govern hydrologic flow paths on mined lands, including the soil surface that partitions infiltration vs. surface runoff and a potential subsurface zone that partitions subsurface storm flow vs. deeper percolation. Investigations to improve knowledge of hydrologic pathways on reclaimed Appalachian mine sites are needed to identify effects of mining on hydrologic processes, aid development of reclamation methods to reduce hydrologic impacts, and direct environmental mitigation and public policy.  相似文献

A Contrast is made between indigenous resource rights in North America and Australia. The extent to which the indigenous people of these two continents may prevent mining and exploration on their land is examined. It is demonstrated that whereas some Australian Aboriginals have recently acquired limited veto rights to prevent development, the veto rights of the indigenous people in North America are long-standing and unqualified. In addition, the terms and conditions of mining and petroleum agreements which have been entered into by indigenous people in North America are discussed. These agreements are shown to be better than agreements signed with Australian Aboriginals.  相似文献

This article examines both the positive and negative socio-economic impacts of small-scale mining in developing countries, and outlines some key measures for improving sustainability in the sector. It is important to clarify that, in spite of experiencing its share of environmental- and health-related problems that adversely impact human quality-of-life, small-scale mining plays a pivotal role in alleviating poverty in the developing world, and contributes significantly to national revenues and foreign exchange earnings. Though these important socio-economic contributions make small-scale mining an indispensable economic activity, there is an obvious need for improved sustainability in the industry, more specifically, for operations to resolve pressing problems, many of which have wide-ranging impacts. However, because most small-scale mines are low-tech and employ poorly trained uneducated people, it is difficult for the sector to improve on its own. Thus, governments and regional international bodies must play an expanded role in bridging critical information, techno-logic and economic gaps. It is concluded that governments and regional organizations could accomplish much in the way of improved sustainability in the small-scale mining industry by: (1) legalizing small-scale mining and implementing sector-specific legislation; (2) contributing to community development and providing increased economic support; and (3) providing training and educational assistance, and playing an expanded role in the dissemination and transfer of important technologies.  相似文献

China has embarked on major economic and social changes to revitalize the Chinese economy, increase labor productivity, and improve the material standard of living of the Chinese people. This paper assumes that China will achieve its goal of a per capita income of US$800 in 2000, open-door policies will be maintained, and nonfuel mineral commodity consumption will increase as GDP per capita increases. Projections are made of production, trade and consumption of 14 nonfuel minerals for the period 1985–2005. China is projected to increase its net imports to these 14 minerals from about US$5000 million in 1985 to about US$12000 million in constant dollars in 2005. China's investment climate will become more favorable for those multinational companies that bring with them clear comparative advantages in minerals exploration, mining and processing technologies and marketing, and are prepared to develop in-depth Chinese expertise.  相似文献

Since 1985, there has been rapid growth in the presence of Australian exploration and mining companies in Africa. This paper sets out the reasons for the interest of those companies, now 20 in number, in various African mineral opportunities. Australian companies spent about US$16 million in 1992 on African exploration and evaluation, with over US$130 million spent on new mine development or expansion. The 20 Australian companies operate in 16 African countries, with two areas of focus, West Africa and Southern Africa. Using the responses to a survey sent to Australian companies operating in Africa in 1991, and to companies known to be interested in prospects there, the paper identifies and categorizes the policy and regulatory requirements needed by investors. Although a gloomy picture has often been painted of investment in Africa, Australian companies recognize that their risk taking, in the light of a declining investment climate in other mining areas, could promote a renaissance of world-scale mining in Africa.  相似文献
