Increased interest in environmental change issues has led researchers to consider more integrated approaches to change dynamics. This paper examines change in terms of land degradation in north-central Botswana from both biophysical and human perspectives. Although seasonal and periodic droughts were prevalent, analysis of rainfall data over the past 70 years revealed no downward trend. However, indicators of declining productivity such as soil erosion, loss of vegetation cover, and a declining groundwater table were amply evident. The GIS analysis of remotely sensed data has shown that complete vegetation recovery after drought is not taking place, particularly in the south-central part of the study area. These areas contained the highest human and livestock population densities. The local people acknowledged facing increasing resource depletion and indicated drought as the main cause. Pressures on available resources, particularly during drought periods, appeared to have impeded the regenerative capacity of the natural vegetation cover, thereby inducing land degradation. This situation may not easily be rectified because of widespread poverty and inappropriate local perceptions of the solutions. Both of these hinder the adoption of sustainable land management.  相似文献

Summary In spite of the increased awareness about many environmental problems, degradation and pollution of the natural environment by human actions still continue on a large scale. Some of the main reasons for man's continued abuse of the natural environment are the short-term nature of the economic planning process, which largely ignores the negative long-term effects of economic production on the environment (e.g. pollution), and the fact that the pricing system mainly concentrates on man-made goods and services while considering most natural resources to be free goods.This paper argues that environmental functions (i.e. natural goods are services) are at least as important to human welfare as man-made goods and services and should, therefore, be included in economic accounting procedures. To this end, it is suggested to replace the term natural resources by the concept of environmental functions and, efforts should be undertaken to increase our understanding of the ecological and socio-economic benefits of environmental functions to human society. The environmental planning and management of the Assarawat highlands of south-western Saudi Arabia are currently confronted by difficult problems. Deforestation is caused either by natural or intentional forces. Natural factors are limited to lightning fire and drought, while intentional forces include vandalism caused by the burning or cutting of preserved forests. Such vandalism continues despite the tremendous efforts of afforestation and preservation by several government agencies, especially the Ministry of Agriculture and Water, the National Commission for Wildlife Conservation and Development and by the municipalities of the cities and towns in the region. For centuries, local inhabitants of the Assarawat highlands have successfully established environmental planning and management strategies which balanced the settlements' growth and natural resource uses according to Islamic laws, and the tribal self-government of each settlement and tribal region. Following the establishment of the Kingdom of Saudi Arabia in 1932, the land management system started to change from tribal-based, where every tribe used to manage its local territory, to State authority. The creation of the State witnessed the unification of various fragmented tribes of Saudi Arabia into one government. This meant that environmental planning and management moved from local/regional towards a national control. This investigation proposes that the local/regional planning and management practised by the tribes could be viably utilized today. As in the past, the implementation of these practices could protect the natural environment of the locality and region and regularize their exploitation rationally, as long as vernacular people implement them. Today environmental planning and management need to be based on strategies of local requirements that enable the indigenous people to plan and manage the use of the resources.  相似文献

The coastal zone of Ghana is home to about a quarter of the total population of the country and its importance has been well emphasised in policy documents, such as the Ghana Shared Growth and Development Agenda, the National Climate Change Policy as well as the National Environmental Policy. However, environmental degradation remains a critical issue as dependence on coastal natural resources continues to increase, and its effect is being felt more strongly by certain groups than others. This paper identifies women as key stakeholders, and through an empirical assessment highlights the need to factor their environmental attitudes and values into efforts to manage the coast in an integrated manner. The results show that respondents generally had positive environmental attitudes, which did not translate to good environmental behaviour. Respondents placed the greatest importance on the coastal natural resources as sources of wealth creation and of food, values which are often described as being “anthropocentric”. Hence, initiatives that could win the support of the local people and also help manage coastal resources effectively are those that link the livelihoods and well-being to coastal natural resource management.  相似文献

Summary Australia's first National Environment Statement focuses on the substantial ecologic and economic impacts of land degradation, primarily in the significant agricultural mega-region of the Murray-Darling Basin. But the Statement only summarises existing policies to show a A$500 million spending programme on the environment. Inescapable, is the conclusion that economic growth as present and projected, and environmental sustainability, cannot co-exist in the long term. Levels of awareness of Australia's diverse environmental concerns were measured but no targets or future achievements were chartered — so how is effective management to be attained? The proposed significant and rapid devolution of power for action to local government, catchment management groups and community associations is a welcome development but this must be supported by adequate technical information and guidance by government.Dr Diana G. Public trust in organizations focused on improving environmental quality is important for increasing awareness and changing behaviors that have water quality implications. Few studies have addressed trust in soil and water quality information sources, particularly for both agricultural and nonagricultural respondents of the same watersheds. Surveys in 19 watersheds across five states in the Midwest assessed trust in, and familiarity with, soil and water quality information sources. Overall, respondents most trusted University Extension, Soil and Water Conservation Districts, and the Natural Resource Conservation Service, while lawn care companies, environmental groups, and land trusts were less trusted. Significant differences in trusted sources were found between watersheds, and between agricultural and nonagricultural respondents across and within watersheds. Among agricultural respondents, a clear relationship exists between familiarity and trust; as familiarity with an organization increases, so too does level of trust. This relationship is less clear‐cut for nonagricultural respondents in this region. We highlight implications of these findings for soil and water quality outreach efforts.  相似文献

Land degradation is a great threat for the future and it requires great effort and resources to ameliorate. The major causes of land degradation in Ethiopia are the rapid population increase, severe soil loss, deforestation, low vegetative cover and unbalanced crop and livestock production. Inappropriate land-use systems and land-tenure policies enhance desertification and loss of agrobiodiversity. Utilization of dung and crop residues for fuel and other uses disturbs the sustainability of land resources. The supply of inputs such as fertilizer, farm machinery and credits are very low. The balance between crop, livestock, and forest production is disturbed, and the farmer is forced to put more land into crop production. For environmentally and socially sustainable development, there is an urgent need to promote awareness and understanding of the interdependence of natural, socioeconomic, and political systems at local and national levels. Understanding the current status and causes of land degradation is very important. This paper reveals the important elements of land degradation in Ethiopia and suggests possible solutions that may help to ameliorate the situation.  相似文献

Pastoralism is the most dominant land use form in the arid rangelands of Sub-Saharan Africa, but this rangeland-based lifestyle is under threat. As a consequence a study was conducted in the Middle Awash Valley of Ethiopia with the main objectives of assessing and comparing the broad perceptions of two pastoral groups (the Oromo ethnic group living in Kereyu-Fantale and the Afar ethnic group living in Awash-Fantale) on the usage of the existing rangeland resources, and their views on constraints and possible solutions. Data were collected from 90 Oromo and 55 Afar households. Despite the difference in ethnicity both of these groups share common problems. They derive their main income from the sale of animals and animal products, but with the difference that milk products rank first in the case of the Afar and last in the case of the Oromo. Both pastoral groups depend heavily on native grasses for animal feed and to a lesser extent on woody plants as a source of browse. The majority of respondents were of the opinion that the condition of the rangelands is poor, mainly due to overgrazing, droughts and increases in the human population. Availability of water is also regarded as a problem, mainly by the Oromo. Migration is the first measure taken to solve shortages of livestock feed, but many of the pastoralists replied that migration is an undesirable practise which is mostly done out of necessity. Because of the limited resources most respondents of both groups still prefer communal land tenure where resources are shared. It is concluded that the problems facing the pastoralists in the Middle Awash Valley have been created over many years and the solutions will also require time. With the current approach of the communal grazing systems, sustainable utilisation of the rangeland ecosystem is not possible. Solutions to the poor condition of the existing rangelands will require a definite commitment and full participation not only of the pastoralists, but also of government and non-governmental organisations that are directly or indirectly involved in rangeland resources utilisation, management, conservation and other related activities.  相似文献

/ Management problems arise in semiarid rangeland that are characterized by marked wet and dry seasons because of forage deficiencies in the dry season. These natural vegetation rangelands can sustain livestock all year long when forage and senesced grass are available into the dry season. Seasonal range condition data are required to provide a basis for pasture management to help locate dry season cover and thereby minimize overstocking and degradation. The generation of seasonal data using Thematic Mapper (TM) imagery was undertaken to assess changes in natural vegetation cover in the southern Botswana Kalahari. Visual analysis of spectral reflectance curves, the development of spectral separability indexes, and conventional classification analysis techniques were used to identify and differentiate rangeland features. Results from reflectance curves indicated that most rangeland cover types could be preferentially distinguished using mainly wet season data, especially on the longer TM wavebands, and that range feature differentiation was more problematic on darker soils than on lighter soils. Spectral separability indexes (SSIs) confirmed that range feature separation varied considerably as a function of waveband and was more effective in the wet than the dry season. The SSIs also showed that range feature differentiation in both seasons was most effective using a combination of the chlorophyll absorpance band (TM3) and two mid-infrared bands (TM5 and TM7). Wet season data were more effectively classified in terms of range features than dry season data although some class similarity was inferred across the two classified data sets. The work shows that overall trends may be generated by comparing seasonal data sets, thereby providing an overall basis for dry season decision making. However, particular problems arise within the dry season data sets probably because of spectral similarities between shadow and darkened vegetation cover, thereby implying that further work is needed. ABSTRACT: Integrated watershed management in the Lower Mississippi Alluvial Plain (Delta) requires blending federal, state, and local authority. The federal government has preeminent authority over interstate navigable waters. Conversely, state and local governments have authority vital for comprehensive watershed management. In the Delta, integrating three broad legal and administrative regimes: (1) flood control, (2) agricultural watershed management, and (3) natural resources and environmental management, is vital for comprehensive intrastate watershed, and interstate river basin management. Federal Mississippi River flood control projects incorporated previous state and local efforts. Similarly, federal agricultural programs in the River's tributary headwaters adopted watershed management and were integrated into flood control efforts. These legal and administrative regimes implement national policy largely in cooperation with and through technical and financial assistance to local agencies such as levee commissions and soil and water conservation districts. This administrative infrastructure could address new national concerns such as nonpoint source pollution which require a watershed scale management approach. However, the natural resources and environmental management regime lacks a local administrative infrastructure. Many governmental and non governmental coordinating organizations have recently formed to address this shortcoming in the Delta. With federal and state leadership and support, these organizations could provide mechanisms to better integrate natural resources and environmental issues into the Delta's existing local administrative infrastructure.  相似文献

Rangelands represent one of the most important natural resources in mountainous regions of northern Nepal. However, a poor understanding of the social dimensions of rangeland use has limited their proper management and sustainable development, which represent major challenges for Nepal's resource managers. Institutional development is thought to be a viable solution to this problem and may ultimately lead to improved rangeland management in Nepal. Based on this hypothesis, a study was conduced in the Rasuwa district of northern Nepal to examine the effectiveness of institutional development at the local and national levels in mitigating the problems facing sustainable rangeland management by using an institutional analysis and development (IAD) framework. The information and data were mainly collected from different stakeholders, farmers, professionals and practitioners using a toolkit of participatory rural appraisal (PRA), workshops and literature review. It can be concluded from this case study that a number of institutional development efforts are needed to promote sustainable rangeland management in this region. First, local herders represent a repository of rich indigenous knowledge essential to sustaining sound rangeland management practices; hence, indigenous practices need to be integrated into modern technologies. Second, public services and technical support are currently unavailable or inaccessible to local herders; hence, research, development and extension interventions need to be initiated for marginalized pastoral communities. Third, rangeland institutions are incomplete and ill-organized, so institutional development of various organizations is necessary for promoting sustainable rangeland management. Fourth, the policies and governance necessary for promoting rangeland management are not well-designed; hence, governance reform and policy development need to be formulated through internal and external agencies and organizations.  相似文献

The Chinese government has recently been attaching increasing importance to the application of effective legal tools to tackle land degradation (LD) issues. Based on the concept of sustainable development, China began developing and reaping the benefits of environmental and natural resources legislation including LD control regulations in the 1990s. In the past three years, some central‐western provinces in China have been implementing a “ People's Republic of China/Global Environment Facility (PRC/GEF ) Partnership on LD Control of Dryland Ecosystems”, which is based on an integrated ecosystem management (IEM) approach. IEM is designed to achieve a balanced, scientific and participatory approach to natural resources management, which creates the potential to improve the quality of Chinese environmental law and policy procedures. The paper studies the existing Chinese national laws and regulations pertinent to LD control within 9 areas covering land, desertification, soil erosion, grassland, forest, water, agriculture, wild animals and plants, and environment protection in detail, against IEM principles and basic legal elements. The main objective is to identify problems and provide feasible solutions and recommendations for the improvement of the existing laws and regulations. The authors conclude that the development of an improved national legislative framework is essential if LD control is to be successfully achieved. This paper describes the problems encountered in developing environmental education in Federal protected areas in Brazil. Results of a survey on the current status of environmental education in four categories of Federal protected areas; namely national parks, biological reserves, ecological stations and environmental protection areas, are described and discussed. The study suggests that the development of environmental education in protected areas in the country has several limitations: financial resources, lack of training, material resources and a lack of policy on environmental education. It also identifies that some of these problems seem to be inter-related with those of the National System of Conservation Units of the country which may result in a retarding of the development of environmental education in such areas.  相似文献

Wetlands are critical natural resources in developing countries where they perform a range of environmental functions and provide numerous socio-economic benefits to local communities and a wider population. In recent years, however, many wetlands throughout eastern Africa have come under extreme pressure as government policies, socio-economic change and population pressure have stimulated a need for more agriculturally productive land. Although wetland drainage and cultivation can make a key contribution to food and livelihood security in the short term, in the long term there are concerns over the sustainability of this utilization and the maintenance of wetland benefits. This article draws upon recent research carried out in western Ethiopia, which addressed the sustainability of wetland agriculture in an area of increasing food insecurity and population pressure. It discusses the impacts of drainage and cultivation on wetland hydrology and draws attention to local wetland management strategies, particularly those characterized by multiple use of wetlands, where agriculture exists alongside other wetland uses. The article suggests that where multiple wetland uses exist, a range of benefits can be sustained with little evidence of environmental degradation. Ways of promoting and empowering such sustainable wetland management systems are discussed in the context of the wider need for water security throughout the region.  相似文献

There has been a shift in natural resource management worldwide. This paper describes how modern institutions and policies influence management and shape access to and utilization of resources by rural communities in the Okavango Delta, Botswana. It is rooted in the framework of adaptive co‐governance within social‐ecological systems, and employs a critical literature review to analyse access to and use of natural resources in rural Botswana. Prior to the establishment of community‐based natural resource management (CBNRM) in Botswana in 1989, resource governance was dominated by strong traditional institutions that were responsible for natural resource management and decision‐making. Contemporary natural resource governance is characterized by a bureaucratic system that invariably undermines the role of traditional institutions in natural resource governance. Findings indicate that policies and regulatory instruments deny rural communities adequate access to and utilization of resources available within their immediate environment. In spite of an orientation towards an anthropocentric approach to natural resource management (as in the case of CBNRM), the current governance system continues to undermine the inclusion of local resource users as legitimate stakeholders in the decision‐making process.  相似文献

Conditions of environmental pollution and degradation in Asia are among the worst in the world. Rapid economic growth and industrialization over the past half century have accelerated the pollution of air, water, and land resources in a region with the world's largest concentration of population. As the economics of Asia recover from financial crisis in the late 1990s, they will face a more serious environmental crisis in the early years of the 21st century. Remediation of soil and water contamination will become a stronger concern in the region, as the human health impacts become more visible and widespread. Although environmental remediation is only beginning to emerge in Asia as a solution to problems of natural resource degradation, the authors show how U.S. firms with experience in quality environmental management and biological remediation technologies will find new opportunities for exports and technology transfer. Environmental technology and services firms interested in Asia must understand both the opportunities for and barriers to operating in Asia.  相似文献

Environmental accounts bring together economic and environmental information in a common framework to measure the contribution of the environment to the economy and the impact of the economy on the environment. They enable governments to set priorities, monitor economic policies more precisely, enact more effective environmental regulations and resource management strategies, and design more efficient market instruments for environmental policies. This article uses examples from the regional environmental accounting programme in southern Africa to demonstrate the usefulness of environmental accounts to policy-making and natural resource management. The examples address the contribution of natural capital endowments (minerals and fisheries) to sustainable development in Botswana and Namibia; the economic importance of non-market forest goods and services in South Africa; and the socio-economic impact of current water allocation and pricing policies in Botswana, Namibia and South Africa. While there are many additional policy applications, these few provide a powerful argument for the use of environmental accounts in all countries.  相似文献

This article analyzes the official and non-official responses of Filipinos to the depletion of some renewable natural resources (particularly water quality). Contrary to popular assumption, and contrary to official statements of the Philippine government at international conferences, it appears that environmental depletion is a political issue in the Philippines. The reasons for the salience of resource and environmental issues are discussed. The dilemma of the Philippine government is that it is committed to economic progress, but the resources which make that progress possible are in short supply. Timber, soil and clean water are endangered by deforestation, erosion and pollution. However, conservation and environmental protection are expensive in the short run. The Philippines faces a problem common to developing tropical countries.  相似文献

River restoration is becoming a priority in many countries because of increasing the awareness of environmental degradation. In Europe, the EU Water Framework Directive (WFD) has significantly reinforced river restoration, encouraging the improvement of ecological status for water bodies. To fulfill the WFD requirements, the Spanish Ministry of the Environment developed in 2006 a National Strategy for River Restoration whose design and implementation are described in this paper. At the same time many restoration projects have been conducted, and sixty of them have been evaluated in terms of stated objectives and pressures and implemented restoration measures. Riparian vegetation enhancement, weir removal and fish passes were the most frequently implemented restoration measures, although the greatest pressures came from hydrologic alteration caused by flow regulation for irrigation purposes. Water deficits in quantity and quality associated with uncontrolled water demands seriously affect Mediterranean rivers and represent the main constraint to achieving good ecological status of Spanish rivers, most of them intensively regulated. Proper environmental allocation of in-stream flows would need deep restrictions in agricultural water use which seem to be of very difficult social acceptance. This situation highlights the need to integrate land-use and rural development policies with water resources and river management, and identifies additional difficulties in achieving the WFD objectives and good ecological status of rivers in Mediterranean countries.  相似文献
