Landfill siting is a difficult, complex, tedious, and protracted process requiring evaluation of many different criteria. This paper presents a fuzzy multicriteria decision analysis alongside with a geospatial analysis for the selection of landfill sites. It employs a two-stage analysis synergistically to form a spatial decision support system (SDSS) for waste management in a fast-growing urban region, south Texas. The first-stage analysis makes use of the thematic maps in Geographical information system (GIS) in conjunction with environmental, biophysical, ecological, and socioeconomic variables leading to support the second-stage analysis using the fuzzy multicriteria decision-making (FMCDM) as a tool. It differs from the conventional methods of integrating GIS with MCDM for landfill selection because the approach follows two sequential steps rather than a full-integrated scheme. The case study was made for the city of Harlingen in south Texas, which is rapidly evolving into a large urban area due to its vantage position near the US-Mexico borderlands. The purpose of GIS was to perform an initial screening process to eliminate unsuitable land followed by utilization of FMCDM method to identify the most suitable site using the information provided by the regional experts with reference to five chosen criteria. Research findings show that the proposed SDSS may aid in recognizing the pros and cons of potential areas for the localization of landfill sites in any study region. Based on initial GIS screening and final FMCDM assessment, "site 1" was selected as the most suitable site for the new landfill in the suburban area of the City of Harlingen. Sensitivity analysis was performed using Monte Carlo simulation where the decision weights associated with all criteria were varied to investigate their relative impacts on the rank ordering of the potential sites in the second stage. Despite variations of the decision weights within a range of 20%, it shows that "site 1" remains its comparative advantage in the final site selection process.  相似文献

Fuzzy assessment of land suitability for scientific research reserves   总被引:1,自引:0,他引:1  
Evaluating the characteristics of a set of sites as potential scientific research reserves is an example of land suitability assessment. Suitability in this case is based upon multiple criteria, many of which can be linguistically imprecise and often incompatible. Fuzzy logic is a useful method for characterizing imprecise suitability criteria and for combining criteria into an overall suitability rating. The Ecosystem Management Decision Support software combined a fuzzy logic knowledge base we developed to represent the assessment problem with a GIS database providing site-specific data for the assessment. Assessment of sites as a potential natural reserve for the new University of California campus at Merced demonstrates the benefits of fuzzy suitability assessment. The study was conducted in three stages of successively smaller assessment regions with increasingly fine spatial resolution and specificity of criteria. Several sites were identified that best satisfy the suitability criteria for a reserve to represent vernal pool habitat.  相似文献

ABSTRACT: Geographic Information Systems (GIS) technology is used to identify candidate sites for a solid waste disposal facility in the Gölbasi region of Turkey that has suffered from the negative impact of a current but poorly-located open-dump site on the environment. The municipality of Gölbasi has noticed its deleterious effect on the environment, and has thus decided to dismiss this open-dump site and search for new landfill sites. In this study, the procedure followed under a GIS framework rejects the unacceptable sites considering environmental factors exclusively, other than economic and political issues, contained in the form of multiple layers of attribute information to select the candidate sites for landfilling wastes through an overlay analysis performed by GIS software, ARC/INFO V 7.1. For the spatial data requirements of GIS, a number of thematic map layers (ground water, wetlands and swamp areas, surface water, roads, topographic contours, ecological features, settlements, erosion susceptibility zones, and soil type) are prepared in digital form. In this application, GIS is considered as a screening tool in a site selection process to narrow the number of candidate sites, subsequently leading to one or more sites for detailed investigation. Preliminary ranking for a group of potential sites is done on the basis of simple calculations coupled with on-site field studies.  相似文献

Multiple criteria evaluation (MCE) is often used with GIS to identify suitable sites for multi-purpose development such as ecotourism. Typically, expert or stakeholder consultation is used to identify weights reflecting the relative importance of map layers representing different criteria. The objective of this study was to evaluate a new consultative approach to GIS-based MCE, using ecotourism development in Kurdistan, Iraq, as a case study. In an initial and follow-up consultation, stakeholders were asked not only to assess the relative importance of different map layers for ecotourism development, but also to identify specific sites suitable for ecotourism. Seventy-eight ecotourism destinations nominated by participants had significantly higher MCE scores than a set of 58 locations chosen without reference to stakeholders (t-test = 21.16; p < 0.001). The approach thus provides a straightforward means of assessing the consistency of stakeholder input into MCE and could be adapted for use in other site suitability assessments.  相似文献

Geographic information systems (GIS) are potentially powerful collections of tools which planners can use in the manipulation and analysis of spatial information. One traditional area of interest in this context is site search. Here, the functionality of GIS is, however, limited to certain deterministic analyses which serve merely as a computerised automation of the manual sieve mapping approach. The integration of multicriteria evaluation (MCE) techniques with GIS, is forwarded as a means of providing the user with the means to evaluate sites identified by sieve mapping techniques on the basis of multiple and conflicting criteria and objectives. An example application based on the search for suitable radioactive waste disposal sites in Britain using the Arc/Info GIS is included. The potential use of a combined GIS/MCE approach in the development of spatial decision support systems (SDSS) is considered.  相似文献

A ranking system for contaminated sites based on comparative risk methodology using fuzzy Preference Ranking Organization METHod for Enrichment Evaluation (PROMETHEE) was developed in this article. It combines the concepts of fuzzy sets to represent uncertain site information with the PROMETHEE, a subgroup of Multi-Criteria Decision Making (MCDM) methods. Criteria are identified based on a combination of the attributes (toxicity, exposure, and receptors) associated with the potential human health and ecological risks posed by contaminated sites, chemical properties, site geology and hydrogeology and contaminant transport phenomena. Original site data are directly used avoiding the subjective assignment of scores to site attributes. When the input data are numeric and crisp the PROMETHEE method can be used. The Fuzzy PROMETHEE method is preferred when substantial uncertainties and subjectivities exist in site information. The PROMETHEE and fuzzy PROMETHEE methods are both used in this research to compare the sites. The case study shows that this methodology provides reasonable results.  相似文献

The Serbian National Waste Management Strategy for the Period 2010–2019, harmonized with the European Union Directives, mandates new and very strict requirements for landfill sites. To enable analysis of a number of required qualitative and quantitative factors for landfill site selection, the traditional method of site selection must be replaced with a new approach. The combination of GIS and the Analytic Hierarchy Process (AHP) was selected to solve this complex problem. The Srem region in northern Serbia, being one of the most environmentally sensitive areas, was chosen as a case study. Seventeen factors selected as criteria/sub-criteria were recognized as most important, divided into geo-natural, environmental, social and techno-economic factors, and were evaluated by experts from different fields using an AHP extension in Arc GIS. Weighted spatial layers were combined into a landfill suitability map which was then overlapped with four restriction maps, resulting in a final suitability map. According to the results, 82.65% of the territory of Srem is unsuitable for regional landfill siting. The most suitable areas cover 9.14%, suitable areas 5.24%, while areas with low and very low suitability cover 2.21 and 0.76% of the territory, respectively. Based on these findings, five sites close to two large urban agglomerations were suggested as possible locations for a regional landfill site in Srem. However, the final decision will require further field investigation, a public acceptance survey, and consideration of ownership status and price of the land.  相似文献

Site selection is an important and necessary issue for waste management in fast-growing regions. Because of the complexity of waste management systems, the selection of the appropriate solid waste landfill site requires consideration of multiple alternative solutions and evaluation criteria. Based on actual conditions of the study area, we considered economic factors, calculated criteria weights using the analytical hierarchy process (AHP), and built a hierarchy model for solving the solid waste landfill site-selection problem in Beijing, China. A geographic information system (GIS) was used to manipulate and present spatial data. All maps are graded from 1 (lowest suitability) to 5 (highest suitability) using spatial information technologies. The candidate sites were determined by aggregation based on the criteria weights. The candidate sites are divided by ‘best’, ‘good’ and ‘unsuitable’ landfill areas. Best landfill areas represent optimal sites; good landfill areas can be used as back-up candidate sites. Our work offers a siting methodology and provides essential support for decision-makers in the assessment of waste management problems in Beijing and other rapidly developing cities in developing countries.  相似文献

The ranking of air quality control measures according to a number of evaluation criteria and with the participation of a large number of interested publics is demonstrated. A pilot study for the South Coast Air Quality Management District of California serves as the reference point. Several methodological considerations are addressed, such as: (a) the enhancement of criterion priorities to account for the variability among the performance of the control measures when incommensurable impact levels are applied: (b) the derivation of alternative rankings according to the priorities of potential coalitions; (c) the assessment of the potential acceptability of a collective ranking given the degree of solidarity among participants with similar interest affiliations; and (b) the assessment of the extent to which the performance of specific control measures may override priority differences and lead to insignificant ranking differences.  相似文献

Oyster culture has a potential to generate income for coastal communities and to lessen pressure on natural overexploited populations. A project to transfer mangrove oyster Crassostrea rhizophorae raft culture technology to selected coastal communities in Margarita Island, Venezuela is being developed, and an optimum location selection technique was devised. To pick the variables or factors that determine site suitability, a bibliographic database was made, aspects of interest chosen, and the most comprehensive ones singled out, eliminating redundant ones. Twenty variables were grouped in criteria based on the way they influence the project. Variables were classified as intrinsic environmental, environmental extrinsic, logistic, and socioeconomic criteria. Thirty-five experts were asked to evaluate the factors and to score each according to their suitability weight. Logistic criterion received the highest values, followed by environmental extrinsic issues. A Geographic Information System using a base map compiled from 1:25,000 scale maps was developed. A thematic map for each factor was completed, dividing graphically the 3896-km2 study area into polygons of equal weight for each factor. The Multi-Criteria Evaluation (MCE) was used to combine the variables. Resultant vectors in thematic maps were added to obtain smaller polygons with the same value sum. Finally, MCE was used to generate a final output: the optimum sites for oyster aquaculture resulting from the added values of over 3000 polygons in the maps, for the 20 criteria. Higher scores were reached in 13 areas covering 4.1 km2, those places having the optimum conditions for oyster raft aquaculture in the region. Additional locations meeting 75% to 70% of the demanded criteria for a final suitable selection cover 137 sites encompassing 37.5 km2.  相似文献

Remote sensing and GIS for wetland inventory, mapping and change analysis   总被引:4,自引:0,他引:4  
A multiple purpose wetland inventory is being developed and promoted through partnerships and specific analyses at different scales in response to past uncertainties and gaps in inventory coverage. A partnership approach is being promoted through the Ramsar Convention on Wetlands to enable a global inventory database to be compiled from individual projects and analyses using remote sensing and GIS. Individual projects that are currently part of this global effort are described. They include an analysis of the Ramsar sites' database to map the distribution of Ramsar sites across global ecoregions and to identify regions and wetland types that are under-represented in the database. Given the extent of wetland degradation globally, largely due to agricultural activities, specific attention is directed towards the usefulness of Earth Observation in providing information that can be used to more effectively manage wetlands. As an example, a further project using satellite data and GIS to quantify the condition of wetlands along the western coastline of Sri Lanka is described and trends in land use due to changes in agriculture, sedimentation and settlement patterns are outlined. At a regional scale, a project to map and assess, using remote sensing, individual wetlands used for agriculture in eight countries in southern Africa is also described. Land cover and the extent of inundation at each site is being determined from a multi-temporal data set of images as a base for further assessment of land use change. Integrated fully within these analyses is the development of local capacity to plan and undertake such analyses and in particular to relate the outcomes to wetland management and to compile data on the distribution, extent and condition of wetlands globally.  相似文献

We developed a benthic macroinvertebrate index of biological integrity (B-IBI) for the semiarid and populous southern California coastal region. Potential reference sites were screened from a pool of 275 sites, first with quantitative GIS landscape analysis at several spatial scales and then with local condition assessments (in-stream and riparian) that quantified stressors acting on study reaches. We screened 61 candidate metrics for inclusion in the B-IBI based on three criteria: sufficient range for scoring, responsiveness to watershed and reach-scale disturbance gradients, and minimal correlation with other responsive metrics. Final metrics included: percent collector-gatherer + collector-filterer individuals, percent noninsect taxa, percent tolerant taxa, Coleoptera richness, predator richness, percent intolerant individuals, and EPT richness. Three metrics had lower scores in chaparral reference sites than in mountain reference sites and were scored on separate scales in the B-IBI. Metrics were scored and assembled into a composite B-IBI, which was then divided into five roughly equal condition categories. PCA analysis was used to demonstrate that the B-IBI was sensitive to composite stressor gradients; we also confirmed that the B-IBI scores were not correlated with elevation, season, or watershed area. Application of the B-IBI to an independent validation dataset (69 sites) produced results congruent with the development dataset and a separate repeatability study at four sites in the region confirmed that the B-IBI scoring is precise. The SoCal B-IBI is an effective tool with strong performance characteristics and provides a practical means of evaluating biotic condition of streams in southern coastal California.  相似文献

This paper identifies criteria for efficient public utilization of designated wildlife sites. It describes a survey of the major wildlife sites in Scotland in order to determine the site management objectives and extent to which sites are utilized by visitors. Substantial differences were found to exist between organizations as regards site management objectives, promotion and the provision of visitor facilities. Explanations for the apparent variability in efficiency of site utilization are discussed in terms of organization ideology, funding and structure. It is argued that trusts funded through membership may be best able to reconcile the benefits from current site utilization with the conservation of long‐term use and existence values.  相似文献

Prediction Intervals for Estimates of Site Index Based on Ecosystem Type   总被引:1,自引:0,他引:1  
/ British Columbia has an ecosystem classification system that classifies sites into site series. Foresters commonly measure the productivity of these sites by their site index. In British Columbia, site index is defined as the height of a stand at breast height age 50 and is usually estimated from height-age models. Biogeoclimatic site series/site index relationships are an increasingly popular method of estimating site index in British Columbia for stands where site index cannot be reliably estimated with height-age models. The precision of the predicted site index from these relationships can be evaluated with prediction intervals. This is done for the predicted site index of a single site, a group of sites, or the areally weighted site index of a group of sites. The methodology is also useful in determining the number of sites required to meet a specified precision. This contribution discusses a site selection process for establishing a local park. It was supported by a value-focused approach and spatial multi-criteria evaluation techniques. A first set of spatial criteria was used to design a number of potential sites. Next, a new set of spatial and non-spatial criteria was employed, including the social functions and the financial costs, together with the degree of suitability for the park to evaluate the potential sites and to recommend the most acceptable one. The whole process was facilitated by a new software tool that supports spatial multiple criteria evaluation, or SMCE. The application of this tool, combined with a continual feedback by the public administration, has provided an effective methodology to solve complex decisional problem in land-use and urban planning.  相似文献

Wetland mitigation is frequently required to compensate for unavoidable impacts to wetlands. Site conditions and landscape context are critical factors influencing the functions that created wetlands perform. We developed a spatial model and used a geographic information system (GIS) to identify suitable locations for wetland mitigation sites. The model used six variables to characterize site conditions: hydrology, soils, historic condition, vegetation cover, adjacent vegetation, and land use. For each variable, a set of suitability scores was developed that indicated the wetland establishment potential for different variable states. Composite suitability scores for individual points on the landscape were determined from the weighted geometric mean of suitability scores for each variable at each point. These composite scores were grouped into five classes and mapped as a wetland mitigation suitability surface with a GIS. Sites with high suitability scores were further evaluated using information on the feasibility of site modification and project cost. This modeling approach could be adapted by planners for use in identifying the suitability of locations as wetland mitigation sites at any site or region.  相似文献

Groundwater management can be effectively conducted by using groundwater contamination map assessment. In this study, a modified DRASTIC approach using geographic information system (GIS) was applied to evaluate groundwater vulnerability in Kerman plain (Iran). The Wilcoxon rank-sum nonparametric statistical test was applied to modify the rates of DRASTIC. In addition, the analytic hierarchy process (AHP) method was employed to evaluate the validity of the criteria and sub criteria of all the parameters of the DRASTIC model, which proposed as an alternative treatment of the imprecision demands. The GIS offers spatial analysis in which the multi index evaluation can be effectively conducted through the AHP. The non-point source pollution was effectively determined by the modified DRASTIC method compared with the traditional method. The regression coefficient revealed the relationship between the vulnerability index and the nitrate concentration. The best result was obtained by using AHP–AHP, followed by DRASTIC–AHP, modified DRASTIC–AHP, and AHP–DRASTIC models. In this study, the DRASTIC method failed to provide satisfactory result. Additionally, by using both the original DRASTIC and the modified DRASTIC methods in the study area, AHP–AHP performed highly in the Kerman plain, suggesting that the southern and south east parts of the area considerably calls for conservation against contamination.  相似文献

The US Army Corps of Engineers often requires wetland creation or restoration as compensation for wetlands damaged during development. These wetlands are typically monitored postconstruction to determine the level of compliance with respect to site-specific performance standards. However, defining appropriate goals and measuring success of restorations has proven difficult. We reviewed monitoring information for 76 wetlands constructed between 1992 and 2002 to summarize the performance criteria used to measure progress, assess compliance with those criteria, and, finally, to evaluate the appropriateness of those criteria. Goals were overwhelmingly focused on plant communities. Attributes used to assess the quality of restored plant communities, including percent native species and the Floristic Quality Index, increased over time but were apparently unrelated to the number of species planted. Compliance frequencies varied depending on site goals; sites often failed to comply with criteria related to survival of planted vegetation or requirements that dominant plant species should not be exotic or weedy, whereas criteria related to the establishment of cover by vegetation or by wetland-dependent plants were often met. Judgment of a site’s success or failure was largely a function of the goals set for the site. Some performance criteria were too lenient to be of value in distinguishing failed from successful sites, whereas other criteria were unachievable without more intensive site management. More appropriate goals could be devised for restored wetlands by basing performance standards on past performance of similar restorations, identifying consistent temporal trends in attributes of restored sites, and using natural wetlands as references.  相似文献

ABSTRACT: For regional precipitation frequency analyses, methods are needed to spatially interpolate or smooth point intensity duration frequency (IDF) estimates at gage sites for the purposes of visualization and estimation at ungaged sites. In this study to update IDF estimates for Michigan, the assumption is made that for practical purposes, the entire state may be treated as a homogeneous region in which annual maximum precipitation is identically distributed at each site apart from a site‐specific scaling factor, commonly known as the index flood. Several interpolation and smoothing techniques are evaluated for IDF estimation at ungaged sites, including trend surface analysis, thin plate splines, inverse distance weighting, and several kriging algorithms. Ordinary block kriging is recommended as a practical and objective method for smoothing the variability in the index flood values and developing isopluvial maps.  相似文献
