The objective of this study is to discuss the role of networks formed of waste-picker cooperatives in ameliorating problems of final disposal of solid waste in the city of Rio de Janeiro, since the city’s main landfill will soon have to close because of exhausted capacity. However, it is estimated that in the city of Rio de Janeiro there are around five thousand waste-pickers working in poor conditions, with lack of physical infrastructure and training, but contributing significantly by diverting solid waste from landfills. According to the Sustainable Development Indicators (IBGE, 2010a, IBGE, 2010b) in Brazil, recycling rates hover between 45% and 55%. In the municipality of Rio de Janeiro, only 1% of the waste produced is collected selectively by the government (COMLURB, 2010), demonstrating that recycling is mainly performed by waste-pickers. Furthermore, since the recycling market is an oligopsony that requires economies of scale to negotiate directly with industries, the idea of working in networks of cooperatives meets the demands for joint marketing of recyclable materials. Thus, this work presents a method for creating and structuring a network of recycling cooperatives, with prior training for working in networks, so that the expected synergies and joint efforts can lead to concrete results. We intend to demonstrate that it is first essential to strengthen the waste-pickers’ cooperatives in terms of infrastructure, governance and training so that solid waste management can be environmentally, socially and economically sustainable in the city of Rio de Janeiro.  相似文献

The fast-growing formation of solid waste, resulting from demographic density, presents itself as one of the most pressing problems to be addressed by governments of large cities all over the world. In Rio de Janeiro, 60% of solid waste stems from the construction industry. Although envisaged by under current municipal legislation, no application of policy regarding systematic recycling of this kind of waste exists in fact. Both sanitation experts and epidemiologists highlight that the deficient sanitary system contributes to the growth of endemic breeding sites, which may reach epidemic proportions. In Brazil, over the recent years, there has been an increase of Dengue Fever cases followed by deaths. In the first half of 2008, the State of Rio de Janeiro was plagued by an intense Dengue epidemic. The city of Rio de Janeiro alone accounted for 48.7% of the cases, in absolute values. By drawing upon an analytical method based on the interrelation between health and sanitation, the outcomes herein indicate that the city of Rio de Janeiro bears a direct relation between Dengue incidence rates and rubble formation from construction – measured by the total area built. Thus, there is a strong urge to implement recycling systems out of construction rubble as a sanitation measure in order to promote Dengue incidence reduction.  相似文献

This paper examines potential changes in solid waste policies for the reduction in GHG for the country of Brazil and one of its major states and cities, Rio de Janeiro, from 2005 to 2030. To examine these policy options, trends in solid waste quantities and associated GHG emissions are derived. Three alternative policy scenarios are evaluated in terms of effectiveness, technology, and economics and conclusions posited regarding optimal strategies for Brazil to implement. These scenarios are been building on the guidelines for national inventories of GHG emissions (IPCC, 2006) and adapted to Brazilian states and municipalities’ boundaries. Based on the results, it is possible to say that the potential revenue from products of solid waste management is more than sufficient to transform the current scenario in this country into one of financial and environmental gains, where the negative impacts of climate change have created a huge opportunity to expand infrastructure for waste management.  相似文献

Solid waste, including municipal waste and its management, is a major challenge for most cities and among the key contributors to climate change. Greenhouse gas emissions can be reduced through recovery and recycling of resources from the municipal solid waste stream. In São Paulo, Brazil, recycling cooperatives play a crucial role in providing recycling services including collection, separation, cleaning, stocking, and sale of recyclable resources. The present research attempts to measure the greenhouse gas emission reductions achieved by the recycling cooperative Cooperpires, as well as highlight its socioeconomic benefits. Methods include participant observation, structured interviews, questionnaire application, and greenhouse gas accounting of recycling using a Clean Development Mechanism methodology. The results show that recycling cooperatives can achieve important energy savings and reductions in greenhouse gas emissions, and suggest there is an opportunity for Cooperpires and other similar recycling groups to participate in the carbon credit market. Based on these findings, the authors created a simple greenhouse gas accounting calculator for recyclers to estimate their emissions reductions.  相似文献

Green waste is increasingly extracted from the material recycling chain and, as a result of the financial subsidy arising from the German renewable energy law for the generation of energy from renewable raw materials; it is fed into the energy recovery process in biomass power stations. A reduction in climate relevant gases is also linked to the material recovery of green waste – in particular when using composts gained from the process as a new raw material in different types of potting compost and plant culture media as a replacement for peat. Unlike energy recovery, material valorisation is not currently subsidised. Through the analysis of material and energy valorisation methods for green waste, with particular emphasis on primary resource consumption and CO2-balance, it could be determined that the use of green waste for energy generation and its recovery for material and peat replacement purposes can be considered to be on a par. Based on energy recovery or material oriented scenarios, it can be further deduced that no method on its own will achieve the desired outcome and that a combination of recycling processes is more likely to lead to a significant decrease of greenhouse gas emissions.  相似文献

Waste management is a key process to protect the environment and conserve resources. The contribution of appropriate waste management measures to the reduction of greenhouse gas (GHG) emissions from the city of Bucharest was studied. An analysis of the distribution of waste flows into various treatment options was conducted using the material flows and stocks analysis (MFSA). An optimum scenario (i.e. municipal solid waste stream managed as: recycling of recoverable materials, 8%; incineration of combustibles, 60%; landfilling of non-combustibles, 32%) was modelled to represent the future waste management in Bucharest with regard to its relevance towards the potential for GHG reduction. The results indicate that it can contribute by 5.5% to the reduction of the total amount of GHGs emitted from Bucharest.  相似文献

The present paper aims to make the energy saving potential provided by waste recycling in Brazil evident by pointing out more specifically the benefits regarding climate change mitigation. In this case, based on the energy saved due to the recycling process of an exogenous amount of waste, we have built two scenarios in order to show the potential for indirectly avoiding CO2 emissions in the country as a result of the recycling process. According to the scenario, 1 Mt and 3.5 Mt of CO2, respectively, would be avoided per year due to solid waste recycling. The international context for greenhouse gas emissions reduction, such as the United Nations Framework Convention on Climate Change and its Kyoto Protocol has been taken into account.  相似文献

The first draft scenario toward net zero greenhouse gas (GHG) emissions by 2050 for the material cycles and waste management sector was presented by the Ministry of the Environment, Japan in August 2021. The details of the future GHG emission estimation used to create the draft scenario are described in this document. For multiple scenarios where more aggressive measures, such as carbon capture, utilization, and storage (CCUS), were included in addition to business-as-usual and the current policy continuity scenario, future GHG emissions were estimated as the sum of the products of activities and emission factors indicating changes in measures between scenarios. The estimation outcomes demonstrated that future GHG emissions from the solid waste management sector could be anticipated to be zero or even negative when material conversion to biomass, primarily for plastics, recycling to raw materials, and installation of CCUS at incineration facilities are assumed. Extensions of prior plans are not enough to reach the goal of net zero emissions, according to the measures necessary and the volume and pace of their implementation suggested in this study. Stakeholders should collaborate with great ambition.

Against the background of increasing concerns about climate change, the reduction of greenhouse gas emissions has become an integral part of processes in both the waste management and the energy industries. This is reflected in the development of new waste treatment concepts, in which domestic and commercial waste is treated with the aim of utilizing its energy content, while at the same time recycling as much of its material content as possible. Life cycle assessment (LCA) represents a method of assessing the environmental relevance of a waste management system, the basis of which is a material flow analysis of the system in question. GHG emissions from different options for thermal treatment and energy recovery from waste as applied to a region in Northern Germany have been analyzed by the LCA approach and an indicative LCA, which only considers those emissions resulting from operating stages of the system. Operating stages have the main share of emissions compared to pre-processing stages. Results show that through specific separation of waste material flows and highly efficient energy recovery, thermal treatment and energy generation from waste can be optimized resulting in reduction of emissions of greenhouse gases. There are also other areas of waste utilization, currently given little attention, such as the solar drying of sewage sludge, which can considerably contribute to the reduction of greenhouse gas emissions.  相似文献

While waste amounts are still growing in the EU, there is a clear shift in the waste management options employed to deal with waste. Less waste is landfilled and more is recycled or incinerated with energy recovery. In all, 62% of municipal waste was landfilled in 1995, but that figure had fallen to 40% by 2008. Waste management has a strong influence on the environment by either provoking or preventing impacts; for example, greenhouse gas emissions vary significantly between treatment options. The overall CO2-equivalent impacts from municipal waste management have in the same period been more than halved. The drivers for this change in waste management have been EU and national policies and legislation that have set up clear targets for recycling and recovery of waste. This article gives an overview of the set targets, the achieved results, and the consequences for greenhouse gas emissions of municipal waste management.  相似文献

The amount of greenhouse gases (GHG) emitted due to waste management in the cities of developing countries is predicted to rise considerably in the near future; however, these countries have a series of problems in accounting and reporting these gases. Some of these problems are related to the status quo of waste management in the developing world and some to the lack of a coherent framework for accounting and reporting of greenhouse gases from waste at municipal level. This review summarizes and compares GHG emissions from individual waste management processes which make up a municipal waste management system, with an emphasis on developing countries and, in particular, Africa. It should be seen as a first step towards developing a more holistic GHG accounting model for municipalities. The comparison between these emissions from developed and developing countries at process level, reveals that there is agreement on the magnitude of the emissions expected from each process (generation of waste, collection and transport, disposal and recycling). The highest GHG savings are achieved through recycling, and these savings would be even higher in developing countries which rely on coal for energy production (e.g. South Africa, India and China) and where non-motorized collection and transport is used. The highest emissions are due to the methane released by dumpsites and landfills, and these emissions are predicted to increase significantly, unless more of the methane is captured and either flared or used for energy generation. The clean development mechanism (CDM) projects implemented in the developing world have made some progress in this field; however, African countries lag behind.  相似文献

The municipal solid waste management significantly contributes to the emission in the atmosphere of greenhouse gases (e.g. CO2, CH4, N2O) and therefore the management process from collection to treatment and disposal has to be optimized in order to reduce these emissions. In this paper, starting from the average composition of undifferentiated municipal solid waste in Italy, the effect of separate collection on greenhouse gases emissions from municipal waste management has been assessed. Different combinations of separate collection scenarios and disposal options (i.e. landfilling and incineration) have been considered. The effect of energy recovery from waste both in landfills and incinerators has also been addressed. The results outline how a separate collection approach can have a significant effect on the emission of greenhouse gases and how wise municipal solid waste management, implying the adoption of Best Available Technologies (i.e. biogas recovery and exploitation system in landfills and energy recovery system in Waste to Energy plants), can not only significantly reduce greenhouse gases emissions but, in certain cases, can also make the overall process a carbon sink. Moreover it has been shown that separate collection of plastic is a major issue when dealing with global warming relevant emissions from municipal solid waste management.  相似文献

With the increasing attention on developing a low-carbon economy, it is necessary to seek appropriate ways on reducing greenhouse gas (GHG) emissions through innovative municipal solid waste management (MSWM), such as urban symbiosis. However, quantitative assessments on the environmental benefits of urban symbiosis, especially in developing countries, are limited because only a limited number of planned synergistic activities have been successful and it is difficult to acquire detailed inventory data from private companies. This paper modifies and applies a two-step simulation system and used it to assess the potential environmental benefits, including the reduction of GHG emissions and saving of fossil fuels, by employing various Japanese plastics recycling/energy-recovery technologies in Shenyang, China. The results showed that among various recycling/energy-recovery technologies, the mechanical waste plastics recycling technology, which produces concrete formwork boards (NF boards), has the greatest potential in terms of reducing GHG emissions (1.66 kg CO2e/kg plastics), whereas the technology for the production of refuse plastic fuel (RPF) has the greatest potential on saving fossil fuel consumption (0.77 kgce/kg-plastics). Additional benefits can be gained by applying combined technologies that cascade the utilization of waste plastics. Moreover, the development of clean energy in conjunction with the promotion of new waste plastics recycling programs could contribute to additional reductions in GHG emissions and fossil fuel consumption.  相似文献

The management of greenhouse gases (GHGs) emissions is currently a very important environmental issue. Mega-event organizers and host cities have attached great importance to GHGs emissions associated with event-related activities. However, GHGs emissions from event solid waste have never been thoroughly discussed. This study investigated GHGs emissions of major event’s solid waste using life cycle assessment, based on Shanghai Expo case. The results showed that GHGs from collecting and sorting, transportation and landfill treatment amount to 9790 t CO2e. And the emission intensity is estimated to be 134 g CO2e per event service. GHGs reduction from recycling amounts to 48 kt CO2e, with 78 % of these the result of construction waste recycle. It illustrates that waste recycle plays a vital role in GHGs mitigation. Finally, the study suggests that the concept of waste avoidance, waste reuse and waste recycle is an effective waste management to mitigate climate change and should be implemented in major event to achieve the goal of green event.  相似文献

Investigating impacts of urban solid waste recycling on urban metabolism contributes to sustainable urban solid waste management and urban sustainability. Using a physical input-output model and scenario analysis, urban metabolism of Suzhou in 2015 is predicted and impacts of four categories of solid waste recycling on urban metabolism are illustrated: scrap tire recycling, food waste recycling, fly ash recycling and sludge recycling. Sludge recycling has positive effects on reducing all material flows. Thus, sludge recycling for biogas is regarded as an accepted method. Moreover, technical levels of scrap tire recycling and food waste recycling should be improved to produce positive effects on reducing more material flows. Fly ash recycling for cement production has negative effects on reducing all material flows except solid wastes. Thus, other fly ash utilization methods should be exploited. In addition, the utilization and treatment of secondary wastes from food waste recycling and sludge recycling should be concerned.  相似文献

GHG (greenhouse gas) emission factors for waste management are increasingly used, but such factors are very scarce for developing countries. This paper shows how such factors have been developed for the recycling of glass, metals (Al and Fe), plastics and paper from municipal solid waste, as well as for the composting of garden refuse in South Africa. The emission factors developed for the different recyclables in the country show savings varying from ?290 kg CO2 e (glass) to ?19 111 kg CO2 e (metals – Al) per tonne of recyclable. They also show that there is variability, with energy intensive materials like metals having higher GHG savings in South Africa as compared to other countries. This underlines the interrelation of the waste management system of a country/region with other systems, in particular with energy generation, which in South Africa, is heavily reliant on coal. This study also shows that composting of garden waste is a net GHG emitter, releasing 172 and 186 kg CO2 e per tonne of wet garden waste for aerated dome composting and turned windrow composting, respectively. The paper concludes that these emission factors are facilitating GHG emissions modelling for waste management in South Africa and enabling local municipalities to identify best practice in this regard.  相似文献

This paper presents the results of life cycle inventory (LCI) analyses that were carried out to determine the environmental impacts (emissions, resource extractions and land use) of different newspaper waste management options for the Helsinki Metropolitan Area (HMA). LCI analyses were performed for five product systems, in which discarded newspapers were divided into two streams: separately collected newspapers and newspapers in mixed waste. In all the options, the manufacturing and printing processes of newspaper were kept unchanged. The waste management alternatives included combinations of material recycling, energy recovery and landfilling. These product systems were modelled using the current collection rate of newspaper and four additional collection rates. The LCIs of the product systems showed that the life cycle phase causing the most environmental impacts was the paper mill. When comparing the different waste management systems, the energy recovery options were in general superior to landfilling. The ecological implications of the increased energy recovery and decreased material recycling of newspaper were, however, not yet considered in the study. These aspects were assessed in the life cycle impact assessment (LCIA), which was performed after the LCI phase.  相似文献

The debate on different waste management practices has become an issue of utmost importance as human activities have overloaded the assimilative capacity of the biosphere. Recent Italian law on solid waste management recommends an increase in material recycling and energy recovery, and only foresees landfill disposal for inert materials and residues from recovery and recycling. A correct waste management policy should be based on the principles of sustainable development, according to which our refuse is not simply regarded as something to eliminate but rather as a potential resource. This requires the creation of an integrated waste management plan that makes full use of all available technologies. In this context, eMergy analysis is applied to evaluate three different forms of waste treatment and construct an approach capable of assessing the whole strategy of waste management. The evaluation included how much investment is needed for each type of waste management and how much "utility" is extracted from wastes, through the use of two indicators: Environmental yield ratio (EYR) and Net eMergy. Our results show that landfill is the worst system in terms of eMergy costs and eMergy benefits. Composting is the most efficient system in recovering eMergy (highest EYR) from municipal solid waste (MSW) while incineration is capable of saving the greatest quantity of eMergy per gram of MSW (highest net eMergy). This analysis has made it possible to assess the sustainability and the efficiency of individual options but could also be used to assess a greater environmental strategy for waste management, considering a system that might include landfills, incineration, composting, etc.  相似文献

Recycling of materials from municipal solid waste is commonly considered to be superior to any other waste treatment alternative. For the material fractions with a significant energy content this might not be the case if the treatment alternative is a waste-to-energy plant with high energy recovery rates. The environmental impacts from recycling and from incineration of six material fractions in household waste have been compared through life cycle assessment assuming high-performance technologies for material recycling as well as for waste incineration. The results showed that there are environmental benefits when recycling paper, glass, steel and aluminium instead of incinerating it. For cardboard and plastic the results were more unclear, depending on the level of energy recovery at the incineration plant, the system boundaries chosen and which impact category was in focus. Further, the environmental impact potentials from collection, pre-treatment and transport was compared to the environmental benefit from recycling and this showed that with the right means of transport, recyclables can in most cases be transported long distances. However, the results also showed that recycling of some of the material fractions can only contribute marginally in improving the overall waste management system taking into consideration their limited content in average Danish household waste.  相似文献
