ABSTRACT: Linear programming is the simplest of all the optimization techniques used in regional water quality management studies; but the technique can optimize only one goal. When there are multiple goals with the same or different priorities, goal programming is a useful decisionmaking tool. This paper illustrates the application of goal programming to a regional water quality management problem where the following two goals are considered: (1) minimize the total cost of waste treatment, and (2) maintain the water quality goals (dissolved oxygen) close to the minimum level stated in the stream standards.  相似文献

/ The National Environmental Policy Act of 1969 (NEPA) was intended to promote a systematic, comprehensive, interdisciplinary approach to planning and decisionmaking, including the integration of the natural and social sciences and the design arts. NEPA critics have cited three key shortcomings in its implementation: (1) a lack of engagement with the NEPA process early in the planning process through interdisciplinary collaboration; (2) a lack of rigorous science and the incorporation of ecological principles and techniques; and (3) a lack of emphasis on the Act's substantive goals and objectives. In recent years and independent of NEPA, a policy of ecosystem management has been developed, which represents a fundamental change from a fragmented, incremental planning and management approach to a holistic, comprehensive, interdisciplinary land and resource management effort. We postulate that by incorporating ecosystem management principles in their planning and decisionmaking, federal agencies can address the shortcomings in NEPA implementation and move closer to NEPA's intent. A case analysis of EISs prepared by the USDA Forest Service before and after adopting an ecosystem management approach supports our hypothesis.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00527.x Abstract: Regional water management on the United States’ side of the middle and lower portions of the Rio Grande basin of Texas has been aided by a functioning water market since the early 1970s. The water market operates over a region that stretches from the Amistad Reservoir to the Rio Grande’s terminus into the Gulf of Mexico. This article provides an overview of the organizations, institutions, policies, and geographic particulars of the region’s water‐management system and its water market. In recent years, this region has experienced high population growth, periodic droughts, and a reallocation of water resources from the area’s agricultural sector to the municipal sector. Demand growth for potable water and a relatively fixed supply of raw water are reflected in increasing prices for domestic, municipal, and industrial water rights. Rising prices in the presence of scarcity and the transfer of water from lower‐value to higher‐value uses indicate that the market is operating as suggested by economic theory. Reasons for the market’s functionality are presented and discussed. Finally, suggestions are presented which might mitigate potential complications to market operations from aquifer depletion and aid the management of instream river flows.  相似文献

Adaptive management, an established method in natural resource and ecosystem management, has not been widely applied to landscape planning due to the lack of an operational method that addresses the role of uncertainty and standardized monitoring protocols and methods. A review of adaptive management literature and practices reveals several key concepts and principles for adaptive planning: (1) management actions are best understood and practiced as experiments; (2) several plans/experiments can be implemented simultaneously; (3) monitoring of management actions are key; and (4) adaptive management can be understood as ‘learning by doing’. The paper identifies various uncertainties in landscape planning as the major obstacles for the adoption of an adaptive approach. To address the uncertainty in landscape planning, an adaptive planning method is proposed where monitoring plays an integral role to reduce uncertainty. The proposed method is then applied to a conceptual test in water resource planning addressing abiotic-biotic-cultural resources. To operationalize adaptive planning, it is argued that professionals, stakeholders and researchers need to function in a genuinely transdisciplinary mode where all contribute to, and benefit from, decision making and the continuous generation of new knowledge.  相似文献

Abstract: This paper examines the use of climate forecasting in water management in Brazil and the United States (U.S.). Specifically, it seeks to understand how different institutional arrangements shape the willingness and ability of water managers to incorporate technoscience, especially seasonal climate forecasting (SCF), in their decision‐making process. It argues that among the many factors shaping the willingness of water managers to use SCF, institutional design and change is critical to explain different patterns in Brazil and the U.S. Moreover, factors related to individual flexibility, discretion, and accountability also affect the ability of managers to use climate information in water management. This paper finds that while water managers in the U.S operate in a mostly fragmented and risk‐averse system – which constrains the adoption of innovation – decision makers in Brazil can afford more flexibility to introduce new decision tools as a result of widespread water management reforms initiated in the 1990s.  相似文献

ABSTRACT: This paper addresses problems in the design of a water use data base and valuation of water use data. An examination of the economic efficiency and distributional aspects of selected water management problems indicates that there are benefits to be obtained from water use information and, thus, there is a potential value to water use data. Water use information is viewed as being produced by combining water use data with other data in a modeling context suggested by theory relevant to the problem at hand, and a well designed water use data base will facilitate this synthesis. Data “needs” in the production of water use information via economic modeling are described to illustrate the relationship between theory and data. Some of the desirable characteristics of a water use data base and inadequacies of the existing water use data “base” are described. The fugitive nature of the water use data resource and a lack of understanding of both the information “production function” and the role of water use information in decisionmaking complicates the water use data valuation problem.  相似文献

The article contributes to a discussion on two global issues on water: water resources management, and water supply and sanitation. Focusing on Europe, it traces the legal roots of current systems in history: as a resource, water is considered as a common property, rather than a market good; while as a public service it is usually a commodity. Public water supply and sanitation technologies and engineering have developed under three main paradigms: quantitative and civil engineering; qualitative and chemical/sanitary engineering (both on the supply side); and the most recent one, environmental engineering and integrated management (on the demand side). The cost of public drinking water is due to rise sharply in view of the two‐fold financial challenge of replacing an ageing infrastructure and keeping up with ever‐rising environmental and sanitary quality standards. Who will pay? Government subsidies, or water users? The author suggests that apparent successes with privatisation may have relied heavily on hidden government subsidies and/or the healthy state of previously installed water infrastructure: past government subsidies are still felt for as long as the lifetime of the infrastructure. The article stresses the importance of public participation and decentralized local management of water and sanitation services. Informing and involving users in water management decisions is seen as an integral part of the ‘ethics’ side of the crucial three E's (economics, environment, ethics). The article strongly argues for municipal provision of water services, and hopes that lessons learnt and solutions found in the European experience may serve water services management efforts in other regions of the world.  相似文献

Water management is set to become increasingly variable and unpredictable, in particular because of climate change. This paper investigates the extent to which water policy in England provides an enabling environment for ‘adaptive co-management’, which its proponents claim can achieve the dual objective of ecosystem protection and livelihood sustainability under conditions of change and uncertainty. Five policy categories are derived from a literature review, and are used to conduct a directed content analysis of seven key water policy documents. The findings reveal that although, in part, English water policy serves as an enabling environment for adaptive co-management, there is a level of discrepancy between substantive aspects of the five policy categories and water policy in England. Addressing these discrepancies will be important if English water policy is to allow for the emergence of processes, like adaptive co-management, that are capable of coping with the challenges that lie ahead.  相似文献

Water supply and wastewater services incur a large amount of energy and GHG emissions. It is therefore imperative to understand the link between water and energy as their availability and demand are closely interrelated. This paper presents a literature review and assessment of knowledge gaps related to water–energy–greenhouse gas (GHG) nexus studies in an urban context from an ‘energy for water’ perspective. The review comprehensively surveyed various studies undertaken in various regions of the world and focusing on individual or multiple subsystems of an urban water system. The paper also analyses the energy intensity of decentralized water systems and various water end-uses together with the major tools and models used. A major gap identified from this review is the lack of a holistic and systematic framework to capture the dynamics of multiple water–energy–GHG linkages in an integrated urban water system where centralized and decentralized water systems are combined to meet increased water demand. Other knowledge gaps identified are the absence of studies, peer reviewed papers, data and information on water–energy interactions while adopting a ‘fit for purpose water strategy’ for water supply. Finally, based on this review, we propose a water–energy nexus framework to investigate ‘fit-for-purpose’ water strategy.  相似文献

Abstract:  This paper evaluates alternative approaches to management of interstate water resources in the United States (U.S.), including interstate compacts, interstate associations, federal‐state partnerships, and federal‐interstate compacts. These governance structures provide alternatives to traditional federalism or U.S. Supreme Court litigation for addressing problems that transcend political boundaries and functional responsibilities. Interstate compacts can provide a forum for ongoing collaboration and are popular mechanisms for allocating water rights among the states. Federal‐interstate compacts, such as the Delaware River Basin Compact and federal‐state partnerships, such as the National Estuary Program, are also effective and complementary approaches to managing water resources. However, all of these approaches can only make modest improvements in managing water resources given the complicated and fragmented nature of our federalist system of government.  相似文献

ABSTRACT: The thesis of this paper is that the citizen participation process provides necessary, but not sufficient conditions to affect substantive change in federal water resource management agencies' planning and decisionmaking. That is, in its present form, the citizen participation process has been observed to occur outside of the normal decision arenas of federal resource management agencies. The paper reviews concepts of citizen participation and defines some theoretical problems inherent with them. Then, a strategy for the structuring of a citizen participation process is proposed. This strategy is based upon the notion that citizen support for federally sponsored programs are essential if such projects are to be implemented. Therefore, an approach which integrates citizen valves with those held by other institutions and the agency is suggested. In conclusion, the relevancy of actively developing and including citizen input to the water resource planning process is illustrated by a discussion of three cases of the Corps of Engineers and Urban Studies planning process, in different metropolitan regions.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00549.x Abstract: Nonstationarity in variables describing water quantity and water quality characteristics is reviewed, and an attempt to interpret nonstationary behavior is made with particular reference to the Central European region. Nonstationarity in water‐related variables results from several nonclimatic and climatic factors. Albeit evidence of climate change in Central Europe is clear, anthropogenic nonclimatic change, such as land‐use or land‐cover changes, water engineering measures, and in‐catchment water management play important roles. Systemic socioeconomic and political changes are the main factors responsible for the observed change in water quality in the region. The observed climate change in the Central European region has not been dramatic enough to persuade the water management community that changes of standards, criteria, and evaluation procedures should be made. Projections for the future largely differ between models and scenarios, hence information obtained from climate models is found too vague to be used. However, the water management community shows interest in climate change observations, projections, and impact assessments. Numerous hydrological research projects to tackle nonstationarity have been undertaken in the region. Also important acts of legislation, such as the European Union’s Water Framework Directive and Floods Directive can be regarded in the context of nonstationarity of water‐related variables.  相似文献

Community participation, ownership and cost sharing are key components of Tanzania's water policy, in common with the broad international consensus on water governance. However these policy goals are difficult to achieve, beset with paradoxes and their benefits may be overstated, both in terms of efficiency of resource management and equality of outcomes. This article draws on longitudinal ethnographic research of a village water supply in Tanzania to explore two issues: the contested nature of community ownership and the complex evolution of a ‘community‐owned’ institution. The evidence from the Uchira Water Users Association leads us to question some of the simplistic assumptions made concerning the capacity of local communities to manage service delivery and to balance equity and sustainability principles. The limitations of ‘bottom‐up’ and demand led approaches need to be recognised without discrediting their potential for challenging inequalities. The article concludes with a consideration of some of the tensions in community‐driven development, which raises some important questions about the role of the State and external agencies in setting and enforcing equity criteria in community‐managed initiatives.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00559.x Abstract: To evaluate water resources sustainability at the watershed scale within a river basin’s context, the Water Resources Sustainability Evaluation Model is developed. The model employs 4 criteria (economic efficiency, social equity, environmental conservation, and maintenance capacity) and has 16 indicators, integrating them using their relative weights. The model is applied to evaluate the water resources sustainability of watersheds in the Geum River basin, South Korea. A geographic information system is employed to efficiently build a database for the indicators, and the values of the indicators are normalized using the probability distribution functions fitted to the datasets of the indicators. The evaluation results show that, overall, the water resources sustainability of the watersheds in the upper basin is better than other areas due to the good environmental conditions and the dam management policies of South Korea. The analysis of the correlations among the model’s components and the comparison between the results of the model and the Water Poverty Index show that the model can provide reasonable evaluation results for the water resources sustainability of watersheds. Consequently, it is concluded that the model can be an effective tool for evaluating the states of water resource management from the perspective of sustainable development and provide a basis on which to create policies for improving any inadequacies in watersheds.  相似文献

DOI: 10.1111/j.1752-1688.2010.00439.x Abstract: In recent years China has attempted to reform water management by decentralizing water management responsibilities. The overall goal of our paper is to better understand the emergence of water user associations (WUAs) in China and assess if they are adhering to the practices spelled out by the Five Principles, a set of recommended practices that are supposed to lead to successful WUA operation. Using four sets of different types of villages to examine implementation and performance, we find that World Bank-supported WUA villages (“Bank villages”) can be thought of as operating mostly according to the Five Principles. For example, the Bank villages were endowed with a more reliable water supply; were set up and were operating with a relatively high degree of farmer participation; and leaders were more consultative and the process more formal. When WUAs are run according to the Five Principals, we show that WUAs increase water use efficiency. The study also provides evidence that there is a perception in the Bank villages that water management is improving in general and that there is less conflict both within the village and among villages. Perhaps more importantly, we find that the Bank’s effort to promote WUAs extended beyond their own project villages. The openness, consultative nature, and transparency found in the Bank WUAs are also found (albeit at a somewhat lower level) in the non-Bank WUA villages.  相似文献

Australia’s system of tropical rivers constitutes one of the largest and least changed drainage networks in the world. However increasing demand for water in parts of Australia, along with ongoing drought, is driving pressure to develop these rivers. This paper reports the results of a choice experiment (CE) to assess the benefits of different management strategies for three tropical rivers in northern Australia: the Daly, Mitchell and Fitzroy Rivers. The CE was carried out using a survey mailed to Australian urban populations. The results showed that 90% of Australians were willing to pay a once-off payment for the management of tropical rivers. Respondents who had visited or lived near the rivers were willing to pay more for cultural, recreational and environmental services than those who had not. Respondents classed as ‘developers’, who made up only 4% of the 684 respondents, considered a substantial income from irrigated agriculture as important. Unlike ‘environmentalists’ and ‘neutrals’, ‘developers’ were unwilling to pay for high quality recreational fishing or for having floodplains in good environmental condition. All groups, however, were willing to pay for high cultural values.  相似文献

Management of fresh water resources meets a range of often conflicting interests. Waterways usually run across political and administrative borders and hence make management difficult and collective action politically challenging. In order to meet these challenges, multi-level bioregional approaches to water management have been called for. Such an approach is institutionalised in the EU's Water Framework Directive (WFD). This paper presents the experiences of the Morsa water sub-district in southern Norway, a pilot for implementing the WFD. The paper discusses Morsa in the light of four principles for multi-level water governance: management on a bioregional scale; polycentric governance; public participation; and an experimental approach to water governance. Contrary to widely held assumptions that collective action in polycentric networks will be difficult because actors will follow their own narrow interests, the findings demonstrate how this is not an absolute truth, and how social action cannot be fully explained by rational action theories. The analysis concludes that the relative success of Morsa relates to a complex of factors, including openness of practices and active involvement of key actors, strong but including leadership, and a knowledge based ‘hybrid’ type of multi-level network combining horizontal and vertical network governance.  相似文献
