The uptake in Europe of Energy from Waste (EfW) incinerator plants has increased rapidly in recent years. In the UK, 25 municipal waste incinerators with energy recovery are now in operation; however, their waste supply chains and business practices vary significantly. With over a hundred more plant developments being considered it is important to establish best business practices for ensuring efficient environmental and operational performance. By reviewing the 25 plants we identify four suitable case study plants to compare technologies (moving grate, fluidised bed and rotary kiln), plant economics and operations. Using data collected from annual reports and through interviews and site visits we provide recommendations for improving the supply chain for waste incinerators and highlight the current issues and challenges faced by the industry. We find that plants using moving grate have a high availability of 87–92%. However, compared to the fluidised bed and rotary kiln, quantities of bottom ash and emissions of hydrogen chloride and carbon monoxide are high. The uptake of integrated recycling practices, combined heat and power, and post incineration non-ferrous metal collections needs to be increased among EfW incinerators in the UK. We conclude that one of the major difficulties encountered by waste facilities is the appropriate selection of technology, capacity, site, waste suppliers and heat consumers. This study will be of particular value to EfW plant developers, government authorities and researchers working within the sector of waste management.  相似文献

The municipal solid waste management significantly contributes to the emission in the atmosphere of greenhouse gases (e.g. CO2, CH4, N2O) and therefore the management process from collection to treatment and disposal has to be optimized in order to reduce these emissions. In this paper, starting from the average composition of undifferentiated municipal solid waste in Italy, the effect of separate collection on greenhouse gases emissions from municipal waste management has been assessed. Different combinations of separate collection scenarios and disposal options (i.e. landfilling and incineration) have been considered. The effect of energy recovery from waste both in landfills and incinerators has also been addressed. The results outline how a separate collection approach can have a significant effect on the emission of greenhouse gases and how wise municipal solid waste management, implying the adoption of Best Available Technologies (i.e. biogas recovery and exploitation system in landfills and energy recovery system in Waste to Energy plants), can not only significantly reduce greenhouse gases emissions but, in certain cases, can also make the overall process a carbon sink. Moreover it has been shown that separate collection of plastic is a major issue when dealing with global warming relevant emissions from municipal solid waste management.  相似文献

Formal waste management services are not accessible for the majority of primary healthcare clinics on the African continent, and affordable and practicable technology solutions are required in the developing country context. In response, a protocol was established for the first quantitative and qualitative evaluation of relatively low cost small-scale incinerators for use at rural primary healthcare clinics. The protocol comprised the first phase of four, which defined the comprehensive trials of three incineration units. The trials showed that all of the units could be used to render medical waste non-infectious, and to destroy syringes or render needles unsuitable for reuse. Emission loads from the incinerators are higher than large-scale commercial incinerators, but a panel of experts considered the incinerators to be more acceptable compared to the other waste treatment and disposal options available in under-serviced rural areas. However, the incinerators must be used within a safe waste management programme that provides the necessary resources in the form of collection containers, maintenance support, acceptable energy sources, and understandable operational instructions for the incinerators, whilst minimising the exposure risks to emissions through the correct placement of the units in relation to the clinic and the surrounding communities. On-going training and awareness building are essential in order to ensure that the incinerators are correctly used as a sustainable waste treatment option.  相似文献

The environmental impacts of municipal solid waste management in Beijing City were evaluated using a life-cycle-based model, EASEWASTE, to take into account waste generation, collection, transportation, treatment/disposal technologies, and savings obtained by energy and material recovery. The current system, mainly involving the use of landfills, has manifested significant adverse environmental impacts caused by methane emissions from landfills and many other emissions from transfer stations. A short-term future scenario, where some of the landfills (which soon will reach their capacity because of rising amount of waste in Beijing City) are substituted by incinerators with energy recovery, would not result in significant environmental improvement. This is primarily because of the low calorific value of mixed waste, and it is likely that the incinerators would require significant amounts of auxiliary fuels to support combustion of wet waste. As for the long-term future scenario, efficient source separation of food waste could result in significant environmental improvements, primarily because of increase in calorific value of remaining waste incinerated with energy recovery. Sensitivity analysis emphasized the importance of efficient source separation of food waste, as well as the electricity recovery in incinerators, in order to obtain an environmentally friendly waste management system in Beijing City.  相似文献

By 2004, there were 19 municipal solid waste incinerators (MSWI) with a total yearly treatment capacity of 7.72 million tons in service in Taiwan. All 19 incinerators operated daily to generate about 1.05 million tons of incinerator ash, including bottom ash and stabilized fly ash in 2003, and the average ash yield is 18.67%. The total number of incinerators is expected to increase to 27, serving almost all cities in Taiwan by 2007. The authors have suggested a set of criteria based on the yield of incinerator ash (Phi) to study the ash recycle and reuse potential. The Taiwan Environmental Protection Administration has studied the treatment and reuse of MSWI ashes for many years and collected references on international experience accumulated by developed nations for establishing policies on treatment and reuse of MSWI ashes. These citations were analyzed as the basis for current governmental decision making on policies and factors to be considered for establishing policies on recycle and reuse of MSWI ashes. Feasible applications include utilization of ashes, which after sieving and separation of metal particles, produce granular materials. When granular materials comply with TCLP limitations, they can be utilized as cement additives or road base. The procedures of evaluation have been proposed in the performance criteria to be included in the proposed decision-making process of ash utilization.  相似文献

The emissions of a full range of polychlorinated dibenzo-p-dioxins and furans (PCDDs/PCDFs) have become one of the most controversial issues in siting and building new municipal incinerators. The lack of comprehensive evaluation of the PCDDs/PCDFs formation and emission control technologies in earlier times resulted in ambiguity in the decision-making of incineration projects. Until the last decade, several emission tests of municipal solid waste incineration regarding to new combustion criteria, public regulations, and risk assessments were conducted and reported in the literature. However, only a few analyses of statistical prediction and control have been established. This paper presents a series of multiple linear regression models for PCDDs/PCDFs emission prediction and control corresponding to different types of incinerators. The data used in the regression analysis were integrated from several testing programmes held in North America. By applying these regression results, evaluation of various combustion criteria, public regulations, and environmental and health risk assessment can then be achieved. Such evaluation is valuable for some developing countries which do not have sufficient finance or engineering experience to pursue large scale emission tests, but need rapid promulgation of emissions control for municipal solid waste incinerators.  相似文献

Nitrous oxide and carbon dioxide were continuously measured and variability of emission factors (EFs) was evaluated in five municipal waste incinerators (MWIs) and four industrial waste incinerators (IWIs) from 24 to 86 days between 2008 and 2011. N2O EFs were calculated by Monte Carlo simulation and mean N2O EFs were 7.1, 107, 127, 219 g N2O/ton waste combusted in MWIs with selective catalytic reduction (SCR) for NOx control, MWIs with selective non-catalytic reduction (SNCR), IWIs with SNCR, and a MWI using fluidized bed with SNCR, respectively. Climate-relevant CO2 EFs ranged from 0.45 to 0.72 ton CO2/ton waste combusted in MWIs. Maximum values of upper limit for 95% confidence intervals (CIs) of N2O EFs estimated in each MWIs with SCR, MWIs with SNCR, IWIs with SNCR were 185, 94, 101% of mean N2O EFs, respectively. Meanwhile, maximum values of upper limit for 95% CIs of CO2 EFs were much lower as between 18 and 36% in those facilities. 84% CIs of mean N2O EFs in MWIs with SNCR and IWIs with SNCR were overlapped indicating those values are not significantly different.  相似文献

Based on nine case studies of Municipal Solid Waste Management Systems in the Mediterranean region this article attempts to draw some general conclusions on the socio-economic constraints for improved solid waste management. Both policy formation, planning approach, institutional capacity, cost-effectiveness and financing models are assessed. The article points at three general findings: firstly, there is a great need for improving the planning and management capacity at the municipal level; secondly, there is an immense potential for facilitating a more cost-effective municipal solid waste planning and management through improved counselling and technical "back-stopping" from a national or regional body; thirdly, the national legislative framework for municipal solid waste management should specify policy objectives and measures which are operational and introduced in a realistic time schedule.  相似文献

Over the past decades, uncontrolled population growth and rapid urbanization and industrialization have resulted in environmental problems in Corlu Town, Turkey. One of the most important problems is solid waste due to inadequate management practices. Nowadays, increasing public awareness of the environment compels local authorities to define and to adopt new solutions for waste management. This paper presents a general overview of current solid waste management practices in Corlu Town and principles of the recommended municipal solid waste (MSW) management system. In Corlu, 170 tonnes of municipal solid waste are generated each day, or 1.150 kg per capita per day. Approximately one-half of the municipal solid waste generated is organic material and 30% of the MSW consists of recyclable materials. The recommended system deals with maximizing recycling and minimizing landfilling of municipal solid waste, and consists of separation at source, collection, sorting, recycling, composting and sanitary landfilling. This study also analyzed the recommended system with respect to feasibility and economics. To evaluate whether the suggested system is cost effective or not, the operating cost of the recommended system and market prices of recyclable materials were compared, and the results show that the recommended system will reduce required landfill volume up to 27% of compared to the present situation. The profit of the recommended system is estimated to be about 80 million US dollars.  相似文献

To ease the NIMBY (not in my back yard) syndrome of constructing municipal solid waste (MSW) incinerators in Taiwan, compensatory funding is widely allocated to the impacted communities to gain the acceptance and support of residents living the impacted areas. This paper presents a spatial methodology for distributing a compensatory fund more logically based on the environmental impact on each neighborhood in Taipei City. This method integrates ten impact factors, which have been proposed by a local committee, to evaluate all neighborhoods using mathematical models combined with spatial analyses in an analytic hierarchy process. The compensatory fund is distributed according to the resulting final scores. A GIS (geographic information systems)-based system has been developed to assist in assigning the final scores to the neighborhoods impacted. Results on impact factors and fund distributions are combined; they are included in an information system and displayed in spatial scales. For Taipei City, the impact of air quality during the incinerator operating period is the item of greatest concern to the surrounding residents and thus, it receives a relatively higher weight of 0.2894. As a result, high impact scores were assigned to not only those neighborhoods hosting the incinerators, but also the neighborhoods where the maximum particulate air pollutants occurred. This approach could be applicable to other MSW incinerators with similar environmental impact problems and interest in compensation schemes.  相似文献

The Campania Region in Southern Italy has suffered many problems with municipal solid waste management since the mid-1990s, leading to significant public disturbances and subsequent media coverage. This paper reports on the current views and knowledge of young people (university students) in this region about waste management operations and facilities, specifically the siting of landfills and incinerators. By means of a structured questionnaire, opinion and knowledge were systematically examined by degree type and course year. The study took place in 2011 at the University of Salerno campus. A sample of 900 students, comprising 100 students for each of the nine considered faculties, and 20 students for every academic course year, was randomly selected. Only about a quarter of respondents were not opposed to the siting of a landfill or an incinerator in their city. This clearly highlights that historic opposition to the construction of waste facilities is difficult to overcome and that distrust for previous poor management or indiscretions is long-lived and transcends generations. Students from technical faculties expressed the most reasonable opinion; opinion and knowledge were statistically related (Chi-square test, p < 0.05) to the attended faculty, and the knowledge grew linearly with progression through the university. This suggests that awareness of waste management practices develops with experience and understanding of environmental issues. There is general acceptance that many stakeholders – technicians, politicians and citizens – all have to be part of the decision process when siting a new waste management facility. The opinions of the young respondents were significantly influenced by their level of environmental knowledge.  相似文献

A cost methodology is proposed for evaluating the ecological-economic efficiency of a municipal solid waste management scheme based on the recommendations of cost-benefit analysis and the full-cost accounting methodology for municipal solid waste management. The methodology employs the previously introduced waste managements’ efficient decision (WAMED) model and the company statistical business tool for environmental recovery (COSTBUSTER) indicator. A case study presents the practical application of the proposed cost-benefit analysis-based theory to the landfilling concept currently applied in Kalmar, Sweden. It is concluded that the presented provisions for evaluation of the ecological-economic efficiency of a municipal solid waste management scheme reflect a novel integrated approach to solving the problem of simultaneously decreasing the negative impacts of municipal solid waste on the environment and the health of the population while providing an information support tool for decision making in municipal solid waste management at regional and municipal levels to improve small-and medium-sized company competitiveness in particular.  相似文献

This paper proposed an adjusted "shared-input" version of the popular efficiency measurement technique Data Envelopment Analysis (DEA) that enables evaluating municipality waste collection and processing performances in settings in which one input (waste costs) is shared among treatment efforts of multiple municipal solid waste fractions. The main advantage of this version of DEA is that it not only provides an estimate of the municipalities overall cost efficiency but also estimates of the municipalities' cost efficiency in the treatment of the different fractions of municipal solid waste (MSW). To illustrate the practical usefulness of the shared input DEA-model, we apply the model to data on 293 municipalities in Flanders, Belgium, for the year 2008.  相似文献

Taiwan is the second most densely populated country in the world; its 22.604 million residents (2002) live in an area of 35,967 km2 (628 people/km2). Taiwan's economy has grown rapidly during the last 20 years, resulting in a corresponding increase in the amount of municipal solid waste (MSW). This study describes and evaluates the municipal solid waste management system in Taiwan. The study's results indicate that the amount of MSW began to decline after 1997, when the government enforced aggressive MSW management policies. By 2002, total MSW production had dropped by 27%, and the average daily per capita weight of MSW had fallen from 1.14 kg in 1997 to 0.81 kg in 2002. Summarizing the successful experience of MSW reduction in Taiwan, the most important factor was the government's combining of the MSW collection system with reduction/recycling programs. The second most important factor was the policy of extended producer responsibility, which laid a foundation of recycling by producers and retailers and promoted public recycling.  相似文献

The paper summarises the main results obtained from two extensive applications of Life Cycle Assessment (LCA) to the integrated municipal solid waste management systems of Torino and Cuneo Districts in northern Italy. Scenarios with substantial differences in terms of amount of waste, percentage of separate collection and options for the disposal of residual waste are used to discuss the credibility and acceptability of the LCA results, which are adversely affected by the large influence of methodological assumptions and the local socio-economic constraints. The use of site-specific data on full scale waste treatment facilities and the adoption of a participatory approach for the definition of the most sensible LCA assumptions are used to assist local public administrators and stakeholders showing them that LCA can be operational to waste management at local scale.  相似文献

This study investigated the medical waste management practices used by hospitals in northern Jordan. A comprehensive inspection survey was conducted for all 21 hospitals located in the study area. Field visits were conducted to provide information on the different medical waste management aspects. The results reported here focus on the level of medical waste segregation, treatment and disposal options practiced in the study area hospitals. The total number of beds in the hospitals was 2296, and the anticipated quantity of medical waste generated by these hospitals was about 1400 kg/day. The most frequently used treatment practice for solid medical waste was incineration. Of these hospitals, only 48% had incinerators, and none of these incinerators met the Ministry of Health (MoH) regulations. As for the liquid medical waste, the survey results indicated that 57% of surveyed hospitals were discharging it into the municipal sewer system, while the remaining hospitals were collecting their liquid waste in septic tanks. The results indicated that the medical waste generation rate ranges from approximately 0.5 to 2.2 kg/bed day, which is comprised of 90% of infectious waste and 10% sharps. The results also showed that segregation of various medical waste types in the hospitals has not been conducted properly. The study revealed the need for training and capacity building programs of all employees involved in the medical waste management.  相似文献

This research focuses on recycling in developing countries as one form of sustainable municipal solid waste management (MSWM). Twenty-three case studies provided municipal solid waste (MSW) generation and recovery rates and composition for compilation and assessment. The average MSW generation rate was 0.77 kg/person/day, with recovery rates from 5-40%. The waste streams of 19 of these case studies consisted of 0-70% recyclables and 17-80% organics. Qualitative analysis of all 23 case studies identified barriers or incentives to recycling, which resulted in the development of factors influencing recycling of MSW in developing countries. The factors are government policy, government finances, waste characterization, waste collection and segregation, household education, household economics, MSWM (municipal solid waste management) administration, MSWM personnel education, MSWM plan, local recycled-material market, technological and human resources, and land availability. Necessary and beneficial relationships drawn among these factors revealed the collaborative nature of sustainable MSWM. The functionality of the factor relationships greatly influenced the success of sustainable MSWM. A correlation existed between stakeholder involvement and the three dimensions of sustainability: environment, society, and economy. The only factors driven by all three dimensions (waste collection and segregation, MSWM plan, and local recycled-material market) were those requiring the greatest collaboration with other factors.  相似文献

Reduction and recycling initiatives such as producer responsibility and pay-as-you-throw are being implemented in Taiwan. This paper presents a study assessing the impact of recently implemented municipal solid waste (MSW) reduction and recycling management strategies on the characteristics of waste feedstock for incineration in Taiwan. Through the periodic sampling of two typical MSW incineration plants, proximate and ultimate analyses were conducted according to standard methods to explore the influence of MSW reduction and recycling management strategies on incineration feed waste characteristics. It was observed that the annual amount of MSW generated in 2005 decreased by about 10% compared to 2003 and that the characteristics of MSW have changed significantly due to recent management strategies. The heating value of the MSW generated in Taiwan increased yearly by about 5% after program implementation. A comparison of the monthly variations in chemical concentrations indicated that the chlorine content in MSW has changed. This change results from usage reduction of PVC plastic due to the recycling fund management (RFM) program, and the food waste as well as salt content reduction due to the total recycling for kitchen garbage program. This achievement will improve the reduction of dioxin emissions from MSW incineration. In summary, management strategies must be conducted in tandem with the global trend to achieve a zero-waste-discharge country. When implementing these strategies and planning for future MSW management systems, it is important to consider the changes that may occur in the composition and characteristics of MSW over time.  相似文献

A CFD scheme was presented for modeling municipal solid waste (MSW) combustion in a moving-grate incinerator, including the in-bed burning of solid wastes, the out-of-bed burnout of gaseous volatiles, and the selective non-catalytic reduction (SNCR) process between urea (CO(NH2)2) and NOx. The in-bed calculations provided 2-D profiles of the gas–solid temperatures and the gas species concentrations along the bed length, which were then used as inlet conditions for the out-of-bed computations. The over-bed simulations provided the profiles of incident radiation heat flux on the top of bed. A 3-dimensional benchmark simulation was conducted with a 750 t/day commercial incinerator using the present coupling scheme incorporating with a reduced SNCR reduction mechanism. Numerical tests were performed to investigate the effects of operating parameters such as injection position, injection speed and the normalized stoichiometric ratio (NSR) on the SNCR performance. The simulation results showed that the distributions of gas velocity, temperature and NOx concentration were highly non-uniform, which made the injection position one of the most sensitive operating parameters influencing the SNCR performance of moving grate incinerators. The simulation results also showed that multi-layer injections were needed to meet the EU2000 standard, and a NSR 1.5 was suggested as a compromise of a satisfactory NOx reduction and reasonable NH3 slip rates. This work provided useful guides to the design and operation of SNCR process in moving-grate incinerators.  相似文献
