The Chernobyl accident led to a long-term crisis that affected agriculture, food and living conditions in complex ways, and that modified the usual economical, political and social relations between public and private stakeholders at local, national and international level. The EC FARMING project aims to create a European stakeholder network to consider possible rehabilitation strategies for rural areas contaminated after a nuclear accident. The Institute of Patrimonial Strategies of the National Institute on Agronomy had responsibility for setting up the French stakeholder group. The objective was to develop favourable conditions and ways whereby stakeholders could deal with such a complex situation as a nuclear emergency and develop rehabilitation strategies. The results from the 3-year work programme on both strategic and technical aspects, showed an increasing commitment from the stakeholders that led to the building up of a common understanding of what a nuclear accident could be and how it could be dealt with.  相似文献

An expert group was established in 2001 representing various organisations and authorities responsible for primary production, food processing, the distribution and consumption of foodstuffs, food safety and availability, catering and extension services, nature conservation, research into environmental impacts, and the media. The aim was to strengthen networking and improve the stakeholder response to accidental radioactive contamination of rural areas through participation in the FARMING network project. A hypothetical contamination of a large milk-producing area provided a suitable framework for evaluation of actions ensuring clean feeding of dairy cows during grazing. The following year the group received a compilation of rural countermeasures and waste disposal methods, described by the STRATEGY project. The robust, uncomplicated approach of the evaluation meetings was fruitful and efficient, and the multidisciplinary group was capable of taking shared views on various measures after updating their knowledge together. High priority was given to measurements of radioactivity and the provision of information and advice to a wider audience.  相似文献

The setting up of the Greek Stakeholders Group in the framework of the EC Food and Agriculture Restoration Management Involving Networked Groups (FARMING) project is described. The Group included members from more than 20 governmental and non-governmental organisations, having interest and/or responsibilities in the management of a crisis following a nuclear accident. The stakeholders, during their meetings in 2002, discussed the agricultural countermeasures and rural waste disposal options which have been compiled by the EC Sustainable Restoration and Long-Term Management of Contaminated Rural, Urban and Industrial Ecosystems (STRATEGY) project. All stakeholders agreed that the most preferable were those options that ensure public acceptance, minimise environmental impact and maintain farming practices and acceptable living and working conditions. Their views are synoptically presented along with the major conclusions from the stakeholders meetings regarding nuclear crisis management.  相似文献

In the case of radioactive contamination of the environment with an impact on the food chain, the remediation strategy will not only be based on scientific knowledge and technical experience, but will also be dictated by peculiarities of the country. These characteristics include the agro-industrial structure, the local and international economical contexts and the political configuration including the distribution of responsibilities and competencies. This paper identifies and illustrates the most relevant characteristics of the Belgian agricultural system and political environment; it also describes the past experience with food chain contamination, which is expected to influence the attitude of Belgian stakeholders, who would be involved in the setting up of countermeasure strategies for maintaining agricultural production and food safety. The picture drawn explains why several countermeasures aiming to reduce the contamination in food products, although scientifically sound and technically feasible, are hardly acceptable or even not acceptable at all, to the stakeholders.  相似文献

The importance of major stakeholders participating in the formulation of strategies for maintaining food safety and agricultural production following a nuclear accident has been successfully demonstrated by the UK 'Agriculture and Food Countermeasures Working Group' (AFCWG). The organisation, membership and terms of reference of the group are described. Details are given of the achievements of the AFCWG and its sub-groups, which include agreeing management options that would be included in a recovery handbook for decision-makers in the UK and tackling the disposal of large volumes of contaminated milk, potentially resulting from a nuclear accident.  相似文献

Competing water demands for household consumption as well as the production of food, energy, and other uses pose challenges for water supply and sustainable development in many parts of the world. Designing creative strategies and learning processes for sustainable water governance is thus of prime importance. While this need is uncontested, suitable approaches still have to be found. In this article we present and evaluate a conceptual approach to scenario building aimed at transdisciplinary learning for sustainable water governance. The approach combines normative, explorative, and participatory scenario elements. This combination allows for adequate consideration of stakeholders’ and scientists’ systems, target, and transformation knowledge. Application of the approach in the MontanAqua project in the Swiss Alps confirmed its high potential for co-producing new knowledge and establishing a meaningful and deliberative dialogue between all actors involved. The iterative and combined approach ensured that stakeholders’ knowledge was adequately captured, fed into scientific analysis, and brought back to stakeholders in several cycles, thereby facilitating learning and co-production of new knowledge relevant for both stakeholders and scientists. However, the approach also revealed a number of constraints, including the enormous flexibility required of stakeholders and scientists in order for them to truly engage in the co-production of new knowledge. Overall, the study showed that shifts from strategic to communicative action are possible in an environment of mutual trust. This ultimately depends on creating conditions of interaction that place scientists’ and stakeholders’ knowledge on an equal footing.  相似文献

Transdisciplinary research (TDR) aims at identifying implementable solutions to difficult sustainability problems and at fostering social learning. It requires a well-managed collaboration among multidisciplinary scientists and multisectoral stakeholders. Performing TDR is challenging, particularly for foreign researchers working in countries with different institutional and socio-cultural conditions. There is a need to synthesize and share experience among researchers as well as practitioners regarding how TDR can be conducted under specific contexts. In this paper, we aim to evaluate and synthesize our unique experience in conducting TDR projects in Asia. We applied guiding principles of TDR to conduct a formative evaluation of four consortium projects on sustainable land and water management in China, the Philippines, and Vietnam. In all projects, local political conditions restricted the set of stakeholders that could be involved in the research processes. The set of involved stakeholders was also affected by the fact that stakeholders in most cases only participate if they belong to the personal network of the project leaders. Language barriers hampered effective communication between foreign researchers and stakeholders in all projects and thus knowledge integration. The TDR approach and its specific methods were adapted to respond to the specific cultural, social, and political conditions in the research areas, also with the aim to promote trust and interest of the stakeholders throughout the project. Additionally, various measures were implemented to promote collaboration among disciplinary scientists. Based on lessons learned, we provide specific recommendations for the design and implementation of TDR projects in particular in Asia.  相似文献

The paper summarizes an evaluation of practicability of rural countermeasures after radioactive fallout in northern conditions carried out by a Finnish group of experts in the FARMING Network project. Snow and soil frost limit the selection of crops, and the short growing season allows mostly one harvest yearly. Cold climate restricts fruit production to apples and berries. Due to the long indoor feeding period, conserved and stored clean feed is available almost all year round. The use of fertilisers and lime on poor and acidic soils leads to high potassium and calcium intake of cows increasing the incidence of milk fever. The surface soil layer is thin and ploughing deeper than 20 cm is problematic due to stony and compacted soils. It also increases soil acidity and decreases fertility. Cultivation of peatlands limits the selection of plants and increases long-term radiocaesium contamination of crops. Frost and snow delay ploughing and spreading of waste milk on arable land, but removal of snow is a decontamination option. Long distances and high transport costs complicate carrying out the countermeasures. The Finnish stakeholder group considered it vital to be prepared for implementation of practicable measures for the safety of food.  相似文献

The STRATEGY project (Sustainable Restoration and Long-Term Management of Contaminated Rural, Urban and Industrial Ecosystems) aimed to provide a holistic decision framework for the selection of optimal restoration strategies for the long-term sustainable management of contaminated areas in Western Europe. A critical evaluation was carried out of countermeasures and waste disposal options, from which compendia of state-of-the-art restoration methods were compiled. A decision support system capable of optimising spatially varying restoration strategies, that considered the level of averted dose, costs (including those of waste disposal) and environmental side effects was developed. Appropriate methods of estimating indirect costs associated with side effects and of communicating with stakeholders were identified. The importance of stakeholder consultation at a local level and of ensuring that any response is site and scenario specific were emphasised. A value matrix approach was suggested as a method of addressing social and ethical issues within the decision-making process, and was designed to be compatible with both the countermeasure compendia and the decision support system. The applicability and usefulness of STRATEGY outputs for food production systems in the medium to long term is assessed.  相似文献

Traditional ecological knowledge and local experience of resource management and the usefulness of plant species can make important contributions to attempts to understand forest ecosystems and to develop effective sustainable management strategies for them. Therefore, the utilization of tree species by local people, their perceptions of changes in the surrounding forests, and suggested solutions for associated problems, were studied in the Sissili province of southern Burkina Faso. Information was collected through a combination of participatory rural appraisals, household interviews, and observational methods. Principal component analysis was used to analyze the consumptive values of woody species and their respective parts. A total of 82 species were identified, 90% of them were used for medicinal purposes, 78% for fodder, 73% for food, 67% for house construction, and 58% for wood carving. This suggests that forests play a key role in sustaining the rural livelihood and contributing to poverty reduction. The various stakeholders perceived that vegetation clearing for cultivation of cash crops (agribusiness) was the main driver of the change in forest cover. Species reported to be declining in the area included Parkia biglobosa, Pterocarpus erinaceus, Afzelia africana, Bombax costatum, Tamarindus indica, and Diospyros mespiliformis. Thus, a concerted effort should be made to manage the remaining natural forests in the country. Appropriate management strategies should be developed jointly by the local communities and external support groups to integrate the valuable local knowledge about forest species with the stakeholders’ suggestions in order to promote sustainable management of the region’s forest ecosystems.  相似文献

It has recently been recommended that a shift from traditional flood prevention to more adaptive strategies is made, focusing on the reduction in and recovery from flood impacts as a means to improve resilience to climate impacts. This shift has had implications for the public–private divide in adaptive flood risk governance. In an urban context, it means that private actors such as developers and residents come into play, necessitating governance arrangements which cross the public–private divide. The division of responsibilities for water safety between the public and private sectors affects the way legitimacy is gained for these arrangements and raises new legitimacy issues. The paper offers an analysis of public and private responsibilities in adaptive flood risk governance arrangements, as well as of the legitimacy of the arrangements in the light of the public–private divide. A comparative case study is presented for three urban regeneration projects in un-embanked areas in Hamburg, Germany, Helsinki, Finland, and Rotterdam, the Netherlands, where adaptive strategies have been applied. The results show that network arrangements with joint public–private responsibilities use direct forms of participation and deliberation, but that these do not necessarily lead to more legitimate arrangements in the eyes of stakeholders as is often suggested in the literature. Both network and more public hierarchical arrangements can be perceived as quite legitimate under certain conditions.  相似文献

The modern society is increasingly demanding sustainable practices in engineering fields. In the specific case of engineering practices for restoring contaminated land, there is an ongoing sustainable remediation movement which has rapidly drawn attention from both the industry and governments. It is well recognized that decision making in contaminated land remediation depends on the interaction of a variety of stakeholders. However, there is still no consensus as for how various stakeholders perceive sustainable practices in remediation, and how stakeholders interact in decision making that may lead to sustainable practices. The present study proposes a hypothetical model depicting the mediating effect of stakeholder perception in decision making. Using empirical experiences, questionnaire survey, and qualitative interview results, the present study found that there is divergent perception by various stakeholders regarding how sustainable behavior is adopted and how it is affected by stakeholder influence. The divergent view was attributed to varying organizational objectives, information access, and self-perception. Moreover, it found that incorporating sustainability into real engineering practice is transdisciplinary and requires transdisciplinary processes that can help various stakeholders to reach consensus.  相似文献

Sustainability demands that managers deliberate effects on stakeholders and the environment alongside traditional profitability measures. This paper presents a case study suggested by the managers of a distribution firm that seeks to balance environmental impact with cost in an industrial distribution network configuration decision incorporating product returns, which is currently taking place. While this can be modelled using mathematical programming, nonlinear terms in the objective functions as well as the likeliness that a large number of combinations of binary decision variables result suggest that this will not be able to be relied upon for a solution. For this reason, we propose a heuristic that aims at finding the Pareto-efficient frontier, which managers can use to deliberate the best solution balancing cost and environmental impact, according to the relative trade-offs of various possible configurations. We illustrate this heuristic on the Italian region of Liguria, and further explore trade-offs juxtaposing the regions of Lombardi and Sicily. Lastly, various extensions for enhanced product recovery opportunities for returns are suggested.  相似文献

Scenarios have become a powerful tool in integrated assessment and policy analysis for climate change. Socio-economic and climate scenarios are often combined to assess climate change impacts and vulnerabilities across different sectors and to inform risk management strategies. Such combinations of scenarios can also play an important role in enabling the interaction between experts and other stakeholders, framing issues and providing a means for making explicit and dealing with uncertainties. Drawing on experience with the application of scenarios to climate change assessments in recent Dutch research, the paper argues that scenario approaches need to be matched to the frames of stakeholders who are situated in specific decision contexts. Differentiated approaches (top-down, bottom-up and interactive) are needed to address the different frames and decision-making contexts of stakeholders. A framework is proposed to map scenarios and decision contexts onto two dimensions: the spatial scale of the context and the starting point of approach used in scenario development (top-down, bottom-up or incident-driven). Future climate and socio-economic scenario development will be shaped by the need to become better aligned with multiple interacting uncertainties salient to stakeholders.  相似文献

Social participation has been broadly analysed by comparing case studies of different types of socio-economic developments in Brazil and the United Kingdom (UK). A key objective has been to consider how effective social participation has been in incorporating society’s points of view in the decision making process. In most cases, it would appear that very little can be done by stakeholders to change big decisions on development policies that support public and private development because in reality social participation often only provides an opportunity for discussion and agreement on specific issues regarding how development will be undertaken and how stakeholders will be affected. Although Brazil and the United Kingdom have socio-economic and cultural differences, it is necessary to emphasize that education, self-organization and knowledge of civil rights are crucial for an effective social participation process. As climate change is an important topic for present and future generations and that some of the development activities analysed in this study will emit greenhouse gases, this study also attempts to investigate if climate change mitigation strategies have been integrated into the social participation process. Investigation shows that there is little evidence that climate change mitigation actions involving stakeholders have been integrated into development strategies or have been part of social participation schemes in the case studies analysed. Having said that, the study also describes positive examples of climate change mitigation actions in different parts of the world that involve local people in ‘carbon-neutral’ or ‘social-carbon’ projects and proposes the creation of a carbon-neutral committee that would be responsible for coordinating climate change mitigation measures within development proposals such as the ones analysed in this study.  相似文献

A key issue in implementing adaptation strategies at the landscape level is that landowners take measures on their land collectively. We explored the role of information in collective decision-making in a landscape planning process in the Baakse Beek region, the Netherlands. Information was provided on (a) the degree to which measures contribute to multiple purposes, (b) whether they are beneficial to stakeholders representing different sectors of land use, and (c) the need for landscape-level implementation of adaptation measures. Our analysis suggests that the negotiation process resulted in collective decisions for more collaborative adaptation measures than could be expected from individual preferences previous to the planning session. Based on the results, it is plausible that the provided information enhanced integrative agreements by leading stakeholders to realize that they were mutually interdependent, both in acquiring individual benefits as well as in implementing the measures at the landscape level. Our findings are significant in the context of the emerging insight that targeted information provision for climate adaptation of landscapes can support collaboration between the relevant stakeholders.  相似文献

The radiation protection community has only recently started the important work of preparedness for long-term post-accidental management of radioactively contaminated areas, like for instance the EC projects STRATEGY, FARMING and EURANOS and the French authorities' CODIRPA and PAREX programmes. There are, however, different views concerning how long a long-term management might last. Based on the Norwegian and former Soviet Union experience after the Chernobyl accident, it is clear that a nuclear accident can entail decades of necessary management and rehabilitation of living conditions. The time period is dependent on a number of factors, e.g. amount of fallout, type of radionuclides, land use of contaminated area, number and density of people affected and available techniques and resources for implementing countermeasures. This paper discusses the management strategy implemented in Norway after the Chernobyl accident, the need for changing strategy over time and the important involvement of affected groups. Careful planning and reflections should be undertaken before actions are taken in the recovery phase, keeping in mind the possibility of decades with problems.  相似文献

Progress towards climate change aware regional sustainable development is affected by actions at multiple spatial scales and governance levels and equally impacts actions at these scales. Many authors and policy practitioners consider therefore that decisions over policy, mitigation strategies and capacity for adaptation to climate change require construction and coordination over multiple levels of governance to arrive at acceptable local, regional and global management strategies. However, how such processes of coordination and decision-aiding can occur and be maintained and improved over time is a major challenge in need of investigation. We take on this challenge by proposing research-supported methods of aiding multi-level decision-making processes in this context. Four example regionally focussed multi-level case studies from diverse socio-political contexts are outlined—estuarine management in Australia’s Lower Hawkesbury, flood and drought management in Bulgaria’s Upper Iskar Basin, climate policy integration in Spain’s Comunidad Valenciana and food security in Bangladesh’s Faridpur District—from which insights are drawn. Our discussion focuses on exploring these insights including: (1) the possible advantages of informal research-supported processes and specifically those that provide individual arenas of participation for different levels of stakeholders; (2) the complexity of organisation processes required for aiding multi-level decision-making processes; and (3) to what extent progress towards integrated regional policies for climate change aware sustainable development can be achieved through research-supported processes. We finish with a speculative section that provides ideas and directions for future research.  相似文献

This article examines challenges to food security in areas especially vulnerable to the effects of climate variability and change, and the potential contribution of seasonal climate forecasting. Drawing on long-term study of the way environmental information is developed and circulates, and on recent fieldwork in Western Kenya, the article describes how climate variability exacerbates food insecurity; the kinds of climate information that are now being developed; and the kinds of technologies, organizations, and expertise that will be needed if new forms of climate information are to benefit vulnerable populations. Findings indicate that new forms of expertise need to be developed at all scales, and that linkage among stakeholders and between organizations functioning at different scales will be a considerable challenge.  相似文献
