The successful management of atmospheric pollution is best achieved when the benefits of controls can be clearly demonstrated to those who the controls affect. There is a need to demonstrate to a population that change will benefit the social and biophysical aspects of that population’s environment as a whole. This paper suggests that policy-makers need to demonstrate clearly the advantages of a change in behaviour for the local environment while concurrently minimising the life-style costs of the people whose co-operation is needed to bring that change about. This requires an improved understanding of the activities affected and the message and media by which environmental benefits can be communicated in the light of that understanding.Using the example of tropospheric ozone, this paper argues that air-quality management requires close regional co-ordination which can facilitate the establishment and implementation of local policy options. The ability of the UK National Air Quality Strategy to achieve this in its present form is discussed and the existence of a strategic gap between the current approach to air-quality management and the major issues surrounding air quality considered.  相似文献

The level of water was manipulated in a freshwater wetland, with the aim of enhancing abundances of benthic animals and, ultimately, improving habitat for feeding birds (Japanese Snipe, Gallinago hardwickii). We tested whether these actions had the predicted and desired effects on benthic animals, by contrasting changes in two managed locations to one control location which was left unmanipulated. The number of taxa and abundances of chironomids decreased strongly and significantly in the manipulated locations, while the abundance of oligochaetes appeared to vary in a seasonal manner. Temporal variability of the structure and composition of assemblages was also increased in manipulated locations. Such effects have previously been suggested to indicate stress in benthic assemblages. Therefore, in contrast to what was predicted, managerial actions made benthic fauna less abundant and thus, less suitable as habitat for feeding birds. Several general lessons can be learned from these results. (1) Effects of managerial actions like these are difficult to predict a priori and can only be reliably evaluated with an experimental framework. (2) Because abundances of animals vary naturally, evaluations of managerial actions must include appropriate spatial replication. (3) Sampling at hierarchical temporal scales is important, because abundances of animals may vary in an unpredictable manner at short temporal scales and because changes in temporal variability may be a symptom of stress. (4) Combined use of uni- and multivariate techniques provides a comprehensive set of tools to assess the effects of restoration and creation of new habitats. Finally, these results emphasise the need for clear predictions about desired outcomes and specific experimental plans about how to test whether the desired results were achieved, before managerial actions are taken. Although this is often very difficult to achieve in real situations, it is necessary for practices of management to evolve on the basis of sound empirical experience.  相似文献

The United States is finding it difficult to develop a coherent policy on acid rain. Despite more than a decade of scientific research and policy initiatives, no clear course of action has been identified. This article argues that what is missing is an integrated assessment of the scientific knowledge that will guide the political process. The role of the integrated assessment is described, and a conceptual framework presented that would accomplish the desired goal. Currently available acid rain assessment models are compared against this framework and found to be less than satisfactory. The article concludes by stressing the opportunity now available to the National Acid Precipitation Assessment Program to perform such an assessment and break the logjam.  相似文献

We examined the principal effects of different information network topologies for local adaptive management of natural resources. We used computerized agents with adaptive decision algorithms with the following three fundamental constraints: (1) Complete understanding of the processes maintaining the natural resource can never be achieved, (2) agents can only learn by experimentation and information sharing, and (3) memory is limited. The agents were given the task to manage a system that had two states: one that provided high utility returns (desired) and one that provided low returns (undesired). In addition, the threshold between the states was close to the optimal return of the desired state. We found that networks of low to moderate link densities significantly increased the resilience of the utility returns. Networks of high link densities contributed to highly synchronized behavior among the agents, which caused occasional large-scale ecological crises between periods of stable and high utility returns. A constructed network involving a small set of experimenting agents was capable of combining high utility returns with high resilience, conforming to theories underlying the concept of adaptive comanagement. We conclude that (1) the ability to manage for resilience (i.e., to stay clear of the threshold leading to the undesired state as well as the ability to re-enter the desired state following a collapse) resides in the network structure and (2) in a coupled social–ecological system, the systemwide state transition occurs not because the ecological system flips into the undesired state, but because managers lose their capacity to reorganize back to the desired state. Over the last five decades, Malaysia has undergone rapid economic, social and environmental change, a process which is still continuing. The pursuit of socio‐economic progress has been accompanied by an unprecedented rate of change in the natural environment. In parallel to this development, governmental responses have also adapted over time to address emerging environmental situations. This article views the recent history of Malaysia's evolving policy response to development needs and environmental change as consisting of four distinct stages. Despite an impressive array of policy statements and strategies to implement sustainable development, many challenges remain today. A clear articulation of normative principles of sustainable development is of paramount importance, as is the monumental task of policy implementation. The article argues that the trajectory of Malaysia's policy on natural resources and environmental issues bears the characteristics of path‐dependent evolution.  相似文献

The number of MPAs has increased sharply, from just 118 in 1970 to well over 6,300 today. This growth in numbers has also been accompanied by a voluminous growth in the academic literature on the theme, with writers employing ecologic, economic and governance lenses (or a combination thereof) to both support the case for MPA creation, and to evaluate just how successfully (or not) existing MPAs match up to their promises. Research suggests effective management of such protected areas is vital if desired outcomes are to be achieved within the allotted time period. This Special Feature on MPAs therefore seeks to address two key questions derived from the management effectiveness framework of Hockings and others (2000), namely: ‘How appropriate are the management systems and processes in place?’ and ‘Were the desired Objectives achieved—and if so, why?’ Fourteen articles, drawing on different disciplinary perspectives relating to MPA experiences from across the globe, offers insights into these questions by considering, inter alia, how: are MPA sites selected?; is ‘buy-in’ to the process from the various stakeholders achieved?; are these stakeholder’s views reflected in the management systems that evolve?, and what monitoring and evaluation mechanisms are in place? Bringing these perspectives and approaches together through the medium of this Special Feature is thus intended to further our understanding of the different issues that may confront both planners and managers of Marine Protected Areas.  相似文献

Abstract: This paper examines the use of climate forecasting in water management in Brazil and the United States (U.S.). Specifically, it seeks to understand how different institutional arrangements shape the willingness and ability of water managers to incorporate technoscience, especially seasonal climate forecasting (SCF), in their decision‐making process. It argues that among the many factors shaping the willingness of water managers to use SCF, institutional design and change is critical to explain different patterns in Brazil and the U.S. Moreover, factors related to individual flexibility, discretion, and accountability also affect the ability of managers to use climate information in water management. This paper finds that while water managers in the U.S operate in a mostly fragmented and risk‐averse system – which constrains the adoption of innovation – decision makers in Brazil can afford more flexibility to introduce new decision tools as a result of widespread water management reforms initiated in the 1990s.  相似文献

ABSTRACT: The growing concern for public participation in water resource decision-making has invited researchers to improve and develop reliable, quick, and inexpensive techniques for measuring public preferences. It is increasingly clear that traditional participation mechanisms, though useful, are no longer sufficient in providing the level of participation desired by many. A combination of microcomputer technology with Nominal Group Process (a step-by-step process ending in ranked recommendations) offers numerous possibilities for active participatory planning. Efforts at participation occurring through a well developed and defined process cannot be successful without a sensitivity to the conceptual, methodological, and pragmatic problems involved. This paper prefaces presentation of an alternative active process technique with discussion of the theoretical basis of participatory democracy and the frustration with practical implementation procedures.  相似文献

The regulatory structures underlying United States and European Union policies regarding genetically modified (GM) food and crops are fundamentally different. The US regulates GM foods and crops as end products, applying roughly the same regulatory framework that it does to non GM foods or crops. The EU, on the other hand, regulates products of agricultural biotechnology as the result of a specific production process. Accordingly, it has developed a network of rules that regulate GM foods and crops specifically. As a result, US regulation of GM foods and crops is relatively permissive, whereas EU regulation is relatively restrictive. Why are genetically modified food policies in the United States and the European Union so strikingly different? In the light of the recent World Trade Organization dispute on agricultural biotechnology, it may seem that economic interests are the driving force behind policies. While they are certainly part of the picture, the issue is far more complex. This paper argues that three different elements help explain differences between US and EU GM food policies. First, an investigation of US and European policies of the 1970s and 1980s on recombinant DNA research and of events leading up to early GM food and crop regulation allows a deeper understanding of current policy. Second, scrutinizing underlying values and norms can uncover the beliefs that condition current GM food and crop policy. Third, an analysis of involved actors’ views and levels of success in influencing policy is essential to understanding US and EU policies.  相似文献

The current policy of many state governments in India to supply cheap and subsidized power to farmers for irrigation pumping is being increasingly questioned by many environmentalists and agriculturalists. States where power tariffs for irrigation are subsidized and cheap have seen a fall in their groundwater tables which could threaten the long-term sustainability of irrigated agriculture in these areas. This paper presents the results of a survey, undertaken to understand the effect of energy pricing on groundwater tables. The paper argues that current energy pricing policies are at cross purposes to groundwater conservation. Equity effects of energy pricing for irrigation pumping is also discussed .  相似文献

This paper investigates where and how sustainable transport goals are translated into public transport planning and operations. The case where this is explored is the Regional Public Transport Authority (RPTA) in Stockholm, Sweden. By drawing upon recent discussions on policy translation and political–administrative relationships, sustainable transport is found to be translated in two different collaborative spaces in the RTPA. In the market side of the authority, which is mainly preoccupied with procurement of traffic and compliance issues, sustainable transport is translated into quantitative goals (including biofuels, emissions, noise, etc.) and mechanically reproduced from the politicians via the civil servants to the private operators. In the planning side of the authority, sustainability measurements have been hard to quantify and the challenge to integrate land-use and transport planning is resolved in an organic manner, in specific projects, between the strategic transport planners in the RPTA and the land-use planners in the municipalities, at a distance from the politicians’ involvement. Throughout the RPTA, sustainable transport has broadened to also include social sustainability, although this has been difficult to translate into quantitative measurements, which is the desired mode of governance by the politicians.  相似文献

The fisheries of Lake Victoria have undergone a major transformation over the last three decades. The character of the lake has been subject to the influence of many powerful factors including: substantial increases in fishing effort; growing integration into the global fish market; acceleration of anthropogenic activities in the catchment area; demographic change; the influence of adverse shifts in the climate; and introduction of exotic plant and animal species. The task of managing the lake's resources, therefore, has never been more daunting. This article argues that, in most cases, the authorities charged with achieving the goal of sustainable development for the fishery, have failed to address the symptoms—let alone the origins—of the current unsustainable tendencies embedded in the social, economic and political fabric of Lake Victoria's riparian States. It is these factors that directly impinge upon the success of management initiatives for the lake. The article argues that if sustainable development is to be achieved, then stakeholders must act in concert, eliminate unsustainable practices and reprogramme development plans to focus on realistic goals. A possible way forward will be to develop a participatory management system.  相似文献

Abstract: Agricultural runoff, such as dissolved mineral salts and selenium, creates pronounced downstream impacts to agricultural producers and to wildlife. The ability to manage these problems efficiently depends critically on the institutional pricing structure of irrigation water delivery agencies. An important characteristic of irrigation water delivery is whether irrigators pay per unit of water received or make one payment regardless of the quantity of water received. In this study we compare the effectiveness of agricultural runoff reduction policies in two regions that employ these different water pricing structures. We find that reduction policy is more effective and can be achieved at a lower cost when water is priced on a per unit basis and that growers have greater incentive to act on their own to reduce runoff problems. Operating under a per unit pricing system encourages water conservation and runoff reduction, which creates public benefits that are not achieved under the single-payment, fixed allotment method of irrigation water delivery.  相似文献

Biosphere greenhouse gas (GHG) management consists of preserving and enhancing terrestrial carbon pools and producing biomass as a fossil fuel substitute. The discussion of this topic has focused primarily on carbon-accounting and project-level issues, particularly relating to carbon sequestration as a source of emissions credits under the Kyoto Protocol. While international consensus on these matters is needed, this paper argues that an important domestic policy agenda also deserves attention. National policies for biosphere GHG management are necessary to bring about large-scale changes in land-use, forestry, and agricultural practices and can address some of the technical and policy issues that have proven to be particularly problematic from carbon-accounting and project-level perspectives. These policies should minimize land-use and resource-management conflicts, account for collateral benefits, and ensure institutional compatibility with existing resource-management regimes. Issues relating to project permanence, leakage, and transaction costs should also be addressed. A range of policy instruments should be used and biosphere GHG management should be one component of an integrated approach to environmental and resource management. Countries promoting biosphere GHG management as an important element of their climate change strategies should be developing these domestic policies to complement international negotiations and to demonstrate that carbon sequestration and biomass production can make an effective contribution to the stabilization of atmospheric GHG concentrations.  相似文献

Since taking office 1 December 1988, Mexico's incumbent president, Carlos Salinas de Gortari, has introduced important innovations in environmental policy that distinguish his administration from those of his predecessors. Greater administrative continuity, improved regulatory capacity achieved through statutory change, focused priorities centering on pollution abatement in Mexico City, and an aggressive search for external financing for pollution control are hallmarks of Salinas' approach. The success of these environmental reforms depends heavily on economic recovery, however, and environmental policy still suffers from underfunding, bureaucratic fragmentation, and heavy reliance on voluntarist enforcement mechanisms. Recently, U.S. congressional debate on a proposed free trade agreement with Mexico has been a factor in spurring the Salinas government to take new antipollution and conservation measures. Mexico's growing environmental movement is also an important force behind the government's new responsiveness in environmental matters. The Salinas administration recognizes the issue's political salience and has sought to defuse environmental criticism using a large arsenal of resources at its disposal. Salinas' environmental policy strategy may thus be characterized as both proactive and reactive in nature. While the reforms are evidence that Mexico is beginning to take environmental matters more seriously, economic recovery and sustained environmental activism remain vital to further progress.  相似文献

There are gaps in the existing climate change adaptation literature concerning the design of spatial planning instruments and the relationship between policy instruments and the sociopolitical barriers to adaptation reform. To help address this gap, this article presents a typology of spatial planning instruments for adaptation and analyses the pattern of instrument choice in Australian planning processes in order to shed light on contextual factors that can impede adaptation. The analysis highlights how policy design can amplify the barriers to adaptation by arranging policy actors in ways inimical to reform and stripping decision makers of the instruments necessary to make and sustain desired policy changes.  相似文献

The article focuses on fossil energy resources in the Andean Group and Mexico, and argues for a dynamic approach to calculating reserves to production ratios. Individual countries are surveyed in terms of estimated reserves of fossil energy resources, current production rates and future prospects; energy policy options for individual countries are analysed. As a primary objective of energy policy is to ensure security of supply, it is important that calculations of reserves to production ratios accurately estimate the desired level of investment in exploration. The calculations need to take into account a variety of parameters, including different energy sources, availability and risk; geographic considerations including proximity, transport, storage capacity and commercial aspects; the competitive and environmental implications of developing indigenous resources; and the use of instruments to establish contingency plans for emergencies.
