Despite a general decrease in Dutch environmental emission trends, it remains difficult to comply with European Union (EU) environmental policy targets. Furthermore, environmental issues have become increasingly complex and entangled with society. Therefore, Dutch environmental policy follows a pragmatic line by adopting a flexible approach for compliance, rather than aiming at further reduction at the source of emission. This may be politically useful in order to adequately reach EU targets, but restoration of environmental conditions may be delayed. However, due to the complexity of today’s environmental issues, the restoration of environmental conditions might not be the only standard for a proper policy approach. Consequently this raises the question how the Dutch pragmatic approach to compliance qualifies in a broader policy assessment. In order to answer this question, we adapt a policy assessment framework, developed by Hemerijck and Hazeu (Bestuurskunde 13(2), 2004), based on the dimensions of legitimacy and policy logic. We apply this framework for three environmental policy assessments: flexible instruments in climate policy, fine-tuning of national and local measures to meet air quality standards, and derogation for the Nitrate Directive. We conclude with general assessment notes on the appliance of flexible instruments in environmental policy, showing that a broad and comprehensive perspective can help to understand the arguments to put such policy instruments into place and to identify trade-offs between assessment criteria.  相似文献

It is often said that we live in the ecological era. It is also often said that society has entered a new phase, which—depending on the theoretical orientation—is called post-modern, post-industrial or risk society. This article analyses to what extent the presupposed shift to a phase beyond modernity is reflected in nature conservation policy. To do so, an analysis is first made of whether the basic perception and appreciation of nature in latter-day society differs essentially from perceptions and appreciations that were dominant during the heyday of modernity. When this turns out not to be the case, the development of nature conservation policy in the Netherlands during the last decades of the twentieth century is investigated to establish if conservation policy—that is, the way in which society deals with nature—has fundamentally changed. The conclusion is that Dutch policy with regard to nature has been undergoing a process of belated modernization in the sense that it is striving towards a firmer base in science and a more objective and quantifiable process of policy development. This can be seen as removing a pre-modern relic from modern society. At the same time, there is a late-modern drive towards consensus building and communication, which cannot be reconciled entirely with the stronger orientation towards science as the sole basis for deciding which kind of nature and how nature should be protected. Scientific expertise plays an important role in the complex field of climate policy. Consequently, science–policy interactions have been institutionalized in many countries. However, science–policy arenas vary considerably across countries. Scholars mainly attribute these differences to the influence of specific political cultures. The literature has primarily compared science–policy arenas of countries with diverging political cultures, whereas comparisons of countries with similar political cultures are rare. The latter is especially true for neo-corporatist cultures. Against this background, we compare the climate science–policy arenas of three neo-corporatist countries, Austria, the Netherlands, and Switzerland. Conceptually, we draw on the literature regarding politico-cultural imprints in science–policy arenas. We operationalize national science–policy arenas along four dimensions: the knowledge actors, the organizational formats, the styles of science–policy interactions, and their transparency and visibility. Overall, the three arenas reveal many similarities and much fewer differences. Most similarities correspond to neo-corporatist patterns. However, some similarities consistently deviate from neo-corporatist patterns. Interestingly, almost all differences between the countries match national variations of neo-corporatism. In light of these observations and the specific problem structure of climate policy, we develop research questions to investigate potential explanations for correspondence to and deviation from neo-corporatist patterns.  相似文献

节能环保产业是打赢污染防治攻坚战的重要支撑,也是推动经济发展的新兴绿色动能。本文利用瓦当设计的政策工具三分法,对当前节能环保产业政策工具进行了分类研究。当前,影响节能环保产业政策的工具主要包括管制型工具、经济型工具、信息型工具三个类型。管制型工具包括指标控制、强制性标准和监督考核等;经济型工具包括财政支持、税收优惠、价格政策、金融政策等;信息型工具包括技术推广机制、产品推广机制等。尽管我国已经初步建立了政策支持体系,但当前政策工具仍然存在一系列不足,管制型工具、经济型工具、信息型工具都有较大的改进调整空间,应当进一步形成规范、合理的管制型制度,以普惠为主而非补助为主的经济型制度,以提供信息服务为主的信息型制度,并以此促进节能环保产业健康、有序发展。  相似文献

The environmental situation in Ghana is characterized by desertification, land degradation, deforestation, soil erosion, and inadequate water supply in the northern regions of the country. The population as a whole is growing at a rate of 3% per annum, with even greater urban growth rates, due to rural out-migration. Large parts of the coastal zone in the south are rapidly developing to become one large suburbanized area. Water quality is particularly threatened in the urban and industrialized areas, which are mainly located in the southern part of the country. The coastal lagoons and coastal waters are moderately to heavily polluted. Erosion extends along the whole Ghanaian coast with excesses, for example, in the Keta area, where during the last century over 90% of the original buildings have been washed awayby the sea. The obvious environmental consequences of the mining sector are illustrative of the environmental threats caused by a fast growing industry and industrializing agriculture, in a country where environmental policy is only in its formative years. Desertification, food insecurity and coastal erosion all contribute to an increasing number of environmental refugees. Environmental policy in Ghana is a post-Rio phenomenon. Environmental laws, a Ministry of Environment, Science and Technology, an advisory National Committee for the Implementation of Agenda 21, and a fully mandated environmental administration have been established. This administration advocates a progressive attitude towards environmental legislation and points out the specific utility of economic and legal instruments in environmental management in this relatively fast developing country. The choice of instruments for environmental management is increasingly influenced by the specific state of African environmental and technological capacity and by a call for the recognition of the role of traditional customs in nature conservation. This African perspective on environmental management is further intensified by an unmet need for regional, transboundary cooperation in the West African subcontinent. This specific West African context calls for an elaboration of an effective capacity-building program for environmental management in the area.  相似文献

Environmental policy is characterised by complexity, in causes and effects, resulting in various combinations of policy instruments. However, evaluating these policy instrument mixes and assessing their effectiveness is difficult because of a lack of methodological approaches. This paper therefore proposes a methodology which comprises: (a) describing the underlying policy theory; (b) describing the policy instruments; (c) analysing goal attainment; and (d) evaluating effectiveness, focusing on coverage of points of intervention, steering power of policy instruments and coherence of the policy instruments mix. The methodology is illustrated with an evaluation of noise policy in the Netherlands – a typical complex policy domain in which a mix of policy instruments has been in place for decades, and thus provides a good empirical case.  相似文献

An important implication of agricultural modernization has been the break-down of interlinkages between farming, ecology and society. Historically, farming systems evolved from the specific responses of farming communities to local ecological conditions. The totality of regionalized farming systems arising out of this co-production moulded the countryside into an ‘archipelago’ of differentiated ruralities. During the period of agricultural modernization, the nature of co-production changed thoroughly. The natural elements in co-production were increasingly artificialized or replaced by industrial artefacts. This paper analyses the emergence of environmental cooperatives in the Netherlands as a movement towards a renewed embedding of farming in its local environment. Environmental cooperatives are local farmers associations that promote activities related to sustainable agriculture and rural development and claim to be actively involved in effectuating rural policies in their locale. Since the foundation of the first cooperative in 1992, numbers have rapidly grown to over 100. This paper examines the genesis and practices of environmental cooperatives and assesses their socio-economic and ecological impact. The importance lies most of all, so the authors contend, in that they represent valuable ‘field laboratories’ for building stimulating and supportive institutional contexts for remodelling Dutch farming along the lines of environmental and economic sustainability. Economic modelling generally assumes that businesses are profit maximisers. However, behavioural economics holds that businesses pursue multiple objectives and may even sacrifice some profit. This has implications for the effectiveness of incentive-based environmental policies. Using Danish farmers as a case, this paper examines whether non-economic rationales may trump economic ones in farmer decisions, and, unlike previous research, we quantify how widespread non-economic values are compared to more economic values. Data derive from a survey (1164 responses) of Danish conventional farmers' decision rationales regarding their use of pesticides. Using cluster analysis, we show that some farmers are more economically motivated while other farmers are more focused on optimising yield and pay less attention to expenditures and crop prices. Furthermore, we find that the two groups differ in their response to policy instruments; farmers who focus on yield indicate less responsiveness to economic policy instruments. The results imply that it is important to implement a broad array of policy instruments to match different farmer rationales.  相似文献

This paper presents findings from a study of policy implementation of green infrastructure and stormwater management in the City of Toronto – Canada’s largest city. The analysis uses key informant interviews with public, private and non-profit sector actors to examine the challenges municipalities face in implementing green infrastructure policies. The article begins with a review of the literature related to green infrastructure policy implementation followed by the theoretical and methodological approach used in the paper. Findings are then presented outlining the significant barriers to green infrastructure and insights from participants who articulated that rather than a shift from grey to green, what is evident in terms of policy change is policy layering and very gradual conversion of well-established policies that support grey infrastructure. The paper concludes with a discussion of why the shift from grey to green will continue to be challenging unless significant policy and institutional changes are advanced.  相似文献

荷兰《环境与规划法》着眼于可持续发展,以保障环境质量为核心,以政策循环为理论方法,以政策工具为手段,实现荷兰环境和规划领域的法典化,对于我国当前环境管理亟须解决的法规重叠、权力交叉、程序复杂等问题具有重要借鉴意义。本文在荷兰《环境与规划法》立法背景的基础上,梳理荷兰《环境与规划法》的改革方向,以期探究其对于我国构建和完善环境管理法律体系的政策启示:构建生态环境空间管控体系;运用政策循环和政策工具整合完善生态环境空间管控体系;深化简政放权,坚持放管并重;增强公众参与环境管理的主动意识。  相似文献

Moving towards a more sustainable adaptation process requires closer integration of policies related to the environment. An important actor in this is the local government. This paper examines to what extend adaptation is currently being integrated into Dutch local policies, and what the role is of a municipality's size, risk and experience in the encountered manifestations of adaptation. First, it was determined that adaptations taking place only anticipate currently perceivable weather extremes – mostly increasing precipitation. Second, it was determined that the realisation of further adaptations is hindered by a strongly sectoral divided reality. Adaptation is now heavily dominated by the water department, while spatial planning and the environment are only limitedly involved. Finally, it was observed that the contextual factor size proved to most important for horizontal policy integration, whereas the contextual factor extreme-weather experience was the most definite for the realisation of adaptations. We conclude that a more sustainable adaptation should first tackle the sectoral divides which requires administrative efforts, for example, professional training. Formula allocation is a major tool for the distribution of public funds in the United States of America. This paper explores several examples of formulae used in U.S. domestic programmes, looking at their construction, meaning and consequences. The authors argue that the design of formulae is both a political and technical task. Different policy approaches and responses to common environmental challenges, such as climate change, exist between countries, and sometimes even within countries. This situation arises because public policy-makers are not only driven by concerns of theoretical purity but are also influenced by a range of social, political, economic, cultural and administrative matters when selecting techniques or instruments to achieve specific policy goals. This article examines whether the diversity of stated policy instruments to tackle climate change mitigation in the transport sector can be explained according to national policy preferences in a European context. It also investigates whether the mix of national climate change policy instruments for transport exhibits temporal stability, even after national changes in political power. To do so, the article reviews a series of national policy documents that address climate change in the transport sector in four European countries with contrasting administrative traditions – France, Germany, Sweden and the United Kingdom.  相似文献

City governments have access to a range of policy instruments to reduce flood risk, but choosing among these tools is challenging. This article identifies fourteen different policy instruments that could contribute to urban flood risk reduction and draws on interviews with expert stakeholders to score these instruments across eight evaluation criteria. The results indicate which policy tools the interviewees consider to be most and least suitable and illuminate the trade-offs inherent in instrument selection. Complementary relationships between the various instruments are also considered in the context of instrument mixes – combinations of multiple policy tools designed to maximise urban flood risk reduction.  相似文献

Prioritisation methods have been adopted for >20 years to inform resource allocation in species conservation. The academic literature on prioritisation focuses on technical matters, with little attention to the socio-political factors affecting the uptake of priorities. We investigated the policy instruments employed to promote uptake, and the structural factors affecting the uptake of priorities, using as our case study a species prioritisation method adopted by the Queensland Government (Australia). We interviewed 79 key informants and analysed policy documents and plans. The Queensland Government relied on ‘information delivery’ as a policy instrument to foster uptake. We identified communication channels to assist ‘information delivery’ between Government and intended users, but also found that several structural factors limited their use: fragmentation of policies, the relative strength of alternative priorities and centralisation of power in decision-making. We discuss the results in relation to other conservation planning initiatives and suggest how structural barriers can be addressed.  相似文献

Over the last decade or so, rural housing problems in Britain have become an important focus of attention both for researchers and planners. Inaccessibility to adequate housing is a significant component of the more all‐embracing problems of rural deprivation. The rented sector is of particular relevance to the amelioration of these problems, but the supply has been increasingly restricted both in the private and in the public sector. Great stress has therefore been laid on the ability of housing associations to provide rented sector housing. This paper investigates the work of one particular housing association in Mid‐Wales — Cymdeithas Tai Dyffryn Teifi (CTDT) and assesses the degree of complementarity achieved with housing provision by the local councils operating in the same rural locality. The particular areas of effectiveness of a housing association in this context are thereby evaluated.  相似文献

In developing countries, large dam projects continue to be launched, primarily to secure a time-stable freshwater supply and to generate hydropower. Meanwhile, calls for environmentally sustainable development put pressure on the dam-building industry to integrate ecological concerns in project planning and decision-making. Such integration requires environmental impact statements (EISs) that can communicate the societal implications of the ecological effects in terms that are understandable and useful to planners and decision-makers. The purpose of this study is to develop a basic framework for assessing the societal implications of the river ecological effects expected of a proposed large dam project. The aim is to facilitate a comparison of desired and potential undesired effects on-site and downstream. The study involves two main tasks: to identify key river goods and services that a river system may provide, and to analyze how the implementation of a large dam project may alter the on-site capacity and downstream potentials to derive river goods and services from the river system. Three river goods and six river services are identified. River goods are defined as extractable partly man-made products and river services as naturally sustained processes. By four main types of flow manipulations, a large dam project improves the on-site capacity to derive desired river goods, but simultaneously threatens the provision of desirable river goods and services downstream. However, by adjusting the site, design, and operational schedule of the proposed dam project, undesirable effects on river goods and services can be minimized.  相似文献
