The Baja California Peninsula is considered México's most productive in terms of commercial fisheries. Very few quantitative assessments of the economic importance of this region exist, especially considering artisanal fisheries and their relationships with ecological data. Datasets from government records on shrimp capture in Magdalena Bay, an arid coastal lagoon of Baja California Sur were collected, analysed and correlated with ecological data. Over the 10-year period analysed, fisheries from Magdalena Bay made up 27.5% of the shrimp capture of the state, contributing over US$15.5 million to the economy of the country. The impressive value of this resource warrants considerable attention in the design of land-use plans for the future of the region. Analysis of ecological and economical data on shrimp fishery activities in the Magdalena Bay region enables us to propose recommendations to enhance the sustainable development of the local inhabitants. A thorough assessment of the potential value of alternative economic activities should be conducted to determine their potential to provide similar productive use of the natural resources of the region as the shrimp fishery. Also, from a more specific management viewpoint, harvest rates of small shrimp in the channels should be reduced.  相似文献

ABSTRACT

Nepal is in the process of formulating its forest policies at the provincial level . Various community-managed forests have been designed in the past by the Nepal government to decentralize the forest for its sustainable management practice. This study facilitates the process of identifying appropriate forest management options in two of the provinces, namely Provinces Three and Gandaki. Four forest management options – passive, active, scientific and multiple – were identified following the existing management practices. For the evaluation of the overall performance of the options, a framework with three criteria, 10 indicators and 28 verifiers were designed. The framework followed the green economy perspective considering the improvement of the forest conditions, economic and social well-being, and low carbon emission. The Analytical Hierarchy Process was used to prioritize the best management option and analyse trade-offs to guide future decision-making and reduce the risk of unwanted consequences. Our results show that the elicitation of preferences for the evaluation criteria varied by stakeholder groups. Their preference was largely guided by improving the forest resource condition and economic well-being. Foresters prefer scientific and active forest management, policymakers prefer multiple-use forest management and scientific management, whereas community forest user groups prefer active forest management. We argue that a scientific management approach may contribute better to economic aspects, although it may often compromise the other aspects. The multiple forest management option seems to be the best for green economy considering ecological, economic and social consequences.  相似文献

Bandon Bay (Surat Thani Province) is one of the most productive coastal areas in southern Thailand. The Tapi River and 18 channels are the main sources of freshwater, nutrients, organic matter and sediment to the bay and the loading of freshwater and nutrients provide essential support for the production of phytoplankton in the estuarine ecosystem. Bandon Bay is important as natural spawning, nursery and feeding grounds for shellfish such as oysters, blood cockles, green mussels, short-necked clams, mud crabs and shrimps, and the estuary also serves as an excellent area for mariculturing of shellfish. In fact, oysters and blood cockles cultured in Bandon Bay are now being exported worldwide. However, Bandon Bay is also a textbook example of overexploitation of coastal resources in the tropics including all the derived changes in the estuarial ecosystem with severe socio-economic consequences. Hence, there is an urgent need for setting up an integrated management plant for a sustainable use of shellfish resources in Bandon Bay. The present study attempts to integrate water quality simulation results, socio-economic data and information on existing shellfish resource use in the process of proposing a set of sustainable management strategies for shellfish resources in Bandon Bay. These strategies involve: (1) using water quality modeling to monitor ecological and environmental changes in shellfish culture beds and their natural habitats in the process of setting up a master plan for management of waste water discharge into Bandon Bay; (2) zoning of shellfish mariculture in the coastal area in order to solve conflicts between resource users; (3) setting up a clear system for taxation of mariculture where the revenue may be used for (4) setting up and managing mangrove strips as filters of pollution and sediment around Bandon Bay; and finally (5) it is suggested to form a committee with members representing all relevant stakeholders plus the local government in order to work on resolving the existing and potential future conflicts over resource usage in Bandon Bay. This methodology may be seen as an important contribution towards a Bandon Bay sustainable management approach, based on the principles of integrated coastal zone management because it is science-based and takes into consideration the needs and perceptions of people involved in coastal resource extraction.  相似文献

Abstract:  We compared and integrated marine protected areas proposed through community and scientific assessments in 2 regions of British Columbia, Canada. The community priorities were identified during individual and group interviews with knowledgeable resource users. The scientific priorities were developed with abiotic and biotic data in Marxan, a decision-support tool. The resulting maps of community-based and science-based priorities were very similar for the inshore areas, which lent credibility to both approaches. The resource users thought the science-based maps were fairly good at highlighting areas important for conservation, but preferred the scenarios that integrated the 2 maps to either constituent map. Incorporating spatial variation in human impacts on the marine areas and commercial fishing, which are both costs of protection, into our Marxan analyses led to scenarios that were different from either constituent map. Our results show the value of integrating community-based and science-based approaches in conservation planning to achieve community acceptance and conservation utility. They also reveal that people's assessments on the basis of their traditional ecological knowledge may serve as a reasonable proxy for scientific approaches in selecting areas of ecological value.  相似文献

Risk perceptions and attitudes toward animals often explain tolerance for wildlife and management preferences. However, little is understood about how these relationships vary across different geographic regions and stakeholder groups. To address this gap in knowledge, we compared differences in acceptance capacity, risk perceptions, perceived enjoyment from outdoor cats, and experiences with outdoor cats among 3 groups (general public, conservation community, and animal‐welfare community) in Hawaii and Florida, two states with large conservation challenges. We combined independently collected data from Florida and Hawaii, to determine how perception of the risks presented by outdoor cats, group membership, and state of residence influenced people's tolerance for outdoor cats. Florida respondents were significantly more tolerant of outdoor cats and less concerned about cat‐related risks than Hawaii respondents (p < 0.05). In both states, animal‐welfare group members reported greater enjoyment seeing cats and perceived a smaller increase in the cat population and lower levels of risk than other groups (p < 0.05). All groups exhibited similar relationships between acceptance capacity and enjoyment and the perceived increase in the cat population. Our results suggest public tolerance for cats varied due to the influence of local or geographical concerns, but that strongly held beliefs, risk perceptions, and feelings about cats explained more of the variance in stakeholder tolerance.  相似文献

Establishing marine protected areas (MPAs) helps to restore and sustain marine and fishery resources, but in the Philippines only 20% of total MPAs are achieving their management objectives. We conducted a case study of a small MPA in Northern Philippines to understand socio-economic status and livelihoods of the fishermen stakeholders, and examine their attitudes and perceptions on marine resource values and conservation. Using an ordered probit model, we also investigated factors affecting these perceptions. We found a lower fish income ratio in higher income quartiles, a small share of local non-fishery income, and an apparent lack of other livelihood opportunities within the rural economy. The majority of fishermen had positive perceptions of the non-market value of marine resources, agreed with the need for MPAs, and perceived positive potential income benefit from MPAs. Level of education and fishing income were consistent significant positive determinants of these perceptions. Policy implications suggest: involving likely-to-be-displaced reef fishers in the crafting of management plans; conducting intensive research on appropriate and feasible livelihood options, for example, marine culture technologies; and designing explicit strategies to increase the propensity of coastal households to invest in children's education as a strategy for long-term sustainability of resource management.  相似文献

The evolving concept of ecosystem management is the focus of much current debate. To clarify discussion and provide a framework for implementation, I trace the historical development of ecosystem management, provide a working definition, and summarize dominant themes taken from an extensive literature review. The general goal of maintaining ecological integrity is discussed along with five specific goals: maintaining viable populations, ecosystem representation, maintaining ecological process (ie., natural disturbance regimes), protecting evolutionary potential of species and ecosystems, and accommodating human use in light of the above. Short-term policy implications of ecosystem management for several groups of key actors (scientists, policymakers, managers, citizens) are discussed. Long-term (> 100 years) policy implications are also reviewed including reframing environmental values, fostering cooperation, and evaluating success. Ecosystem management is not just about science nor is it simply an extension of traditional resource management; it offers a fundamental reframing of bow humans may work with nature.  相似文献

One of the key determinants of success in biodiversity conservation is how well conservation planning decisions account for the social system in which actions are to be implemented. Understanding elements of how the social and ecological systems interact can help identify opportunities for implementation. Utilizing data from a large‐scale conservation initiative in southwestern of Australia, we explored how a social–ecological system framework can be applied to identify how social and ecological factors interact to influence the opportunities for conservation. Using data from semistructured interviews, an online survey, and publicly available data, we developed a conceptual model of the social–ecological system associated with the conservation of the Fitz‐Stirling region. We used this model to identify the relevant variables (remnants of vegetation, stakeholder presence, collaboration between stakeholders, and their scale of management) that affect the implementation of conservation actions in the region. We combined measures for these variables to ascertain how areas associated with different levels of ecological importance coincided with areas associated with different levels of stakeholder presence, stakeholder collaboration, and scales of management. We identified areas that could benefit from different implementation strategies, from those suitable for immediate conservation action to areas requiring implementation over the long term to increase on‐the‐ground capacity and identify mechanisms to incentivize implementation. The application of a social–ecological framework can help conservation planners and practitioners facilitate the integration of ecological and social data to inform the translation of priorities for action into implementation strategies that account for the complexities of conservation problems in a focused way.  相似文献

The level of detail required to efficiently capture system dynamics in ecosystem models has not been well defined. To this end an ecosystem model of a generalised temperate bay, Bay Model 2 (BM2), was constructed. It is a trophically diverse biogeochemical model built using the functional groups from another ecosystem model, the Integrated Generic Bay Ecosystem Model (IGBEM) and the general framework from a model of Port Phillip Bay (PPB), Australia. BM2 captures the essential features of real marine systems, it is also capable of reproducing realistic levels of biomass and conforms with known ecological relationships. The model’s performance is not as good for some of the poorly known groups (like infauna) or when environmental conditions undergo extreme change. Despite this, the overall performance of BM2 indicated, it is as capable of representing systems as accurately as more physiologically detailed ecosystem models, such as IGBEM. This shows that physiological detail is not always required and that simpler formulations, such as those employed in BM2, are generally adequate for learning and general predictive purposes. This is important because, in comparison with IGBEM, BM2 uses substantially fewer parameters and has lower development, computation and maintenance costs.  相似文献

The Kuna are a strong and independent culture, however outside influences are imposing growing pressure on their people. Overpopulation and large-scale overfishing are among the most severe threats. The Kuna have developed their own management strategies to address these pressing issues. This study presents local perceptions and attitudes towards marine resource management of six indigenous fishing communities in Kuna Yala, Panama. Results highlight significant general and comparative differences in fishermen's attitudes and perceptions based on socio-cultural structures of communities, occupation and role in local decision-making. The level of cultural survival in communities was a strong indicator for different priorities and attitudes. Differences were also evident based on the level of marine resources used for income generation. Participation in local decision-making processes had positive impacts on levels of knowledge and information, and fostered critical thinking among participants. In addition, the results also denoted that conservation and development were more effective in the long term if the host population could develop strategies and plans for biodiversity conservation. Ownership and empowerment were strong indicators that influenced local livelihood to promote sustainable use of marine resources.  相似文献

Localized stressors compound the ongoing climate-driven decline of coral reefs, requiring natural resource managers to work with rapidly shifting paradigms. Trait-based adaptive management (TBAM) is a new framework to help address changing conditions by choosing and implementing management actions specific to species groups that share key traits, vulnerabilities, and management responses. In TBAM maintenance of functioning ecosystems is balanced with provisioning for human subsistence and livelihoods. We first identified trait-based groups of food fish in a Pacific coral reef with hierarchical clustering. Positing that trait-based groups performing comparable functions respond similarly to both stressors and management actions, we ascertained biophysical and socioeconomic drivers of trait-group biomass and evaluated their vulnerabilities with generalized additive models. Clustering identified 7 trait groups from 131 species. Groups responded to different drivers and displayed divergent vulnerabilities; human activities emerged as important predictors of community structuring. Biomass of small, solitary reef-associated species increased with distance from key fishing ports, and large, solitary piscivores exhibited a decline in biomass with distance from a port. Group biomass also varied in response to different habitat types, the presence or absence of reported dynamite fishing activity, and exposure to wave energy. The differential vulnerabilities of trait groups revealed how the community structure of food fishes is driven by different aspects of resource use and habitat. This inherent variability in the responses of trait-based groups presents opportunities to apply selective TBAM strategies for complex, multispecies fisheries. This approach can be widely adjusted to suit local contexts and priorities.  相似文献

Decision makers and researchers recognize the need to effectively confront the social dimensions and conflicts inherent to invasive species research and management. Yet, despite numerous contentious situations that have arisen, no systematic evaluation of the literature has examined the commonalities in the patterns and types of these emergent social issues. Using social and ecological keywords, we reviewed trends in the social dimensions of invasive species research and management and the sources and potential solutions to problems and conflicts that arise around invasive species. We integrated components of cognitive hierarchy theory and risk perceptions theory to provide a conceptual framework to identify, distinguish, and provide understanding of the driving factors underlying disputes associated with invasive species. In the ISI Web of Science database, we found 15,915 peer‐reviewed publications on biological invasions, 124 of which included social dimensions of this phenomenon. Of these 124, 28 studies described specific contentious situations. Social approaches to biological invasions have emerged largely in the last decade and have focused on both environmental social sciences and resource management. Despite being distributed in a range of journals, these 124 articles were concentrated mostly in ecology and conservation‐oriented outlets. We found that conflicts surrounding invasive species arose based largely on differences in value systems and to a lesser extent stakeholder and decision maker's risk perceptions. To confront or avoid such situations, we suggest integrating the plurality of environmental values into invasive species research and management via structured decision making techniques, which enhance effective risk communication that promotes trust and confidence between stakeholders and decision makers. Poaching can disrupt wildlife‐management efforts in community‐based natural resource management systems. Monitoring, estimating, and acquiring data on poaching is difficult. We used local‐stakeholder knowledge and poaching records to rank and map the risk of poaching incidents in 2 areas where natural resources are managed by community members in Caprivi, Namibia. We mapped local stakeholder perceptions of the risk of poaching, risk of wildlife damage to livelihoods, and wildlife distribution and compared these maps with spatially explicit records of poaching events. Recorded poaching events and stakeholder perceptions of where poaching occurred were not spatially correlated. However, the locations of documented poaching events were spatially correlated with areas that stakeholders perceived wildlife as a threat to their livelihoods. This result suggests poaching occurred in response to wildlife damage occurred. Local stakeholders thought that wildlife populations were at high risk of being poached and that poaching occurred where there was abundant wildlife. These findings suggest stakeholders were concerned about wildlife resources in their community and indicate a need for integrated and continued monitoring of poaching activities and further interventions at the wildlife‐agricultural interface. Involving stakeholders in the assessment of poaching risks promotes their participation in local conservation efforts, a central tenet of community‐based management. We considered stakeholders poaching informants, rather than suspects, and our technique was spatially explicit. Different strategies to reduce poaching are likely needed in different areas. For example, interventions that reduce human‐wildlife conflict may be required in residential areas, and increased and targeted patrolling may be required in more remote areas. Stakeholder‐generated maps of human‐wildlife interactions may be a valuable enforcement and intervention support tool. Common-pool governance principles are becoming increasingly important tools for natural resource management with communities and comanagement arrangements. Effectiveness of these principles depends on variability in agreements, trust, and adherence to institutional norms. We evaluated heterogeneity in governance principles by asking 449 people in 30 fishing communities in 4 East African countries to rate their effectiveness. The influences of individuals, their membership and role in stakeholder community groups, leadership, community, and country were tested. The membership and role of people were not the main influence on their perceptions of the effectiveness of governance principles. Therefore, drawing conclusions about the effectiveness of specific principles would be difficult to make independent of the individuals asked. More critical were individuals’ nationalities and their associations with the shared perceptions of a response-group's effectiveness of each principle. Perceptions of effectiveness differed strongly by country, and respondents from poor nations (Madagascar and Mozambique) were more cohesiveness but had fewer and weaker between-community conflict-resolution mechanisms. Overall, group identity, group autonomy, decision-making process, and conflict resolution principles were perceived to be most effective and likely to be enforced by repeated low-cost intragroup activities. Graduated sanctions, cost–benefit sharing, and monitoring resource users, fisheries, and ecology were the least scaled principles and less affordable via local control. We suggest these 2 groups of principles form independently and, as economies develop and natural resources become limiting, sustainability increasingly depends on the later principles. Therefore, management effectiveness in resource-limited situations depends on distributing power, skills, and costs beyond fishing communities to insure conservation needs are met.  相似文献

Risk management processes increasingly call for enhanced stakeholder participation, and aim to integrate different risk perceptions, concerns and interests. Frequently, this goal is driven by the increased complexity of risk management processes, as risk management processes continuously have to deal with multi-risk situations including impacts resulting from risks of natural hazards and risks caused by misguided social or economic development. Although stakeholder participation is required by different policies, major challenges still arise from the question of how to perform multi-stakeholder participation in practice. In order to find answers, we tested the so-called ‘bow-tie analysis’ as a potential tool to facilitate multi-stakeholder participation with a major effort on integrating stakeholders risk perceptions and interest in the risk management processes. The bow-tie analysis is a commonly used risk assessment technique (IEC 2009) to analyse cause-and-effect pathways of risks, but its application in multi-stakeholder processes in risk management of natural hazards, especially in a European context, is rather new. Using practical experiences from the trilateral Wadden Sea Region we demonstrate the bow-tie analysis’ contribution to coastal risk management processes in this coastal area by facilitating collaborative identification, comprehension and analysis of the management system. The use of a modified bow-tie analysis in collaboration with stakeholders from the Wadden Sea Region proved to be an appropriate framework for enhancing the understanding of risk management processes and fostered disclosure of different perceptions and concerns of multi-risk problematics. The bow-tie can be beneficial as a communication and co-construction tool in risk management processes in a multi-risk context.  相似文献

One important debate regarding Reducing Emissions from Deforestation and Forest Degradation (REDD+) in developing countries concerns the manner in which its implementation might affect local and indigenous communities. New ways to implement this mechanism without harming the interests of local communities are emerging. To inform this debate, we conducted a qualitative research synthesis to identify best practices (BPs) from people‐centered approaches to conservation and rural development, developed indicators of BPs, and invited development practitioners and researchers in the field to assess how the identified BPs are being adopted by community‐level REDD+ projects in Latin America. BPs included: local participation in all phases of the project; project supported by a decentralized forest governance framework; project objectives matching community livelihood priorities; project addressing community development needs and expectations; project enhancing stakeholder collaboration and consensus building; project applying an adaptive management approach; and project developing national and local capacities. Most of the BPs were part of the evaluated projects. However, limitations of some of the projects related to decentralized forest governance, matching project objectives with community livelihood priorities, and addressing community development needs. Adaptive management and free and prior informed consent have been largely overlooked. These limitations could be addressed by integrating conservation outcomes and alternative livelihoods into longer‐term community development goals, testing nested forest governance approaches in which national policies support local institutions for forest management, gaining a better understanding of the factors that will make REDD+ more acceptable to local communities, and applying an adaptive management approach that allows for social learning and capacity building of relevant stakeholders. Our study provides a framework of BPs and indicators that could be used by stakeholders to improve REDD+ project design, monitoring, and evaluation, which may help reconcile national initiatives and local interests without reinventing the wheel. Managing human use of ecosystems in an era of rapid environmental change requires an understanding of diverse stakeholders’ behaviors and perceptions to enable effective prioritization of actions to mitigate multiple threats. Specifically, research examining how threat perceptions are shared or diverge among stakeholder groups and how these can evolve through time is increasingly important. We investigated environmental threat perceptions related to Australia's Great Barrier Reef and explored their associations before and after consecutive years of mass coral bleaching. We used data from surveys of commercial fishers, tourism operators, and coastal residents (n = 5254) conducted in 2013 and 2017. Threats perceived as most serious differed substantially among groups before bleaching but were strongly aligned after bleaching. Climate change became the most frequently reported threat by all stakeholder groups following the coral bleaching events, and perceptions of fishing and poor water quality as threats also ranked high. Within each of the 3 stakeholder groups, fishers, tourism operators, and coastal residents, the prioritization of these 3 threats tended to diverge in 2013, but convergence occurred after bleaching. These results indicate an emergence of areas of agreement both within and across stakeholder groups. Changes in perceptions were likely influenced by high-profile environmental-disturbance events and media representations of threats. Our results provide insights into the plasticity of environmental-threat perceptions and highlight how their convergence in response to major events may create new opportunities for strategic public engagement and increasing support for management.  相似文献

A dynamic simulation model of nutrification with respect to phytoplankton and zooplankton levels in Huntington Bay is developed. The validity of relationships used by previous researchers in freshwater environments is tested under marine conditions.Nutrients are modelled, and it is shown that nitrogen is the limiting nutrient in the bay. Human activities and oceanic influences like mixing and/or upwelling define the hydrochemical and biological characteristics of coastal regions. In Sanya Bay, northern South China Sea, the balance between these two influences on spatial and temporal scales is poorly understood. The influence from human activities was due to discharge from Sanya River, whereas the most important marine influence was related to seasonal changes in hydrodynamics. Spatial differences (p<0.05) in total nitrogen (TN) and chlorophyll-a (Chl-a) were observed. Seasonal differences were observed for temperature and nutrients. Human activities are the dominant factor influemcing hydrochemistry in the inner bay. This region exhibited the maximum influence of discharge from Saya River as estimated by higher nutrient levels. Oceanic influences like upwelling and mixing caused by monsoons are the dominant factors influencing hydrochemistry in the central and outer bay. Both human activities and oceanic influences play important roles in coastal ecosystems in Sanya Bay. This study has defined these characteristics so that better management policies can be enacted.  相似文献

Understanding why people make the decisions they do remains a fundamental challenge facing conservation science. Ecosystem service (ES) (a benefit people derive from an ecosystem) approaches to conservation reflect efforts to anticipate people's preferences and influence their environmental behavior. Yet, the design of ES approaches seldom includes psychological theories of human behavior. We sought to alleviate this omission by applying a psychological theory of human values to a cross‐cultural ES assessment. We used interviews and focus groups with fish workers from 28 coral reef fishing communities in 4 countries to qualitatively identify the motivations (i.e., human values) underlying preferences for ES; quantitatively evaluate resource user ES priorities; and identify common patterns among ES motivations and ES priorities (i.e., trade‐offs and synergies). Three key findings are evident that align with human values theory. First, motivations underlying preferences for individual ESs reflected multiple human values within the same value domain (e.g., self‐enhancement). Second, when averaged at community or country scales, the order of ES priorities was consistent. However, the order belied significant variation that existed among individuals. Third, in line with human values theory, ESs related to one another in a consistent pattern; certain service pairs reflected trade‐off relationships (e.g., supporting and provisioning), whereas other service pairs reflected synergistic relationships (e.g., supporting and regulating). Together, these findings help improve understanding of when and why convergence and trade‐offs in people's preferences for ESs occur, and this knowledge can inform the development of suitable conservation actions.  相似文献
