Ambient noise levels emanating from religious activities in residential neighbourhoods are an emerging environmental problem that educes little attention from enforcement agencies and policy makers in Ghana. This paper set out to quantify religious noise exposure in urban residential neighbourhoods in the Cape Coast metropolis of Ghana. Subjective annoyance levels of residents in selected communities were determined. Noise risk zones were mapped using ARCGIS 9.3 software and surface interpolation for the data was carried out using inverse distance weighting. The results show that most (77 and 86 per cent) of the locations recorded noise levels that were above the Ghana Environmental Protection Agency maximum permissible limit for day and night, respectively. Pearson's correlation coefficient for day and night noise exposure shows strong association (0.714) at the 0.01 level. There is variability in the levels of noise for both day and night, which are rather high (standard deviation = 7.59477 and 7.94022, respectively). Generally, levels of noise exposure correlated with levels of annoyance of residents, except that the highest noise exposure was not recorded in the community where the annoyance level of residents was highest. Residential neighbourhoods within the study area largely experienced safe to tolerable levels of religious noise, although 5 per cent were within the high-risk zone. Given that the selected residential areas have high population densities, even when the dispersion of noise risk is spatially limited, it affects a large number of people who belong to different socio-economic classes.  相似文献

为了解溧阳地震四十年来该地居民防震减灾科学素质情况,通过问卷调查的方式对社区居民的个人基本信息、防震减灾科学知识理解、知识需求和偏好,以及对江苏省防震减灾科普宣教工作的评价进行调研。采用SPSS软件进行数据处理。结果表明,溧阳市社区居民防震减灾科学知识水平处于中等偏上水平,但对地震预报信息发布和相关法律法规认知方面还有欠缺;防震减灾知识需求强烈且务实,最想了解的是自救互救知识,偏好科普讲座和应急演练活动;对我省防震减灾科普宣传工作的评价为中等偏上,在评价过程中,最主要的影响因子是防震减灾科普知识实用性、宣传品质和渠道。本次调查为今后开展溧阳市社区防震减灾科普宣传工作提供了理论依据。  相似文献

This project analysed changes in community cohesion following a natural disaster. Data were collected from a flood‐affected community using a questionnaire survey. Analyses revealed that community cohesion was not predicted by the length of residence, or any other demographic characteristic of residents, but rather by a sense of community, community cognition and the degree of community participation. Cohesion alteration was not uniform, but varied along levels of hazard severity (degree of flood invasion). Cohesion increased in line with hazard severity at the initial flood stage, as residents recognised the importance of community unity and came together to cope with their losses. When the severity increased, residents transferred their focus to individual interests, which resulted in decreased cohesion. This project distinguishes itself in examining community cohesion in the wake of a natural disaster in the real world. Implications regarding community reconstruction and suggestions for hazard researchers are discussed accordingly.  相似文献

Approximately 200,000 persons were exposed to methyl isocyanate in the Bhopal Gas leak in Bhopal, India. 4037 deaths have resulted and 30 per cent of the population are estimated to be suffering from long-term health effects. Though inflammatory damage to the eyes and lungs is the main cause of morbidity, other systems are also reported to be affected. For a disaster of this magnitude, there is a relative paucity of medical information. Very little information has been published on the late recovery period, a phase in which the detection of chronic and long-term effects is vital. Early cross-sectional studies suffer from a number of defects in study design, including validity and precision of exposure and outcome variables, selection of study and control groups, etc. By using exposure concentrations derived from Singh's analytic dispersion model, this paper outlines a strategy for doing community epidemiology in Bhopal using exposure strata for sampling. Pulmonary dose can be estimated from exposure concentration, duration and activity during exposure. For respiratory end-points, a sample size of 100/stratum will ensure study power of 90 per cent. Using multiple linear regression, data from the study can be used to build a model for prediction of lung function parameters. Exposure-stratified sampling techniques may provide valid estimates of exposure-response without including the total exposed community.  相似文献

This study explores the preparedness of residents livingin a rural community in Victoria, Australia, for wildfires, and the factors influencing their preparedness. Overall, participants were well aware of wildfire risks and appeared well prepared for the event of a fire. However, residents involved in agriculture and with a long-standing association with the area appeared better prepared than were those on small properties and newcomers. Their social networks, previous experiences with wildfires and grassfires, and involvement with the local fire brigade influenced preparedness of long-term residents. Characteristics of agricultural communities, including a culture of self-reliance, experience with fires as part of farming, and social cohesion, appeared to contribute to wildfire preparedness within this community. Included are recommendations encouraging preparedness for wildfires.  相似文献

The authors compared the effect of the 3 May 1999 F5 and 8 May 2003 F3 tornadoes on the community of Moore, Oklahoma, by canvassing damaged areas after both tornadoes and surveying residents. Significantly more 1999 than 2003 residents reported property damage and injuries. Television and tornado sirens were the most common warnings each year, however, more 1999 residents received and responded to television warnings. Importantly, storm shelters were used more frequently in 2003. Fifty-one per cent of residents who experienced both tornadoes took the same amount of protective action in 2003 as they had in 1999; 22% took less; and 27% took more. Residents who took less action said that the reason for doing so was inadequate warning and shelter. First-hand experience of tornadoes prompts people to heed warnings when adequate notification is received and to take effective protective action when adequate shelter is available.  相似文献

Health Assessment of the 1985 Flood Disaster in Puerto Rico   总被引:2,自引:0,他引:2  
In Puerto Rico, during October 1985, tropical storm Isabel caused widespread flooding, landslides, and collapsing of bridges. A maximum of 180 persons died, including an estimated 127 at a landslide where the majority (78%) of deaths resulted from traumatic injury. Approximately 3,000 homes were damaged with 4,400 persons temporarily displaced into 44 shelters. A shelter surveillance system was established to monitor 19 acute and chronic conditions in 28 shelters during a 5-week period. Trend analysis trends of selected reportable communicable diseases in the general community revealed no changes attributable to the disaster in the 12 most severely affected municipalities. In these municipalities, the number of persons using the scheduled outpatient clinics after the disaster decreased significantly, but the mean daily number of emergency room visits did not show significant change. Analysis of surveillance data showed that no infectious disease outbreaks had occurred in the shelters. The post-impact health consequences resulting from this widespread flooding were minimal. Even so, disease surveillance remains essential for efficacious resource allocation and prevention strategies.  相似文献

The integration of community resources is critical for emergency response. A thorough understanding of a community's requirements in advance is essential. This study examines communities that suffered mudslide disasters, and discusses expectations of the emergency medical response provided to the community from the perspectives of residents and rescue groups. The questionnaire used in the study was designed to adopt the Likert Scale for quantification purposes. Its content was divided into six categories based on emergency response. Both residents and rescue providers acknowledged that finance and reimbursement were the highest priority. Public information was regarded as the least important by both groups. Significant differences existed between the groups on patient care activities and supportive activities (P = 0.02 and 0.03, respectively), which were more appreciated by residents. We conclude that residents had higher expectations of evacuation, temporary relocation, lodging, food, and sanitary management than the rescue groups.  相似文献

This study, based on a questionnaire survey and workshops, and with a focus on the impact of an earthquake on the Nagata Elementary School Community in Kobe City, Japan, develops a collaborative model to assess the allocation of residents to shelters. The current official allocation plan is compared with three alternative allocations developed within the framework of this model. The collaborative model identifies accessibility, amenity, capacity, connectivity, continuity, security, and stability as the basic, necessary criteria for shelter planning. The three alternative allocations are very similar to the local residents’ own choice of shelters, but they are quite different from the current official allocation plan, which is supposed to be followed but has achieved relatively low satisfaction among households. The proposed collaborative approach provides an effective tool to assess the officially determined allocation plan by taking into account the viewpoints of local residents, and the results are useful for enhancing community evacuation planning.  相似文献

For a community to manage hazards successfully, those who are responsible for planning and implementing responses to a disaster threat situation must understand the social and economic realities of populations at risk. A random sample survey of residents in the vicinity of a US Army chemical weapons storage depot in Alabama confirms that those in the lowest quartile of household income (i.e., less than US $25,000 in 1999) differ in important ways from the rest of the sample. Using economic status as a grouping variable resultedin identifying a concentration of individuals with special needs. This group differed significantly from the remainder of the sample as to demographic and attitudinal characteristics, hazard knowledge and concerns, emergency preparedness, and emergency decision-making and their likelihood of taking protective actions. Respondents in the lowest income quartile reported greater restrictions in physical abilities, fewer community contacts, a heightened concern about area hazards, and limited resources for taking preparedness and response actions.  相似文献

Local residents may have different views on disaster‐response modes depending on their cultural and socioeconomic background. The purpose of this study was to examine Taiwan residents' opinions on the Incident Command System (ICS). We performed a structured survey through face‐to‐face interviews in mudslide‐affected communities. Quantitative analysis showed that the residents exhibited a clear preference for the ICS core‐principle attributes of ‘integrated communications’, ‘transfer of command’ and ‘modular organisation’. By contrast, the residents tended towards a non‐ICS approach for ‘incident action plan’ and ‘manageable span of control’. Qualitative analysis revealed an uncertain attitude towards ‘transfer of command’ and ‘incident action plan’. Community acceptance is important in the promotion of the ICS. A better understanding of residents' preferences should be acquired through a broader community survey, allowing us to understand perspectives on the ICS among different societies and facilitate implementation of the ICS at the basic community level.  相似文献

The 2008 Disaster Mitigation Preparedness (DMP) study took place in Aceh province, Indonesia. It sought to help develop radio programmes and messages to increase resilience to disasters. The role of radio was evaluated during and after the 2004 Asian tsunami disaster. The study team interviewed 984 tsunami survivors from nine sub-districts of Banda Aceh, and local nongovernmental organisations convened eight focus groups around the area of Aceh Besar. Six key informant interviews were held with government disaster management agencies. The DMP survey is the first of its kind to interview a representative random sample of Banda Aceh residents. It reveals the importance of community and social networks, during disaster situations, when essential communications are down. A disaster warning information system based on a multi-media approach needs to be developed. The wider community should be involved in the planning, education and training of Banda Aceh and Aceh Besar residents to facilitate appropriate personal and community survival strategies.  相似文献

In 1999, the entire population of tourism-dependent Baños, Ecuador, some 16,000 people, was evacuated in anticipation of a violent eruption of Mount Tungurahua. Subsequently, many areas in the risk zone experienced heavy ash falls, lahars, and landslides, although no cataclysmic events occurred. Many small rural communities were also evacuated. While these communities became impacted by the hazard, Baños avoided most direct effects. Conditions for all evacuees were grim, and their conditions compounded because Ecuador was simultaneously undergoing profound economic and political crises. Absent livelihood alternatives, community leaders from Baños organized a return to their town even though it remained under an evacuation order. An aggressive campaign brought tourists and more residents back and Baños revived economically; however, this was achieved at the cost of hazard awareness among both groups, tourists and residents, and public safety became compromised.  相似文献

Urban planning can serve to minimise the effects of a tsunami and enhance community resilience. This study explores to what extent urban planning has addressed tsunami resilience in four villages on Chile's South Pacific coast, each of which was struck by tsunamis in 1960, 2010, and 2015. Through a detailed policy review and semi-structured interviews with residents, this paper analyses whether tsunami mitigation policies were incorporated into regional and local planning tools. It finds that although the government proposed relocation to tsunami-safe areas after the tsunami of 1960, urban development continued mainly in tsunami inundation zones—in the context of weak local planning frameworks and in the absence of community participation. In only one of the four case studies did participatory planning bring about the relocation of an entire village to a safe location. This paper concludes that incorporating participatory risk zone planning into urban planning enhances tsunami resilience.  相似文献

This paper explores the long-term effects of a nuclear accident on residents' perceptions of their physical and mental health, their trust of public officials, and their attitudes toward the future risks of nuclear power generation In their community. We find that in the period after the accident at Three Mile Island that there are constant or Increasing levels of distress reported by community residents. We conclude that the effects of a technological disaster may often be more enduring than those natural disaster and that greater research efforts should be made to Investigate the long-term consequences of man-made catastrophies of all types.  相似文献

The article begins by describing the difficult living conditions of many people in the hill slopes (laderas) of La Paz, Bolivia, demonstrating that they are exposed to a combination of natural and social hazards. 1 It shows that residents, community leaders and city planners tend to underestimate or deny risk, with important consequences for risk management, such as a failure to raise risk awareness. The article then proposes some hypotheses to explain risk perceptions in La Paz, discarding the usual single-approach interpretations and suggesting instead more nuanced theoretical explanations to account for why people build their homes in such hazardous environments.  相似文献

Where floods are prevalent, decisions on how to mitigate vulnerability are made within a social-cultural context that includes values (and related customs, norms, beliefs, technology) of local people, which have evolved through interactions with the physical environment. Consequently, the success of floodplain management and flood mitigation activities is determined, at least in part, by the nature of values that impact the decision-making process. This paper explores this contention by considering the community values context surrounding flood risk management in two small Canadian communities in the Red River Basin.

Using a qualitative methodology that includes semi-structured interviews with residents, community values are identified and accounted for in the context of flood vulnerability. Values discussions are organized around seven broad categories: community identity and community attributes; community economic development; technical and nonstructural approaches; civic engagement; flood legacy; personal rights and liberties; and shared values. Challenges posed by key identified values and their policy implications are considered. Some values are found to act as constraints if sustainable floodplain management practices are to be realized.  相似文献

This paper investigates how internally displaced persons (IDPs) in Batticaloa, Sri Lanka, financed their first year of displacement. We conducted extensive fieldwork in August 2007 in numerous welfare centres in Batticaloa that have received persons displaced from the Mutur divisional secretariat (DS) in the Trincomalee district. The sample was selected from the village of Sampur in Mutur DS. The displaced from Sampur are of Tamil origin and our findings reveal certain coping strategies that may be particular to this community, including the selling or mortgaging of gold jewellery to address the effects of displacement. We found that the IDPs in this region rely heavily on jewellery and other forms of savings to ensure their survival. There is also strong evidence to support the critically important coping role played by livelihoods. These coping strategies have enabled the IDP households in the present sample to live marginally above the poverty line.  相似文献

The paper applies the community resilience approach to the post‐disaster case of Pescomaggiore, an Italian village affected by the L'Aquila earthquake in 2009. A group of residents refused to accept the housing recovery solutions proposed by the government, opting for autonomous recovery. They developed a housing project in the form of a self‐built ecovillage, characterised by earthquake‐proof buildings made of straw and wood. The project is a paradigmatic example of a community‐based response to an external shock. It illustrates the concept of ‘community resilience’, which is widely explored in the scientific debate but still vaguely defined. Based on qualitative methodologies, the paper seeks to understand how the community resilience process can be enacted in alternative social practices such as ecovillages. The goal is to see under which conditions natural disasters can be considered windows of opportunity for sustainability.  相似文献

This study proposes a method to evaluate the effectiveness of water management in providing a safe water supply and adequate sewage discharge and treatment for residents of Mexico City. This method also assesses the vulnerability of the city and its capacity to face or cope with potential threats generated by insufficient water supply and sewage extraction. Indices for analysing these parameters were estimated and the spatial distribution of the groups most affected was identified. According to the results of the models used, Mexico City inhabitants are mainly exposed to risk because of economic limitations rather than ineffective water management. However, some practices implemented by city authorities are increasing the population's exposure to risk. Consequently, in the future it may be necessary to modify the way water is supplied and how sewage is transferred from the city to the sea.  相似文献
