This paper investigates the effectiveness of protected areas in slowing tropical forest clearing in 64 countries in Asia/Pacific, Africa and Latin America during the period of 2001–2012 by comparing deforestation rates inside and within 10 km outside of the boundaries of protected areas. Annual time series of these deforestation rates were constructed from recently published high‐resolution data on forest clearing from Hansen et al. (2013). For 4,028 parks, panel estimation based on a variety of park characteristics was conducted to test if deforestation was lower in protected areas because of their protected status, or if other factors explained the difference. From a sample of 726 parks established since 2002, a test was also conducted to investigate the effect of park establishment on protection. Findings suggest park size, national park status and management by indigenous people all are significantly associated with effective protection across regions. For the Asia/Pacific region, the test offers compelling evidence that park establishment has a near‐immediate and powerful effect.  相似文献

In the tropics and sub-tropics, where high levels of biodiversity co-exist with some of the greatest levels of population density, achieving complete exclusion in protected area contexts has proved close to impossible. There is a clear need to recognize that parks are significantly impacted by human–environment interactions in the larger landscape within which they are embedded, and to move the frontier of research beyond the boundaries of protected areas in order to examine larger landscapes where multiple forms of ownership and access are embedded. This research evaluates forest change and fragmentation between 1990 and 2000, in a landscape surrounding the Mahananda Wildlife Sanctuary in the Indian state of West Bengal. This protected forest is bounded to the south by a less intensively protected area, the Baikunthapur Reserve Forest, and surrounded by a mosaic of unprotected, largely private land holdings. Results indicate differences in the extent and spatial pattern of forest cover change in these three zones, corresponding to different levels of government protection, access and monitoring. The two protected areas experience a trend toward forest regrowth, relating to the cessation of commercial logging by park management during this period. Yet, there is still substantial clearing toward peripheral areas that are well connected to illegal timber markets by transportation networks. The surrounding landscape, although experiencing some forest regrowth within less intensively cultivated tea plantations, is also becoming increasingly fragmented, with potentially critical impacts on the maintenance of effective wildlife corridors in this ecologically critical region.  相似文献

The concept of naturalness was developed to assess to what degree landscapes represent a natural state. Protected areas are often regarded as the remnants of untouched landscapes although many landscapes commonly perceived as pristine have a long history of human impact. Here, we introduced a historical perspective into the concept of naturalness and the analysis of the effectiveness of protected areas by analyzing historical trajectories in land-cover and forest communities for the Pictured Rocks National Lakeshore on Michigan’s Upper Peninsula (USA). Distribution of land-cover and forest community types was reconstructed for pre-settlement time (around 1850), the height of agricultural expansion (1928), and modern conditions (2000). Naturalness of the landscape was assessed by analyzing similarity between pre-settlement and current conditions and by assessing landscape continuity (1850–1928–2000). We compared changes in the strictly protected park core zone with those in the inland buffer zone with ongoing sustainable logging, and a not protected area adjacent to the park. Forest was the dominant land-cover type over the entire study period. We detected a gradient in land-cover continuity from the core zone (81 % continuity) to the inland buffer zone (74 %) and the area outside the park (66 %). Northern hardwood was the dominating forest type in all time points with high continuity (76 %). In contrast, pine forests show a more dynamic pattern with more than 50 % of the initial forests switching to non-forest or early succession forest types by 1928. More than half of the study area was considered as “natural virgin” (no changes in land-cover and forest community type) with a higher portion within the park than in the adjacent area. In contrast, areas with low naturalness are more abundant outside the park. Our study demonstrates the value of integrating historical information into naturalness assessments and the results provide useful information for future park management. More broadly speaking, our study advances research on the effectiveness of protected areas, by going beyond simple measures of averted deforestation, and introducing approaches to directly measure naturalness.  相似文献

This study describes the deforestation impact from three settlements, 5 de Junio, El Tigre, and 30 de Agosto, near the Madidi National Park in Bolivia. First deforestation rates along the road that connects the settlements and then deforestation within each settlement are examined. Landsat Thematic Mapper (TM) imagery from 1987, 1997, and 2000 were used to measure the deforestation. Face-to-face interviews were also used to collect detailed social and land-use information. Road-building and farming have been the major causes of deforestation in this region. The TM measurements indicate a high increase in the deforestation rate along the road in the area of study. The results also show a rapidly escalating deforestation rate in 5 de Junio, a potential high future deforestation rate in El Tigre, and a gradual deforestation increase in 30 de Agosto. The information provided by the settlers about clearing was compared with the imagery analysis. Generally, the settlers estimates were lower than the deforestation as derived from the imagery.  相似文献

Climate change will pose increasingly significant challenges to managers of parks and other forms of protected areas around the world. Over the past two decades, numerous scientific publications have identified potential adaptations, but their suitability from legal, policy, financial, internal capacity, and other management perspectives has not been evaluated for any protected area agency or organization. In this study, a panel of protected area experts applied a Policy Delphi methodology to identify and evaluate climate change adaptation options across the primary management areas of a protected area agency in Canada. The panel identified and evaluated one hundred and sixty five (165) adaptation options for their perceived desirability and feasibility. While the results revealed a high level of agreement with respect to the desirability of adaptation options and a moderate level of capacity pertaining to policy formulation and management direction, a perception of low capacity for implementation in most other program areas was identified. A separate panel of senior park agency decision-makers used a multiple criterion decision-facilitation matrix to further evaluate the institutional feasibility of the 56 most desirable adaptation options identified by the initial expert panel and to prioritize them for consideration in a climate change action plan. Critically, only two of the 56 adaptation options evaluated by senior decision-makers were deemed definitely implementable, due largely to fiscal and internal capacity limitations. These challenges are common to protected area agencies in developed countries and pervade those in developing countries, revealing that limited adaptive capacity represents a substantive barrier to biodiversity conservation and other protected area management objectives in an era of rapid climate change.  相似文献

Despite over two decades of efforts towards involving indigenous and traditional peoples in protected area management, there are few successful examples. Several international principles and guidelines on indigenous peoples' involvement in protected areas exist. However, because of the lack of evaluation of whether or not these principles and guidelines have been put into practice, there is hardly any information that indicates the actual involvement of indigenous peoples in protected areas. This paper attempts to compare efforts in partnership between indigenous peoples and protected area authority in three Asian countries: Nepal, Thailand, and China. It shows that the involvement of indigenous peoples is more successful where park planning is participatory and where political and socioeconomic reforms are underway. Indigenous peoples are in conflict with park authorities where park management is centralized and nonparticipatory. Unless concrete efforts are made to address livelihood issues of indigenous peoples living in and around protected areas, park management aimed to protect wildlife will rarely succeed. Participatory park management that involves indigenous peoples and that addresses livelihood issues of indigenous communities will ultimately succeed in its efforts toward wildlife conservation.  相似文献

Implementing effective conservation requires an understanding of factors affecting deforestation and forest degradation. Previous studies have investigated factors affecting deforestation, while few studies have examined the determinants of both of deforestation and forest degradation for more than one period. To address this gap, this study examined factors influencing deforestation and forest degradation during 1989–2000 and 2000–2005 in the Popa Mountain Park, Myanmar. We applied multinomial logistic regression (MNL) using land cover maps derived from Landsat images as the dependent variables as well as spatial and biophysical factors as the independent variables. The MNL models revealed influences of the determinants on deforestation and forest degradation changes over time. For example, during 1989–2000, deforestation from closed forest was positively correlated to the distance from the park boundary and was negatively correlated with distance from villages, roads, the park circular road, slope, western aspect and elevation. On the other hand, during 2000–2005, deforestation of closed forest was positively correlated with distance from villages, roads, the park circular road, slope and western aspect, and negatively correlated with distance from the park boundary and elevation. Similar scenarios were observed for the deforestation of open forest and forest degradation of closed forest. The study also found most of the determinants influenced deforestation and forest degradation differently. The changes in determinants of deforestation and forest degradation over time might be attributable to the general decrease in resource availability and to the effect of conservation measures conducted by the park.  相似文献

The impacts of land use and land cover (LULC) change in buffer zones surrounding protected ecological reserves have important implications for the management and conservation of these protected areas. This study examines the spatial and temporal patterns of LULC change along the boundary of Rio Abiseo National Park in the Northern Peruvian Andes. Landscape change within four ecological zones was evaluated based on trends expected to occur between 1987 and 2001. Landsat TM and ETM imagery were used to produce LULC classification maps for both years using a hybrid supervised/unsupervised approach. LULC changes were measured using landscape metrics and from-to change maps created by post-classification change detection. Contrary to expectations, tropical upper wet montane forest increased despite being threatened by human-induced fires and cattle grazing of the highland grasslands inside the park. Within the park’s buffer zone, tropical moist forest remnants were fragmented into more numerous and smaller patches between 1987 and 2001; this was in part due to conversion into agricultural land. The methods used in this study provide an effective way to monitor LULC change detection and support the management of protected areas and their surrounding environments.  相似文献

To address the dearth of literature on the relations between local residents in urban areas and nearby higher-order exurban protected areas, this study examined the perceptions of Columbia (South Carolina) residents toward Congaree National Park. Mail-out survey results from a random sample of 455 adult residents showed positive overall attitudes toward the park, although this did not extend to a desire to personally volunteer in park activities. Cluster analysis on the basis of seven perceptual statements produced three groups: “very enthusiastic park supporters” (VEPS), accounting for one fourth of the sample; “less enthusiastic park supporters” (LEPS), accounting for approximately one half of the sample; and “ambivalents” (AMBS), accounting for the rest. The AMBS tend to be younger than members of the other clusters and have higher income, but enthusiasm was more clearly related to high levels of interaction and awareness relative to the park. Managerial implications of the study are considered, including the need to encourage higher levels of park awareness and visitation, as well as more ecologically responsible behavior, among residents of the greater Columbia urban area.  相似文献

Conservationists in the recent years view local peoples' support for protected areas management as an important element of biodiversity conservation. This is often linked to the direct benefits, which local communities get from the protected areas. These benefits could be in the form of biomass resources, park funds diverted to local villages by state agencies and revenue from wildlife tourism. There are a very few studies which have attempted to study the direct relationship between benefits from wildlife tourism and local support for conservation. In India, wildlife tourism is restricted, and mostly controlled by state and private agencies. Wildlife conservation policy does not view tourism in protected areas as a source of revenue for the local communities. The present study examines the local people's attitudes towards wildlife tourism and the impact of benefits from tourism on the local support for Sariska Tiger Reserve (STR), India. STR is a flagship for tourism where protected areas are increasingly being visited and where local support for wildlife tourism has not been studied adequately. Results indicate that two-thirds of the respondents were positive towards tourism and support for conservation. The respondents were aware that more tourism benefits are possible from a well-conserved protected area. There appears to be correlation between benefits obtained by local people from wildlife tourism and other sources, and support for protected area existence, suggesting that benefits impact people's attitudes towards conservation. Some of the main problems are the unequal distribution of tourism benefits, lack of locals' involvement in tourism and development. There is a need to clearly address these issues, so that protected areas may get the support of local people, which may lead to sustainable development.  相似文献

The challenges faced by coastal protected areas in both promoting highly attractive sites and preserving the natural attributes of these sites have been given a new dimension with the opportunities presented by ecotourism. Realising the market potential of a protected area and, at the same time, conserving the unique features of an area is a difficult task. This paper explores the possibilities that backpacker tourism may offer the Quarantine Station in Sydney Harbour National Park, in Australia. Urbanization is one of the most important aspects of global change. The process of urbanization has a significant impact on the terrestrial ecosystem carbon cycle. The Yangtze Delta region has one of the highest rates of urbanization in China. In this study, carried out in Jiangyin County as a representative region within the Yangtze Delta, land use and land cover changes were estimated using Landsat TM and ETM+ imagery. With these satellite data and the BEPS process model (Boreal Ecosystem Productivity Simulator), the impacts of urbanization on regional net primary productivity (NPP) and annual net primary production were assessed for 1991 and 2002. Landsat-based land cover maps in 1991 and 2002 showed that urban development encroached large areas of cropland and forest. Expansion of residential areas and reduction of vegetated areas were the major forms of land transformation in Jiangyin County during this period. Mean NPP of the total area decreased from 818 to 699 gCm(-2)yr(-1) during the period of 1991 to 2002. NPP of cropland was only reduced by 2.7% while forest NPP was reduced by 9.3%. Regional annual primary production decreased from 808 GgC in 1991 to 691 GgC in 2002, a reduction of 14.5%. Land cover changes reduced regional NPP directly, and the increasing intensity and frequency of human-induced disturbance in the urbanized areas could be the main reason for the decrease in forest NPP.  相似文献

We evaluated three spatially explicit land use and cover change (LUCC) models to project deforestation from 2005–2020 in the carbon-rich peat swamp forests (PSF) of Central Kalimantan, Indonesia. Such models are increasingly used to evaluate the impact of deforestation on carbon fluxes between the biosphere and the atmosphere. We considered both business-as-usual (BAU) and a forest protection scenario to evaluate each model’s accuracy, sensitivity, and total projected deforestation and landscape-level fragmentation patterns. The three models, Dinamica EGO (DE), GEOMOD and the Land Change Modeler (LCM), projected similar total deforestation amounts by 2020 with a mean of 1.01 million ha (Mha) and standard deviation of 0.17 Mha. The inclusion of a 0.54 Mha strict protected area in the LCM simulations reduced projected loss to 0.77 Mha over 15 years. Calibrated parameterizations of the models using nearly identical input drivers produced very different landscape properties, as measured by the number of forest patches, mean patch area, contagion, and Euclidean nearest neighbor determined using Fragstats software. The average BAU outputs of the models suggests that Central Kalimantan may lose slightly less than half (45.1%) of its 2005 PSF by 2020 if measures are not taken to reduce deforestation there. The relatively small reduction of 0.24 Mha in deforestation found in the 0.54 Mha protection scenario suggests that these models can identify potential leakage effects in which deforestation is forced to occur elsewhere in response to a policy intervention.  相似文献

Accurate monitoring of the effectiveness of protected areas (PAs) in decreasing deforestation is increasingly important given the vital role of forest protection in climate change mitigation. Recent studies on PA effectiveness have used remote-sensing imagery to compare deforestation rates within PAs to surrounding areas. However, remote-sensing data used in isolation provides limited information on the factors contributing to effectiveness. We used landscape-modelling techniques to estimate the effectiveness of ten PAs in Madre de Dios, Peru. Factors influencing PA effectiveness were investigated using in situ key-informant interviews. Although all of the PAs studied had positive effectiveness scores, those with the highest scores were ecotourism and conservation concessions, where monitoring and surveillance activities and good relations with surrounding communities were reported as possible factors in decreasing deforestation rates. Native community areas had the lowest scores, with deforestation mainly driven by internal resource use and population growth. Weak local governance and immigration were identified as underlying factors decreasing the effectiveness of protection, whereas good relations with surrounding communities and monitoring activity increased effectiveness. The results highlight the need to combine remote sensing with in situ information on PA management because identification of drivers and deterrents of deforestation is vital for improving the effectiveness of protection.  相似文献

/ This review will trace the evolution of beyond boundary/buffer zone thinking and policy responses in the US National Park Service (NPS); address buffer zone science, benefits, and limitations; examine pertinent legal and social concerns; highlight some agency attempts to create buffer zone-like areas; and propose highlights of a protected area strategy, with buffer zones and corridors as one component. Some findings follow. The need to expand national parks to accommodate large ungulate movement began in the late 1800s, but the recognition that such land was also needed to thwart human impacts such as poaching surfaced in the 1930s. External park buffer zone recommendations by 1930s park scientists were not implemented, and other related adopted policy forgotten, supporting the belief that great insight can be discovered in forgotten institutional history. Buffer zones can remedy some impacts but not others, but their benefits are multiple and underappreciated. The science of buffer zones is very immature and deserves more attention. A present primary obstacle to creating park buffer zones and connecting corridors is a social climate opposing federal initiatives that may intrude on the rights of private landowners. Some proactive NPS bufferlike activity examples are reviewed, but there were none where permanent, complete, effective nonlegislated park buffer zones, derived from nonfederal property, circumscribed large natural area parks. The need for buffer zones and corridors may be a symptom of inadequate regional planning. Options to create buffer zones from private and federal land are outlined. A comprehensive, overall protected area strategy must include more than just buffer zones, with highlights provided. Because optimal regional planning for US national parks is now thwarted by land-use politics, American society must soon decide what is most crucial to future well-being. Jamaica is a small island that is losing its forest cover at a rapid rate. Due to the dependency of its largely poor population on the many services and functions its forests provide, this loss threatens to have substantial socioeconomic and ecological consequences for the country. Despite these basic facts, the problem of Jamaican deforestation has received very little attention from the scientific community. This article presents results of an island-wide, satellite-based study of forest change for Jamaica for the period 1987–1992, which was supplemented by a field trip to the island in 1999 to assess the overall accuracy of the estimate. Landsat MSS images, which are available only up until 1992, have proved to be an invaluable and cost-effective resource for mapping forest change in the tropics, particularly in large areas. A supervised classification indicates that Jamaica experienced an average annual deforestation rate of 3.9% for this period, a figure higher than existing estimates based on partial ground surveys but lower than the FAO's 1990 Tropical Forest Assessment of 5.3% for 1981–1990. Deforestation estimates for Jamaica's 14 parishes are also presented, based on the integration of satellite-derived forest classification maps with a parish administrative boundaries map of the island in a GIS. A correlation analysis between parish deforestation estimates and socioeconomic and land use/quality indicators derived from official sources suggests that deforestation is occurring most rapidly in highly populated areas possessing large numbers of small farmers who live and work under resource-poor conditions. By providing a sense of the magnitude of and main forest loss hotspots, it is hoped that these national and subnational level forest estimates will draw scientific attention to the problem of deforestation on the island. In addition, the socioeconomic analysis may provide policy-makers and planners with some sense of the relative contribution of underlying driving process in this deforestation as a first step toward the creation of effective social programs to combat the problem.  相似文献

Understanding perceptions of global environmental issues, such as climate change, can help inform resource management, policy development, and communication with constituents. Although a considerable amount of research documents citizens’ perceptions of climate change, few have investigated how interactions with climate-impacted parks and protected areas influence these perceptions, and consequently elements of environmental management. Using a mixed methods Instrument Development Approach, the researchers examined the stability of park visitors’ (N = 429) climate change perceptions during a daylong interaction with climate-sensitive and influenced resources at Kenai Fjords National Park in Alaska. Results indicate that global-level beliefs about climate change remained relatively stable during a park experience, but perceptions about climate change at the park-level (e.g., impacts) appeared more malleable. Findings also revealed the type of park experience (terrestrial vs. marine) can influence the degree of change in visitors’ perceptions. Implications for communication, outreach, and park management are discussed.  相似文献

Preservation of the biological diversity and ecosystems in protected areas can be achieved through projects linking conservation of the protected areas with improved standards of living for resident peoples within surrounding buffer zones. This is the hypothetical claim of the integrated conservation and development project (ICDP) approach to protected area management. This paper, based on several years of experience with the Ranomafana National Park Project in Madagascar, questions the major assumptions of this approach from ethical and practical perspectives. The four basic strategies available to ICDPs – protected areas, buffer zones, compensation, and economic development – are analyzed and shown to be deficient or untested in the case of Ranomafana. Recommendations are made to explore conservation models other than the western conception of the national park, to modify the notion of a buffer zone outside the protected area, to redistribute money or other resources directly to the poor people living in and around the protected areas, and to eliminate the middle men in the development business. An appeal is made to focus on local education, organization and discipline in order to promote self-determination and self-reliance among resident peoples of protected areas. The paper argues that a public works program, similar to the Roosevelt administration's Civilian Conservation Corps of the 1930s, funded through a hard-currency endowment or other innovative financing mechanism, should be tried as a replacement for the currently questionable ICDP approach at Ranomafana.  相似文献

Protected areas are cornerstones of biodiversity conservation, but they are in danger of becoming islands in a sea of human dominated landscapes. Our question was if protected areas may even foster development in their surroundings because they provide amenities that attract development, thus causing the isolation of the ecosystems they were designed to protect. Our study analyzed historic aerial photographs and topographical maps to reconstruct road development and building growth within and around Indiana Dunes and Pictured Rocks National Lakeshores in the U.S. Great Lakes region from 1938 to 2005, and to estimate the effects of park creation in 1966 on changes in landscape patterns. Historic U.S. census housing density data were used as a baseline to compare observed changes to. Our results showed that park establishment was effective in reducing and stopping the fragmenting impact of development within park boundaries. However, increased amenity levels following park establishment led to enhanced development in the surroundings of both parks. In the extreme case of Indiana Dunes, building density outside the park increased from 45 to 200 buildings/km2 and road density almost doubled from 3.6 to 6.6 km/km2 from 1938 to 2005. Development rates of change were much higher than in the broader landscape, particularly after park establishment. The potential amenity effect was up to 9500 new buildings in the 3.2-km zone around Indiana Dunes between 1966 and 2005. For Pictured Rocks the absolute effect was smaller but up to 70% of the observed building growth was potentially due to amenity effects. Our findings highlight the need for conservation planning at broader scales, incorporating areas beyond the boundaries of protected areas.  相似文献

In the context of the ongoing climate change discussions the importance of peatlands as carbon stores is increasingly recognised in the public. Drainage, deforestation and peat fires are the main reasons for the release of huge amounts of carbon from peatlands. Successful restoration of degraded tropical peatlands is of high interest due to their huge carbon store and sequestration potential. The blocking of drainage canals by dam building has become one of the most important measures to restore the hydrology and the ecological function of the peat domes. This study investigates the capability of using multitemporal radar remote sensing imagery for monitoring the hydrological effects of these measures. The study area is the former Mega Rice Project area in Central Kalimantan, Indonesia, where peat drainage and forest degradation is especially intense. Restoration measures started in July 2004 by building 30 large dams until June 2008. We applied change detection analysis with more than 80 ENVISAT ASAR and ALOS PALSAR images, acquired between 2004 and 2009. Radar signal increases of up to 1.36 dB show that high frequency multitemporal radar satellite imagery can be used to detect an increase in peat soil moisture after dam construction, especially in deforested areas with a high density of dams. Furthermore, a strong correlation between cross-polarised radar backscatter coefficients and groundwater levels above -50 cm was found. Monitoring peatland rewetting and quantifying groundwater level variations is important information for vegetation re-establishment, fire hazard warning and making carbon emission mitigation tradable under the voluntary carbon market or REDD (Reducing Emissions from Deforestation and Degradation) mechanism.  相似文献
