In the agricultural Mid-west, riparian corridors are vital for protecting biodiversity and water quality. The cumulative management decisions of hundreds of private landowners have a tremendous impact on this riparian zone. This study of 268 farmers in a typical Mid-western watershed in Michigan looked at farmer's motivations for adopting conservation practices, their current management practices along their rivers and drains as well as their future management plans. The results of the study showed that farmers are intrinsically motivated to practise conservation by such factors as their attachment to their land, rather than by motivations such as receiving economic compensation. Farmers are also likely to engage in conservation practices that make their farm appear well-managed. Furthermore, those farmers with strong intrinsic motivations were likely to adopt conservation practices that protect streams, such as maintaining a woody vegetative buffer or practicing no-till farming. This study shows that protecting riparian resources in agricultural watersheds requires strategies for conservation that respect farmers' attachment to their land and their desire to practise good stewardship.  相似文献

Structural changes in agriculture and urbanisation affect land management regimes and local landscape functions. Studying the new functions of land is as relevant as the owners' land management decisions, the replacement of farming with different activities and land uses may impact not only the local landscape's functions but also, in the long run, its structure and the environment. Drawing on a detailed case study in Tuscany based on qualitative interviews with landowners and on the understanding of the socio-economic context, this article analyses landowners' attitudes towards land property and farming in relation to individual motives as well as to local and supra-local contexts. Five relational typologies of landowners are identified: pure farmers, amenity farmers, land developers, land-with-house owners and house-with-land owners. Diverse trends – such as particular farmers’ attitudes towards land development, or the emerging role of non-professional farmers in land management – are found to raise challenges related to rural land planning and management.  相似文献

ABSTRACT: A Management level model has been formulated in which a system analysis format is employed to answer some of the basic questions regarding urban water management strategies The model incorporates a multilevel optimization scheme to coordinate urban water supply, distribution, and wastewater management. A test of the model's utility is made in an application to the water management problems of the Denver, Colorado metropolitan area. Denver has utilized both agricultural transfers and transmountain diversions to supplement the natural stream resources of the South Platte River. Although plans are being made to increase the capacity of these sources, increasingly stringent standards on the area's effluents are enhancing the feasibility of reclaiming and recycling a portion of the wastewater. The urban model used in this study indicates the decision points at which respective strategies are introduced. However, by formulating the model from a planner's viewpoint, the most important results gained from the analysis are the costs of various institutional constraints which may restrict the decision maker's ability to implement optimal policies.  相似文献

A Conceptual Framework for Analysis of Water Resources Management in Asia   总被引:1,自引:0,他引:1  
Effective and efficient water resources management to meet the increasing demands for food, energy, and domestic and industrial water is an imperative for Asian countries. As a basis for analyzing Asian water resources management problems, a three-element conceptual framework is presented: (1) water resources management as a system, composed of a set of facilities, operating rules, and incentives applied to water resources through an institutional arrangement; (2) water resources management as a process involving several stages beginning with planning and continuing with design, construction, operation and maintenance; and (3) water resources management as a set of linked activities and tasks required to produce the desired outputs. Using this framework to assess performance it is possible to analyze the linkages among water resources problems, water resources management, and water resources organizations and administrative arrangements. Examples are presented of such linkages as applied to problems of erosion and sedimentation, flooding, salinity, water demand-supply imbalances, and water pollution. Brief analytical summaries of eight critical water resources management problems in Asia are presented, along with an illustration of the complexity of water resources organization and administration, using Thailand as the example.  相似文献

ABSTRACT: Australia's extremely limited water resources highlight the need for policy guidelines for management. During the 1970s, there was the gradual evolution of a national water resources policy, facilitated by a nationally agreed statement of objectives and culminating in a federal policy statement presented in 1979. However, the Australian constitution gives major responsibility for water resources to the states. Further, the federal policy statement seems to assume that each state has a water resources policy and that it accords with the nationally agreed objectives. This is not the case, and the practical management of Australia's water resources falls short of the principles set out in the policy document. The River Murray, the nation's major water resource, provides ample evidence of this fact. With very limited water resources, Australia urgently needs to reduce the disparity between principle and practice in their management.  相似文献

Many New Zealand farms still have large remnant indigenous forest patches. This paper discusses constraints and opportunities for the sustainable management of these remnants. First, the paper analyses why the specific ecological situation of the New Zealand vegetation poses severe constraints for sustainable management. Second, results from a case study are presented suggesting that analysis of farmers’ attitudes to remnant ecosystems might provide valuable data for improving existing environmental legislation. Finally, the possible management implications of the new Resource Management Act 1991 and Forest Amendment Act 1993 are discussed. It is argued that these Acts may bring to an end a thousand years of wilful and accidental destruction of New Zealand's natural environment.  相似文献

The Khorezm region is located in the northwest of Uzbekistan, approximately 350 km from the current shore of the Aral Sea. It comprises a large‐scale irrigation system that conveys water from the river Amu Darya to agricultural land cropped mainly with cotton, wheat, and rice. Khorezm's water resources are vulnerable as they depend on upstream developments and are indispensable to rural livelihoods and state budgets. Since water scarcity is expected to increase in the future, sustainable water management is a necessity. Hence, the objectives of the paper are to: (1) conceptualize the distinctive features of water management in Khorezm; (2) provide an integrated analysis of water management by establishing linkages between society, technical infrastructure, and the bio‐physical environment; and (3) make policy and technology recommendations for improved water management. To conceptualize water management in Khorezm, the paper distinguishes three types of practices: formal practices, strategic practices, and discursive practices. Based on these, it presents an analysis of water management on the state water management level, the water user association level, and the farmer and field level. For each level, recommendations are given. The paper concludes that elements of integrated water resources management (IWRM) such as transparency, accountability, participation, and technical efficiency are relevant to improve water management in Khorezm, as elsewhere. In addition, it underlines the need to create legal space for agency and innovation. Technical tools such as models are increasingly important for facilitating transparency and enabling agents to access and make use of information across the management hierarchy.  相似文献

Companies that have the most effective environmental programs are those that have integrated environmental management into the business process. In order to take an environmental program to a higher level, we must determine a way to get business leaders to acknowledge the business benefit of environmental programs. Business integration becomes more likely when you speak the language of management and present tools that they regularly use. Most companies use business plans, therefore the use of an environmental quality business plan is a segue into the business. To catch management's attention, we must present cost improvement projects that will be part of the environmental quality business plan that affect the bottom line. Examples of the types of projects that could potentially save the company millions of dollars are reducing the cost of remediation, or pollution-prevention projects such as minimizing packaging and the elimination of chemical use and waste. Once we catch management's attention, we can get them involved in developing an environmental quality business plan and thus get more business integration and support.  相似文献

ABSTRACT: Over half of the water delivered from the canal system to the watercourses managed by the farmers is not made available to the farmers' crops in Pakistan. Most of this water loss is due to loss of water through the banks of the watercourses. Lack of maintaining these banks and lack of cleaning the watercourse is a result of inadequate organization of the 10 to 150 farmers who use the watercourse, and a deficiency of knowledge concerning the amount of their water which is being lost. Various methods of watercourse improvement have been evaluated including concrete and masonry linings and simple earthen improvements of the ditches with concrete control structures, junctions, and turnouts. With the cost of labor low in Pakistan, the earthen improvements with concrete structures appear to be the best investment. Farm water management improvement programs have been implemented in most of the provinces which include this type of watercourse improvement, land leveling and advice to the farmers on how and when to irrigate his crops to optimize his production. The rate at which personnel can be trained to help the farmers implement these improved water management practices is limiting the rate of implementation.  相似文献

ABSTRACT: The temporal and locational attributes of water use data are ideally suited for analysis using a geographic information system (GIS) approach. A GIS combines spatial database management, statistical analysis, and cartographic modelling capabilities within a computer hardware and software configuration. Texas water use data for selected categories in 1980 and 1986 were analyzed using ARC/INFO to demonstrate the utility of GIS for water resource information management. Examples of data analysis and display are presented to illustrate the effectiveness of cartographic representations to communicate water use data.  相似文献

ABSTRACT: Literatures on price‐based urban water conservation and on market‐based mechanisms to manage natural resources suggest that market‐based management of urban/suburban water use may be feasible. A market‐based proposal that emerged from a water shortage on California's Monterey Peninsula is presented. In the proposal, conservation incentives arise both from an ability among end‐users of water to reduce consumption and sell use‐rights to water, and from a penalty price for consumption in excess of one's use rights. The amount of water associated with use rights is capped and varies according to hydrological, meteorological, ecological, and other criteria. Requirements for further study of the proposal are listed, and the role that similar market‐based mechanisms could play in urban water management is discussed.  相似文献

ABSTRACT: Cumulative density functions (c.d.f.'s) for water quality random variables may be estimated using data from a routine grab sampling program. The c.d.f. may then be used to estimate the probability that a single grab sample will violate a given stream standard and to determine the anticipated number of violations in a given number of samples. Confidence limits about a particular point on the c.d.f. may be used to reflect the accuracy with which the sample estimate represents the true c.d.f. Methods are presented here for calculating such confidence limits using both a normal model and a nonparametric model. Examples are presented to illustrate the usefulness of an estimated c.d.f. and associated confidence limits in assessing whether an observed number of standard violations is the result of natural variability or represents real degradation in water quality.  相似文献

Riparian buffer zones have been incorporated in land and water management policy for England since 1994, when the Ministry of Agriculture, Fisheries and Food introduced a Water Fringe Option (WFO) as part of a broader habitat conservation scheme. Whilst natural scientists have examined the functioning of riparian buffer zones, understanding of farmers' decision making regarding the adoption or non-adoption of voluntary buffer zone policies is very limited. This paper examines the factors influencing the decision making of farmers who were eligible to join the WFO in three river catchments. Quantitative and qualitative information was collected from farmers using semi-structured interviews and was supplemented with in-depth interviews with representatives of public agencies, agricultural groups and independent experts. Data analysis was completed using the 'Framework' analytical approach and the Statistical Package for the Social Sciences 8.0 computer software. The research revealed that decisions to participate in the WFO were influenced by a mix of situational, psychological and sociological characteristics, which suggests that policy makers must attach greater importance to implementation conditions and farmers decision making if riparian buffer zones are to play a more prominent role in the management of land and water in rural catchments. Tightly structured schemes will only appeal to a narrow segment of the farming population and will not lead to widespread re-creation of riparian habitats. A more flexible and collaborative style of policy development is needed in order for riparian buffer zone policies to meet the circumstances and needs of the diverse UK farming community.  相似文献

Oyster farmers depend on good water quality. Activities upstream from estuaries result in externalities that impact water quality. Over the last 10 years, oyster farmers have been developing estuary‐wide environmental management systems ( EMSs ) to tackle internal (i.e. industry‐related) and external (i.e. catchment) issues in N ew S outh W ales, A ustralia. Drawing on interview‐based research and document analyses, this paper shows that the process of creating an EMS for the oyster industry, as well as the creation of the EMS itself, resulted in legitimizing the industry's stewardship over the natural resource it depends on (water). For the oyster industry, this result was due to a change in the scale on which EMSs have been developed: instead of viewing issues at the individual business level, the systems expanded their viewpoint to the entire catchment, and included every oyster business in the estuary, as well as all other activities in the upper catchment. By providing a means of communicating internal efforts and with the support of local government bodies, EMSs provided a mechanism with which influence over upstream actors and activities could be exerted. We demonstrate this by using the ‘social‐ecological systems’ and ‘ ENCORE ’ frameworks, emphasizing the transitions that allowed for this change of scale to take place.  相似文献

ABSTRACT: This paper brings together spatially and temporally explicit mechanistic models of hydrodynamic, water quality, and ecological processes with an economic model to examine water management alternatives for California's Sacramento River and Delta ecosystem, a large‐scale watershed. Overallocated water supplies in most years, combined with increasing demand for water for environmental purposes, have created a politically charged atmosphere and a need for quantitative assessment of the implications of policy alternatives. By developing and analyzing a common set of policy scenarios, this integrated framework allows us to consider tradeoffs between agricultural economic factors, water quality, and population dynamics for two at‐risk fish species. We analyze two rather extreme types of policy options; one involves structural modifications to change the flow of water within the watershed but no change in water diversions, while the other reallocates water from agricultural users to fish and wildlife. Results suggest that substantial environmental improvements could be made at a relatively modest cost to farmers (1 to 4 percent reductions in revenues) but that those costs could be significant locally. In addition to tradeoffs between farmers and environmental interests, results suggest that policy makers may need to balance competing environmental objectives.  相似文献

ABSTRACT: The potential for joint public and private action for lake restoration is examined using Lake Apopka, Florida, as a case study. Initial calculations indicate that private incentives alone are inadequate to attract investment in a facility to grow and harvest water hyacinths for conversion to methane gas. However, the private externality of water quality improvement associated with harvesting water hyacinths provides a key linkage between the public's water quality objectives and the private gas producer's actions. In order to establish the potential basis for negotiation, the public's willingness-to-pay for environmental services associated with improved water quality is estimated and compared with the estimated subsidy required to induce private action. A conceptual framework is then presented for coordinating actions between private firms and public water management agencies in order to internalize the private externality of water quality improvement while simultaneously achieving the public and private objectives. Results indicate that the subsidization of water hyacinth production and harvesting compares favorably with alternative means of enhancing the water quality of Lake Apopka.  相似文献

ABSTRACT: Brazil is currently facing the challenge of implementing a new water resources management system to promote the rational and sustainable use of the country's waters. This system is based on the following principles of water management: (2) stakeholders' participation; (2) the watershed as the planning and management unit; and (3) the economic value of water. Stakeholders' participation and the involvement of civil society in the decision making process is guaranteed by permanent seats in the watersheds' management committees. These committees are the highest decision level for the establishment of water policy and for planning its use. The executive branch of the committees is the watershed agency or the water agency. This paper presents the recently approved Brazilian water resources management system and discusses the participatory approach followed to validate and to ensure prompt response to decisions regarding water use by all stakeholders. The formulation of the National Water Law (January/1998) was also supported by extensive consultation with civil society, professional associations, state and municipal governments as well as with federal governmental agencies and private sector organizations. It also presents an overview of the formulation of the National Water Law. Finally, as watershed committees have been created and are already operating in a limited number of watersheds, some of the major obstacles to the success of the new system are discussed along with alternatives for overcoming such obstacles.  相似文献

One of the most challenging tasks of water supply utilities is planning the timing and quantity of new water supply sources as demand for water consumption grows. Many water supply utilities target on meeting 100% of their customers' needs based on scenario‐based deterministic demand projections numbers even though there are uncertainties in both supply and demand values. This may result in under or overly conservative approach in assessing future needs. In this article, a level‐of‐service concept is introduced to capture a utility's willingness to accept a given level of risk, plan for it, and invoke a management strategy during extreme events than build a facility to accommodate those in planning for new water supply sources. Accounting for uncertainties in both supply and demand help quantify reliability by achieving a prescribed level of service. The major benefit of such an approach for planning future water supply is that it allows policy makers to evaluate the use of adaptive water management strategies and develop supply in an incremental fashion as demand warrants it. For example, if a given level of service cannot be reliably met with the existing system at a future time t, an incremental water supply project would come online to bring the required reliability level up but no more.  相似文献

The concepts of cost recovery and demand management in the context of water resources for small island countries are introduced. Water pricing mechanisms which could be used to achieve the goal of cost recovery are discussed. Regulatory and economic measures, and pricing policies for limiting increases in demand ('demand management') are also presented. ABSTRACT: The growing problem of nonpoint source ground water contamination from agricultural chemicals is conceptualized as an historical outcome of the production environment of capitalist agriculture in the Corn Belt. Chronic overproduction and ground water contamination reveal different aspects of the same technological treadmill. The debate over Iowa's 1987 Ground Water Protection Act symbolizes the contradiction between popular demand for clean water and structural limits on policymaking. Although the Act does provide for expanded research, education, and monitoring, a coalition of commercial farmers, local chemical dealers, and the national chemical industry defeated a tax on pesticide use. Analysis of alternate policy responses - Best Management Practices (BMPs), cross compliance, site-specific regulation of chemical use, and taxation of synthetic chemicals - reveals that all tend to founder on the same structural constraints. Without practical, profitable, low-input technologies that farmers, over time, would choose to adopt, both voluntary and regulatory approaches encounter major political or implementation difficulties. The public agricultural research agenda, therefore, emerges as a central control variable for ground water quality management and a central focus for political struggle.  相似文献
