ABSTRACT: Arizona's water pollution control program is based on authorties of Arizona Revised Statutes and Public Law 92–500, the Federal Water Pollution Control Act Amendments of 1972. The primary areas of this program are monitoring, facility inspections, plan review, planning, discharge permits and grants for the construction of publicly-owned waste water treatment facilities. The discharge permit program deals with control of point-source discharges and is administered by the United States Environmental Protection Agency. The planning and construction grants programs are administered by the State Water Quality Control Council and are implemented by the Bureau of Water Quality Control, which serves as staff to the Council. There are several challenges that face the State in this program. First is the adaptation of the “eastern law” to deal with Arizona's water quality problems. Second is to address problems caused by a long history of “laissez-faire” environmental quality management. Third is a mutual cooperation and coordination among the many entities involved in water resources management. Areas of particular interest in the State's program is the process setting water quality standards and the involvement of people of diversified backgrounds in the field of areawide planning under Section 208 of the Federal Water Pollution Control Act, which is primarily concerned with non-point sources of water pollution.  相似文献

Summary In Queensland, Australia, instream resources planning ranges from "fragmentary" to overlooked. But the State of Queensland, with engineer dominant water management, is only a little behind some other Australian States and Western countries in evaluating the environmental uses and values of river systems. Management is pragmatic about its abundant water endowment! Highly contrasting biophysical environments, from arid to tropical rainforest, as well as a dominance of ephemeral river systems should not preclude instream assessment. The new coastal $A430 million, Burdekin Falls Dam, the "1800's dream" has radically altered that river and delta region for economically amorphous agricultural purposes and, seemingly, to encourage crocodiles to recreate. In comparison, the "urbanised" Brisbane River is the focus of southern state water use competition issues such as flooding, eutrophication, turbidity, public access, preservation of river islands, sand and gravel mining, and recreation. A veritable host of river related management authorities preside!Dr Diana Day is trained as a fluvial geomorphologist and a water policy analyst. Her research has focused on natural resources management especially related to water and soil/land assets. Dr Day is an editor of the newAustralian Journal of Soil and Water Conservation. Her many publications include a recent book entitledWater and Coal -Industry, Environment and Institutions in the Hunter Valley, N.S.W., published by The Australian National University, Canberra, where until recently she was a Research Fellow. ABSTRACT: While significant nonpoint source (NIPS) pollution control progress has been made since passage of Section 319 in the 1987 Water Quality Act, existing federal legislation does not provide for the most timely and cost-effective NIPS pollution reduction. In this paper, we use findings from the Rural Clean Water Program and other nationwide agricultural NIPS pollution control programs, building on legislative history to recommend a coordinated and efficient direction for agricultural water quality legislation. A collaborative framework should be established to accomplish the goals of the Clean Water Act (CWA), Coastal Zone Management Act (CZMA), and the Conservation Title of the Farm Bill. Valuable elements of the 1990 CZMA amendments that created a coastal NIPS program should be subsumed into the CWA. The CWA should reemphasize use of receiving water quality criteria and standards and should allow states flexibility to tailor basin-scale NPS program implementation to local needs. Implementation should involve targeting of NIPS pollution control efforts to critical land treatment areas and use of systems of best management practices to address these targeted water quality problems. The 1995 Farm Bill should reorient production incentives toward water quality to support the collaborative framework, implementing ecologically sound source reduction principles. The Farm Bill and the CWA should contain interrelated provisions for voluntary, incentive-assisted producer participation and fallback regulatory measures. Such coordinated national water quality and Farm Bill legislation that recognizes the need for flexibility in state implementation is supported as the most rational and cost-effective means of attaining water quality goals.  相似文献

ABSTRACT: Brazil is currently facing the challenge of implementing a new water resources management system to promote the rational and sustainable use of the country's waters. This system is based on the following principles of water management: (2) stakeholders' participation; (2) the watershed as the planning and management unit; and (3) the economic value of water. Stakeholders' participation and the involvement of civil society in the decision making process is guaranteed by permanent seats in the watersheds' management committees. These committees are the highest decision level for the establishment of water policy and for planning its use. The executive branch of the committees is the watershed agency or the water agency. This paper presents the recently approved Brazilian water resources management system and discusses the participatory approach followed to validate and to ensure prompt response to decisions regarding water use by all stakeholders. The formulation of the National Water Law (January/1998) was also supported by extensive consultation with civil society, professional associations, state and municipal governments as well as with federal governmental agencies and private sector organizations. It also presents an overview of the formulation of the National Water Law. Finally, as watershed committees have been created and are already operating in a limited number of watersheds, some of the major obstacles to the success of the new system are discussed along with alternatives for overcoming such obstacles.  相似文献

ABSTRACT: The Illinois v. Milwaukee Federal District Court decision is the most far reaching application yet of the federal common law of nuisance to interstate water pollution conflicts. Although a Federal Appelate Court recently rescinded part of the district court decision, Milwaukee must still upgrade its metropolitan sewage system to a level beyond that required by federal and state regulations. The improvements must be completed with or without federal aid. The case points out the apparent inability of the Clean Water Act, the most comprehensive federal legislation affecting the nation's water quality, to deal with certain interstate water quality conflicts. The Milwaukee decision could set a precedent for similar settlements elsewhere which may in turn affect the U.S. Environmental Protection Agency's water quality clean up program. A more integrated, ecosystem conscious approach to management of shared water resources (e.g., the Great Lakes) would help reduce the need for court decisions like Illinois v. Milwaukee.  相似文献

ABSTRACT: The objective of water quality/watershed management is attainment of water quality goals specified by the Clean Water Act. The Total Maximal Daily Load (TMDL) planning process is a tool to set up watershed management. However, TMDL methodologies and concepts have several problems, including determination of Loading Capacity for only low flow critical periods that preclude consideration of wet weather sources in water quality management. Research is needed to develop watershed pollutant loading and receiving waters Loading Capacity models that will link wet and dry weather pollution loads to the probability of the exceedence of water quality standards. The long term impact of traditional Best Management Practices as well as ponds and wetlands, must be reassessed to consider long term accumulation of conservative toxic compounds. Socioeconomic research should focus on providing information on economic and social feasibility of implementation of additional controls in water quality limited watersheds.  相似文献

The Colorado River Municipal Water District (CRMWD) of Big Spring, Texas, planned to construct the Stacy Reservoir and Dam on the Colorado River near Paint Rock, Texas, yet needed a Section 404 permit from the US Army Corps of Engineers pursuant to the Clean Water Act. In 1986 the Concho water snake (Nerodia harteri paucimaculata) was listed as threatened under the Endangered Species Act (ESA). Much of its remaining range included the stretch of the Colorado River that would be flooded by the proposed dam. After initially rejecting CRMWD proposals for mitigation, and informing the Corps of Engineers that it would issue a jeopardy opinion regarding the 404 permit pursuant to Section 7 of the ESA, the US Fish and Wildlife Service reversed its stand. The final biological opinion stated that reasonable and prudent alternatives previously rejected as unfeasible would remove the threat of jeopardy. This paper concludes that experimental management techniques proposed by FWS to allow dam construction do not adequately ensure survival of the Concho water snake and an alternative water source should have been found.  相似文献

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. DOI: 10.1111/j.1752‐1688.2011.00589.x Abstract: Water resources management is in a difficult transition phase, trying to accommodate large uncertainties associated with climate change while struggling to implement a difficult set of principles and institutional changes associated with integrated water resources management. Water management is the principal medium through which projected impacts of global warming will be felt and ameliorated. Many standard hydrological practices, based on assumptions of a stationary climate, can be extended to accommodate numerous aspects of climate uncertainty. Classical engineering risk and reliability strategies developed by the water management profession to cope with contemporary climate uncertainties can also be effectively employed during this transition period, while a new family of hydrological tools and better climate change models are developed. An expansion of the concept of “robust decision making,” coupled with existing analytical tools and techniques, is the basis for a new approach advocated for planning and designing water resources infrastructure under climate uncertainty. Ultimately, it is not the tools and methods that need to be revamped as much as the suite of decision rules and evaluation principles used for project justification. They need to be aligned to be more compatible with the implications of a highly uncertain future climate trajectory, so that the hydrologic effects of that uncertainty are correctly reflected in the design of water infrastructure.  相似文献

Many reports have recognized the need for a national water census for the United States and have called upon the U.S. Geological Survey to undertake this challenge. For example, the National Science and Technology Council stated: “The United States has a strong need for an ongoing census of water that describes the status of our Nation's water resource at any point in time and identifies trends over time.” Responding to the need for this information, the U.S. Congress established the SECURE Water Act. The directives are to provide a more accurate assessment of the status of the water resources of the United States; determine the quantity of water available for beneficial uses; identify long‐term trends in water availability; assist in determination of the quality of the water resources; and develop the basis for an improved ability to forecast the availability of water for future economic, energy production, and environmental uses. This article provides summary and new information on the process and progress on work to estimate water budget components nationwide, involvement of stakeholder interests, efforts to examine water‐use characteristics throughout the Nation, studies of water availability in geographically focused areas and the initiation of methods to provide open access to existing and new water resources information contributing to Open Water Data Initiative (OWDI) efforts and objectives.  相似文献

ABSTRACT: The growing problem of nonpoint source ground water contamination from agricultural chemicals is conceptualized as an historical outcome of the production environment of capitalist agriculture in the Corn Belt. Chronic overproduction and ground water contamination reveal different aspects of the same technological treadmill. The debate over Iowa's 1987 Ground Water Protection Act symbolizes the contradiction between popular demand for clean water and structural limits on policymaking. Although the Act does provide for expanded research, education, and monitoring, a coalition of commercial farmers, local chemical dealers, and the national chemical industry defeated a tax on pesticide use. Analysis of alternate policy responses - Best Management Practices (BMPs), cross compliance, site-specific regulation of chemical use, and taxation of synthetic chemicals - reveals that all tend to founder on the same structural constraints. Without practical, profitable, low-input technologies that farmers, over time, would choose to adopt, both voluntary and regulatory approaches encounter major political or implementation difficulties. The public agricultural research agenda, therefore, emerges as a central control variable for ground water quality management and a central focus for political struggle.  相似文献

Pastoralism is the most dominant land use form in the arid rangelands of Sub-Saharan Africa, but this rangeland-based lifestyle is under threat. As a consequence a study was conducted in the Middle Awash Valley of Ethiopia with the main objectives of assessing and comparing the broad perceptions of two pastoral groups (the Oromo ethnic group living in Kereyu-Fantale and the Afar ethnic group living in Awash-Fantale) on the usage of the existing rangeland resources, and their views on constraints and possible solutions. Data were collected from 90 Oromo and 55 Afar households. Despite the difference in ethnicity both of these groups share common problems. They derive their main income from the sale of animals and animal products, but with the difference that milk products rank first in the case of the Afar and last in the case of the Oromo. Both pastoral groups depend heavily on native grasses for animal feed and to a lesser extent on woody plants as a source of browse. The majority of respondents were of the opinion that the condition of the rangelands is poor, mainly due to overgrazing, droughts and increases in the human population. Availability of water is also regarded as a problem, mainly by the Oromo. Migration is the first measure taken to solve shortages of livestock feed, but many of the pastoralists replied that migration is an undesirable practise which is mostly done out of necessity. Because of the limited resources most respondents of both groups still prefer communal land tenure where resources are shared. It is concluded that the problems facing the pastoralists in the Middle Awash Valley have been created over many years and the solutions will also require time. With the current approach of the communal grazing systems, sustainable utilisation of the rangeland ecosystem is not possible. Solutions to the poor condition of the existing rangelands will require a definite commitment and full participation not only of the pastoralists, but also of government and non-governmental organisations that are directly or indirectly involved in rangeland resources utilisation, management, conservation and other related activities.  相似文献

Legislation and institutional structure have restricted opportunities for the integrated planning and management of Scotland's water resources. There is growing recognition that a more holistic and integrated approach to river management may enable progress in solving some of the problems facing Scottish freshwaters. The River Valleys Project established case studies of participatory integrated catchment planning for two rivers in Lothian Region, the Water of Leith and the River Almond. Nine stages were identified in the development of participatory integrated catchment plans. These involved all agencies and individuals with an interest in river management and a high degree of community participation.The developmentof plans for the Water of Leith and River Almond revealed a wide variety of benefits that can be derived from an integrated approach to river management.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00559.x Abstract: To evaluate water resources sustainability at the watershed scale within a river basin’s context, the Water Resources Sustainability Evaluation Model is developed. The model employs 4 criteria (economic efficiency, social equity, environmental conservation, and maintenance capacity) and has 16 indicators, integrating them using their relative weights. The model is applied to evaluate the water resources sustainability of watersheds in the Geum River basin, South Korea. A geographic information system is employed to efficiently build a database for the indicators, and the values of the indicators are normalized using the probability distribution functions fitted to the datasets of the indicators. The evaluation results show that, overall, the water resources sustainability of the watersheds in the upper basin is better than other areas due to the good environmental conditions and the dam management policies of South Korea. The analysis of the correlations among the model’s components and the comparison between the results of the model and the Water Poverty Index show that the model can provide reasonable evaluation results for the water resources sustainability of watersheds. Consequently, it is concluded that the model can be an effective tool for evaluating the states of water resource management from the perspective of sustainable development and provide a basis on which to create policies for improving any inadequacies in watersheds.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00558.x Abstract: More and more regions where demand outstrips water resources availability have suffered from chronic severe shortages. It is particularly aggravated for agricultural irrigation systems where more water is necessary to support the rapidly increasing population and speedily developing economy. In this study, a two‐stage fuzzy‐stochastic programming (TFSP) method is developed for planning agricultural water resources management system in more efficient and sustainable ways. The developed method can address uncertain parameters described as probability distributions and fuzzy sets. It can also be used for analyzing various policy scenarios that are associated with different levels of economic consequences since penalties are exercised with recourse actions against any infeasibility. The developed method is applied to agricultural water‐resources management planning of the Zhangweinan River Basin, China. Solutions under various α‐cut levels and fuzzy dominance indices can be generated by solving a series of deterministic submodels, which can help determine optimized crop‐target values that could hedge appropriately against future available water levels. The results are helpful for water resources managers in not only making decisions of crop irrigation but also gaining insight into the tradeoffs between economic objective and system‐failure risk.  相似文献

ABSTRACT: Since Saskatchewan assumed the responsibility for managing the Province's water resources in 1930, the importance of the Province's water resources has been recognized by assigning the responsibility for managing the resource to higher levels in the government structure. With such recognition, there tended to be an overlapping of responsibilities that resulted in undefined areas of jurisdiction and duplication of services. Also, there was no opportunity for direct public participation in the management structure. These deficiencies were recognized, and following a series of public hearings a “Cabinet Committee on Water Concerns” in 1983 concluded that the most appropriate government structure for managing the water resources of Saskatchewan would be a Crown corporation. As a result, in 1984 the Saskatchewan Water Corporation was formed and given the responsibility to manage, administer, develop, control, and protect the water and related land resources in Saskatchewan. An important aspect of this responsibility was that the corporation should initiate a process of public involvement. Thus, six “Regional Watershed Advisory Boards” were established. The Advisory Boards provide the Corporation with a linkage to the general public by providing advice, participating in policy revision and development, and assisting Corporation staff in other related water management activities.  相似文献

ABSTRACT: The degree of progress achieved under the 1972 Clean Water Act is reviewed by reference to traditional measures of program implementation, and to evidence of tangible, or “real-world” progress, such as beach closures, drinking water contamination, fishing bans and advisories, species health, and habitat degradation. Significant progress has been made in reducing pollution from point sources, but large point source releases of toxic and other pollutants remain. Little progress has been made in addressing runoff pollution, and in protecting aquatic habitats. Clean Water Act reauthorization should focus on pollution prevention to reduce further the release of toxics by point sources, a new program of mandatory but flexible controls on sources of runoff, and watershed protection programs to promote habitat protection and restoration. Economic factors should be considered in Clean Water Act programs, but must be balanced against scientific and governmental factors as well.  相似文献

An 11-year period of water quality data, collected by the Directorate of Sate Water Works of Turkey are thoroughly analyzed for the purpose of implementing water quality classes to water resources in the Meric Basin, located on the European land mass of Turkey. Water quality parameters are divided into four groups as physical, organic, inorganic, and bacteriological. The quality class of each group is evaluated by taking into account the poorest quality of any parameter in the group, after which a quality rank is assigned to the sampling station and the waterbody in question. This method of water quality classification imposed by the Turkish Water Quality Act, is then criticized with respect to a statistical approach.  相似文献

Use of impervious cover is transitioning from an indicator of surface water condition to one that also guides and informs watershed planning and management, including Clean Water Act (33 U.S.C. §1251 et seq.) reporting. Whether it is for understanding surface water condition or planning and management, impervious cover is most commonly expressed as summary measurement (e.g., percentage watershed in impervious cover). We use the National Land Cover Database to estimate impervious cover in the vicinity of surface waters for three time periods (2001, 2006, 2011). We also compare impervious cover in the vicinity of surface waters to watershed summary estimates of impervious cover for classifying the spatial pattern of impervious cover. Between 2001 and 2011, surface water shorelines (streams and water bodies) in the vicinity of impervious cover increased nearly 10,000 km. Across all time periods, approximately 27% of the watersheds in the continental United States had proximally distributed impervious cover, i.e., the percentage of impervious cover in the vicinity of surface waters was higher than its watershed summary expression. We discuss how impervious cover spatial pattern can be used to inform watershed planning and management, including reporting under the Clean Water Act.  相似文献

/ This study evaluates the institutional capacity and performance of the Taipei Water Management Commission. The commission, which manages the Taipei Water Special Area-one of 95 such areas in Taiwan and the only one managed by a supervisory agency-has established a record of water conservation that suggests its utility as a model for managing other protected water resources areas in Taiwan. However, its present institutional structure limits its ability deliver on its mandate.
