Many rural areas in the United States and throughout much of the postindustrial world are undergoing significant ecological, socioeconomic, and political transformations. The migration of urban and suburban dwellers into rural areas has led to the subdivision of large tracts of land into smaller parcels, which can complicate efforts to govern human–environmental problems. Non-point source (NPS) pollution from private rural lands is a particularly pressing human–environmental challenge that may be aggravated by changing land tenure. In this article, I report on a study of the governance and management of sediment (a common NPS pollutant) in the North Coastal basin of California, a region undergoing a transition from traditional extractive and agricultural land uses to rural residential and other alternative land uses. I focus on the differences in the governance and management across private timber, ranch, residential, vacation, and other lands in the region. I find that (1) the stringency and strength of sediment regulations differ by land use, (2) nonregulatory programs tend to target working landscapes, and (3) rural residential landowners have less knowledge of sediment control and report using fewer sediment-control techniques than landowners using their land for timber production or ranching. I conclude with an exploration of the consequences of these differences on an evolving rural landscape.  相似文献

Amenity migration to attractive and accessible non-metropolitan areas changes social and environmental relations with consequences for natural resource management and landscape composition and trajectories. Lifestyler oriented rural landholders are often cast as a problem for land management and extension. Managers and some researchers see them as a cause of landscape and social fragmentation and report difficulties in engaging such landowners on natural resource management issues and responsibilities. In contrast, limited existing research indicates that lifestylers do join and form networks of personal and other contacts for advice and support in land management. We contribute to this research with a survey of rural landholders in southeastern New South Wales (NSW). We explicitly compare the sources of advice for land management for lifestylers with those of farmers. We focus on the types of sources available to rural landholders in Australian regions and their relative importance to these two landholder groups. We find that lifestylers and farmers are different in their sources of advice but that both prefer personal sources rather than sources such as agencies. We reflect on the significance of the differences for engagement with lifestyle oriented rural landowners and for understanding landscape change.  相似文献

States, territories, and tribes identify nonpoint source pollution as responsible for more than half of the Nation’s existing and threatened water quality impairments, making it the principal remaining cause of water quality problems across the United States. Combinations of education, technical and financial assistance, and regulatory measures are used to inform landowners about nonpoint source pollution issues, and to stimulate the use of best management practices. A mail survey of non-commercial riparian landowners investigated how they learn about best management practices, the efficacy of different educational techniques, and what motivates them to implement land management activities. Landowners experience a variety of educational techniques, and rank those that include direct personal contact as more effective than brochures, advertisements, radio, internet, or television. The most important motivations for implementing best management practices were linked with elements of a personal stewardship ethic, accountability, personal commitment, and feasibility. Nonpoint source education and social marketing campaigns should include direct interpersonal contacts, and appeal to landowner motivations of caring, responsibility, and personal commitment.  相似文献

Despite long-standing knowledge of the benefits of riparian buffers for mitigating nonpoint source pollution, many streams are unprotected by buffers. Even landowners who understand ecological values of buffers mow riparian vegetation to the streambank. Do trends in rural riparian conditions reflect the development of riparian forest science? What motivates residential riparian management actions? Using high-resolution orthoimagery, we quantified riparian conditions and trends between 1998 and 2015 in the rural upper Little Tennessee River basin in Macon County, North Carolina and explored how landowners view riparian zone management and riparian restoration programs. Buffer composition in 2015 was as follows: no buffer (32.5%), narrow (19.3%), forested (26.7%), shrub (7.2%), and intermediate (7.0%). Relative to 1998, the greatest decrease occurred in the no buffer class (−17.7%, 46 km) and the largest increases occurred in the shrub (+72.5%, 20 km) and narrow (12.6%, 14 km) classes. Forested buffer marginally increased. Semi-structured interview data suggest that landowners prioritize recreational and scenic aspects of riparian buffers over ecological functions such as filtration and bank stabilization. Riparian restoration programs might be made more enticing to non-adopters if outreach language appealed to landowner priorities, design elements demonstrated intentional management, and program managers highlighted areas where ecological goals and landowner values align.  相似文献

Recent findings in the Umpqua River Basin in southwestern Oregon illustrate a tension in the rise of both community-based and watershed-based approaches to aquatic resource management. While community-based institutions such as watershed councils offer relief from the government control landowners dislike, community-based approaches impinge on landowners' strong belief in independence and private property rights. Watershed councils do offer the local control landowners advocate; however, institutional success hinges on watershed councils' ability to reduce bureaucracy, foster productive discussion and understanding among stakeholders, and provide financial, technical, and coordination support. Yet, to accomplish these tasks current watershed councils rely on the fiscal and technical capital of the very governmental entities that landowners distrust. Adaptive management provides a basis for addressing the apparent tension by incorporating landowners' belief in environmental resilience and acceptance of experimentation that rejects “one size fits all solutions.” Therefore community-based adaptive watershed management provides watershed councils a framework that balances landowners' independence and fear of government intrusion, acknowledges the benefits of community cooperation through watershed councils, and enables ecological assessment of landowner-preferred practices. Community-based adaptive management integrates social and ecological suitability to achieve conservation outcomes by providing landowners the flexibility to use a diverse set of conservation practices to achieve desired ecological outcomes, instead of imposing regulations or specific practices.  相似文献

Collaborative watershed management initiatives have increased tremendously over the past decade. One of the critical questions for these initiatives is how to influence private land management practices to improve watershed health. This article researches landowner motivations and preferences for watershed restoration efforts in five watersheds in Western Oregon. Based on a survey of 446 landowners and 80 personal interviews, the research revealed that landowner perspectives vary by socio-economic, cultural, and land use characteristics. They are strongly motivated by a concern for future generations and interpersonal influence is particularly important. Finances, time, and unfamiliarity were all significant barriers to the adoption of conservation practices. The findings also revealed considerable variation among landowners as to their trusted sources of information and preferred outreach methods. Beyond the findings in Oregon, the research suggests that watershed initiatives need to understand landowner characteristics and motivating factors to better promote watershed restoration and target outreach efforts.  相似文献

In the agricultural Mid-west, riparian corridors are vital for protecting biodiversity and water quality. The cumulative management decisions of hundreds of private landowners have a tremendous impact on this riparian zone. This study of 268 farmers in a typical Mid-western watershed in Michigan looked at farmer's motivations for adopting conservation practices, their current management practices along their rivers and drains as well as their future management plans. The results of the study showed that farmers are intrinsically motivated to practise conservation by such factors as their attachment to their land, rather than by motivations such as receiving economic compensation. Farmers are also likely to engage in conservation practices that make their farm appear well-managed. Furthermore, those farmers with strong intrinsic motivations were likely to adopt conservation practices that protect streams, such as maintaining a woody vegetative buffer or practicing no-till farming. This study shows that protecting riparian resources in agricultural watersheds requires strategies for conservation that respect farmers' attachment to their land and their desire to practise good stewardship.  相似文献

Ecosystem management and sustainable forestry on mixed ownership landscapes will require some level of cross-boundary coordination or management. Oregon's experiment with local, voluntary, collaborative forums, called watershed councils, is one mechanism to foster cross-boundary management. Fifty qualitative, in-depth interviews in three study areas were conducted with nonindustrial private forest (NIPF) landowners, watershed council members, and agency employees to learn how and why landowners participate (or not) on watershed councils. Study areas were located in three different areas of the state to reflect different ecological and organizational settings. Our case study identified three themes—stewardship ethic, property rights amid uncertainty, and action orientation—that were most salient among landowners when deciding to participate in their local watershed council. Other factors related to competing opportunities were also identified. Our results relate to the social psychological antecedents to cooperation of perceived consensus, group identity, and legitimacy of authority as well as to applied situations where cross-boundary coordination and management are goals.  相似文献

"Working landscapes" is the concept of fostering effective ecosystem stewardship and conservation through active human presence and management and integrating livestock, crop, and timber production with the provision of a broad range of ecosystem services at the landscape scale. Based on a statewide survey of private landowners of "working" forests and rangelands in California, we investigated whether owners who are engaged in commercial livestock or timber production appreciate and manage biodiversity and ecosystem services on their land in different ways than purely residential owners. Both specific uses and management practices, as well as underlying attitudes and motivations toward biodiversity and ecosystem services, were assessed. Correlation analysis showed one bundle of ecosystem goods and services (e.g., livestock, timber, crops, and housing) that is supported by some landowners at the community level. Another closely correlated bundle of biodiversity and ecosystem services includes recreation, hunting/fishing, wildlife habitat, and fire prevention. Producers were more likely to ally with the first bundle and residential owners with the second. The survey further confirmed that cultural ecosystem services and quality-of-life aspects are among the primary amenities that motivate forest and rangeland ownership regardless of ownership type. To live near natural beauty was the most important motive for both landowner groups. Producers were much more active in management for habitat improvement and other environmental goals than residential owners. As the number of production-oriented owners decreases, developing strategies for encouraging environment-positive management by all types of landowners is crucial.  相似文献

Structural changes in agriculture and urbanisation affect land management regimes and local landscape functions. Studying the new functions of land is as relevant as the owners' land management decisions, the replacement of farming with different activities and land uses may impact not only the local landscape's functions but also, in the long run, its structure and the environment. Drawing on a detailed case study in Tuscany based on qualitative interviews with landowners and on the understanding of the socio-economic context, this article analyses landowners' attitudes towards land property and farming in relation to individual motives as well as to local and supra-local contexts. Five relational typologies of landowners are identified: pure farmers, amenity farmers, land developers, land-with-house owners and house-with-land owners. Diverse trends – such as particular farmers’ attitudes towards land development, or the emerging role of non-professional farmers in land management – are found to raise challenges related to rural land planning and management.  相似文献

This paper analyses how different management schemes influence the exploitation and economics of a wildlife population--the moose (Alces alces)--that is both a value (harvesting income) and a pest (forestry damage). Two regimes are explored; the unified management scheme where the wildlife manager aims to find harvesting quotas that maximise the overall benefit of the moose population, and the market solution where the landowners follow their narrow self-interests and maximise their private profit. Because the moose is partly a migratory species, these regimes will differ both with respect to harvesting income and browsing damage, and the landowners will experience different profit. The unified scheme is very similar to the actual Scandinavian management, while the market solution is closer to the management policy one finds in North America. In the first part of the paper it is shown how the harvesting quotas and browsing damage under these two regimes are influenced by dispersal as well as other ecological and economic factors. In the last part of the paper it is demonstrated that under the unified management regime the present practice of neglecting migration may lead to sub-optimally sized populations of migrating moose and an overall economic loss. It is also shown that neglecting migration leads to a substantial profit transfer among the landowners. The model is supported by a real life numerical example.  相似文献

The debate between top-down and bottom-up planning has recently re-emerged in environmental management. Many commentators agree on the merits of comanagement, in which affected citizens and professional managers share responsibility for planning. Nevertheless, the manifold advantages of comanagement have not always been fully appreciated in environmental planning. For example, a group representing NGOs and academic institutions recently proposed an ecological corridor linking Algonquin Provincial Park in southern Ontario to the Adirondack Park in northern New York. This corridor, known as A2A, was designed to encourage the migration of wolves and other wildlife between the parks. Much of the land in A2A is private property. A survey of households, randomly scattered throughout the United States portion of the corridor, revealed that affected landowners had little knowledge of the proposal and no contact with its advocates. Many respondents were farmers who utilized land for livelihood. Other landowners enjoyed property for a variety of recreational purposes. Regardless of use, survey participants placed high value on the importance of conserving biological diversity. They also expressed great distrust toward restrictions that might be placed on their activities. In general, respondents felt very unsure about A2A, and they were uncertain about personal involvement in the planning process. Certain landowners indicated a willingness to have their land be included in an ecological corridor, despite not knowing about it before the survey was administered. These results suggest that A2A proponents have little to lose and much to gain by disseminating information locally and by embracing comanagement for further formulation of this plan.  相似文献

Previous research has shown that rural landowners' hunter access policies are determined in large part by their attitudes towards hunters, legal liability, conservation, and economic incentives. The results of this study support this research and indicate that East Texas, USA, landowners' decisions to allow or restrict access are based, in part, on attitudes toward hunter behavior, hunting as a social activity, leasing as a management practice, and a perceived obligation toward wildlife stewardship. Attitude-based profiles of landowners who adopted one of four access policies are compared.  相似文献

Cross-boundary coordination is a tool for ecosystem management whereby landowners voluntarily coordinate management practices toward economic and/or ecological landscape-scale outcomes (e.g., fiber, invasive species control, habitat). Past research indicates that it may be particularly applicable on landscapes that include small forest landholdings. To explore alternatives by which coordination might occur, we conducted seven focus groups with landowners (n = 51) who actively manage their forests in southwest Wisconsin and northeast Iowa. Focus group participants were presented with three hypothetical alternatives to coordinate with their neighbors; landowners could self-organize, work with a natural resource professional (i.e., forester), or work with an organization to complete a cross-boundary practice. In this article, we focus on the latter two alternatives and the role of two social theories—principal-agent and cooperation—in explaining landowners’ evaluations of these alternatives. Key findings are that (1) cross-boundary coordination has the potential to alleviate problems between landowners and resource professionals inherent to their typical working relationship, and (2) social relationships are a major factor contributing to landowners’ willingness to participate. We posit that cross-boundary coordination offers a non-economic incentive for landowners to work together as it may reduce the uncertainty associated with hiring a resource professional. At the same time, professionals can provide a bridging function among landowners who are unacquainted. To achieve these outcomes and expand the adoption of cross-boundary coordination, we suggest four guidelines. First, foster dialogue among landowners toward shared cognition and oversight. Second, match landowners’ practices and objectives such that there are clear benefits to all. Third, develop relationships through low risk activities where possible. Fluctuations of bird abundances in the Midwest region of the United States have been attributed to such factors as landscape change, habitat fragmentation, depredation, and supplemental feeding. However, no attempt has been made to estimate the collective role of landowner activities that may influence birds across a landscape. To investigate how landowners might influence birds when the majority (> 90%) of land is privately owned, we surveyed all 1694 private domestic landowners living on three breeding bird survey routes (120 km) that represent a continuum of rural-to-urban landscapes in Southeastern Michigan from October through December 2000. Our survey was designed to investigate (1) the proportion of landowners involved in bird feeding, providing bird houses, planting or maintaining vegetation for birds, gardening, landscaping, applying fertilizer, and applying pesticides or herbicides; (2) whether differences existed between urban, suburban, and rural landowner activities; and (3) whether landowners that carried out a given activity were sociodemographically different from those who did not. Of the 968 respondents (58.5% response rate), 912 (94%) carried out at least one of the activities on their land and the average landowner carried out 3.7 activities. A total of 65.6% fed birds, 45.7% provided bird houses, 54.6% planted or maintained vegetation for birds, 72.7% gardened, 72.3% landscaped, 49.3% applied fertilizer, and 25.2% applied pesticides or herbicides. Significant differences existed between the landscapes, with rural landowners having more bird houses and applying pesticides or herbicides in greater frequency. Similarly, urban landowners had a greater density of bird feeders and houses, but planted or maintained vegetation in the lowest frequency. Participation in activities varied by demographic factors, such as age, gender, and occupation. Scaling each activity to all landowners, including nonrespondents, across all landscapes indicates that between 14% and 82% of landowners may be engaged in a particular activity, with application of pesticides or herbicides having the least potential involvement (13.9%–55.4%) and gardening having the greatest potential involvement (40.1%–81.6%). Taken collectively, our results indicate that landowners are both intentionally and unintentionally engaged in a wide range of activities that are likely to influence bird populations.  相似文献

Payments for ecosystem or ecological services (PES) are voluntary, often market-based approaches to protecting environmental values. In the rural United States, some landowners receive PES through government led conservation programs, but little is known about their involvement in market based arrangements. We analyzed three examples of market based PES arrangements in northwestern Montana: watershed restoration and craft brewing, niche meat production, and certified timber supplies. We find that intermediaries were working between buyers and sellers in each case to set conditions for transactions and undertake the mechanics of implementation. These findings align with existing conceptualizations of intermediaries as crucial links in PES arrangements, but also suggest that intermediaries for market based PES arrangements are not always facilitators or neutral nongovernmental actors; they may actually be from the private sector and drive the process by serving as buyers. This research contributes to stronger understanding of the possibilities for local market based conservation in the rural West.  相似文献

The loss of the world's reservoir capacity to sedimentation can be mitigated by altering dam operations to release sediment downstream. However, legal uncertainty regarding whether dam owners are liable for damages to surrounding landowners due to altered operations provides a significant disincentive for sustainable sediment management. Past work recommends that courts apply a “rule of reasonableness” in assessing liability: dam owners should be held liable for damages only if they act unreasonably in altering operations, and surrounding landowners should take reasonable measures to mitigate foreseeable damage. Based on past cases, judicial determinations of reasonable reservoir management and reasonable precautionary measures by landowners are generally highly speculative, controversial, and based on limited information. Courts can ease the future burden of making these difficult determinations with rulings that create economic incentives for parties to act reasonably. For example, courts might entitle landowners to be free from sediment related damages, and protect the entitlement with a liability rule. This gives dam owners an economic incentive to release sediment only if the benefits of doing so outweigh court ordered damages to landowners. Past judicial decisions are largely consistent with this legal regime.  相似文献

This paper describes a project undertaken during 2001/2002 which developed a method for valuing hedgerows adjacent to the inland waterway network of Great Britain. The method enables the landowner, British Waterways, to manage their valuable environmental asset to achieve a good level of biodiversity and robust habitat balanced against the heavy amenity use the 3000 km canal network endures. Valuation techniques were developed using a combination of new and existing ecological indices for components of biodiversity, hedgerow structure and amenity, and synthesised into an index in an innovative combined approach. The resultant index was then applied to a sample 20 km section of hedge alongside the Grand Union Canal in Southeast England. The results obtained reflect the hedgerows' present value, and highlight factors that might improve or limit their future increase in value. The results from the case study application also demonstrate that there is a positive relationship between hedgerow structure and biodiversity, and that hedgerows in urban areas are less biodiverse and structurally sound than those in rural areas. Furthermore, there is a zone within rural areas influenced by the adjacent urban areas and/or higher amenity use. The paper concludes with an assessment of the approaches' strengths and weaknesses with a view to its compatibility with other hedgerow evaluations, such as HEGS, its use by other agencies or landowners, and to aid hedgerow management and future development.  相似文献

On-farm water storages (locally known as farm dams or farm ponds) are an important part of many agricultural landscapes, as they provide a reliable source of water for irrigation and stock. Although these waterbodies are artificially constructed and morphologically simple, there is increasing interest in their potential role as habitat for native flora and fauna. In this article, we present results from a case study which examined the habitat characteristics (such as water physical and chemical parameters, benthic metabolism, and macrophyte cover) and the macrophyte and macroinvertebrate biodiversity of eight farm ponds on four properties in the Stanley Catchment, Southeast Queensland, Australia. Each landowner was interviewed to allow a comparison of the management of the ponds with measured habitat and biodiversity characteristics, and to understand landowners’ motivations in making farm pond management decisions. The physical and chemical water characteristics of the study ponds were comparable to the limited number of Australian farm ponds described in published literature. Littoral zones supported forty-five macroinvertebrate families, with most belonging to the orders Hemiptera, Coleoptera, Odonata, and Diptera. Invertebrate community composition was strongly influenced by littoral zone macrophyte structure, with significant differences between ponds with high macrophyte cover compared to those with bare littoral zones. The importance of littoral zone macrophytes was also suggested by a significant positive relationship between invertebrate taxonomic richness and macrophyte cover. The landowners in this study demonstrated sound ecological knowledge of their farm ponds, but many had not previously acknowledged them as having high habitat value for native flora and fauna. If managed for aquatic organisms as well as reliable water sources, these artificial habitats may help to maintain regional biodiversity, particularly given the large number of farm ponds across the landscape.  相似文献
