In evaluating the costs and benefits of water resources development projects, the World Bank examines the economic, social and environmental aspects of the project. Some of these aspects are more easily quantified than others. The paper reviews some aspects that have been quantified by the Bank and describes others which have not. By way of illustrating the difficulty of quantification, the Bank's efforts to quantify the health hazards resulting from the introduction of irrigation projects is examined. In addition, the Bank's requirements with respect to social and environmental factors as they affect water resources projects are described.  相似文献

农业灌溉工程建设是我国第十二个五年规划纲要中提出的全面加强农田水利建设工作的重要组成部分。随着越来越多农业灌溉项目的兴建及我国环境影响评价制度的发展,农业灌溉项目的环境影响评价也在不断发展和完善中。本文根据世行贷款项目——中国四川武都农业灌溉项目环境影响评价实践和工作经验,分析总结了世界银行及我国在农业灌溉项目环境影响评价工作方面的特点和要求,其中世界银行在有些方面,如评价等级、公众参与等与国内环评要求基本一致,而有些方面,如回顾性评价、替代方案分析、累积性影响分析、环境管理计划、移民安置行动计划、病虫害管理计划等在国内环境影响评价中尚未引起足够的关注或与世界银行要求存在较大差异,值得我国环评工作参考和借鉴。  相似文献

ABSTRACT: Growing interest in agricultural irrigation in the Great Lakes basin presents an increasing competition to other uses of Great Lakes water. This paper, through a case study of the Mud Creek Irrigation District in the Saginaw Bay basin, Michigan, evaluates the potential hydrologic effects of withdrawing water for agricultural irrigation to the Great Lakes. Crop growth simulation models for corn, soybeans, dry beans, and the FAO Penman method were used to estimate the difference in evapotranspiration rates between irrigated and nonirrigated identical crops, based on climate, soil, and management data. The simulated results indicate that an additional 70–120 mm of water would be evapotranspirated during the growing season from irrigated crop fields as compared to nonirrigated identical plantings. Dependent upon the magnitude of irrigation expansion, an equivalent of about 1 to 5 mm of water from Lakes Huron-Michigan could be lost to the atmosphere. If agricultural irrigation further expands in the entire Great Lakes basin, the aggregated potential of water loss to the atmosphere through ET from all five Great Lakes would be even greater.  相似文献

Incorporating environmental and natural resource impacts into the benefit-cost analysis of projects in the developing world now relies on a solid body of theory and recommended techniques, but there remain concerns with how this is done in practice. One aspect arises when time and resource constraints make highly sophisticated analysis difficult or impossible. This paper discusses situations where analyses can be improved using relatively simple ‘short cut’ techniques that substitute for more formal analysis that cannot be undertaken realistically or provide an added perspective on project viability. Case studies are employed to illustrate the techniques, based upon the author's experience with appraisals at the World Bank, Food and Agriculture Organization (FAO) and the International Fund for Agricultural Development (IFAD). It is shown that short cut techniques can dramatically alter the outcome of an appraisal at relatively little cost. However, caution is advised since such techniques can be misused, so that the development of suitable protocols is desirable.  相似文献

FIDEICOMISO of non-metallic minerals is a trust development fund aimed at providing credit and technical assistance for the exploitation, beneficiation and downstream processing of non-metallics. FIDEICOMISO'S funding comes from, in order of importance, the World Bank, operational revenues and federal funds. It is a second tier financial institution operating through the commercial banking system, the latter providing the retail role. In 1987 and 1988 the FIDEICOMISO approved credits for $23 million and $46 million respectively.  相似文献

This article presents a case study from Mozambique of the electrification of two selected towns under a World Bank financed project. Low-cost electricity services were extended to the two isolated areas after an enabling framework had been created for private sector participation. The World Bank project also demonstrates that the private sector can be attracted to participate in rural electrification schemes even in a poor country. The example shown in this article is one of the few of its kind in SubSaharan Africa.  相似文献

This study estimates minimum marginal health benefits (morbidity reduction only) of air pollution control and total health benefits arising from regulatory intervention regarding the adoption of the World Bank emission guidelines (WBEG) for thermal power plants (TPPs) in Delhi. The Industrial Source Complex-Short-Term Version–3 (ISCST3) model has been used to estimate the contribution to air pollution from TPPs. The household health production function (avertive behaviour) has been used to value health benefits of air pollution control. The study revealed that the ambient air pollution due to TPPs is reduced by between 62.17% to 83.45% by adopting the WBEG. Annual marginal benefit due to reduction in exposure to air pollution by 1 μg m?3 is estimated to be US$0.353 per person. Total annual health benefits for adopting the WBEG for TPPs are estimated at US$235.19 million. This study provides a novel methodology to evaluate health benefits of regulatory intervention.  相似文献

The Wanjiazhai Water Transfer Project, now under development by the Shanxi Province of China with World Bank assistance, is a pioneering undertaking providing massive integrated water transfer, to enable the 'parched' regions of northern China to be able to survive. The Wanjiazhai project will deliver some 1.76 million m3/day of fresh water from the Wanjiazhai Reservoir on the Yellow River, by means of a series of pumping stations tunnels, and other components, over a distance of some 285 km to the City of Taiyuan, which is the hub of one of China's major industrial zones. Due to the continuing growth of population and of associated industry and agriculture, the local water resources have become totally overutilised, although extensive recycling for industry and irrigation occurs. The current sustainability of the groundwater resources is seriously threatened, for the present water shortage is 0.43 million m3/day. In addition, because of the large production of pollutant discharges with insufficient attention to waste management, the local river has become grossly polluted. The only answer is a massive importation of water, which is the first step in the project now underway.The focus of the present paper is to examine how the overall project will incorporate essential components to ensure that the expensive imported water will be wisely utilized. To manage this problem the overall project includes a number of special components including: (i) a critical assessment of the new total water resources availability and its allocation between various users, including a pricing structure which assigns equal value to both local and imported water supplies, (ii) an optimization of use of clean technologies and of recycling by industries, as well as improved waste treatment, including the establishment of a financial revolving fund to assist in achieving these goals, (iii) a substantial strengthening of the community/regional water pollution control management operations, with adequate funding, so as to upgrade the municipal wastewater treatment system to restore the river to acceptable water quality levels and, (iv) the recharging of the groundwater basins with treated sewage effluents, plus recharging using floodwater runoff during the rainy seasons.  相似文献

Supply to electrical pumpsets for irrigation purposes accounts for about 25% of the total electricity sold in India. The number of electrical pumpsets is expected to increase from 8.5 million in 1989–90 to 10.5 million in 1994–95. Low load factors (10–12%) and low densities (1–4 pumpsets/km2) mean large investments for the electric utility in order to supply electricity for irrigation. It is reported that there exists a potential to save at least 10% of the electricity supplied to this sector by means of simple retrofit measures. However, conditions in the field pose constraints to such retrofits. Some of those constraints are highlighted in this paper. It is also suggested that immediate attempts be made to ensure that all new connections are energy efficient. This paper suggests that the additional cost incurred to ensure new energy efficient connections and to maintain retrofit energy efficient pumpsets must be looked on as a necessary cost for energy efficiency.  相似文献

ABSTRACT: Economic models sometimes indicate that irrigation water is misallocated in agriculture, especially when it appears that the marginal value product is higher in other uses (such as for hydro-power). Historically, trends tend to contradict this reasoning, however, especially since irrigation has grown from 20 million acres in 1940 to over 50 million acres in 1980. Results of this study tend to indicate that as agriculture becomes more and more intensive (in terms of inputs), irrigation is part of that long term trend. Further, major economic variables, such as output and investments in agriculture, appear to be more highly correlated with irrigated land than with dryland agriculture. Recent data indicate an upper limit of about 320 million acres for dryland farming in the United States, while no such constraint is apparent for irrigated agriculture.  相似文献

This paper addresses the compatibility of World Bank policies towards population growth, development and biodiversity in the Third World. The World Bank has been central to the design and implementation of the Global Environment Facility (GEF), the remit of which includes the conservation of global biodiversity. However, the Bank's influence over the facility has in itself created controversy which may undermine its effectiveness. More significantly, the Bank's commitment to the GEF is subverted by its policies in other social and economic sectors. The World Bank, together with the International Monetary Fund (IMF), directs the structural adjustment of Third World economies through economic deregulation and privatization. This approach exacerbates inequalities and further empowers large landowners who may then displace tenant farmers and claim exclusive rights to former common land. Thus, biodiversity loss occurs as large landowners reorientate the land use towards the production of export goods and dispossessed farmers invade marginal land. Population growth influences biodiversity loss through its contribution to agricultural intensification and the settlement of marginal land. The World Bank encourages this trend through its non-committal approach to population control, but more especially through structural adjustment's positive effect on fertility.  相似文献

DOI: 10.1111/j.1752-1688.2010.00439.x Abstract: In recent years China has attempted to reform water management by decentralizing water management responsibilities. The overall goal of our paper is to better understand the emergence of water user associations (WUAs) in China and assess if they are adhering to the practices spelled out by the Five Principles, a set of recommended practices that are supposed to lead to successful WUA operation. Using four sets of different types of villages to examine implementation and performance, we find that World Bank-supported WUA villages (“Bank villages”) can be thought of as operating mostly according to the Five Principles. For example, the Bank villages were endowed with a more reliable water supply; were set up and were operating with a relatively high degree of farmer participation; and leaders were more consultative and the process more formal. When WUAs are run according to the Five Principals, we show that WUAs increase water use efficiency. The study also provides evidence that there is a perception in the Bank villages that water management is improving in general and that there is less conflict both within the village and among villages. Perhaps more importantly, we find that the Bank’s effort to promote WUAs extended beyond their own project villages. The openness, consultative nature, and transparency found in the Bank WUAs are also found (albeit at a somewhat lower level) in the non-Bank WUA villages.  相似文献

The issues that arise between state sovereignty over natural resources and the desire of the State to finance the development of its petroleum resources from external sources are briefly examined. The problem is particularly acute for the least developed countries. It is suggested that financing obtained from international agencies such as the World Bank, may provide a means for such countries to maintain full sovereignty over their petroleum resources and at the same time obtain needed financing. To this end the petroleum lending activities of the World Bank are examined both in terms of policy and in terms of the financial resources available. A special lending facility to help underwrite financial risk of petroleum exploration in the least developed countries is proposed.  相似文献

Rapid development of wind energy has been witnessed in Thailand. However, different wind resource maps (over land) have brought great uncertainty to wind energy planning. Here, four important mesoscale wind maps were considered: DEDP (2001), World Bank (2001), Manomaiphiboon et al. (2010) of JGSEE, and DEDE (2010). The wind maps were first harmonized to a common grid at 100 m and then compared. The earlier wind maps (DEDP and World Bank) are shown to represent the lower and upper limits of predicted speed, respectively, while JGSEE and DEDE tend to be more moderate with predictions statistically closer to observations. A consolidated wind map was constructed based on their median and shown to have the best prediction performance. It was then used for the technical potential analysis, in which three large (2-MW) turbine models (two conventional and one designed for low wind speed) were considered. By GIS techniques, any land areas not feasible for large wind turbines were excluded, and the corresponding overall onshore technical potential ranges between 50 and 250 GW, depending on map and turbine model. Considering only economically feasible turbines (with capacity factors of 20%) and the median-based map, the final technical potential equals 17 GW when using the low-wind-speed model but is reduced to 5 GW with the conventional models, adequately meeting the national wind energy target of 3 GW by the year 2036. The results suggest a strong sensitivity of estimated technical potential to turbine technology and a suitability of low-wind-speed turbines for wind conditions in Thailand.  相似文献

The process of locating waste disposal sites in the Eastern Caribbean country of Grenada illustrates important lessons in the implementation of new international mandates to invite stakeholder participation in projects with environmental and social impacts. This case study analyzes the participatory methods and results of the World Bank-funded project in Grenada, including an unexpected shift in the policy agenda toward habitat protection for the elusive Grenada Dove, the national bird of Grenada. We conclude that the impact of new requirements for stakeholder inclusion by funding agencies such as the World Bank and Global Environmental Facility has been palpable, but mixed. As the catalysts of more participatory methods, funding agencies still must give more careful consideration to the methods by which their participatory requirements are implemented. In particular they must develop more effective knowledge of and relationships with a broader range of stakeholders than are routinely considered by existing methods, allow for and learn from unexpected contingencies, and be flexible as to project goals and methods.  相似文献

Out study deals with the demand for water and alternative agricultural production and land use patterns under varying prices for both surface and ground water. We derive irrigation water demands for both the United States and regions of it. Not only is a different amount of water used at each set of water prices but also a different mix of crops, livestock, and production technology develops among the different regions. Under the highest set of prices used, more than fourteen million acres are converted into dryland farming. Total irrigated water use decreases by more than 25 million acre-feet. Irrigated crop yields are reduced and cropping patterns shift away from irrigation. Commodity shadow prices increase as much as 15 percent under high prices for both surface and ground water. A redistribution of farm income occurs between irrigated and dryland regions.  相似文献

In this paper, a two-dimensional numerical calculation algorithm for water-quality modeling is presented. The algorithm is designed specifically for river systems with complicated geometric conditions. When velocity field data of the river are not available, the numerical calculation algorithm for the water-quality modeling can be used to project river-water quality by using a topographic map of the river course and a finite element method. The calculation results of the water-quality model can show the concentration fields of various pollutants. The water-quality model was applied to a case-study in the Hengyang City section of Xiangjiang River in Hunan Province, China. The river under consideration is winding and has an isle between two branches. In 1995, Chinese government secured a World Bank loan to conduct a Waterways Project in the study region. It was expected that construction works in the river section might affect water quality. Given that the project would change the hydrological regime of the river system and discharges, and so would affect water quality, there would be a need for model results that would predict the water-quality impacts of the Waterways Project. In particular, the study intended to apply the model to identify changes in river-water quality associated with the construction of Dayuandu navigation key project. It is hoped that the numerical calculation algorithm for the water-quality modeling presented in this paper can also be applied to other shallow rivers with similar topographical conditions.  相似文献

Improvements in water productivity (WP) are often suggested as one of the alternative strategies for overcoming growing water scarcity in India. This paper explores the potential improvements in WP of food grains at district level, which currently varies between 0.11 and 1.01 kilogram per cubic metre (kg/m3), in the 403 districts that account for 98% of the total production of food grains. The paper first finds the maximum yield function conditional on consumptive water use (CWU) and then explores the potential improvements in WP by: (a) bridging the gap between actual and maximum yield while keeping CWU constant; and (b) changing the maximum yield by adjusting the CWU using supplementary or deficit irrigation. Deficit irrigation in some areas may decrease yield but can increase production if land availability is not a constraint. A large potential exists for bridging the yield gap in irrigated areas with CWU between 300 and 475 mm. Of the 222 districts that fall under this category, a 50% reduction in yield gap alone could increase production by 100 million tonnes (Mt) without increasing CWU. Supplementary irrigation can increase yield and WP in rain‐fed and irrigated areas of 266 and 16 districts with CWU is below 300 mm. Deficit irrigation in irrigated areas of 185 districts with CWU above 475 mm could increase yield, WP and production. Decreasing CWU in irrigated areas with CWU between 425 and 475 mm reduces yield slightly, but if availability of land is not a constraint then the benefits due to water saving and production increases could exceed the cost.  相似文献

This article examines the environment and habitat management experiences of Ethiopia and Ghana in the postindependence period (1960–2000). Based on extensive archival research, semistructured focused interviews of environment and habitat officers of the World Bank, the United Nations System and the International Union for the Conservation of Nature (IUCN) and personal professional field experiences, the paper argues that the uncritical adoption of externally generated discourses, narratives, policy guidelines, and strategies of environmental and habitat management has structured thought and action in both countries. The experience of both countries in defining and responding to environmental and human settlement management is explored from a political ecology perspective. The analysis indicates that both countries have essentially adopted a technocratic, state-centered, and unsustainable management strategy framework based on population control, poverty reduction, sustainable development, and capacity-building. It also suggests that international organizations such as the World Bank, INCN, and the United Nations system have been important sources of thought and action in both countries. Conversely, regional international organizations such as the Economic Commission for Africa, the Organization of African Unity and the African Development Bank have largely served as conduits for the diffusion of global discourses, narratives, policies and strategies. The need for adopting management policies and strategies that are based on principles of multiple engagement, decentralization, incentives, public education, and participation is underscored.  相似文献
