ABSTRACT: Reservoir flood control is operated in real time so finding the optimal solution is unnecessary since it may not be practical. The key to reservoir flood control operation is quickly generating some feasible and effective alternatives and then selecting one among them. A fuzzy iteration methodology, which gives the objective weight and the relative membership degree of alternatives at the same time, is presented. Since the weight and relative membership degree are directly acquired from the recommended alternatives provided by decision makers, the results are more reasonable and realistic. Besides, the difficulty in giving weights is also avoided. With the aid of a robust and flexible decision support system, the effectiveness of decision making can be improved.  相似文献

ABSTRACT: A method for selecting a most appropriate multicritenon decision making (MCDM) technique for watershed resources management is modeled as a multicriterion problem. The procedure consists of identifying a set of feasible MCDM techniques, and evaluating them with respect to four sets of choice criteria, namely (1) problem related, (2) decision-maker (DM)/analyst related, (3) technique-related, and (4) solution-related criteria. Altogether 15 techniques are evaluated in terms of 24 criteria, forming an evaluation matrix of criteria versus alternative MCDM techniques. The evaluation matrix is then analyzed by means by a composite programming algorithm resulting in a preference ranking of the alternatives. Application of the techniques to a watershed resources management problem illustrates the method throughout the paper. A relative significance factor (f i ) of an impact category is the external weight of the impact category. The objective of this study is to propose a systematic and easy-to-use method for the determination of f i . Multiattribute decision-making (MADM) methods including the analytical hierarchy process (AHP), the rank-order centroid method, and the fuzzy method were evaluated for this purpose. The results and practical aspects of using the three methods are compared. Each method shows the same trend, with minor differences in the value of f i . Thus, all three methods can be applied to the determination of f i . The rank order centroid method reduces the number of pairwise comparisons by placing the alternatives in order, although it has inherent weakness over the fuzzy method in expressing the degree of vagueness associated with assigning weights to criteria and alternatives. The rank order centroid method is considered a practical method for the determination of f i because it is easier and simpler to use compared to the AHP and the fuzzy method.  相似文献

This paper describes a fuzzy hierarchical analytic approach to determine the weighting of subjective judgments. In addition, it presents a nonadditive fuzzy integral technique to evaluate a green engineering industry case as a fuzzy multicriteria decision-making (FMCDM) problem. When the investment strategies are evaluated from various aspects, such as economic effectiveness, technical feasibility, and environmental regulation, it can be regarded as an FMCDM problem. Since stakeholders cannot clearly estimate each considered criterion in terms of numerical values for the anticipated alternatives/strategies, fuzziness is considered to be applicable. Consequently, this paper uses triangular fuzzy numbers to establish weights and anticipated achievement values. By ranking fuzzy weights and fuzzy synthetic utility values, we can determine the relative importance of criteria and decide the best strategies. This paper applies what is called a λ fuzzy measure and nonadditive fuzzy integral technique to evaluate the synthetic performance of green engineering strategies for aquatic products processors in Taiwan. In addition, we demonstrate that the nonadditive fuzzy integral is an effective evaluation and appears to be appropriate, especially when the criteria are not independent.  相似文献

A rational water price system plays a crucial role in the optimal allocation of water resources. In this paper, a fuzzy pricing model for urban water resources is presented, which consists of a multi-criteria fuzzy evaluation model and a water resources price (WRP) computation model. Various factors affecting WRP are comprehensively evaluated with multiple levels and objectives in the multi-criteria fuzzy evaluation model, while the price vectors of water resources are constructed in the WRP computation model according to the definition of the bearing water price index, and then WRP is calculated. With the incorporation of an operator's knowledge, it considers iterative weights and subjective preference of operators for weight-assessment. The weights determined are more rational and the evaluation results are more realistic. Particularly, dual water supply is considered in the study. Different prices being fixed for water resources with different qualities conforms to the law of water resources value (WRV) itself. A high-quality groundwater price computation model is also proposed to provide optimal water allocation and to meet higher living standards. The developed model is applied in Jinan for evaluating its validity. The method presented in this paper offers some new directions in the research of WRP.  相似文献

ABSTRACT The definition and comparison of alternative water resource systems designed to meet long-range goals (say 60 years) is illustrated by a case study in Hungary. A comprehensive cost-effectiveness approach is adapted to define goals, specifications, criteria, alternatives and their capabilities. Specifications include demands given in probabilistic terms. The comparison of alternative systems is based on 12 criteria, one of which is the balance between total energy consumed and peak energy produced. Important factors involving social elements, such as flood protection and land and forest use, are described both as monetary quantities and as qualitative appreciations. Five alternative systems are defied involving flat land reservoirs, pumped storage reservoirs, interbasin transfer, and conjunctive use of surface and ground water. International cooperation is then used to rank systems and reduce the problem to a tradeoff between only two alternatives.  相似文献

ABSTRACT: The impacts of alternative forest watershed management practices are examined from a multicriterion viewpoint in order to select the most satisfactory management scheme. The selection process is carried out using two types of multicriterion decision making techniques: the outranking types of ELECTRE I and II, and the distance-based type of compromise programming (CP). The process is illustrated using the U.S. Forest Service Beaver Creek Experimental Watershed in the Salt-Verde River Basin of Arizona as an example. The desired objectives of the experimental study and the alternative forest watershed resources management schemes are transformed into an evaluation matrix of alternatives versus criteria array. Analyses of the matrix using the aforementioned techniques result in a complete preference ordering of the feasible alternatives in the cases of ELECTRE LI and CP and a partial ordering when ELECTRE I is used. In addition, some sensitivity analyses have been performed and showed ELECTRE II and CP to be fairly robust with respect to parameter changes, while ELECTRE I being highly sensitive to changes in threshold levels. Overall the three techniques pointed out that 65 percent vegetation cut is the best management scheme, while the next best is shown to be 50 percent vegetation cut.  相似文献

Landfill siting is a difficult, complex, tedious, and protracted process requiring evaluation of many different criteria. This paper presents a fuzzy multicriteria decision analysis alongside with a geospatial analysis for the selection of landfill sites. It employs a two-stage analysis synergistically to form a spatial decision support system (SDSS) for waste management in a fast-growing urban region, south Texas. The first-stage analysis makes use of the thematic maps in Geographical information system (GIS) in conjunction with environmental, biophysical, ecological, and socioeconomic variables leading to support the second-stage analysis using the fuzzy multicriteria decision-making (FMCDM) as a tool. It differs from the conventional methods of integrating GIS with MCDM for landfill selection because the approach follows two sequential steps rather than a full-integrated scheme. The case study was made for the city of Harlingen in south Texas, which is rapidly evolving into a large urban area due to its vantage position near the US-Mexico borderlands. The purpose of GIS was to perform an initial screening process to eliminate unsuitable land followed by utilization of FMCDM method to identify the most suitable site using the information provided by the regional experts with reference to five chosen criteria. Research findings show that the proposed SDSS may aid in recognizing the pros and cons of potential areas for the localization of landfill sites in any study region. Based on initial GIS screening and final FMCDM assessment, "site 1" was selected as the most suitable site for the new landfill in the suburban area of the City of Harlingen. Sensitivity analysis was performed using Monte Carlo simulation where the decision weights associated with all criteria were varied to investigate their relative impacts on the rank ordering of the potential sites in the second stage. Despite variations of the decision weights within a range of 20%, it shows that "site 1" remains its comparative advantage in the final site selection process.  相似文献

ABSTRACT: The frequent high water levels in Chisago Chain of Lakes, located in east-central Minnesota, have caused extensive flood damages. Recent floods raised the concern of the local property owners and they pressured the Chisago County Board of Managers to initiate a study of alternative lake control levels. A study was carried out to identify potential flood control alternatives, screen out the most promising feasible alternatives, and recommend the most cost-effective flood control measure. Several flood control alternatives were considered - eight of them were analyzed and evaluated in detail. A statistical method was used to estimate the expected annual flood damages under existing and future conditions. The effect of all proposed control measures on the annual flood damage reductions (benefits) were determined. Detailed benefit/cost analyses were carried out to evaluate the economic feasibility of alternatives. The effect of potential flood control measures on the environment was also studied. The economic analysis of the most cost-effective alternative did not strongly support artificial lake level control, therefore the decision-making authorities were even more firm in their position to maintain the present condition and chose the Null Alternative as the most suitable alternative.  相似文献

The location selection for landfill municipal solid waste is an important issue in waste management. Selection of the optimal location requires consideration of multiple alternative solutions and evaluation factors because of system complexity. Further, ranking of the alternative locations and selection of the most optimal and efficient locations for landfill waste are an important multi-criteria decision-making problem. In this study, the candidate locations for landfill are determined based on Political, Economical, Environmental and Social factors are assessed through decision-makers’ opinion and by the methodology that incorporates fuzzy analytic hierarchy process (fuzzy AHP) and fuzzy technique for order preference by similarity to ideal solution (fuzzy TOPSIS). Specifically, the fuzzy AHP technique is applied to determine the weights of selected criteria impacting the location selection process, and the fuzzy AHP is adapted to model the linguistic vagueness and ambiguity, which can also be expressed as triangular fuzzy numbers. Furthermore, fuzzy TOPSIS technique is employed to rank the alternative locations. The applicability of this methodology is demonstrated by a case study of landfill waste location selection in the region of Casablanca, Morocco, and the results are compared with other techniques. Finally, to complete the treatment, a sensitivity analysis is performed to examine the impact of the preferences given by decision-makers to choose the best location.  相似文献

Abstract: Simulation of water resource management in hydrological numerical models is often limited to simple expressions such as rulecurves. More complex management requires additional layers of abstraction. Rulecurves tend to be simplistic, while abstraction implies expertise to convert management policies to a form which may not be recognizable by operators. The Regional Simulation Model (RSM) attempts to bridge this gap with the Management Simulation Engine (MSE). MSE allows dynamic switching of control algorithms facilitating hybrid control of modeled structures, even though the individual controllers are widely different. Use of hybrid controllers can simplify expression of complex management controls. This article details the architecture of the MSE that enables hybrid control. A model application is examined in which a set of tuned fuzzy controllers are dynamically switched with piecewise linear flood controllers to simulate a hybrid control scheme. The application models a Florida water conservation area and demonstrates effective flood control without sacrificing the tuned performance of the fuzzy controllers.  相似文献

While planning resource management systems in rural areas, it is important to consider criteria that are specific to the local social conditions. Such criteria might change from one region to another and are hence best identified using a participatory approach. In this work, we propose a participatory framework to identify such criteria and derive their weights. These identified criteria and their weights are used as parameters to develop a quantitative model for evaluating efficiency of each system. Such a model can serve as a support tool for stakeholders to simulate and analyze “what‐if” scenarios, evaluate alternatives, and select one which best satisfies their requirements. We use existing systems to test the model by comparing efficiencies evaluated by the model to efficiencies perceived by the stakeholders. The model is calibrated by repeating the process until statistically significant correlation is achieved between evaluated and perceived efficiencies. The novelty of the proposed framework lies in treating efficiencies perceived by the stakeholders as the ground truth since they know these systems well and are their ultimate users. The framework is successfully demonstrated using case study of rainwater harvesting (RWH) systems in an Indian village. The resulting calibrated model can be used to plan new RWH systems in this region and similar regions elsewhere. The framework can be used to plan other resource management systems in various regions.  相似文献

The Science Advisory Board of the US Environmental Protection Agency has recommended that risk reduction strategies become the centerpiece of environmental protection. The goal in developing such strategies is to identify opportunities for greatest reduction of ecological risks. This is a perspective that is significantly more comprehensive than the traditional focus on human health risks arising from environmental degradation. The identification of ecological risks upon which environmental protection efforts should be focused requires an ecological risk assessment methodology that is based on anthropogenic stressors affecting an ecosystem and a set of impaired use criteria. A methodology based on this concept is developed and discussed in this article. The methodology requires that risk values be assigned to each ecosystem stressor-impaired use pair that reflect the degree to which the given stressor contributes to ecosystem risk as measured by the given impaired use criterion. Once these data are available, mathematical analyses based on concepts from fuzzy set theory are performed to obtain a ranking of ecosystem stressors. The methodology has been tested by applying it to a case study involving Green Bay of Lake Michigan. A workshop was held in which 11 persons with extensive knowledge of the Green Bay ecosystem determined risk values through a group-consensus process. The analytical portion of the methodology was then used to rank the ecosystem risks (stressors) from several perspectives, including prevention management and remediation management. The overall conclusion of the workshop participants was that the fuzzy set decision model is a useful and effective methodology for differentiating environmental risk.  相似文献

Cut-off grade strategy (COGS) is a concept that directly influences the financial, technical, economical, and environmental issues in relation to the exploitation of a mineral resource. Despite the simple definition of cut-off grade, the COGS problem is one of the complex and complicated problems in the mine planning process. From the optimization point of view, the COGS with an objective of maximizing the present value of future cash flows is a non-linear and a non-convex problem that even in its deterministic form can be solved using approximate optimization methods. This optimization problem will also be more complex and complicated under uncertainty conditions. This paper proposes an uncertainty based multi-criteria ranking system to investigate the problem of COGS selection considering metal price and geological uncertainties. The proposed system aims at selection of the best COGS among technically feasible alternative COGSs under uncertainty circumstances. Our developed system is based on integrating metal price and geological uncertainties as well as operating flexibility to close the mine early. We incorporate this operating flexibility into the proposed system using a Monte Carlo based real options (RO) valuation model. For this purpose, in addition to the expected value, other risk criteria are considered to rank the alternatives. These risk criteria include abilities of strategies in producing extra profits, minimizing losses, and achieving the predefined goals of the production. In this study, the technically possible COGSs are generated using the Lane comprehensive algorithm. To demonstrate the effectiveness of the proposed system, we utilize data of an Iranian gold mine. Results show that the proposed system outperforms conventional methods in the sense that it shows significantly lower average mis-ranking than the other methods and also selects a strategy with a higher value. The sensitivity analysis of the proposed system relative to the gold price shows that the system is highly dependent on the parameters of the stochastic process used to model the evolution of the metal price. Therefore, special consideration should be given in estimating stochastic process parameters.  相似文献

SAGE, a proposed method for environmental assessment, focuses on eliciting and incorporating value weights in multiple-objective decision making. In this method, the value weights are inferred from the tradeoffs that people make in choices about alternatives. These weights are applied to scaled scores for accounts based on measurable attributes of each objective. In order to indicate the political ramifications of decisions and to facilitate sensitivity analysis, the values held by various groups are presented in matrix from arrayed by group affiliation or by judgment types that share common values. Results of a trial application of SAGE to a land use/watershed management problem in a growing urban area are presented.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00490.x Abstract: Regional climate varies on interannual and decadal time scales that in turn affect annual streamflows, flood risks, and reservoir storage deficits in mid‐summer. However, these variable elements of the climate system are generally not included in water resources operating policies that attempt to preserve a balance between flood risk and other water resources system objectives. A methodology for incorporating El Niño‐Southern Oscillation (ENSO) information in designing flood control curves is investigated. An optimization‐simulation procedure is used to develop a set of ENSO‐conditioned flood control rule curves that relate streamflow forecasts to flood control evacuation requirements. ENSO‐conditioned simulated flood risk and storage deficits under current operating policy are used to calibrate a unique objective function for each ENSO classification. Using a case study for the Columbia River Basin, we demonstrate that ENSO‐conditioned flood control curves constructed using the optimization‐simulation procedure consistently reduce storage deficits at a number of interrelated projects without increasing flood risk. For the Columbia Basin, the overall improvements in reservoir operations are relatively modest, and (in isolation) might not motivate a restructuring of flood control operations. However, the technique is widely applicable to a wide range of water resources systems and/or different climate indices.  相似文献

ABSTRACT: The Garrison Diversion Unit is a multipurpose water resources project which is currently under development for the purpose of diverting water from the Missouri River basin to irrigate farmland in North Dakota. Due to the objections raised by various interest groups, the project has recently been reviewed by the International Joint Commission. This article surveys the background to the project and the various alternatives that have been proposed. By utilizing recently developed fuzzy set techniques, the proposed alternatives are evaluated and a plausible solution is proposed. The results of the study indicate that it may be advisable to remove the Souris Loop irrigation area from the Garrison project but the environmental impacts of the study may preclude the implementation of any alternative that can affect Canada. These findings are in partial agreement with the recommendations of the International Joint Commission.  相似文献

Abstract: Flood management problems are inherently complex, time‐bound and multi‐faceted, involving many decision makers (with conflicting priorities and dynamic preferences), high decision stakes, limited technical information (both in terms of quality and quantity), and difficult tradeoffs. Multi‐Criteria Decision Support Systems (MCDSS) can help to manage this complexity and decision load by combining value judgments and technical information in a structured decision framework. A brief overview of MCDSS is presented, an original MCDSS architecture is put forth, and future research directions are discussed, including extensions to Multi‐Criteria Spatial Decision Support Systems and group MCDSS (as flood management involves shared resources and broad constituencies). With application to the September 11‐12, 2000 Tokai floods in Japan, the proposed multi‐criteria decision support instruments enhance communication among stakeholders and improve emergency management resource allocation. In summary, by making the links among flood knowledge, assumptions and choices more explicit, MCDSS increases stakeholder satisfaction, saves lives, and reduces flood management costs, thereby increasing decision‐making effectiveness, efficiency and transparency.  相似文献

Today's international business environment has forced many firms to focus on supply chain management to gain a competitive advantage. During recent years, supplier selection process in the supply chain has become a key strategic consideration. With the growing worldwide awareness of environmental protection and the corresponding increase in legislation and regulations, green purchasing has become an important issue for companies to gain environmental sustainability. Traditionally, companies consider criteria such as price, quality and lead time, when evaluating supplier performance and do not give enough attention to environmental criteria as a means to evaluate suppliers. Now, many companies have begun to implement green supply chain management (GSCM) and to consider environmental issues and the measurement of their suppliers’ environmental performance. This paper examines GSCM to propose a fuzzy multi criteria approach for green suppliers’ evaluation. We apply fuzzy set theory to translate the subjective human perceptions into a solid crisp value. These linguistic preferences are combined through fuzzy TOPSIS to generate an overall performance score for each supplier. A numerical example is presented to demonstrate the effectiveness of the proposed approach.  相似文献

Besides the evaluation of the environmental issues, the correct assessment of wastewater treatment plants (WWTP) should take into account several objectives such as: economic e.g. operation costs; technical e.g. risk of suffering microbiology-related TSS separation problems; or legal e.g. accomplishment with the effluent standards in terms of the different pollution loads. For this reason, the main objective of this paper is to show the benefits of complementing the environmental assessment carried out by life cycle assessment with economical, technical and legal criteria. Using a preliminary version of the BSM2 as a case study, different combinations of controllers are implemented, simulated and evaluated. In the following step, the resulting multi-criteria matrix is mined using multivariate statistical techniques. The results showed that the presence of an external carbon source addition, the type of aeration system and the TSS controller are the key elements creating the differences amongst the alternatives. Also, it was possible to characterize the different control strategies according to a set of aggregated criteria. Additionally, the existing synergies amongst different objectives and their consequent trade-offs were identified. Finally, it was discovered that from the initial extensive list of evaluation criteria, only a small set of five are really discriminant, being useful to differentiate within the generated alternatives.  相似文献
