Sixty-four percent of the 56 raptor and owl species that occur in Europe have an unfavorable conservation status. As well as requiring conservation measures in their own right, raptors and owls function as useful sentinels of wider environmental "health," because they are widespread top predators, relatively easy to monitor, and sensitive to environmental changes at a range of geographical scales. At a time of global acknowledgment of an increasing speed of biodiversity loss, and new, forward-looking and related European Union biodiversity policy, there is an urgent need to improve coordination at a pan-European scale of national initiatives that seek to monitor raptor populations. Here we describe current initiatives that make a contribution to this aim, particularly the current "MEROS" program, the results of a questionnaire survey on the current state of national raptor monitoring across 22 BirdLife Partners in Europe, the challenges faced by any enhanced pan-European monitoring scheme for raptors, and some suggested pathways for efficiently tapping expertise to contribute to such an initiative.  相似文献

Raptors are good sentinels of environmental contamination and there is good capability for raptor biomonitoring in Europe. Raptor biomonitoring can benefit from natural history museums (NHMs), environmental specimen banks (ESBs) and other collections (e.g. specialist raptor specimen collections). Europe’s NHMs, ESBs and other collections hold large numbers of raptor specimens and samples, covering long periods of time. These collections are potentially a valuable resource for contaminant studies over time and space. There are strong needs to monitor contaminants in the environment to support EU and national chemical management. However, data on raptor specimens in NHMs, ESBs and other collections are dispersed, few are digitised, and they are thus not easy to access. Specimen coverage is patchy in terms of species, space and time. Contaminant research with raptors would be facilitated by creating a framework to link relevant collections, digitising all collections, developing a searchable meta-database covering all existing collections, making them more visible and accessible for contaminant research. This would also help identify gaps in coverage and stimulate specimen collection to fill gaps in support of prioritised contaminant monitoring. Collections can further support raptor biomonitoring by making samples available for analysis on request.  相似文献

Initial studies on the pressure from environmental contaminants on raptor populations in Spain date back to the 1980s, and they have been carried out from a range of viewpoints using a range of sentinel raptor species. However, there is no national monitoring scheme, and therefore the research carried out has been sporadic both spatially and temporally. The exposure to metals has not varied over time, except in the case of lead, whose concentration in eggs and tissues has diminished. In general, the concentrations of metals detected in raptor samples from Spain are generally low and not sufficient to produce toxic effects. Excepting DDT and DDE, most organochlorine-based pesticides in raptors from Spain have diminished over the last 2 decades. The concentrations of DDE found in the eggs of various species could in part explain problems in the reproductive success of raptors in Spain.  相似文献

Birds of prey, owls and falcons are widely used as sentinel species in raptor biomonitoring programmes. A major current challenge is to facilitate large-scale biomonitoring by coordinating contaminant monitoring activities and by building capacity across countries. This requires sharing, dissemination and adoption of best practices addressed by the Networking Programme Research and Monitoring for and with Raptors in Europe (EURAPMON) and now being advanced by the ongoing international COST Action European Raptor Biomonitoring Facility. The present perspective introduces a schematic sampling protocol for contaminant monitoring in raptors. We provide guidance on sample collection with a view to increasing sampling capacity across countries, ensuring appropriate quality of samples and facilitating harmonization of procedures to maximize the reliability, comparability and interoperability of data. There are few accounts of oil contamination of raptors, and it has not been considered a threat for them. However, we and our colleagues found oil-based asphalt on 55 individuals of 9 species out of 1052 raptors (5.2%) captured and examined in the spring of 1985 and 1986 during our raptor migration study at Elat, Israel. Some were extensively contaminated and probably succumbed to the effects of ingested asphalt. The birds most likely picked up the contamination while drinking water from pools with surface oil. Examples of the contamination will be described. Over 1.2 million raptors were counted passing Elat during the spring of 1985. If 5% of these were contaminated, that would be over 60,000 birds, and this does not consider the raptors that migrate along the Red Sea and do not pass near Elat, nor those that pass Elat unseen by the counters. Thus asphalt contamination could be a major problem for raptors migrating along the Red Sea.  相似文献

The Scottish Raptor Monitoring Scheme (SRMS) comprises 7 partner organizations and was established in 2002 after i) the publication of the UK Government's Raptor Working Group Report that made recommendations for enhanced monitoring, ii) increased applied data needs (e.g., for site designation), and iii) concerns for the status of some species. The SRMS has 3 major objectives: i) to facilitate cooperation between parties; ii) to provide robust information on Scottish raptor populations by determining trends in numbers, range, survival, and productivity and understanding the causes of change; and iii) to maintain high and uniform standards for the collection, collation, auditing, and analysis of data and reporting of information. Data are collected for 19 species: 14 diurnal raptors, 4 owls, and 1 corvid, the Common Raven. Here we describe the development of the scheme, challenges, and achievements during its first 4 y, the nature and value of the data collected, and plans for the future.  相似文献

To conserve biodiversity efficiently, an international framework is needed to ensure that national priorities take into account regional and global priorities. BirdLife International has published five comprehensive assessments of the global status of the world's birds and two evaluations of the status of Europe's birds at a continental level. This paper analyzes the results of these assessments in relation to Europe's 56 species of raptors and owls, 18% of which are of global conservation concern, and 64% of which have an unfavorable conservation status in Europe. The European Union (EU) holds half of the total estimated European breeding population of raptors and owls, and European Russia supports another third, but every European country has a responsibility for at least two species of European conservation concern. During the 1990s, more raptors increased than decreased in most EU member states, but the opposite was true in eastern Europe, where many of the most threatened species are concentrated. Given the popularity of these species with the public, and the political commitment to halt the loss of biodiversity by 2010, much more action is needed to monitor and conserve birds of prey.  相似文献

The air quality management (AQM) framework in the UK is designed to be an effects-based solution to air pollutants currently affecting human health. The AQM process has been legislated through The Environment Act 1995, which required the National Air Quality Strategy (NAQS) to be published. AQM practice and capability within local authorities has flourished since the publication of the NAQS in March 1997. This paper outlines the policy framework within which the UK operates, both at a domestic and European level, and reviews the air quality management process relating to current UK policy and EU policy. Data from questionnaire surveys are used to indicate the involvement of various sectors of local government in the air quality management process. These data indicate an increasing use of monitoring, and use of air dispersion modelling by English local authorities. Data relating to the management of air quality, for example, the existence and work of air quality groups, dissemination of information to the public and policy measures in place on a local scale to improve air quality, have also been reported. The UK NAQS has been reviewed in 1999 to reflect developments in European legislation, technological and scientific advances, improved air pollution modelling techniques and an increasingly better understanding of the socio-economic issues involved. The AQM process, as implemented by UK local authorities, provides an effective model for other European member states with regards to the implementation of the Air Quality Framework Directive. The future direction of air quality policy in the UK is also discussed.  相似文献

Background Different types of indicators have been developed to describe the impact of chemicals on society and environment. Due to the high number of substances and their different types of use, most of these indicators are directed to specific areas of interest – regarding workplace safety, environmental health or consumer health. They address a specific subset of chemicals and can be used for monitoring enterprise-specific, national or international management measures. Main Features A survey of existing indicators for chemicals has shown that indicators already exist for a remarkable number of problem fields. As soon as the release and the environmental fate of chemicals are taken into account, the complexity of the approaches increases considerably. The distinction between indicators for drivers, pressures, state, impacts and responses, as proposed by the European Environmental Agency, supports the identification of proper indicators for a specific type of problem. Discussion and Conclusions. No single indicator exists which is able to cover the whole range of chemicals and their applications. Several indicator approaches cover at least a subset of the most relevant substances. If they are intended to be used for European monitoring, robust data must be provided by EU Member States. Chemicals in enterprises (ancillary inputs as well as process chemicals) are an important element of in-plant material flow management – in terms of occupational safety and health as well as environmental protection. Existing indicators for hazardous chemicals can be a valuable tool for process and product refinement regarding hazardous chemicals, especially for enterprises. Outlook Indicators for production and impact of chemicals, as well as policy performance indicators, are essential elements in order to monitor the management of chemicals. They have to be established for the national and for the EU level.  相似文献

This paper outlines the state-of-the-art in discussing tests with functional endpoints for the soil compartment for regulatory purposes. In spite of the fact that organic matter decomposition is one of the most important functions in the soil ecosystem, this process has not been the subject of a test requirement for risk assessment of plant protection products until very recently. Since EU Directive 91/414/EEC concerning the placing of plant protection products on the market requires in its Annex III, point 10.6.2 (entitled “Effects on other soil, non-target macro-organisms”), the evaluation of effects on organic matter breakdown, there is an urgent need to fulfil this requirement. The use of functional endpoints in terrestrial model ecosystems is also under discussion in the framework of the notification process for chemicals. Four potential methods (bait-lamina-test, litterbag test, minicontainer test, cotton-strip assay) taken from ecological literature are briefly reviewed and evaluated in this paper using several defined criteria regarding their usefulness for registration purposes. In this context, areas for further research are identified. The insecticide Dimilin (a.i. diflubenzuron) is used as an example to show how such a test improves risk assessment. Therefore, it is strongly recommended that a guidance paper describing the main principles of at least one test method on organic matter decomposition should be written in order to realise the EU requirement.  相似文献

The objective of this study was to establish whether EU and UN-ECE/ICP-Forests monitoring data (i) provide the variables necessary to apply the flux-based modeling methods and (ii) meet the quality criteria necessary to apply the flux-based critical level concept. Application of this model has been possible using environmental data collected from the EU and UN-ECE/ICP-Forests monitoring network in Switzerland and Italy for 2000-2002. The test for data completeness and plausibility resulted in 6 out of a possible total of 20 Fagus sylvatica L. plots being identified as suitable from Switzerland, Italy, Spain, and France. The results show that the collected data allow the identification of different spatial and temporal areas and periods as having higher risk to ozone than those identified using the AOT40 approach. However, it was also apparent that the quality and completeness of the available data may severely limit a complete risk assessment across Europe.  相似文献

We estimated effects of low-level military jet aircraft and mid- to high-altitude sonic booms (actual and simulated) on nesting peregrine falcons (Falco peregrinus) and seven other raptors by observing their responses to test stimuli, determining nesting success for the test year, and evaluating site reoccupancy rates for the year following the tests. Frequent and nearby jet aircraft passes: (1) sometimes noticeably alarmed birds, (2) occasionally caused birds to fly from perches or eyries, (3) most often evoked only minimal responses, and (4) were never associated with reproductive failure. Similarly, responses to real and simulated mid- to high-altitude sonic booms were often minimal and never appeared productivity limiting. Eighteen (95%) of 19 nest sites subjected to low-level jet flights and/or simulated sonic booms in 1980 fledged young during that year. Eighteen (95%) of 19 sites disturbed in 1980 were reoccupied by pairs or lone birds of the same species in 1981. We subjected four pairs of prairie falcons (Falco mexicanus) to low-level aircraft at ad libitum levels during the courtship and incubation phases when adults were most likely to abandon: all four eyries fledged young. From heart rate (HR) data taken via a telemetering egg at another prairie falcon eyrie, we determined that stimulus-induced HR alterations were comparable to rate changes for birds settling to incubate following flight. While encouraging, our findings cannot be taken as conclusive evidence that jet flights and/or sonic booms will have no long-term negative effects for other raptor species or for other areas. This paper reports on lead (Pb) concentrations in the livers of 424 individuals of 16 raptor species found dead and sent for analysis to the Institute of Terrestrial Ecology, Monkswood, from the early 1980s to the early 1990s. Elevated Pb concentrations in liver (>20 ppm dry wt), within the range associated with Pb poisoning mortality in raptors, were recorded in one peregrine (4% of species sample) and one buzzard (2% of species sample). These birds are likely to have ingested lead gunshot in the flesh of their prey. Another one each of these species had liver Pb concentrations of 15-20 ppm dry wt, reflecting unusually high absorption of Pb. No individuals of any other species had >15 ppm dry wt liver Pb, although some had 6-15 ppm. The source of Pb in these birds was unknown, but it could have resulted from high Pb concentrations in prey items, including some containing lead shot. Median liver Pb concentrations were generally very low (ranging from <0.07 to 1.61 ppm dry wt for species with sample sizes exceeding 10). In sparrowhawks, for which a large sample was available, liver Pb concentrations in all but one individual were low (<2.6 ppm dry wt). Pb concentrations in juveniles were significantly lower than in adults, and were lowest in recently fledged birds.  相似文献

Eggs from aplomado falcons (Falco femoralis septentrionalis) nesting in Chihuahua and Veracruz, Mexico, were analyzed for organochlorine pesticides, PCBs, and PBDEs. p,p′-DDE was the only organochlorine found in all eggs at concentrations ranging from 0.13 to 7.85 μg/g wet weight. PCBs ranged from 0.04 to 2.80 μg/g wet weight and PBDEs from 62 to 798 ng/g lipid weight. DDE concentrations in eggs were not significantly different among regions; however, PCBs were significantly greater (P = 0.015) in Tinaja Verde, Chihuahua than in the other three regions. Also, PBDEs were significantly higher (P < 0.0001) in eggs from Veracruz than in those from Chihuahua. DDE concentrations in eggs were much lower than those associated with eggshell thinning. PBDEs and PCBs were lower than those reported in raptors from industrialized countries. Overall, contaminant concentrations observed suggest no likely impact on hatching success. The PBDE concentrations are among the first to be reported in raptor species in Mexico.  相似文献

Over the past 15 years passive sampling devices have been developed that accumulate organic micropollutants and allow detection at ambient sub ng/l concentrations. Most passive accumulation devices (PADs) are designed for 1-4 weeks field deployment, where uptake is governed by linear first order kinetics providing a time weighted average of the exposure concentration. Semipermeable membrane devices (SPMDs) are the most comprehensively studied PADs, but other samplers may also be considered for aquatic monitoring purposes. The applicability of the PADs is reviewed with respect to commonly monitored aqueous matrices and compounds, the detection limits, and for use in quantitative monitoring related to requirements embedded in the EU Water Framework Directive, the US and EU Water Quality Criteria, and the Danish monitoring aquatic programme. The PADs may monitor >75% of the organic micropollutants of the programmes. Research is warranted regarding the uptake in PADs in low flow environments and for the development of samplers for polar organic compounds.  相似文献

- DOI: http://dx.doi.org/10.1065/espr2006.04.299 Goal, Scope and Background This paper describes a statistical modelling approach, suggested as a policy tool in the Athens area for the assessment of the emissions reduction level required to meet the air quality standards for two criteria air pollutants, namely CO and NO2. Methods. More than ten years of hourly CO and NOx-NO2 concentration data measured by the monitoring network of the Hellenic Ministry for the Environment, Physical Planning and Public Works were analyzed and the original dataset has been reduced using a data evaluation procedure. Results and Discussion Seasonal pollutant concentration trends suggested that the reduction of CO and NOx concentrations observed in the beginning of the '90s is almost entirely attributed to the increase of the catalyst-equipped cars during this period. The numerical parameters of an empirical model relating EU standard exceedances with mean annual concentrations were defined and the model was validated using datasets from years that were not used for the estimation of these parameters. This model was used in conjunction with a roll-back equation as a policy tool for the assessment of the effect of different CO and NOx emissions reduction scenarios on air quality standard compliance for CO and NO2. Results predicted with this empirical modelling approach were assessed with monitored data averaged over a 3-year period, giving satisfactory results. Conclusion A methodology suggested for assessing the effects of different emissions reduction scenarios on air quality standard attainment was successfully applied for CO and NO2 in the Athens area. Recommendation and Perspective The proposed methodology can provide a useful tool for the evaluation of policies already in progress as well as the development of future policies for emissions reduction in urban areas with similar characteristics, aiming at air quality standard compliance on a timely manner. Such a methodology could be applied in other urban areas of Greece characterized by dense traffic, therefore assisting the development of national policies in relation to air pollutants for which standard exceedances occur.  相似文献

European forest policymaking is shaped by progressing European integration, yet with notable ideological divisions and diverging interests among countries. This paper focuses on the coalitional politics of key environmental forest issues: biodiversity conservation, timber legality, and climate protection policy. Combining the Advocacy Coalition Framework and the Shifting Coalition Theory, and informed by more than 186 key informant interviews and 73 policy documents spanning a 20-year timeframe, we examine the evolution of coalitional forest politics in Europe. We find that the basic line-up has remained stable: an environmental coalition supporting EU environmental forest policy integration and a forest sector coalition mostly opposing it. Still, strategic alliances across these coalitions have occurred for specific policy issues which have resulted in a gradual establishment of an EU environmental forest policy. A review of ozone pollution in Italy shows levels largely above the thresholds established by EU regulation for vegetation and human health protection. The Italian air quality monitoring network appears quantitatively inadequate to cover all the territorial surface, because of scarcity and unequal distribution of monitoring sites. By applying the integrated assessment model RAINS-Italy to the year 2000, the whole of Italy exceeds the AOT40 critical level for forest, while Northern and central areas show strong potential of O3 impact on human health with ∼11% of territory >10 O3-induced premature deaths. Two scenarios for the year 2020, the Current Legislation and the Maximum Technical Feasible Reduction, show a reduction of AOT40Forest by 29% and 44%, SOMO35 by 31% and 47%, and O3-induced premature deaths by 32% and 48%, compared to 2000. RAINS-Italy can be used to improve the map quality and cover areas not reached by the national monitoring network.  相似文献

Owing to their relative underdevelopment, the 'cohesion' countries of the European Union have been allowed to increase emissions above the 1990 base within the EU 'envelope'. However, they face daunting challenges in meeting the agreed targets, because it requires breaking the link between rising gross domestic product and rising energy consumption at a relatively early stage in the economic development cycle. This paper examines the extreme case of Ireland, which is experiencing the most rapid growth in the EU. It shows that Ireland has already reached its emissions ceiling. The best opportunities for reducing emissions lie in energy supply, industry, and the household sector. A mix of policy instruments is required. Emissions trading seems to be the most effective policy instrument for reducing greenhouse gas emissions from energy supply and large industry. Such a policy would provide a stimulus for continuous improvement, without which Ireland's limit will be breached.  相似文献

This article summarizes results from raptor monitoring and contamination studies in Norway of the golden eagle, gyrfalcon, white-tailed sea eagle, osprey, peregrine, and merlin. Golden eagle and gyrfalcon populations have been monitored since 1990 as part of the "Monitoring Programme for Terrestrial Ecosystems" (TOV). No long-term trend in the population size or productivity of golden eagle has been shown in any of the 5 study areas. The reproductive output of gyrfalcon is monitored in 3 areas. It is positively correlated with the populations of its main prey species, the rock ptarmigan and the willow ptarmigan. The white-tailed sea eagle population has been monitored since 1974 by the Norwegian Ornithological Society, and the population is increasing. The levels of pesticides and polychlorinated biphenyls are low in the eggs of both the golden eagle and the gyrfalcon, but elevated levels and effects on reproduction have been indicated for a coastal subpopulation of golden eagle. The pollutant levels in white-tailed sea eagle are lower than in the Baltic population of sea eagles, and shell thinning was never severe overall, but individual eggs have contained pollutant concentrations above critical levels. The levels of pollutants in the bird-eating falcons, peregrine, and merlin were higher than in other species. New emerging pollutants, like brominated diphenylethers and perfluorinated organic compounds, could be detected in all species. By incorporating available published and unpublished data, we were able to produce time trends for pollutants and shell thickness over 4 decades.  相似文献
