Traditional air pollution management practices are examined using the human ecological framework adopted by Boyden and others (1981) in their study of Hong Kong—the biohistorical or biosocial approach. The subsequent analysis of current air quality management practices assesses their effectiveness in protecting the overall health of both humans and the natural environment. The uncertainties inherent in air pollution management practices which emerge highlight the need to reduce emissions rather than rely on scientific knowledge to define clean air. The assessment also clearly defines roles for research in various areas such as atmospheric models, health effects, and environmental damage. The final recommendations emphasize the need for the introduction of such incentives to reduce emissions as economic instruments and warn against using health information to define clean air. Health and environmental damage information can, however, be used in risk assessment strategies together with atmospheric dispersion models. 相似文献

The rural economic situation in China-with a living standard mostly at subsistence level-lags far behind the prosperous development in the cities and coastal areas. To balance this disequilibrium, comprehensive concepts and endeavors are necessary keeping in view all-not just economic-interests and needs that contribute to lively rural identities. In this context the role of agriculture, where still 50% of the Chinese population are working, will be newly defined, and sustainability concepts can help to find a readjusted position within the Chinese economy focusing on environmental health and food safety as main targets of political and other supporting measures. Within the SUCCESS project, a Concept of Sustainable Agriculture was developed and it drafts one conceivable relation between the exposure to natural resources and economy and tries to find new answers to the broad range of rural challenges in China. It is a qualitative model and, therefore, not always fully applicable, but in the concrete situation of villages, it shows possible directions of sustainability-oriented development by considering the typical local potentials. In the Chinese context that means identifying the different functions of agriculture-the well-known and the hidden-to make them explicit for the Chinese public and therewith to give them new significance. The article is based on a 3-years study within the EU-China Project SUCCESS with field research in four Chinese rural communities. It analyzes the agricultural sustainability potential of these selected villages against the background of massive structural changes within the next 20 years in rural China. Starting from the current agricultural reality, based on a qualitative analysis of the actual situation, local potentials and needs towards sustainable production and marketing are identified, and possible functions of the Chinese agriculture are formulated for the future. 相似文献

Natura 2000 is a network of natural sites whose aim is to preserve species and habitats of relevance in the European Union. The policy underlying Natura 2000 has faced widespread opposition from land users and received extensive support from environmentalists. This paper addresses the ethical framework for Natura 2000 and the probable moral assumptions of its main stakeholders. Arguments for and against Natura 2000 were analyzed and classified according to “strong” or “weak” versions of the three main theories of environmental ethics – anthropocentrism, biocentrism, and ecocentrism. Weak (intergenerational) anthropocentrism was found to underlie the Natura 2000 network itself and the positions of environmentalists, while strong (traditional) anthropocentrism pervaded the positions of economic developers. Land users seemed to fall somewhere between weak and strong anthropocentrism. The paper discusses the relation between ethics and different attitudes towards Natura 2000, highlighting some of the implications for the network’s ongoing implementation. It is shown that Natura 2000 achieves a strong reversal of the burden of proof from conservation to economic development and land use change under anthropocentrism. It is argued that the alleged theoretical divide between anthropocentrism and non-anthropocentrism in relation to the burden of proof does not seem to hold in practice. Finally, it is predicted that the weak versions of anthropocentrism, biocentrism, and ecocentrism, are likely to converge extensively in respect to nature conservation policy measures.“Charting the depths of law and policy disputes yield an understanding of ethical differences.” Paul B. In response to the effects of streamflow regulation on a wetland near the city of Albury, on the Murray River, the development of the Wonga Wetlands and associated site rehabilitation addresses two key issues: wasteland and waste water. A Community Advisory Committee has been actively and directly involved in the project, initiated and implemented by the Albury City Council, to restore an area of original wetland into a community ecological resource that utilises 100% of the domestic, commercial and industrial urban 'waste' water from the city's water treatment plant. This project represents a significant direction in the way communities and local governments approach resource recovery. This paper analyses the Wonga Wetlands project from the perspective of sustainable management of waste in terms of water resources and presents it as a model for community-based environmental application and long-term resource sustainability. 相似文献

While claims about the environmental benefits of community gardens abound, few researchers have systematically assessed the ecological integrity of gardening practices. This study investigated gardening practices in 50 community gardens in Brisbane and Gold Coast cities, Australia. The study aimed to better understand how gardening practices might affect the ecological viability of community gardens. Factors investigated included: garden bio-physical characteristics, operators’ motivations, gardeners’ socio-demographic backgrounds, garden facilities and types of plants grown. Two broad types of gardens were identified: permaculture (21 gardens) and non-permaculture (29 gardens). Permaculture gardens used lower-impact gardening practices. Producers, traders, and consumers oforganic food regularly use the concept of thenatural (naturalness) to characterize organicagriculture and or organic food, in contrast tothe unnaturalness of conventional agriculture.Critics sometimes argue that such use lacks anyrational (scientific) basis and only refers tosentiment. In our project, we made an attemptto clarify the content and the use of theconcepts of nature and naturalness in organicagriculture, to relate this conception todiscussions within bioethical literature, andto draw the implications for agriculturalpractice and policy.Qualitative interviews were executed with arange of people in the field of organicagriculture and with consumers of organicproducts, on the basis of a list of statementsabout the meaning of the concept of naturalnessformulated by the authors. Based on the resultsof the interviews, we distinguished 3 aspectsof the concept of naturalness: natural as theorganic (life processes), natural as theecological, and natural as referring to thecharacteristic nature of an entity. We relatedthese conceptual aspects to three mainapproaches within the field of organicagriculture: the no chemicals approach, theagro-ecological approach, and the integrityapproach. It became clear that these approachescan also be recognized in the change ofattitude of farmers as they convert fromconventional to organic agriculture, and in theattitudes of consumers of organic foodproducts.We conclude that the idea of ``naturalness' canbe used to characterize organic agriculture andto distinguish it from conventionalagriculture, but only if naturalness not onlyrefers to not using chemicals but also toecological principles and respect for theintegrity of life. Thus perceived, theprinciple of naturalness can also serve as aguide to future developments in the field oforganic agriculture. This article compares four Dutch environmental certification schemes for agricultural food crops, analysing their methodology and the completeness of their criteria on five aspects: pesticide use, nutrient use, water management, energy and materials consumption, and habitat management. The least stringent of the labels, the MBT ('Environmentally Aware Cultivation') certificate, serves mainly to increase farmers' awareness of nutrient and pesticide use. With regard to both administrative obligations and actual management practices, the MBT label largely mirrors the terms of standing Dutch legislation. The CC ('Controlled Cultivation') and AMK ('Agro-Environmental') labels comprise more and more stringent criteria. With their restrictions on nutrient and pesticide use, these two labels serve as the two principal labels in the field of integrated agriculture. There is little difference between the two and it is recommended that they be merged, on the basis of a standardised definition of integrated agriculture. The EKO ('Organic Agriculture') label proceeds from different principles, but as a minimum should also comply with Dutch legislation without exception. For both integrated and organic agriculture, in addition to criteria on pesticide and nutrient use, criteria should also be developed for water management, energy and materials use and habitat management. The relationship between the criteria and their respective thresholds and Dutch legislation is also addressed. Existing criteria are frequently specified in such a way that the environmental benefits cannot be ascertained. This is a serious drawback for the parties further down the chain: auctioneers, retailers and consumers. It is recommended to develop qualitative guidelines for an Agricultural Stewardship Council at international level, like the Forest Stewardship Council, and a separate label for integrated agriculture per country comprising quantitative criteria for all relevant aspects of farming operations. 相似文献

It has become increasingly clear that desertification can only be tackled through a multi-disciplinary approach that not only involves scientists but also stakeholders. In the DESIRE project such an approach was taken. As a first step, a conceptual framework was developed in which the factors and processes that may lead to land degradation and desertification were described. Many of these factors do not work independently, but can reinforce or weaken one another, and to illustrate these relationships sustainable management and policy feedback loops were included. This conceptual framework can be applied globally, but can also be made site-specific to take into account that each study site has a unique combination of bio-physical, socio-economic and political conditions. Once the conceptual framework was defined, a methodological framework was developed in which the methodological steps taken in the DESIRE approach were listed and their logic and sequence were explained. The last step was to develop a concrete working plan to put the project into action, involving stakeholders throughout the process. This series of steps, in full or in part, offers explicit guidance for other organizations or projects that aim to reduce land degradation and desertification. 相似文献

The ecosystems of South Florida are unique in the world. The defining features of the natural Everglades (large spatial scale, temporal patterns of water storage and sheetflow, and low nutrient levels) historically allowed a mosaic of habitats with characteristic animals. Massive hydrological alterations have halved the Everglades, and ecological sustainability requires fundamental changes in management.The US Man and the Biosphere Human-Dominated Systems Directorate is conducting a case study of South Florida using ecosystem management as a framework for exploring options for mutually dependent sustainability of society and the environment. A new methodology was developed to specify sustainability goals, characterize human factors affecting the ecosystem, and conduct scenario/consequence analyses to examine ecological and societal implications. South Florida has sufficient water for urban, agricultural, and ecological needs, but most water drains to the sea through the system of canals; thus, the issue is not competition for resources but storage and management of water. The goal is to reestablish the natural system for water quantity, timing, and distribution over a sufficient area to restore the essence of the Everglades.The societal sustainability in the Everglades Agricultural Area (EAA) is at risk because of soil degradation, vulnerability of sugar price supports, policies affecting Cuban sugar imports, and political/economic forces aligned against sugar production. One scenario suggested using the EAA for water storage while under private sugar production, thereby linking sustainability of the ecological system with societal sustainability. Further analyses are needed, but the US MAB project suggests achieving ecological sustainability consistent with societal sustainability may be feasible. 相似文献

The social and scientific debate overfunctional foods has two focal points: one isthe issue of the reliability andtrustworthiness of the claims connected withfunctional foods. You don't have to be asuspicious person to be skeptical vis-à-visthe rather exorbitant claims of most functionalfoods. They promise prevention against allkinds of illnesses and enhancement ofachievements like memory and vision, withouthaving been tested adequately. The second issueis the issue of the socio-cultural dimension offunctional foods and their so calleddetrimental effect on the social and normativemeanings of food, with possibly the effect thatfood in general will be treated like amedicine, with radical individualizing effects.Finally, individuals would only be allowed toeat what their gene-profile prescribes them. Inthis paper, it is argued that food is anon-neutral public good that contributesinherently to the identity of vulnerableindividuals. It should be treated in anon-neutral, but impartial way. Therefore,politics need to intervene in food markets froma justice and ethical point of view with twoaims in mind. The first aim (as an implicationof justice considerations) should be toestablish safety conditions, and to identifyand monitor food safety standards in anobjective and impartial way. Preventive medicalclaims of foods should be allowed on the basisof appropriate and objective testing methods.The second aim (as an implication of ethicalconsiderations) should be to shape conditionsfor a cohabitation of various food styles,including that of functional foods. Moreover,the cultural and symbolic meaning of food in apluralistic society requires that the differentfood styles find some modus of living andinteracting together. A distinction should be made betweentwo types of ethical problems. A Type I ethicalproblem is one in which there is no consensusas to what is ethical. A Type II ethicalproblem is one in which there is a consensus asto what is ethical, but incentives exist forindividuals to behave unethically. Type Iethical problems are resolved by making,challenging, and reasoning through moralarguments. Type II ethical problems areresolved by changing the institutionalenvironment so that people do not haveincentives to behave unethically. The Comprehensive Environmental Response, Compensation, and Liability Act (42 USC §§9601 et seq.), commonly known as Superfund, was enacted on 11 December 1980 to facilitate the clean-up of hazardous waste sites. Superfund authorizes the Environmental Protection Agency (EPA) to compel responsible parties to clean up such sites. Superfund has been the source of extensive criticism since its inception. In response to this criticism, the EPA undertook a series of administrative reforms in 1993 to make the Superfund programme faster, fairer and more efficient. As of September 2000, active site remediation was complete at 757 (43%) of the 1779 national priority list (NPL) sites and 218 sites (12%) had been deleted from the NPL. Rentokil, a former wood-preserving plant on a 10 acre (4 ha) site in Henrico County, Virginia, was brought to the Virginia Health Department's attention as a threat to human health and the environment in 1989, was listed on the NPL the same year and was fully cleaned up in 1999. The cost of cleaning up Rentokil was $12 million, or $37.08 per square foot ($412 per square metre). The site is proposed to be redeveloped for tax-generating light industrial and commercial use. Rentokil reflects the EPA's implementation of several reforms geared toward reconciling cost considerations with remedy effectiveness and expedient implementation, and facilitating redevelopment. This case study's examination of Rentokil's progression through the Superfund process is intended to provide planning practitioners and students with insight into the Superfund programme and process, as well as an awareness of the challenges confronting Superfund's success. 相似文献

The Komati Downstream Development Project (KDDP), based upon the Maguga Dam has enabled 6,000 hectares of semi‐arid lowveld, in a region with low and highly variable rainfall to be converted from subsistence to irrigated commercial farming, mainly of sugar cane. This has transformed the Swazi sugar industry from one dominated by a small number of large‐scale commercial estates to one where more than 1,500 previously impoverished small‐scale Swazi farmers have been able to enter the industry by joining farmers’ associations and creating communally managed farms. Recent changes to the EU's Sugar Protocol have undermined the financial viability of the KDDP farms and undermined food security, especially for the poorest, due to the cut in sugar prices. However, some farmers’ associations have opted to keep some of their land as irrigated home gardens, rather than convert all their land to sugar cane. This model has improved food security at a time of low sugar prices and points to a more sustainable way of using water from large scale dams than the conventional model. It is argued that the EU should target support to members of the KDDP who have taken out large‐scale loans to pay for the in‐field infrastructure and encourage all farmers’ associations to adopt the food garden model. This would enable them to continue to benefit from the irrigation through improved production of subsistence crops, whilst they diversify their commercial production into novel markets. 相似文献

Duckweed species are promising macrophytes for use in sustainable wastewater treatment due to their rapid growth, ease of harvest, and feed potential as a protein source. This paper reviews growth rates of different duckweed species on wastewater and ammonia toxicity to duckweed and summarizes insights into the mechanism of organic matter and nutrient removal. Results were gained from laboratory experiments in small, shallow, duckweed-covered semicontinuous batch systems. Growth rates on different types of wastewater vary considerably among different species. Ammonia is toxic for duckweed in both the ionized and un-ionized forms. Duckweed, however, can be used to treat wastewater containing very high total ammonia concentrations as long as certain pH levels are not exceeded. The degradation of organic material is enhanced by duckweed through both additional oxygen supply and additional surface for bacterial growth. The duckweed mat with attached bacteria and algae is, independent of the loading rates, responsible for three-quarters of the total nitrogen (N) and phosphorus (P) loss in very shallow systems. Based on our results we suggest that full-scale pilot plants with duckweed should be shallower than the range encountered in the literature. A harvesting schedule that allows doubling times of 2 to 3.5 d, maintenance of a full coverage, and plug flow conditions are recommended. 相似文献
