Perchlorate contamination of groundwater and soil continues to be a hot topic in many sectors, including industry, the federal Departments of Defense and Energy, regulators, and the general public. This article presents information on what is currently known regarding perchlorate uses, known and suspected naturally occurring versus anthropogenic perchlorate sources, and past and present manufacturing locations. It provides the reader with a baseline as well as background information to facilitate an understanding of perchlorate in the environment for the ultimate purpose of remediation. The article is based on research conducted by the Interstate Technology Regulatory Council for a forthcoming, more substantial perchlorate overview document scheduled for publication later in 2005. Sustainable remediation is at a crossroads. In a few short years it has become a mainstream topic while simultaneously maintaining its chimeral status. Sustainable remediation is a term claimed by many yet a concept apparently understood by few. Its characterization has necessitated the development of a plethora of metrics and tools yet its essence readily emerges. U.S.‐led initiatives have been adopted around the globe. Relative sustainability appraisal is easy to carry out and potentially sufficient for most site circumstances. The need to adequately protect human health and the environment has been recognized. Health care waste is considered a major public health hazard. The objective of this study was to assess health care waste management (HCWM) practices currently employed at health care centers (HCCs) in the West Bank – Palestinian Territory. Survey data on solid health care waste (SHCW) were analyzed for generated quantities, collection, separation, treatment, transportation, and final disposal. Estimated 4720.7 m3 (288.1 tons) of SHCW are generated monthly by the HCCs in the West Bank. This study concluded that: (i) current HCWM practices do not meet HCWM standards recommended by the World Health Organization (WHO) or adapted by developed countries, and (ii) immediate attention should be directed towards improvement of HCWM facilities and development of effective legislation. To improve the HCWM in the West Bank, a national policy should be implemented, comprising a comprehensive plan of action and providing environmentally sound and reliable technological measures.  相似文献

In China, national regulations and standards for health care waste management were implemented in 2003. To investigate the current status of health care waste management at different levels of health care facilities (HCF) after the implementation of these regulations, one tertiary hospital, one secondary hospital, and four primary health care centers from Binzhou District were visited and 145 medical staff members and 24 cleaning personnel were interviewed.Generated medical waste totaled 1.22, 0.77, and 1.17 kg/bed/day in tertiary, secondary, and primary HCF, respectively. The amount of medical waste generated in primary health care centers was much higher than that in secondary hospitals, which may be attributed to general waste being mixed with medical waste. This study found that the level of the HCF, responsibility for medical waste management in departments and wards, educational background and training experience can be factors that determine medical staff members’ knowledge of health care waste management policy. Regular training programs and sufficient provision of protective measures are urgently needed to improve occupational safety for cleaning personnel. Financing and administrative monitoring by local authorities is needed to improve handling practices and the implementation of off-site centralized disposal in primary health care centers.  相似文献

Almost everyone who has been involved in a site remediation project has seen schedules slip and costs escalate due to political pressure from the public or the press. While focusing on remediation technologies and containment techniques to control costs, many organizations have neglected a major cost driver—public opinion. This article examines community relations from the perspective of an organization trying to control costs during a site remediation project. It details the strong correlation between the cost of a site cleanup and the level of public dissatisfaction and provides an organization with specific strategies on how to use proven communications techniques to lower costs. Examination of several case studies is provided, including a study involving a site in which community representatives actively worked to reduce project costs. It is clear that any responsible cleanup must be protective of public health and the environment. But it is becoming increasingly apparent that wise allocation of available resources has a profound effect on the program's ability to ensure public and environmental safety. In many cases, it has been proven that some costly cleanups—for example, involving excavation—sometimes actually increase risk by creating an exposure pathway where none existed before. In turn, such cleanups waste resources that are needed elsewhere. The challenge in dealing with this complicated issue is to help stakeholders understand the true ramifications of the choices that are faced at each site. If these stakeholders feel uninformed, powerless, or excluded from the process, it is likely that they will be unable to enter a productive discussion. The community relations programs outlined in documents such as a Superfund guidance can be helpful in familiarizing the community with site-related issues and with gathering public input. These activities act as a baseline for the programs discussed in this article. However, existing programs are not focused on providing a strategic advantage in reaching cleanup solutions and balancing health and environmental considerations with economic considerations.  相似文献

Landfills have been the dominant alternative for disposal of solid waste and there are tens of thousands of closed landfills throughout the world that require a long-term management strategy. In contrast to approaches based on time or target values, this paper describes a performance-based methodology for evaluation of post-closure care (PCC). Using the methodology, critical components of PCC at a landfill, including leachate and gas management, groundwater monitoring and cover integrity, are considered to determine whether a landfill meets defined conditions for functional stability and can transition from regulated PCC to a post-regulatory custodial care program representing de minimus care activities only. The methodology is predicated on understanding the biological, chemical, and physical behavior of a landfill and the presence of sufficient data to verify expected trends in landfill behavior. If an evaluation suggests that a change can be made to PCC, the landfill owner must perform confirmation monitoring and then surveillance monitoring at a decreasing frequency to verify that the change is protective of human health and the environment. A hypothetical case study showed that using the methodology to evaluate site-specific PCC requirements could result in increased environmental protection at comparable cost by spending available funds where they are most needed.  相似文献

Deficiencies in design and execution render stormwater‐runoff monitoring programs for many hazardous chemical sites inadequate for assessing the potential environmental quality and public health impacts of chemicals in the runoff. Two pervasive problems are the use of analytical methods that are inadequate for measuring certain hazardous chemicals at potentially hazardous concentrations, and the application of “criteria/standards” that are inappropriate for evaluating the environmental/public health impacts of chemicals. These concerns are most notable for carcinogens and chemicals that bioaccumulate in edible aquatic organisms, including arsenic, chromium, beryllium, mercury, dioxins, organochlorine pesticides (such as DDT), and polychlorinated biphenyls; unrecognized pollutants; and nanomaterials. In order to appropriately evaluate whether the runoff/discharge from a hazardous chemical site is a threat to human health, the analytical methods must be sufficiently sensitive in critical concentration ranges; sampling regimens need to be sufficiently rigorous to provide reliable characterization of the content of the runoff, receiving water, and, for bioaccumulatable chemicals, levels in edible organisms in receiving water. Proper sampling and analysis will then provide data to enable the appropriate criteria/standards to be applied. © 2010 Wiley Periodicals, Inc.  相似文献
