ABSTRACT

“Community energy” (CE) is argued to be an opportunity to transition to low-carbon energy systems while creating additional benefits for local communities. CE is defined as energy initiatives that place a high degree of emphasis on participation of local community members through ownership and control, where through doing so, benefits are created for the community. The trend has seen considerable growth in many countries over the last decade. Occurring simultaneously is a trend for local communities (e.g. municipalities) to create their own Local Energy Plans (LEPs) – a planning process that articulates energy-related actions (i.e. expected outcomes). While CE and LEPs both address energy activities in a local context, any further connection between these trends remains unclear.

This research develops a framework, based on CE and LEP literature, to assess LEPs for their relevance to CE. The research analyses 77 LEPs from across Canada for the ways in which they address the three components that define CE: community participation, community ownership, and community capacity. The main findings are that LEPs have emerged as a process that is both relevant to CE and capable of strategically addressing its components. Despite this, LEPs do not appear to reveal a radically different approach to the “closed and institutional” models of traditional community involvement practices. The investigation suggests that for CE advocates, LEPs may be considered to be an important avenue to pursue CE ambitions. LEPs could increase their relevance to CE by improving the processes and actions related to all three CE components.  相似文献

ABSTRACT

It is the promise of smart grids – their anticipated role in meeting economic, social, environmental policy objectives – that is driving action on smart grids worldwide, while the reality is rather more messy. This paper is about the implementation of smart grids in Australia, and examines the degree to which environmental and social promises have materialised (or not) within two large energy smart grid initiatives undertaken in the period 2009–2014: the federal government-sponsored Smart Grid Smart City Program and the State of Victoria’s Advanced Metering Infrastructure Program. The analysis draws on a governmentality approach to examine how the promise of smart grids has not for the most part been delivered, concentrating in particular on how new digital technologies have not “behaved” in the way originally planned. Within a governmentality framework, it is generally assumed that technologies work to support government programmes, to accomplish governance. But growing evidence points to smart grid technologies undermining the promise of smart grids. Such a finding stands at odds with the assumption in governmentality about technologies doing work in consort with rationalities of government.  相似文献

A notable feature of development aid since the 1960s has been a paradigm shift from centralised project planning and management to decentralised approaches. The transition from top-down to bottom-up elevates the concept of localism in project management for vulnerable groups. This change resonates well in community-based resource management schemes in privileging the locale in terms of generation of knowledge and how problems and remedies are enunciated. Localism conceptualised as devolving central-level government functions to non-state actors in social service delivery is contradictory and seems to negate state powers. This paper explores this trajectory to explicate the forms of localism and the contradictions from its multiple conceptualisations that influence energy access. Using qualitative methodology and interviews, it analyses renewable energy projects directed at poverty alleviation in rural communities in Nigeria while deploying a political ecology framework of power relations to highlight the dynamics of localism. While localism is touted as a constraint in the development process due to localism of action, the paper demonstrates its prospects and how scaling-up of operations may augur well for altering its conceptualisation and with far-reaching consequences for community sustainable energy projects.  相似文献

This paper examines participatory budgeting (PB) as an instrument of localism – the devolution of political governance with the aim to produce sustainable democratic communities. This will be achieved through a detailed exploration of the decision-making mechanisms for creating local governance through PB schemes designed and organised by the Cornwall Council (UK). First introduced in the UK by the previous Labour administration in 2008, PB has become a tool of the Conservative-Liberal Democrat coalition government and is central to the neoliberal ethos of Big Society and localism. In a time of rapid political change, we respond to Eaton's [2008. From feeding the locals to selling the locale: adapting local sustainable food projects in Niagara to neocommunitarianism and neoliberalism. Geoforum, 39, 994–1006, 996] suggestion that greater attention be paid to “the specificities of particular neoliberal projects” by focusing on the micro-politics of PB. We draw upon empirical evidence from PB pilot schemes run in rural Cornwall in 2008, examining the effect of “nudging” decision-making. Grounding this inquiry in the existing literature on neoliberal statecraft, this paper investigates the role of government technologies which seek to frame local governance using mechanisms of libertarian paternalism [Painter, J., 2008. European citizenship and the regions. European Urban and Regional Studies, 15, 5–19; Painter, J., 2010. Rethinking territory. Antipode: A Radical Journal of Geography, 42, 1090–1118; MacLeavy, J., 2008. Neoliberlising subjects: the legacy of new labour's construction of social exclusion in local governance. Geoforum, 39, 1657–1666]. We argue in this paper that neoliberal ideology has integrated the epistemology of behavioural economics. We draw conclusions commensurate with the outcomes of PB projects conducted in Latin America, namely that citizens can be steered towards making certain decisions. We assert that in order to direct decision-making successfully, governmental “top-down” frameworks and goals need to be married with local geographies and “bottom-up” local desires and aspirations, thereby enabling a “countervailing power” [Sintomer, Y., Herzberg, C. and Rocke, A., 2008. Participatory budgeting in Europe: potentials and challenges. International Journal of Urban and Regional Research, 32, 164–178] to develop. This power is exercised by a participating and scrutinising citizen that contribute towards, and balance, governmental practices of PB. With a wider governmental emphasis on designing or “architecting” choice in opportunities for local governing, there is now an even greater necessity to recognise the context of geography in local government community-orientated initiatives.  相似文献

In this paper, we examine the claims that competing networks make over the safety or risk attached to an energy-from-waste (EfW) plant in Crymlyn Burrows in South Wales. The paper draws upon a governmentality perspective and identifies three networks at the heart of decision-making: a dissenter network, a developer network and a regulatory network. The arguments put forward by the networks reveal much about how power relations are realised at a local level. The paper draws upon a longitudinal case study approach to demonstrate that networks have a life beyond a development decision and that key actors can align themselves with competing networks at different points in the development and operation phase of an EfW plant.  相似文献

Using the Foucauldian theoretical framework of governmentality, this paper examines the role of regulative ‘technologies of government’ in climate change adaptation. The paper examines such technologies and underlying rationalities in a multi-level context, in three European countries that represent different stages of adaptation policy development: the UK, Finland and Sweden. Drawing upon policy documents and interviews at different levels, the paper illustrates differences in technologies of government for adaptation between the relatively ‘regulative’ UK state system and Finland and Sweden's traditional legalistic and welfarist systems. The study illustrates that, while the treatment of adaptation as an issue on a national level coheres with national rationalities, local and regional levels show a diversity in the development of bottom-up adaptation technologies.  相似文献

This paper is concerned with the ways in which Danish municipalities seek to mitigate climate change through a range of governance strategies. Through the analysis of ten municipal climate plans using the framework of Mitchell Dean, as well as extensive ethnographic fieldwork in two municipalities, this paper explores how local climate change mitigation is shaped by particular rationalities and technologies of government, and thus seeks to illustrate how the strategies set out in the plans construe climate change mitigation from a certain perspective, thereby rendering some solutions more likely than others and recasting citizens as passive consumers who are to be guided to consume in more climate-friendly ways in the process.  相似文献

This paper clarifies the competing discourses of sustainability and climate change and examines the manifestation of these discourses in local government planning. Despite the increasingly significant role of sustainability and climate change response in urban governance, it is unclear whether local governments are constructing different discourses that may result in conflicting approaches to policy-making. Using a governmentality approach, this paper dissects the contents of 15 Canadian local governments’ sustainability plans. The findings show that there are synergies and tensions between discourses of sustainability and climate change. Both share discursive space and shape local governance rationalities, though climate change response logics are not necessarily highlighted even where the action could result in greenhouse gas (GHG) emission reductions. In some cases, existing GHG intensive practices are being rebranded as ‘sustainable’. This suggests a tension between discourses of sustainability and climate change that may complicate attempts to address climate change through local sustainability planning.  相似文献

This paper analyses, by using a constructivist methodology, how sustainability is perceived by Russian urban and regional planners and how environmental planning is understood on a discursive level. The planning discourse, which was reconstructed primarily with the help of 14 thematic interviews undertaken in St Petersburg, is positioned on the axes of the triangle of planning contradictions. The analysis shows that the promoted planning paradigm – the interpretations about the priorities of environmental planning – stem from the expert-centred approach of the Soviet era, and poorly suits the changing governmentality of St Petersburg. Due to regime changes, a significant step from a mute to a reflective governmentality was taken in St Petersburg, but the professional planning discourse is in conflict with this context reality and prohibits a more sustainable planning standpoint from developing.  相似文献

ABSTRACT

The proliferation of smart technologies, big data, and analytics is being increasingly used to address urban socio-environmental problems such as climate change mitigation and carbon control. Electricity systems in particular are being reconfigured with smart technologies to help integrate renewable generation, enhance energy efficiency, implement new forms of pricing, increase control and automation, and improve reliability. Many of these interventions are experimental, requiring real-world testing before wider diffusion. This testing often takes place in “urban living labs,” integrating urban residents as key actors in experimentation with goals for broader sustainability transitions. In this paper, I investigate one such urban living lab focused on smart grid research and demonstration in a residential neighbourhood in Austin, Texas. I develop a framework based in governmentality studies to critically interrogate urban experimentation. Findings suggest that the focus of experimentation devolves urban imperatives into individual responsibilities for socio-environmental change. Managing carbon emissions through energy efficiency, renewable energy, and conservation is promoted as a form of self-management, wherein households reconfigure everyday activities and/or adopt new technologies. At the same, sociotechnical interventions are shaped by technology companies, researchers, and policy-makers marking a central feature of contemporary urban entrepreneurialism. This skews the potential of active co-production, and instead relies on the delegation of responsibility for action to a constrained assemblage of smart technologies and smart users.  相似文献

Since the inception of the Task Force on Climate Related Financial Disclosures (TCFD) and its publication of a series of guidelines to instruct companies how to respond to climate change, physical and transition risks have become must-know terms for businesses around the world. The development of various physical and transition risk assessment tools has become an urgent task for not only climate service companies but also for the scientific research community. Nevertheless, there is still an obvious gap between the contribution of the scientific research community and enterprise needs for clarification of the TCFD requirements. This article draws on interviews from representatives of more than a dozen related corporations and institutions in Taiwan, including private firms, research units, and industry associations, to understand and summarize their experience and expectations for the research community's contributions to TCFD alignment. The interview findings point out that physical risk assessment, transition risk assessment, data/information disclosure and integration, and policies and systems are the most concerned aspects of the interviewees. Based on these findings, the paper then provides suggestions for improvement by the research community, policy makers, and decision makers, including appropriate policies and systems, localized high-quality climate services, and international competition, helping to effectively bridge the gap between daily research work and external expectations for the research results.  相似文献

This article delineates concepts of eco-modernisation and urban sustainability (including its associated discourses), elucidating Foucault's notion of governmentality and examining select moments of contested urban governance in the neighbourhood of Old Ottawa South, in Ottawa, Ontario, Canada. It shows how intensification – a “compact city approach” to urban sustainability – as both policy and practice, serves to both discipline and regulate by “conducting the conduct” of environmental and entrepreneurial subjects. It reveals that zoning has more explicitly become a political technology (albeit a flexible one) for achieving “highest and best use” of private property, privileging intensification projects proposed by developers, through a hierarchical exercise of state power that privileges market processes, while undermining community values and priorities.  相似文献

The experience of the International Expert Panel on Environment for the Xiaolangdi dam/reservoir project in China (XEP) showed that the Panel meetings resulted in a marked improvement in project environmental performance by all parties participating in project implementation, with no parties exempt from the Panel's evaluations. Unfortunately the Loan Agreement authorizes use of the Panel only through the project stages of final design and construction, hence the 12th Panel meeting, which matched project construction completion, ended this series. The Panel has recommended that some meetings of the Panel be held during the project's operations stage in order to maintain continuing attention to environmental needs. The XEP experience showed that the XEP, in addition to monitoring project environmental performance, was very valuable for (i) training of Chinese staff involved in project implementation, and (ii) serving in the role as expert consultant for guiding the work of the Chinese participants. The XEP experience also showed the need for making a clear separation between evaluation, the overall resettlement program per se, and the environmental effects of the program. The Panel recommended that the Ministry of Water Resources and World Bank cooperate in sponsoring a book on The Environmental History of the Xiaolangdi Project, including both dam construction as well as resettlement problems, which would serve as a very valuable reference for guiding environmental planning for future dam projects in China (Ludwig, H.F. 1994–2000).  相似文献

Growing dissatisfaction with the globalised food system, articulated on the behalf of both producers and consumers, has caused a variety of public debates surrounding the ethics of food production and consumption to become increasingly visible in society over the last two decades. Simultaneously, farmers’ markets (FMs) and other forms of direct marketing have experienced a noteworthy increase in participants, indicating an emerging demand for an alternative to conventional food networks, alternatives that are often perceived as providing a more just and moral relationship to food production and consumption. This study examines consumer and producer motivations for participation in FMs and opinions towards conventional and alternative agriculture in order to elucidate what (if any) values and morals are shared among producers and consumers. This study draws upon the theoretical framework of moral economy to understand whether these shared values suggest FM participants are working to co-create an alternative economy based on “moral” principles such as fairness, justice, and reciprocity. This mixed-methods study consists of consumer surveys (N?=?377) and semi-structured interviews with producers (N?=?17) from five FMs in the state of Delaware. The results suggest that producer and consumer motivations to participate in FMs, particularly a shared emphasis on social value, are indicative of a sense of moral economy. However, this moral economy is complicated by tension towards consumers and the alternative food movement more generally expressed on behalf of producers.  相似文献

The control of water pollution in China's South-North Water Transfer Project (SNWTP) is examined through the lens of promotion tournaments as Chinese governmentality to offer a special perspective on China's hydro-politics and Chinese manners of water pollution control. This paper characterizes the existing form of governmentality in the SNWTP, pointing to its problems and potential resolutions. The promotion tournament is a market system with authoritarian control, designed to reconcile the incentives of local officials and the central managers of the SNWTP. This governmentality embodies characteristics of China's authoritarian water management system: centralized personnel control combined with market-oriented promotion competitions. However, a clear conflict between the requirements of ecological modernization and the use of power in China's water management system leads to distorted behaviors among local officials, an important source of problems in China's water management system. Compared to promotion tournaments, payments for ecosystem services or eco-compensation are applications of neoliberal environmentalism that could overcome the shortcomings of tournaments, and become the most critical governmentality for water pollution control in the SNWTP.  相似文献
