低碳城市是一种实现低碳经济、进行低碳生产与消费、形成低碳生活、建设良性与可持续发展的能源生态体系的城市模式。通过调控城市绿地系统、优化城市开放空间,有利于低碳城市理念下的生态城市建设,实现城市的可持续发展。首先对低碳城市建设与城市绿地系统优化的关系进行了分析;其次对郑州城市绿地系统建设存在的主要问题进行了探讨,借助AreGIS9.3软件分析了郑州市绿地服务区的影响范围;最后基于城市绿地系统优化原则提出四方面的优化建议——注重城市的生态设计;优化绿地系统的空间布局;实现“点”、“线”、“面”的有机结合;实施适度的绿地容量限制;发展立体绿化与推广绿色建筑材料的使用。  相似文献

Urban resilience assessment can help planners understand the status of resilience in an urban system and identify needs for improving resilience capacities. The issues related to urban resilience are complex because of multiple urban system components, threats from different sources, and uncertainty of the future. Urban resilience theories have progressed to consider an urban system as an integrated complex system; however, urban resilience assessments are inconsistent and underdeveloped in assessing an integrated urban system for different threats at various uncertainties. In an effort to address this deficiency, we propose to develop an Integrative Urban Resilience Capacity Index (IURCI) for assessing urban resilience capacity for all threats. To improve the quality of urban resilience assessment, the IURCI considers urban physical form, spatial structure, preparation for future, and performance after plan implementation to measure resilience capacities of absorption, mitigation, and adaptation. It is built in a Scenario-Based Planning Support System (SB-PSS). The SB-PSS is a framework and an open system that integrates IURCI with scenario generation, modeling, and assessment to inform the public, planners, and other stakeholders about the consequences of different planning policies and to assist them make decisions for implementing a preferred scenario.  相似文献

"多规合一"是未来规划编制与管理城市的必然发展趋势。最小生态安全距离不仅是探索"多规合一"的重要技术工具,也是"多规合一"中空间管控的重要内容。最小生态安全距离以资源环境承载力为基础核心,是城市开发不能逾越的距离。划定最小生态安全距离是为了满足城市生态系统良性循环、生态系统服务功能正常运转以及环境容量不超载,城市间或城市功能单元间经济社会活动空间间隔的最小距离。利用最小生态安全距离划定出的基本规避空间,可以让环规、城规和土规实现统一的空间管控的最终目标。依靠最小生态安全距离,能够科学地划定城市布局,提升城镇化发展质量和空间管控质量,更好地实现城市规划的编制与管理。  相似文献

During summer heatwaves, heat load exacerbates in urban heat islands (especially in hot climates) and threatens public life in cities. This paper examines the links between urban microclimates, outdoor thermal discomfort and public life through an exploratory case study. Heat resilience is highlighted as the ability of the space to support its normal activities when experiencing out-of-comfort temperatures. It also reports on the correlations between heat sensitive outdoor activities and urban greenery in three disparate case studies in Adelaide. Results indicate that necessary and optional activities start to decline after the apparent temperature reaches the threshold of 28?°C–32 °C, while activities in public spaces with more urban greenery show higher resilience to heat stress. Research findings propose heat resilience as a quality indicator in public space and support the application of urban greenery to make urban settings more resilient to heat stress.  相似文献

城市绿地是城市生态系统的重要组成部分,在改善城市生态系统方面有重要作用。现今交通是城市环境中的主要噪声来源,城市道路绿地是交通噪声治理的有效方式之一。本文选取杭州市西湖区不同等级的三条道路(紫金港路、天目山路和丰潭路)作为研究对象,利用手持噪声测量仪测量实时噪声对不同道路等级和距离的绿地降噪效果进行分析。研究发现,杭州市三条道路存在以下问题:(1)噪声距离道路越远越低,且噪声平均衰减率表明绿地降噪效果为主干道次干道快速路;(2)配置模式为乔木+灌木+地被的绿地植物群落的降噪效果最佳,且乔木和灌木交错的种植形式在降噪效果上优于灌木在前、乔木在后的排列式种植;(3)当道路绿地宽达到15m时,植物群落降噪效果会有大幅度提升,且快速路与次干道在距离为15m处,植物群落降噪能力最佳。  相似文献

Rapid urbanisation, lack of proactive planning and improper allocation of resources may result in socio-economic disparity among and within cities, causing social unrest and environmental injustice in the neighbourhoods. This study aims to examine whether the planning standards for housing schemes in Pakistan are able to maintain equitable access to green spaces within the cities. Ten residential sites in Sheikhupura city with different housing unit sizes and densities were selected for the study. The supply of urban green infrastructure in housing scheme has been assessed: (i) by comparing the percentage of green spaces, including community parks and open spaces and street landscape; and (ii) by calculating per dwelling unit and per capita share of green spaces. These indicators have been studied against the housing density and population density of the schemes by applying correlation and linear regression models. The results show that all the housing schemes plans provide for similar amounts of green space as a percentage of total area. The per capita share of green spaces is very low in high-density areas, but interestingly, the street landscape has a higher potential to contribute to the overall landscape in high-density neighbourhoods, compensating for low per capita green space. Housing unit density and population density must be incorporated in planning standards so planners can effectively devise a mix of community parks, street landscape and private green spaces to help maintain per capita green spaces, and hence environmental resource equality in different parts of the city.  相似文献

Securing sustainable livelihood conditions and reducing the risk of outmigration in savanna ecosystems hosted in the tropical semiarid regions is of fundamental importance for the future of humanity in general. Although precipitation in tropical drylands, or savannas, is generally more significant than one might expect, these regions are subject to considerable rainfall variability which causes frequent periods of water deficiency. This paper addresses the twin problems of “drought and desertification” from a water perspective, focusing on the soil moisture (green water) and plant water uptake deficiencies. It makes a clear distinction between long‐term climate change, meteorological drought, and agricultural droughts and dry spells caused by rainfall variability and land degradation. It then formulates recommendations to better cope with and to build resilience to droughts and dry spells. Coping with desertification requires a new conceptual framework based on green‐blue water resources to identify hydrological opportunities in a sea of constraints. This paper proposes an integrated land/water approach to desertification where ecosystem management supports agricultural development to build social‐ecological resilience to droughts and dry spells. This approach is based on the premise that to combat desertification, focus should shift from reducing trends of land degradation in agricultural systems to water resource management in savannas and to landscape‐wide ecosystem management.  相似文献

为科学评估城市发展质量,本文界定了城市发展质量内涵,将资源环境纳入城市发展质量分析框架中,构建城市协调发展和绿色发展两套指标体系,定量评估2005—2015年南京城市发展质量。结果显示:在协调发展方面,南京城市发展协调度总体呈升高趋势,经济社会与资源环境关系经历了中度失调衰退(2005—2007)、低度耦合协调(2008—2013)和中度耦合协调(2014—2015)三个阶段,但与高度耦合协调发展阶段还有较大差距;在绿色发展方面,近5年南京绿色发展水平逐年升高,资源消耗和环境损害指标的改善程度明显高于经济发展和生态效益指标,各辖区绿色发展水平空间差异显著。南京城市发展质量变化特征与城市发展方式、城市发展阶段和生态环境建设等因素关系密切。  相似文献

After briefly reviewing key resilience engineering perspectives and summarising some green infrastructure (GI) tools, we present the contributions that GI can make to enhancing urban resilience and maintaining critical system functionality across complex integrated social–ecological and technical systems. We then examine five key challenges for the effective implementation of GI that include (1) standards; (2) regulation; (3) socio-economic factors; (4) financeability; and (5) innovation. We highlight ways in which these challenges are being dealt with around the world, particularly through the use of approaches that are both context appropriate and socially inclusive. Although progress surmounting these challenges has been made, more needs to be done to ensure that GI approaches are inclusive and appropriate and feature equally alongside more traditional ‘grey’ infrastructure in the future of urban resilience planning. This research was undertaken for the Resilience Shift initiative to shift the approach to resilience in practice for critical infrastructure sectors. The programme aims to help practitioners involved in critical infrastructure to make decisions differently, contributing to a safer and better world.  相似文献

Urban flooding has become more serious and worldwide in recent years, especially in the big cities of developing countries. This study uses a multi-criteria analysis (MCA) approach to evaluate the applicability of sustainable urban drainage systems (SUDS), a flood control measure, in the central part of Ho Chi Minh City, Vietnam. The output of the personal computer storm water management model along with interviews with 140 households was used to assess the efficacy and acceptability of four SUDS alternatives: rainwater harvesting, green roof, urban green space and pervious pavement. On technical performance, green roof was the best alternative, followed by pervious pavement, urban green space and rainwater harvesting. Results of the social survey, however, diverged largely from the results of the technical assessments. In particular, people generally prefer public SUDS such as urban green space and pervious pavements to household solutions. With respect to the MCA, we applied four different procedures: Borda count, pair-wise voting, range of value and analytic hierarchy process. Despite some differences, the integrated results from MCA largely agree that urban green space is the most favourable type of SUDS, followed by green roof, pervious pavement and rainwater harvesting.  相似文献

We examined the principal effects of different information network topologies for local adaptive management of natural resources. We used computerized agents with adaptive decision algorithms with the following three fundamental constraints: (1) Complete understanding of the processes maintaining the natural resource can never be achieved, (2) agents can only learn by experimentation and information sharing, and (3) memory is limited. The agents were given the task to manage a system that had two states: one that provided high utility returns (desired) and one that provided low returns (undesired). In addition, the threshold between the states was close to the optimal return of the desired state. We found that networks of low to moderate link densities significantly increased the resilience of the utility returns. Networks of high link densities contributed to highly synchronized behavior among the agents, which caused occasional large-scale ecological crises between periods of stable and high utility returns. A constructed network involving a small set of experimenting agents was capable of combining high utility returns with high resilience, conforming to theories underlying the concept of adaptive comanagement. We conclude that (1) the ability to manage for resilience (i.e., to stay clear of the threshold leading to the undesired state as well as the ability to re-enter the desired state following a collapse) resides in the network structure and (2) in a coupled social–ecological system, the systemwide state transition occurs not because the ecological system flips into the undesired state, but because managers lose their capacity to reorganize back to the desired state. Rapidly growing cities along the Interstate-85 corridor from Atlanta, GA, to Raleigh, NC, rely on small rivers for water supply and waste assimilation. These rivers share commonalities including water supply stress during droughts, seasonally low flows for wastewater dilution, increasing drought and precipitation extremes, downstream eutrophication issues, and high regional aquatic diversity. Further challenges include rapid growth; sprawl that exacerbates water quality and infrastructure issues; water infrastructure that spans numerous counties and municipalities; and large numbers of septic systems. Holistic multi-jurisdiction cooperative water resource planning along with policy and infrastructure modifications is necessary to adapt to population growth and climate. We propose six actions to improve water infrastructure resilience: increase water-use efficiency by municipal, industrial, agricultural, and thermoelectric power sectors; adopt indirect potable reuse or closed loop systems; allow for water sharing during droughts but regulate inter-basin transfers to protect aquatic ecosystems; increase nutrient recovery and reduce discharges of carbon and nutrients in effluents; employ green infrastructure and better stormwater management to reduce nonpoint pollutant loadings and mitigate urban heat island effects; and apply the CRIDA framework to incorporate climate and hydrologic uncertainty into water planning.  相似文献

本文以成渝城市群、长江中游城市群和长三角城市群为研究对象,解析不同空间尺度下绿色发展与生态足迹时空变化特征,并结合耦合协调度模型、环境库兹涅茨曲线(EKC)理论探究绿色发展与生态足迹的关联特征。研究表明,长江经济带城市群2000—2015年绿色发展水平逐年提升,约16.44%的城市达到较高水平,空间上呈现“东部高、西部低”的特征。人均三维生态足迹增长逐渐趋缓,成渝城市群达到峰值(5.21hm2)后逐年稳定下降。长江经济带绿色发展与生态足迹处于良好协调状态,绿色经济的快速发展带动了耦合协调度的提高。绿色发展与生态足迹存在倒“ U”形EKC曲线关系,由于自然资源基础和产业结构差异,成渝城市群(拐点出现在2008年)绿色发展与生态足迹协调关系好转早于中下游城市群(拐点分别在2019年、2012年)。四川、安徽应作为降低资源消耗的重点对象,未来应进一步加强区域中心城市的辐射带动作用,拉动周围城市提高绿色发展水平。研究成果能为区域绿色发展与生态环境协同管理提供思路与理论支持。  相似文献

以成渝地区双城经济圈为空间载体,运用熵值法、重心模型和修正耦合协调度模型等方法,分析了2005—2019年成渝地区双城经济圈城市韧性与科技创新的发展水平、重心变动特征及耦合协调发展水平。结果表明:①城市韧性和科技创新的发展水平均呈稳步提升态势,但整体发展水平较低。②城市韧性与科技创新的重心经历了复杂的迁移过程,且二者重心的空间叠置性显著上升,迁移方向基本趋于一致,空间耦合趋势明显。③城市韧性与科技创新的耦合协调水平稳步提升,但整体仍处于失调阶段,总体呈“成都、重庆双核高,周边低”的空间分布格局,且科技创新滞后现象日益突出。  相似文献

国家高新区是新时代中国落实创新驱动发展战略、实现经济高质量发展和绿色发展的重要制度安排。本研究以2008年之后设立了国家高新区的城市为实验组,以一直未设立国家高新区的城市为对照组,形成2003—2019年的231个城市的面板数据,采用多期双重差分法实证检验国家高新区的设立对城市绿色发展水平的驱动作用及其机制。研究发现,设立国家高新区能显著提升城市绿色发展水平,但提升效应有待进一步加强。其机制主要是国家高新区通过提高经济增长质量和资源节约利用水平,提升环境治理和生态保护水平,改善居民绿色行为和居住环境,进而提升城市的绿色生产指数、绿色生态指数和绿色生活指数。以上结论表明国家高新区可通过推动产业结构提档升级和节能减排来进一步增强绿色先行示范作用,引领城市绿色发展。  相似文献

Policy-makers view community resilience as fundamental to mitigating loss and damage from climate-related disasters. Although energy has been devoted to defining resilience, less effort has been devoted to analysing the effects of resilience on loss and damage, which is critical in places with limited capacity for adaptation. We use survey data to develop a composite index of community resilience in Fiji and then evaluate the extent to which community resilience mitigates loss and damage. We find that community resilience is negatively correlated with damages over which human intervention may be effective, but not with damages over which intervention is less effective, suggesting that community resilience may limit impacts. We further find that this result holds for a cyclone (about which communities had substantial advance warning) but not for river flooding (for which communities had little advanced warning), suggesting that early warning is necessary for community resilience to become responsive.  相似文献

Recent “green” planning initiatives envision food production, including urban agriculture and livestock production, as desirable elements of sustainable cities. We use an integrated urban political ecology and human–plant geographies framework to explore how foraging for “wild” foods in cities, a subversive practice that challenges prevailing views about the roles of humans in urban green spaces, has potential to also support sustainability goals. Drawing on research from Baltimore, New York City, Philadelphia, and Seattle, we show that foraging is a vibrant and ongoing practice among diverse urban residents in the USA. At the same time, as reflected in regulations, planning practices, and attitudes of conservation practitioners, it is conceptualised as out of place in urban landscapes and an activity to be discouraged. We discuss how paying attention to urban foraging spaces and practices can strengthen green space planning and summarise opportunities for and challenges associated with including foragers and their concerns.  相似文献
