Chronology of Awareness About US National Park External Threats   总被引:1,自引:0,他引:1  
The objective of this paper is to raise understanding of the history of protected area external threat awareness in the United States and at World Protected Area Congresses. The earliest concerns about external threats to US national parks began in the late nineteenth century: a potential railroad transgression of Yellowstone National Park in the 1880s. During the early and mid 1930s, George Wright and colleagues focused on outside boundary concerns like of hunting and trapping of furbearers, grazing, logging, disease and hybridization between species. In the 1960s, a worldwide recognition began about the role of outside habitat fragmentation/isolation on nature reserves and human generated stressors crossing their boundaries. The State of the Park Report 1980 added a plethora of threats: oil/gas and geothermal exploration and development, hydropower and reclamation projects, urban encroachment, roads, resorts, and recreational facilities. The early 1980s ushered in political interference with NPS threats abatement efforts as well as Congressional legislative initiatives to support the abatement challenges of the agency. By 1987, the Government Accounting Office issued its first report on National Park Service (NPS) progress in dealing with external threats. Climate change impacts on parks, especially in terms of animals adjusting their temperature and moisture requirements by latitude and altitude, surfaced in the technical literature by the mid-1980s. By 1992, the world parks community stressed the need to integrate protected areas into the surrounding landscape and human community. The importance of the matrix has gradually gained appreciation in the scientific community. This chronology represents one example of national park and protected areas’ institutional history contributing to the breath of modern conservation science.  相似文献

In the tropics and sub-tropics, where high levels of biodiversity co-exist with some of the greatest levels of population density, achieving complete exclusion in protected area contexts has proved close to impossible. There is a clear need to recognize that parks are significantly impacted by human–environment interactions in the larger landscape within which they are embedded, and to move the frontier of research beyond the boundaries of protected areas in order to examine larger landscapes where multiple forms of ownership and access are embedded. This research evaluates forest change and fragmentation between 1990 and 2000, in a landscape surrounding the Mahananda Wildlife Sanctuary in the Indian state of West Bengal. This protected forest is bounded to the south by a less intensively protected area, the Baikunthapur Reserve Forest, and surrounded by a mosaic of unprotected, largely private land holdings. Results indicate differences in the extent and spatial pattern of forest cover change in these three zones, corresponding to different levels of government protection, access and monitoring. The two protected areas experience a trend toward forest regrowth, relating to the cessation of commercial logging by park management during this period. Yet, there is still substantial clearing toward peripheral areas that are well connected to illegal timber markets by transportation networks. The surrounding landscape, although experiencing some forest regrowth within less intensively cultivated tea plantations, is also becoming increasingly fragmented, with potentially critical impacts on the maintenance of effective wildlife corridors in this ecologically critical region.  相似文献

Preservation of the biological diversity and ecosystems in protected areas can be achieved through projects linking conservation of the protected areas with improved standards of living for resident peoples within surrounding buffer zones. This is the hypothetical claim of the integrated conservation and development project (ICDP) approach to protected area management. This paper, based on several years of experience with the Ranomafana National Park Project in Madagascar, questions the major assumptions of this approach from ethical and practical perspectives. The four basic strategies available to ICDPs – protected areas, buffer zones, compensation, and economic development – are analyzed and shown to be deficient or untested in the case of Ranomafana. Recommendations are made to explore conservation models other than the western conception of the national park, to modify the notion of a buffer zone outside the protected area, to redistribute money or other resources directly to the poor people living in and around the protected areas, and to eliminate the middle men in the development business. An appeal is made to focus on local education, organization and discipline in order to promote self-determination and self-reliance among resident peoples of protected areas. The paper argues that a public works program, similar to the Roosevelt administration's Civilian Conservation Corps of the 1930s, funded through a hard-currency endowment or other innovative financing mechanism, should be tried as a replacement for the currently questionable ICDP approach at Ranomafana.  相似文献

The impacts of land use and land cover (LULC) change in buffer zones surrounding protected ecological reserves have important implications for the management and conservation of these protected areas. This study examines the spatial and temporal patterns of LULC change along the boundary of Rio Abiseo National Park in the Northern Peruvian Andes. Landscape change within four ecological zones was evaluated based on trends expected to occur between 1987 and 2001. Landsat TM and ETM imagery were used to produce LULC classification maps for both years using a hybrid supervised/unsupervised approach. LULC changes were measured using landscape metrics and from-to change maps created by post-classification change detection. Contrary to expectations, tropical upper wet montane forest increased despite being threatened by human-induced fires and cattle grazing of the highland grasslands inside the park. Within the park’s buffer zone, tropical moist forest remnants were fragmented into more numerous and smaller patches between 1987 and 2001; this was in part due to conversion into agricultural land. The methods used in this study provide an effective way to monitor LULC change detection and support the management of protected areas and their surrounding environments.  相似文献

Cross-boundary issues for national parks: What works “on the ground”   总被引:1,自引:0,他引:1  
In recent years, cross-boundary management has become an essential part of park management. In this article we compare the perspectives of managers of several US national parks to the advice on this issue presented in the published literature. Data were obtained from interviews of the superintendents, assistant superintendents and resources managers of five major western national parks and from a survey of participants in a NPS workshop attended by park superintendents, scientists, and resource managers; law enforcement personnel; and interpreters. Three themes related to boundary management were consistently stressed by park managers: (10 a lack of sufficient funds and personnel within the parks; (2) the need for reliable information on both political and natural processes; and, (3) the importance of personal interactions between park staff and individuals from the surrounding area. Basic data collection, the documentation of trends, cooperative groups and personal contacts, educational programs, and land acquisition were the most useful strategies. A lack of funds and information, ineffective communication, enforcement problems, and a lack of motivation for parties to reach a negotiated agreement were the most serious obstacles. A wide range of valuable institutional knowledge concerning boundary management exists within the National Park Service; however, there appears to be a gap between published strategies and the approaches that work “on the ground”.  相似文献

Current United States National Park Service (NPS) management is challenged to balance visitor use with the environmental and social consequences of automobile use. Wildlife populations in national parks are increasingly vulnerable to road impacts. Other than isolated reports on the incidence of road-related mortality, there is little knowledge of how roads might affect wildlife populations throughout the national park system. Researchers at the Western Transportation Institute synthesized information obtained from a system-wide survey of resource managers to assess the magnitude of their concerns on the impacts of roads on park wildlife. The results characterize current conditions and help identify wildlife-transportation conflicts. A total of 196 national park management units (NPS units) were contacted and 106 responded to our questionnaire. Park resource managers responded that over half of the NPS units’ existing transportation systems were at or above capacity, with traffic volumes currently high or very high in one quarter of them and traffic expected to increase in the majority of units. Data is not generally collected systematically on road-related mortality to wildlife, yet nearly half of the respondents believed road-caused mortality significantly affected wildlife populations. Over one-half believed habitat fragmentation was affecting wildlife populations. Despite these expressed concerns, only 36% of the NPS units used some form of mitigation method to reduce road impacts on wildlife. Nearly half of the respondents expect that these impacts would only worsen in the next five years. Our results underscore the importance for a more systematic approach to address wildlife-roadway conflicts for a situation that is expected to increase in the next five to ten years.  相似文献

Balancing recreation and conservation is an important issue in Canada's parks and protected areas. Increased levels of visitation to parks, especially to backcountry areas, create undue pressure on natural resources, resulting in a variety of ecological impacts. This paper illustrates the issue of visitor-induced changes on the chemical composition of soils in Mt Robson Provincial Park, British Columbia. Soil samples were collected from dish wash stations and fire pits (disturbed sites) at seven campgrounds located along two popular backcountry trails, and were compared to samples obtained from adjacent undisturbed control sites. Analysis of soil samples suggest that the lower amounts of aluminum, potassium, magnesium and sodium in many of the 'disturbed' samples can be related to intense leaching in dish wash stations, and can be attributed to frequent disposal of waste water from washing and cooking activities. Soils in wash stations generally had higher phosphorus, copper and zinc contents as compared to controls. Soils in fire pits were elevated in copper, relative to controls. Results of this study support park regulations that waste water disposal and camp fires be restricted to designated areas. Informing the public of scientific studies helps them understand the consequences of their activities; this may help persuade them to observe park rules and regulations.  相似文献

The concept of naturalness was developed to assess to what degree landscapes represent a natural state. Protected areas are often regarded as the remnants of untouched landscapes although many landscapes commonly perceived as pristine have a long history of human impact. Here, we introduced a historical perspective into the concept of naturalness and the analysis of the effectiveness of protected areas by analyzing historical trajectories in land-cover and forest communities for the Pictured Rocks National Lakeshore on Michigan’s Upper Peninsula (USA). Distribution of land-cover and forest community types was reconstructed for pre-settlement time (around 1850), the height of agricultural expansion (1928), and modern conditions (2000). Naturalness of the landscape was assessed by analyzing similarity between pre-settlement and current conditions and by assessing landscape continuity (1850–1928–2000). We compared changes in the strictly protected park core zone with those in the inland buffer zone with ongoing sustainable logging, and a not protected area adjacent to the park. Forest was the dominant land-cover type over the entire study period. We detected a gradient in land-cover continuity from the core zone (81 % continuity) to the inland buffer zone (74 %) and the area outside the park (66 %). Northern hardwood was the dominating forest type in all time points with high continuity (76 %). In contrast, pine forests show a more dynamic pattern with more than 50 % of the initial forests switching to non-forest or early succession forest types by 1928. More than half of the study area was considered as “natural virgin” (no changes in land-cover and forest community type) with a higher portion within the park than in the adjacent area. In contrast, areas with low naturalness are more abundant outside the park. Our study demonstrates the value of integrating historical information into naturalness assessments and the results provide useful information for future park management. More broadly speaking, our study advances research on the effectiveness of protected areas, by going beyond simple measures of averted deforestation, and introducing approaches to directly measure naturalness.  相似文献

/ This study was undertaken to (1) determine the suitability of ecosystems within Mount Spil National Park (Turkey) to human activities by a systematic zoning procedure, and (2) provide the basis for developing sound management strategies based on natural-cultural resource attributes of the park. After assessing natural-cultural resources and human activity requirements, the suitability of three zones (Strict Protection Zone, SPZ; Restricted Use Zone, RUZ; and Recreation and Administration Zone, RAZ) for proposed human activities/land uses was determined in order to maintain ecological sustainability and integrity through a weighting-ranking methodology, based on a grid cell resolution of 1 km x 1 km. Results showed that out of the three management zones, the RUZ in which the recreational activities that do not require physical developments are allowed constituted 82% of the park area as the first priority management zone. The proposed zoning procedure is believed to be a key step to improve management for both the study area and other national parks with the similar landscape features.  相似文献

Tropical deforestation is occurring at an alarming rate, threatening the ecological integrity of protected areas. This makes it vital to regularly assess protected areas to confirm the efficacy of measures that protect that area from clearing. Satellite remote sensing offers a systematic and objective means for detecting and monitoring deforestation. This paper examines a spectral change approach to detect deforestation using pattern decomposition (PD) coefficients from multitemporal Landsat data. Our results show that the PD coefficients for soil and vegetation can be used to detect deforestation using change vector analysis (CVA). CVA analysis demonstrates that deforestation in the Kinabalu area, Sabah, Malaysia has significantly slowed from 1.2% in period 1 (1973 and 1991) to 0.1% in period 2 (1991 and 1996). A comparison of deforestation both inside and outside Kinabalu Park has highlighted the effectiveness of the park in protecting the tropical forest against clearing. However, the park is still facing pressure from the area immediately surrounding the park (the 1km buffer zone) where the deforestation rate has remained unchanged.  相似文献

This study identified the changing preferences of country park visitors in Hong Kong and the potential for such changes to have further negative impacts on the ecologically sensitive areas of country parks. A questionnaire was used to collect feedback from 644 country park visitors to understand their preferences and visitation patterns. To investigate visitors’ preferences and behaviours and to develop better visitor management strategies, the survey data were compared with studies conducted 20 years ago. The results showed that the most popular nature‐based activities of 20 years ago, namely, picnicking and barbecuing, have significantly declined in popularity, while other activities, namely, nature studies and nature photography, have surged in popularity in recent years. These changes in visitor preferences have directly increased the negative impacts of visitors on country parks as they dispersed away from the high intensity recreation zones to the ecological sensitive areas. This emerging group of country park visitors has not been fully considered in the existing approach to visitor management and may irreversibly impact the ecological value of country parks. In this study, visitor management in Hong Kong's country parks was reviewed based on these research findings, and potential improvements were suggested.  相似文献

Myanmar's protected area (PA) system began nearly 150 years ago under royal patronage. Park policies and practices, embodied in 19 pieces of legislation developed sporadically during and after the colonial period. As a result of the FAO-UNDP's Nature Conservation and National Parks Project (1981-1985) the government established the Nature & Wildlife Conservation Division and placed it within the Forest Department as the agency responsible for PA management. As a consequence the number of parks increased from 14 to 33. Myanmar's median park size is less than 50 km(2), but only five parks (15%) are larger than 1000 km(2). Most parks conserve terrestrial habitats; parks encompassing inland wetlands, mangrove, and marine habitats are limited in number and size. Existing PAs unequally represent Myanmar's ecosystems; the Malay Transition, Burmese coast, Burmese Transition and Cardamom Mountains bio-units are under-represented within the system. The effective total PA size (i.e., area of all parks less the area of 13 paper parks) is currently about 2.1%. Budgetary support for parks increased 11% since 1996, but is insufficient to address park needs, particularly in remote parks that are understaffed. Limited education and training of PA staff is a major factor limiting effective park management. Fifty-eight percent of park wardens are educated as foresters, and 42% have university degrees. The average posting in a park is 4 years, which is less than ideal for management continuity. Recommended actions to secure Myanmar's PAs include evaluation and reformulation of policies, increasing representation of Myanmar's habitats within the PA system, management planning, and standardizing protocols for anti-poaching patrols and other forms of law enforcement. Improved leadership training for wardens and range forest officers can also improve park management. Funding for community relations and more integrated management of parks and people can reduce conflicts, while environmental education and outreach activities can provide some needed services. Finally, new ways and means are needed to support these activities. Myanmar's PAs need creative and sustainable means of support, including partnerships with non-government organizations to supplement traditional means of support.  相似文献

Riparian buffer zones can improve water quality and enhance habitat, but a comprehensive yet rapid method that can assist the resource manager in assessing the effectiveness of buffers is not available. The aim of this paper is to describe and illustrate the use of a newly developed field-based evaluation tool for riparian buffer zones in agricultural catchments. The Buffer Zone Inventory and Evaluation Form (BZIEF) incorporates criteria-based scoring systems developed from literature review, subsequent peer-review, and then a pilot field study. Use of the BZIEF is demonstrated by comparing buffer zones in three catchments established for water quality and habitat improvement under the Water Fringe Option agrienvironment scheme in England in order to assess whether the buffers were likely to provide environmental enhancement. Results among the three catchments were generally similar; buffer zones scored highly for their abundant vegetation cover, lack of erosion, stream habitat quality, and sufficient width. Furthermore, previous grassland or arable land use did not substantially affect buffer zone ratings. However, the BZIEF indicated that inappropriate soil characteristics in one catchment were likely to constrain buffer zone effectiveness for improving water quality. In another catchment, poor riparian vegetation diversity and structure may yield ineffective habitat enhancement, according to the BZIEF. It was concluded that the BZIEF might be a useful tool for buffer zone comparison and monitoring, even though more work is needed to test and validate the method. For example, the BZIEF could be used to target appropriate locations for buffer zones and is flexible, so could be adapted for different policies, objectives and regions.  相似文献

Ecological impacts associated with nature-based recreation and tourism can compromise park and protected area goals if left unrestricted. Protected area agencies are increasingly incorporating indicator-based management frameworks into their management plans to address visitor impacts. Development of indicators requires empirical evaluation of indicator measures and examining their ecological and social relevance. This study addresses the development of the informal trail indicator in Yosemite National Park by spatially characterizing visitor use in open landscapes and integrating use patterns with informal trail condition data to examine their spatial association. Informal trail and visitor use data were collected concurrently during July and August of 2011 in three, high-use meadows of Yosemite Valley. Visitor use was clustered at statistically significant levels in all three study meadows. Spatial data integration found no statistically significant differences between use patterns and trail condition class. However, statistically significant differences were found between the distance visitors were observed from informal trails and visitor activity type with active activities occurring closer to trail corridors. Gender was also found to be significant with male visitors observed further from trail corridors. Results highlight the utility of integrated spatial analysis in supporting indicator-based monitoring and informing management of open landscapes. Additional variables for future analysis and methodological improvements are discussed.  相似文献

本文研究了天津市工业园区发展沿革和经济环境绩效,分析了2018—2020年园区“围城治理”措施及成效,识别新时代园区绿色发展面临的主要挑战,最后提出策略建议。研究发现:天津工业立市特征突出,工业园区更是主战场,曾为全国园区的发展起到重要带头作用。园区“围城治理”较好地解决了存量土地、环境等问题,开启了天津园区发展新阶段。天津市工业园区绿色发展仍面临基础薄弱、驱动力减弱、保留园区与被整合园区协同高质量发展路径不清晰等挑战。研究提出三项建议:一是立足天津在京津冀协同发展中的功能定位,提升园区科技创新平台功能,加速科技创新资源及高端创新要素向园区流动,提升产业链、供应链、创新链协同配套能力,激发园区科技创新动能。二是加强体制机制创新,全市强化园区顶层设计和统筹协调,分区分类制定园区跨越式发展策略并完善考核机制,开展绩效评价动态优化。三是以园区能源环境基础设施绿色化和数据驱动精细化管理能力提升为抓手,深化园区转型发展,提升产业能级。  相似文献

Like many governmental actors in recent decades, the U.S. National Park Service (NPS) has operated increasingly through partnerships with other state and federal agencies, non-governmental organizations (NGOs), community groups, and private sector corporations. Perhaps the most salient example of this trend toward partnerships is the rapid growth and development of national heritage areas (NHAs). Since the first NHA received congressional designation in 1984, NHAs have become an increasingly popular strategy for protecting and managing landscapes. To date, congressional designation has been granted to 49 NHAs, making them one of the fastest growing initiatives involving the NPS. Despite this growth, no prior research has examined the efficacy or effectiveness of the NHA model. This article introduces the NHA concept, while reviewing the literature on evaluation research and its application to protected area management. We then offer an NHA program theory model for evaluating NHAs. The model was developed using a theory-based, process evaluation approach, along with 90 qualitative interviews conducted at three study sites: Blackstone River Valley National Heritage Corridor, MA-RI (BLAC); Delaware and Lehigh National Heritage Corridor, PA (DELE); and Cane River National Heritage Area, LA (CANE). We conclude by discussing the key challenges and implications associated with developing a long-term research agenda for evaluating NHAs.  相似文献

Traditional park and reserve selection techniques that rely exclusively on expert assessment can marginalize local knowledge and values in the review process. Using survey data from the Otways region of Victoria, Australia, we present a method that differentiates between public and private lands using locally perceived landscape values. The results are used to assess prospective national park expansion areas. Two data models of mapped landscape values—vector and raster—were analysed using discriminant analysis to classify and predict land status. Results indicate survey respondents hold more indirect and less tangible values for national parks and reserves, and more direct use values for private lands. There was moderate agreement between public and expert-derived national park boundaries. The mapping of local landscape values appears useful in planning and reviewing public land classifications, and when combined with biological assessments, can strengthen protected areas planning and management in Australia and elsewhere.  相似文献

This paper investigates the effectiveness of protected areas in slowing tropical forest clearing in 64 countries in Asia/Pacific, Africa and Latin America during the period of 2001–2012 by comparing deforestation rates inside and within 10 km outside of the boundaries of protected areas. Annual time series of these deforestation rates were constructed from recently published high‐resolution data on forest clearing from Hansen et al. (2013). For 4,028 parks, panel estimation based on a variety of park characteristics was conducted to test if deforestation was lower in protected areas because of their protected status, or if other factors explained the difference. From a sample of 726 parks established since 2002, a test was also conducted to investigate the effect of park establishment on protection. Findings suggest park size, national park status and management by indigenous people all are significantly associated with effective protection across regions. For the Asia/Pacific region, the test offers compelling evidence that park establishment has a near‐immediate and powerful effect.  相似文献

Understanding perceptions of global environmental issues, such as climate change, can help inform resource management, policy development, and communication with constituents. Although a considerable amount of research documents citizens’ perceptions of climate change, few have investigated how interactions with climate-impacted parks and protected areas influence these perceptions, and consequently elements of environmental management. Using a mixed methods Instrument Development Approach, the researchers examined the stability of park visitors’ (N = 429) climate change perceptions during a daylong interaction with climate-sensitive and influenced resources at Kenai Fjords National Park in Alaska. Results indicate that global-level beliefs about climate change remained relatively stable during a park experience, but perceptions about climate change at the park-level (e.g., impacts) appeared more malleable. Findings also revealed the type of park experience (terrestrial vs. marine) can influence the degree of change in visitors’ perceptions. Implications for communication, outreach, and park management are discussed.  相似文献

DOI: 10.1111/j.1752-1688.2010.00423.x Abstract: A theoretical model was developed to explore impacts of varying buffer zone characteristics on shading of small streams using a path-length form of Beer’s law to represent the transmission of direct beam solar radiation through vegetation. Impacts of varying buffer zone height, width, and radiation extinction coefficients (surrogate for buffer density) on shading were determined for E-W and N-S stream azimuths in infinitely long stream sections at 40°N on the summer solstice. Increases in buffer width produced little additional shading beyond buffer widths of 6-7 m for E-W streams due to shifts in solar beam pathway from the sides to the tops of the buffers. Buffers on the north bank of E-W streams produced 30% of daily shade, while the south-bank buffer produced 70% of total daily shade. For N-S streams an optimum buffer width was less-clearly defined, but a buffer width of about 18-20 m produced about 85-90% of total predicted shade. The model results supported past field studies showing buffer widths of 9-11 m were sufficient for stream temperature control. Regardless of stream azimuth, increases in buffer height and extinction coefficient (buffer density) were found to substantially increase shading up to the maximum tree height and stand density likely encountered in the field. Model results suggest that at least 80% shade on small streams up to 6-m wide can be achieved in mid-latitudes with relatively narrow 12-m wide buffers, regardless of stream azimuth, as long as buffers are tall (≈30 m) and dense (leaf area index ≈6). Although wide buffers may be preferred to provide other benefits, results suggest that increasing buffer widths beyond about 12 m will have a limited effect on stream shade at mid-latitudes and that greater emphasis should be placed on the creation of dense, tall buffers to maximize stream shading.  相似文献
