ABSTRACT: Human modifications of natural streams in the name of habitat improvement take various forms, and the impacts of those improvements, both positive and negative, vary by orders of magnitude from stream to stream. The positive impacts are achieved through careful and timely planning, design, installation and monitoring of projects. Negative impacts are the results of rush jobs dictated by available money, a lack of consideration for limiting factors, untrained and inexperienced personnel, force-fitting structures instead of bending the flow, lack of a watershed plan, poor communication and cooperation among disciplines, not using the team approach, and single habitat solutions which neglect diversity and artificial constraints. These problems are discussed from various perspectives, but emphasis on an integrated, bioengineering approach is threaded throughout the discussion of the problems and benefits associated with stream improvements and fish response. A general systems approach is presented which uses common language as a focal point for interdisciplinary communication, which is one of the major problems in resource management. Various conceptual models are discussed to describe system complexities, and factors which constrain project evaluation in terms of biological, physical, economic and other components. Conclusions about why some projects are successful, while others are not, are followed by recommendations for concerted and diversified efforts to improve our success in stream stewardship.  相似文献

ABSTRACT: A user-oriented research plan is presented herein. Its principal components are: (1) a mechanism for identifying social goals and translating them into research objectives; (2) procedures for setting priorities; (3) a program planning technique for designing projects to impact on important research objectives; (4) a mechanism for coordinating research activities of important research producers; (5) a structure for encouraging and establishing interdisciplinary team efforts when they are required; (6) a well-coordinated technology transfer plan; and (7) an effective method for promoting and sustaining user-researcher cooperation. Both basic and applied research designs are examined and criteria presented. The implementation of research plans is also discussed and various factors which play a role in implementation are outlined including: coordination, goal interpretation and priority setting, project Planning, Project review, interdisciplinary considerations and the user-researcher interface.  相似文献

According to their enabling legislation and under the various policies that direct their preservation, resources management planning is required in managing National Park Service Areas. In the Pacific Northwest Region of the National Park Service, a resources management planning procedure has been implemented to provide definitive resource management for each park. A multidisciplinary team of scientists and park personnel was assembled in the park and, under a team captain, followed a methodology evaluating not only the impacts of all proposed planning and development activities but also those of all present or proposed resources management programs. Each proposed action or ongoing activity was compared ecologically with ecosystem components. The park's legislative mandates and management objectives were simultaneously compared. Inadequacies in a park's biologic and physical resources data bases were overcome through the multidisciplinary team effort. Because each team member had expert knowledge of a specific ecosystem component, a thorough evaluation of the impact could be made. Adverse impacts of proposed planning or ongoing resources management activities could be eliminated and acceptable alternatives presented in the Resources Management Plan.This process has led to preparation of a Resources Management Plan that points out deficiencies in the biologic and physical data base and programs research projects to provide this information for future planning activities. The plan also provides a budgeting program for present or proposed resources management activity needs for preserving and maintaining the park ecosystems.  相似文献

ABSTRACT: This paper uses the fundamental values of decision makers to guide a long-term wastewater planning process at Seattle Metro, a major utility district. Multiattribute value assessment is used to elicit the objectives of several elected officials and other key decision makers. The results are structured into a fundamental objectives hierarchy and a means-ends objectives network. A set of measures to indicate the performance of planning alternatives in terms of the fundamental objectives is developed. Preliminary value tradeoffs between objectives are elicited from several elected officials. The results of these steps are useful for many aspects of long-term planning: facilitating communication about values and priorities; designing attractive alternatives that are more likely to serve stakeholder interests; identifying information needed to evaluate alternatives; clarifying the relative importance of information about different impacts; providing a basis for quantitative evaluation of the alternatives with multiple objective analysis; and focusing attention on key tradeoffs that will affect the choice of alternatives.  相似文献

ABSTRACT: There is considerable misconception about the dangers of opening to a recreating public in great need of additional open areas. A systematic procedure for identifying the factors essential to the selectio, planning, and management of reservoirs for recreation is described. A detailed case study conducted by an interdisciplinary project team is presented to demonstrate the feasibility fo maintaining storage levels in recreation-conductive high country reseroirs without unduly injuring downstram water users. The idea is to trade water with reservoirs having less recreation potential. The optimal means of doing this is found via a river basin simulation model with quasi-optimizing capability. Results of the case study show that this strategy is indeed feasible. Applicable to other areas may require analysis of tradeoffs if at least some damage to downstream users is unavoidable.  相似文献

ABSTRACT: Social scientists were included in the planning and design for an integrated, trans-basin water resource project. Within this complex project, a socioeconomic impact assessment (SIA) concentrated on identifying the social, political, and economic issues and potential impacts inherent in developing a city's water rights. Before the SIA began, some of the development alternatives had already generated widespread hostility and organized opposition from communities within the watershed. The SIA involved residents of affected communities in the study design and project planning. The study found a number of components that constituted the concerns, beliefs, and expectations about perceived, potential impacts that might result from the different alternatives. In most cases these issues constituted threats to valued environmental resources, valued community resources, the social environment, the economic base, and a secure future. The social science component was a key factor in the ultimate decision to pursue a particular alternative which was sensitive to the social and political issues, minimized environmental and socioeconomic impacts, and ultimately had support among the communities potentially affected. The experience from this case study suggests that the approach used can be applied successfully in the planning of other water development projects and result in cooperation from the wide range of interest groups that often present costly obstacles to such projects.  相似文献

ABSTRACT: This study assesses economic and environmental impacts of uses of woody draws, small natural drainage areas covered by trees and shrubs in agricultural landscapes. Three agricultural uses and four alternative uses are evaluated. A net present value approach is used to compare economic impacts of uses of draws and APEX is used to evaluate the interaction between a woody draw and the contributing upland area and simulate the environmental impacts of uses of draws in the field. The study shows that relative to agricultural uses, alternative uses of draws have significant environmental benefits in terms of reducing surface runoff and sediment and associated pollutants, such as nitrogen, phosphorus and pesticides. Agricultural uses of draws are not always the most profitable option. Certain alternatives, such as curly willow and the mixed buffer, are highly profitable. Agricultural landscapes could be differentially managed to achieve both economic variability and environmental benefits. Government support is necessary to promote alternative uses of woody draws. The support can be in the form of CRP payments or market development of buffer products. Farmers and resource managers can use study results to manage woody draws and evaluate the merits of alternative policies for managing woody draws.  相似文献

This study presents a GIS-based database framework used to assess aggregate terrestrial habitat impacts from multiple highway construction projects in California, USA. Transportation planners need such impact assessment tools to effectively address additive biological mitigation obligations. Such assessments can reduce costly delays due to protracted environmental review. This project incorporated the best available statewide natural resource data into early project planning and preliminary environmental assessments for single and multiple highway construction projects, and provides an assessment of the 10-year state-wide mitigation obligations for the California Department of Transportation. Incorporation of these assessments will facilitate early and more strategic identification of mitigation opportunities, for single-project and regional mitigation efforts. The data architecture format uses eight spatial scales: six nested watersheds, counties, and transportation planning districts, which were intersected. This resulted in 8058 map planning units statewide, which were used to summarize all subsequent analyses. Range maps and georeferenced locations of federally and state-listed plants and animals and a 55-class landcover map were spatially intersected with the planning units and the buffered spatial footprint of 967 funded projects. Projected impacts were summarized and output to the database. Queries written in the database can sum expected impacts and provide summaries by individual construction project, or by watershed, county, transportation district or highway. The data architecture allows easy incorporation of new information and results in a tool usable without GIS by a wide variety of agency biologists and planners. The data architecture format would be useful for other types of regional planning.  相似文献

ABSTRACT. This paper outlines an approach to planning the management of a lake heavily used for recreation and of substantial importance to the tourist economy of Northeastern Wisconsin. A framework, utilizing a three dimensional matrix, is developed to analyze levels of public concern, management alternatives and action agencies. Structural and non-structural alternatives are examined and evaluated on the basis of social and economic criteria, long- and short-term environmental impact and legal-political feasibility. Data requirements which created the necessity for an interdisciplinary approach involving social, physical, and biological sciences are enumerated. The authors examine the role of universities in assisting communities with resource management planning and detail the attributes of academic institutions which desire to successfully attack resource planning problems.  相似文献

Conventional solid waste management planning usually focuses on economic optimization, in which the related environmental impacts or risks are rarely considered. The purpose of this paper is to illustrate the methodology of how optimization concepts and techniques can be applied to structure and solve risk management problems such that the impacts of air pollution, leachate, traffic congestion, and noise increments can be regulated in the long-term planning of metropolitan solid waste management systems. Management alternatives are sequentially evaluated by adding several environmental risk control constraints stepwise in an attempt to improve the management strategies and reduce the risk impacts in the long run. Statistics associated with those risk control mechanisms are presented as well. Siting, routing, and financial decision making in such solid waste management systems can also be achieved with respect to various resource limitations and disposal requirements.  相似文献

A method is presented which combines environmental indices and estimates of inputs from various land uses to aid in environmental impact assessments. Unweighted pair/group cluster analyses are used to obtain relationships between easily observable environmental indices, such as vegetation types, soils, and geology, based on their mutual recurrence. These relationships are shown by using an ordination technique which shows the nature of complex impacts on a natural system. Results are used to develop anenvironmental effects sequence diagram based on known scientific and engineering principles and observed natural relationships. The diagram may be used in conjunction with land use data to estimate the possible magnitude of impacts on the pre-existing system which may result from such land use. Several examples are developed which quantify inputs from various land uses and which compare them with environmental inputs including point source and non-point source liquid and atmospheric emmissions, land modifications, and resource consumption. Known average values are used and a separate comparison is made in describing the vast differences between the project phases of construction versus longterm operation. A hypothetical environmental impact assessment is given for a small residential development in Chambers County, Texas, U.S. of A.  相似文献

The Environmental Impact Assessment (EIA) procedure should predict and identify the major impacts of a project development that may cause specific spatial and temporal effects. Early in the EIA, the scoping stage provides all the relevant information on the impacts of the project alternatives. In particular, potential effects on the territorial network such as habitat connectivity loss and accessibility improvements should be taken into account in the various proposed layout alternatives when evaluating transport infrastructure projects. However, several authors have identified deficiencies in practice. The aim of this article is to provide a methodology for the assessment of these territorial impacts using adequate indicators in the early stages of the EIA procedure.

The proposed method is based on a comparison of a range of alternative layouts for a railway line linking two population centres, using indicators calculated with geographic information systems. The methodology was applied to a case study – the rail link between Huelva (Spain) and Faro (Portugal) – and the high speed rail (HSR) and conventional rail were evaluated in different layouts. The method was effective in spatially identifying significant impacts on accessibility improvements, which occurred closer to the cross border area. The conventional railway alternatives have similar accessibility values to the HSR. The results also reveal that connectivity loss is not limited to the area around the infrastructure, but extends throughout the territory. The results are at variance with the initiative proposed by Spanish and Portuguese transport decision-makers, and raise the possibility of selecting a conventional railway option. An adequate territorial evaluation methodology enables the new action to be correctly assessed, and supplies the information required to propose the most suitable alternative from a socio-economic and environmental standpoint, regardless of whether this proposal was initially included in the transport policy.  相似文献

Multi-criteria analysis (MCA) is a family of decision-making tools that can be used in strategic environmental assessment (SEA) procedures to ensure that environmental, social and economic aspects are integrated into the design of human development strategies and planning, in order to increase the contribution of the environment and natural resources to poverty reduction. The aim of this paper is to highlight the contribution of a particular multi-criteria technique, the analytic hierarchy process (AHP), in two stages of the SEA procedure applied to water programmes in developing countries: the comparison of alternatives and monitoring. This proposal was validated through its application to a case study in Brazilian semi-arid region. The objective was to select and subsequently monitor the most appropriate programme for safe water availability. On the basis of the SEA results, a project was identified and implemented with successful results. In terms of comparisons of alternatives, AHP meets the requirements of human development programme assessment, including the importance of simplicity, a multidisciplinary and flexible approach, and a focus on the beneficiaries' concerns. With respect to monitoring, the study shows that AHP contributes to SEA by identifying the most appropriate indicators, in order to control the impacts of a project.  相似文献

Controversy between alternative uses of forests in Finnish Upper Lapland has been going on for decades, and in recent years it has been escalated to a serious conflict. The core of the conflict is the adverse impacts of forestry on old forests which are important grazing areas for reindeer and which are regarded as intact nature and wilderness areas. This paper describes the experiences of applying multi-criteria decision analysis interview approach on this conflict. The approach provides tools for structuring the problem and preferences of the stakeholders as well as for analyzing the effects of different alternatives in a common framework. We focus on the practical experiences gained from the application of this approach in this context. Multi-criteria decision analysis was found to be a useful approach to evaluate the economic, ecological and cultural aspects of this intense conflict. The obtained experiences also support the view that the approach works best when tightly integrated into the planning process.  相似文献

Summary By 1980 approximately 60% of the total hydro-power potential of 174 TWh in Norway had been developed. The Government therefore found it essential to consider the exploitation of the remaining watercourses in terms of a larger perspective, contrary to the earlier project-by-project policy. This led to the preparation of a Master Plan for Water Resources, a national management plan based on a set of economic, social and environmental considerations. The Master Plan covers 310 watercourses and 770 hydro-power project alternatives.The Master Plan states which projects should be considered first for a licence when development is necessary. It also specifies which watercourses should preferably be reserved for other uses than hydro-power development. In spring of 1985 the Master Plan was presented to Parliament and approved.Svein Halvorsen graduated at the University of Tromsø with a degree in Ecology. He is currently employed as an Engineer at the Norwegian Ministry of Environment at the Department of Natural Resources, where he has been involved in water resources planning and the Norwegian Master Plan.  相似文献

The ability of Section 404 of the Clean Water Act to act as an effective, efficient, and equitable land-use planning tool was assessed through a survey of Section 404 permits in Wisconsin. In a six-month period of permitting, the 404 program reduced wetland losses in the state by 15%. Several factors were examined that may affect permit decisions; these factors are water dependency, alternatives, project type, wetland type, and public or agency comments. Only the water dependency of the project had a statistically significant effect on permit decisions, although development projects that were perceived to provide public good were more likely to be permitted. Environmental impacts of a proposed fill project were not adequately assessed in any of the permit decisions. Because of the way Section 404 is interpreted and administered by the US Army Corps of Engineers, increasing net benefits and achieving an equitable distribution of those benefits is difficult. The corps does not perform any functional evaluations of wetlands nor do they attempt to measure economic value and environmental impacts. In addition, the 404 review process is, in effect, inaccessible to the public. The de facto interpretations of the Section 404 regulations and a lack of program funding and trained personnel all contribute to the program's ineffectiveness.  相似文献

This paper suggests a number of benefits in identifying urban and regional planners as a public in public participation programs of water resources planning studies. A perspective on public participation is presented. Recent trends and developing concepts are identified: emphasis on the need to coordinate urban and regional planning activities with water resources planning, increasing system complexity, the goals and objectives orientation of planning, planning for multi-objectives, the evaluation of a broader range of alternatives, and the consideration of water alternatives as only one set of measures to further society's aspirations. One way to assist in capitalizing on these trends is to seek out participation of those in other planning efforts who are involved in planning but on a different level. Because of their intimate knowledge of an areas history, growth and development, political climate, local perceptions of needs and desires, and major problems and issues they are able to contribute a great deal of insight in making the water resources planning effort more responsive at the local level. The paper describes one of the first major efforts at working-level public-planner contact which was carried out as part of the Susquehanna River Basin Study. A regional survey team comprised of an engineer and an economist from a federal agency and a state water resources planner met informally with planners, city managers, and local planning commissions to discuss issues related to water resources and the growth and development of local areas. This effort while only part of the overall public participation program yielded a number of benefits and if expanded and refined would be a very useful experience in other studies.  相似文献

The National Forest Management Act and National Environmental Policy Act require the use of an interdisciplinary team (ID team) to do integrated resource planning for the National Forests and the concurrent environmental analysis. A survey sent to all National Forest planning officers (82% response) reveals the composition of the ID teams used in integrated resource and land management planning. More than half the National Forests ID teams met NEPA and NFMA compositional requirements. National Forest planners recount their experiences with these ID teams. Despite frustrations with many aspects of the ID teams, the planners strongly support the idea that ID teams are an important part of the land-use planning process and think that their use leads to better National Forest integrated resource plans.  相似文献

Ecological Compensation in Dutch Highway Planning   总被引:13,自引:0,他引:13  
The ecological compensation principle was introduced by the Dutch government in 1993. This principle is designed to enhance the input of nature conservation interests in decision-making on large-scale development projects and to counterbalance the ecological impacts of such developments when implemented. This article evaluates the application of the Dutch compensation principle in highway planning. Six current highway projects reveal consistent implementation of this principle, although provincial policies on compensation and a national method for identifying compensation measures are still under development. As the planning process has not yet been completed for all the projects, no general conclusions can be drawn on the impact of the compensation principle on highway decision-making. Nevertheless, several examples show that the principle stimulates project initiators to develop alternative routes or route sections in order to avoid or reduce ecological impacts and the need for coherent compensation measures. If the compensation principle is to be properly implemented in the context of highway planning, particular attention should be paid to the following aspects: (1) sequential assessment of overall project legitimacy and the necessity of intersecting protected areas and compensation measures, (2) the initiator's attempts to avoid and mitigate ecological impacts in developing alternative routes prior to compensation for impacts, and (3) the role of uncertain ecological impacts in identifying compensation measures, especially those concerning habitat isolation.  相似文献
