ABSTRACT. The problem of modeling and control of water pollution is considered. A general mathematical model, where the pollution effluent is discharged directly into the river, into the lake, or into a bypass pipe leading to an advanced Waste Water Treatment (AWT) plant, is developed. The Water Resource System (WRS) under consideration is decomposed into N subsystems. The pollution effluent input vector to each subsystem includes the water quantity and different water characteristics such as BOD, DO, pH, conductivity, temperature, algae, phosphates, nitrates, etc. Treatment cost functions and quality transition functions as well as system model constraints are introduced, where all functions can be nonlinear. A system Lagrangian is formed to incorporate the system constraints and coupling. The Lagrangian is decomposed into N independent subsystems, and a two level optimization methodology is introduced. Each subsystem is independently and separately minimized at the first level assuming known Lagrange multipliers. At the second level, the total Lagrangian is maximized with respect to the Lagrange multipliers using optimal values for effluent inputs from all subsystems obtained from the first level. Economic interpretation on the Lagrange multipliers reveals that they are merely prices imposed by the central authority (second level) for the pollution caused by the subsystems. Advantages of the multilevel approach are discussed.  相似文献

ABSTRACT: Tradeoffs between regional economic development and resource use is a question often confronting local decisionmakers. A resource-interindustry model can be used to depict the interrelationships between regional economic sectors as to household income and/or employment and resource use. A resource-interindustry model was developed for Humboldt and Lander Counties in Nevada which shows the tradeoffs between regional household income (wages, salaries, profits, and rents) and/or employment and water usage. Water income and water employment multipliers can be ranked, enabling decisionmakers to realize sectors which require greatest regional water usage to regional household income and/or employment.  相似文献

ABSTRACT: This paper presents estimates of the statewide economic impacts of guided whitewater rafting on five rivers in six states: the Nantahala (North Carolina), Gauley (West Virginia), Kennebec (Maine), Middle Fork of the Salmon (Idaho), and Chattooga (Georgia-South Carolina). Except for the Chattooga and Middle Fork, rafting is dependent on upstream dam releases. Guide fees range from about $15 per trip on the Nantahala to over $1,000 on the Middle Fork. Economic impacts per nonresident 1000 visitors increase along with length of the rafting trip and remoteness of the river. Total industrial output per 1000 nonresident visitors ranged from $95,000 on the Nantahala to over $2.5 million on the Middle Fork. However, because of differences in annual visitation levels, total impacts were greatest at the Nantahala, at over $14 million in 1993. Multipliers for all economic measures were relatively consistent over the rivers. Employment multipliers (Type III) ranged from 1.67 to 1.90, income multipliers from 2.0 to 2.4, and industrial output multipliers from 2.1 to 2.5.  相似文献

ABSTRACT: A new and practical concept in water resources modeling and optimization is introduced. Instead of unrealistically assuming a multipurpose reservoir to be composed of a single lumped pool of water, it is treated as two different pools namely conservation and flood pools. Based on this treatment, the optimization problem is stated using the concepts of Lagrange multipliers and parameter optimization. The optimization problem consists of the material balance equation, the constraints on control and state variables and the objective function.  相似文献

Improved definition of pollutant effects in coastal marine environments is needed for two principal reasons. First, we need better understanding of how much pollutant degradation exists. Then we need more agreement on its social importance. Only then can society decide more consistently and equitably how much pollutant impact is tolerable and how much is too much. Scientists alone cannot define “unreasonable degradation” in a social sense, of course, but we can define quantitative scales of degradation and (together with nonscientists) specify ranges on these scales of “warning” and “alarm.” Rationales are presented for the urgency of these improvements. A strategy is described for indexing the socially relevant features of coastal environments at greatest risk from pollutants. The strategy differs from most existing environmental indices in several respects. Each of the 11 indices proposed is constrained by the following design criteria: (1) socially relevant, (2) simple and easily understood by laymen, (3) scientifically defensible, (4) quantitative and expressed probabilistically, and (5) acceptable in terms of cost. Evaluations of the draft indices are being completed by more than 50 collaborating scientists. One index is described to illustrate the utility of simple, socially relevant measures of marine degradation.  相似文献

Bioenergy production involves different agents with potentially different objectives, and an agent’s decision often has transboundary impacts on other agents along the bioenergy value chain. Understanding and estimating the transboundary impacts is essential to portraying the interactions among the different agents and in the search for the optimal configuration of the bioenergy value chain. We develop an agent-based model to mimic the decision making by feedstock producers and feedstock-to-biofuel conversion plant operators and propose multipliers (i.e., ratios of economic values accruing to different segments and associated agents in the value chain) for assessing the transboundary impacts. Our approach is generic and thus applicable to a variety of bioenergy production systems at different sites and geographic scales. We apply it to the case of producing ethanol using corn stover in Iowa, USA. The results from the case study indicate that stover removal rate is site specific and varies considerably with soil type, as well as other factors, such as stover price and harvesting cost. In addition, ethanol production using corn stover in the study region would have strong positive ripple effects, with the values of multipliers varying with greenhouse gas price and national energy security premium. The relatively high multiplier values suggest that a large portion of the value associated with corn stover ethanol production would accrue to the downstream end of the value chain instead of stover producers.  相似文献

Calcium oxide (CaO) is a material that is being widely investigated in the context of CO2 capture. One such application is as a CO2 sorbent in the sorption-enhanced steam methane reforming processes (SERP). CO2 is captured in an adsorption mode, where the conversion of CH4 to H2 is also enhanced, and released later in a separate desorption mode. This work presents an analysis of the relation between different process conditions and parameters during both adsorption and desorption modes. The interrelation between these conditions and the sorbent properties as well as the targeted carbon capture ratio is analysed. Conditions relevant for capturing 85% of carbon in the feed on CaO are determined and interlinked. A steam-to-carbon ratio of 4.2 has been determined to be relevant under 600 °C and 17 bar adsorption conditions. Similarly, process conditions relevant for regenerating the sorbent are determined and interlinked. For purge steam-to-CO2 ratio of 1.8 at a desorption pressure of 1 bar, relevant desorption temperature has been calculated to be 820 °C. System simulations under these adsorption and desorption conditions resulted in a system efficiency of 50.8%. Effect of tuning process operating conditions on system efficiency as well as the efficiency penalty associated with the regeneration of the sorbent are investigated by process simulations using Aspen Plus®. Possible system heat integration routes to reduce the efficiency penalty are proposed and the results of the process simulations are presented.  相似文献

The REAcct (for Regional Economic Accounting) tool was developed for estimating order-of-magnitude economic impacts within DHS scenario analysis. REAcct uses input–output modeling, geo-spatial data computational tools, and publically available economic data and allows for detailed specification of sectors, regions, and disruption intervals. Direct impacts are estimated as changes in output and employment; total (direct plus indirect) impacts are calculated using regional total and final demand multipliers. In total, the REAcct framework and software allow for scenario analysts to understand and assess the interdependent relationships between critical infrastructures, economic industries, and consumers that are essential to broader homeland security scenario analysis.  相似文献

Summary In the past, the water supply and sewage services for the urban regions of developing countries have been provided, in the main, only for the more affluent areas of these cities. This paper, dealing especially with those countries with tropical monsoon climates, advocates the construction of more comprehensive systems.Experience drawn from a wide range of projects and a review of the relevant literature provokes the authors to emphasise the need for suitable manuals of appropriate technology for use in these developing countries. These manuals should provide a full set of environmental guidelines for the design of water supply and sewage/sanitation systems for use in these countries.Dr Harvey F. / Environmental regulatory agencies are responsible for protecting human health and the environment in their constituencies. Their responsibilities include the identification, evaluation, and cleanup of contaminated sites. Leaking underground storage tanks (USTs) constitute a major source of subsurface and groundwater contamination. A significant portion of a regulatory body's efforts may be directed toward the management of UST-contaminated sites. In order to manage remedial sites effectively, vast quantities of information must be maintained, including analytical dataon chemical contaminants, remedial design features, and performance details. Currently, most regulatory agencies maintain such information manually. This makes it difficult to manage the data effectively. Some agencies have introduced automated record-keeping systems. However, the ad hoc approach in these endeavors makes it difficult to efficiently analyze, disseminate, and utilize the data. This paper identifies the information requirements for UST-contaminated site management at the Waste Cleanup Section of the Department of Environmental Resources Management in Dade County, Florida. It presents a viable design for an information management system to meet these requirements. The proposed solution is based on a back-end relational database management system with relevant tools for sophisticated data analysis and data mining. The database is designed with all tables in the third normal form to ensure data integrity, flexible access, and efficient query processing. In addition to all standard reports required by the agency, the system provides answers to ad hoc queries that are typically difficult to answer under the existing system. The database also serves as a repository of information for a decision support system to aid engineering design and risk analysis. The system may be integrated with a geographic information system for effective presentation and dissemination of spatial data.  相似文献

Local government (LG) is increasingly playing a role in tackling environmental issues and promoting sustainability. An important element of this LG focus is sustainability education and engagement, yet only few details on the nature of these activities are evident. Similarly there is little understanding of the professional competencies required by LG staff to deliver the relevant sustainability education and engagement activities. A web-based survey of LG sustainability officers in the State of Victoria (Australia) provides insight into the focus of these officers’ work and the competencies they rely on. The findings seek to guide the training and employment of LG sustainability staff and the effective delivery of sustainability education and engagement activities. Broadly, the sustainability officers surveyed are closely involved with activities within their LG organisation, but are engaging less so with specific education institutions, organisational sectors and the community in general. In keeping with this, the major sustainability education and engagement focuses are collaboration with peers and stakeholders, rather than community-wide initiatives. For undertaking sustainability education and engagement activities, systems-thinking, anticipatory competence and normative competence were highlighted as important; however, strategic competence and interpersonal competence were considered most important.  相似文献

ABSTRACT: A process based, distributed runoff erosion model (KINEROS2) was used to examine problems of parameter identification of sediment entrainment equations for small watersheds. Two multipliers were used to reflect the distributed nature of the sediment entrainment parameters: one multiplier for a raindrop induced entrainment parameter, and one multiplier for a flow induced entrainment parameter. The study was conducted in three parts. First, parameter identification was studied for simulated error free data sets where the parameter values were known. Second, the number of data points in the simulated sedigraphs was reduced to reflect the effect of temporal sampling frequency on parameter identification. Finally, event data from a small range‐land watershed were used to examine parameter identifiability when the parameter values are unknown. Results demonstrated that whereas unique multiplier values can be obtained for simulated error free data, unique parameter values could not be obtained for some event data. Unique multiplier values for raindrop induced entrainment and flow induced entrainment were found for events with greater than a two‐year return period (~25 mm) that also had at least 10 mm of rain in ten minutes. It was also found that the three‐minute sampling frequency used for the sediment sampler might be inadequate to identify parameters in some cases.  相似文献

This paper presents an agile participatory urban soundscape planning process model, which is proposed as a prerequisite on which to build and reference the efficacy of urban soundscape planning. The model was developed through data synthesis and analysis and mapping engagement with diverse stakeholders across four applied soundscape projects in Brighton and Hove, UK. To the best of the authors’ knowledge, the model is the first of its kind in applied soundscape practice. The data was collected through semi-structured interviews with key stakeholders and document analysis of published resources. The framework used for the analysis of the findings comprised four core urban planning stages: goals and objectives, engagement (e.g. prediction/modelling/design/planning), implications, evaluation. The study found that when integrating soundscape planning with core urban planning stages it was necessary to first identify the appropriate stakeholders in relation to the project context. It was found that these stakeholders could be wide-ranging and unexpected, thereby reinforcing the appropriateness of incorporating an agile approach in the resulting model. The study also found that users’ perceptions are central to soundscape practice and need to be considered at each stage of a planning process to produce an effective and sustainable outcome. A variety of specific events, appropriate to the requirements of the stakeholders, are important for engaging planning authorities, users and other stakeholders at different stages. This study also demonstrated that an evidence-based evaluation method is recommended in an agile participatory urban soundscape planning process to assess stakeholders’ engagement at each stage and to inform and guide subsequent steps in the planning process relevant to the local context(s).  相似文献

This paper aims to provide empirical research to identify the linkages between final demand–total output, final demand–total supply, value-added ratios and prices, and also to analyze total factor productivity growth using input–output framework for 25 sectors. Studying the input–output tables for 2001 and 2006, the research estimates impact and response multipliers of non-oil sectors, as well as non-oil trading sectors. The results are important from the view of development of non-oil trading sectors and diversification of the economy in order to avoid the “resource curse”.  相似文献

About half the world's households cook and/or heat daily with biomass fuels. At small scale, biomass combustion releases significant amounts of particulates, carbon monoxide, and hydrocarbons, the latter with significant concentrations of polycyclic aromatic hydrocarbons. Preliminary measurements in kitchens of developing-country villages have established airborne concentrations of these healthdamaging pollutants that are orders of magnitude above urban levels or relevant standards. Particle size measurements and dose calculations lead to significant concerns about potential health hazards. The few epidemiological studies are consistent with such effects although more work is clearly needed. These findings may have significant implications for the planning of rural energy development in a number of countries. In particular, they may relate directly to the question of the optimum balance between centralized and decentralized systems.  相似文献

A warmer climate leads to rising sea levels. Despite uncertainties about how rapid and substantial future sea-level rise (SLR) will be, society needs to prepare and adapt. This study examines the state of planning for future SLR in Sweden by surveying 33 coastal municipalities in southern Sweden and interviewing local, regional and national authorities with relevant accountability. The results reveal that there are considerable gaps in current planning for SLR. Almost one-third of municipalities lack guiding planning documents for SLR, and more than two-thirds do not discuss SLR beyond 2100. We argue that the prevailing uncertainty and ambiguity in assessments of future SLR is problematic within a traditional “predict-then-act” paradigm, and that robust approaches, such as scenario planning, can reduce many of these problems.  相似文献

Although many cities have guidelines on the quantity of green open space that should accompany residential development, there is less guidance on the type or facilities of these spaces. The study uses an approach to determine whether green space can be valued on the basis of its constituent characteristics and, if so, what characteristics are preferred. The results indicate that preferences vary depending on whether the green space in question is a small local park or a larger municipal park. However, where a base alternative of usual park destination is included in the analysis, the results are affected by collinearity and the actual availability of relevant green space attributes in these destinations. A mixed logit approach is used to tease out this effect from the underlying preference values.  相似文献

探讨印刷电路板废水处理工艺。针对某印刷电路板厂废水水质特点,采用“二段混凝沉淀一曝气氧化一砂滤”工艺对其进行处理。运行结果表明,废水准确分类及预处理、曝气氧化和投加重金属捕捉荆是保证出水达标的重要措施。该工艺处理效果稳定,出水水质低于《污水综合排放标准》(GB8978-1996)中一级标准。本研究为印刷电路板废水的处理提供了一条可行途径。  相似文献

Climate change is an important new challenge for local authorities. This study analyses the potential for using the Swedish mandatory process for risk and vulnerability analysis (RVA) as a vehicle to improve local climate adaptation work. An advantage with RVA is its comprehensive approach in dealing with all relevant threats and all vital functions of society. In order to test the applicability of incorporating climate adaptation into RVA, we studied practical experiences from three Swedish municipalities. In all municipalities, a pre-study to identify relevant climate-induced events was performed. In one municipality, this was followed by a more detailed analysis of the potential impacts of these events on the functions of the various administrations and companies within the local authority. Problems identified in successful integration of climate change into the municipal RVA process were lack of sufficient knowledge to identify the impacts of climate change on the level of the respective specialist or district administration and lack of resources to perform the analysis. There were also some difficulties in including a long-term perspective relevant for climate adaptation into RVA, which usually focuses on current threats. A positive outcome was that work on extreme climate events in RVA provided a traceable method to identify events with a potentially great impact on the function of local society and results that could be fed into other ongoing processes, such as spatial planning and housing plans.  相似文献

The inclusion of CO2 capture and storage (CCS) in the Kyoto Protocol's Clean Development Mechanism (CDM) is still subject to controversy and discussion. A myriad of barriers prevents CCS in the CDM. Apart from political barriers, economic, social and procedural barriers play a role. This paper discusses relevant new results on the human capacity, procedural feasibility and economic potential of CCS in the CDM. The conclusions of a capacity building effort in Africa show that awareness and knowledge are low but that capacity building efforts are well received. A reality check on methodologies for hypothetical CCS projects shows that most of the issues can be resolved, and the CDM institutional arrangements can accommodate CCS. A bottom-up estimate of the potential of natural gas processing CCS in the CDM, based on a previously proprietary database from the oil and gas industry, suggests that there is an annual potential of about 174 MtCO2 in 2020 in that sector. Most of that potential can be realized at CER prices between $20 and $30/tCO2 but there is no sign of flooding the CDM market with cheap credits from CCS projects. Despite these results and more open information, the CCS and CDM debate, progress in the negotiations on CCS in the CDM is slow and there is no clear view on a solution.  相似文献
