In this paper the authors explore data on environmental meanings, and the contextualisation of environmental concerns, that were obtained from a qualitative study of risks to health from air pollution. In-depth interviews were undertaken with 49 people living in two conurbations in north-east England. The findings highlight the importance of the local context (local history, experience, local knowledges and everyday existence) as an arena in which environmental meanings and concerns are constructed and negotiated, and how global environmental issues are also contextualised, and made sense of, within an explicitly local framework. These findings are used as a basis upon which to critically reflect upon the emphasis on globalisation within theoretical debates on 'risk society'.  相似文献

What may be achieved through taking up the complex exploration of nature, land, and sustainability is a growing field of inquiry in both science and social science, particularly for those who are interested in the local environment. Meanings of nature, land, and sustainability have been either misunderstood or misrepresented within disciplinary boundaries in many Indigenous communities. To explore the meanings of things such as nature, land, and sustainability in Indigenous communities, we as researchers had better first acknowledge the spirituality and local experiences that connect one actor with other actors. A relational ontology is the conceptual framework within which I suggest meanings of traditional land, nature, and sustainability such as traditional experiences, culture, and customs, are important issues for Indigenous lives and environment. This framework may potentially guide the researcher through the critical concerns of identifying the problems of existing land, nature, and sustainability management in relation to the everyday land-based practices and traditional experiences in Indigenous regions.  相似文献

Micro- and small-scale low-carbon energy generators embedded within villages, towns and cities can provide a valuable income stream for local communities among other potential benefits. There are a range of social, political, technical and environmental factors that may impact upon the success of a planned energy generation project; however, these factors are rarely considered in unison. The aim of this research is to investigate and understand the concerns relating to equity and distributional justice that impact upon local groups interested in developing energy projects and to determine whether a whole systems approach can be used to draw out perceived issues. This has been achieved by working with two small village groups to test a newly developed energy equity assessment tool. This paper reports research findings from two villages in the UK both planning energy projects that intended to benefit their respective villages and examines perceived issues relating to equity and distributional justice associated with the proposed schemes. The research highlights some challenges facing community groups when planning micro- and small-scale energy projects and demonstrates the commitment, tenacity and high levels of personal risk that these groups have to bear in order to bring their projects to fruition and comments as to the type of actions that may be required to more wholly consider equity issues while developing future energy policy.  相似文献

Academic understandings of environmental discourses are primarily based on global and national accounts, despite widespread acceptance of the local as an essential site of environmental action. Local water issues have been studied in a number of ways, including interviews and ethnographies that show the impacts of water scarcity, examine the role of mediating technologies, and provide diverse perspectives on governance. An overarching impression of key narratives and concerns at local scales, however, is lacking. In this paper, we examine water coverage in The Sowetan, a South African newspaper known for its distinctive voice, as a (albeit imperfect) proxy for local discourse. We identify key themes, location and scale, trigger events, actors, authors, and provide initial insights into the problem frames used in these texts. Our findings show distinct differences from the results of environmental media analyses at other scales, including strong individual citizen voices, emphasis on the politics of water, and rare use of language that accords with global environmental discourses; this also differs from results based on interviews and ethnographies at the local scale. Our findings raise important questions about the resonance of global discourse with local views and practices and how local discourses are produced, and suggest a need to more carefully examine the myriad ways of talking about justice and the environment at different scales and through different methodologies.  相似文献

From 1996 to 1997, the US Environmental Protection Agency (EPA) and the Texas Natural Resource Conservation Commission (TNRCC) conducted an air quality study known as the Lower Rio Grande Valley Transboundary Air Pollution Project (TAPP). The study was a US–Mexico Border XXI program project and was developed in response to local community requests on a need for more air quality measurements and concerns about the health impact of local air pollutants; this included concerns about emissions from border-dependent industries in Mexico, known as maquiladoras. The TAPP was a follow-up study to environmental monitoring done by EPA in this area in 1993 and incorporated scientific and community participation in development, review of results, and public presentation of findings. In spite of this, critical remarks were leveled by community activists against the study's preliminary “good news” findings regarding local air quality and the influence of transboundary air pollution. To resolve these criticisms and to refine the findings to address these concerns, analyses included comparisons of daily and near real-time measurements to TNRCC effects screening levels and data from other studies along with wind sector analyses. Reassessment of the data suggested that although regional source emissions occurred and outliers of elevated pollutant levels were found, movement of air pollution across the border did not appear to cause noticeable deterioration of air quality. In spite of limitations stated to the community, the TAPP was presented as establishing a benchmark to assess current and future transboundary air quality in the Valley. The study has application in Border XXI Program or other air quality studies where transboundary transport is a concern since it involved interagency coordination, public involvement, and communication of scientifically sound results for local environmental protection efforts.  相似文献

This article reports the findings of a qualitative study with residents living in six deprived neighbourhoods in the UK and the front-line workers and local policymakers responsible for the renewal of these areas. The study was an attempt to raise awareness of local environmental concerns in the context of a national and local policy agenda, which has, until recently, largely overlooked the impacts of degraded environments on the lives and activities of the people who live in them. A key aim for the study was to raise people's concerns with local decision-makers and examine how far these might be addressed through the existing financial, administrative and legislative arrangements for neighbourhood renewal in the UK, namely Local Strategic Partnerships. The research was designed to provide practical lessons and policy recommendations for others wishing to raise the profile of environmental justice in the context of neighbourhood level regeneration projects, in both the UK and elsewhere in the 'developed' world.  相似文献

MEANING AND FORM IN COMMUNITY PERCEPTION OF TOWN CHARACTER   总被引:1,自引:0,他引:1  
This study explored the notion of ‘town character’ within the context of one Australian coastal town from the perspective of the community. Responses from a sample of residents to a set of local environmental features were collected using adjective rating scales. Data concerning the perceived character compatibility of features was also collected. Several multivariate statistical procedures, including multi-dimensional scaling, were used to explore the underlying structure in the response pattern and to determine the salience of meanings related to the community's conception of town character, as conveyed through local landscape features. Town character in the context of this study was found to be related to a variety of environmental features and associated meanings. Specifically, a positive character image was strongly supported by natural landscape features associated with their naturalness, beauty, pleasantness, distinctiveness, and interest, by certain built features, (specifically landmark features), associated with their distinctiveness, pleasantness, charm, familiarity, and interest, and by popular social settings associated with connotations of familiarity, friendliness, openness, liveliness, and safety. Features identified as incompatible with local character were associated with negative meanings that included boredom, ugliness, lack of charm, lack of stimulation, monotony, unpleasantness, and being ordinary.  相似文献

A fundamental purpose of intergovernmental growth management has been to infuse regional concerns—especially regional environmental and economic development concerns—into local land use planning. This paper presents results from a study of state-mandated local planning in coastal North Carolina during the mid-1990s, addressing in particular local efforts to ‘strike a balance’ between environment and economy as required by the state's planning mandate. While acknowledging the need for coastal resource protection, coastal localities were not striking a balance between environment and economy through their planning efforts beyond stating support for the State's minimum resource protection rules. Within this context, key factors yielding less environmentally focused local planning included both local elected officials' concerns about the need for economic development for jobs and their belief that environmental protection was not a local problem. Factors that tended to shift local planning back toward environmental protection included local officials' perception that the local economy was in good shape and heightened citizen engagement.  相似文献

Corporate Social Responsibility (CSR) has become one of the most widespread business topics among the academic community. Various issues like environmental pollution, economic crisis, corruption, poverty are of major importance these days and besides governments and policy makers responsibility it is obvious that corporations are also part of these problems. In Europe the last 15 years, governments, NGOs, small and large enterprises are making an effort to establish in their business CSR strategies so as to become more competitive and innovative in the global market. The research presents the way 8 Greek companies from the metallurgy sector publish CSR activities and which dimensions of CSR are more common among Greek companies. The companies were selected according to a study of ICAP Group about CSR and Leading Employers in Greece. The findings reveal how Greek companies during the economic crisis make their effort to be more active especially on environmental issues, human resources, health and safety and contribution to local communities. The results of their efforts are controversial as far as their CSR strategy concerns.  相似文献

This paper explores the notion of environmentally induced spatial stigma through an analysis of data from interviews across public attitudes to pollution within the Asopos river basin in central Greece. The area has a 40 year plus history of legal and illicit industrial waste disposal and public debate on the associated environmental degradation. The study focuses on the perceptions and beliefs of a sector of the community likely to be directly and negatively affected by stigma, that is small business owners in the tourism and hospitality sector. The qualitative analysis explores awareness and viewpoints on environmental degradation and water quality within the local context, implications for the local economy and the individual's own enterprise, views on industrial environmental management as well as corporate responsibility and future prospects for the environmental problems of Asopos. Findings reveal a noticeable variation in views on industrial pollution and ecosystem deterioration among the respondents, but overall a strong environmentally induced stigmatization of the area. They also uncover an information asymmetry and lack of credible commitment by government bodies and industry members in disclosing accurate information, a situation likely to increase speculation and uncertainty within the community. The paper concludes by addressing implications of the findings to policy-making and managerial considerations, along with future research perspectives which aim to increase considerations of sustainability aspects for local development.  相似文献

Despite a growing literature on the meaning of home, the complexity of home is, as yet, little understood. Typically (although not totally), much of the work in this area has not involved empirical research and overall the field lacks a coherent theoretical background. This paper presents a phenomenologically based study designed to reveal what home means to people through their everyday environmental experiences of home. In this exploratory study, the multiple sorting task (MST), was used as an aid to in-depth, systematic interviews which highlighted the personal, multidimensional nature of home. Findings indicate that: (1) different types of home exist; (2) different meanings of home co-exist.Relationships between the meanings of home were explored using multidimensional scaling techniques to reveal a superordinate structure which forms the first stages of a tentative model of home. This involves a tripartite division of home into three modes of experience: the personal home; the social home; the physical home.The results of the study are located within theories of place and the links between these theories and the findings are discussed.  相似文献

The article outlines a new approach to the fuelwood problem. The best way to ensure future fuelwood supplies and simultaneously to prevent environmental degradation is to improve the management of woody biomass within existing production systems. The knowledge and techniques being practised within farming communities should be valued and built upon. The starting point is to discover local people's priority concerns and encourage tree production to meet those needs. In this way the fuelwood problem can best be tackled indirectly to achieve the required ends.  相似文献

Wetlands are critical natural resources in developing countries where they perform a range of environmental functions and provide numerous socio-economic benefits to local communities and a wider population. In recent years, however, many wetlands throughout eastern Africa have come under extreme pressure as government policies, socio-economic change and population pressure have stimulated a need for more agriculturally productive land. Although wetland drainage and cultivation can make a key contribution to food and livelihood security in the short term, in the long term there are concerns over the sustainability of this utilization and the maintenance of wetland benefits. This article draws upon recent research carried out in western Ethiopia, which addressed the sustainability of wetland agriculture in an area of increasing food insecurity and population pressure. It discusses the impacts of drainage and cultivation on wetland hydrology and draws attention to local wetland management strategies, particularly those characterized by multiple use of wetlands, where agriculture exists alongside other wetland uses. The article suggests that where multiple wetland uses exist, a range of benefits can be sustained with little evidence of environmental degradation. Ways of promoting and empowering such sustainable wetland management systems are discussed in the context of the wider need for water security throughout the region.  相似文献

While there has been sustained debate on the issue of provincial and state versus local government environmental planning, maintaining privately owned natural resources in the public interest is increasingly viewed as beyond the scope of local governments alone. This paper describes and compares province- and state-level mandates and options for local governments (i.e., city, county, or district) to regulate land uses of environmentally sensitive areas (ESAs) in British Columbia in Canada and in Washington and Oregon in the United States. We define ESAs as landscape elements or places that are vital to the long-term maintenance of biological diversity, soil, water, and other natural resources, especially as they relate to human health, safety, and welfare, both on-site and in a regional context. Underlying similarities are that all three jurisdictions legally express the need for land-use planning by local governments in managing ESAs. Although all three jurisdictions exhibit similar problems in their attempt to accomplish this, ESA planning by local governments is an optional process in British Columbia and Washington but mandatory in Oregon. Furthermore, actual processes prescribed by each of the three jurisdictions are quite different. The information base upon which local regulation of privately held ESAs depends is variable, both within and between the province- and statelevel jurisdictions. Other than for some specific water-related resources, standard definitions and inventory methods for ESAs are lacking, as is coordination among local governments or among the province- and state-level governments. This study concludes that there is a need for a regional environmental information system in the Pacific Northwest based upon an integrated and scientific approach toward ESA structures and functions.  相似文献

The obvious paradox within China's environmental politics is the big gap between the central government's policy and its implementation outcomes at local levels. Despite concerns about implementation at the local level, much about the role of central governments in China's local environmental politics is still poorly understood. This article examines how the incentive structure set by the central authorities affects the policy implementation gap at the local level. Drawing on fieldwork and document analysis, this article argues that the incentives set by the central government regarding environmental policy implementation at local levels are perversely structured, meaning that the central government provides much more incentive for local governments' non-implementation or poor implementation of its environmental policies than it provides for full implementation. The central government's failure to encourage—politically, financially, as well as morally—local government officials to appropriately implement environmental policies can partly explain the production of the policy implementation gap at the local level. This implementation gap cannot be overcome by efforts at the local level unless the central government takes significant measures to address the perverse incentive structure embedded in the overall structure of China's local environmental politics.  相似文献

Integrated coastal zone management (ICZM) has evolved as a key mechanism for the delivery of sustainable development objectives within coastal regions. Yet, despite significant advancements in ICZM application over recent years, one of the most noticeable weaknesses of ICZM performance has been a failure to adequately account for the existence of socio‐economic concerns. This information deficiency is particularly apparent in Scotland. Despite significant progress in the promotion of ICZM, Scottish experiences have been characterized by a focus upon sectoral policy co‐ordination and environmental dimensions of sustainability. This paper provides an evaluation of both socio‐economic conditions and processes which impact upon coastal communities in Scotland and considers how such issues can be accounted for within future coastal management debates.  相似文献
