我国开发性金融部门绿色投资价值的气候影响和风险研究

为应对气候变化,我国开发性金融部门探索绿色投资倒逼其低碳转型之路,相应的气候变化对其绿色投资的影响和风险值得深入研究。运用气候压力测试模型、WITCH模型和气候VaR对我国开发性金融机构绿色投资的气候冲击影响、气候风险进行实证研究。研究发现,极端气候冲击会对我国的开发性金融机构的投资价值及其投资表现产生负面影响;我国开发性金融机构绿色债券的票面利率受气候变化影响程度各异,国家开发银行随着气温的上升而增加,中国农业发展银行随着气温的下降而减少;我国开发性金融机构绿色投资气候风险各异,中国农业发展银行绿色投资的气候风险相对较大。研究成果为我国开发性金融部门应对气候变化的低碳转型和绿色投资的风险管理提供决策参考。     

Techno-economic Considerations for Groundwater Development in India

India has groundwater potential of 418000 MCM. At present the bulk of groundwater use is in the agricultural sector which utilizes about 104700 MCM annually for irrigation. Initially groundwater development was at a low key with very little public outlay. However, the drought situation in the late 1960s dramatically altered public investment patterns, and the upward investment trend has continued ever since. During the VIIth 5-year Plan (1985–1990) institutional lending in this sector is targetted at Rs 33 billion with the intention of irrigating an additional 7.1 million ha.     

Impacts and opportunities from large‐scale solar photovoltaic (PV) electricity generation on agricultural production

With large‐scale solar photovoltaics in Australia experiencing unprecedented levels of investment, now is a unique opportunity for the national economy and for the communities in regional Australia. Environmental impacts are minimal and community benefits can accrue from both large‐ and utility‐scale solar projects, such as jobs and regional investment. But there are questions for the agricultural sector to consider as these opportunities open up:

• To what extent is the concern of energy generation versus food production warranted?
• Should large‐scale solar power stations even be built on agricultural land?

The author uses a case study from the Central West of New South Wales (NSW) to explore these issues as well as briefly reviewing critical research into the international development of agrivoltaics.     

Strategies to overcome barriers to the development of sustainable agriculture in Canada: The role of agribusiness

Strategies to involve agribusiness in the development of sustainable agricultural systems have been limited by the lack of a comprehensive conceptual framework for identifying the most critical supportive policies, programs and regulations. In this paper, we propose an efficiency/substitution/redesign framework to categorize strategies for modifying agribusiness practices. This framework is then used to identify a diverse range of short, medium, and long-term strategies to be pursued by governments, community groups, academics and agribusiness to support the transition. Strategies discussed include corporate greening, ethical investment, changing the legal status of the corporaton, new business forms and the development of ecological economics.     

Barcelona and the delta: metropolitan infrastructure planning and socio‐ecological projects

The delta of the Llobregat river is a natural expansion area for the city of Barcelona. It has been used first for agricultural purposes and then in the twentieth century for urban and infrastructural development. The history of the delta is examined, in order to trace the changing interactions between economic and political forces and ecological processes. This includes the influence of urban planning from 1930 onwards. The paper describes the effort made by the Spanish government from 1991 to co‐ordinate investment planning in the delta with the Catalan administration and local authorities. One municipality, El Prat, has offered a partial environmentalist challenge to the dominant economic development model of other administrations. It is concluded that it would be valuable to consider this key zone in relation to alternative projects for the socio‐economic and ecological development of Catalonia and Spain as a whole.     

我国ESG投资基金发展趋势分析与展望

ESG投资作为基于企业社会价值投资的投资策略,已逐渐成为国际投资市场的焦点。国内ESG投资尚处于快速发展阶段,市场规律研究及监管机制建设尚处于探索发展阶段。本文系统分析了我国当前ESG投资实践发展进展及其创新,剖析了ESG投资基金相关政策进展、发展方向,以及ESG投资基金行业发展面临的关键问题,提出了促进投资理念渗透、提升信息披露质量、加快投资方式创新等对策建议,并就探索统一估值体系、深化ESG货币化测量研究等进行了展望。     

西部地区SO_2总量控制方案合理性评估

通过新增工业产值、农用地面积、降雨强度和环保投资4个指标,引入信息熵对各指标进行权重分配,科学界定基尼系数合理性范围,构建了以改良基尼系数为度量标准的二氧化硫总量控制方案分配合理性的评价体系,并将其应用于"十二五"西部地区二氧化硫排放总量控制规划方案合理性评价工作中。研究结果表明,西部地区"十二五"SO2总量控制方案存在不合理,可优先考虑针对环保投资进行调整。     

甘肃省农业高质量发展水平测度及制约因子研究

结合农业高质量发展的特征,构建农业高质量发展评价指标体系,采用熵值法、障碍因子诊断模型对甘肃省2009—2018年农业高质量发展水平和制约因素进行分析。结果发现:①2009—2018年,甘肃省农业高质量发展综合水平整体呈增长态势,但农业发展质量不高。②农业绿色发展和农业科技创新是甘肃省农业高质量发展的主要短板。③人力资本和生态环境保护是制约甘肃省农业高质量发展的主要因素。基于研究结果,提出强化政府职能、培育和引进高质量农业人才、贯彻新发展理念、构建生态补偿机制等加快甘肃省农业高质量发展的政策建议。     

试论我国农业环境保护战略问题

我国是发展中的国家，农业在国民经济中占有十分重要的地位，环境污染和生态破坏是农业潜伏着的生态危机，也是农业发展过程中亟待解决的重大问题。如何从我国农业环境问题的特点和农业经济现状出发，制定出与农业经济发展相适应遥农业环境保护战略，是我国农业发展和环境保护工作中的一项重要任务。本文就我国农业环境保护的战略地位和作用、指导思想和方针、目标和重点、措施等一系列战略问题，进行初步探讨。     

Environmental performance and spillover effects on productivity: evidence from horticultural firms

This study investigates the effect of environmental investment and related spillover effects on productivity in the agricultural sector by using a panel data of horticultural firms in Andalusia (Southern Spain). The results indicate a positive relationship between firm investment in environmental practices and productivity improvement, also showing the presence of positive environmental spillovers. In a second-stage of analysis, the incidence of environmental factors in firm specific individual technical efficiency is estimated. This analysis also shows the link between environmental knowledge diffusion and horticultural firms' performance.
