This paper explores whether ambitions to open up the traditional Swedish model of top-down conservation methods to local influences are indicative of an actual transition in governance of Swedish national park policy (NPP), and examines whether such a shift entails an increase in local influence over local interests and needs. Methodologically, we analyse a combination of governance types and incorporate theoretical definitions of power and accountability. The establishment of new governance arrangements – where power is shared, interactions promoted and accountability is directed downwards – indicates that Sweden's NPP is undergoing a change in its mode of governance. This change also seems to include ceding some influence to local interests, and the possibility of combining conservation with the utilisation of certain natural resources. The results of our research also provide valuable insights into when the establishment of shared-governance arrangements are likely to succeed; in short, this seems more likely when there are established sectors sited in a robust legal framework and where strong international commitments potentially play a role. In conclusion, we contend that when seeking diversified governance arrangements it is not enough simply to take local practices and customs into consideration – they have to be strengthened.  相似文献

This research examines the influence of sustainability governance attributes such as the sustainability department, sustainability committee, sustainability officer, sustainability policy, sustainability strategy, and sustainability assurance on comprehensive CSR reporting. Content analysis of corporate annual reports and sustainability reports of 280 non-financial listed companies in Pakistan was used to determine comprehensive CSR reporting score and to capture sustainability governance attributes. Multivariate regression analysis technique was used to test the relationships. The results revealed that all the sustainability governance mechanisms except the sustainability officer and the sustainability department positively influenced comprehensive CSR reporting. This study highlights the usefulness of implementing sustainability governance mechanisms in promoting comprehensive reporting in developing countries and sets implications for shaping future CSR-related policies and practices. This research extends the literature on the importance of internal corporate governance mechanisms in driving sustainability reporting agenda by providing empirical evidence in favor of sustainability governance mechanisms in improving comprehensive reporting in developing countries.  相似文献

Benefit corporations institutionalize a new hybrid corporate form of business that allows for both profit and social objectives. Benefit corporations are traditional corporations with modified obligations; they commit to produce a benefit or purpose on top of their for‐profit motive, and they voluntarily bind to higher accountability and transparency standards. The aim of this paper is to shed new light on the governance and accountability procedures of certified benefit corporations (CBCs) in Italy since Italy was the first country after the United States to introduce the Società Benefit Law in 2016. Namely, this work explores how CBCs integrate benefit‐driven indicators into their structure, providing a renewed governance framework. To achieve this goal, a pilot case was conducted and 12 cross‐sector in‐depth interviews were performed with top management in seven Italian CBCs and triangulated with structured documents. What emerged from the findings is that there is a shift in the models of corporate governance where non‐profits are entering the for‐profit sector and that for‐profits are broadening their mission to include social and environmental goals. This extends the objectives of traditional forms of business to incorporate welfare objectives.  相似文献

Since the 1990s, the local level of governance has become increasingly important in addressing the challenge of sustainable development. In this article, we compare two approaches that seek to address sustainability locally, namely Local Agenda 21 and transition management. Discussing both approaches along six dimensions (history, aim, kind of change, governance understanding, process methodologies, and actors), we formulate general insights into the governance of sustainability in cities, towns, and neighbourhoods. This dialogue illustrates two related modes of thinking about sustainability governance. We touch upon the importance of an integrated perspective on sustainability transitions through which sustainability is made meaningful locally in collaborative processes. We suggest that the explicit orientation towards radical change is a precondition for governing sustainability in a way that addresses the root causes of societal challenges. Governing sustainability should address the tensions between aiming for radical change and working with status quo-oriented actors and governing settings. We conclude that governing sustainability should be about finding creative ways for opening spaces for participation, change, and experimentation, that is, for creating alternative ideas, practices, and social relations. These spaces for innovation encourage a reflexive stance on ways of working and one's own roles and attitudes, thereby preparing a fertile terrain for actors to engage in change from different perspectives.  相似文献

ABSTRACT

Transparency in environmental governance is no longer an uncontroversial answer to problems of accountability and effectiveness. How to design effective transparency systems and in what policy contexts they are effective remain contested issues. This special section, consisting of this introduction and four research articles, interrogates complex and potentially conflicting links between transparency, accountability, empowerment and effectiveness in environmental governance. Building on existing literature and the four contributions, we discuss persisting diversity in varieties of transparency, the evolving dynamics of commodity chain transparency, and the consequences of emerging novel forms of digitalized transparency. As we show, the contributions to this special section interrogate in novel ways the transformative potential of transparency, through shedding light on the performative effects of transparency in ever more complex environmental governance contexts. These contexts may include, inter alia, the growing ubiquity of traceability in transnational commodity chains, the need for ever more anticipatory (ex-ante) forms of environmental governance, and an ever-broadening quest for digitally monitored environments. In particular, the impacts of the real-time ‘radical’ transparency engendered by use of novel digital technologies remain under-analyzed in the sustainability domain. We conclude by raising several critical concerns that deserve further scientific research and policy debate.  相似文献

ABSTRACT

The conventional view of transparency is that it is a critical tool to combat corruption and ensure the democratic accountability of government. This article argues that the negotiation of mega-regional trade agreements (RTAs) and their content indicates the need distinguish different types of transparency. Trade activists that call for drafts of the text of a mega-RTA to be released while negotiations are ongoing are seeking deliberative transparency, which provides opportunities for meaningful public participation and consultation. The trade advisory systems that could provide opportunities for deliberation instead deliver technocratic transparency; the rationale is to increase the effectiveness of mega-RTAs rather than their democratic legitimacy. Frequent leaks of draft chapters of mega-RTAs provide opportunities for deliberation, but some actors involved in leaking are engaged in disruptive transparency where the aim is to complicate trade negotiations, making a final deal less likely. While these varieties of transparency emerge in the context of the negotiating process, disciplinary transparency – which often becomes a regulatory tool for multinational corporations to influence policy-making – is found in the text of mega-RTAs. Certain forms of transparency increase the likelihood that mega-RTAs will be compatible with strong environmental policy, while others may have a detrimental impact.  相似文献

In the context of increasing attention on museum sustainability, this research adopts a dictionary-based, content-analysis approach to measure the degree of sustainability disclosed in European museum annual reports and similar documents. The analysis is carried out through the lens of institutional theory, assuming that the presence of formal and informal regulations positively affects the level of sustainability in annual reporting practices. Furthermore, the paper discusses the level of sustainability disclosed by different types of museums and the impact of the COVID-19 pandemic on the extent of sustainability-oriented reporting. The article compares top public museums in the UK and France, the European countries where accountability practices are most deeply rooted for legal and cultural reasons, and where the most visited museums in the world are located. The findings show that the type of museum and the country significantly affect the ESG (Environmental, Social, and Governance) score, whereas mentioning COVID-19 or the year of publication does not.  相似文献

The determinants of accountability and their links to environmental performance have been extensively studied, but without reaching solid conclusions, especially among SMEs. The once promising approaches of CSR and green economy are subject to mistrust, partly derived from a lack of awareness and understanding of what companies really do and why. This paper examines the determinants and empirical interrelations between accountability standards and environmental proactivity within a comprehensive group of companies. From a regional focus reflecting the transversal cultural and socioeconomic circumstances linked to the context, an empirical research for 297 companies in the region of Aragon (Spain) was conducted, studying their environmental disclosure and performance, as well as the managerial determinant factors. The findings confirm the relevance of companies’ internal factors as determinants for accountability, but also the significance of geographical factors in green companies’ relationship with stakeholders. The positive correlation between accountability and environmental proactivity suggests distinctive business strategies towards compliance and stakeholder engagement.  相似文献

Local climate and energy issues provide fertile ground for collaboration in pursuit of shared goals, yet coordination problems can stymie their achievement. Collaborative networks enable integration of local sustainability initiatives across regions and are one mechanism available to mitigate coordination problems and expand the access of resources to local governments. Building on the Institutional Collective Action framework, we examine the scope of the collaborative networks formed by US cities around issues of climate and energy sustainability. Drawing data from the integrated city sustainability database, our analysis finds that the number of partners a city collaborates with on climate and energy issues is influenced by city administrative capacity and community stakeholder support; on average, cities with greater capacity and more interest group support engage a larger number of partners. These findings have theoretical and practical implications for understanding the use of collaborative networks to resolve coordination and cooperation problems.  相似文献

Abstract

This paper examines the nature of the relationship between sustainable waste management behaviour between the ‘home’ and ‘work’ settings. A questionnaire survey of 566 employees of the Cornwall NHS (National Health Service) was used to examine the nature of the behaviour between the two settings and to understand the main factors influencing the behaviour. The results indicate that there is strong link in the behaviour of individuals between the two settings, with employees who practised recycling activities at home also being more likely to practise a similar behaviour at work. There was also some similarity in the level of sustainability of the behaviour between the two settings. These behaviours were strongly influenced by the underlying attitudes and beliefs of the staff towards the environment. The implications for policy-making to improve sustainable waste management behaviour amongst individuals in England and Wales are also discussed.  相似文献

This study systematically reviews the evolutionary trajectory of corporate sustainability research spanning from 1973 to 2019. Through a scientometric analysis of 26,111 Web of Science articles, it demonstrates the continuous development of the conceptual foundations of corporate sustainability, leading to changes in research subjects over time. Despite recent efforts to integrate sustainability into mainstream business models, there remains a lack of consensus on theoretical and methodological frameworks. The study aims to enhance understanding of the conceptual foundations of corporate sustainability by classifying 47 years of research into four major periods: the Dawn of Diverse Ideas (1979–2005), the Rise of Conceptual Frameworks (2006–2011), the Era of Heterogeneity (2012–2015), and the Age of Stakeholder Engagement (2016–2019). The analysis examines the leading research subjects, theories, and perceptions of corporate sustainability in each period, providing a comprehensive review of the evolution of sustainability research. Moreover, the study introduces emerging concepts in the latest sustainability research and underscores the significance of academic research in addressing the current challenges practitioners face.  相似文献

Accountability has hardly been studied in the governance of climate change adaptation. This paper develops a framework for assessing the accountability of interactive governance arrangements for local adaptation. This framework is based on five important accountability mechanisms: Clear responsibilities and mandates, Transparency, Political oversight, Citizen control and Checks and sanctions. For illustration purposes, the proposed framework is applied to the case of a Dutch local adaptation governance arrangement. The application shows that the five proposed mechanisms and their operationalizations offer a valid assessment of the accountability of such arrangements. It also raises some challenges, such as the tensions between accountability and flexibility, legitimacy and effectiveness; the potentially important roles of trust and of the political skills of central actor(s) in the arrangement in raising accountability, and the potential need to distinguish between arrangements for policy planning and for service delivery.  相似文献

Theory on participatory and collaborative governance maintains that learning is essential to achieve good environmental outcomes. Empirical research has mostly produced individual case studies, and reliable evidence on both antecedents and environmental outcomes of learning remains sparse. Given conceptual ambiguities in the literature, we define governance-related learning in a threefold way: learning as deliberation; as knowledge- and capacity-building; and as informing environmental outputs. We develop nine propositions that explain learning through factors characterizing governance process and context, and three propositions explaining environmental outcomes of learning. We test these propositions drawing on the ‘SCAPE’ database of 307 published case studies of environmental decision-making, using multiple regression models. Results show that learning in all three modes is explained to some extent by a combination of process- and context-related factors. Most factors matter for learning, but with stark differences across the three modes of learning, thus demonstrating the relevance of this differentiated approach. Learning modes build on one another: Deliberation is seen to explain both capacity building and informed outputs, while informed outputs are also explained by capacity building. Contrary to our expectations, none of the learning variables was found to significantly affect environmental outcomes when considered alongside the process- and context-related variables.  相似文献

The northern, resource-dependent regions of Canada have long faced distinctive social, economic, and environmental challenges and vulnerabilities. However, these regions and communities increasingly find themselves in a transitional and post-productivist context – the implications of which are largely unclear. Therefore, research is needed to identify the current and emerging challenges facing such regions and how environmental governance and planning must adjust to meet these challenges. We utilise the case study of the Northeast Superior region of Ontario to identify and analyse the dynamics developing in post-productivist, resource-dependent regions and what the implications may be for environmental governance. Several key themes and issues that emerged include an increasingly pluralistic context, new regionalism and north–south tensions, First Nation initiatives and power imbalances, and northern identities which are tied to ideas of historical resource-dependence, remoteness, and intimate and complex links to the landscape, all of which inform environmental governance and sustainability debates. As a result, the Northeast Superior case provides insight into these ongoing dynamics which encompass individuals, government, industry, organisations, and the landscape, with the resultant lessons being transferable to initiatives in other northern, remote, and circumpolar regions.  相似文献

This study contributes to the analysis of the politics of sustainability transitions by developing a focus on regime actor conflicts and a processual model for how these conflicts develop and are resolved. In a comparison of water-supply systems in four U.S. cities, we show how conflicts among regime actors and political jurisdictions lead to the formation of system governance organizations (SGOs) that bridge jurisdictional boundaries to manage conflicts over a technological system (TS). SGOs coordinate relations among water utilities and diverse stakeholders to reduce pervasive conflicts, but they can also serve as drivers of improved sustainability. We analyze resistance that can emerge, such as from urban growth coalitions, which limit the capacity of SGOs to drive changes. We develop a four-stage processual model (first-order regime conflicts, SGO formation, sustainability transition expansion, and second-order regime conflicts) that opens research in the politics of transitions to the dynamic of regime actor conflicts and provides the basis for generalizations about the causes of SGO formation and their effects on the governance of TSs such as water-supply infrastructure. Policy implications regarding how to improve political support for SGO sustainability efforts are also discussed.  相似文献

Cities throughout the world are key sites for energy sustainability activities. However, analysis of such efforts to date has focused on a sub-set of atypical cities: early adopters and/or world cities. This article undertakes a case-study analysis for an ordinary city, Philadelphia, PA in order to assess the extent to which prior research provides adequate policy explanation for ordinary cities and to gain empirical insight on two under-researched aspects: policy actors, and the policy-making and implementation sites (action sites) for urban energy sustainability. Overall, the types of policy drivers, modes of governance, and enabling factors and barriers in the Philadelphia case fit with prior studies. Focusing on actors and action sites, however, offers insight on the city’s relative policy-making approach based on “non-controversy”, the key role of third-sector actors in both policy-making and implementation, and the diversification of action sites through external-level policy-making operationalised locally nevertheless at the expense of reduced control by urban actors. These findings lead to recommendations for urban energy sustainability research and practice.  相似文献

Urban sustainability literature calls for new governance relations to support green urban agendas. Privileging non-hierarchical relations, this literature fails to address the means by which organisations create these capacities. The author interviewed public, private and community environmental leaders in metropolitan Chicago regarding their disposition toward creating boundary spanning organisations (BSOs) in addressing the City's Environmental Action Agenda. Their responses reflect engaged efforts to enhance cross-boundary sharing of information, resources, and power. However, they also reflect the decisive role of central authority in initiating this process. These findings suggest the complexity of urban governance in transitions toward sustainability and the opportunities they provide to explore the implications of on-the-ground practice.  相似文献

As the concept of sustainability broadens to include social aspects, sustainability organisations must embrace strategies that allow them to more effectively address community issues and procedural concerns. Biosphere reserves (BRs) and model forests (MFs) advocate strongly for community engagement to achieve place-based sustainability; in practice, however, these organisations have had variable success in effectively engaging community residents and addressing their needs and interests. In this paper, we offer a framework for place-based governance for sustainability that is used to compare strategies used in BRs and MFs operating in the Maritime Provinces of Canada with the operations of Vibrant Communities, an anti-poverty organisation that operates locally in Saint John, New Brunswick. We draw attention to three imperatives: comprehensive understanding, community empowerment, and community-based outcomes, and five procedural drivers: local leadership, strong networks, diverse community engagement, learning together, and information sharing. Based on our results, we provide greater clarity on processes that address the imperatives and mobilise the drivers of effective place-based governance for sustainability. Our results suggest that there is a need for theory and practice to advance beyond current understandings of sustainability governance to enhance the capacity of organisations seeking to implement community-based sustainability strategies.  相似文献
