Urban regeneration policy and projects could facilitate the implementation of spatial policy responses to mitigate climate change and adapt to its consequences in cities. However, the potential role of urban regeneration in creating climate-friendly urban environments is not sufficiently evaluated and understood. Considering this gap, the paper aims to explore the potential linkage between urban regeneration and climate change. The case study analysis focuses on two urban regeneration projects, representing two major approaches of regeneration practices in Japanese cities, namely “project-based” and “plan-based” approaches. Research findings demonstrate that urban regeneration could help in reorganising existing urban areas in a climate-friendly manner. As a cross-cutting field of urban policy, urban regeneration could also help in creating synergies between mitigation and adaptation goals. Yet, achievement of such outcomes via regeneration projects necessitates the existence of an overriding urban development vision, political commitment, and willingness to implement binding and structural measures.  相似文献

It is often thought that new procedural arrangements can help embed sustainable development as a policy goal into policy practice. This is the hope of tools such as environmental assessment, sustainability audits and sustainability indicators. Using a case study of urban regeneration in the London Borough of Southwark, this paper critically examines these claims. It shows how sustainable development was sidelined as a policy goal during the evaluation of the Master Plan for the area, the appraisal of individual projects for funding under the Single Regeneration Budget and the development of two local sustainability indicator projects. In each case the local political circumstances were key factors in shaping policy practice and outcomes. This leads to a re-evaluation of such procedural policy tools, emphasizing the importance of local governance contexts.  相似文献

This article delineates concepts of eco-modernisation and urban sustainability (including its associated discourses), elucidating Foucault's notion of governmentality and examining select moments of contested urban governance in the neighbourhood of Old Ottawa South, in Ottawa, Ontario, Canada. It shows how intensification – a “compact city approach” to urban sustainability – as both policy and practice, serves to both discipline and regulate by “conducting the conduct” of environmental and entrepreneurial subjects. It reveals that zoning has more explicitly become a political technology (albeit a flexible one) for achieving “highest and best use” of private property, privileging intensification projects proposed by developers, through a hierarchical exercise of state power that privileges market processes, while undermining community values and priorities.  相似文献

Many cities' municipal governments have made some version of “sustainability” an explicit policy goal over the past two decades. Previous research has documented how the operationalisation and conceptualisation of sustainability in urban sustainability plans vary greatly among cities, particularly with respect to environmental justice. This article reports on whether and how large American cities incorporate environmental justice into their urban sustainability indicator projects. Our findings suggest that while there has been an increase in the number of cities incorporating environmental justice elements into sustainability plans since the early 2000s, their conceptualizations and implementations of sustainability remain highly constrained. The paucity of evaluative tools suggests that environmental justice efforts are potentially losing traction in public debate over macro-scale sustainability concerns (e.g. climate change) or the need for regionally competitive environmental amenities (e.g. parks). This paper concludes with suggestions for revising existing sustainability plans to better reflect environmental justice concerns.  相似文献

Advocates of sustainable urban development often privilege the region as a scale for coordinated action and investment. However, discourses of sustainability institutionalised through regional planning, and conflated with notions of liveability, lend themselves to recruitment by competing, and opposing, development interests. To be regionally sustainable, an individual land development should, both on-site and through its connections to other sites, contribute to overall sustainability of the region. Using examples of industrial waterfront redevelopment in metropolitan Vancouver, we show how particular urban spaces are misrepresented as lynchpins of regional sustainability. In a plan for residential redevelopment, it is claimed that sustainable redevelopment will reunite citizens with “their waterfront”, reframed as liveable, pure, clean, ecologically vital and non-industrial. At an adjacent site, it is claimed that waterfront industrial land should be protected to combat industrial sprawl. Yet, in both cases the developers have lobbied for the expansion of road transportation making the claims of regional sustainability doubtful.  相似文献

Are economic incentives and regulatory relief useful tools for encouraging reuse of abandoned or under-utilised urban sites with historic buildings? Answering this question is of key importance for many European cities and for older US cities, and has important implications in terms of urban sustainability and “smart growth” initiatives. This study uses conjoint choice experiments to explore the relative importance of economic incentives, regulatory relief, land use and property regime offerings at under-utilised historic sites in Venice, Italy. Real estate developers and investors were surveyed, and asked to choose between pairs of hypothetical projects in three Venice locations, as well as between one of these projects and the alternative to do a development project elsewhere. Statistical models of the responses to these choice questions indicate that respondents were sensitive to the price of acquiring the land (and hence to any policies that influence prices), and particularly sensitive to the property regime that would be granted to developers and investors and to the allowable land use. It is concluded that the city should focus on offering land uses and property regimes that are more in tune with developer demand.  相似文献

Residential satisfaction is a vital component of individual quality of life which has been explored by researchers from different perspectives. This study takes the stance to investigate residential satisfaction from sociodemographic standpoints. The purpose is to contribute to further research on residential satisfaction by exploring specifically the impact of age, gender and marital status on overall residential satisfaction and in more detail with components of residential satisfaction of residents living in apartment buildings in Dhaka, Bangladesh. Quantitative analyses of a survey of 204 residents living 59 apartment buildings in Dhaka was conducted to examine whether there is any relation between residential satisfaction with age, gender and marital status of the apartment dwellers. This study also examined if these sociodemographic characteristics had a moderator effect on some of the key components of residential satisfaction. Primary findings indicate that there exists a significant relationship between residential satisfaction with age, gender, and marital status. Further analysis revealed that the “Married” group was more satisfied than the “Single/Never married” group, senior people tend to be more satisfied than are younger respondents and females were more satisfied than males concerning overall residential satisfaction. This study concludes that potential sociodemographic differences among households in apartment developments in Dhaka should be considered for effective residential satisfaction and to create a socially sustainable living environment.  相似文献

Research into renewable energy adoption is increasingly identifying that the successful implementation of renewable energy projects is influenced by a combination of market, community and socio-political acceptance of renewable energy technology. This research uses case studies in two regional Australian communities to examine the social acceptance of residential solar energy, in particular under the influence of financial incentives and social interactions. Fifty-five semi-structured interviews with members of the local community, industry and government were undertaken between May and October 2015. Respondents were asked about their perceptions and knowledge of solar energy and incentives to support its adoption, and their interactions with actors important in the diffusion process. Responses indicated that financial incentives motivated solar adoption; however, social interactions in the communities also contributed to decision-making. In one case study, a local “solar champion” built a private solar farm to demonstrate the technical feasibility of solar, assisted community members with physically installing their own systems and helped community members to maximise the financial benefits of their solar installations. This solar champion contributed to this community having an earlier and more rapid rate of small-scale solar adoption compared with the second case study community. The second case study community included two individuals interested in promoting solar energy; however, they were less integrated with the community’s process of adopting solar, resulting in community members experiencing substandard installations and consequent distrust of the solar industry. This research concludes that local context influences solar adoption through complex interactions among market, community and socio-political acceptance.  相似文献

Research of problem definitions typically centres on agenda setting and formulation with less attention given to implementation. In recognition of this gap, this analysis examines the relationship between issue definition, issue redefinition and policy implementation by reviewing two municipal stormwater plans. The results suggest that in larger issue contexts replete with ambiguity and uncertainty, problem definitions are often “tweaked” and adapted during the implementation process. In short, street-level bureaucrats craft “genetically related” but idiosyncratic problem definitions – that fit their own policy-making context. In the case of stormwater, “solutions”; are best described as dynamic policies built upon the values associated with technical expertise, public participation and environmental sustainability.  相似文献

While the concept of sustainable development brings together concepts of economic, environmental and social sustainability, much has been said regarding inherent tensions between them. Conflicts between economic and environmental objectives, in particular, have been noted as restraining efforts to instigate transitions to environmental sustainability, with growth ambitions limiting environmental policy to “win–win” cases. This paper argues that they can also play complementary roles in managing transitions by creating inclusive visions for rallying actors and resources. This is explored by looking at a case of sustainable regeneration in Wales, UK. Using as a case study the Arbed scheme, an area-based project established in 2009 to retrofit housing stock for energy efficiency, this paper shows how the scheme explicitly addresses economic, environmental and social aspects of sustainability; and, in particular, how sustainable development aims constituted a guiding vision that supported the formation of actor and resource networks necessary for large-scale retrofitting.  相似文献

Creative cities are generally considered as “cool” spaces which attract a particular “creative class” whose ability to innovate and transform – particularly in the media and cultural sectors – offers urban economies a competitive edge. This paper argues that, in the face of dangerous climate change, the creativity of the “not-so-cool” sectors needs to be acknowledged and valued. A case study of Salford in the north-west of England shows how political, technological and economic creativity has secured sustainable regeneration within a floodplain. It is argued that the concept of “creativity” in urban economic discourse needs to be widened to acknowledge the importance of the creativity of planners, civil engineers and builders in securing environmentally sustainable cities. Environmental sustainability, it suggests, not only underpins economic sustainability. Faced with dangerous climate change and society's need to respond, the skills and expertise can in themselves contribute to a city's competitiveness.  相似文献

ABSTRACT

In recent work on commons and commoning, scholars have argued that we might delink the practice of commoning from property ownership, while paying attention to modes of governance that enable long-term commons to emerge and be sustained. Yet commoning can also occur as a temporary practice, in between and around other forms of use. In this article we reflect on the transitional commoning practices and projects enabled by the Christchurch post-earthquake organisation Life in Vacant Spaces, which emerged to connect and mediate between landowners of vacant inner city demolition sites and temporary creative or entrepreneurial users. While these commons are often framed as transitional or temporary, we argue they have ongoing reverberations changing how people and local government in Christchurch approach common use. Using the cases of the physical space of the Victoria Street site “The Commons” and the virtual space of the Life in Vacant Spaces website, we show how temporary commoning projects can create and sustain the conditions of possibility required for nurturing commoner subjectivities. Thus despite their impermanence, temporary commoning projects provide a useful counter to more dominant forms of urban development and planning premised on property ownership and “permanent” timeframes, in that just as the physical space of the city being opened to commoning possibilities, so too are the expectations and dispositions of the city’s inhabitants, planners, and developers.  相似文献

The concept of a “social license to operate” (SLO) was coined in the 1990s and gained popularity as one way in which “social” considerations can be addressed in mineral development decision making. The need for a SLO implies that developers require the widespread approval of local community members for their projects to avoid exposure to potentially costly conflict and business risks. Only a limited amount of scholarship exists on the topic, and there is a need for research that specifically addresses the complex and changeable nature of SLO outcomes. In response to these challenges, this paper advances a novel, systems-based conceptual framework for assessing SLO determinants and outcomes in the mining industry. Two strands of systems theory are specifically highlighted—complex adaptive systems and resilience—and the roles of context, key system variables, emergence, change, uncertainty, feedbacks, cross-scale effects, multiple stable states, thresholds, and resilience are discussed. The framework was developed from the results of a multi-year research project which involved international mining case study investigations, a comprehensive literature review, and interviews conducted with mining stakeholders and observers. The framework can help guide SLO analysis and management efforts, by encouraging users to account for important contextual and complexity-oriented elements present in SLO settings. We apply the framework to a case study in Alaska, USA before discussing its merits and challenges. We also illustrate knowledge gaps associated with applications of complex adaptive systems and resilience theories to the study of SLO dynamics, and discuss opportunities for future research.  相似文献

Beyond adopting sustainability as a feel-good slogan, many communities are trying to translate this general principle into specific and measurable terms. Community indicators are being introduced as a tool for analysis and community development in US cities from Seattle, WA to Jacksonville, FL. Most efforts acknowledge that sustainability ought to serve communities as a whole; rather than privilege certain elites, sustainability should build social equity. Using a web-based methodology, this research reviews sustainability efforts in 33 of the largest US cities to see which have addressed environmental justice as a dimension of sustainability. Five projects are identified and their programmes are summarised in terms of educational, policy and implementation content. La mayoría de los esfuerzos reconocen que la sostenibilidad tiene que servir a las comunidades como un todo; más que privilegiar ciertas élites, la sostenibilidad debe construir equidad social. Usando una metodolgía basada en la red, esta investigación estudia los esfuerzos para promover la sostenibilidad en treinta y tres de las mas grandes ciudades de los Estados Unidos para ver cual a dirijido justicia ambiental como una dimensión de sostenibilidad. This paper sets out to show how urban sustainability issues have been addressed by social, political, and economic actors involved in housing production in Montréal. Specifically, it looks at how the environmental question has been incorporated into the practice and discourse of recent housing schemes. Principles of sustainable development such as adaptive reuse of industrial buildings and infill housing that allow for reinvestment in inner-city neighbourhoods, inclusion of affordable, or social housing in private housing developments to secure social mix, citizen participation, energy, water, and transportation matters have been increasingly circulated. By examining planning documents, design proposals, and briefs presented at public hearings on housing schemes in Southwest Montréal, a former working-class borough undergoing revitalisation, this paper shows that the values of sustainable development have been used by both private developers and local authorities to negotiate urban transformations with community groups.  相似文献

ABSTRACT

Urban gardening in Vienna, Austria, has gained a new significance over the last ten years. However, although demand is constantly rising and urban gardening is being marketed in many ways, a vast majority of the urban population still has no access to gardening and its various benefits. While community gardening projects in Europe are usually viewed as temporary, self-organised bottom-up initiatives on public or abandoned private land, this case study of the Roda-Roda pilot project shows that community gardening can develop and persist even when favourable conditions for grassroots community gardens are lacking. The vast green spaces separating residential blocks (Abstandsgrün) commonly found in Vienna’s municipal housing (Wiener Gemeindebau) have a huge spatial potential for gardening, along with a forgotten tradition of self-organisation. Using an action research approach, this paper describes two principles for a successful implementation strategy under difficult conditions. Starting with a top-down approach, an interdisciplinary project team implemented a spatial and socio-economic framework that offered a stable basis for participatory community-building. As they “climbed” the ladder of participation stepwise – from exclusion to decision-making and true self-organisation – gardeners gained knowledge, skills and the self-confidence required to run a garden and create a well-working local community. At a more general level, the paper brings a co-creative planning perspective to the scientific discussion on community gardening in Europe and offers a practical approach to making local gardening opportunities available to suitable target groups by tapping into unused spatial potential.  相似文献

Insight into land developers’ perspectives on alternative residential developments and the barriers they experience in trying to develop them can be crucial in efforts to change environmentally damaging low-density, large-lot, and automobile-dependent residential patterns. Using a semi-structured interview instrument followed by short surveys, I examined the views of 16 developers in Waukesha County, WI, USA, a county that has experienced significant development pressures and widespread implementation of conservation subdivision design. The land developer investigation focused on conservation subdivision design familiarity and implementation, and identified a number of barriers that developers experienced in implementing the design. While the majority of the developers appeared familiar with the design and had experience developing conservation subdivisions, their motivations for developing them varied, as did their on-site conservation practices. The barriers included the lack of land use regulations supporting the design, economic factors, community opposition, and a lack of knowledge about sustainable residential development practices. Strategies to promote more environmentally sustainable residential land development patterns include providing a more supportive institutional environment, enacting different regulations and guidelines for natural resources protection, and offering education on ecologically sound development and planning practices.  相似文献

Applying the concept of sustainability to invasive species management (ISM) is challenging but necessary, given the increasing rates of invasion and the high costs of invasion impacts and control. To be sustainable, ISM must address environmental, social, and economic factors (or “pillars”) that influence the causes, impacts, and control of invasive species across multiple spatial and temporal scales. Although these pillars are generally acknowledged, their implementation is often limited by insufficient control options and significant economic and political constraints. In this paper, we outline specific objectives in each of these three “pillars” that, if incorporated into a management plan, will improve the plan’s likelihood of sustainability. We then examine three case studies that illustrate how these objectives can be effectively implemented. Each pillar reinforces the others, such that the inclusion of even a few of the outlined objectives will lead to more effective management that achieves ecological goals, while generating social support and long-term funding to maintain projects to completion. We encourage agency directors and policy-makers to consider sustainability principles when developing funding schemes, management agendas, and policy.  相似文献

ABSTRACT

This paper has a quintessentially explorative character. It aims at identifying existing as well as potential (yet missing) links between the finance industry and local businesses that aspire to more sustainable economic practices. Building on the observation that green investments have been gaining weight in global investors’ strategies, we analyse how sustainable – in the most comprehensive sense of the word – green investments could ultimately be(come), when green assets are still managed according to the logic of “financialised finance”. This latter’s technologies of commodification, securitisation and derivatives-trading allegedly oppose alternative economic practices that pursue economic sustainability through social and environmental gains. In contrast, we investigate how the finance industry relates to alternative financial practices, products and organisations that offer sustainability-oriented financing services, – for example, regional banks, cooperatives and the like, – with a specific focus on green, social and solidarity businesses. Both approaches subscribe to apparently contradictory ideologies. We establish a beneficial dialogue between the opposing models of “green capitalism” and “alternative economies” so as to identify potential points of intersection. The context of Luxembourg’s local/regional economies provides a great opportunity to empirically access three levels of investigation: the private sector, the public sector and an international financial centre, a key facilitator for green finance, thus utilising insights from the concept of bricolage. Whilst supporters of Luxembourg’s emerging green finance profile recognise its positive impact on the small country’s national branding, in combination with economic stimuli, more critical commentators point to pure “green washing” effects.  相似文献
