It is the contention of this paper that some progress in alleviating the social and environmental problems which are beginning to face Papua New Guinea can be achieved by supporting traditional Melanesian values through maintaining the customary system of communal land tenure. In accordance with this aim, I will proceed to contrast certain Western attitudes towards individual freedom, selfinterested behaviour, individual and communal interests and private ownership with attitudes and values expressed in the traditional Melanesian approach. In order to demonstrate the latter, I will briefly touch upon the phenomenon of wantokism and indicate how the Melanesian values associated with this concept find their locus in the system of customary communal ownership. Subsequently, I will describe how the emergence of a cash economy and the attachment to Western gadgetry and products have effected injury to the environment and undermined values which have previously maintained Melanesian social cohesion. While admitting that little can be done to eradicate the desire for cash and the products it can buy, I suggest that Melanesian communities and the environment itself would receive more protection if future development in Papua New Guinea embraced a system which incorporated certain of the traditional Melanesian values through the preservation of the communal form of land tenure. Ultimately, I suggest a way in which customary communal land tenure can be integrated into the established Anglo-Australian legal system.  相似文献

This paper suggests a way of classifying human physical environment according to its location and function. Environmental science is viewed as a branch of ecology, and the concept of the complex ecosystem is introduced. By using differential equations, the author draws attention to four factors that must be considered when evaluating the effect of any environmental agent on a human subject: the agent's extensive quality of rate of flow, its intensive quality of concentration or intensity, duration of the subject's exposure, and the uniformity of agent's stress in space and time. The environmental agents, individually or in jointly acting groups, produce environmental stress, which acts on the subject to produce strain and its contingent symptoms. The microclimate in this setting can be classified according to the type of stress involved. The human physical environment may be evaluated in three ways: objectively, subjectively, and from the standpoint of regulations or standards. The benefit or advantage of using this equation in evaluating or measuring the human physical environment is discussed.  相似文献

Summary Welfare, or satisfaction of wants, is not only dependent on produced goods but also on the quality of the environment, leisure time, income distribution, working conditions, employment and the safety of the future.The same amount of production and consumption requires more labour with environmental conservation than without. Under current conditions, environmental measures, nevertheless, often lead to a loss of jobs. The paper enunciates in which conditions environmental measures lead to more employment. In the scenario study the necessary environmental measures have been formulated, their effects on the environment have been estimated in physical terms and their costs in money terms. The (negative) consequences for production and the (positive) consequences for employment have been scanned with the aid of an econometric model.In the short term (20 years) the effect on production is less than expected, among others because employment is created for many jobless: part of the measures could be carried out free of charge. In the long term more measures have to be taken and the possibilities for an ever-growing production in the industrialized world will probably diminish.In the paper, it is explained why saving the environment is not only possible, but necessary as well, in order to evade overshoots in the future and to safeguard the living conditions for generations to come. The author sincerely hopes that studies like this will be elaborated for other countries. By then the politicians and the public might become convinced that it is possible and necessary to shift the priority of economic policy to saving the environment.Dr Roefie Hueting is Head of the Department for Environment Statistics, of the Netherlands Central Bureau of Statistics. This article considers the dispute between moral economy and rational peasant theories of agrarian societies in application to problems of collective action. The moral-economy theory holds that traditional peasant society is organized cooperatively through shared moral values and communal institutions; while the rational-peasant theory maintains that peasant society shows the mark of rational individual calculation, leading to free-rider problems that undermine successful collective action. This article offers an abstract model of a traditional village and assesses the applicability of recent qualifications of the collective action argument to this model. It will emerge that the social characteristics of the traditional village embody features that facilitate collective action by rational peasants.  相似文献

Summary Environmental education is currently fashionable. However, some educators are viewing it with suspicion as a trendy subject which will disrupt their carefully planned syllabii which are geared largely towards the passing of examinations. In the South Pacific there have been a number of attempts to increase people's awareness of their surroundings and to build up a respect for what is loosely termed our physical environment. These programmes have included, increasing the amount of environmental examples in a range of primary and secondary school subjects, formal courses in environmental planning at the tertiary level, and conservation messages through the media.Dr Jenny Bryant is a Lecturer in Geography at the University of the South Pacific, and recently Secretary, now Acting Chairperson, of the South Pacific Action Committee for Human Ecology and the Environment (SPACHEE).  相似文献

Summary This paper describes some of today's important information handling products and attempts to predict tomorrows devices in the light of convergence and greater flexibility offered through the use of microchip technology.The main contention of this paper is that Information Technology and its impact on privacy depends, as ever, on the way in which Information Systems are used. It is argued that the privacy issue is more to do with moral and physiological attitudes within society than the technicalities of implementation.As a conclusion, the paper asks that we should define standards and exercise vigilance in the maintenance of those standards. In addition, it recognises that attitudes to privacy will almost certainly change with time and that this should be regarded as a healthy and natural occurrence.Roger Reynolds has worked in the computer industry for 18 years and has experience in both hardware design and systems development. He has been employed in ICL for the last 5 years and has been deeply involved with the development of communications and Information Technology within this company.Previously he worked on a project designed to integrate various activities in the health service. The synthetic field of conservation biology uses principles derived from many different disciplines to address biodiversity issues. Many of these principles have come from ecology, and two simple ones that seem to relate to many issues involving the utility industry are: (1) Everything is interconnected (and should usually stay that way), and (2) We can never do merely one thing. The first principle can be applied to both the biotic and physical environments that are impacted by industrial activities. Habitat fragmentation and the loss of physical and biotic connectedness that results are frequently associated with transmission rights-of-way. These problems can be reduced—or even turned into conservation benefits—by careful planning and creative management. The second principle applies to the utility industry's programs to deal with carbon released by burning fossil fuels. Ecological knowledge can allow these programs to contribute to the preservation of biodiversity in addition to addressing a pollution problem. Without careful ecological analyses, industry could easily create new problems while implementing solutions to old ones.  相似文献

The widespread interest in the concept of sustainable environment and development has been accompanied by the need to develop useful systems of measurement. We discuss the use of indicators which might be used to assess such conditions. Our characteristics, or criteria, for desirable global sustainability indicators are:
  • sensitivity to change in time
  • sensitivity to change across space or within groups
  • predictive ability
  • availability of reference or threshold values
  • ability to measure reversibility or controllability
  • appropriate data transformation
  • integrative ability
  • relative ease of collection and use
  • We discuss the basis of these characteristics, and examine two categories of indicators (soil erosion and population) and two specific indicators (physical quality of life index and energy imports as a percentage of consumption) for their value as sustainability measures.  相似文献

    Summary This paper explains why the identification of the increase of national income (or GNP) with economic growth, increase in welfare and economic success is theoretically wrong. This incorrect use of terms strengthens the one-sided orientation of economic policy on the growth of production, often at the expense of the environment. Two examples are given of how this course of affairs is blocking the social choices regarding a fundamental solution of the environmental problem. An overview is given of the possibilities of correcting the Gross National Product (GNP) figures for environmental losses. None of these are perfect, since shadow prices for environmental functions directly comparable with the market prices of goods produced can be construed only in exceptional cases. The conclusion is that the only way to arrive at national income figures corrected for environmental losses is to supplement the corrections for expenditures on preventive, restoratory and compensatory measures (defensive expenditures) with the estimated expenditures on measures required to meet physical standards, based on health and a sustainable economic development.Dr Roefie Hueting is Head of the Department of Environment Statistics at the Netherlands Central Bureau of Statistics and a Visiting Fellow at the International Institute for Environment and Society (IIUG).     The introduction of national parks in areas where existing authorities have traditionally been responsible for developing policies, preparing plans and making decisions on development proposals, can be a threat to longstanding interests. This paper explores this problem by examining the struggle for control of planning in one of Scotland's first national parks, the Cairngorms. Recent research (McCarthy et al., 2002 McCarthy J Lloyd G Illsley B (2002) National parks in Scotland: balancing environment and economy Research briefing European Planning Studies 10 (5) pp. 665–670 [Web of Science ®] [Google Scholar]) has established the policy context for this investigation. Informed by research focusing on the consultation process which led to the establishment of the national park, this paper analyzes how alternative approaches to the allocation of planning powers were captured in competing storylines, around which polarized coalitions of interest formed. Opening such insights into the considerations that shape institutional design—a combination of contested problem framing and straightforward political struggles over the locus of regulatory power—starkly reveals the challenges to the new park authority as it seeks to establish consensus between conflicting interests.  相似文献

    In order to provide a more adequate means for the preservation and the enhancement of the environment, the United States and West Germany (the Federal Republic of Germany) have either created new institutions or altered existing agencies for the implementation of public policy. Along with these developments, a series of programs have been specifically designed to foster and maintain a quality environment. In this article, we examine the particular strategies employed in the implementation of environmental pollution control laws through the new or altered administrative arrangements in the two countries. The basic tools employed to implement environmental management strategies can be grouped as follows: traditional regulatory procedures, economic incentive concepts, information and volunteerism concepts, and government induced technological changes (USEPA 1976a). The following are examples of these techniques:
    1. Traditional regulatory procedures
      1. laws
      2. ordinances
      3. permits
      4. zoning
    2. Economic incentive concepts
      1. fines
      2. emission and effluent charges
      3. differential property rates
      4. subsidies
    3. Information and volunteerism concepts
      1. labeling programs

      3. subsidized mass transportation systems
    The specific applicability of any of these techniques varies with the particular type and degree of pollution control necessary. In some instances, a combination of these techniques may be appropriate. The degree of public acceptability and cost-effectiveness of the various techniques may vary as a result of regional differences. Furthermore, the success of all of these techniques is dependent upon a high degree of voluntary compliance. Through the examination of the various policy implementation strategies we should be able to appreciate the interrelationships between the different levels of government in pollution control efforts in the United States and West Germany.  相似文献

    New ideas about conserving wildlife are emerging to compete with conventional national park policies. But methods of analyzing wildlife conservation problems in Africa are inadequate for the analysis of complex issues of policy. Much of the analysis of conservation policy attempts to be apolitical on issues charged with social conflict. Analyses are too often ahistorical when history can say a great deal about the origins of present-day ecological problems. Further-more, problems are commonly analyzed within narrow discilinary frameworks which predetermine the nature of conclusions and lead to professionally biased proposals. This case study of the Luangwa Valley, Zambia, is used to demonstrate a method which attempts to remedy these weaknesses,In the first part of the article we examine the role of the Luangwa National Parks in the context of the Zambian political economy, and identify social groups which compete for the resources of the national parks. Next we trace the historical origins of present-day ecological changes. These analyses lead toward a model of the Parks and some of their relationships with the national economy. We end with a proposal for communal use of wildlife which attempts to resolve some of the contradictions inherent in current policy.  相似文献

    An info-tech complex is proposed for 286 acres (116 ha) of land within the East Calcutta wetlands. The proposed site is 15 km east of Kolkata city and only 8 km south of Dum Dum airport. The site is vacant, with pockets of agricultural land and a few degrading water-logged areas. In order to assess the likely impact of the proposed development on the environment, a rapid environmental impact assessment of an area of 10 km radius from the centre of the project site was carried out. The present status of the environment with respect to ambient air, surface water, groundwater, soil, landuse, noise, and socio-economics of the core and buffer zone has been documented and correlated with 24 project activities during construction, development and operational phases. The frequency of adverse impacts is greater than that of beneficial impacts. Out of the total adverse impacts 20 are short term, reversible and have a low magnitude. The total impact score for the proposed project is (–)468.75 and as per the Assessment Value Index Scale the environmental impact of the proposed project activities is no appreciable impact. But there are certain sectors where the environment will be adversely impacted. Therefore, appropriate measures have been suggested to ameliorate the adverse impacts. It is envisaged that if these measures are implemented then there will be an improvement in the quality of the environment, as well as life, by 687.5 units.  相似文献

    We present a comparison of the climate in prospective states or sites under consideration for the eastern repository for high-level nuclear waste in the United States.We found that atmospheric conditions over several south-eastern sites rank lower than the other prospective areas in effective dispersal, as perFederal Register 10CFR 960.5-2-3 (1984). Also, damage rates in North Carolina and Virginia, and death rates in Virginia, from tropical storms and hurricanes exceed those of the other candidate states. These storms, as well as other mechanisms, subject piedmont Virginia and North Carolina to a high frequency of flash flooding. Death rates from all weather-related causes (including winter storms, tornadoes, and weather-related vehicle accidents) are also highest in Virginia and North Carolina. This finding is rather surprising in light of tornado and blizzard frequencies in northern candidate states.Based upon a 20-year study of damage and mortality figures from the US Department of Commerce publicationStorm Data for all weather-related causes, Virginia and North Carolina rank highest. If this is taken as a measure of relative compliance withFederal Register potentially adverse condition 960.5-2-3[c][2] pertaining to the history of severe weather phenomena in relation to repository siting, then these states are the least favorable from a climatic viewpoint.  相似文献

    Summary In Nigeria, an increased level of consciousness is observable with regard to the complex relationship that exists between development and the quality of the environment. However, there remains much to be done by way of actually developing the mechanism and legislative backing for reconciling environmental imperatives with developmental goals. Nigeria, like many other developing countries, is beset with such environmental problems as desertification, deterioration of urban physical quality, land degradation, deforestation, soil erosion, and flooding. It has been established that these problems emanate mainly from human activities created in the quest to achieve a higher level of development. The implication is that sufficient precautions have not been taken to balance development objectives against the need to maintain desirable environmental quality.The policy responses that have so far resulted from these problems include: the establishment of a Federal Ministry which is charged solely with the responsibility for environment related issues, the institution of a War Against Indiscipline (WAI) campaign with environmental sanitation as one of its key components, the initiation and sponsorship of national conferences on issues related to the environment, the establishment of the Federal Environmental Protection Agency, and the launching of a National Policy on the Environment.While it can be conceded that a start has been made towards the attainment of sustainable development, Nigeria presently needs the necessary technical, administrative and legislative back-up for more effective integration of environmental concems with national and local development policies.Dr Layi Egunjobi is a Senior Lecturer in the Centre for Urban and Regional Planning at the University of Ibadan, Nigeria.  相似文献

    The United States Forest Service is required to analyze road systems on each of the national forests for potential environmental impacts. We have developed a novel and inexpensive way to do this using the Ecosystem Management Decision Support program (EMDS). We used EMDS to integrate a user-developed fuzzy logic knowledge base with a grid-based geographic information system to evaluate the degree of truth for assertions about a roads environmental impact. Using spatial data for natural and human processes in the Tahoc National Forest (TNF, California, USA), we evaluated the assertion the road has a high potential for impacting the environment. We found a high level of agreement between the products of this evaluation and ground observations of a TNF transportation engineer, as well as occurrences of road failures. We used the modeled potential environmental impact to negatively weight roads for a least-cost path network analysis to 1573 points of interest in the forest. The network analysis showed that out of 8233 km of road analyzed in the forest, 3483 km (42%) must be kept in a modified road network to ensure access to these points. We found that the modified network had improved patch characteristics, such as significantly fewer cherry stem roads intruding into patches, an improved area-weighted mean shape index, and larger mean patch sizes, as compared to the original network. This analysis system could be used by any public agency to analyze infrastructure for environmental or other risk and included in other mandated analyses such as risks to watersheds.  相似文献

    The specific issue addressed in this paper is urban encroachment on agricultural lands, and the problems it poses for both analysis and the conservation of the land resource. The purpose of our discussion is two-fold: (1) to identify where and why traditional analytical and regulatory approaches fail to resolve land use conflicts, and (2) to explore ways and means of resolving some of the dilemmas which society faces in making land use decisions. This paper's contribution is in the spirit of Getting Incentives Right for the inter-temporal transfer of wealth, as represented in trade-offs between environmental and resource endowments and human and physical capital. Efforts are placed on identifying what the appropriate price, levy, taxes, and grant ratios ought to be in order to encourage individuals in the marketplace to act in society's interest. We have also explored ways of efficiently transmitting those incentives through the market mechanism, without unduly relying on bureaucratic methods or suasion. Emphasis is placed on mechanisms that have little scope for preferential access and are subject to public scrutiny; emphasis on such self-disciplining approaches should result in less effort expended on (unproductive) lobbying activities and bureaucratic administration.Brad Gilmour and Ted Huffman are Policy Analyst and Land Use Specialist respectively with Agriculture and Agri-food Canada.     Biotechnology applied to traditional foodanimals raises ethical issues in three distinctcategories. First are a series of issues that arise inthe transformation of pigs, sheep, cattle and otherdomesticated farm animals for purposes that deviatesubstantially from food production, including forxenotransplantation or production of pharmaceuticals.Ethical analysis of these issues must draw upon theresources of medical ethics; categorizing them asagricultural biotechnologies is misleading. The secondseries of issues relate to animal welfare. Althoughone can stipulate a number of different philosophicalfoundations for the ethical assessment of welfare,most either converge on Bernard Rollins principle ofwelfare conservation (Rollin, 1995), or devolve intodebates over the ethical significance of animaltelos or species integrity. The principle of welfareconservation prohibits disfunctional geneticengineering of food animals, but would permit alteringanimals biological functions, especially when (as inmaking animals less susceptable to pain or suffering)do so improves an individual animals well being.Objections to precisely this last form of geneticengineering stress telos or species integrity asconstraints on modification of animals, and thisrepresents the third class of ethical issues. Most whohave formulated such arguments have failed to developcoherent positions, but the notion of species being,derived from the 19th century German tradition,presents a promising way to analyze the basis forresisting the transformation of animal natures.  相似文献

    The spatial pattern of ecosystem function can affect ecosystem conservation. Ecosystem functions are often heterogeneous spatially due to physical and biological factors. We can influence ecosystem functions by changing the spatial patterns of the physical and biological elements of an ecosystem and regulating their combinations. The variation–position effect highlights a phenomenon resulting from the spatial pattern of ecosystem function. The effect shows that the identical variation of a factor may produce different effects on the overall situation when this variation occurs in a different spatial position. In a watershed of the Yangtze River, water retention is a primary ecosystem function. The variation–position effect for water retention capacity occurs in the watershed because of the spatial heterogeneity in vegetation, soil, and slope. The change of vegetation that occurs in a complex can affect the overall situation of water retention, and the effect can be different due to the change occurring in the position holding different vegetation-soil-slope complex. To improve the ecosystem in the watershed and to meet the social needs for the ecosystem function of water retention, a strategy called ecosystem function and spatial pattern-based forest extension was proposed to conserve forests. The implementation of the strategy enables the watershed to attain the maximum effective increase in water retention capacity.  相似文献

    Summary The Greek natural environment shows an extensive diversity of flora and fauna and a significantly high density of important biotopes. This notable ecological wealth is threatened with rapid degradation caused by human activities. Its protection through nature conservation measures and through the control of development projects and activities is obstructed by factors such as the existence of a large number of non-point sources of disturbance which are related to a large number of people, the inefficiencies of State mechanisms, the indifference of local societies with regards to planning procedures and long-term social benefits, and a traditionally indifferent or hostile attitude of countryside people towards nature. A study of the threats against the natural environment shows that the most important of these derive from activities that bring people closer to nature, but which follow a development model that is not sustainable. Such activities are: farming, animal grazing, fishing, tourism, vacation house-building, the opening up of roads, hunting, motorized recreation, etc. Contrary to this, the development of industry and the big enterprises of the tertiary sector appears more compatible with the preservation of a rich natural environment when certain conditions such as effective control, use of modern technology and convergence of business and environmental benefits occur.
