Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—-for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport.  相似文献

Megacities in low- and middle-income countries face unique threats from climate change as vulnerable populations and infrastructure are concentrated in high-risk areas. This paper develops a theoretical framework to characterize adaptation readiness in Global South cities and applies the framework to Dhaka, Bangladesh, a city with acute exposure and projected impacts from flooding and extreme heat. To gather case evidence from Dhaka we draw upon interviews with national and municipal government officials and a review of planning documents and peer-reviewed literature. We find: (1) national-level plans propose a number of adaptation strategies, but urban concerns compete with priorities such as protection of coastal assets and agricultural production; (2) municipal plans focus on identifying vulnerability and impacts rather than adaptation strategies; (3) interviewees suggest that lack of coordination among local government (LG) organizations and lack of transparency act as barriers for municipal adaptation planning, with national plans driving policy where LGs have limited human and financial resources; and (4) we found limited evidence that national urban adaptation directives trickle down to municipal government. The framework developed offers a systematic and standardized means to assess and monitor the status of adaptation planning in Global South cities, and identify adaptation constraints and opportunities.  相似文献

‘Green jobs’ are often presented as a simultaneous solution for the economic downturn and the environmental crisis, particularly as they relate to sustainable development in energy and climate change. Federal, state, and municipal authorities have employed a variety of policy tools to boost job creation within their jurisdictions. This study focuses on the role that state policies play in creating green jobs. It examines two generic policy tools – regulations and incentives – each of which can be aimed at advancing energy efficiency or renewable energy production, and assesses the relative impact they have had on generating green jobs. In order to measure this impact, we utilize panel data compiled by the Pew Charitable Trusts, which contain a state‐level count of green jobs from 1998 to 2007. The results of the analysis suggest that regulations, particularly those that mandate action on renewable energy, are likely to increase the number of private sector green jobs in states. Regulations with clear guidelines and targets tend to reduce uncertainty in business, and can lead to increased private sector investment and job availability. This study provides practical lessons regarding the type and design of policy instruments and regulations on renewable energy, which effectively encourage green job growth.  相似文献

District heating (DH) is an important part of the Swedish energy system and one of the most important climate measures at the municipal level. The Swedish planning system gives a large amount of power to municipalities, thus leaving the regional level weak. Despite this, the DH systems in Stockholm have developed into regional systems; how has this development occurred and what made it possible? Regional and municipal strategies concerning DH and energy from 1978 to 2010 have been studied through Regional plans and comprehensive plans. The conclusions show that the municipal DH systems have grown and become interconnected, thus fulfilling one of the most important regional strategies: to expand and interconnect the systems to be able to build combined heat and power plants. This is not entirely due to the regional strategies, however; the local importance of the system, economic reasons and supply security are other explanations. The study shows that regional importance generally has grown, and thus also the regional focus on DH. As environmental and climate issues have risen on the agenda, the importance of DH from the municipal perspective has become more evident, as well as a shift from supply orientation to more focus on energy efficiency.  相似文献

This paper analyses how 10 localities in the USA and England, recognised as leaders in clean energy and climate action, have used collaborative approaches to develop local climate change plans and energy conservation, efficiency, and renewable energy initiatives. It examines these planning and policy-making processes in the context of Margerum's [2008. A typology of collaboration efforts in environmental management. Environmental Management, 41 (4), 487–500] typology of “action”, “organizational”, and “policy-level” collaborations, as well as Gray's [1989. Collaborating: finding common ground for multiparty problems. San Francisco: Jossey-Bass] classification of collaboration in the “problem-setting”, “direction-setting”, and “implementation” phases. We conducted interviews with local elected officials, municipal staff, energy professionals, and citizen volunteers in each community, supplemented with an analysis of their adopted energy, climate change, and land-use plans. We find that despite the different government structures and political contexts between the two countries, there was a surprising amount of commonality in how the case study localities used collaborative planning to develop local climate plans and clean energy initiatives. These processes were most often initiated by local elected officials and/or high-level staff members, and then carried out in collaboration with local third-sector organisations and other community stakeholders. In the USA, collaboration was strongest at the policy level and in the direction-setting phase, with the distinguishing feature that citizen advisory boards or stakeholder working groups often took a more active role in shaping local plans and policies. The English localities had some of those same types of collaborations, but were more likely to also employ action collaboration, in the implementation phase, in which third-sector organisations coordinated with the locality to directly provide clean energy services.  相似文献

Climate change adaptation strategies that aim to minimize harm and maximize benefits related to climate change impacts have mushroomed at all levels of government in recent years. While many studies have explored barriers that stand in the way of their implementation, the factors determining their potential to mainstream adaptation into various sectors are less clear. In the present paper, we aim to address this gap for two international, six national, and six local adaptation strategies. Based on document analyses and 35 semi‐structured interviews, the 14 case studies also explore in how far the factors facilitating climate change adaptation are similar across levels of government or level‐specific. Although located at three different levels of government, we find that the 14 adaptation strategies analyzed here represent “one‐size‐fits‐all governance arrangements” that are characterized by voluntariness and a lack institutionalization. Since adaptation strategies are relatively weak coordination hubs that are unable to force adaptation onto sectoral policy agendas, they rely mainly on sectoral self‐interest in adapting to climate change, largely determined by problem pressure. We conclude that one‐size‐fits‐all governance arrangements are rarely adequate responses to complex challenges, such as climate change. Although climate change adaptation depends more on framework conditions such as problem pressure than on administrative or governance features, the findings presented here can help to understand under what circumstances adaptation is likely to make progress.  相似文献

Moving from agenda to action: evaluating local climate change action plans   总被引:1,自引:0,他引:1  
Climate change is conventionally recognised as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyses how well they recognise the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of ‘awareness’, moderate ‘analysis capabilities’ for climate change, and relatively limited ‘action approaches’ for climate change mitigation. The study also identifies specific factors influencing the quality of these local jurisdictional plans. Finally, it provides policy recommendations to improve planning for climate change at the local level.  相似文献

“十四五”时期是我国应对气候变化的重要机遇期,生态环境部要求将应对气候变化目标任务全面融入生态环境保护规划,而国家和地方相关政策设计尚处于起步阶段。在理论方法方面,已有研究多关注国家层面应对气候变化整体进展及在不同领域的布局情况。各地区针对具体领域的规划目标、行动部署等各有侧重,但区域视角下研究仍比较缺乏。地方生态环境规划是地方生态环境部门履责的重要依据,本文构建了地方应对气候变化规划内容的分析框架,对28个省级行政区(未包含山西、贵州、西藏以及香港、澳门和台湾)“十四五”生态环境规划中应对气候变化政策进行分析,系统梳理各地区减缓和适应气候变化的重点举措,总结完善制度体系、开展试点示范等方面的主要做法;在分析各地区面临问题和挑战的基础上,提出了“十四五”时期加强应对气候变化工作的对策建议。本研究有助于弥补应对气候变化区域研究的不足,可为构建央地协调整合的应对气候变化政策体系、完善地方应对气候变化制度措施提供科学参考。  相似文献

The meaning of hydraulic fracturing for shale gas is contested worldwide: is it an energy game changer, a transition fuel, or a technology that poses severe environmental problems? In the Netherlands, a policy controversy developed in which fracturing was reframed from ‘business as usual’ to a potential environmental risk. This article theoretically and empirically describes this shift by arguing that the technology of hydraulic fracturing for shale gas is a boundary object that created a sphere of engagement for all sorts of actors. In this sphere, they negotiated a common but soft meaning of this technology. These negotiations consisted of frame contests. As part of those contests, the discursive strategies of framing and boundary work enabled opponents to create uncertainty about economic benefits and environmental impact. The shift in meaning transformed the issue from an economic one with standard governmental rules and regulations into a planning issue that needs more precaution.  相似文献

This article analyses the factors influencing stakeholder participation in municipal energy and climate planning, together with stakeholder experiences of participation in such processes. The article presents findings from a survey of 60 Swedish municipalities and detailed case studies of energy and climate planning in five Swedish municipalities to explore which stakeholders are involved, how and why they are involved, and the impacts of participation on both stakeholder experiences. The results of this study provide insight into the role of stakeholders in municipal energy and climate planning. The study proceeds as follows: the Introduction is followed by a discussion of theoretical perspectives on stakeholder participation and energy and climate planning. The Methods used to conduct the study are presented, followed by Results and Analysis. In the subsequent Discussion, the authors propose a conceptual approach that may assist municipalities in development of energy and climate strategies. The Analysis and Discussion inform Conclusions in which the authors advocate early and active stakeholder engagement in energy and climate strategy planning and emphasise the possible utility of their conceptual approach in supporting stakeholder participation.  相似文献

In this paper, we provide an overview of local and regional climate change plans in China by scrutinizing planning documents from 16 cities, four autonomous regions, and 22 provinces. We develop and apply an evaluation protocol to understand goals, process, and strategies in these plans. We also conduct interviews with government officials to provide a context for subnational climate change planning. The results indicate that current climate change planning in China is characterized by the ‘top-down’ approach, in which the central governmental incentives play a vital role in shaping provincial and municipal plans. In addition, most plans have the following issues: vague definition of what characterizes a low-carbon city/region; deficiency in the quality of greenhouse gas inventory and reduction targets; insufficient strategies provided to respond to climate change; inadequate stakeholder engagement; and weak horizontal coordination. Finally, we offer recommendations to improve climate change planning in China.  相似文献

Local authorities are increasingly faced with demands and pressures to become much more responsive to environmental issues. International agreements and national legislation all put an emphasis on the local level as the most appropriate scale for action and on local authorities as the most appropriate bodies to take such action. One area of local authority competence where environmental issues have made a limited impact to date is in economic development. Yet the concept of sustainable development which forms the basis of national and European legislation and policy necessitates the integration of economic development with the environment. In this paper the main features of European policy with regard to the environment are outlined and the implications for European funding of local authority economic development strategies are examined.  相似文献

The present course of municipal energy planning in Sweden is to focus on problems at the local level, adopting a systems view and targeting sustainability. Aims should be set so that they can be covered by available financial resources. The setting of goals and their realization demand co-operation between different municipal administrations as well as the involvement of others in the region. This approach is attractive from a rational perspective but involves the usual planning quandaries as illustrated by Uppsala's recent plan. The weaknesses of the present course include breaking down national goals into local problems, integrating responsibilities and weighing alternatives against one another. A general strength of planning appears to be its capacity to generate alternatives. However, this capacity depends on the order in which technological, economic and ecological aspects are handled. Starting by considering environmental aspects gives a clear direction but risks narrowing the number of options prematurely.  相似文献

Public engagement in local environmental planning and decision-making is often advocated on various grounds, both instrumental and normative. Yet in developed countries in the context of renewable energy infrastructure deployment, place attachment, place identity and place-protective action continue to be implicated in public objection. We set out an interdisciplinary change readiness hypothesis of specifically how local participatory scenario or visioning processes that include climate mitigation measures may support the mobilisation of place attachment for climate mitigation, including renewable energy deployment. We hypothesise that local visioning may support movement towards change readiness by helping to anchor unfamiliar social representations of low carbon energy infrastructure and new patterns of urban form in existing, more positive representations of localities and associated attachments. To this end, seeking ways to modify threat perceptions relating to climate change and renewable energy infrastructure is advocated as a key direction for study.  相似文献

In conclusion we briefly evaluate the Swedish local governance experience of climate change mitigation and adaptation to date as characterized by radical rhetoric and ambitious goals combined with a lot of promising initiatives, although still with fairly modest results in terms of tangible outcomes. This paper presents the results of action research conducted from 2009 to 2015 on the dynamics of resource conflict concerning fisheries and livelihoods in the Tonle Sap Lake, as well as the institutional context and strategies for institutional adaptation to address such conflicts equitably. Over the past 15 years, Cambodia has made significant advances in building the policy framework, regulations and institutions to support community‐based fisheries management and increase the sector's contribution to the rural economy. However, fundamental challenges of increased resource conflict and loss of livelihoods by the most vulnerable remain. Key sources of conflict include destructive and illegal fishing practices, clearing of flooded forests, competing uses of land and water, and overlapping resource claims. Addressing these challenges requires collective action by all key actors: local fishers, the private sector, civil society, development partners, and government from the local to the national level. We identify and elaborate upon four governance priorities: (1) clarify roles and responsibilities in fisheries management; (2) link civil society and government efforts in law enforcement; (3) strengthen partnerships for livelihoods development; and (4) integrate fisheries management into decentralised development planning.  相似文献

Adaptation to climate change has been reviewed in several developed nations, but in none where consideration of the effects of climate change is required by statute and devolved to local government. We examine the role of institutional arrangements, the players operating under them, the barriers and enablers for adaptation decision-making in the developed nation of New Zealand. We examine how the roles and responsibilities between national, regional and local governments influence the ability of local government to deliver long-term flexible responses to changing climate risk. We found that the disciplinary practices of law, engineering and planning, within legal frameworks, result in the use of static mechanisms which create inflexible responses to changing risk. Several enablers are identified that could create greater integration between the different scales of government, including better use of national policy instruments, shared professional experience, standardised information collection and risk assessment methods that address uncertainties. The framing of climate risk as dynamic and changing that differentiates activities over their lifetime, development of mechanisms to fund transitions towards transformational change, are identified as necessary conditions for delivering flexible responses over time.  相似文献
