As the owners of the majority of land in the U.K., farmers are well placed to contribute to renewable energy targets. Media coverage can both drive and reflect farmers’ views about renewable energy but has been largely unexplored to date. This article uses discourse analysis to examine the evolution of coverage of one form of renewable energy – on-farm wind – in the U.K. farming press from 1980 to 2013. We identified a diverse debate with five major discourses. On-farm wind turbines are alternatively represented as: profitable farm diversification opportunities; producers of clean energy; important for rural development and sources of conflict. Although press coverage predominantly encourages wind energy production, a further discourse advises farmers to ‘Proceed with Caution’. While emphasising images and values which have widespread affinity among U.K. farmers, the press have increasingly employed an economic frame, constructing wind energy generation as a farm diversification strategy. The most recent farming press coverage predominantly encourages an instrumental approach to wind energy, crowding out other (non-economic) rationales and marginalising local community concerns. This appears to reflect the financial orientation of recent policy support (particularly Feed-in Tariffs), and may have long-term costs in enabling sustainable energy production systems.  相似文献

This paper reflects on two controversial resource projects – the Bellanaboy gas refinery (Ireland) and the Barvas Moor wind farm (Scotland) – and critical arguments made by key local actors. Although risk, health, environment and development dominated the official decision-making processes, these actors articulated views which cut across or existed beyond such orthodox ideas and framings. Focusing on these, I show that the Gaelic concepts of dùthchas and deoraíocht, summarised as place and exile, help to explain why some residents decided to protest. This paper illustrates the role that history, culture and language can play in conflicts, emphasises the need for greater sensitivity to these and suggests that place and exile can inform alternative visions of sustainability.  相似文献

The wind energy debate represents a new kind of environmental controversy which divides environmentalists of different persuasions who attach contrasting priority to global and local concerns. Case studies of public attitudes towards existing and proposed windfarm developments in Scotland and Ireland are used to test three counter-intuitive hypotheses derived from previous attitudinal research. These are: (a) that local people become more favourable towards windfarms after construction; (b) that the degree of acceptance increases with proximity to them; and (c) that the NIMBY syndrome(not-in-my-back-yard) does not adequately explain variations in public attitudes. All three hypotheses are supported by this study. Large majorities favour wind power development in principle and in (local) practice. Although some aspects of NIMBY attitudes exist, the surveys reveal an ‘inverse NIMBY’ syndrome, whereby those with windfarms in their ‘backyard’ strongly support the technology. The research endorses the view that aesthetic perceptions, both positive and negative, are the strongest single influence on individuals' attitudes towards wind power projects. Comparison of the current institutional factors driving wind energy development with those during earlier eras of hydro-power development and large-scale afforestation emphasizes the need for strategic planning guidance. The potential for using a planning-led approach to windfarm developments by adopting ‘Indicative Windfarm Strategies’ is discussed.  相似文献

Wind is one of the fastest growing renewable energy resources in the electric power system. Availability of wind energy is volatile in nature due to the stochastic behavior of wind speed and non-linear variation of the wind power curve of wind turbine generator. Because of this impression and uncertainty, the availability estimation of wind power has become a challenging issue. In this paper, Markov Fuzzy Reward technique has been proposed for finding out the reliability of wind farm by assessing the availability of wind power. According to this technique, availability of the wind power has been estimated considering wind farm and demand both as a multi-state system. In addition to the availability, different reliability indices such as the number of absolute failures, mean time to deficiency, and probability of failures of a wind farm have been assessed in a time horizon, which can provide useful information for the power system planner at wind farm installing stage. A comparison of this study reveals the efficacy of the proposed Markov Fuzzy Reward approach over the conventional Markov Reward approach.  相似文献

ABSTRACT

The imminent development of a number of offshore wind farms in the Republic of Ireland presents a sizable opportunity to stimulate the Irish economy through the growth of an indigenous and globally competitive offshore wind supply chain. This study uses a value chain analysis to evaluate the economic and employment potential of the offshore wind sector for Ireland. The analysis is based on the expenditure on products and services required to develop an offshore wind farm, the planned capacity of projects in the pipeline, and the ability of Irish companies to supply the sector. Results suggest that by 2030, 2.5–4.5GW of domestic offshore wind development could create between 11,424 and 20,563 supply chain jobs and generate between €763 m and €1.4bn in gross value added. This is the first study to estimate domestic GVA potential for the sector.  相似文献

Deepening understanding of public responses to large-scale renewable energy projects is of academic and practical importance, given policies to lessen fossil fuel use in many countries. Although the NIMBY (Not In My Back Yard) concept is commonly used to explain public opposition, the concept has been extensively critiqued. This study applies an alternative approach based upon the notion of disruption to place attachment, and the theory of social representations, with a focus upon the symbolic meanings associated with a proposed project and the places affected by it. Empirical data is provided from a case study of a proposed 750 MW offshore wind farm in North Wales, using group discussions and questionnaires distributed to local residents in two coastal towns (n = 488). Results indicate significant differences between each town's residents in their responses to the project, and how opposition arises from nature/industry symbolic contradictions: between a place represented in terms of scenic beauty that provides a restorative environment for residents and visitors, and a wind farm that will industrialise the area and ‘fence’ in the bay. In one of the towns, the data suggests that contradiction between project and place was experienced as a threat to identity for those with strong place attachment, leading to negative attitudes and oppositional behaviour. Levels of trust in key actors moderated the relation between place attachment and negative attitudes to the wind farm. The results provide further evidence of the role of place attachment in shaping so-called ‘NIMBY’ responses to development proposals, and challenge the assumption that offshore wind farms will prove less controversial than those onshore.  相似文献

ABSTRACT

Human-induced climate change through the over liberation of greenhouse gases, resulting in devastating consequences to the environment, is a concern of considerable global significance which has fuelled the diversification to alternative renewable energy sources. The unpredictable nature of renewable resources is an impediment to developing renewable projects. More reliable, effective, and economically feasible renewable energy systems can be established by consolidating various renewable energy sources such as wind and solar into a hybrid system using batteries or back-up units like conventional energy generators or grids. The precise design of these systems is a critical step toward their effective deployment. An optimal sizing strategy was developed based on a heuristic particle swarm optimization (PSO) technique to determine the optimum number and configuration of PV panels, wind turbines, and battery units by minimizing the total system life-cycle cost while maximizing the reliability of the hybrid renewable energy system (HRES) in matching the electricity supply and demand. In addition, by constraining the amount of conventional electricity purchased from the grid, environmental concerns were also considered in the presented method. Various systems with different reliabilities and potential of reducing consumer’s CO2 emissions were designed and the behavior of the proposed method was comprehensively investigated. An HRES may reduce the annualized cost of energy and carbon footprint significantly.  相似文献

The European Union (EU) and member states alike are following a tradition of addressing fuel poverty and vulnerability at the point of purchase by final consumers by seeking to influence the impact of income, energy price and the built environment on the ability of household consumers to access the energy that they need. By focusing on the conditions of energy transmission in the most rapidly growing renewable electricity sector in the UK – offshore wind – this paper aims to question whether the regulatory socio-technological framing of renewable electricity transmission is reproducing conditions for fuel poverty and vulnerability in the UK. By drawing a comparison with renewable electricity transmission in Bulgaria, this paper argues that the problem might be symptomatic of the EU as a whole. While not arguing against the proliferation of renewable electricity and its importance in meeting the 2020 targets, this paper calls for expanding the scope of fuel poverty alleviation policy throughout the whole renewable electricity supply chain, building on Helm's argument that energy companies at the middle of the supply chain are better suited to deliver fuel policy.  相似文献

This research attempted to address this gap. Empirical data were collected at the Awel Aman Tawe development in South Wales immediately before and after a public participation process. The results indicate that support for specific aspects of local energy development (partnership with local communities, local use of generated energy and profits put back into the local community) was consistently high across time, with support for local ownership at a slightly lower level, yet still high. Secondly, socio-demographical analyses indicated that personal factors such as respondents' age, gender and employment status were important in shaping several of these beliefs. Since UK renewable energy development has often been controversial and subject to delay, results suggest that the adoption of a locally embedded development approach by public and private sector stakeholders will be strongly supported by local people. Transitioning to renewable energy has become a global phenomenon. Attempts to explain development patterns are often fragmented, focusing on specific rationale for (un)successful deployment or the perspective of specific stakeholders. We recognize the importance for holistic insights for successful and effective environmental policy-making and planning in the context of renewable energy development. Using wind energy as an example, this paper provides methodological toolkits for utilizing content analysis (CA) to gain more holistic insights on renewable energy deployment and policy outcomes. Building on existing literature, past and ongoing research, three variations of CA are presented for understanding stakeholder conflicts surrounding wind energy development as well as public perceptions and responses to the technology across space and over time. Although newspapers are used as an example, these methodological protocols could be applied to diverse forms of data such as interviews, policy documents, reports, public meetings and letters of appeal.  相似文献

An increased focus on renewable energy has led to the planning and construction of marine wind farms in Europe. Since several terrestrial studies indicate that raptors are especially susceptible to wind turbine related mortality, a Spatial Planning Tool is needed so that wind farms can be sited, in an optimal way, to minimize risk of collisions. Here we use measurements of body mass, wingspan and wing area of eight European raptor species, to calculate their Best Glide Ratio (BGR). The BGR was used to construct a linear equation, which, by the use of initial take-off altitude, could be used to calculate a Theoretical Maximum Distance (TMD) from the coast, attained by these soaring-gliding raptor species. If the nearest turbine, of future marine wind farms, is placed farther away from the coast than the estimated TMD, the collision risk between the turbine blades and these gliding raptors will be minimized. The tool was demonstrated in a case study at the Rødsand II wind farm in Denmark. Data on raptor migration altitude were gathered by radar. From the TMD attained by registered soaring-gliding raptors in the area, we concluded that the Rødsand II wind farm is not sited ideally, from an ornithological point of view, as potentially all three registered species are at risk of gliding through the area swept by the turbine rotor blades, and thereby at risk of colliding with the wind turbines.  相似文献

Interest in Community Benefits (CB) has increased over the past decade mainly due to the growing number of wind farms and related criticism. Because CB are a voluntary gesture by the developer, there is no standard practice or institutionalised approach for good governance of the benefits; every community has a different approach, tailored to local needs and depending on the stakeholders involved. Additionally, since CB are a rapidly emerging practice, little is known about their governance, what actors are involved and how affected communities participate in decision-making on renewable projects. Using the Farr wind farm in Scotland, one of the first to introduce CB, as a case study, this paper sheds light on the governance structures surrounding the set-up, management and allocation of funds. It also contributes to the emerging body of work regarding transparency and community participation in CB, and the extent to which these might facilitate a transition to a low-carbon future.  相似文献

This paper presents the relationship between an environmental protection scheme, established in Ireland in 1994 under EU Regulation No. 2078/92, and the livelihoods of Irish farm households. It explores this relationship within the framework of the new policy environment for EU agriculture and rural areas as set out in Agenda 2000. At the centre of this new policy environment is the European model for agriculture, embodying the concept of multifunctionality, which recognizes the pivotal position of an evolving agricultural sector in enhancing the viability of rural areas through broadening the assets of farm families. Research undertaken with farm households in the west of Ireland indicates a positive relationship between the Rural Environmental Protection Scheme and the economic and natural assets upon which they build their livelihoods. The case of a small-scale dairy farm household is presented, showing clearly the positive impact of the scheme, while also highlighting the vulnerability of these improvements. A major challenge facing policy-makers is the extent to which acceptable levels of income and an enhanced natural environment on such farms can be sustained. The position of advisory and research institutions in strengthening human capacities on farms is highlighted and their enhanced role is suggested in order to give meaning to multifunctional and sustainable agriculture within the context of rural area viability. A habitat monitoring programme, the Northern Ireland Countryside Survey, carried out by the University of Ulster for the Department of the Environment for Northern Ireland, is described. It was based on a random sample of quarter kilometer grid squares, stratified by multivariate land classification. Estimates of change in habitat area between 1987-1992 and 1998 are presented and used to assess policy-related priorities for biodiversity conservation action in widespread habitats in Northern Ireland (NI). The basis of the assessment is Broad Habitats, a classification developed as part of the United Kingdom (UK) Biodiversity Action Plan. Improved Grassland, Neutral Grassland and Bog Broad Habitats occupy the largest area of NI, which holds a large proportion of the UK Neutral Grassland and Fen Marsh and Swamp Broad Habitat resource. The greatest net area increases with time were in Improved Grassland (33%), Coniferous Woodland (12%) and Broadleaved, Mixed and Yew Woodland (9%). The greatest net area decreases were in Neutral Grassland (-32%), Arable and Horticulture (-25%), Fen, Marsh and Swamp (-19%), Bog (-8%) and Calcareous Grassland (-7%). These changes are a function of agriculture, public and private forestry, building construction and peat cutting for fuel. The Key biodiversity issue is seminatural Broad Habitat loss, in particular, Neutral Grassland and Fen, Marsh and Swamp, highlighting the lack of effective action for protecting biodiversity in the countryside as a whole. The extent to which current land use is shown to be driving change, indicates that biodiversity conservation action through implementing landscape-scale agri-environment measures could deliver major biodiversity gains. The reliable information on recent changes, provided by the Northern Ireland Countryside Survey, has been used to guide conservation planning. Future re-survey will allow the effectiveness of the conservation strategy as it applies to the countryside as a whole, to be determined. As decisions on land use increasingly have a strong European dimension, concerted action for protecting biodiversity in the countryside as a whole is needed. This would be promoted by a structured sampling approach, based on standard habitat mapping procedures.  相似文献

Wildlife planning for renewable energy must cope with the uncertainties of potential wildlife impacts. Unfortunately, the environmental policies which instigate renewable energy and those which protect wildlife are not coherently aligned—creating a green versus green dilemma. Thus, climate mitigation efforts trigger renewable energy development, but then face substantial barriers from biodiversity protection instruments and practices. This article briefly reviews wind energy and wildlife interactions, highlighting the lively debated effects on bats. Today, planning and siting of renewable energy are guided by the precautionary principle in an attempt to carefully address wildlife challenges. However, this planning attitude creates limitations as it struggles to negotiate the aforementioned green versus green dilemma. More adaptive planning and management strategies and practices hold the potential to reconcile these discrepancies to some degree. This adaptive approach is discussed using facets of case studies from policy, planning, siting, and operational stages of wind energy in Germany and the United States, with one case showing adaptive planning in action for solar energy as well. This article attempts to highlight the benefits of more adaptive approaches as well as the possible shortcomings, such as reduced planning security for renewable energy developers. In conclusion, these studies show that adaptive planning and operation strategies can be designed to supplement and enhance the precautionary principle in wildlife planning for green energy.  相似文献

Sustainable development indicators (SDIs) have emerged as a tool to measure progress towards sustainable development for a number of fields. However, no indicator initiative to date has been aimed at biosolids management at local authority, regional or national levels. This paper presents a study where stakeholders involved in the management of biosolids in Ireland participated in the development of SDIs for managing biosolids at the local/regional level. A significant 81% of participating stakeholders find SDIs either 'useful' or 'very useful' as a tool for managing biosolids. A suite of 22 indicators has been developed and arranged according to the driving force-pressure-state-impact-response (DPSIR) indicator framework. The indicators address all the domains of biosolids management namely, production, quality, cost, legislation/regulation, training/research and recycling/disposal. The stakeholder approach is recognition that no effective indicator set can be developed without the input of stakeholders.  相似文献

Benton County, in north-central Indiana, USA has successfully sited more than 500 turbines. To understand Benton County’s acceptance of wind farms, a holistic case study was conducted that included a document review, a survey of local residents and interviews with key stakeholders. Survey questionnaires were sent to 750 residents asking questions about attitudes toward the wind farms, perceived benefits and impacts from the wind farms, environmental attitudes, and demographic information. Key stakeholders were also interviewed for a deeper understanding of the historical timeline and community acceptance of the wind farm development. While there is limited opposition to the turbines, on the whole the community presents a front of acceptance. Financial, rather than environmental, benefits are the main reason for the acceptance. Although significant in other case studies, transparency and participation do not play a large role in Benton County’s acceptance. Most residents are not concerned with either visual impacts or noise from the wind turbines. More concrete benefits to the community, such as reduced energy bills for county residents, could help to extend acceptance even further within the community. Although there are concerns about the acceptance of wind farms and the impacts of those farms on local residents in both peer-reviewed literature and popular media, we found little evidence of those concerns in Benton County. Instead, we found Benton County to be a community largely accepting of wind farms.  相似文献

There have been conflicting accounts of the role and influence of local opposition within planning application outcomes for wind power developments. There is an expanding literature that considers public responses to proposed renewable energy developments and much of this suggests that public opposition is a key factor in the slow growth in renewable energy capacity. However, this paper will show that local opposition groups' power over such planning processes is very limited, and in fact extends only so far as delaying an outcome. Through a thematic content analysis of objection letters to one particular proposed wind power development, the key issues raised in connection with the development will be highlighted. Subsequently, these issues will be compared with those discussed in the official report of the planning appeals process, and it will be shown that the concerns of local objectors had little influence over the eventual verdict.  相似文献
