The new housing growth programme planned for England and Wales between now and 2016 could provide the government with an opportunity to build housing to significantly higher environmental performance (EP) standards. Equally, if the government continues with its current strategy a great opportunity could be missed. This paper considers and critically analyses the government's approach to ensuring higher EP standards in new housing. Using Greenwich Millennium Village as a case study it assesses the likely outcomes of the approach. It suggests how regulation, fiscal incentives and educational programmes could help to deliver better EP amongst housing and households in the growth region.  相似文献

When scientists consider the interaction of science and value judgments, debates often occur. When public policy grows out of science, disagreements between scientists can become even more spirited. This paper examines the case of nutrition policy in the United States, which has been both at the interface between agriculture and medicine and the object of serious discord concerned with the strength and validity of the scientific evidence and the responsibility for action. The development of indirect intervention policies, designed to educate and inform the public on diet and health, is traced as a practical demonstration of the effects of involvements of nutritional scientists of different disciplines and philosophic bents. Controversies centered mainly on the issues of diet and coronary heart disease and of diet and cancer in nutritional guidelines for Americans and the recommended dietary allowances (RDAs). But the arguments turned on a complex web of values and interests as well as scientific questions. A remarkable turnaround by animal agriculture and its scientific support occurred, changing from a defensive, rightist stance to one that appears to recognize a moral responsibility to the public health. The convincing point was likely the changing market. Nutritional scientists, however, remained divided on the issue of whether a public health strategy keyed to public education should replace a strategy to identify persons of high risk and modify the risk by treatment. Our analysis suggests that the tension between libertarian and utilitarian social values of scientists is at least as important as disagreements relative to validity and strengths of the scientific evidence.  相似文献

随着全球工业化和城市化的快速发展,野生动物及其栖息地保护面临着前所未有的挑战。本文识别了我国的野生动物保护存在的主要问题:(1)现行《野生动物保护法》对野生动物保护范围界定过窄,资源利用主导思维干扰了野生动物保护,缺乏对生态系统与生物安全的足够重视。(2)由于现行野生动物保护立法、执法和管理制度不健全甚至缺失,导致野生动物驯养繁殖交易市场长期混乱,甚至成为非法野生动物交易的"洗白工具"。(3)社会公众群体尊重和保护野生动物意识淡薄,全民参与和监督举报机制不健全。本文认为,我国应该实施最严格的野生动物保护制度,实现人与野生动物平等、文明、和谐相处,建议:(1)树立尊重野生动物物种生存权、人与野生动物文明和谐相处的理念,摒弃野生动物资源利用观,重构人与野生动物平等共存关系。(2)清晰界定野生动物法律定义,扩大野生动物保护范围,围绕捕猎、繁育、运输、储存、转让、食用等环节,全面、科学、精准地构建最严格的野生动物保护制度。(3)立足于全面保护野生动物,严格禁止滥食滥用野生动物和过度商业化利用,实行野生动物保护利用特许制度,并大幅提高标准严格控制交易和利用,建立职责清晰的执法监管和惩治体系。(4)建立最严格的野生动物保护公众参与和司法治理体系,实施野生动物非法贸易、猎杀的行政公益诉讼制度,引导公众建立爱护保护野生动物、不食不用野生动物的文明行为,最终实现人类社会与野生动物的文明和谐共处。  相似文献

In recent years, Australia has experienced public debate around the growth in wind farms as part of government and community strategies to move from fossil fuels to renewable energy. Many of the arguments put forward by opponents and supporters are similar to those that have been evident in North America and Western Europe, including possible environmental impacts on wildlife, noise levels and, perhaps most prominently adverse changes in ‘landscape amenity’. A concern of increasing prominence is that of adverse human health impacts from proximity to operating turbines. Using analysis of submissions to public inquiries and a small number of detailed interviews, we consider the increased focus in Australia on the health impacts of wind farms. We note that health impacts, as elsewhere in the world, are often part of a suite of objections to wind farm developments but conclude that for some people near such developments, these are the main concern and not a cover or proxy for other concerns, such as changes in landscape amenity and aesthetics.  相似文献

Summary The US federal government has deliberately shifted a great deal of responsibility for protecting public health and the environment to the 50 US States. Some States are able and willing to assume control, but many others cannot or will not. It is argued that the American federal government should be prepared to intervene in those States that do not place health and environment on their agenda.Dr. Michael Greenberg is Professor of the School of Urban and Regional Policy at Rutgers as well as being an Advisory Board member to this journal. Prof. Frank Popper chairs the Department of Urban Studies and Community Health at Rutgers University. He has written extensively about land use issues and the American Great Plains. Bernadette West is a doctoral candidate in the Department of Urban Planning and Policy Development, Rutgers University. Persistent public distrust of food additives is often explained in terms of safety and health issues. The broad variety of ethical, aesthetic, and cultural concerns tends to be structurally ignored by food engineers and occasionally even by consumers themselves. The public controversy of food additives—commonly known as “E-numbers”—in the Netherlands is a case in point. Two discursive mechanisms prevent these concerns from becoming legitimate public issues: irrationalization and privatization. But these consumer concerns may not be as unreasonable as they seem, and they may even turn out to be not that private. As long as ethical, aesthetic and cultural concerns are not recognized by food engineers as legitimate issues, the controversy of food additives is not likely to find closure. Moreover, this lack of recognition blocks the opportunity for meaningful dialogue and trust building between food technology developers, policy makers, citizens and consumers.  相似文献

This paper discusses aspects of the relationship between the scientific community and the public at large. Inspired by the European public debate on genetically modified crops and food, ethical challenges to the scientific community are highlighted. This is done by a discussion of changes that are likely to occur to journalistic attitudes – mirroring changing attitudes in the wider society – towards science and scientific researchers. Two journalistic conventions – those of science transmission and of investigative journalism – are presented and discussed in relation to the present drive towards commercialization within the world of science: how are journalists from these different schools of thought likely to respond to the trend of commercialization? Likely journalistic reactions could, while maintaining the authority of the scientific method, be expected to undermine public trust in scientists. In the long term, this may lead to an erosion of the idea of knowledge as something that cannot simply be reduced to the outcome of negotiation between stakeholders. It is argued that science is likely to be depicted as a fallen angel. This may be countered, it is posited, by science turning human, by recognizing its membership of society, and by recognizing that such membership entails more than just commercial relations. To rethink its relationship with the public at large – and, in particular, to rethink the ideal of disinterested science – is an ethical challenge facing the scientific community.  相似文献

Recent studies have identified public subsidies as a principal cause of unsustainable development. Worldwide, governments are spending up to $U950 billion a year on subsidies. Many of these public subsidies fail to serve their purpose and in fact, often turn out as policy failures as they further distort trade and cause environmental harm. The energy sector is among the most subsidized sectors in the world, receiving over $U240 billion per annum of public subsidies. This article highlights current energy subsidies and their implications. The article examines: (i) the global size and distribution of energy subsidies in industrialized and developing countries; (ii) the impact of these subsidies on the economy, equity and the environment and their role as barriers for sustainable development; (iii) the political economy behind public subsidies and the various political and institutional barriers and lock-in mechanisms that cause subsidies to become entrenched in economic and public structures; and (iv) proposals for effective subsidy reform in energy policies, suggesting a global strategy to eliminate energy subsidies. OECD governments are in a position to take the lead, and the UN Framework Convention on Climate Change presents an excellent opportunity of striking a political grand deal and linking the reform of energy subsidies to a meaningful participation of developing countries to the Kyoto Protocol. Moreover, if sinks are to be included in the clean development mechanism (CDM), it is crucial to include the removal of forestry subsidies in the grand deal.  相似文献

The practice of adding substances to make water safe to drink and its consequential effects on human health have been a contentious matter for a long time. In this study, the addition of fluoride in drinking water was evaluated after examining two different countries: Britain and Turkey. This study has used an independent and ethical approach taking into account the cautious but assertive dentists’ comments on the addition of fluoride for years. This research focuses on a comparative analysis of Britain, an advanced economy, and Turkey, a developing country, supported with tangential reference to worldwide practice in general. Drawing on ongoing studies, the research analyses empirical evidence and arguments to conduct an assessment of Turkey’s practices. The ethical argument about fluoridation focuses on the question of adequate evidence for its health benefits and the autonomy of the consumer. As the consumer is not fully consulted about this practice, it could be argued that the will of the consumer can be put to the test in the democratic process. Hence, the key to any policy has to be about both clarity of the national government intention and continued engagement with consumer groups at regional level.  相似文献

The revelatory paper, “Dilemmas in the General Theory of Planning,” by Rittel and Webber (Policy Sci 4:155–169, 1973) has had great impact because it provides one example of an emergent consensus across many disciplines. Many “problems,” as addressed in real-world situations, involve elements that exceed the complexity of any known or hoped-for model, or are “wicked.” Many who encounter this work for the first time find that their concept of wicked problems aptly describes many environmental disputes. For those frustrated with the lack of progress in many areas of environmental protection, Rittel and Webber’s work suggested a powerful explanatory hypothesis: Complex environmental problems cannot be comprehended within any of the accepted disciplinary models available in the academy or in discourses on public interest and policy. What should we conclude about the future of social improvements, and about the possibilities for rational discourse leading to cooperative action, with respect to this huge number of pressing public, environmental problems? Can we find ways to address environmental problems that improves the ability of communities to respond creatively and rationally to them? I will argue that, while the Rittel-Webber critique requires us to abandon many of the assumptions associated with a positivistic view of science and its applications to policy analysis, it also points to a more productive direction for the future of policy analysis. I will introduce “boundary critique,” developed within Critical Systems Theory (CST), an approach that offers some reason for optimism in dealing with some aspects of wickedness.  相似文献

Bovine tuberculosis (bovine TB) is an important animal health policy issue in Britain, which impacts farmers, the public, domestic farmed cattle and the wild badger population. The Westminster government’s badger culling policy in England, which began in 2013, has caused considerable controversy. This is in part because the Independent Scientific Group advised against culling, based on the Randomised Badger Culling Trial. Those opposed to badger culling support more stringent cattle-based measures and the vaccination of badgers. This paper argues for ethical analysis of public policy options which impact sentient species. It provides a summary Animal Welfare Impact Assessment of (1) a do-nothing approach, (2) badger culling, and (3) badger vaccination. A utilitarian analysis is then applied to these policy options considering human wellbeing and animal welfare. The analysis compares a badger culling policy that achieves a 19% reduction in bovine TB incidence, a badger vaccination model achieving a 12.5% reduction, and a do-nothing approach. Policy options are assessed over 9 years and a longer timeframe, and uncertainty is considered. The analysis finds that non-culling approaches, particularly badger vaccination, result in greater total utility, compared to badger culling. Badger culling causes 30% reduction in the badger population in England as well as substantial harms due to the culling process. Culling is opposed by public opinion and is associated with considerable risks and uncertainty. In contrast, non-culling approaches, such as cattle-based measures and badger vaccination, are supported by public opinion and are not associated with such risks.  相似文献

ABSTRACT

Ecological democracy confronts a challenge of not only reconciling democracy and ecology, but doing so where human activities and their environmental consequences are increasingly global. Deliberative scholars dealing with these issues emphasise reflexive governance, involving the contestation of discourses, as part of the solution, mostly aimed at high-level institutions and intergovernmental cooperation. However, even at this level democracy demands responsiveness to the citizen. To this end, the paper explores citizen-level deliberation to inform possibilities for ecological democracy writ large, via a growing literature on deliberative governance and polycentrism. Different system levels are connected via ecologically reflexive capacity and the discursive conditions under which it is enhanced, including in small-scale minipublics. This understanding informs mechanisms for ‘scaling up’ deliberative quality to the wider public sphere via regulating the manipulation of public discourse. Minipublic deliberation, properly harnessed, can serve to decontaminate public debate of anti-reflexive strategic arguments and reshape public discourse. Such anti-reflexive strategies seek to shape the public will, specifically by de-emphasising ecology via intuitive arguments that short-cut public reasoning. Acting as discursive regulatory trustees, minipublics can improve reflexivity in the wider system via a nested polycentric approach that discursively connects citizens’ deliberation to the global system both horizontally and vertically.  相似文献

Focus groups have achieved a profile in the analysis of public values unparalleled since the emergence of national opinion polls. While they have been used in a variety of public policy, academic and political settings it is their employment within the field of environmental policy, specifically the land-use planning system, that is the focus of this paper. Using evidence from empirical research it is argued that the research-policy interface of environmental focus groups and planning is currently both undertheorised and underpractised. Undertheorised in that much of the literature on focus groups concentrates on their conduct rather than how they can inform policy. Underpractised because focus group data are failing to have much impact on policy. This paper concentrates on the second of these propositions by showing that while some of the problems with quantitative public environmental values surveys can be overcome by focus groups, the nature and content of the data they produce are not easily assimilated by existing planning structures. In an era when the role of the public, in all its diversity, is being emphasised in policy circles, and collaborative projects between academia and policy communities on environmental issues are becoming increasingly commonplace, early warning signs of tensions between research findings and policy development need to be heeded. A failure to acknowledge these problems may well lead to impoverished environmental policy in planning, a further marginalisation of publics from policy processes and an unjust devaluation of the focus-group method.  相似文献

Prescribed burning is now a widely accepted bushfire hazard management strategy. While evidence points to reduced levels of public health harm compared to severe bushfire, smoke created by planned burns remains a community concern with need for evidence-based public health management. Findings are presented from an Australian study of community experiences of prescribed burns, associated smoke, and public health communications. We find that “place” influences how information is received and used for the management of the effects of planned burns; and that this is significant for human agency and community resilience. In this short essay it is argued that recent criticisms portraying the activist environmental movement as overly pessimistic are valid and that the communication of this pessimism to the public at large has been largely counterproductive to the objectives of environmentalists. It is argued that, in contrast to historic assumptions of a ‘progress paradigm’ that epitomized the widely held optimism of the past, the shock tactics and pessimistic media campaigns employed by the activist environmental movement, and the media that capitalizes upon those campaigns, have contributed to the creation of a figurative hopeless age. The key characterization of the hopeless age is the widely held assumption that the future will be worse than the present and that the lives of future generations will be diminished relative to our own. It is argued that the creation of this social-psychological phenomenon is counterproductive to the aims of the environmental movement and that the restoration of a collective vision and message of hope would be far more productive. Lastly, some reasons for a hopeful outlook are suggested.

Harmful but culturally cherished practices often endure in spite of the damages they cause. Meat consumption is increasingly becoming one of such cases and may provide an opportunity from which to observe these phenomena. Growing evidence indicates that current and projected production and consumption patterns are important contributors to significant environmental problems, public health degradation, and animal suffering. Our aim is to contribute to a further understanding of the psychological factors that may hinder or promote personal disposition to change food habits to benefit each of these domains. Drawing from previous evidence, this study explores the proposition that some consumers are motivated to resort to moral disengagement strategies when called upon to consider the impacts of their food habits. Data were collected from six semi-structured focus groups with a sample of 40 participants. Although affirming personal duties towards preserving the environment, promoting public health, and safeguarding animal welfare, participants did not show personal disposition to change their meat consumption habits. Several patterns of response that resonate with the principles of moral disengagement theory (i.e. reconstrual of the harmful conduct; obscuring personal responsibility; disregard for the negative consequences; active avoidance and dissociation) were observed while discussing impacts and the possibility of change. Results seem to support the proposition that the process of moral disengagement may play a role in hindering openness to change food habits for the benefit of the environment, public health, and animals, and point towards the relevance of further exploring this approach.  相似文献

Critics of industrial animal agriculture (also known as “factory” farming) have argued that its practices are cruel, inhumane, or otherwise degrading to animals. These arguments sometimes form the basis of a larger case for the complete abolition of animal agriculture, while others argue for more modest welfare-based reforms that allow for certain types of industrial farming. This paper defends industrial farming against the charge of cruelty. As upsetting as certain practices may seem, I argue that they need not be construed as cruel or inhumane. Any link between industrial farming and cruelty or inhumanity is contingent on certain cultural, behavioral, and psychological facts that are person-dependent. For many people working in animal agriculture, these facts do not obtain. To be sure, industrial animal agriculture has real moral hazards that must be carefully avoided, but all that this shows is that working with animals is not for everyone.  相似文献
