ABSTRACT: The determination of optimum reservoir operating rules for reservoirs with multiple conflicting objectives is still a difficult task - despite many publications in this field. In this paper a three-step Multi Objective Decision Making (MODM) method is presented, the emphasis of which is placed on the necessity to make the work easy for the decision maker, which many MODM techniques fail to achieve. The method is applied to the development of a compromise optimum operating rule for a multi-purpose reservoir. In the first step of the method stochastic DP is chosen which is combined with the “weighting method” allowing combination of various objectives into one objective function. By systematically varying the weights for the objectives a large number of pareto optimum reservoir operating rules is generated. In the second step of the method the performance of all these operating rules is tested with the aid of a model simulating reservoir operation. The results are statistically analyzed and the reliabilities for attaining the various objectives are computed. The third step of the model applies another MODM technique which allows the decision maker - in a computer dialog - to select his optimum reservoir operating rule from the large number of pareto optimum solutions generated in step 1. Here he can specify his preferences for the various objectives. For this purpose two alternative MODM techniques are offered: Compromise Programming and the SEMOPS method. Their performance is shown along with the generation and selection of operating rules for the multi-objective Wupper reservoir system in Germany.  相似文献

ABSTRACT: A stochastic programming framework is developed to evaluate the economic implications of reliability criteria and multiple effluent controls on nonpoint source pollution. An integrated watershed simulation model is used to generate probability distributions for agricultural effluents in surface and ground water resulting from agricultural practices. Results from the planning model indicate that reliability and multiple effluent constraints significantly increase the cost of nonpoint controls but the effects vary by control alternative. The analysis indicates that an evaluation of multiple water quality objectives can be an important planning tool for designing nonpoint source controls for innovative programs to promote cost-effective water quality regulation.  相似文献

ABSTRACT: The Ontario Ministry of the Environment has based its water quality management approach on a set of guidelines published in 1970. In light of the changing societal and economic background, advancement in technology and scientific knowledge, and philosophical attitudes towards water management, the water management program was recently revised. Factors influencing the revised approach, including federal-provincial interrelationships and international commitments under the Canada-U.S. Agreement, are summarized. The revised program consists of a goal statement, policies to implement this goal, revised water quality objectives, and detailed implementation procedures for field staff use. Rather than promulgating regulations to impose arbitrary effluent or receiving water standards on a province-wide basis, the revised approach involves the imposition of legally enforceable effluent requirements on a case-by-case basis. Although the paper emphasizes the surface water quality program, it also outlines the Ministry's goals, policies, and procedures for the management of surface-water quantity, as well as ground water quality and quantity.  相似文献

ABSTRACT: Artificial recharge as a means of augmenting water sup plies for irrigation is a management alternative which policy makers in ground water decline areas are beginning to consider seriously. A conceptual model is developed to evaluate the economic benefits from ground water recharge under conditions where the major water use is irrigation. The methodology presented separates recharge benefits into two components: pumping cost savings and aquifer extension benefits. This model is then applied to a Nebraska case to approximate the value of recharge benefits as a function of aquifer response. discount rate, and commodity prices. It was found that recharge benefits vary from less than $2 to over $6 an acre foot recharged.  相似文献

ABSTRACT: A methodology for ground water remediation design has been developed that interfaces ground water simulation models with an enhanced annealing optimizer. The ground water flow and transport simulators provide the ability to consider site‐specific contamination and geohydrologic conditions directly in the assessment of alternative remediation system designs. The optimizer facilitates analysis of tradeoffs between technical, environmental, regulatory, and financial risks for alternative design and operation scenarios. A ground water management model using an optimization method referred to as “enhanced annealing” (simulated annealing enhanced to include “directional search” and “memory” mechanisms) has been developed and successfully applied to an actual restoration problem. The demonstration site is the contaminated unconfined aquifer referred to as N‐Springs located at Han‐ford, Washington. Results of the demonstration show the potential for improving groundwater restoration system performance while reducing overall system cost.  相似文献

ABSTRACT; This paper presents a numerical model for the prediction of optimal ground water withdrawal from a two-aquifer system by observing a set of constraints determined by the ecological conditions of the ground water basin. The aquifer system consists of an upper unconfined and a lower confined aquifer with a leaky stratum between them. It is assumed that water is withdrawn from the confined aquifer only, but the unconfined aquifer will also be affected due to the leakiness of the layer separating the upper and lower aquifers. Simulation and linear programming are employed for developing a computer model for the optimal management of such systems, with the objectives of determining withdrawal rates for predetermined ground water levels.  相似文献

ABSTRACT: A multi-criteria approach to ground water quality monitoring network design is developed. The methodology combines multi-criteria decision making (MCDM) and modifications of geostatistical variance reduction analysis. Composite programming, a distance based optimization algorithm that employs a hierarchial structure, is used for the MCDM component of the design methodology. MCDM allows the consideration of numerous, often conflicting, design criteria. The methodology is useful for identifying the preferred combination of direct borehole and indirect geo-electric data. It also permits the use of prior information during initial stages of network development. Multi-variate kriging is employed to evaluate network performance using the combination of direct borehole data and indirect geoelectric data. Weighted measures of estimation variance are used as primary measures of performance, with the reduction in estimation variance being computed by the fictitious point method. Case study results demonstrate that the network design methodology can be used in both early and late phases of network development. It also leads to selection of the preferred combination and spatial orientation of direct and indirect data sources while considering cost-effectiveness and performance of alternative designs.  相似文献

ABSTRACT: Landfill siting and design guidelines or regulations differ from state to state. Most include hydrogeological criteria, referring to hydraulic conductivities, aquifers, ground water flow patterns, contaminant travel times, and distance between landfill and sensitive targets for contaminants, etc. However, almost all of the existing hydrogeological guidelines are incomplete, inconsistent, or both. The aquitard between landfill and regional aquifer frequently offers less resistance to leachate migration than compliance with regulations may suggest. Residence times of leachate, that makes it through the landfill liner, is often overestimated. Monitoring wells in the regional aquifer are unreliable detectors of local leaks in a landfill. If a landfill does leak, costly aquifer restoration is called for. For traditional landfill designs, ground water monitoring considerations suggest the siting over homogeneous sand and gravel aquifers, rather than over complex till environments. An alternative landfill design criterion is suggested, which is based on a negative hydraulic gradient underneath the landfill. This design guarantees ground water protection, simplifies landfill monitoring, and generally enhances the landfill economy.  相似文献

Out study deals with the demand for water and alternative agricultural production and land use patterns under varying prices for both surface and ground water. We derive irrigation water demands for both the United States and regions of it. Not only is a different amount of water used at each set of water prices but also a different mix of crops, livestock, and production technology develops among the different regions. Under the highest set of prices used, more than fourteen million acres are converted into dryland farming. Total irrigated water use decreases by more than 25 million acre-feet. Irrigated crop yields are reduced and cropping patterns shift away from irrigation. Commodity shadow prices increase as much as 15 percent under high prices for both surface and ground water. A redistribution of farm income occurs between irrigated and dryland regions.  相似文献

ABSTRACT: Since the early 1970s, a large volume of literature has accumulated related to multiobjective water resources management problems. A relatively small portion of this specifically addresses the negotiation process required when there are multiple decision makers with conflicting objectives. This paper focuses on that process and describes a computer program designed to assist such negotiation processes. This interactive computer assisted negotiation support system is called ICANS. ICANS is designed for dynamic, multi-issue, multi-party negotiation problems. Based on information provided in confidence by each party via an interactive graphical interface, the program can help determine if there exist any possible alternatives that are equivalent or even preferred to each party's decision in the absence of a negotiated agreement. If such alternatives exist, through a series of iterations in which each party's input data, assumptions, and preferences may change, ICANS can assist the parties in their search for a mutually acceptable and preferred agreement. A simple example illustrates the data requirements and the use of ICANS in negotiation experiments.  相似文献

The paper describes an approach towards optimal allocation of surface and ground water resources to three agricultural areas in the Jordan Valley under conditions of scarce water supply. The optimizing model allocates water from three main rivers, each with reservoir storage, and from two ground water sources to three irrigation regions. Productivity of irrigation water, expressed as the net present value of the regional agricultural output, but allowing for crop water deficits, is first maximized using nonlinear programming. The allocation process then adopts techniques of linear programming to determine the least cost alternative based on the unit cost of water from each resource at each destination, as it varies with time.  相似文献

ABSTRACT: Interpretation of ground water level changes in a developed aquifer usually relies on reference to some benchmark such as “predevelopment” ground water levels, changes from fall to fall and/or spring to spring, or to determination of maximum stress during the pumping season. The assumption is that ground water levels measured in the monitoring well accurately reflect the state of the ground water resource in terms of quantity in storage and the effects of local pumping. This assumption is questionable based on the patterns shown in continuous hydrographs of water levels in monitoring wells in Nebraska, and wells installed to determine vertical gradients. These hydrographs show clear evidence for vertical ground water gradients and recharge from overlying parts of the aquifer system to deeper zones in which production wells are screened. The classical concept of semi‐perched ground water, as described by Meinzer, is demonstrated by these hydrographs. The presence of semi‐perched ground water (Meinzer definition, there is no intervening unsaturated zone) invalidates the use of measured ground water levels in regional observation programs for detailed numerical management of the resource. Failure to recognize the Meinzer effect has led to faulty management. The best use of data from the observation well network would be for detection of trends and education unless it is clearly understood what is being measured.  相似文献

ABSTRACT: A computer program (MAPS - Methodology for Areawide Planning Studies) has been developed by the U.S. Army Corps of Engineers, Waterways Experiment Station to assist planners in producing a comprehensive array of alternatives without sacrificing the detail and accuracy of the analyses. MAPS is a set of computer based models which can be used to simulate the water resource alternatives and to develop planning level design and cost estimates. Two application examples are discussed. The Salinas-Monterey (California) Urban Study sought to identify and determine cost of combinations of water source, transmission, and treatment to meet an array of water needs in future years. The Nashville (Tennessee) Urban Study had similar objectives but the output was prepared on a service area basis for more than 40 such units. Using MAPS it was possible to prepare planning level design and cost estimates for a very large number of alternatives.  相似文献

ABSTRACT: In projects involving ground water problems, dependence on the mathematical modeling of the ground water flow phenomena is inescapable. At present, two dimensional flow models, which require tremendous amounts of computer time and storage, are generally used. When such bulky models are used for planning purposes, the two requirements (computer time and storage) can severely limit the number of alternatives that can be considered. A simple quantity and quality simulation model is developed here which requires considerably less computer time and storage and gives reasonably accurate results. The model was applied to simulate a ground water basin in San Luis Rey River in Southern California. The results were compared with those obtained by a USGS model. It was found that the simple model gave results which were consistentaly within five percent of the USGS model results, while the requirements on computer time and storage were drastically reduced.  相似文献

ABSTRACT: Current water quality policies in California require disposal of saline blowdown waters from power plants in sealed evaporation ponds to avoid degradation of ground waters. This policy highlights the conflict between increased energy demands, increasing scarcity of water, and environmental priorities. Saline blowdown waters can be used for the irrigation of salt tolerant crops, albeit with some reduction in yields. The results of experiments intended to specify these yield reductions are reported. If such irrigation is carefully managed, the soil profile can be used to store residual salts and ground water degradation will be avoided, provided that irrigation ceases before the salts are leached to the ground water. An analysis of discharge below a carefully managed irrigation project shows that the downward movement of salts below the root zone is no worse than with conventional methods of disposal. Thus, irrigation reuse with blowdown water is shown to be a viable means of saline water disposal while maintaining existing standards of ground water quality protection. Further analysis demonstrates the economic feasibility of such irrigation reuse by showing that it is significantly less costly than the evaporation pond alternative.  相似文献

ABSTRACT: Aquifers with pressure head seriously reduced by overdrafting are referred to as depleted. In coastal areas they may be invaded by saltwater. An obvious remedy is to reduce the rate of withdrawal to the permanently available dependable yield. This is being done now in two areas for New Jersey, under the authority of the State's Water Supply Management Act; but it has not previously been accomplished on a regional scale. The dependable yield was estimated by means of detailed hydrogeological modeling. “Water Supply Critical Areas” were delimited on the basis of piezometric pressure, drawn down 30 feet below sea level. Within the depleted area, water withdrawals must be reduced by a fixed ratio (35 to 50 percent) below the amount withdrawn during 1983. This reduction is effective as soon as al alternative source of water can be made available, usually from a surface source. Special arrangements are made whereby ground water users unconnected to the alternative source of supply can pay to withdrawn their full needs from the depleted aquifers, the money being used to purchase additional water from the new surface water source, in return for which some other user will reduce his ground water withdrawal below his reduced allocation.  相似文献

ABSTRACT: The paper outlines both the methods used and the results obtained in a study of the demand for municipal and industrial water for the Seattle region. The study was made as part of a regional water management study program, one objective of which is to “… identify, quantify, and set priorities for all current and future water uses …”. A basic concept in the study of municipal and industrial water use is that the demand for water is derived from the demand for output and the direct services that water provides. Principal characteristics of the study are: (1) Water use is studied by type - residential, commercial, industrial and public -with identification of factors affecting each; (2) Water demands are studied by season as well as on an annual basis; (3) Projections of future water use are tied directly to projections of economic change in the service area; and (4) The effects of alternative policies on water use are estimated. Water use levels are projected under alternative regional growth assumptions provided by the Puget Sound Governmental Conference, a regional planning agency. Thus, the water use planning is consistent with other regional planning programs in this respect. The results can be varied according to changes in specific factors affecting water use. The factors considered in the present study include: single-family residential lot size, distribution of population between single- and multi-family units, per capita water use by multi-family unit residents, and industrial and commercial water use per employee. An income elasticity of demand was estimated for single-family residential water use.  相似文献

Water conservation is a much emphasized policy of the Federal government. Discussion of water conservation proposals often involves confusion between a conservation “ethic,” which is an end in itself, and conservation as a means for attaining various economic objectives. Analysis indicates that outside of ground water “mining.” water is usually a renewable and reusable resource. During periods of normal precipitation, water conservation should be employed only when the value of the water saved exceeds the cost of effecting the savings. Water conservation is most valuable as a drought contingency tactic. Water conservation as a substitute for structural provision to meet normal water demand growth is apt to prove shortsighted.  相似文献

ABSTRACT. The water resources manager, concerned with providing for citizen needs for water in all its varied aspects, is obliged to consider the public interest in his decision making. But the public interest, although inferring the superiority of public over purely private interests, is more of a concept of political ethics than an operational objective. Recent attacks on water resources developments place in question just how responsive the water resources manager has been to the public at large during the planning process. The recent broadening of planning objectives beyond economic efficiency to include greater attention to social goals is an encouraging development. Efforts should be expanded toward greater citizen participation and more attention should be given to sampling surveys to determine citizen attitudes on water resources proposals. In the last analysis, the decision-making process must combine the expertise of the water resources manager and the participation of the people through the political process.  相似文献
