The treatments of municipal solid waste (MSW) and the domestic sewage (DS) are critical issues of the current political and environment discussions. These concerns are due to the lack of dumping areas, the continuous increase of the population, and public health issues. The adequate treatment and management of MSW and DS can produce many benefits such as financial funds, heat and energy production, reduction of emissions and recuperation of water for reuse. Currently in Campinas MSW and DS are deposited in landfills or discharged into rivers and other sites. In the present study two scenarios are evaluated for the treatment of MSW and DS in Campinas: recycling with biological treatment and recycling with thermal treatment. The most suitable treatments for Campinas, based on the data from the present analysis and taking into consideration the local conditions, maximization of energy potential and environmental benefits, are incineration for the MSW and biological treatment for DS, both with energy recuperation. The main gains of this option are substantial environmental benefits, generated energy which can reach 18% of the total electrical energy consumed in Campinas while about 53% recuperation of the total amount of water treated for Campinas in 2010. 相似文献

A comparison of the potential risks to human health from municipal solid waste (MSW) incineration and landfill on a generic basis is attempted. For this purpose a 'worst case' approach is adopted and a number of assumptions regarding the size and activities of each waste disposal method are made. The airborne pollutants measured for an incinerator are different from those for a landfill with or without gas collection. However, based on the available information it appears that as far as airborne pollution is concerned, landfill sites without gas collection pose a potentially higher generic risk to human health than MSW incinerators performing to Environmental Agency (UK) standards. This analysis cannot be used to replace specific evaluations for a particular incinerator or a landfill site because local conditions can have a very large impact on the magnitude of risks involved. 相似文献

Although many studies on municipal solid waste management (MSW management) were conducted under uncertain conditions of fuzzy, stochastic, and interval coexistence, the solution to the conventional linear programming problems of integrating fuzzy method with the other two was inefficient. In this study, a fuzzy-stochastic-interval linear programming (FSILP) method is developed by integrating Nguyen's method with conventional linear programming for supporting municipal solid waste management. The Nguyen's method was used to convert the fuzzy and fuzzy-stochastic linear programming problems into the conventional linear programs, by measuring the attainment values of fuzzy numbers and/or fuzzy random variables, as well as superiority and inferiority between triangular fuzzy numbers/triangular fuzzy-stochastic variables. The developed method can effectively tackle uncertainties described in terms of probability density functions, fuzzy membership functions, and discrete intervals. Moreover, the method can also improve upon the conventional interval fuzzy programming and two-stage stochastic programming approaches, with advantageous capabilities that are easily achieved with fewer constraints and significantly reduces consumption time. The developed model was applied to a case study of municipal solid waste management system in a city. The results indicated that reasonable solutions had been generated. The solution can help quantify the relationship between the change of system cost and the uncertainties, which could support further analysis of tradeoffs between the waste management cost and the system failure risk. 相似文献

Collecting municipal solid waste (MSW) is a major and expensive task for local waste management authorities, thus efficient MSW collection is a necessity. This study presents a procedure for developing an aggregate indicator (AI) to assess MSW collection efficiency based on multiple factors. The applicabilities of various key performance indicators (KPIs) are evaluated based on five selection criteria, and five KPIs are chosen to form the AI. The relative efficiencies of local MSW collection services are analyzed by the data envelopment analysis (DEA) method. A set of common weights for all five KPIs is then generated based on DEA results and four selection rules by modifying a previous approach. Finally, the proposed AI is applied to assess the MSW collection services provided by 307 local governments in Taiwan, and associated results are compared and discussed. 相似文献

In Mauritius, solid waste disposal has been a cause for concern since the 1980s. Currently, there is no segregation of waste and some 1200 tonnes of solid waste are generated daily by the 1.24 million inhabitants of the island. As processes such as recycling and composting are still in their infancy stage, most of the waste generated have to be disposed of at the sole landfill. The solid waste management practices of 1980s and early 1990s are no longer compatible with the changing composition and quantity of wastes now generated. As a result, there is an urgency to review the whole waste management system and come forward with sustainable solutions.This paper presents an overview of the disposal of non-hazardous solid waste in Mauritius and provides recommendations for improving the current disposal system. 相似文献

A two-stage support-vector-regression optimization model for municipal solid waste management - a case study of Beijing, China 总被引:1,自引:0,他引:1
In this study, a two-stage support-vector-regression optimization model (TSOM) is developed for the planning of municipal solid waste (MSW) management in the urban districts of Beijing, China. It represents a new effort to enhance the analysis accuracy in optimizing the MSW management system through coupling the support-vector-regression (SVR) model with an interval-parameter mixed integer linear programming (IMILP). The developed TSOM can not only predict the city's future waste generation amount, but also reflect dynamic, interactive, and uncertain characteristics of the MSW management system. Four kernel functions such as linear kernel, polynomial kernel, radial basis function, and multi-layer perception kernel are chosen based on three quantitative simulation performance criteria [i.e. prediction accuracy (PA), fitting accuracy (FA) and over all accuracy (OA)]. The SVR with polynomial kernel has accurate prediction performance for MSW generation rate, with all of the three quantitative simulation performance criteria being over 96%. Two cases are considered based on different waste management policies. The results are valuable for supporting the adjustment of the existing waste-allocation patterns to raise the city's waste diversion rate, as well as the capacity planning of waste management system to satisfy the city's increasing waste treatment/disposal demands. 相似文献

Indiscriminate disposal of municipal solid waste in developing countries poses severe environmental and health threats. The study proposes a new method for dealing with these problems. The hybrid structural interaction matrix (HSIM) was used to prioritise major identifiable environmental health factors arising from improper solid waste disposal. The simplistic resource allocation model was adopted to ensure optimality in the allocation of resources to prioritised factors. The study indicates that tackling environmental health impacts from the most prioritised negative disposal factors through optimal allocation of resources, will either reduce or eliminate the impacts associated with subsequent less prioritised factors that are direct consequences of the highly prioritised negative factors. The method proposed will aid decision makers in knowing which set of systemic factors are to be given preference and to what extent at given periods in time. 相似文献

This study proposes a technical procedure based on a life cycle approach for implementation of the environmental sustainability assessment (ESA) of several waste-to-energy (WtE) plants located in Spain. This methodology uses two main variables: the natural resources sustainability (NRS) and the environmental burdens sustainability (EBS). NRS includes the consumption of energy, materials, and water, whereas EBS considers five burdens to air, five burdens to water, and two burdens to land. To reduce the complexity of ESA, all variables were normalised and weighted using the threshold values proposed in the European Pollutant Release and Transfer Register regulation. The results showed the plants studied had a greater consumption of natural resources than Spain, ranging from 1.1 to 2.0 times higher than the Spanish reference consumption. The comparison of Spain with the BREF reference on waste incineration showed that only in the variable related to materials, did Spain have a lower consumption (1.80 times lower). In terms of EBS, air and land impacts were the highest contributors to global burden. The WtE plants presented higher burdens to air and water than Spain, whereas only one plant exceeded the average burden to land of Spain. Finally, this paper demonstrated the usefulness of the ESA methodology to reduce the complexity of LCA and assist the decision-making process in choosing the best option from an environmental point of view. This procedure can be used to obtain an overview of the environmental performance of WtE plants, as well as to assess individual burdens and thereby determine the main environmental hotspots, thereby improving the critical points of the process. 相似文献

Increasing volumes of municipal solid waste (MSW) pose disposal problems for many cities. Costs are rising as landfilling becomes more difficult. The production of clean transportation fuels (methanol or hydrogen) from MSW is one economically and environmentally promising option for dealing with these problems. An attractive feature is that elimination of essentially all air pollutant emissions is inherent in the process. Current and future air emissions standards should be easily met. Methanol or hydrogen used in fuel cell vehicles (FCV) can help address problems of deteriorating urban air quality due to vehicle pollution and heavy dependence of the transport sector on imported petroleum. Buses are initial targets for commercial application of fuel cells. Coupled with FCVs, MSW could become a major transportation energy resource. For example, less than 25% of New York City's MSW supply would be sufficient to produce the methanol or hydrogen needed to fuel the entire city's bus fleet, if the buses were fuel cell powered. Estimated breakeven tipping fees required for hydrogen or methanol from MSW to compete with the cost of these fuels made from natural gas today are $52 to $89/raw tonne MSW for hydrogen and $64 to $104/raw tonne MSW for methanol (in 1991$), depending on the gasification technology considered. For comparison, the average tipping fee today in New York City is $74/tonne (1991$). Because of the high fuel economies expected for fuel cell buses, total lifecycle costs per bus-km could be lower than for conventional diesel-engine buses. 相似文献

How an economically affordable, environmentally effective and socially acceptable municipal solid waste management system can be developed is currently unclear. Considerable research has been carried out on the practical aspects of municipal waste management (i.e. transport, treatment and disposal) and how citizens feel about source separation, recycling, incineration and landfill but the perspective of the waste manager within the context of long term planning is often ignored. In this study, waste managers from 11 different leading-edge European municipal solid waste programs in nine different countries were interviewed. The economic, social, political, environmental, legal and technical factors of their specific programs were explored and analyzed. The transition of municipal solid waste management to urban resources management was observed and key ‘system drivers’ for more sustainable waste management practices were identified. This study examines the challenges posed by solid waste by assessing the disposal methods practiced by residents in the Ijebu‐Ode Local Government Area (LGA) in Ogun State, Nigeria. Primary data were obtained through questionnaire administration. One out of every 10 houses was selected for sampling in six randomly selected wards of Ijebu‐Ode LGA. Three hundred and twelve questionnaires were administered on heads of households. Information elicited from the respondents covered solid waste disposal practices, the rationales behind those practices, and the respondents’ perceptions of environmental problems, including environmental health problems that could emanate from such practices. Data on environmental problems and environmental health problems measured on a 5‐point Likert scale were analyzed using Aggregate Weighted Mean Index. The computed Environmental Problem Indices (EPIs) and Environmental Health Problem Indices (EHPIs) were used to determine the severity of the respective challenges. The results established that blockage of drains with an EPI of 4.15 was a very severe environmental problem and flood hazard with an EPI of 3.55 was a severe environmental problem resulting from solid waste disposal practices. Incidence of malaria and cholera, with EHPIs of 2.85 and 2.56, respectively, were however ranked as not severe environmental health problems. The study concluded that solid waste disposal practices in Ijebu‐Ode LGA were unhygienic and unsafe, hence the need for government intervention to ensure the adoption of the necessary measures toward a safe and healthy environment. 相似文献

Multiple regression models for the lower heating value of municipal solid waste in Taiwan 总被引:1,自引:0,他引:1
A multiple regression analysis was used to develop two predictive models of lower heating value (LHV) for municipal solid waste (MSW), using 180 samples gathered from cities and counties in Taiwan during 2001-2002. These models are referred to as the original proposed model (OPM) and the simplified model (SM). The coefficients of multiple determinations for the OPM and SM were 0.983 and 0.975, respectively. To verify the feasibility of the models, a demonstration program based on sampling of MSW in Kaohsiung City was conducted. As a result, the OPM showed superior precision in terms of relative percentage deviation (RPD) and mean absolute percentage error (MAPE), when compared to the conventional models based on the proximate analysis, physical composition and ultimate analysis. The SM was derived by neglecting the three minor physical components used in the OPM. The resulting SM was less precise when compared to the OPM, but it was still acceptable, with a precision level better than the conventional models. It was concluded that the predictability of empirical models could be improved significantly through selection of the appropriate physical components and multiple regression analysis. 相似文献

Solid waste management is a worldwide problem and it is becoming more and more complicated day by day due to rise in population, industrialization as well as changes in our life style. Presently most of the waste generated is either disposed of in an open dump in developing countries or in landfills in the developed ones. Landfilling as well as open dumping requires lot of land mass and could also result in several environmental problems. Land application of urban/municipal solid waste (MSW) can be carried out as it is rich in organic matter and contains significant amount of recyclable plant nutrients. The presence of heavy metals and different toxics substances restricts its land use without processing. Vermicomposting of MSW, prior to land application may be a sustainable waste management option, as the vermicast obtained at the end of vermicomposting process is rich in plant nutrients and is devoid of pathogenic organism. Utilization of vermicast produced from urban/municipal solid waste in agriculture will facilitate in growth of countries economy by lowering the consumption of inorganic fertilizer and avoiding land degradation problem. Vermicomposting of urban/MSW can be an excellent practice, as it will be helpful in recycling valuable plant nutrients. This review deals with various aspects of vermicomposting of MSW. 相似文献

The problem of municipal solid waste has remained intractable in Nigeria despite the state’s central role in municipal solid waste management (MSWM). Policy and reforms of the MSWM system have invariably excluded the informal economy, with this exclusion frequently reinforced by uncritical implementation of neo-liberal development policies. Yet, the informal economy fortuitously remains active in solid waste collection, recycling, and disposal. This article is the aggregate outcome of an 8-year multi-stakeholder engagement in MSWM in Nigerian cities. It draws on insights from first-hand qualitative engagement with informal waste workers, interviews with key stakeholders, policy documents, and relevant literature to situate the Nigerian informal waste economy within current international development discourse. While highlighting the implications of social acceptance and inclusion of the waste economy in post-2015 MSWM and development policy, the study notes the lack of an articulate policy on MSWM in Nigeria and canvasses a specific policy to integrate the ubiquitous informal waste economy in MSWM. The paper suggests that inclusion per sé is central to the sustainable development goals (SDGs), and argues that an inclusive MSWM policy in Nigeria is desirable as it maps onto the SDGs which aim to improve lives in the post-2015 development era. 相似文献

Instruments to reduce waste can be divided into three groups: first, pecuniary incentives; second, service level; finally, measurements stimulating prevention and waste reduction. Also specific characteristics of the community determine the amount of waste generated. We evaluate whether findings in literature on effectiveness of policy measures are valid for Belgium, specifically for the Flemish region. The policy mix instituted by the Flemish authorities in the ‘implementation plan household waste 2003–2007’ and implemented by local authorities, is assessed. Multiple regression analysis identifies those measurements having the greatest impact on household solid waste.We found an income elasticity of 0.326. Also the provided service level has a significant impact. Pecuniary incentives are effective instruments in reducing waste, with a price elasticity of −0.139. Furthermore, a higher percentage of direct costs, directly attributable to waste services, borne by households, reduces waste. A consequent implementation of the ‘polluter pays’ principle proves to be effective. 相似文献

The European Union Landfill Directive calls on member states to reduce the amount of biodegradable municipal solid waste disposed of to landfill. In addition, national waste strategies will require the constituent parts of the United Kingdom to achieve increased household waste recycling and recovery rates. Both these measures will require the development of the infrastructure to support national high-intensity recycling and composting schemes and the construction of at least 35 new municipal waste to energy incinerators. Before plans can be developed for meeting the targets several areas relating to municipal solid waste need to be clarified. Depending on the definition of municipal solid waste, its composition and likely future growth rates the number of incinerators required could be up to 170. 相似文献

An assessment of potential biomass resources in Nigeria for the production of methane and power generation is presented in this paper. Nigeria, as an underdeveloped and populous country, needs an uninterrupted source of energy. The country's energy problems have crippled large sectors of the economy. The percentage of people connected to the national grid is 40%. These 40% experience electricity supply failure on average 10–12 hours daily. Energy generation from municipal solid waste (MSW) is an effective MSW management strategy. Yearly waste generation has increased from 6,471 gigagrams (Gg) in 1959 to 26,600 Gg in 2015. This amount is projected to reach 36,250 Gg per year by 2030. Methane emission for 2015 was 491 Gg, and it is projected to reach 669 Gg in 2030. These values translate to 3.48 × 109 kilowatt hours (kWh) of electricity for 2015, with a projected 4.74 × 109 kWh by 2030. The revenue to be derived from the electricity that is generated could have been US$365.04 × 106 for 2015, and it is estimated that it will reach US$473.82 × 106 by 2030. It was found that methane emissions from MSW increased with time, and capturing this gas for energy production will lead to a sustainable waste management. 相似文献

Future limitations on the availability of selected resources stress the need for increased material efficiency. In addition, in a climate-constrained world the impact of resource use on greenhouse gas emissions should be minimized. Waste management is key to achieve sustainable resource management. Ways to use resources more efficiently include prevention of waste, reuse of products and materials, and recycling of materials, while incineration and anaerobic digestion may recover part of the embodied energy of materials. This study used iWaste, a simulation model, to investigate the extent to which savings in energy consumption and CO2 emissions can be achieved in the Netherlands through recycling of waste streams versus waste incineration, and to assess the extent to which this potential is reflected in the LAP2 (currently initiated policy). Three waste streams (i.e. household waste, bulky household waste, and construction and demolition waste) and three scenarios compare current policy to scenarios that focus on high-quality recycling (Recycling+) or incineration with increased efficiency (Incineration+). The results show that aiming for more and high-quality recycling can result in emission reductions of 2.3 MtCO2 annually in the Netherlands compared to the reference situation in 2008. The main contributors to this reduction potential are found in optimizing the recycling of plastics (PET, PE and PP), textiles, paper, and organic waste. A scenario assuming a higher energy conversion efficiency of the incinerator treating the residual waste stream, achieves an emission reduction equivalent to only one third (0.7 MtCO2/year) of the reduction achieved in the Recycling+ scenario. Furthermore, the results of the study show that currently initiated policy only partially realizes the full potential identified. A focus on highest quality use of recovered materials is essential to realize the full potential energy and CO2 emission reduction identified for the Netherlands. Detailed economic and technical analyses of high quality recycling are recommended to further evaluate viable integrated waste management policies. 相似文献

Due to increasing pressure from the European Union to meet recycling and recovery targets, (e.g. the packaging waste, waste electronic equipment and landfill directives), both the Irish and England's governments’ policy on waste management is changing to meet these pressures, with major emphasis upon the management of biodegradable municipal waste (BMW). In particular, the EU landfill directive requires reductions in the rate of biodegradable waste going to landfill to 35% by 2016. The objective of this paper is to examine how Ireland plans to meet this challenge and to compare the Irish strategy to that being adopted in England. The approach in England is driven by a clear understanding that the practice in the late 1990s was unlikely to ensure compliance with EU targets by the set dates. England has therefore developed a discrete, programme (Waste Implementation Programme) to drive a new approach, based on rigorous science and international best practice, which includes a Demonstrator Programme for new technologies. The dynamic, high cost, large scale programme in England stands in sharp contrast to that for Ireland and only future, detailed analysis of outcomes will be able to evaluate the cost effectiveness of each. 相似文献

ABSTRACTLagos is undoubtedly the cultural capital and economic hub of the West African sub-region. The challenge of municipal solid waste management (MSWM) in the megacity has remained intractable due partly to the increasing rate of population growth. While solid waste policy reforms, investments, and management practices in Lagos are in the upswing in the formal economy, the role of the informal economy in engendering sub-regional material linkages and livelihoods remain unexplored. Adopting a multi-stakeholder approach and data from interviews, this study critically examines how value reclamation from informal MSWM advances green neoliberalism and inclusive development. It shows that while informal transboundary trade of recyclable materials in the West African sub-region have previously been left out of analyses of MSWM in Lagos, the informal economy of waste and new investments in MSWM have neoliberal underpinnings beyond the megacity scale. The paper concludes that integrating the informal economy in framing MSWM policy in the megacity offers scope for evolving an inclusive development strategy while also enabling sustainable MSWM in the post-2015 era. 相似文献
