Abstract:  We compared and integrated marine protected areas proposed through community and scientific assessments in 2 regions of British Columbia, Canada. The community priorities were identified during individual and group interviews with knowledgeable resource users. The scientific priorities were developed with abiotic and biotic data in Marxan, a decision-support tool. The resulting maps of community-based and science-based priorities were very similar for the inshore areas, which lent credibility to both approaches. The resource users thought the science-based maps were fairly good at highlighting areas important for conservation, but preferred the scenarios that integrated the 2 maps to either constituent map. Incorporating spatial variation in human impacts on the marine areas and commercial fishing, which are both costs of protection, into our Marxan analyses led to scenarios that were different from either constituent map. Our results show the value of integrating community-based and science-based approaches in conservation planning to achieve community acceptance and conservation utility. They also reveal that people's assessments on the basis of their traditional ecological knowledge may serve as a reasonable proxy for scientific approaches in selecting areas of ecological value.  相似文献

Abstract: The establishment of marine protected areas is often viewed as a conflict between conservation and fishing. We considered consumptive and nonconsumptive interests of multiple stakeholders (i.e., fishers, scuba divers, conservationists, managers, scientists) in the systematic design of a network of marine protected areas along California's central coast in the context of the Marine Life Protection Act Initiative. With advice from managers, administrators, and scientists, a representative group of stakeholders defined biodiversity conservation and socioeconomic goals that accommodated social needs and conserved marine ecosystems, consistent with legal requirements. To satisfy biodiversity goals, we targeted 11 marine habitats across 5 depth zones, areas of high species diversity, and areas containing species of special status. We minimized adverse socioeconomic impacts by minimizing negative effects on fishers. We included fine‐scale fishing data from the recreational and commercial fishing sectors across 24 fisheries. Protected areas designed with consideration of commercial and recreational fisheries reduced potential impact to the fisheries approximately 21% more than protected areas designed without consideration of fishing effort and resulted in a small increase in the total area protected (approximately 3.4%). We incorporated confidential fishing data without revealing the identity of specific fisheries or individual fishing grounds. We sited a portion of the protected areas near land parks, marine laboratories, and scientific monitoring sites to address nonconsumptive socioeconomic goals. Our results show that a stakeholder‐driven design process can use systematic conservation‐planning methods to successfully produce options for network design that satisfy multiple conservation and socioeconomic objectives. Marine protected areas that incorporate multiple stakeholder interests without compromising biodiversity conservation goals are more likely to protect marine ecosystems.  相似文献

Abstract:  Moving from single-species- to ecosystem-based management requires an understanding of how community-level attributes such as diversity change with area. We used survey data from bottom trawls to examine spatial patterns of species richness in U.S. Pacific coastal fishes. Specifically, we generated and compared species–area relationships (SARs) for species classified into several groups on the basis of maximum body size, trophic level, diet, maximum depth, geographic affinity, and taxonomic order. Because SARs among groups were not parallel and z values varied significantly for several groups, groups of species were under- or overrepresented (depending on the size of the area) relative to their proportions in the entire community (i.e., entire U.S. Pacific coast). In this way, differences in SARs help demonstrate trade-offs between species representation and coastal area and suggest strategies (such as targeting the protection of habitats and locations where a particular species or groups of species are maximized) that may minimize the size of marine protected areas (MPAs) but protect diversity at the level of the community and functional group.  相似文献

Abstract:  For many regions worldwide, multiple and often contrasting biogeographic classifications exist that are derived from a variety of taxa and techniques. This presents a challenge for managers who must choose appropriate large-scale spatial frameworks for systematic conservation planning. We demonstrate how systematically collected community data can be used to evaluate existing biogeographic classifications, identify the most appropriate metric for biogeographic patterns seen in other taxonomic groups, and develop an independent biogeographic classification scheme for systematic conservation planning. We evaluated 6 existing biogeographic classifications for New Zealand's nearshore marine environment with community-similarity metrics derived from abundance and presence–absence data for macroalgae (107 species) and mobile macroinvertebrates (44 species). The concordance between community metrics and the previous classifications was high, as indicated by a high multivariate classification success (CS) (74.3–98.3%). Subsequently, we carried out an independent classification analysis on each community metric to identify biogeographic units within a hierarchical spatial framework. The classification derived from macroalgal presence–absence data achieved the highest CS and could be used as a mesoscale classification scheme in which 11 regional groupings (i.e., bioregions) (CS = 73.8–84.8%) are nested within northern and southern biogeographic provinces (CS = 90.3–98.7%). These techniques can be used in systematic conservation planning to inform the design of representative and comprehensive networks of marine protected areas through evaluation of the current coverage of marine reserves in each bioregion. Currently, 0.22% of the territorial sea around mainland New Zealand is protected in no-take marine protected areas in which 0–1.5% of each bioregion represented.  相似文献

Abstract:  The Chilean government has introduced a policy that gives formal property rights over defined areas of seabed to organized groups of artisanal fishers with the goal of achieving sustainable exploitation of natural resources. We assessed differences in the attitudes of participating artisanal fishers toward this form of management to understand their importance in the design and implementation of fisheries management. We used questionnaires and participatory rural appraisal techniques to survey members of six fishing management committees. Fishers' attitudes varied significantly among syndicates in three main domains: attitudes toward the environment, unresolved aspects behind the management area policy, and perceived benefits derived from adoption of the policy. These differences indicated the existence of distinct world views that structure fishers' behavior toward the marine environment and its management. In addition, the responses made by fishers correlated best with the degree of off-sector pluriactivity and their dependence on diving as a source of income. This suggested that a livelihood approach to the development of Chilean artisanal fisheries that considers the multiple economic niches of the fishers will be most effective in the implementation of dual conservation/management measures.  相似文献

Abstract:  Marine environments have suffered from a lack of quantitative methods for delineating areas that are sensitive or vulnerable to particular stresses, natural and anthropogenic. We define sensitivity as the degree to which marine features respond to stresses, which are deviations of environmental conditions beyond the expected range. Vulnerability can then be defined as the probability that a feature will be exposed to a stress to which it is sensitive. Using these definitions, we provide a quantitative methodology for identifying vulnerable marine areas based on valued ecological features, defined as biological or physical features, processes, or structures deemed by humans to have environmental, social, cultural, or economic significance. The vulnerability of the valued ecological features is a function of their sensitivity to particular stresses and their vulnerability to those stresses. We used the methodology to demonstrate how vulnerable marine areas for two groups of endangered whale species (inshore and offshore) could be identified with a predictive habitat model and acoustic stress surfaces. Acoustic stress surfaces were produced for ferry traffic, commercial shipping traffic, potential offshore oil production, and small-boat traffic. The vulnerabilities of the two whale groups to the four stressors considered in this example were relatively similar; however, inshore species were more sensitive to on-shelf, coastal activities such as offshore hydrocarbon production, ferry traffic, and small-boat traffic. Our approach demonstrates how valued features can be associated with stresses and the likelihood of encountering these stresses (vulnerability) in order to identify geographic areas for management and conservation purposes. The method can be applied to any combination of valued ecological features and stressors.  相似文献

Abstract:  The Gaia hypothesis, which proposes that Earth's biota and material environment form a self-regulating system, has been influential in conservation biology, but it has not translated into specific guidelines. Proponents of phylogenetics and ecology often claim primacy over the foundations of conservation biology, a debate that has deep roots in philosophy and science. A more recent claim is that conservation efforts should protect evolutionary processes that will allow diversification. Phylogenetics, ecology, and evolution all have legitimate roles in conservation, when viewed in a temporal perspective. Phylogenetic studies identify the bioheritage of past species radiations, ecology preserves the life-support systems for these lineages in the present, and evolutionary processes allow adaptation of these lineages to novel challenges in the future. The concept of temporal domains in conservation (past, present, future) has an appropriate metaphor in the Norse worldview known as the Orlog. In this body of mythology, three sisters tend the tree of life and fend off a dragon gnawing at the roots. The names of these sisters, Urd, Verdandi, and Skuld, translate to Past, Present, and Future. In Viking mythology, the threads of life cannot persist without the cooperation of these sisters. In the science of conservation biology, they represent the handmaidens of Gaia–three scientific disciplines that can succeed only with a spirit of familial cooperation.  相似文献

Abstract:  Freshwater ecosystems are declining in quality globally, but a lack of data inhibits identification of areas valuable for conservation across national borders. We developed a biological measure of conservation value for six species of Pacific salmon ( Oncorhynchus spp.) in catchments of the northern Pacific across Canada, China, Japan, Russia, and the United States. We based the measure on abundance and life-history richness and a model-based method that filled data gaps. Catchments with high conservation value ranged from California to northern Russia and included catchments in regions that are strongly affected by human development (e.g., Puget Sound). Catchments with high conservation value were less affected by agriculture and dams than other catchments, although only 1% were within biodiversity reserves. Our set of high-value areas was largely insensitive to simulated error, although classification remained uncertain for 3% of catchments. Although salmon face many threats, we propose they will be most likely to exhibit resilience into the future if a complementary mosaic of conservation strategies can be proactively adopted in catchments with healthy salmon populations. Our analysis provides an initial map of where these catchments are likely to be located.  相似文献

Abstract:  Fishing activities worldwide have dramatically affected marine fish stocks and ecosystems. Marine protected areas (MPAs) with no-take zones may enhance fisheries, but empirical evidence of this is scant. We conducted a 4-year survey of fish catches around and within an MPA that was previously fully closed to fishing and then partially reopened under regulated comanaged fishing. In collaboration with the fishers and the MPA authority, we set the fishing effort and selected the gear to limit fishing impact on key fish predators, juvenile fish stage, and benthic communities and habitats. Within an adaptive comanagement framework, fishers agreed to reduce fishing effort if symptoms of overfishing were detected. We analyzed the temporal trends of catch per unit of effort (CPUE) of the whole species assemblages and CPUE of the four most valuable and frequent species observed inside the opened buffer zone and outside the MPA investigated. After the comanaged opening, CPUE first declined and then stabilized at levels more than twice that of catches obtained outside the MPA. Our results suggest that working closely with fishers can result in greater fisheries catches. Partial protection of coastal areas together with adaptive comanagement involving fishers, scientists, and managers can effectively achieve conservation and fishery management goals and benefit fishing communities and alleviate overfishing.  相似文献

Abstract:  We investigated traditional coral reef management practices at Ahus Island, Manus Province, Papua New Guinea, to evaluate their social role in the community and potential to conserve reef ecosystems. For generations, Ahus Islanders have prohibited spear and net fishing within six delineated areas of their reef lagoon. One to three times per year, fish are briefly harvested from the restricted areas to provide food for ceremonial occasions. Underwater visual censuses of fishes revealed a significantly greater biomass and average size of target species within the restricted areas (205 kg/ha ± 20 [SE]; 102 mm TL [total length]± 0.7) compared with areas without fishing restrictions (127 kg/ha ± 13 SE; 85 mm TL ± 0.7). We estimated the biomass of fish removed during one of the harvest events was 5 to 10% of the available biomass within the restricted area, and in underwater visual surveys conducted before and after a harvesting event we detected no effect of harvesting on fish stocks. Compliance with the fishing restriction is attributed to its perceived legitimacy, its ability to provide the community with direct and indirect benefits, and its reflection of local socioeconomic circumstances. Limited-take closure systems that can serve the needs of a community may provide a viable conservation alternative in situations where compliance with fully closed protected-area regulations is low and resources for proper enforcement are untenable.  相似文献

Abstract:  A number of international treaties address the conservation of marine resources. The declining state of the world's oceans suggests that these treaties are not succeeding and could use improvement. The Convention on International Trade in Endangered Species (CITES) is increasingly embracing the conservation of marine species. We examine the evolution of marine species protection under CITES and illuminate some of the mechanisms used and challenges faced in implementing CITES protection. We found that clarification is needed on when and where CITES applies and how CITES should work with other treaties and institutions. The Society for Conservation Biology (SCB) can contribute to increased effectiveness of CITES for marine conservation. Foremost, the SCB community could foster dialogue on creating a broad vision of how CITES should apply to marine species and how it can synergistically interact with other important marine-conservation treaties and institutions. More specific contributions could focus on defining listing criteria for marine species, improving the science behind the nondetriment finding, and offering technical guidance on species proposals. A future role for SCB could be to contribute to the enhanced effectiveness of other marine conservation agreements such as the Convention on the Conservation of Migratory Species of Wild Animals, the International Whaling Commission, and the United Nations Convention on the Law of the Sea .  相似文献

Territorial user rights for fisheries have been advocated as a way to achieve sustainable resource management. However, few researchers have empirically assessed their potential as ancillary marine conservation instruments by comparing them to no‐take marine protected areas. In kelp (Lessonia trabeculata) forests of central Chile, we compared species richness, density, and biomass of macroinvertebrates and reef fishes among territorial‐user‐right areas with low‐level and high‐level enforcement, no‐take marine protected areas, and open‐access areas in 42 100‐m subtidal transects. We also assessed structural complexity of the kelp forest and substratum composition. Multivariate randomized permutation tests indicated macroinvertebrate and reef fish communities associated with the different access regimes differed significantly. Substratum composition and structural complexity of kelp forest did not differ among access regimes. Univariate analyses showed species richness, biomass, and density of macroinvertebrates and reef fishes were greater in highly enforced territorial‐user‐right areas and no‐take marine protected areas than in open‐access areas. Densities of macroinvertebrates and reef fishes of economic importance were not significantly different between highly enforced territorial‐user‐right and no‐take marine protected areas. Densities of economically important macroinvertebrates in areas with low‐level enforcement were significantly lower than those in areas with high‐level enforcement and no‐take marine protected areas but were significantly higher than in areas with open access. Territorial‐user‐right areas could be important ancillary conservation instruments if they are well enforced. Abstract: Quantifying the extent to which existing reserves meet conservation objectives and identifying gaps in coverage are vital to developing systematic protected‐area networks. Despite widespread recognition of the Philippines as a global priority for marine conservation, limited work has been undertaken to evaluate the conservation effectiveness of existing marine protected areas (MPAs). Targets for MPA coverage in the Philippines have been specified in the 1998 Fisheries Code legislation, which calls for 15% of coastal municipal waters (within 15 km of the coastline) to be protected within no‐take MPAs, and the Philippine Marine Sanctuary Strategy (2004), which aims to protect 10% of coral reef area in no‐take MPAs by 2020. We used a newly compiled database of nearly 1000 MPAs to measure progress toward these targets. We evaluated conservation effectiveness of MPAs in two ways. First, we determined the degree to which marine bioregions and conservation priority areas are represented within existing MPAs. Second, we assessed the size and spacing patterns of reserves in terms of best‐practice recommendations. We found that the current extent and distribution of MPAs does not adequately represent biodiversity. At present just 0.5% of municipal waters and 2.7–3.4% of coral reef area in the Philippines are protected in no‐take MPAs. Moreover, 85% of no‐take area is in just two sites; 90% of MPAs are <1 km2. Nevertheless, distances between existing MPAs should ensure larval connectivity between them, providing opportunities to develop regional‐scale MPA networks. Despite the considerable success of community‐based approaches to MPA implementation in the Philippines, this strategy will not be sufficient to meet conservation targets, even under a best‐case scenario for future MPA establishment. We recommend that implementation of community‐based MPAs be supplemented by designation of additional large no‐take areas specifically located to address conservation targets.  相似文献

Abstract:  Analysis of large-scale biodiversity patterns can uncover general relationships and problems that need to be taken into account when conservation strategies are developed. Nevertheless, these large-scale patterns need to be supplemented with information from local studies that can identify specific problems and determine how the land can be divided between conservation and development interests. I analyzed biodiversity patterns at three different scales to show how various scales of research contributed to conservation planning. A gap analysis for all of sub-Saharan Africa revealed that the network of wildlife reserves provides insufficient protection of narrowly endemic and threatened species, mainly because such species are aggregated in certain areas with dense human populations. A more fine-grained analysis of the distribution of forest birds of eastern Africa generally confirmed the results obtained with coarse-scale data and added precision by identifying forest tracts where conservation actions should be concentrated. Detailed local distribution data for one of the prioritized areas, the Uluguru Mountains in Tanzania, suggest that the actions to halt the loss of biodiversity should be concentrated in the submontane zone, immediately adjacent to densely populated areas. To achieve conservation on the ground, these general planning tools must be supplemented with other kinds of research concerning land-use and local knowledge and with approaches that promote more sustainable development. Different types of institutions will be needed for these different tasks, but it is essential that researchers maintain a dialogue with planners in this area .  相似文献

Abstract:  Uncertainty in the implementation and outcomes of conservation actions that is not accounted for leaves conservation plans vulnerable to potential changes in future conditions. We used a decision-theoretic approach to investigate the effects of two types of investment uncertainty on the optimal allocation of global conservation resources for land acquisition in the Mediterranean Basin. We considered uncertainty about (1) whether investment will continue and (2) whether the acquired biodiversity assets are secure, which we termed transaction uncertainty and performance uncertainty, respectively. We also developed and tested the robustness of different rules of thumb for guiding the allocation of conservation resources when these sources of uncertainty exist. In the presence of uncertainty in future investment ability (transaction uncertainty), the optimal strategy was opportunistic, meaning the investment priority should be to act where uncertainty is highest while investment remains possible. When there was a probability that investments would fail (performance uncertainty), the optimal solution became a complex trade-off between the immediate biodiversity benefits of acting in a region and the perceived longevity of the investment. In general, regions were prioritized for investment when they had the greatest performance certainty, even if an alternative region was highly threatened or had higher biodiversity value. The improved performance of rules of thumb when accounting for uncertainty highlights the importance of explicitly incorporating sources of investment uncertainty and evaluating potential conservation investments in the context of their likely long-term success.  相似文献
