Public debate on acceptable farm animal husbandry suffers from a confusion of tongues. To clarify positions of various stakeholder groups in their joint search for acceptable solutions, the concept of animal welfare was split up into three notions: no suffering, respect for intrinsic value, and non-appalling appearance of animals. This strategy was based on the hypothesis that multi-stakeholder solutions should be based on shared values rather than on compromises. The usefulness of such an artificial value distinction strategy was tested in a small series of experiments. The results demonstrate that the chosen concept to distinguish between values is effective in a stakeholder context. Farmers’ views on doing good to animals appeared to be largely based on their value to prevent suffering and predominantly focused on the provision of regular care. Their priority for this value is clearly shared with other stakeholders, providing a basis for joint solutions. The concept of intrinsic value does not play a discernable role in farmers’ considerations. Based on the varying views on welfare, it can be inferred that there is a gradual rather than a principal difference between government legislation and farmers’ values, whereas public perception and acceptance of farm practices remains complicated. Distinction between value groups and focusing on a selected notion (such as no suffering) proved to be effective in bringing representatives of stakeholder groups together, but is unlikely to bridge the emotional gap between commercial farm practices and public ideals.  相似文献

Most discussions on animal experimentation refer to domesticated animals and regulations are tailored to this class of animals. However, wild animals are also used for research, e.g., in biological field research that is often directed to fundamental ecological-evolutionary questions or to conservation goals. There are several differences between domesticated and wild animals that are relevant for evaluation of the acceptability of animal experiments. Biological features of wild animals are often more critical as compared with domesticated animals because of their survival effects. An important issue is what is called here “natural suffering”: the suffering from natural circumstances. Should this type of suffering be taken into account when suffering from experimentation is evaluated? As an answer, it is suggested that ``natural functioning'' should be considered as an additional standard in the evaluation of wild animal experimentation. Finally, two topics related to the ecological context are considered. Firstly, the often inevitable involvement of non-research animals in wild animal experimentation, and secondly, the eco-centric approach to nature conservation. According to the latter position, animals are subordinated to ecosystems. All these aspects make the evaluation of wild animal experiments much more complex than experiments with domesticated animals. Preliminary scores are proposed to deal with these aspects. It is argued that this should not lead to a more complex governmental regulation, since an effective maintenance and control are hard to realize and one may loose the cooperation of researchers themselves. In addition, non-governmental professional organizations such as research societies and funding organizations play a pivotal role.  相似文献

Conclusion As a final thought, I want to conclude with the cliche that a problem recognized is half solved. Certainly, I cannot be accused of laying out a solution to solving the major fisheries management problems, but it is hoped that the problems managers face are now clearer. The complexity of fisheries assystems to be managed is clear to even the most casual observer. The second point, a broad theory of fisheries management, should provide a framework to categorize all of the disjointed activities that we associate with management of our fisheries resources.  相似文献

There is abundant evidence that many factors can influence the toxicity of a particular pollutant including environmental fluctuations, season of the year, stage in life cycle, size, and sex. All of these factors should be assessed before making a judgment of the effect on natural populations. Such an assessment can be conceptualized using a simple population model through whichcontrol gates operate as functions of 1). the direct self-maintainance feedback from existing adult population biomass and 2). the recruitment of new individuals due to the maturation of larvae. By extracting general principles of organismic response to pollutants it is possible to incorporate the information into large-scale ecosystem models which would serve as working tools for answering environmental decision-making problems.  相似文献

This essay contends that the ascendancy of Western liberalism after the Enlightenment worked catalytically on the development of both the Industrial Revolution and a modern agrarianism based on the widespread dispersal of small-scale property ownership. Due to power dynamics, however, as well as the liberal faith in inevitable progress, agrarian thought has remained a marginal concern in Western politics, economics, and education. Although the agrarian philosophical tradition in the United States was created by the same liberal rhetoric and argumentation that gave birth to industrialism, the two world views hinged on vastly different interpretations of the same concepts. One aim of this essay is to sort out these differences and examine their implications for a contemporary reconsideration of agrarian thought.  相似文献

Conservation scientists are arguing whether naturalness provides a reasonable imperative for conservation. To clarify this debate and the interpretation of the term natural, I analyze three management strategies – ecosystem preservation, ecosystem restoration, and ecosystem engineering – with respect to the naturalness of their outcomes. This analysis consists in two parts. First, the ambiguous term natural is defined in a variety of ways, including (1) naturalness as that which is part of nature, (2) naturalness as a contrast to artifactuality, (3) naturalness as an historical independence from human actions, and (4) naturalness as possession of certain properties. After that, I analyze the different conceptions with respect to their implications for the three management strategies. The main conclusion is that there exists no single conception of naturalness that could distinguish between the outcomes of the three management methods. Therefore, as long as the outcomes of the different methods are regarded as being of a different value in conservation, we should either abandon the idea of naturalness as the guiding concept in conservation or use the term natural only in the ways that take both its historical and feature dependent meanings into consideration.  相似文献

This article explores what an ethicfor organic animal husbandry might look like,departing from the assumption that organicfarming is substantially based in ecocentricethics. We argue that farm animals arenecessary functional partners in sustainableagroecosystems. This opens up additional waysto argue for their moral standing. We suggestan ethical contract to be used as acomplementary to the ecocentric framework. Weexpound the content of the contract and end bysuggesting how to apply this contract inpractice. The contract enjoins us to share thewealth created in the agroecosystem (by ourjoint contributions) by enjoining us to carefor the welfare and needs of the individualanimal, and to protect them from exploitation(just as human co-workers should not beexploited). The contract makes promoting goodanimal welfare a necessary condition forbenefiting farm animals. Animals for their partare guaranteed coverage under the contract solong as they continue to contribute to thesystem with products and services.  相似文献

Kathryn Paxton George has recently argued that vegetarianism cannot be a moral obligation for most human beings, even if Tom Regan is correct in arguing that humans and certain nonhuman animals are equally inherently valuable. She holds that Regan's liberty principle permits humans to kill and eat innocent others who have a right to life, provided that doing so prevents humans from being made worse off. George maintains that obstaining from meat and dairy products would in fact make most humans worse off. I argue that Regan's liberty principle either contradicts his equal rights view or does not permit the slaughter of another for food. I show that a different view recognizing the moral rights of nonhumans but according them less value than normal adult humans, the unequal rights view, would permit such action if human survival or health depended upon it. However, it would also permit the slaughter of innocent humans in the same circumstances. Finally, I argue that current nutritional research does not support George's contention that most humans would suffer if they ceased eating other animals and their products.  相似文献

Several writers on animal ethics defend the abolition of most or all animal agriculture, which they consider an unethical exploitation of sentient non-human animals. However, animal agriculture can also be seen as a co-evolution over thousands of years, that has affected biology and behavior on the one hand, and quality of life of humans and domestic animals on the other. Furthermore, animals are important in sustainable agriculture. They can increase efficiency by their ability to transform materials unsuitable for human consumption and by grazing areas that would be difficult to harvest otherwise. Grazing of natural pastures is essential for the pastoral landscape, an important habitat for wild flora and fauna and much valued by humans for its aesthetic value. Thus it seems that the environment gains substantially when animals are included in sustainable agricultural systems. But what about the animals themselves? Objections against animal agriculture often refer to the disrespect for animals’ lives, integrity, and welfare in present intensive animal production systems. Of the three issues at stake, neither integrity nor animal welfare need in principle be violated in carefully designed animal husbandry systems. The main ethical conflict seems to lie in the killing of animals, which is inevitable if the system is to deliver animal products. In this paper, we present the benefits and costs to humans and animals of including animals in sustainable agriculture, and discuss how to address some of the ethical issues involved.  相似文献

Biotechnology applied to traditional foodanimals raises ethical issues in three distinctcategories. First are a series of issues that arise inthe transformation of pigs, sheep, cattle and otherdomesticated farm animals for purposes that deviatesubstantially from food production, including forxenotransplantation or production of pharmaceuticals.Ethical analysis of these issues must draw upon theresources of medical ethics; categorizing them asagricultural biotechnologies is misleading. The secondseries of issues relate to animal welfare. Althoughone can stipulate a number of different philosophicalfoundations for the ethical assessment of welfare,most either converge on Bernard Rollins principle ofwelfare conservation (Rollin, 1995), or devolve intodebates over the ethical significance of animaltelos or species integrity. The principle of welfareconservation prohibits disfunctional geneticengineering of food animals, but would permit alteringanimals biological functions, especially when (as inmaking animals less susceptable to pain or suffering)do so improves an individual animals well being.Objections to precisely this last form of geneticengineering stress telos or species integrity asconstraints on modification of animals, and thisrepresents the third class of ethical issues. Most whohave formulated such arguments have failed to developcoherent positions, but the notion of species being,derived from the 19th century German tradition,presents a promising way to analyze the basis forresisting the transformation of animal natures.  相似文献

Wetland environmental characteristics are examined to determine their spatial and temporal relationships. Two very different Oregon freshwater wetlands provided a range of wetland types. Results are evaluated to determine the possible use of environmental characteristics in defining wetlands and their boundaries. Representative physical, hydrological, and edaphic properties were periodically measured in microplots along upland/wetland transects. A multivariate approach is stressed in the data analysis; correlation, cluster analysis, and principal components analyses were used. The results indicate the environmental characteristics change in a quantifiable manner both spatially and temporally. The controlling mechanism is moisture, spatially in terms of the upland/wetland transect and temporally with respect to seasonal response. These changes do not correlate well with vegetation. Several hypotheses are offered as an explanation. Correlation within environmental characteristics is variable but definite patterns are discernible. These data suggest both single and combinations of environmental characteristics that could serve as keys in wetland identification and boundary determination. However, before extensive use is made of this information additional long-term monitoring of wetland environmental characteristics will be required.  相似文献

This paper investigates the relationship between pupils' environmental perception (in terms of preservation and utilisation of nature) and personality (in terms of risk-taking). 713 secondary school pupils in Switzerland were investigated. Environmental perception was assessed via three factors: Preservation, Utilisation of Nature and Consideration for Conservation. Risk-taking was evaluated via six factors: Positive Risking, Ambivalence, Thrill in Gambling, Ineffective Control, Effective Control, and Anger Reaction. Analysis of the correlation matrix between Risk-taking and Environmental perception revealed three profiles (types): the high scorer on Preservation is the controlled and cautious gambler. The Utiliser (anthropocentric) profile is essentially a mirror image of the first: the Utiliser does not enjoy unpredictable risks, reacts with anger when risks fail and has little control over his/her own risk-taking behaviour. The Consideration for Conservation (ecocentric) profile assumes a position between these two profiles.  相似文献

In their report for the Swiss government onthe notion of the dignity of creatures, PhilippBalzer, Klaus-Peter Rippe, and Peter Schaber analyzethe relationship between human dignity and the dignityof creatures, taking them as two categoricallydifferent concepts. Human dignity is defined as the``moral right not to be humiliated,' whereas thedignity of creatures is taken to be ``the inherentvalue of nonhuman living beings.' To my mind there isno need to draw a categorical distinction between thetwo concepts. Both notions could be brought togetherunder an all-encompassing concept of the inherentvalue of living beings, humans and non-humans alike,a concept one could name ``the dignity of livingbeings.' Indeed, this very notion underlies theposition taken in the report, although this is notmade explicit by the authors themselves.As the aim of the paper is only to clarify theconcepts used, I do not go beyond this ``internal'critique of their position, i.e., I don't assess howthe claims articulated via these concepts – theclaim that humans and/or creatures have an inherentvalue consisting in a supposed intrinsic good – areto be justified, although I myself would be ratherskeptical that this might be successfully done.  相似文献

Since the term environmental ethics began to be used a generation ago, it has covered many different kinds of environmental notions, problems, ethical systems, and forms of behavior. A variety of cases are presented and examined under two terms,environmental ethics andecological morality, in an effort to illustrate different kinds of ethical objectives. In order to understand the connections between various strands of environmental ethics, personal and social values and subcultural norms of environmental ethics are examined under Christopher Stone's concept of moral pluralism. G. J. Warnock's notion of the general object of morality is proposed to integrate the variegated purposes of environmental ethics.  相似文献

The development of the aquaculture industry in Canada has triggered a conflict of a scope never seen before. As stated in Young and Matthews’ The Aquaculture Controversy, this debate has “mushroomed over the past several decades to become one of the most bitter and stubborn face-offs over industrial development ever witnessed in Canada” (Young and Matthews in The aquaculture controversy in Canada. Activism, policy and contested science. UBC Press, Vancouver, p 3, 2010). It opposes a wide variety of actors: from industrial investors, scientists, politicians and environmentalists to Native associations and communities, citizens groups and local stakeholders. The opposition is fierce between those in favor of a flourishing and modern aquaculture of industrial nature and those who fear the dreadful consequences of such an industry. In particular, the possible implementation of biotechnology innovations, such as a genetically modified salmon, has made this debate coextensive with the GMO debate, thus multiplying the opposition’s spectrum of arguments against the industry. Throughout the debate, Canadian environmental NGOs like the Suzuki Foundation and Greenpeace Canada have assumed leadership over the opposition to aquaculture development with certain success. Their participation in the debate features numerous ethical concerns related to environmental health, a respect for wilderness and local human communities. Such a position can be associated overall with a form of ecocentric ethics or concern. Nevertheless, a careful examination of the technical solutions proposed by these NGOs reveals their embeddedness in biocentrism. Through the example taken from the Canadian debate on aquaculture development, this paper aims to highlight the conceptual difficulty of enacting ecocentric ethical positions beyond formal arguments. Because ecocentrism implies a true paradigm shift, not only in mentality, but also in the way we conceive our technical interventions in nature, biocentrism remains an important practical method to enact ethical positions related to environmental concerns in public debates.  相似文献

Regulations to implement the National Environmental Policy Act state that environmental impact statements shall be written in plain language. Federal land management agencies operate under this guideline when they prepare plans for their lands. We examined 23 agency plans, using the Flesch Reading Ease Scale, to determine if they met this criterion. The scores show that the plans are written for people with three to six years of college education, far beyond the reading ability of the average person. The results suggest that the plans may limit or bias who participates in agency planning. National policy on the readability of the plans needs to be clarified, and agencies need to evaluate, and defend or revise, their writing programs.  相似文献

The concept of animal welfare refersto the animal's quality of life. The choice ofdefinition always reflects some basicvaluation. This makes a particular conceptionof welfare value-dependent. Also, the animalhusbandry system reflects certain values oraims. The values reflected in the chosenconception of animal welfare ought tocorrespond to values aimed for in the husbandrysystem. The IFOAM Basic Standards and otherwritings dealing with organic animal husbandryshould be taken as a departure point for adiscussion of how to interpret the conceptionof welfare in organic farming systems. Theconception of welfare is related to two corevalues in the organic agriculture movement.These core values should be considered in termsof (1) aim for holistic view and (2) aim forsustainability. A third, implicit core value,based on bio- and ecocentric views: (3) respectfor nature is needed as a supplement to thesetwo core values. There are importantimplications of these core values for an``organic' conception of animal welfare and forconfronting two dilemmas due to conflictinginterests. Comparisons among the three commonlyused welfare definitions will show thesuperiority of the third approach, which canprovide an outline for a conception of animalwelfare more suitable for organic farmingsystems. This outline combines a holisticecocentric approach with respect for theindividual animal, and it can be used as thebasis for a complex definition with emphasis onnatural behavior. Such a systemic approachconsiders welfare in relation to differentsystemic levels. The systemic view also offerspossibilities for resolving the dilemmas in newways.  相似文献

Summary Biosphere reserves are protected areas of representative environments internationally recognised for their value for conservation and for their ability to provide the scientific knowledge, skills and human values to support sustainable development. Biosphere reserves — as a part of the UNESCO programme Man and the Biosphere (MAB) — make up a world-wide network sharing research information on ecosystem conservation, management and development. They include strictly protected core-areas — representative examples of natural or minimally disturbed ecosystems. Core areas are surrounded by buffer zones in which research, environmental education and training and recreation can take place. Buffer zones are, in turn, surrounded by transition areas, large open areas where the aim is to ensure rational development of the natural resources of the region. At present, twelve biosphere reserves are designated in Germany, covering in all an area of 11,589 km2. The role of biosphere reserves to support sustainable development in Germany and Europe is discussed.Karl-Heinz Erdmann is a geographer and Deputy Secretary General at the Secretariat of the German National Committee for the UNESCO Programme on Man and Biosphere (MAB), Federal Agency for Nature Conservation. In her recent Counter-Reply to my views, Evelyn Pluhar defends her use of literature on nutrition and restates her argument for moral vegetarianism. In his Vegan Ideal article, Gary Varner claims that the nutrition literature does not show sufficient differences among women, men, and children to warrant concern about discrimination. In this response I show how Professor Pluhar continues to draw fallacious inferences: she begs the question on equality, avoids the main issue in my ethical arguments, argues from irrelevancies, misquotes her sources, equivocates on context, confuses safety with morality, appeals to fear, confuses correlation with cause, fails to evaluate scientific studies, draws hasty conclusions from insufficient data, ignores a large amount of data which would call her views into question, does not follow good scientific or moral argumentation, objectionably exceeds the limits of her expertise, and resorts to scapegoating. I also argue that Professor Varner fails to make his case because he offers virtually no evidence from scientific studies on nutrition, relies on outdated and fallacious sources, makes unsupported claims, ignores evidence that would contravene his claims, draws hasty conclusions based on weakly supported hypotheses rather than facts, employs a double standard, appeals to ignorance, does not evaluate arguments from his sources, and makes anad hominem attack on a respected nutritionist when his focus should be on evaluating the evidence and arguments from the scientific studies themselves. Neither Varner nor Pluhar have responded sufficiently to the real issue in my arguments, that of discrimination and bias in the vegan ideal.  相似文献

This paper offers some suggestions on, and encouragement for, how to be better at risk communication in times of agricultural crisis. During the foot and mouth epizootic, the British public, having no precedent to deal with such a rapid and widespread epizootic, no existing rules or conventions, and no social or political consensus, was forced to confront the facts of a perceived "economic disease. Foot and mouth appeared as an economic disease because the major push to eradicate it was motivated exclusively by trade and economic reasons and not because of threats it posed to the lives of human beings and livestock. The British public deferred responsibility to their elected officials for a speedy end to this non-life threatening viral epizootic. The latter, however, did not have a contingency plan in place to tackle such an extensive outbreak. The appeal to an existing policy, i.e., mass eradication, as the exclusive strategy of containment was a difficult pill for the public to swallow well before the end of the 226-day ordeal. Public outcry reflected (in part) serious misgivings about the lack of effective communication of risk-informed decisions between government agents and all concerned. The government's handling of the matter underestimated concerns and values about animal welfare, public trust, and the plight of farmers and rural communities. A general loss of trust by some segments of the public was exacerbated by perceived mismanagement and early fumbles by government agents.Public moral uneasiness during the crisis, while perhaps symbolic of growing discontent with an already fractured relationship with farmed animals and the state of animal farming today, arguably, also reflected deep disappointment in government agents to recognize inherently and conditionally normative assumptions in their argument as well as recognize their narrow conception of risk. Furthermore, broader stakeholder participation was clearly missing from the outset, especially with respect to the issue of vaccination. A greater appreciation for two-way risk communication is suggested for science-based public policy in agriculture, followed by suggestions on how to be more vigilant in the future.  相似文献
