Salinity is an insidious soil conservation issue. Its expression can be greatly removed in time and space from its causes, so a focus on prevention is preferred. To avoid over or under-investment, a communication strategy for salinity needs to be a staged approach, the risks defined and the assets at risk identified.This paper describes a risk assessment schema and associated information base designed to support community investment in preventative actions. It describes a new approach to salinity risk similar to the concepts of diagnosis and staging used by physicians for diseases such as cancer. It outlines the diagnostic tools now being developed to define the timeframes of salinity development, the biophysical features of the landscape within which salinity develops and the riskiness of current and alternative management systems and matches this with a complementary community process designed to build knowledge and intervention. A GIS/database system captures the concepts of salinity risk and a large array of diagnostic information in a form designed for the development of salinity knowledge in the community and to guide investment in salinity prevention. The communication strategy and the salinity risk system are being applied in the Fitzroy Basin, Australia, an area of approximately 150,000 km2 straddling the Tropic of Capricorn.  相似文献

ABSTRACT

Destructive earthquakes in urban or rural areas around the world have caused severe damage to local societies. Pre-disaster prevention and post-disaster reconstruction can significantly reduce the impact of earthquakes on communities. To explore the popular research topics and trends in this area, CiteSpace was used to develop a knowledge map visualization. It was found that the main research into earthquake disaster prevention and reconstruction has been focused on disaster risk reduction planning, disaster mitigation knowledge, participatory disaster governance, and community resilience building. In this Special Issue, there were six distinctive earthquake disaster research papers that covered scientific, social, and institutional aspects. It was concluded that to reduce the effects of earthquake disasters, an interdisciplinary research approach and systems thinking is needed. The investigation also revealed that there has been a paradigm shift from post-disaster reconstruction to pre-disaster prevention to build community and urban resilience.  相似文献

It is now widely recognised that good communication between multi-disciplinary stakeholders is central to effective flood risk management. Recent developments in Geographical Information Systems, increased availability of accurate digital terrain models from remotely sensed data sources and improved graphical computer interfaces have made the outputs from computer models of flood inundation easily accessible to the stakeholder community. As a consequence, predictions from such models are now being used routinely as a means of communication between engineers and other stakeholders in flood risk management. This paper provides a review of the modelling methods most appropriate for flood risk communication. These are one-dimensional models which are suitable for simulating flood risk at a catchment or sub-catchment scale and appropriate for communicating the impact of strategic flood management decisions and two-dimensional models which can be applied across a range of scales but, are now being regularly applied at the relatively small scale, less than 10 km2, where they have the potential to inform and communicate disaster management decisions. The role of such models in communicating between modellers and non-modellers by providing a means for immediate visualisation of “the future” is discussed and illustrated by application to two case studies.  相似文献

为了解溧阳地震四十年来该地居民防震减灾科学素质情况,通过问卷调查的方式对社区居民的个人基本信息、防震减灾科学知识理解、知识需求和偏好,以及对江苏省防震减灾科普宣教工作的评价进行调研。采用SPSS软件进行数据处理。结果表明,溧阳市社区居民防震减灾科学知识水平处于中等偏上水平,但对地震预报信息发布和相关法律法规认知方面还有欠缺;防震减灾知识需求强烈且务实,最想了解的是自救互救知识,偏好科普讲座和应急演练活动;对我省防震减灾科普宣传工作的评价为中等偏上,在评价过程中,最主要的影响因子是防震减灾科普知识实用性、宣传品质和渠道。本次调查为今后开展溧阳市社区防震减灾科普宣传工作提供了理论依据。  相似文献

Despite efforts to include residents in hazard management, their contributions are often undervalued because they are seen as passive recipients of intervention rather than active participants in the production of knowledge, particularly when they lack technical expertise. However, using multiple perspectives and experiences can improve hazard management strategies and create safer communities. This paper examines a Colombian landslide management program to highlight the prospects and limitations of incorporating non-expert knowledge into hazard management. The Guardianas de la Ladera (Guardians of the Slope) in Manizales, Colombia is a program in which female heads of household are hired to maintain landslide-prevention infrastructure and communicate landslide risk to the community. While the highly regarded program is perceived as having reduced the frequency of landslides and associated damages, the hierarchical institutional structure inhibits bottom-up communication, including information that could improve long-term vulnerability reduction. We argue that regardless of the location, scale, or specific hazard being addressed, incorporating non-expert knowledge into hazard management potentially illuminates sources of vulnerability not recognized by technical or development experts.  相似文献

世界性城市灾害的加剧已成为城市化进程中的一大障碍,它也是城市化过程的产物。如何协调城市化过程与城市综合灾害风险管理,已成为当今世界、特别是像中国这样的发展中国家可持续发展的一大难题。在综述了中国城市灾害及其风险管理现状的基础上,通过对其薄弱环节的综合分析,依据作者提出的综合灾害风险管理模式,就中国城市综合灾害风险管理对策提出了3条政策建议:即完善城市灾害风险管理的信息保障机制,特别是灾害预警体系、信息共享体系和信息公开机制;加强城市综合减灾能力的建设,特别是明确城市建设中减灾工程与非工程设施投入的固定比例,完善减灾教育宣传体系和综合灾害应急响应的科技平台体系;建立城市综合灾害风险管理范式,特别是高度重视城市规划中综合减灾规划的改进和完善,加快拓展城市企业灾害保险与再保险和发展适应城市灾害风险的“安全社区”范式。  相似文献

More than a decade after the 1997 Red River Flood, vulnerability to future flooding exists due to a lack of risk communication. This study identifies risk communication gaps and discusses the creation of strategies to enhance information-sharing, bottom-up activity and partnership development. The objectives were achieved using mixed methods, including interviews, a floodplain-wide survey, and a decision-makers' risk management workshop. The results highlight a number of external pressures exerted by regional floodplain policies and procedures that restrict risk communication and affect social vulnerability in the rural floodplain. The failures of a top-down approach to floodplain management have impacted on communities' abilities to address floodplain risks, have amplified local risks, and have decreased community cooperation in floodplain management initiatives since the 1997 'Flood of the Century'. Recommended policies promote the establishment of community standards to compensate for gaps in risk communication and the development of partnerships between floodplain communities.  相似文献

Community-based disaster risk management methods routinely include capture of local knowledge which is used to inform community-level risk reduction programmes and development plans. In Jamaica, development planning at the national level has relied historically on scientific knowledge, usually to the exclusion of local knowledge. However, community disaster risk management plans reviewed for this paper show that communities have very clear ideas on the threat posed by hazards, resources at risk from the hazards and ways of reducing the risk. Communities also appreciate the value of cultural and historical sites and are willing to sacrifice development in order to protect and preserve these sites. Such knowledge is valuable for informing risk-sensitive development planning, and should be captured within the formal development approval system. A model is proposed in which community and scientific knowledge can be integrated into the formal development approval process at the national level. The model includes integrating community representatives in technical committee reviews, capturing local knowledge through community consultations and subjecting community knowledge to validation prior to its use. Successful implementation of this model should result in more accurate field assessments for risk-sensitive development planning as local knowledge provides current, site-specific information. Better risk-sensitive development planning will ultimately lead to reduced exposure to hazards and reduction in losses from the impact of hazards for Jamaica.  相似文献

While the listeriosis outbreak of 2008 brought attention to food safety decision making in Canada, little of that attention was placed on public involvement and risk communication. With a primary focus on Health Canada (HC) and the Canadian Food Inspection Agency (CFIA), this article describes the state of microbial-related public involvement and risk communication undertakings and suggests ways in which improvements can be made. The findings show that public involvement and risk communication activities have been strengthened since the outbreak, but they have become neither dialogical nor highly participatory. HC engages with experts to a far greater extent than with the lay public and it has fallen short in fulfilling its stated commitment to openness and transparency. Furthermore, both HC's and the CFIA's approach to risk communication has been overly general, has failed to provide opportunities for dialogue with vulnerable and more general groups with whom it is communicating and is not rooted in foodborne surveillance data. Public involvement in food safety governance would be improved if HC provided the lay public with a seat on advisory committees and improved its public involvement reporting methods. HC and the CFIA could also make risk communication improvements by creating opportunities for dialogue between officials and the general public, and by exploring alternative risk communication vehicles, such as food labels.  相似文献

The contextual influences on flood risk communication in the areas of flood forecasting, warning and response, spatial planning and development control and flood insurance at a national level are investigated in this paper. Research is based on qualitative interviews with 21 representatives of key organisations and activities at a national level of FRM. Drawing on communication theory the research highlights the key contextual features at play: the characteristics of communication flow through organisations, the importance of policy as a communication tool informed and constrained by flood events, organisational agendas, communication approaches and the development of knowledge and technology. The paper describes the influence of clear policy guidance on activities in certain government FRM communication initiatives and the commercial imperative driving the insurance industry activities.  相似文献

Risk communication and risk perception are critical factors in disaster management. Governments at all levels play a part in communicating risk, whereas the perception of risk entails active roles by community participants, including potential and actual victims of disasters. This paper discusses these matters in relation to the floods in Brisbane, Australia, in 2011. The findings are based on interviews with representatives of households whose dwellings or business premises were fully or partially inundated by the waters. The research shows how important it is to recognise the problems of institutional fragmentation in terms of communication and the active engagement of recipients in understanding and interpreting flood risk information (especially for slow‐onset riverine flooding, such as that suffered by Brisbane). Locally targeted information on risk is of vital importance in avoiding the misinterpretation of warning information in relation to environmental cues and in promoting adequate responses. The impact of flood hazard information on public acceptance of a selected flood mitigation strategy was assessed by an analysis of the content of newspaper reports of community reaction and letters to the editor. The impact of personal delivery of a flood hazard map on individual perception of risk and attitude to such information was assessed using personal interviews. The results indicated that media coverage of the flood hazard information reduced public criticism of the works. This result must be partially attributable to the dramatic style of media coverage and the fact that the media only emphasized the positive value of the works. The interview demonstrated that personal delivery of the information raised perception of risk, improved comprehension of flood risk, had no impact on acceptability of risk but discouraged some respondents from seeking such information in the future. Factors to explain the last negative change were identified to be the format of the map sheet and low salience of flood hazard. On the basis of all results, methods to improve community response to hazard information are provided.  相似文献

This paper investigates coping and adaptation strategies and institutional perceptions of hydrological risk at the local scale in Santarém, an Amazonian city in the state of Pará, Brazil. Methods and tools of analysis encompassed secondary data, field observations, and qualitative techniques (focus-group discussions and in-depth interviews). Stakeholders from affected neighbourhoods describe their means of coping with and adapting to flooding, focusing on purposefulness, type of initiative and investment, risk timing, temporal and spatial scope, and performance. The results comprise an inventory of 16 mostly structural measures. The perceptions of six institutions of general responses to flooding are presented as opinions on actions that reduce the effects of such events, individual strategies and collective community endeavours in at-risk areas, and the activities of the public and private sectors to manage floods. Understanding of coping and adaptation strategies and knowledge of institutional flood risk perceptions can benefit the implementation of risk and disaster reduction policies and practices.  相似文献

A growing awareness of the value of indigenous knowledge has prompted calls for its use within disaster risk reduction. The use of indigenous knowledge alongside scientific knowledge is increasingly advocated but there is as yet no clearly developed framework demonstrating how the two may be integrated to reduce community vulnerability to environmental hazards. This paper presents such a framework, using a participatory approach in which relevant indigenous and scientific knowledge may be integrated to reduce a community's vulnerability to environmental hazards. Focusing on small island developing states it presents an analysis of the need for such a framework alongside the difficulties of incorporating indigenous knowledge. This is followed by an explanation of the various processes within the framework, drawing on research completed in Papua New Guinea. This framework is an important first step in identifying how indigenous and scientific knowledge may be integrated to reduce community vulnerability to environmental hazards.  相似文献

This study examines health effects resulting from landslides in Chuuk during Tropical Storm Chata'an in July 2002, and suggests strategies to prevent future mortality. In August 2002, we conducted a cross-sectional survey to identify risk factors for mortality during landslides, which included 52 survivors and 40 surrogates for 43 decedents to identify risk factors for death. Findings suggest that 1) females had a higher mortality rate from this event than males, and 2) children aged 5–14 years had a 10-fold increase in mortality when compared with annual mortality rates from all causes. Awareness of landslides occurring elsewhere and knowledge of natural warning signs were significantly associated with lower risks of death; being outside during landslides was not associated with reduced mortality. In Chuuk, improving communication systems during tropical storms and increasing knowledge of natural warnings can reduce the risk for mortality during landslides.  相似文献

ABSTRACT

This study proposes a problem-solving scenario approach to enhance risk communication of low probability events, and aims to understand the effects of such an approach. An experiment was conducted in order to understand the comparative effects of presenting a casualty case with photos and demonstrating a problem scenario via an animation of participants’ anticipated responses to a simulated life-or-death choice. Forty-eight and 55 valid samples were collected respectively for two groups of participants. The results reveal a higher proportion of appropriate responses in the group presented with a problem scenario. Gender difference is found in the group exposed to a problem scenario - a larger percentage of males appear to respond more appropriately when presented with a life-threatening scenario without having being told what has happened. Having the ability to drive an automobile, which is presumably relevant to participants’ responses in a scenario associated with driving, does not, however, appear to differ significantly between the groups. The finding suggests that using a problem-solving scenario approach, compared with merely offering potential consequences of risks is more effective in stimulating appropriate responses to prevent casualty for information users.  相似文献

The coast has always been an area of significant hazards. In situations of community self-sufficiency, consequences of coastal hazards might be isolated to regions directly affected by the hazard. But, in the current global economy, fewer and fewer communities are isolated; damage to one location frequently has consequences around the globe and coastal community resilience can have broad-reaching benefits. Hazard responses for the built coastal environment have typically been resistance: constructing stronger buildings, enhancing natural barriers or creating artificial barriers. These approaches to hazard reduction through coastal engineering and shoreline defence efforts have been crucial to sustained coastal development. However, as coastal forces continue or magnify and resources become scarcer, resistance alone may be less effective or even unsustainable, and interest in resilience has grown. Resilience is a community's ability either to absorb destructive forces without loss of service or function, or to recover quickly from disasters. Community resilience encompasses multiple elements, ranging from governance to structural design, risk knowledge, prevention, warning systems and recovery. This paper focuses on hazards of coastal communities, and provides a review of some recent engineering efforts to improve the resilience elements of risk knowledge and disaster warnings for coastal disaster reduction.  相似文献

The free distribution of seeds and tools is the standard approach to agricultural recovery. The predominance of this approach is partly attributable to the: (1) perception that farmer seed quality is poor, (2) insistence on seed certification, (3) promotion of researcher varieties, (4) misdiagnosis of unavailability, (5) difficulty accessing farmer seed, and (6) support for the commercial seed sector. This paper presents a Seed Security Assessment Framework to distinguish among the causes of seed insecurity and focuses on three principal concepts: seed availability; access to seed; and factors associated with seed utilisation. Using this diagnostic framework, Catholic Relief Services (CRS) has developed a better approach to promoting seed system-based agricultural recovery. It involves a combination of seed voucher distribution and the organization of seed fairs, which bring together a range of sellers from whom the holders of vouchers may purchase seed. This approach is advantageous because it: strengthens farmer seed procurement systems; is cost efficient; in economic terms, has a multiplier effect in the community; is straightforward to plan and implement; allows commercial sector participation; provides an opportunity to promote improved varieties for farmer evaluation; brings together different communities.  相似文献
