Since the early 1990s, waste minimisation clubs have been important sources of information for industry in the UK on clean technology and sustainable waste management practice. Despite this contribution, concern has grown about the declining number of clubs, their performance and the likelihood that they will continue to play a key role in national policy.This paper examines the evidence available and provides estimates of how the numbers varied in England since the first clubs were formed. The results presented indicate that, after initial expansion, numbers went into decline. The paper then explores, using economic theory, why this pattern should have developed and suggests it to be a function of how clubs were designed and managed. The results of the analysis are used to propose alterations in how future clubs could be designed so that they continue to contribute effectively to the development of sustainable waste management in UK industry. These lessons are of value to policy in both the UK and other countries considering the development of this important tool of waste strategy. The paper concludes with a number of suggestions for future research.  相似文献

As a result of the UK Government's waste policy, which increasingly encourages sustainable development, and the realisation that water in the UK cannot be treated as an unlimited resource, there is growing interest in reducing the demand for water by industry. A series of industrial waste minimisation clubs have been set up within the country. This paper identifies the effectiveness of these clubs in reducing the demand for water. An overview of some of the clubs show how there is a major discrepancy between potential and implemented water savings, whilst a more detailed analysis of three specific examples show how water demand and cost to the company can be reduced, with the project paying for itself within around 1 year. It appears that companies are able to reduce water consumption by approximately 30%. If this level of saving was taken up by the entire industrial sector in England and Wales, water consumption could be reduced by approximately 1500 Ml/day. This reduction would be more significant in regions of lower rainfall, for example East Anglia and Southeast England.  相似文献

One of the major hindrances to waste minimisation on a construction site is the difficulty in establishing a methodology and using this methodology to benchmark future construction projects. This paper introduces SMARTWaste, a software tool that has been used to audit, reduce and target waste arisings on a construction site. This tool tries to link the construction process and the waste hierarchy. That is reducing waste on a construction site rather than landfilling it. Three applications of the SMARTWaste software will be discussed using case studies from three different types of construction. An evaluation of these case studies shows that, by implementing a waste minimisation scheme on-site, you can improve material recovery for reuse. Also, by using the waste arisings as a benchmark you can reduce your waste arisings on future sites. Application of SMARTWaste or a similar waste minimisation tool on a wider basis could reduce waste arisings and could result in a built environment that consumed less natural resources and energy, and also produced less pollution and waste. Such a built environment would be environmentally and socially more responsive and responsible.  相似文献

Minimisation is the top priority of the waste management hierarchy, which is one of the guiding principals for national solid waste management planning throughout the developed world. As such it should be encouraged as a means for reducing wastes which require treatment and disposal, whether they be household, commercial or industrial in source. This paper suggests that minimisation is not being given the necessary policy frameworks or legislation within which to develop in the UK, and questions whether minimisation is being afforded the respect and attention, from all levels, that is due the most preferable waste option according to the hierarchy. This theme is investigated by surveying the county councils of England as a representative sample of waste disposal authorities in England, and former waste regulation authorities. They are responsible for guiding local and district waste policy and are the regional waste planners in the UK. If they are not seriously taking on board the message of minimisation, then there is little chance that it will succeed without further legislative developments. Some 59% of English counties have a minimisation policy, whilst only 47% have participated in and supported a minimisation programme or trial within their region. The majority of these developments have occurred within the last three years, and 78% of counties who have participated in a programme have found it a successful venture. By 1999 79% of English counties will have been actively involved in a minimisation programme in their region, which is a positive scenario. This trend must continue if waste minimisation is to become the key theme of future sustainable waste management in the UK as was intended by declarations at the Rio '92 conference and in subsequent UK Government policy and strategy.  相似文献

The aim of the East Anglian Waste Minimisation in the Food And Drink Industry Project was to develop waste minimisation capability in food and drink sector companies by providing a structured training programme and consultancy support to participating members of a business club. The business club forum provided the structure within which interactive training and development sessions were delivered. Expertise and assistance in implementing waste minimisation and waste management programmes was given to member companies at their sites.The project resulted in pound 1,800,000 per annum of identified savings with pound 1,100,000 of verified savings already achieved. Training and development contributed fundamentally to these project outcomes and achievements.The structured training package used three different approaches or methods. Teaching and workshop sessions were used to present interactive training on waste minimisation practice. These were supplemented by interactive 'report-back' sessions where the 'project champions' presented progress reports to the club on waste minimisation at their sites.An overview of the business club approach is described, together with an account of the successes and challenges of applying a structured training and development programme and the barriers to waste minimisation that were overcome. Training effectiveness was measured according to reaction, learning, application and impact.  相似文献

The UK Government in October 1996 introduced a Landfill Tax to ensure that landfill waste disposal is properly priced so as to reflect its environmental cost and to help promote a more sustainable approach to waste management in which less waste is produced, reused or recycled. The UK Customs and Excise have recently reviewed the tax and the report indicates that there has been a modest reduction in waste going to landfill by industry but not households. It is submitted that for there to be a significant move towards a more sustainable approach to waste management to meet the targets set in the National Strategy the tax should be higher and the money raised by the tax should be invested to make alternatives to landfill cheaper and more readily available. It is also submitted that the Tax Credit Scheme, introduced as a means of enabling some of the tax to be invested to promote better waste management, is inadequately funded and the money is inappropriately focused. Following an examination of the projects and contributions made under the Scheme it is found that most of the contributions are not made towards projects which will fulfil the UK Government's perceived purposes. Solid waste recycling and recovery approach can be a sustainable and effective waste management system in many growing cities of the least developed countries. In the course of achieving proper solid waste management, a lot of efforts in these countries have, however, been focused more on collection and disposal and ignored waste recycling which can result into income generation, employment creation and reduction of the waste quantities that will finally require disposal in the existing municipal landfills or disposal sites. This paper reports the findings of a study on solid waste recycling in a selected semi-planned settlement in Dar es Salaam City, Tanzania. The objective of the study was to describe the existing solid waste management in the study area with a view to identifying the waste generation rates, types of the wastes and determine the amount of waste from the settlement that can be recycled for the purpose of income generation and reduction of the total amount of waste to be disposed of. Findings from this study revealed that waste generation rate in the study area was 0.36 kg per person per day, and that out of the 14 600 kg of recyclable waste generated per year, 8030 kg or 55% can be recycled and generate a per capita income of Tsh 834 000 for waste recyclists which is more than twice the official minimum annual wage (Tsh 360 000) in Tanzania at the time of the study. The study also revealed that effective waste recycling in the study area would result in the reduction of the total waste that need to be transported for final disposal by 11%.  相似文献

Spent hydroprocessing catalysts from refineries have been classified as hazardous solid waste by the United States Environmental Protection Agency (USEPA), refiners must find a viable but economical solution to solve this serious environmental issue. Catalyst rejuvenation is an attractive option for minimizing the environmental problems associated with spent catalysts. In this study, a preliminary design for such a process and the corresponding economic analysis are performed to assess the proposed catalyst rejuvenation process for metal-fouled spent catalysts generated in residue hydroprocessing units. The scenarios used in the economic assessment are based on three options of process synthesis and two operator modes. It is found that the option of rejuvenating medium and lightly fouled spent catalyst produced by the refinery will be the best solution for refiners, both environmentally and economically.  相似文献

Municipal waste arisings continued to increase during the 1970s in all the industrialized economies. Currently, in the midst of a severe international economic recession, the continuing escalation in the costs of waste disposal poses significant problems for municipal authorities. With the data constraints firmly in mind, this paper estimates the secondary materials supply potential of the municipal waste stream. The calculations suggest that a significant supply potential remains to be utilized despite ‘respectable’ overall recycling rates in most industrial economies. Resource recovery options can be divided into ‘low technology’ source separation schemes and ‘high technology’ mechanical separation schemes. The authors concentrate on the former option and appraise (on the basis of social cost-benefit analysis) a number of schemes that have operated in both Europe and North America.  相似文献

The environmental performance of the University of Maribor (Engineering Campus) has been assessed on a life cycle basis. The following activities have been considered in the study: the use and operation of lecture theatres (construction and maintenance, heating, lighting and water consumption) and day-to-day consumption of sundries (paper and plastic bottles). The results indicate that the heating and construction of buildings are the ‘hot spots’ in the system, for most environmental impacts. Different waste management options for the plastic and paper, including recycling, incineration and landfill, have also been compared for environmental impacts and economic costs. The option combining 70% recycling, 29% incineration and 1% landfill has been found to be most economically and environmentally sustainable.  相似文献

Prefabrication has been widely regarded as a sustainable construction method in terms of its impact on environmental protection. One important aspect of this perspective is the influence of prefabrication on construction waste reduction and the subsequent waste handling activities, including waste sorting, reuse, recycle, and disposal. Nevertheless, it would appear that existing research with regard to this topic has failed to take into account its innate dynamic character of the process of construction waste minimization; integrating all essential waste handling activities has never been achieved thus far. This paper proposes a dynamic model for quantitatively evaluating the possible impacts arising from the application of prefabrication technology on construction waste reduction and the subsequent waste handling activities. The resulting model was validated based on an actual building project in Shenzhen, China.The simulation results of the design scenarios indicate that the policy on providing subsidy for each square meter of the prefabrication adopted in the construction would have more significant effect on promoting the use of prefabrication and improving the performance of construction waste reduction compared to the increase of income tax benefits. The results also show that (1) interaction exists among different management measures, and (2) the combined effect of multiple policies is larger than the simple sum of their individual impacts, indicating the need for comprehensive consideration on the combined effect of these potential polices. This paper demonstrates the potential benefits of using a system dynamics approach in understanding the behavior of real-world processes. The developed model not only serves as a practical tool for assessing the impact of off-site prefabrication on construction waste reduction and the corresponding waste handling activities, but also help provide a valuable reference to policy makers through the comparison of simulation results generated under various scenarios such that the best policy mix can be identified prior to production.  相似文献

The increased concern about environmental problems caused by inadequate waste management, as well as the concern about global warming, promotes actions toward a sustainable management of the organic fraction of the waste. Landfills, the most common means to dispose of municipal solid waste (MSW), lead to the conversion of the organic waste to biogas, containing about 50% methane, a very active greenhouse gas (GHG). One unit of methane has a global warming potential of 21 computed for a 100-year horizon or 56 computed for 20 years. The waste sector in Israel contributes 13% of total greenhouse gases (GHG) emissions for a time horizon of 100 years (for a time horizon of 20 years, the waste sector contribution equals to more than 25% of total GHG emissions). The ultimate goal is to minimize the amount of methane (CH4) by converting it to CO2. This can be achieved by physicochemical means (e.g., landfill gas flare, incineration) or by biological processes (e.g., composting, anaerobic digestion). Since the waste in Israel has a high organic material content, it was found that the most cost-effective means to treat the degradable organic components is by aerobic composting (investment of less than US$ 10 to reduce emission of one ton CO2 equivalent per year). Another benefit of this technology is the ability to implement it within a short period. The suggested approach, which should be implemented especially in developing countries, could reduce a significant amount of GHG at relatively low cost and short time. The development of a national policy for proper waste treatment can be a significant means to abate GHG emissions in the short term, enabling a gain in time to develop other means for the long run. In addition, the use of CO2 quotas will credit the waste sector and will promote profitable proper waste management.  相似文献

The management of plastic waste through various methods such as landfilling, recycling, and incineration has several inherent shortcomings, such as a lack of resources, preparation, motivation, financial power, and expertise. Additionally, these methods are unable to handle the quantity and types of plastic waste, nor do they increase the public's interest in plastic waste management practices. According to research, environmental, economic, and social factors are the main drivers for reducing plastic waste. Experts from around the world have identified four significant areas of concern for which solutions have been proposed: methods of plastic waste reduction and management, the amount of plastic waste, the quality of waste/plastic, and awareness of plastic waste management/cost of plastic waste management. However, individual solutions proposed for these key areas of concern are facing several challenges, leading to delays in their adoption or less popularity globally. The review has identified the reasons for the less popularity of existing plastic waste management methods, which are less environmentally friendly and have a complex process, hence requiring serious reconsideration from technocrats and researchers to develop more sustainable and efficient procedures that do not produce more hazardous by-products. This study also found that financial incentives are one of the main drivers to ensure the mass participation of lower and working-class people.  相似文献

Traditionally solid waste management has evolved as mainly the removal of municipal wastes by hauling them out of the city boundaries and dumping them ‘there’. This is in conformity with the ‘out of sight out of mind’ philosophy. However, with the ever increasing tonnage of refuse due to the expansion of urban centers, which implies increased collection, transportation and disposal costs, recycling is currently accepted as a sustainable approach to solid waste management. This paper reports on the findings of a study, conducted in the city of Dar es Salaam between the years 1993 and 1995, on the scavenging activities and recycling trends of some selected items in Dar es Salaam. Apart from the discussions on existing solid waste generation rates (2000 tonnes/day), composition (60% being organic/or vegetable matter) and their management in Dar es Salaam, the paper also presents data obtained through a survey of Vingunguti dump site and other waste collection centers. It was established that there are currently about 600 solid waste scavengers in Dar es Salaam, approximately 109 of whom operate at Vingunguti dump site and others at 14 different collection centers. Many of them opted for scavenging due to unemployment. The study findings indicate that their average monthly income exceeded the official minimum wage (at the time of study) enabling them to support their families. This demonstrates the potential of recycling to generate gainful employment with implied lower crime rates among the unemployed. Recycling activities in the city were observed to be not only a critical source of raw materials for small-scale industries, in the absence of which they would cease to operate, but also a widely accepted environmentally friendly technology for solid waste management. Out of 294 tonnes of studied waste materials (paper, metal, plastic, glass and textiles) only 4 tonnes are recovered and recycled. The remaining 290 tonnes/day of recyclable material are left to pollute the environment or are collected and transported for final disposal and, therefore, unnecessarily contribute to the shortening of the life span of the dump site. Finally, the paper gives some recommendations for improved recycling activity so as to make it an important means of reducing the overall volume of waste materials to be transported and deposited in the dump site and at the same time provide a potential opportunity for employment for unskilled workers.  相似文献

Household waste prevention in England has been recognised in national strategy as a key component for future sustainable practice. To support the policy agenda, the Department of Environment, Food and Rural Affairs (Defra) in England has funded an extensive programme of fundamental research in the area. The specific research aim reported on here, in this Defra funded project, was to trial and assess methods for monitoring and evaluating approaches detailed in the National Resource and Waste Forum (NRWF)’s Household Waste Prevention Toolkit. The methods that formed the basis for the four research Objectives for the project were: using pilot and control areas (core Objective), tracking waste arisings, measuring specific activities and declared awareness and behaviour surveys. A primary objective of this research was to quantify the direct waste tonnage impacts of implementing a targeted household waste campaign in Dorset County, UK. A key performance indicator chosen for this assessment was the weight of waste collected at the kerbside from households. In an area where a waste prevention campaign is well planned and implemented then reductions in household waste arisings in pilot areas can be in the region of 2% per annum. This method for monitoring can be used, in the hands of an expert project team, to communicate to the public the direct benefits of waste prevention. It was found that there are a wide range of factors that need to be taken into account in the UK, and that these had hitherto been given little prominence, such as careful matching of pilot and control areas – this proved problematical in this research. However, a range of techniques used to support the methods, e.g. doorstepping surveys and focus groups could not show clear attributable waste prevention impacts but their findings could be used to direct new future messages to the public. The most successful and measurable campaign activities that were revealed by evaluation were: mail preference registrations, Home composting and doorstepping. An expert evaluation of all major methods found that no clear preference was revealed as to which were the most useful. None of the methods were judged very poor neither very good, all had major issues about their use. Tracking waste arisings and focus groups were assessed to be the best techniques in terms of input effort to output value. It is likely that waste prevention teams for household waste will need very careful training in the cost-effective use of the NRWF Toolkit before they are competent to apply it to a given place; the issues are more complex than were first thought.  相似文献

The UK government has recognised the vital contribution that the construction industry has to play in contributing towards sustainable development. While the issue of hardened concrete waste has received considerable attention, process waste arising from the manufacture of ready-mixed concrete is relatively unexplored. It is apparent that initiatives such as the landfill tax have encouraged UK ready-mixed concrete manufacturers to reduce substantially the amount of waste they produce. Environmental pressures continue to increase and ready-mixed concrete producers are being forced towards a closed loop production system.  相似文献

Plastics have become an indispensable ingredient of human life. They are non-biodegradable polymers of mostly containing carbon, hydrogen, and few other elements such as chlorine, nitrogen etc. Rapid growth of the world population led to increased demand of commodity plastics. High density poly ethylene is one of the largest used commodity plastics due to its vast applications in many fields. Due to its non bio degradability and low life, HDPE contributes significantly to the problem of Municipal Waste Management. To avert environment pollution of HDPE wastes, they must be recycled and recovered. On the other hand, steady depletion of fossil fuel and increased energy demand, motivated the researchers and technologists to search and develop different energy sources. Waste to energy has been a significant way to utilize the waste sustainably, simultaneously add to meet the energy demand. Plastics being petrochemical origin have inherently high calorific value. Thus they can be converted back to useful energy. Many researches have been carried out to convert the waste plastics into liquid fuel by thermal and catalytic pyrolysis and this has led to establishment of a number of successful firms converting waste plastics to liquid fuels. This paper reviews the production and consumption HDPE, different methods of recycling of plastic with special reference to chemical degradation of HDPE to fuel. This also focuses on different factors that affect these degradations, the kinetics and mechanism of this reaction.  相似文献

The use of materials and the generation of waste are linked to economic activities and in many projections these are assumed to be a constant ratio of the economic activities. This may be the case considering detailed economic activities and unchanged technology. However, the assumption of constant coefficients is questionable when linking material use and waste generation to aggregated economic activities. Therefore, in this paper, econometrics is used to test the assumption of constant waste coefficients empirically. The analyses show that an assumption of constant waste coefficients is not supported, generally, and a model allowing for trendwise changing coefficients is developed and used for projections of waste and material flows in 25 European countries.  相似文献

The competent waste authority in the Flemish region of Belgium created the 'Implementation plan household waste 2003-2007' and the 'Implementation plan sustainable management 2010-2015' to comply with EU regulation. It incorporates European and regional requirements and describes strategies, goals, actions and instruments for the collection and treatment of household waste. The central mandatory goal is to reduce and maintain the amount of residual household waste to 150 kg per capita per year between 2010-2015. In literature, a reasonable body of information has been published on the effectiveness and efficiency of a variety of policy instruments, but the information is complex, often contradictory and difficult to interpret. The objective of this paper is to identify, through the development of a binary logistic regression model, those variables of the waste collection scheme that help municipalities to reach the mandatory 150 kg goal. The model covers a number of variables for household characteristics, provision of recycling services, frequency of waste collection and charging for waste services. This paper, however, is not about waste prevention and reuse. The dataset originates from 2003. Four out of 12 variables in the model contributed significantly: income per capita, cost of residual waste collection, collection frequency and separate curbside collection of organic waste.  相似文献

Food and drink waste is a significant problem for economic, environmental and food security reasons. Government efforts have focused on diverting waste away from landfill through regulation, taxation and public awareness. However, efforts to understand why waste occurs have been limited, particularly in the interface between retailers and suppliers. This research aims to address this problem by identifying the main root causes of waste in the supplier-retailer interface.The research is exploratory in nature as there is a paucity of studies focusing on food waste across the supply chain. Data were collected through 43 interviews with managers in food manufacturing, wholesaling and retailing in two countries: the UK (24) and Spain (19). Data from the interviews and supplementary documentation were analyzed using causal maps. This approach helped to identify the main root causes of waste which were categorized into three groups: (1) mega-trends in the marketplace, (2) natural causes related to the products and processes, and (3) management root causes on which practitioners have a direct impact.The paper discusses the root causes of food waste and good practices identified from the interviews. Differences between the UK and Spain are discussed, presenting potential learning opportunities for practitioners in these countries and highlighting opportunities for further research.  相似文献
